To request a board portal document, please submit a data request (URL). ## None Page 7 of 12 ## Item Report July 23, 2026 ## Arts & Culture Commission ## Item Number: 7.1 Department: Parks & Recreation Item Activity: Discussion Prepared By: Laura Fulton, Recreation Supervisor Art Center ## Item Title: 2025/2026 Workplan Update ## Action Requested: Discuss and update 2025/2026 Workplan initiatives. ## Information/Background: ## 2026 Arts and Culture Workplan: ## Arts & Culture Commission The Commission strives to build a vibrant community through support of arts and culture and advises the City Council on artistic initiatives in Edina, including the Edina Art Center. ## Initiative 1.1.1: Art Center Colocation at Southdale Library The Arts and Culture Commission will continue to bring forward community perspectives for the new Art Center, collocated at the Hennepin County Southdale Library. 2026 Initiative members: Piacek-Llanes, Scully, Steinberg, Westlund, Buzar Barua (s), Peterson (s) ## Initiative 1.1.2: Edina Art Grant Program Arts and Culture Commission members will review, refine and host a third year of the Edina Art Grant Program. ## 2026 Initiative members: Curtin, Fram, Pandya, Piacek-Llanes, Peterson (s) Initiative 1.1.3 Review Public Art Opportunities for New City Facilities and Locations The Arts and Culture Commission will review public art elements and make recommendations to public projects, such as Fire Station #2, Fred Richards Park, Braemar Arena and others. 2026 Initiative members: all ## Initiative 1.1.4: Commission Participation in Community Events Commission participation in up to two community events this upcoming year. ## 2026 Initiative members: Byrd, Scully, Steinberg, Zbaren ## Initiative 1.1.5: Utility Box Art Wrap Program Three of the five boxes were wrapped in 2025. The Commission will finalize work plan initiatives by the September meeting. Chair Zbaren will present the plan to the City Council in October. ## Information/Background: Questions Commissioners should consider for the July meeting 1. What emerging issues or opportunities do you believe the Commission should focus on next year? 2. What community topics, concerns, or gaps have you observed that warrant a Commission initiative? 3. What questions or considerations should guide a deeper analysis of these strategies? 4. Which current initiatives should continue into next year, and which should sunset or shift in scope ## Process to Set 2027/2028 Work Plan • The work plan initiatives are determined and worked on by the commission themselves. • Each initiative is limited to no more than 4 regular members and up to two student members. • Each initiative should have a designated lead. The lead’s responsibility is to organize the work plan members on the deliverable and communicate with the Chair on when the item is ready for discussion by the full commission for the agenda. Initiative leads do work with staff on guidance and clarity. • The initiatives must fall into one of five City Council Charges of 1. Study & Report, 2. Review & Comment, 3. Review & Recommend, 4. Review & Decide, or 5. Event. • Typically the July and August meetings the commission will discuss ideas and focus areas for the work plan. The September meeting is used for finalizing the initiatives and recommending them by motion for City Council consideration. ## Framing the Two-Year Work Plan As the commission prepares, remember that each commission’s two-year work plan should include four to five key initiatives that either advance City Council priorities or fulfill mandates defined in city code or statute (such as reviewing land use applications). Plans should follow a phased approach: - Year 1: Study or research - Year 2: Recommendations or implementation, as directed by Council Page 10 of 12 Work plans should align with the city’s strategic priorities—Strong Foundation, Reliable Service, Livable City, Better Together—as well as the budget values of sustainability, stewardship, engagement, equity, and health.
