1. Call to Order
Chair Pfuhl called the meeting to order at 7:02 p.m.
## 2. Roll Call
Answering roll call were Commissioners Bye, Conzemius, Garazatua, Hulbert, Wick, Kane, Pfuhl and Student
## Commissioner Harrington
Commissioner Welsh arrived at 7:03 p.m.

Director Recreation & Facilities Tracy Petersen, Recreation Supervisor Maddy Champa, and Administrative

Chair Pfuhl noted that Commissionoer Garazatua is attending the meeting virtually in accordance with City
Council's policy.
## 3. Approval of Meeting Agenda
Chair Pfuhl noted there is an amendment to the agenda. Staff Liaison Vetter informed the Commission that
General Manager Jesse Buccholz is unable to attend tonight's meeting. Item 7.2 Braemar Ice Arena & Field Facility
will be rescheduled to a future meeting.
Motion made by Hulbert to approve the amended meeting agenda. Motion seconded by Kane
A roll call vote was performed:

Motion made by Wick to approve Feb. 10, 2026 minutes. Motion seconded by Bye.
A roll call vote was performed:

5.1. Welcome Commissioner Alex Conzemius to the Parks & Recreation Commission
Chair Pfuhl introduced the new Commissioner, Alex Conzemius, and each Commissioner and staff member
introduced themselves.

7. Reports/Recommendations
7.1. Outdoor Ice Rink Season Recap & Preview of Summer Sports Programs
## Assistant Director Petersen introduced Recreation Supervisor Maddy Champa. Recreation Supervisor
Champa gave a recap of the recent outdoor ice rink season as well as a preview of summer sports
programs. Commissioners asked questions.

Braemar Ice Arena & Field Facility Update will be rescheduled to a future meeting.
7.3. Initiative 1.5.2: Review and compare park shelter building amenities and function
Commissioner Welsh informed the Commission that she does not have a formal presentation but was
hoping to have a conversation with the entire Commission. She indicated that she met with Commissioners
Garazatua and Wick and they talked about their thoughts based on the presentation provided by Snow
Kreilich Architect. Commissioners asked questions and made comments.
7.4. Initiative 1.5.4: Research and if feasible, develop action plan or further research of no more
than two Alternative Funding Strategies (2023 Work Plan Item) to progress that initiative.
Chair Pfuhl informed the commission that she met with Commissioners Welsh and Hulbert and went
through some of the highlights of their discussion. Commissioners asked questions and made comments.
## 7.5. 2026 Park & Recreation Commission Work Plan
Initiative 1.5.1 — Review and comment on Braemar Arena implementation — Staff Liaison Vetter informed the
Commission they are caught up on the infrastructure replacement and are still working through what the
overall design is. They are trying to set the remaining project budget and will continue to work through that.
Initiative 1.5.2 — Review and compare park shelter building amenities and function — Just had the update.
Initiative 1.5.3 — Review the 2016 Parks & Recreation Strategic Plan content, identify key study areas to
include in the upcoming 2026 update for topics, research and potential data collection. — This initiative has
been completed.
Initiative 1.5.4 — Research and, if feasible, develop an action plan or further research of no more than two
Alternative Funding Strategies (2023 Work Plan Item) to progress that initiative. — Just had the update.
Initiative 1.5.5 — Review and climate action plan priorities and conduct research on external park agencies
that are implementing projects that would be beneficial to the Edina Park system. Staff Liaison Vetter
informed the Commission that this initiative will be presented at the June meeting.
Initiative 1.5.6 — City Code Update — Article III. Boards, Committees and Commission, Division 7. Parks &
Recreation Commission. This initiative has been completed.
Chair Pfuhl reminded the Commission to start thinking about work plan ideas at their June meeting for the
2027-2028 work plan.
Staff Liaison Vetter commented that Commissioner Spaulding was on some of these initiatives and asked
Commissioner Conzemius if he would like to be a part of the initiatives. Commissioner Comzemius replied
there are two initiatives that he is interested in, but they have been completed. He will think about it and get
back to the Commission.

## 9.1. Upcoming Meetings & Events
Staff Liaison Vetter gave the following updates:
• The Parks & Recreation Commission is still one commissioner short. However, in May they will have
a new commissioner and therefore will have a full commission.
• The south floor of the arena is well under construction and the next one will be the east. They are
still working on the overall design.

• The equipment room at the Edina Aquatic Center is still under construction and has had a massive
overhaul. Furniture, fixtures and equipment will be going to the City Council on Tuesday, April 21. This
has been a very expensive project with a very tight construction window and a lot of invasive work.
• Work continues and is under construction for the new Art Center with the Hennepin County Library.
• Recently, trees were removed at the Edina Golf Dome, so they are now able to expand the parking
lot. He explained it would be dual purpose. It will eventually be the mountain biking trial head
parking lot, and they will also have pickleball on the site.
• If the timing works out, they hope to bring the gross maximum price for the Fred Richards project to
the City Council on April 21.
• Spring and Summer registration started on Feb. 1, so staff is starting to get a lot of those programs
ready. There is also a lot of hiring happening for part-time summer staff.

area and will report back upon receiving available additional research.

supplement financial contributions to the park system.

Review and compare park shelter building amenities and
function
The upcoming capital improvement program identifies several
park shelter building replacements. Part 1: The commission will
study and report on user experience enhancements, amenities
and style of facility approaches that are successful in current
Edina parks and surrounding communities to help guide future
replacement projects. Part 2: The commission will evaluate
Edina Parks that have and those that do not have park buildings
and propose criteria for constructing or decommissioning at
each site.

## Review 2016 Parks & Recreation Strategic Plan content,

for topics, research and potential data collection.
The Parks and Recreation Department completes a strategic
plan every 10 years prior to the development of the
Comprehensive Guide Plan. The strategic plan informs the
parks chapter of the comprehensive guide plan and is used as a
pathway to prioritize and further develop the park system. This
initiative will review the content of the 2016 plan, identify areas
to add or modify for the upcoming work.
