Call to Order Chair Pfuhl called the meeting to order at 7:01 p.m. ## 2. Roll Call Answering roll call were Commissioners Bye, Welsh, Wick, Kane, Pfuhl, and Student Commissioner Harrington ## Absent: Commissioners Hulbert, Spaulding and Student Commissioner Syed Commissioner Garazatua arrived at 7:06 p.m. Staff Present: Staff Liaison Perry Vetter, Assistant Director Recreation and Facilities Tracy Petersen, Braemar Golf ## Course General Manager Joe Abood and Administrative Coordinator Janet Canton Staff Liaison Vetter noted that Commissioner Garazatua is attending the meeting virtually in accordance with City Council's policy. ## 3. Approval of Meeting Agenda Motion by Kane to approve the meeting agenda. Motion seconded by Wick. Roll Call vote. Motion carried. ## 4. Approval of Meeting Minutes ## 4.1. Minutes: Parks & Recreation Commission Jan. 13, 2026 Motion made by Bye to approve Jan. 13, 2026 minutes. Motion seconded by Kane. Roll call vote. Motion carried. ## 5. Special Recognitions and Presentations ## None ## 6. Community Comment ## None 7. Reports/Recommendations ## 7.1. Braemar Golf Operations Update Braemar Golf Course General Manager, Joe Abood, gave an update and presentation on Braemar Golf. Commissioners asked questions and provided feedback. ## 7.2. Initiative 1.5.5 - Review Climate Action Plan Priorities Commissioner Wick gave an overview and draft presentation on the current status of this initiative and initial research. Commissioners asked questions and made comments. Initiative members will meet and report back to the full commission. ## 7.3. Annual Election of Officers Staff Liaison Vetter explained to the Commissioners how the election would proceed. Chair Pfuhl opened the floor for nominations for Chair of the Parks & Recreation Commission. Welsh moved to nominate Commissioner Pfuhl as Chair of the Parks & Recreation Commission. Motion seconded by Bye. Roll call vote. Motion carried. Chair Pfuhl opened the floor for nomination for Vice-Chair of the Parks & Recreation Commission. Welsh moved to nominate Commissioner Kane as Vice-Chair of the Parks & Recreation Commission. Motion seconded by Wick. Roll call vote. Motion carried. ## 8. Chair and Member Comments Commissioners asked for clarification on when the next initiatives will be presented. After much discussion, the following was decided: ## April Meeting Initiative 1.5.2 — Review and compare park shelter building amenities and function. Initiative 1.5.4 — Research and, if feasible, develop an action plan or further research of no more than two Alternative Funding Strategies (2023 Work Plan Item) to progress that initiative. ## May Meeting Initiative 1.5.4 — Research and, if feasible, develop an action plan or further research of no more than two Alternative Funding Strategies (2023 Work Plan Item) to progress that initiative. (PART 2) Strategic Plan Content — Staff recommendation of 1.5.3 ## June Meeting Initiative 1.5.5 — Review Climate Action Plan priorities and conduct research on external park agencies that are implementing projects that would be beneficial to the Edina Park system. 2027/2028 Work Plan preparation Staff Liaison Vetter will send out prior year work plan initiative ideas prior to the June meeting. The commission will discuss it again in August and try to finalize it in September. He noted that at a date in October, Chair Pfuhl will present it to the City Council and on Jan. 1, 2027, the Work Plan will take effect, and the commission will start implementation. Chair Pfuhl encouraged the commissioners to start thinking about things that may be of value and noted this is a great opportunity for us to make an impact. It was decided there would not be a Parks & Recreation Commission meeting in March and that it would be a good opportunity for Commissioners to meet in their small initiative groups. ## 9. Staff Comments ## 9.1. Upcoming Meetings & Events Staff Liaison Vetter gave the following updates: • Reiterated that there will not be a March 10, 2026, Parks & Recreation Commission meeting. • Summer registration for Edina residents starts at noon tomorrow, Feb. 11 and for non-residents at noon starting on Wednesday, Feb. 18. • The city has been receiving a lot of inquiries regarding federal agents with immigration enforcement using parks & facilities. He explained they did receive direction from the City Council to install signs that will state Edina parks are welcoming and if there is any activity that is not welcoming or seems illegal or dangerous, to call 911. He explained that their greatest concern is setting up false expectations or an expectation that cannot be enforced. He noted they cannot ban federal enforcement in their parks or public buildings. 10. Adjournment Motion made by Kane to adjourn the Feb. 10, 2026, meeting at 8:24 p.m. Motion seconded by Wick.
