[Music] While members want to emphasize their desire for decorum, the city council will not make any changes in community comment during its meetings. Community comment is a time on the agenda for the public to raise an issue or make a comment about something not on the agenda, planned for a future public hearing, or for which a public hearing was held in the past 30 days. Each person typically has three minutes to share their views or questions with the council. One of the council members suggested the group consider changes earlier this year. Councils in some other cities do not include it as a part of their regular meeting agenda. Instead, hearing from residents and others off camera before a meeting. I actually don't have an issue if someone talks about staff. However, if it's done in a way that is disrespectful um to any of us, then I do think there should be there is decorum that's expected.

[0:30] meeting of the United City Council It is 7:01 p.m Uh as Director Benerrod
[0:35] indicated we've been conducting these meetings in a hybrid fashion people can tune in uh virtually and and participate
[0:41] in these meetings We've been doing it since uh the COVID era uh since the pandemic and post pandemic And uh some
[0:49] folks are here in person to uh uh share their thoughts with us uh during one of
[0:55] two opportunities this evening And one is during community comment where you can speak uh to the council about a
[1:01] matter of concern to you that's uh uh not scheduled for a future public hearing or otherwise on the agenda this
[1:07] evening Uh and then we've got a couple of public hearing matters as well that people will be able to participate in Um
[1:12] having provided that information I'm going to call the meeting to order and ask our clerk Sharon Allison to call the role Council member Agnu here Council
[1:20] Member Jackson and Pierce are both absent Council member Risser here Mayor Hufflin here Uh next is the pledge of
[1:28] allegiance Pledge to the flag of the United States

[1:53] meeting agenda briefly Uh I'm going to talk about that a little bit more detail right now We have a form of meeting
[2:00] agenda that gets published in advance of these meetings so the public can review it and decide if they want to attend Uh
[2:05] and then council members and staff also get that meeting agenda and uh sometimes
[2:10] there's modifications of that meeting agenda Is there anyone on the council or uh staff from a staff level that wishes
[2:17] to modify the meeting agenda any form or fashion none from staff Okay All right Is there a motion to approve the meeting

[Music] if you visited arnison Acres Park you've likely walked past the fruits of Labor from one city employee Tim Zimmerman after 41 productive years working to transform the park and helping a wide range of plants take root in the city the park service worker has retired he din a TV caught up with Zimmerman before he hung up his gardening shears at the end of march to witness the changes he's made that will have a lasting impact on the community for those who prefer starting their day with their hands in the dirt we've been here a couple of us since 9:00 this morning this is a busy time of year today we're going to do around 20 of these for this Edina Garden Council Garden Club we have a quoted me preparation for a springtime plant sale at arnison Acres Park began back in November just make sure that things are done the way Tim tells us to do it after 41 Seasons here this is pulaka which is also known as MOS roses Park service worker Tim Zimmerman has a system how many flats needs to be planted and then once the stuff is growing how many flats are transplant and what size container they are and stuff like that every shelf and electrical outlet in the arnison Acres Greenhouse built in 1991 has a plant related purpose these are American chestnuts all planned by a man who found a love for nature and horiculture at an early age when I take vacation I visit National and state parks he had to take his hands out of the soil to complete one last project before his retirement at the end of March I am writing down history of arnison as I see it uh as I began from my early years since 1984 as each year passed Zimmerman documented what can only be described as a transformation I love history and I don't want history to be forgotten the formal Gardens we see today now waiting for their time to bloom were forged with determination and care this whole area here was embedded with buckthorne and it took me about a period of 40 years to kind totally clean up this park a hybrid Lily Garden is a place of particular pride we have more here than even at the arum Zimmerman who hybridizes lies in his pastime named one after his daughter Riley I like to challenge myself and grow things I never grew before um a matter if could be a penal could be a new annual could be a new tree uh to me I love that challenge in life a challenge like successfully growing Northern peccant trees in Minnesota in the last few years they're starting to Bear pecans they're about 25 ft tall to me that was very successful another page for the Arnis Acres history book before a new chapter in life he's just been here a long time and I yes I hope he comes back to see us and check up on us once in a while we'll receive him with open arms definitely will be here and there coming back uh touring um Aron and seeing how it progresses at Arnis Acres Park I'm Dan Carpenter for Rina TV in retirement Zimmerman says he won't be slowing down he plans to help his oldest daughter Riley with Home Improvements a…

[Music] Edina residents can schedule a free home energy squad visit in April. Home Energy Squad provided by Excel Energy and Center Point Energy and delivered by the Center for Energy and Environment helps residents living in 1 to four unit homes identify ways to save energy with a personalized home assessment. They will install energy saving materials and inspect insulation, heating and cooling systems, and the water heater. Materials they might install include LED light bulbs, door and attic hatch, weather stripping, programmable or smart thermostat, and high efficiency water fixtures. The cost for a home energy squad visit is typically reduced to $50 for Edina residents, but visits scheduled in April will be free as part of work toward completing the goals of the city's climate action plan. Edina residents should sign up for the home energy squad because it's a tailored solution to their home, helping them identify energy efficiency upgrades. There's a lot of benefits beyond just the climate and environmental benefit. they'll be able to see their energy bills and their energy use go down and so another financial benefit for them. And then we also just see energy efficiency improves comfort in the home. A better insulated, better weatherized home is more comfortable than one that's very drafty. [Music] welcome to agenda Edina a program summarizing the actions taken at City Hall that affect you most I'm your host dorothia Marty the city seeks a new developer to purchase and redevelop a vacant site in the heart of the Grand View District since the city's Public Works facility was relocated in 2010 a variety of Concepts have been considered for the 3 Acre property on Eden Avenue most recently a 2022 proposal to build senior Cooperative housing a sitdown restaurant and a public Green Space was unable to secure financing and did not move forward earlier this month the city issued a request for proposals or RFP to find a new developer or team to purchase and redevelop the property the RFP was intentionally written to allow a wide variety of proposals that achieve the best project at the best land price to the city based on discussions by the Housing and Redevelopment Authority the RFP prioritizes a mixed use project with preference for owner occupied housing and missing middle type housing at a variety of price points that is not currently being constructed in Idina we've looked at a lot of ideas on the site over time uh the city council is eager to take a new look this year to work with a new group of developers to see what makes sense in 2025 the city expects to select a developer and consider a binding contract in early summer it is anticipated that the preferred developer would pursue zoning and preliminary site plan approvals through the city's standard processes later in the year construction could begin possibly as early as 2026

The parks and recreation department is making progress on key projects residents voted to pay for with the local sales and use tax. City leaders in that department shared updates with the city council last month during a work session. Projects at Braar Arena, where the most money will be spent, are in the design phase. Tegra was hired as the owner's representative and JLG as the project architect. JGL was hired as a subconsultant to assist with an operational analysis of food and beverage options for the arena. The department has issued a request for proposals for a construction manager and will be recommending a contract this month. Plans for Braar Park also include the addition of pickle ball courts. The project team is exploring an expansion of the parking lot at the Brayar Golf Dome to increase parking capacity there, provide a trail head access for bikers, and build the courts there, or restripe part of the lot for them in the summer when parking demand would not be as high. Finally, construction documents are being prepared for work at Fred Richards Park. The plans for the conversion of the golf course into one of Edina's largest parks include a food forest, pickle ball courts, trails, and passive recreation and gathering spaces. I would say the most important thing to remember is that we're creating a whole new park. So, going from the former um golf course that was here into a completely different space. you'll see it starting to form into a park more into 2026 and 2027 as these amenities start being formulated and created. So really creating this 43 acres that Adino will be proud of. In response to a necessary shift in site design due to permitting requirements, the existing maintenance building on the site would be removed. A new building for food and beverage, restrooms, and gatherings would be built. The existing clubhouse would be remodeled for programming and community use with an addition constructed for storage. Next steps on that part of the project include selection of a final design, identifying the best way to deliver food and beverage in the park, and complete remediation work or demolition of the maintenance building.

[Music] Brar arena is home to one of the most successful learn to skate USA programs in Minnesota with over 700 skaters enrolled in the program in 2023 and 2024 this past winter Dana Swanson was hired as Brar Arena's new Skate School director Edina TV met with Dana recently to find out what attracted her to the position and what her plans are for the future of the program no matter the season at Brar Arena every day is an opportunity to lace up and prepare hi guys come on out to feel the ice Glide Beneath Your Feet well that's the goal all the way down keep your eyes up out our eyes up let's go skap come on every year hundreds of people age three and up sign up for learn to skate USA programs so many in fact it ranked as the third largest in the state and 42nd in the nation in 2023 and 2024 we have some of the most experienced coaches out of any learn to skate program in the country and it really contributes to the demand in our program in the region when an opportunity to lead the various programs became available last year Dana Swanson knew she would apply she had skated competitively at Brar Arena as a child launching a skating career she ran the skat School in Eden Prairie for a decade Edina is just such a well-known skating community so I know it draws a lot of good skaters and that made me really interested to be a part of it together B Swanson was hired as Skate School director last December she has a method for making learning skating fundamentals fun even when gravity wins I love seeing them overcome their fears it kind of clicks where they really aren't scared anymore Dana brings a lot of excitement to the program um she's extremely passionate about skating Swanson is working toward offering more open skate opportunities more events and lessons accessible to everyone I do I think I want to bring the program to everyone in the community not just people who maybe their parents skated or they have that history in their family but to make it accessible to everyone just as every stumble can be a learning moment Swanson sees time with every student as an opportunity to give back it's having it come full circle I mean I started in a learned Escape program just like this um so to be able to come back around and Coach it completes me 1 2 3 at Brar Arena I'm Dan Carpenter good job everybody forv the next session of learn to skate classes at Brar Arena starts in June registration for the summer session opens to e Dino residence on April 16th visit Brar arena.com for more information

[Music] trees in the Grand View District will be removed this month in anticipation of the highway 100 interchange project at a glance the $27 million project includes two new bridges on Vernon Avenue one over the Canadian Pacific Railroad and the second over MInnesota Highway 100 the project also improves nearby intersections and eliminates redundant Highway 100 Access ramps in favor of a standard tight Diamond interchange including the removal of the Northbound on and off ramps at Grange Road noise walls will also be built trees along MInnesota Highway 100 near ad City Hall adjacent to the Northbound onramp around both Bridges and near cpkc railroad tracks must be removed for the project the tree removal must be complete by the end of March before protected species begin nesting we know residents are concerned about what trees uh we were very careful about what trees that were selected to be removed we're not taking the large oak trees on gra road we know those are very important to the people residents they're very important to us they were protected with our project last year they'll be protected again with the project this summer construction on The Interchange project is expected to begin later this spring possibly in late April
