it's been um a busy but quite straightforward year so as of next week's meeting we will have reviewed [6:47] seven coas and one amendment to a certificate of appropriateness those are all for the country club District we [6:53] have not had anyone approach us about a potential new Heritage Landmark this year we've done Outreach for that in [6:59] years past in Morningside um our preservation award as you may remember from a recent council meeting was to the [7:06] house novel website co-founders we were really excited about that and the way it dovetailed with our fourth initiative [7:13] which was the century homes project we're really excited that that launched this year we had four applicants um [7:21] right away and we've given them plaqu we had fun presenting them at our main meeting fa preservation month and we did [7:28] a little this year in history for each of their homes which was great and since then four more have been requested so [7:35] we'll be working on some additional Outreach for the remainder of the years on our work plan we've been busy with [7:41] the final item so we haven't done that yet and that is um Outreach for our [7:46] ordinance change and um the country club plan of treatment our Outreach this work [7:52] plan item will roll into next year because we've been working so closely with staff and the process has been [7:59] quite involved so we're as you may know wrapping that up and we'll be having some meetings in the coming month Wonder [8:05] so that's an overview and I don't know if other Commissioners there's questions [8:11] or I'm delighted that we've got such a Full House of our commission here tonight agreed can you talk a little bit [8:16] about that um escro proposed escro fee addition of an escro fee on the plan of [8:22] treatment absolutely I think one of the things we found and we had conversations with Council earlier and we thank you [8:29] for saying look if we're I think it was council member Pierce if we're doing what we're saying we're doing we need to [8:34] have some teeth in it we need to do it and we just felt that in very extreme and rare cases if for example someone [8:41] removed a roof and left it open to the elements we would be speaking with staff [8:48] neighbors would be speaking with staff and it was a lot of just grind with little result and so by following an [8:54] escro policy that is very similar to that used elsewhere throughout the city [9:00] um similar fee schedule and so on we're able to just have a little bit of teeth so that staff can say fine you're not [9:07] going to weatherproof that roof we'll go ahead and do it for you and deduct it from your escrow so it's simply a [9:12] leverage mechanism I will be shocked if it'll be utilized mon much um the other [9:18] element there and you know you'll see the changes forthcoming but there will be a certificate of appropriateness [9:25] permit another tool that staff proposed so that the end of the project they [9:31] could check and say hey does this largely match what you proposed and what was approved if so your permit's done [9:37] your fee is returned so again just another tool um I don't think it'll you [9:44] know be utilized much but in a few cases we were missing that mechanism you may [9:49] recall um we got into awkward situation where there were some after Thea approvals for amendments and that felt [9:55] like a very backwards way to do things so we're looking holistically at just [10:01] improving the process adding Clarity and having some mechanisms for enforcement [10:07] that felt fair but uh we're rigid enough that staff could back up what you know [10:12] people areed to do what does the fee calculated there's two different fees and we can talk more we'll get much into [10:19] more detail um during the public hearing so at your meeting on the 17th um but there's two separate fees and those fees [10:25] are based on the valuation of the project so fees or projects that are valued over $100,000 have one escrow fee [10:33] and then projects under $100,000 have another lesser amount of escrow [10:39] fee okay that escrow form also importantly asked the homeowner and the [10:46] contractors to sign off on some of the explicit expectations that are in the ordinance you're doing this you [10:53] understand if you need to make changes please talk to staff if it's modest staff will approve it if it's major they [10:59] may requireed you know simple things so that people are just very clear when they're writing that check on here's how [11:05] the process here's how it works so that hopefully we don't get muddled down [11:14] y other questions from council member you said the escrow was based on [11:21] the the the work itself Val valuation okay yep [11:28] okay what are you going to propose to us in terms of dollar amounts over over and under exactly [11:35] 355,000 I believe it was 15 and three we double check sorry yeah we'll be much [11:42] more ready but and it's also in line with the values that are used Citywide um I think it was 15,000 and [11:49] 3,000 for the smaller one we'll put a plugin for our but together page because all the information is posted there now [11:57] so and the mailing Juds went to everyone in the country club District to alert [12:02] people to this yes we sent out um the first public [12:07] hearing was published in the paper last week for the Planning Commission public hearing and then um we sent out notices [12:14] to all properties in the country club district and then Property Owners of landmark properties individual Landmark [12:20] properties and then we sent an email out to a list of contractors that have pulled permits in the last few years in [12:27] the country club District so that was a list of about 30 50 contractors so we're hoping to get lots [12:32] of feedback yeah $115,000 if it's over $100,000 project [12:39] and $3,000 if it's underneath so um Mr Mayor I have a [12:47] question going back to the um sentury homes sound like a great accomplishment [12:53] thank you guys it sounds really fun how can we um see the homes and the presentations that you gave yeah um [13:00] there is a City website okay um and we hope at some point when the program is a little more filled in to add a mapping [13:06] feature but that would be expensive for staff right now so we're waiting on that um are we have yet to decide are we [13:13] going to do walking tours so but the website is live and I'd be we'd be delighted to to share that with you yeah [13:18] that'd be great thank you and um one of the things we're thinking of is how so it is now a staff project but how can we [13:26] as volunteers promote it and those will be some things we'll look at for next year work plan [13:32] terrific this is not within the work plan but I noticed uh in driving an [13:37] Arden the other day that looked like that house that caused so much consternation was finally close to [13:43] finished seems to be getting there seems to be yes I'm sure the neighbors are [13:49] delighted because I think this is year four of construction so seemed like it was maintaining the character of the [13:55] neighborhood at least when I you know what as a group we decided we made decisions we have I've heard from I've [14:02] received a few personal complaints from Neighbors that brick doesn't match but you know what we if there subjective [14:07] decisions and I agree I think it'll be a beautiful property once it's done it took up more staff time and volunteer [14:14] time than it needed to but agreed I think we're it's nearly closed which is [14:22] lovely so are all of you enjoying your time onion thanks for doing it work really [14:30] important work in our community yeah we're excited to have a [14:36] great new variety of people especially when we're doing this new century home program so that we can think about how we're promoting that and um and we're [14:43] happy to have two new residents of Country Club as well joining our commission so that when we're doing some Outreach to explain these new rule [14:51] changes if they go through or how they go through so that we've got some good ambassadors in the neighborhood [14:57] excellent fun well I think it's the work of our [15:03] residents like you on this you know this is just one example where I had a was at a 60th birthday party last Friday night [15:10] and uh I think it was a young guy lived in Country Club and um he said now mayor [15:16] don't you think we're probably I said oh where's this going he said don't you think we're probably one of the top 10 [15:22] cities in the country you know so he was feeling really good about where he lived [15:28] and uh but that you know I thought well maybe the state you know I thought he was going there no no it was the country [15:34] there you go going right for I like it great well it has been a pleasure for me to get to know how the process works and [15:41] seeing this is sort of my passion project over the years but um I appreciate the the time and wisdom you [15:47] all put into it so thank you Brad are you the newest member [Music] um on behalf of my fellow Commissioners [17:16] Commissioners I'd like to share updates from our 2024 work plan I guess looking [17:22] back this has been an exciting year for the ACC and we've had lots of opportunities for thoughtful engagement [17:29] and some areas new areas of visibility as well um a quick refresh the ACC [17:36] strives to build a Vibrant Community through support of arts and culture and advises all of you on artistic [17:43] initiatives in ad including the Adina Arts Center um and I'm just going to walk through our four initiatives really [17:50] quick um initiative 1.1.1 is our Arts Center and we've um [17:56] been a sounding board more or less assist with Community perspective on design and engagement and I understand [18:03] some of my fellow um Comm Commissioners and 2024 participated in interviews and [18:10] conversations about the future of the new art center to help plan for programming and the operation for new [18:17] facilities um going into our second initiative [18:22] 1.1.2 the Arts Center grant program um this initiative has [18:29] been designed to work with City's staff to develop and Implement uh year one of [18:35] the ugina art program and this has been spearheaded by my commission by [18:40] commissioner Faith um with the support and contributions from our fellow Commissioners um Fram curtain bird and [18:48] Lee and we've had a really impactful um success in this space and commissioner [18:54] faith is going to give us a little update of what we've been doing thank you Lana and hello mayor and council [19:01] members um thanks for taking time with us tonight I would like to start by [19:07] giving a huge thank you to the entire arts and culture commission and especially the initiative group as Elana [19:13] said um Commissioners Fram curtain bird and Lee for their hard work and [19:18] commitment in getting this Initiative off the ground um as well as their involvement in the selection process and [19:25] mentoring the grant recipients it's it's been um a really fulfilling job also a [19:31] huge thank you to liazon Fulton for managing the application process and [19:36] executing the grant Awards and all of the work that the city does um in order [19:41] to to get the grants out the door and the program uh launched and as well as [19:48] answering and problem solving all of our many questions she's been phenomenal in [19:53] in this um I would say that our first year of the Dina Arc Grant program was a [20:00] a big success we had 13 applications and we were able to select seven recipients [20:06] within the $5,000 allotted to the program we provided Grant Awards between [20:13] 500 and $1,000 per recipient which was based on their application request and [20:19] then the dollars we had available and the majority of the events have already taken place and this spring and [20:27] summer a few comments excuse me I [20:33] water I did want to make a few comments on the application and selection process when I last spoke with you all [20:41] you probably recall we discussed the application and scoring process and how that might work and we really [20:48] appreciated your feedback we incorporated that feedback and followed the process we' outlined as a commission [20:54] where we used an application scoring sheet and a score boring scale which [21:00] were also those documents were also included in the application itself so [21:05] very transparent to the applicants um as how how it was going to be [21:11] scored after that after we received all applications we scored each application [21:16] based on artistic Merit Community impact feasibility and the Edina Art assessment [21:24] and an applicant could earn up to 40 points in total and then finally we as [21:30] an initiative group applied a qualitative assessment in addition to their numerical score resulting in a [21:36] final selection and that we were looking at really balancing out kind of time of year and um artistic medium things like [21:44] that that we um we were taking into consideration and we were absolutely [21:50] thrilled with the quality of the applications and there were so many creative ideas wish we could have just picked them all um of our seven [21:57] recipients we had a diverse range of artistic mediums Performing Arts were [22:04] represented with the student acts at 50th in France concert series I don't [22:09] know if any of you had a chance to go down there one of these Friday nights this summer um but there was a student [22:15] act in between acts each Friday night um [22:20] uh we had a Fiesta Latina performance at the tin udina library and a Coello [22:27] celebration of music which was put on by um idana High School orchestra at the [22:33] Fick Auditorium as far as interactive [22:38] cultural and multi-disciplinary arts they were represented with the Edina [22:44] Asian-American Alliance Festival which was at Rosland Park in May um the [22:50] handson print making and silk screening activity which was in the Kid Zone at [22:55] theen artf fair and uh a te culture art ceremony which is still in its initial [23:02] planning stages and finally Visual Arts were represented through um a very robust [23:09] emerging artist program at the Adina art fair our grant recipients also [23:16] represented a diverse perspective ranging from students to emerging artists to cultural music and [23:26] experiences um and then finally we wanted to gather feedback so we [23:31] administered a postevent survey to all of the art Grant recipients and in that [23:37] survey we asked that they provide some information about their project costs um [23:43] partially what the grant funded but then cost beyond that as well and then what [23:49] Their audience looked like um and numbers as well as as makeup um and we [23:56] also asked for feedback to use in future years as we hope to continue to develop [24:02] the program so from their responses um we paid for expenses such as art [24:09] supplies musician and Personnel fees uh production and audio costs signage and [24:17] city permits those are some examples um and for example each student [24:23] performer received $50 for their performance at the 50 in France concert [24:29] series and so that's like often the first payment they've received as an artist for um for for performing and um [24:39] from what I understand they it just was a real boost to them to be able to get a check for for [24:45] $50 the events reached well over 100,000 people through small medium and large [24:52] venues from the edena library all the way up to the Eden art fair and um Loc [24:58] in between and the feedback that provide was provided to us about the art grant [25:04] program and the application process was overwhelmingly positive we heard many [25:10] comments about wanting the city to continue and even BR in art grant [25:16] opportunities and the recipients felt that the application process was straightforward and the support received [25:22] by the city and the commission was accommodating and helpful so that's the overview of [25:28] initiative too would love any feedback you have any questions you have about the program I love seeing that it um [25:36] benefited emerging artists to cuz that was my one concern and so that was neat [25:43] and I I really do appreciate the range of art that you were able to lift up [25:48] that was really exciting to see that that's great thank you I have to say the [25:53] um dancers and performers at the Asian American Festival just like raised the volume of Joy at [26:02] that event tremendously so that I'm so happy that we were part of that um it was really exciting [26:11] yeah one one thing we're we're working through as a commission if this does end up being an Initiative for us for next [26:18] year is how to manage um the the recipients this year you know can they [26:25] reapply um how does that work we you know we've talked about it as a commission we've talked about it as an [26:31] initiative group like I said we will come to some conclusions if if it does [26:37] um end up on our plan um but if you have any feedback on that too I would love to [26:43] love to hear that now we're at some point in the future well when you mentioned balancing [26:49] factors at the end I think it'd be fair to tell people that that was a balancing Factor so we're going to do it you know [26:55] geographically TimeWise and whether you've done it before I think that's fair you know like s like you don't have [27:01] it's always good to bring new people in right and also you want to be able to um [27:08] keep something going that's working well you know as opposed to having it just end because the money isn't there too [27:14] and and I I agree with you completely yeah the um just to underscore your [27:20] point about the student musicians so my daughter [27:26] Olivia did a summer concert um I would say four or 5 years [27:32] ago something like whenever when it started or close to when we started doing it and it might have been a [27:37] different format then but um she graduated in [27:42] June and she still talks about performing out there and um this one [27:50] story where there were three little girls that were there and they wanted to come up and play the keyboard and so [27:57] she's still talking about that so I think it definitely makes a huge difference I don't think she got [28:05] paid this is something that the the art Grant was um created for them yeah and [28:11] so I think um getting a an official check for [28:16] whatever the amount is I think you're right I I think it's a huge encouragement to Young um musicians so [28:25] yeah I I I thought all this was really cool the only question I had and this is [28:32] so kind of out of nowhere but my wife asked me we were [28:40] on um 50th I think we were walking to Adina cream from L and and right out [28:48] there in front there's all this chalk art she asked me did the ARs [28:55] commission have anything to do with that cuz she thought when they first did it she was like well why would anybody ever [29:02] do that and now she loves it so she goes out there and she just sits there or [29:08] grabs something or so it's kind of a cool thing yeah we did not having said [29:14] that um Rebecca Sorenson is the executive director of the 15th and France Association and she was on the [29:21] commission so we we'll take a little credit that way I'm going to tell her yes they did [29:32] simpler are you guys going to have any kind of presence at the fall of the Arts Festival yes so that's part of our [29:39] fourth initiative um that that initiative strives to promote our [29:45] engagement in the community up to two events a year um and so this year we've [29:52] done the Fourth of July parade um we have um Commissioners there and also we [29:58] be in the fall into the yards we'll be at a booth there this coming weekend so [30:04] um and we'll be showcasing some of the works that we've done this year and last [30:09] year too so we've got um boards showcasing the electrical wraps that we [30:16] did that was part of last year um the grant initiatives and there's one more that [30:23] I'm forgetting climate poetry which two years ago yeah so we have [30:29] displays and we'll be doing a scavenger hunt that we did last year some of the artwork that's there so that's part of [30:37] our engagement in that space and then to just go back to our third initiative [30:43] which is the review of public art opportunities for New City facilities and locations this is in response to the [30:50] continued efforts for public art on New City facilities and location conversations and [30:56] engagement have um have been had and are ongoing with City staff regarding new [31:03] public art projects tentatively planned for the community health building um as [31:09] a group we've talked about this initiative um anticipating it to roll over into our 2025 work plan as we [31:17] anticipate continued engagement and opportunities for public art and spaces [31:22] such as kind of TVD Grand View opportunities and things like that so [31:27] that's what we we've been up to this year if you prepare [31:32] any assets or collateral about the grant program for this weekend for the booth [31:38] I'd love to see some of it of just some of the the visual representation of all the amazing projects that you walk [31:44] through um we probably don't have pictures of everything but it would be actually they'll have a video [31:51] showing things are happening as well as some posters love that yeah some of [31:59] that in the public art side of things it seems like we've just still got a lot of [32:06] opportunity potential opportunity in our our community for families or foundations to sponsor public art and [32:14] sculpture pieces and it's something we haven't [32:19] really done a lot of Deep dive on or not a very deep dive on I guess is a better [32:24] way to put it have you given that any thought at all before we uh switch over and talk a [32:30] little bit about the potential relationship with the county on the art center that isn't something that we've [32:36] really talked about I don't think as a commission in that space um I think [32:42] there's been broader conversations about defining public art for the city of [32:47] udina and kind of having a understanding of what that may look [32:53] like and how we can kind of engage in that way has been more of the discussion [32:59] that we've had as a commission is what is the need um for [33:04] the public art that we have the preservation need is is there a lot that [33:10] needs to be done or is that a growing concern taking care of the pieces that we already have I think that was a [33:17] conversation that we had at like the last meeting or the meeting before in terms of cataloging a lot of the public [33:25] art that we've had that we have um and also kind of talking about the things that art [33:35] that comes in and out in different locations so that is part of a broader dialogue that we've had and started to [33:41] have as we've been planning for 2025 okay so I just have to say a plug for [33:49] your student commissioner member agnu and I met with her and so much [33:54] enthusiasm in one person um so I hope that that you give her a lot of um uh [34:00] attention because she was so excited to be on Arts commission and I was just so proud to put her on there so um you know [34:07] you will anyways but I just have to say I thought she was so awesome and our students have been really I don't know [34:14] Paramount especially in our ACC initiative that we did with the art [34:19] grant program um working with Lexie Lex she was really fantastic um kind of [34:27] bridging and making relationships helping in that space that's great it's so helpful to have that perspective yeah [34:34] um and especially like uh as we're going through applications you know applying [34:39] the the qualitative piece to it or even just just scoring to have it have have [34:46] the applicants you know being reviewed through that lens I think is is really [34:52] important per what have you been discussing with the art and culture commission about possibility of the [34:59] partnership with the county um well Laura's um AR Le and she's had a lot of conversations as well with them um most [35:07] recently um there haven't been a lot of updates so if you think about last year [35:13] one initiative group was purely signed assigned to uh work on this and they did [35:20] tours research they uh visited I think it was up to six different art centers [35:26] and locations trying to find the best of the best to bring to that process um [35:31] henan county has recently completed um what they're determining their value [35:37] engineering on the project um which means they went out and got cost uh [35:43] estimates for what they had decided that they wanted to do and decided um we need to rethink what that looks like um [35:49] they're hoping to hit design about halfway of their design um this fall um [35:55] the good news for us is that all the components that we wanted in an art [36:01] center and had in the first go round still remain um what'll change is maybe [36:07] some of the common spaces some of the exact sizes so we'll look to that as [36:12] they kind of finish with the design development um other than that it still has things like the gallery spaces the [36:20] um Pottery Center drawing rooms natural light classrooms um was nodding so I haven't [36:28] got anything incorrect yet maker space and the maker space will be Technology based so that we are [36:35] addressing upand cominging technology and AI in art [36:40] development so right now we're kind of what's what's coming what's coming in um [36:48] making sure that we have space to go with what the country is looking for our [36:54] development so the m space will be Technology based to teach people how to draw on iPads with a drawing pad or [37:05] how to use a laser cutter or how to do 3D printing in art development larger [37:10] based printers so that people [37:20] Canal things looking forward and then right now we're just trying to work withy on what would some of those leaks [37:28] agreements and who takes care of what that's kind of our goal for this [37:33] summer so it's they're at 50% design what does approaching they're [37:40] approaching 50% design you know so at 30% design come for the fire station [37:45] came to the city council and said this is where we're at so what does our feedback to the county at these [37:51] different um landmarks look like is it written testimony is it personal test [37:57] Tony or is it just sort of a report that's given how do we how is our voice expressed in that our goal is once they [38:03] go public with the 50% then we can provide you an update what that looks like um if you remember recall I was [38:10] very concerned about Which hat are we wearing at which time so I think for us that 50% review for us will be what is [38:18] included in the center what does it look like um what are the components that we'll be able to use as a tenant in the [38:24] property then you have to take that hat off put the other hat on and say are you comfortable with how storm water [38:29] is being managed and the green space and the parking Etc from the land use standpoint so I believe you'll probably [38:36] have that as a more formal mechanism from henen County that they'll be coming in for you um I would imagine there [38:43] certain criteria that would require another review of things if they change substantially um how that site is going [38:50] to be laid out but from us once they um are comfortable releasing where they're at then we'd like to do an update on [38:56] what our side of things we look and do you provide feedback to the county as [39:02] well when they here's our 50% design and you say you forgot the outdoor Kil you [39:10] know or anything like that I don't know what Laura's schedule is exactly but I would say two meetings per month at a [39:17] minimum okay um once a week once a week they beening okay so they're getting [39:24] lots of very close excellent thank you for doing [39:29] that are there things that You' like to work on that we should authorize you to [39:34] work on or think about great question don't know well I would like to [39:41] put a plugin for a year or two of the art grant program and [39:46] um I'm I'm curious to see where this can go because I think it could really grow [39:53] um so I I see that as an opportunity I do too and I think that's something that [39:58] we've kind of talked about as a commission it's been a fun pilot project you know just to see where it would go [40:04] and how the application process would move through and it's been fun like this [40:11] com the Commissioners on this initiative have been so diligent to get the feedback and it's [40:18] been so helpful to see how impactful this has been for the recipients of this [40:25] award so I think that's something that's kind of top of mind for all of us how can we make this like maybe an evergreen [40:33] thing or something like that so and what was your budget on that for the [40:40] pilot 5,000 5,000 so you're coming back with a proposed budget that maybe that [40:46] or a little bit more I think more I mean I think there's definitely capacity for more there' be interest for more for [40:53] sure um I I was thrilled I think we were all thrilled by what was created in in [41:01] you know a $5,000 budget and how many grants you're able to provide and kind [41:08] of the outcome of everything and just how everybody used it I think one of the artists came to our our meeting public [41:15] comment and giving us feedback and he he had something really simple that I guess [41:22] I as a former like art student I understand he's like if I'm standing at [41:27] the store and I can get a one a $2 stencil or I make a stencil myself the [41:34] $2 stencil from the grant money you know helped me buy something that I could use [41:39] many many times more and it's more sturdy and you know I can use it for other projects so it's like something [41:46] that's so tangible made such an impact for that artist so and his work is [41:52] continuing at the fall into the Arts Festival he'll be at the is it called the kids on [42:01] there what would you change then in the program as you see it is it just more investment or how does it evolve um I I [42:10] mean I have a whole list of learnings that we will revisit at some [42:15] point I see um I see an opportunity to fine tune [42:22] kind of the the post um the post event survey to I I'm very quantitative um so [42:32] I would like to be able to really measure impact in a in a more meaningful [42:38] way um I think I think that would would be important I think you know we [42:45] had we had recipients who asked for $500 and that's what they got and that's what [42:50] they used um we had recipients that got $11,000 and they spent $50,000 or that's [42:59] probably maybe not quite that much but they spent a lot more so I think there's also an opportunity potentially to [43:06] provide more per um per [43:12] recipient yeah but you wouldn't necessarily increase the number of recipients or maybe I think I think it [43:20] depends um I think it it depends probably over the course of time the type of of [43:28] applicants we have you know are they really small people not small people [43:33] small smaller ideas that a $500 Grant can you know cover the cost of or are [43:42] they are they bigger um entities or groups that could really benefit from [43:47] larger so I think I think over time we would probably have more information on [43:53] where it could head and I think testing into that would um you know maybe maybe it's you know [44:00] two grants I'll make it up are available for 5,000 and four grants are available [44:07] five grants are available for 1,000 or something like that um so I think testing into it would be would be [44:15] [Music] important we always love hearing from [44:21] all of you
