[0:01] hey welcome everybody I'm going to call the meeting to order we do have a quorum [0:06] tonight this is the regular school board meeting of August 13th 2018 John could [0:14] you please do a quick review of the agenda yes so your agenda tonight is [0:19] consent items around expenditures personnel long term facilities some [0:26] agreements to use for services that we offer our families and kids and then a [0:33] Amir garb you'll be busy with talk leading the board through policies and the discussion the policy communities [0:40] had again action tonight around certain goals ties reorganization agreement and [0:48] additional policies and then there's some other information posted just for your background so with that all right [0:56] thank you first item on our agenda is approval of the minutes can I get a motion to approve the July 6 minutes of [1:02] the July 16th work session and the July 16th regular meeting are there any [1:10] changes to the minutes all those in favor of approving the minutes from July 16th work session in the July 16th [1:16] regular meeting say aye I'm any opposed motion carried [1:21] hearing from members of the audience's next Sarah do we have anybody all right [1:26] not tonight we do have a recognition of staff we [1:32] received a letter writing in to recognize Steve Buettner as an outstanding district employee in partner [1:39] [Applause] the person wrote the email said I [1:45] recently needed to gather some technical feasibility data gave very little notice to mr. Buettner and he got back to this [1:53] person right away with all the information they needed and also suggested next steps Steve was an [1:59] excellent partner to parents and volunteers within the district Thank You mr. beuter next we have the consent [2:08] agenda or is there any thing that anyone wants to remove from the consent agenda how can I get a motion to approve the [2:14] consent agenda all those in favor of approving the consent agenda say aye [2:20] aye any opposed motion carried reports we have no reports tonight and [2:26] we have discussion this is why a Mears name came up yes that's right there's [2:32] many of these are up for discussion there's not a whole lot that's that's [2:38] not about that much just reviewing them either annually or their three-year time that includes our advisory teams legal [2:44] status of the school board school board officers the SEC's non-discrimination [2:50] policies where where there was an ongoing conversation was about policy [2:56] 5:38 field trips and travel and a couple of things are there first of all there [3:03] are some clubs that are non district sponsored and when they go on trips we [3:10] still maintains liability for what happens there there for example the [3:17] rugby team they went on a trip was it to Scotland and so if something had gone [3:24] quite south the district is likely not in a legal position to absolve itself [3:30] under the idea that it's not a district sponsored trip that it's nots identity because they were our our name and they [3:35] they advertise within our schools and it's very much tied to the district they're just some differences that that [3:40] put them in that category more conveniently and so we are updating [3:46] policy 538 student travel this field trips and travel to make sure that even [3:52] those such groups are obligated to follow or district policies the policies that district sponsored groups would have to [3:59] follow and that includes us timeline for when they start communicating what are [4:04] they going how they start communicating with a district office it also includes some of the the vetting that needs to be [4:11] done about where it places that they're going so that we can stand behind these decisions as the district yeah and we [4:20] don't mean to discourage any travel we don't mean to discourage some of the creativity and the decision-making [4:26] that's been happening elsewhere we just want to make sure that things are done in a way that's that safe and vetted and [4:32] known and the district that's responsible for him right also I am [4:38] maybe even longer conversation on 538 field trout field trips and travel we [4:43] talked about homestays during international trips and the inherent [4:50] difference between reading a trip and where this child stayin and who they're [4:55] staying with stateside and having to try to do that for some of the overseas [5:00] trips people go on that there are just very big differences with regard to [5:05] what's possible for a district to know about a home that adults in that home [5:11] when a child staying there whether it be a China trip that recently happened or [5:16] the annual trip to France that a lot of students go to it's it's difficult to [5:24] have the exact same expectations for vetting with some of those homestays we [5:29] did not reach consensus as the committee about what to do about that we start with that first acknowledgment that it's different and it's difficult some of us [5:38] felt that that should almost err on the side of not having homestays others felt [5:43] that we could have some workarounds perhaps a to student rule where two [5:50] students are in any given home not just one sort of like the two adult rule that other institutions have adopted when [5:57] they have adults monitoring children that there not be one adult with a child or a group of children those were things [6:04] that came up for discussion and we we talked about some of the ongoing [6:11] concerns that could be addressed how much health info health information would be communicated about a child with [6:18] to the hosting organizations is there are more of an explicit liability [6:24] release or is our liability release that we already have signed sufficient how what are we doing about check-ins [6:29] are we having students make contact physically over the phone [6:34] daily with somebody from the district or it kind of depends on where we're going [6:39] what are you doing about alternatives to a home stay especially for trips where the homestay isn't the only incredible [6:46] opportunity tied to the trip this would be like the China trip the homestay was an incredible part of it but not the [6:52] reason to go unlike the French trip with some of these friendships where the homestay is what you're doing when [6:58] you're leaving the country and so it for example with the China trip should there be an option to opt out of the homestay [7:05] portion of the trip and still opt into the trip and maybe you would stay where the other adults are staying during the [7:12] homestay portion if you're at a hotel maybe you're at a dorm dormitory and it was in the case of the Chinese ship some [7:20] of the adults rode he's saying not in a hotel what elsewhere but is there a place you can go maybe not even have the [7:26] same amount of programming scheduled but a place you can go and be safe and be monitored and be you know enjoying that [7:34] the hours before your peers regroup and the trip continues after the homestay [7:39] those were all things that were discussed I think I'll open it up at this point for just additional comment [7:47] or thoughts from the board I know I'm teaching and learning we've discussed [7:53] this the travel policy quite a bit as well some of the questions I had around [8:00] some of the language changes the competitive bids I know that this hasn't [8:08] always been done and particularly in trips that happen year after year and they like a certain vendor we is this a [8:15] rule that every year you will have to submit competitive bids regardless if you've worked with a vendor before [8:29] somebody answering so this is a convention competitive bid process will be considered doesn't say it's required [8:44] something that we should be doing because I'd just standard district [8:58] practice and then Susan may have something additionally and I'm not sure so the district practice for contracted [9:07] services is to do an RFP or a quote bid law is for a hundred thousand or above [9:14] so and quotes are required for twenty [9:19] five thousand and above and so but even for twenty five thousand and below our [9:25] practices for services just to make sure that we're getting the most service for [9:33] the most economical price our practice is to receive quotes now depending on [9:39] the type of service we will do that sometimes we do it annually usually not [9:45] usually somewhere in this three to five year range depending on the type of service it could go seven or eight thank [9:55] you certainly specific to student trouble we have worked over the past few [10:01] years to garner quotes in every situation possible there are some unique [10:08] travel experiences that the requirements are such that there is no other company [10:14] that would bid on the experience so for example when our band travels the band [10:19] instrument requirements the rental requirements making large instruments [10:25] available at the destination not all companies can accommodate that so we [10:32] tend to return to a provider who has been able to meet our needs in the past few years outside of that we do seek [10:42] on experiences where we are having students travel internationally I have [10:48] multiple bids on each of those and then the decision is made based around the richness of the itinerary to what degree [10:56] the experience is inclusive of all costs for the students and the other piece [11:03] that we look at our transitions in and out of the country to make sure that our students rather than them leaving at [11:09] five o'clock in the morning and having four stops before they get to their final destination it's about the [11:15] efficiency of the experience as well and making sure that that's a excuse me an [11:20] efficient and enjoyable flight for the student and travel itinerary in general [11:25] so domestically as well so if it's a [11:32] national experience yes if it's a local or regional experience we have not been [11:39] getting multiple bids for those okay and then my other question was around the [11:47] fundraising and financial support will there be fundraising am I reading [11:54] this right they'll be fundraising for all field trip and will not field trips but but travel so the Washington DC trip [12:03] or trips like that will there now be fundraising opportunities sorry at the [12:09] time um the coordinating teacher submits the application Ischl application they [12:15] need to articulate a fundraising plan as well as scholarship opportunities and [12:21] depending on the cost of the experience those vary from being incredibly [12:26] comprehensive to being based on individual student need and having some [12:33] supports in place for individual students who may have a need so I think [12:38] about an experience last year where we had students traveling for with one of [12:43] our co-curricular sports teams at the high school and the cost was actually [12:49] manageable I think given the the scope of the experience and it was [12:55] rather than doing major fundraising for the entire team it was on an individual [13:00] basis and there were accommodations made for students who had a financial need [13:07] but that leaves a little room for discretion though on what is expensive [13:13] to one family and not another so you know I'm particularly asking about the the DC trip which is usually like a [13:20] seventeen eighteen hundred dollar cost and at least in the past there were no [13:25] fundraising opportunities so I guess I'm wondering if we've addressed that in [13:31] policy committee because it's something I know that we've talked about in teaching and learning yeah I actually [13:41] have the same feeling about the opportunity for students to be able to pay for their trips and whether or not [13:48] there is a mechanism in the district that can help with those types of [13:54] fundraising opportunities I know that certain booster clubs you know the the [13:59] band and the orchestra have those types of booster clubs set up but on some of [14:05] these others it's it's a concern you don't want this to be you don't want to make students feel left out you want to [14:12] make sure that the opportunity is for all and I'm not I'm not clear on whether [14:20] or not we've really tackled that in this policy if it's a requirement well the [14:26] way it's written opportunities must be provided for students to earn all or part of the necessary funds for travel [14:32] based learning yeah he says that all these trips that are submitted now should have something tied to them that [14:39] gives the kids the opportunity to earn money right I want to know if we're [14:44] serious about this and we're writing it this way because it's new language that we're gonna adhere to it right and and [14:51] you know my concern is that I haven't spoken to the teachers that are taking [14:58] leading these trips like I don't know what the effect will be if we enforce [15:03] that will it be that we end up not having that trip though I mean [15:09] these are incredible opportunities and I don't want them not to go forward [15:15] likewise the policies been changed for international travel from six months [15:23] advance notice to a year there are trips that will not happen because the teacher [15:30] that is planning it cannot no or end or be able to make reservations a year in [15:39] advance so I'd like this is a first reading of this I'd like to be able to [15:45] talk to some teachers and/or have their input on this the teachers that are [15:50] doing field trips so that we know whether or not this is of we are cutting [15:58] ourselves off from from having field trips by instituting some of these [16:05] policies I think is a board we need to make some decisions though on the fundraising financial support side of it [16:11] and I think since I mean at least we've been talking about it for quite a while won't you agree money and yes so I'd [16:19] like to see us push a little bit harder for fundraising opportunities for kids [16:25] because the DC trip is a fabulous trip but there's a huge expense and there's been no I mean outside of some financial [16:32] support for kids in need there hasn't been an opportunity for kids and then it [16:37] also led me to read one of the sentences about the district partnerships financial support that funds for this [16:45] support will come from private donations fundraising and fees I'd like to understand what fees are because is that [16:52] kids paying fees for scholarships I mean where that what our fees if the language [16:59] is broad it's nerdi we're not looking at having [17:08] these trips come from the district as opposed to students and we're not looking at having these trips cancelled [17:13] or not happen because of our efforts to try to increase fundraising and I want [17:19] to clarify what you were saying because what's in the international flight requirement is that twelve months out [17:26] the adults organizing the trip notify the district that they're doing so they [17:31] provide an inn tent to travel and it's not that hotels are booked twelve months out and to your [17:39] point about fundraising no one's trying to and I think that's important it gets lost in this conversation sometimes we're not trying to say trips can't [17:45] happen without stellar fundraising but we're trying to say what about more fundraising what about more common [17:53] fundraising just is something that gets done earlier all right yeah it's not [17:59] that that we're trying to discourage any of the travel it's just putting this [18:05] extra step on that yes there is opportunity you don't have to participate you don't have to participate with selling peaches if you [18:11] don't want to for the band boosters it's an opportunity and right now we have field trips so we're not providing the [18:17] opportunity right but what I in I think [18:22] that that could be something that the district and/or we could ask some to [18:30] work in collaboration with some with maybe it the ad fund or some other [18:37] nonprofit that could help with those types of activities but to put the [18:44] burden on the teacher that if you are a science teacher and you want to take a [18:49] trip to study something on an island that they would also have to manage the [18:55] fundraising I think that that's just going to be too much of a burden those [19:02] trips just won't happen so I would I would encourage this I think that it's [19:09] important that we offer those opportunities but I think we should be pursuing collaborative efforts so [19:16] as a district we can have a way to allow students to pay for those trips I think [19:24] I think we're I think we're in agreement it's just where is it happening and it is input it is in policy so I'm saying [19:29] if this is in policy then we are going to have to enforce it and I agree with [19:35] it I still didn't get an answer to my question though about the funds for this for support and this is financial [19:40] support not fundraising it lists fees so [19:45] private donations fundraising events fees I just want to know what the fees are well depending I didn't full trip [19:52] okay and I'm not sure except that part of the fees are there's there are are [19:58] activities that have fees and novels it's student cost but I want to get back [20:10] to the 12 month in advance issue and I know that that they may not need to have [20:21] all of their arrangements made but making that plan for example before the [20:28] school year starts or in the prior year to say I'm going to definitely commit to [20:34] a trip with my students this year when [20:39] you don't have your students yet I I'd [20:45] like to know if that's going to cause teachers to not take trips [20:52] I think it's been our practice for quite a while isn't that true Susan I thought [20:57] it used to be 18 years actually it was 18 months notice of intent to travel [21:02] that was required per policy and we have changed it to 12 months because we were [21:08] finding that the 18 months was too far out for us to be able to create even a [21:14] draft itinerary - yeah so the twelve months actually most of our internet [21:20] especially our international travel but also our anything that would be Regent excuse me national travel our teachers [21:28] are coordinating those easily thinking about it two years in advance and beginning the initial phases [21:34] of coordination 18 months in advance its having enough detail to bring it to the [21:39] board for your consideration that's where we moved it to 12 months so I [21:48] think what I'd like to do is just see if if the that there could be some teacher [21:55] input to the policy committee on this before it's read to the board so maybe [22:03] I'd like to suggest that that's the next I want to make sure that we're not [22:10] discouraging teachers from offering these trips the recommendation around [22:16] the timeline actually came from feedback from our teachers right and and I'm what [22:22] I'm not saying is that I have spoken to some teachers already who have told me that it is a burden and so I I'm just [22:30] I want to make sure that we're doing the [22:35] right thing it I guess for me the most important thing is backing up from when the trip is to how our staff can [22:43] properly vet whatever trip that these children are going on which I assume [22:48] that is going to vary depending on what the trip is going on and so I'm all for teacher input but if teachers say I [22:55] can't figure its out until six months beforehand if we can't do a proper vetting process then that point sort of [23:02] moot so I believe that's how these came to especially for international trips [23:08] correct there's a very long vetting process that is correct [23:15] so in this policy I think it under Roman [23:21] numeral four it says the final trip itinerary should include and then [23:26] there's nothing there so I'm assuming it has to include more than blank space and [23:33] it's the number and letter it was no I it's so hard to figure out it's like 4c [23:39] or something for one yet go up it's like done page I'll do it this [23:46] quick send on the Google Docs I do see a long list of things and meet look where it was on the board this is page 137 of [23:52] board book so it looks like some things were taken from the appendix and put up into the policy and I I tried to follow [24:00] this one of the questions I really have is so what are the substantive changes that were made to this policy I mean is [24:08] there like can you give us like a little cheat sheet before the next meeting that says here are the substantive changes [24:14] and moving to appendix to the policy isn't to me a substantive but this is really a little hard to follow for me [24:22] and I suppose it could have printed it all out so my on board book and the one [24:31] that I have it's on page 137 it doesn't include the trip itinerary yeah I see which is how I [24:42] see it in board book and it's not on the Google Doc so we can take a look at that and I think it's in the appendix there's [24:48] really a long list in the appendix but that was deleted so I think that that was supposed to get moved up can I ask [24:57] one more question you can keep any questions I had a question around the I [25:04] think this was well added about the district will make efforts to ensure all student travel is as inclusive as [25:10] possible that paragraph it says the district will not be able to make [25:16] accommodations that will fundamentally fundamentally alter the nature of the travel experience or would result in an [25:22] undue burden and my question is twofold one who are we referring to when we say [25:29] undue burden are we saying the children would students would be an undue burden on the planners the chaperones and then [25:38] my second part of this is I would like to recommend that we come up with a [25:44] better way to say something like that I don't think we ever want our students that make that I think that's that's [25:50] right this is a paragraph we inserted after getting a draft of it [25:56] from legal counsel as we were having this conversation and that is not how we [26:02] normally okay so we could just work on [26:07] that I see that's my comment thank you so by the way what Sarah said about the [26:15] cost and the concerns of warhead is correct I think as we saw some of these [26:20] trips or travel go to 3,500 and more we [26:27] started to say okay are we creating travel opportunities that are really not [26:32] available for the student body as a whole and do we need how should we address that and I I'm not sure what [26:43] we've done in that regard and probably of course as a board we haven't really scheduled it for display and I think the [26:49] paragraph is necessary because not every trip will go be something that every [26:56] student can participate on and yet how you how you make that distinction what [27:03] you do to try to avoid that decision of it's just not going to work and how you communicate that all three of those are [27:09] very important and I don't know that we rose to the task on that one I think [27:17] we've discussed fundraising for quite a while so I was appreciative to see the fundraising in there I just want it to [27:23] actually be enforced this wasn't fundraising this was more along disabilities line the legal insert [27:33] about the district will make efforts to ensure that all student travel is as inclusive as possible it's really that [27:40] as possible that's an acknowledgment that it not every trip will be 100% accessible [27:47] regardless of any concern but there's a lot we can do to meet the needs and to [27:52] make accommodations and to foresee accommodations and rise to that challenge and we we do try to do that [27:59] and it's important that we acknowledge it's not gonna be hundred-percent the [28:04] point that we do what we can to get there and that we communicate about this in a clear and considerate manner so if we [28:17] could just get a cheat sheet that goes through for the next meeting that would be great are there other questions discussions [28:23] changes people want to make meeting I suspect it'll be scheduled for action [28:29] and we'll figure out at that time whether we decide not to unless there's a recommendation to do otherwise [28:36] are you planning to discuss this at your next policy meeting again absolutely and [28:43] like as normal we take the discussion comments bring them back to the policy and bring it back to the board the [28:49] following month and if it goes back to policy again that's fine so is there a [28:55] time frame where this should be in place to impact obviously not this year's [29:00] international but I mean I would hate to kick it off a month and then miss a window stick with 18 when we don't have [29:08] to well we can always go in from 18 to 12 makes it easier there do we vote on [29:15] it Susan brings all of those actually - I know teaching and learning so you you the [29:22] people are that the they're following the rules better than they used to Susan's worked really hard on this [29:28] actually I think you have to try to get people to comply and John were you planning to do something with with [29:35] policy adherence with staff at the beginning of this year [29:46] but directly to Schoology which is a content management system of teachers [29:53] use so we're going to use that as a tool to account for people reading those [29:58] policies and that would include this policy once it's approved right yeah so [30:04] are you suggesting Lenny that this not be enforced if say it were approved in [30:10] September immediately no I'm not saying that okay I just want to make sure that [30:17] if it comes up in the next meeting we decided to postpone in a month it doesn't create problems for scheduling [30:23] field trips or a travel sorry that's all Susan a lot of church in a room okay [30:29] hey any other questions on any of the policies have you covered I think did [30:36] you cover 634 I didn't it's that's kind [30:42] of a standard update we didn't have a substantial conversation on it either it was among those that needed to go up for [30:48] review I actually have a question on that policy and my question is and I [30:56] could have completely missed it and reading it but we don't specifically [31:01] talk about students personal techno technological devices when we talk about [31:09] the districts right to monitor read or copy anything we talk about the [31:14] district's electronic technologies and so my question is does that need to be [31:20] in policy I don't know that we have that right to monitor read and copy personal [31:29] phones okay so that's my question but we have at times asked to another yes we have asked to do that I think [31:40] that's my cases just my question in school and we still asked to look at their device is if it's on a personal [31:46] device and because the vast majority of our students actually use home owned [31:52] devices not district devices so when those things go to school we're not [31:57] addressing anything about what are our rights as a school district to look at those [32:04] technological devices and maybe the answer is we can't do anything but I think that needs to be clearly [32:09] articulated so I'll see if I if I heard [32:18] your question right and I'll repeat it so the question is is what rights do we have as a district to look at a person a [32:26] device not owned by the district is that is that the question on our network are not on a network regardless of it if [32:32] it's if it's a personal device whether it would be a staff member or a or a [32:37] student there is law that it's set up around that that provides privacy for [32:43] the student or the staff member with that said everyone brings in their device and their device is registered [32:49] and the use of our network is filtered and so the content traveling back and [32:56] forth from that device in our network is monitored and filtered and so you're [33:02] incorrect and to say what is on that device I there's limitations of what the [33:08] district can do to access that but the content moving back and forth and on our network is something that we do monitor [33:15] and that we do have rights to be able to inspect so that's something I think we [33:21] need to clearly articulate our technological use policy because I we [33:26] don't reference that at all and I think people would like to know that I'm still [33:32] not quite following because it's if they're not on our network of students using their data we have great [33:38] limitations and what we can demand to see it's not our right to reserve to see it if it comes up in the process of of [33:45] conversing with students about examples of what's appropriate or not that's that's different from using your [33:50] authority and the rights you have as a public entity to monitor so what you're [33:57] reading about on be here is the district's reserves its right to monitor if you're on our network and others it [34:06] said monitor read or copy any item on or using the district's electronic [34:11] technology including its network but if it's not our district technology and it's not our district network then that's not covered [34:18] it and it's not going to be covered though there are two different things because this this clearly articulates read or copy any item on or using the [34:25] district's technologies including its network if you're on neither of those we can't insert something to cover that [34:32] because that's not under the umbrella of authority we have and the only thing you [34:40] could see correct me if I'm wrong Steve that a student was doing so if it's a save file to their personal computer you [34:47] wouldn't see that but if they were working online and talking to a website [34:52] using our online service or online or Wireless you could see that that that's [35:00] correct within reason and so I think what this is referring to is is that we [35:06] provide students cloud-based server storage and things like that our Google [35:13] Apps are a dinah Apps for Education even though they're accessing that with their device the information stored in our [35:20] Google Apps ecosystem we reserve the right to be able to access that information as well as as that [35:27] information as to what level of visibility we have of the information [35:33] there's things encrypted and things like that we make every reasonable effort to be able to have students register their [35:40] devices and then if need be go back and monitor traffic and look at traffic from [35:47] a specific MAC address which would be the device and I think that's my only [35:52] point is that I think there's a little more information in detail that could go most of this talks about guidelines [35:59] using assets of the school district and I think there's an additional layer to [36:04] ok my kid brings in his own personal stuff what are those regulations and I I don't [36:11] clearly glean that from here and I think the more we can clearly articulate that from a policy perspective I just think [36:16] the better off we are so you're saying this policy in layman's terms that kids and parents can understand yeah if you have if you have [36:24] if you have a personal device if you bring an phone-in if you if you buy your kid MacBook and they bring it into our [36:31] school this is the policy regarding that usage please know when you go on the [36:37] Google cloud or whatever that's subject to us looking at that information so [36:42] Steve when a student or someone comes onto our network I know then someplace is like going into [36:48] network there's an agreement page that comes up that outlines what you know [36:54] maybe it outlines what you it is the acceptable you its policy 634 its [37:00] accepting the policy 634 acceptable use agreement you press ok and then at that [37:05] point you're you're provided basically two choices you register your device in [37:11] which case then your device is is on our knit is registered in such a way that [37:18] filtering policies subject to your age level or group are can be administered [37:25] so you can access some things and then there's the guest level which is akin to I'm a parent and I'm here watching a [37:32] meet for example or and I want my child to be able to do something it's just a [37:37] guest you're in that's heaven that's much more filtered and much more it's still monitored and I still see the MAC [37:45] addresses on that it's just little more limitations of what website you can go to to your point a chairperson Erica we [37:54] I think there is a Albert I think there is seen as a at the excuse me at the at [38:01] the back of it there is our code of ethics that we try to provide in [38:07] layman's term what are the expectations for our our students on the use of [38:12] technology and best practices in addition to that we do work with our [38:20] media specialists and at the middle school our 21st century teachers do work on digital citizenship with our students [38:27] and we talk about a data rights and data privacy in addition to that we do provide opportunities for parents to [38:35] come to parenting in the digital age and we do try to kind of plain English I think for these types of [38:42] policies and what are some of the differences between that if we do do [38:48] that right now but we certainly could look at additional efforts if we thought if the board thought so so Erica I think that [38:54] under this policy there's a user notification which is Roman numeral six I suspect that what you're suggesting is [39:01] that there is some clear language added under that required user notification [39:06] that says in plain English you know that that we can look at any document that [39:12] you create using our system even though it may be referenced in the all of these [39:19] policy 406 policy 515 protection and privacy it may Steve be in that policy [39:26] by cross reference Erica I think is just saying can we make it more explicit and [39:31] not make someone go to another policy to find it that's all that's all yeah that's all I'm saying and I think you guys do a great job with all your [39:37] education it's more just in the specific policy so we can go back to you if we do end up having to review something we can [39:43] say it's clearly articulated in our policy right here which I also objective number three was added and under goal number three number [40:58] six is added towards the end of each one of those any questions discussion [41:10] all right well while you're finding that I'll note that one of the things that I think the board is going to look at is [41:16] our goals for the year to make sure that we haven't taken on too many or put them put too many during the fall while we're [41:23] working on the strategic plan so to the extent that we change or modify the [41:29] timing of our own goals that might impact the superintendent's goals to the extent that [41:53] those opposed motion carried next can I get a motion to approve the Ty's [42:00] reorganization agreement set forth in board book Steve this is a follow up [42:09] certainly a good evening superintendent dr. Schultz board chair Lenny Wallen [42:14] Freedman and other school board members as previously stated we are an owner of ties and ties ha's serve the district in [42:22] the past as as a partner providing us technology information resources and [42:28] instructional technology solutions due to the shifts in competition and access [42:34] to other services and solutions the viability of ties just became unsustainable and in January member [42:41] districts including ourselves voted to dissolve ties the action before you this [42:47] evening is to ratify and approve the final agreements that transfer ownerships ownership of ties to source [42:55] well which is a national joint powers association and the Metro eksu in doing [43:01] so it will limit future liabilities for a dinah public schools to ties the [43:07] agreements have been reviewed by the business office and our legal counsel and at this time we're recommending the [43:13] approval of this action [43:18] any questions [43:26] so the ultimate cost the district depends upon the sale of the building [43:34] yes that is correct right now we have the last bit of [43:40] business is the sale of the asset of the thais building and they tendered offers [43:47] for the thais building I think a week ago we should be hearing updates on any [43:52] proposals for that the we we are anticipating that the offer to the [44:00] building will be equal to or greater than the liabilities for the building in which case it'll be kind of an even wash [44:07] if there's any additional revenue from the sale of the building it'll be pull it'll be distributed to all the member [44:14] districts at a pro rata amount based on our enrollment so there is a potential [44:20] to to receive some money if their offer for the thais building is larger than [44:25] the liabilities and the sale costs of it but there is a minimum cap of of any [44:32] liabilities to that add three dollars per student for maintenance operational [44:38] costs during the sale of the building so basically any scenario the sale the [44:45] building and any additional funds are less than ten percent of the total amount so they're they're not gonna have [44:51] a meaningful impact but the total amount Margeaux do you happen to have that number relatively handy okay I was just [44:58] gonna ask what start do we have a guesstimate on Ark out-of-pocket costs [45:05] right so I thought at the last meeting you had given a potential per pupil cost [45:11] and this sounds like that number is now going to be materially less than the number you gave us before you know [45:17] material I'm not - no no there is there's two there's two there's two [45:26] dissolution charges one is the final closeout of any liabilities for member [45:33] districts of which we are one and that one was around $19.50 and so that one's [45:38] been taking care okay the last asset is the building and owners are going to sell off that [45:45] building asset and any revenue garnered from that will be distributed to member [45:51] districts I believe I don't know exactly how much the liability is on the [45:57] building at this time but we've been hearing that the we're taking that in [46:05] all likelihood we're going to break even as what we've been hearing from ties on [46:11] this thank you any other questions all those in favor of approving approving the ties [46:24] reorganization and agreement set forth and board books say aye aye any opposed motion carried and again a [46:30] motion to approve the revised policies to 8 for 10 for 13 for 14 and for 15 so [46:38] moved these are where we discussed them at the [46:44] last meeting to open up for any additional board input any questions [46:51] does this include the dress code policy no that'll be going to the August 23rd work session a lot of we have a few [46:57] policies that are relevant to the start of the school year so we parked them there and see if remember the others [47:04] where I'll check my notes here yeah we [47:11] talked about absences and tardies there the dress code attendance yeah I'll see [47:18] if there's a good one okay any questions [47:25] all those in favor of approving revised policies 208 410 413 414 and 415 say aye [47:32] aye any opposed motion carried next we [47:37] run for information are there there are a number of information items at the end [47:48] any comments that anybody wants to make any of your information on alright any [47:54] other updates committee reports we have completed our agenda there any [48:00] objections to a journey Iori none we are adjourned thank you everybody
