can you just walk us quickly [0:16] through the agenda right so after [0:17] approval of the minutes we didn't have [0:19] the recognition of the golf team but [0:21] they decided to do a golf tournament [0:22] somewhere else so they would rather do [0:25] golf than be at the board meeting we [0:27] have primarily as a consent agenda [0:29] tonight and we do have a discussion [0:33] around some policies 203 413 414 415 522 [0:38] 611 so the board will listen to the [0:42] findings of the policy committee and [0:43] then we have some information some [0:46] changes to the appendix and policy 707 [0:49] so staff recognition and then upcoming [0:51] school board meetings those are all just [0:53] informational items for the board that's [0:55] it all right and I want to welcome Brian [0:58] bass and John taupe or new hires [1:00] starting July 1st so they're already two [1:03] weeks into their system and I assume you [1:05] prepared a skit for us for the usual [1:07] opening night well it's like Brian's [1:12] been picked to do the skit so we'll save [1:14] that for it comes under the leadership [1:16] update so you get a little time to [1:19] prepare can I get a motion to welcome so thank you chair for Juan [2:24] Friedman and members of the school board [2:26] and the superintendent Shultz my name is [2:28] Carolyn Jackson [2:29] I live at 57 16 continental Drive and I [2:33] am involved with the city of Edina I'm [2:36] here in my personal capacity but I'm the [2:38] chair of the Energy and the environment [2:39] Commission so I get a lot of news and [2:41] the city of Edina quality of life survey [2:45] has just has come in recently and I [2:47] wanted to alert you to it because [2:49] there's a lot of really good information [2:50] in there if you don't know the city does [2:54] a biannual survey so every two years [2:57] since 2011 they do a survey of the [3:00] community is scientist scientific and [3:02] statistically valid this year was put on [3:04] by National Research Center and you can [3:09] find it the best way to find it is to [3:11] Google a city of Edina quality of life [3:13] survey it's actually under the [3:15] government transparency website on their [3:17] webpage but it's faster the other way [3:19] cuz it's kind of a lot of information on [3:21] that website so the good news is that [3:24] Edina continues to be a highly desirable [3:26] community to live in numbers were sort [3:28] of off the charts and more so looking at [3:32] both state national standards as well [3:34] very high the second highest reason that [3:38] people live in Edina is because of their [3:40] good schools and so I thought of you and [3:42] thought you'd like to hear that so about [3:44] 52% of people said that's their number [3:47] one reason for living at Dana the top [3:49] one is that it's actually a safe [3:50] community so it's good news this year [3:54] there were two new areas where their [3:57] questions added and I thought you'd be [3:59] interested in this as well one is about [4:01] diversity and inclusion and the numbers [4:04] were kind of off the charts on this so [4:06] there were questions about whether Edina [4:08] is a welcoming community and looking at [4:10] different demographics and then how [4:12] important diversity and inclusion is to [4:14] our community so looking at that I have [4:17] to do quick math 100 minus 16 is 20 84 [4:22] thank you [4:22] 84 percent of people in the city of [4:25] Edina believe this is very [4:26] important to have a community that's [4:27] welcoming for a different of diversion [4:30] diversity and inclusion and only 16% [4:33] thought this was not important [4:35] interestingly 28% of people polled said [4:38] 20 it's absolutely essential a part of [4:41] what we're doing so the here's the [4:44] little black and white charts in color [4:46] online but it was very important the [4:49] other issue that was a new set of [4:51] questions this year was about the [4:53] environment and three quarters of people [4:55] polled felt that taking action on [4:57] climate change was very important and I [4:59] know you guys have talked about this and [5:01] taken action with solar panels but I [5:04] thought you'd be interested in that as [5:05] well it's a long survey there's a lot of [5:08] information I encourage you to look at [5:09] it and for the opportunity to speak my name is [6:18] Shane Hawes I am a husband and a father [6:21] to three of dinah kids and I'm also part [6:24] of the Adana master swimming program [6:26] there are 19 other swimmers in the [6:29] master's program who are also Edina [6:31] residents tonight I'm here to talk about [6:34] the master start time from 1984 when [6:38] this program began through 2018 it has [6:40] always been at 6:00 a.m. this has been a [6:43] perfect time because in the master's [6:45] program people have to get their [6:46] exercise in but more importantly get [6:49] dressed and drive to work the time [6:52] change for the middle school has caused [6:56] 1/3 of the master's program third of the [6:59] master swimmers to depart [7:16] just pick up your feet thank you [7:19] so yeah yeah now I was gonna tell a few [7:24] jokes tonight but my wife said hey if [7:26] you guys don't like the jokes I might [7:27] not get the vote so we're gonna keep it [7:29] all business so I'm here to ask for the [7:31] time to be changed back to 6:00 a.m. I [7:34] pulled the times of the neighboring [7:36] competitive master programs and they all [7:39] begin at 6:00 a.m. or earlier [7:41] Bloomington Richfield and West Express [7:43] begin at 6:00 a.m. [7:45] Eden Prairie at 5:45 and Hopkins at 5:30 [7:49] and I'm not requests we can go that [7:51] early unlike a gym membership where you [7:54] can come and go at your leisure [7:55] swimming is a team-oriented sports the [7:58] mornings are the only times that work in [7:59] Edina because the youth teams practice [8:02] in the evening I moved to Edina from [8:04] Ohio three years ago and I was excited [8:06] to have a strong masters program here [8:08] I love Edina I love the pool in the [8:11] coaches this morning we began with 13 [8:14] people we are grouped based on speed and [8:17] the last set was a certain thing for [8:19] time unfortunately I swam solo because [8:22] the others in my group had already left [8:24] usually we like to compete and so it [8:26] helps us go faster Edina prides itself [8:28] on being a great community providing [8:30] great services this start time is no [8:33] longer competitive my simple request is [8:35] to please consider moving it back to six [8:38] if not six even six 15 would make a [8:41] great difference for all of us we want [8:42] to keep this program alive and well discussion items with [12:08] policy updates a mirrored do you want us [12:10] to walk through it looked like most of [12:12] these are not significant changes I [12:18] think the only wasn't 1413 the only one [12:22] that had any real subnets right many of [12:23] these are just coming up because they're [12:25] in cycle minimal changes not a lot of [12:28] substance or discussion for 13 is a [12:32] harassment policy and there's not a [12:35] change in what's happening with it nor [12:37] in our practice but in some of the [12:38] language and how it's spelled out and [12:40] that came at the recommendation of the [12:42] Minnesota School Boards Association MSBA [12:45] the particular change comes after the [12:49] phrase sexual orientation in Minnesota [12:51] that's the legal protection for gender [12:54] identity or expression and so now after [12:57] the phrase sexual orientation and [12:59] there'll be a comma including gender [13:00] identity or expression typed out so that [13:03] there's no there's no question about [13:05] what is protected legally likewise every [13:09] time a protected class is referenced in [13:11] the text it's followed by by a list of [13:15] protected classes rather than just once [13:17] at the top and assume that elsewhere but [13:19] no change in the in the policy or its [13:22] practice or anything about that these [13:24] are these are just textual changes [13:27] mandated reporting policies for [13:29] 14 and 415 they're just up for annual [13:31] cycle there's a student sex [13:34] non-discrimination policy 522 the only [13:37] reason it's up is because it references [13:39] a position that it's no longer exist in [13:40] the district and that's the title [13:41] director of Human Services instead we [13:44] have the title assistant superintendent [13:46] there's a policy on homeschooling 611 no [13:50] change there as far as any policy or [13:52] practice issues has but some verbage we [13:55] used to reference homeschooled students [13:57] and it's been brought in to non-public [13:59] students in parentheses including [14:01] homeschooled students all right and also [14:05] know I'll leave it at that desert that [14:07] one's up for discussion here go ahead [14:18] Emir the changes for the harassment [14:21] policy in terms of the eliminating of [14:26] the word gender I understand that now [14:29] that's to be included in including [14:31] gender identity or expression but I just [14:34] wanted to make sure that gender [14:36] generally was there to protect women and [14:39] so when we I just want to make sure that [14:43] if somebody would feel that they were [14:45] being harassed because they're a woman [14:47] or because they're a man that that is [14:49] fully included in the gender identity [14:51] and that we wouldn't accidentally be [14:54] taking away a protected class and you [14:57] just elaborate on what you guys were [15:00] told about making that change [15:01] that's exactly right there's no change [15:03] in what's protected there's there's no [15:06] lack of coverage for anybody for example [15:09] a woman who feels they're being [15:10] discriminated against because of that no [15:12] change in that [15:13] the list of protective categories [15:16] includes sex it includes gender identity [15:20] or expression so that's that covers [15:24] everything that you would want covering [15:26] that was previously covered there's no [15:28] substantive change okay thank you I just [15:32] want to verify and then what was the [15:34] explanation for continuing the process [15:40] rather than using the [15:43] protected classification throughout the [15:45] document was it just for clarity and to [15:49] make sure that there could be no [15:51] exclusion I was just it was more a [15:53] curiosity question yeah it's just in [15:56] line with the MSB a recommendation it [15:58] doesn't change anything about the [15:59] document I agree with you it you know [16:01] it's worthier and it may not be a style [16:04] that that any of us would have typed if [16:06] we were typing this document in our [16:08] vacuum but as we tend to defer to MSBA [16:11] on many matters we just deferred to them [16:13] on this one as well stylistically thank [16:17] you any other questions or discussion on [16:22] the policies I had a question about the [16:26] home school policy and I guess it's more [16:29] procedural in section 9 where it talks [16:36] about share time programs [16:39] it says families applying for shared [16:42] time program enrollment in Edina public [16:45] schools will complete a share time form [16:47] application forward it to the student [16:49] enrollment office for consideration I [16:51] know we've had some issues in the past [16:53] and this affected our family where the [16:57] district was only sending out these [16:59] applications to those students that were [17:02] designated home school but not those [17:05] students that were at a school that was [17:08] smaller than five students but weren't [17:10] actually home-schooled [17:12] they weren't had that have the [17:14] designation of home schools so now that [17:16] we're adding non-public students and [17:20] clarifying that it's all non-public [17:23] students and not just homeschool [17:25] students are we going to change our [17:27] process to send out this share time [17:30] enrollment form to more students I just [17:33] want to make sure that we're consistent [17:34] in our application of how we handle [17:38] informing students about the option of [17:41] sharing time within our school district [17:47] that that is a that's a good question [17:50] let me check and bring that back to you [17:52] Erica is I don't know the answer right [17:53] off the top [17:54] my hand in it because it does that [17:56] language would also I think maybe that [17:58] you're alluding to is the also private [18:00] schools to because it's not in public [18:01] exactly and so and I don't think we [18:04] would want to send it out to everyone [18:06] that's in a public school because that [18:08] would be too many [19:01] Group [19:01] Foundation board of directors for they [19:04] approved a thousand dollars to help you [19:05] dine at public school students and [19:06] families and for everything we do to [19:09] supporting dine in schools Walser's [19:10] mission is to increase the access to [19:12] high quality education career training [19:13] programs in the minneapolis metro area [19:15] and walter codes five percent of all [19:18] pre-tax earnings to Walzer Foundation [19:20] which funds dollars in grants and [19:22] sponsorships to local communities so [19:24] just wanted to share that
