[0:14] quorum so I will call this meeting to order we have one board member participating virtually who's still
[0:19] we're having technical difficulties with but I didn't want to start later then um five minutes after so I appreciate
[0:26] your patience before we go on with our agenda on behalf of the school board and
[0:31] Edina Public Schools I wanted to take a minute to pay tribute and our offer a
[0:37] heartfelt recognition to those who lost their lives on September 11 2001. it is
[0:43] with heavy hearts that we remember the innocent Souls who were taken from us far too soon
[0:48] on this day of remembrance let us not only honor those we lost but also reflect on the power of unity and
[0:54] compassion let us strive to build a world where love triumphs over hate where understanding replaces ignorance
[1:00] and where kindness prevails I'd like to ask all of us to give a brief moment of
[1:05] silence in recognition of September 11th
[1:11] thank you everyone um we'll move on with our agenda on the

[1:59] focuses on the first week of school which is hard to believe we're going into the third week of school already
[2:05] we have an update from Community Education about their amazing summer programs we're going to get an update
[2:11] about our substitute teacher fill rates um I'm making a recommendation about
[2:17] updates to our strategic plan and bringing forward my goals board will bring forward their goals we have quite
[2:23] a few policies that we have gone through and then
[2:30] Troy Stein will be here to bring forward information from the Minnesota State
[2:36] High School league and we have some information about travel experiences and then we will have
[2:44] a leadership committee and superintendent updates thank you Dr Stanley we're going to move
[2:50] on to tonight's excellence in action and we are going to take a look at some return to school excitement that was
[2:56] captured at our various sites so we have a short film about the first week back to school

[7:15] has been previously presented if you have a complaint about individual employees board members or students in
[7:20] the district please direct any of these comments to the appropriate site administrator the superintendent or submit them in writing to the board the
[7:27] board typically does not respond to or have discussions on any issues presented but questions raised during
[7:32] presentations will receive follow-up as directed by the board I'd like to remind all speakers that your presentations are
[7:38] limited to three minutes and when you have 15 seconds left of your three minutes I'll prompt you to wrap up your

[8:13] good evening chair allenberg superintendent Stanley and other board members my name is Jason doctor I'm the
[8:18] president of Education Minnesota tonight
[8:27] there we go I invited some friends from Concord and Sal Q to join me and then we have some strangers from other buildings
[8:32] as well the data I will share with you has already been shared with membership it
[8:38] has also been shared with the district's negotiations
[8:53] leaving is long-term vision and stable growth unfortunately the experience of
[8:59] Edina teachers has not been growth but rather decline we understand that the board
[9:06] and the district has goals around climate belonging engagement and diversity and we are wholeheartedly
[9:13] willing Partners to achieve those goals because we know that if those goals are achieved it's going to have a positive
[9:18] impact on student achievement we have goals around fair and competitive compensation and we need the
[9:24] district to partner with us with the same level of urgency because if those goals aren't achieved it's going to
[9:31] impact the district's ability to attack attract and retain quality and talented
[9:36] staff which will ultimately have a negative impact on student achievement
[9:42] one of the things that I did in preparation for this negotiation cycle is I did a deep dive in comparison into
[9:48] salary schedules so I compared our schedule to Eden prairies Minnetonka Rosemont Apple value Eagan nyzeda and
[9:55] the data that came back was shocking not only to myself but to membership so on
[10:00] average what I found is that regardless of where you're on the salary schedule you can make six thousand dollars more a
[10:06] year working in one of these other comparable districts how did we get to this place one of the reasons we got to
[10:13] this place is you can just look at what's happened over the last six years in these other districts so in wyzetta
[10:19] over the last six years 18 they've added 18.48 to their salary schedule in
[10:25] Minnetonka 16.88 Rosemont Apple Valley Eagan 16.2 Eden Prairie 15.4 and I I
[10:33] don't have to stop I could go Bloomington say Michael Albertville Richfield Buffalo Prior Lake Savage
[10:39] Robbinsdale Burnsville they've all added more to their salary schedule than Edina
[10:45] has what does Edina had added over the last six years 8.26 percent now that doesn't even match
[10:53] the state funding increase that's happened over the same time of 13.11 increase and we don't have to talk about
[10:59] inflation because we all know inflation is awful so in summary the district has lost
[11:05] competitiveness across the salary schedule edina's last in percent of change to the salary schedule over the
[11:11] last six years seven percent less than the average change and more than four percent less than the state funding
[11:17] increases career teachers in Edina over the last six years I've lost 16 percent
[11:24] I got 15 seconds right sorry that's three minutes can you wrap it up okay well it shouldn't surprise anybody that
[11:31] the Panorama data comes back and it tells us that teachers feel undervalued because the data suggests that they are

[12:05] um my name is Mike McCarthy this is my 25th year teaching fifth grade at Concord and
[12:10] I have a first grader at Cornelia I have a four-year-old at the Early Learning Center my wife is a first grade teacher
[12:17] at Cornelia she is an Edina grad and her kindergarten teacher may or may not be sitting behind me we are invested in
[12:25] being Hornets I'm here tonight more as a parent than I is I'm an educator normally I'd come in and do the Jason
[12:31] with all sorts of facts and figures but first week of school is busy and I'm going to plagiarize and Janie I'm going
[12:36] to plagiarize you because we had our district kickoff and yes my favorite parts are the mystery hornet in the band
[12:43] but you shared some incredible touching stories about how these people behind me and their peers have impacted our
[12:50] community and how Ariana teachers have reached out into homes some of those examples include parents talking at home
[12:56] with their children about what they said should it be out loud should it be a thought bubble I'm another I might have been you their
[13:04] first child decided to go into college to pursue engineering because the Mr Carr taught them how interesting and how
[13:09] fascinating circuitry could be in middle school science we have families that are understanding talking about uh really
[13:16] embracing inclusion we have kids showing their families the difference between growth mindsets and fixed mindsets we
[13:22] have families and kids learning that just because you can do something you don't have to do something a smile makes a difference and we have other families
[13:28] where there's School Heritage night kicks off a new tradition of having just different recipes from different cultures come home with them I missed
[13:35] our cultural night last year at Cornelia but I'm going this year did I get it all okay good in my own house in the last
[13:43] two days my first grader gave me an extensive lecture on how different letter combinations create long vowel
[13:49] sounds his teacher is clearly crushing it with her letters training later on that day he got into an argument with
[13:55] his four-year-old brother about whether mad and frustrated were the same thing the six-year-old from Cornelia said mad
[14:02] is in the red zone frustrated is in the yellow zone those are two different levels on the scale of
[14:08] Regulation my four-year-old said they're the same thing because teacher Anne said
[14:14] so and this is his three-year-old teacher from last spring so there was no summer
[14:20] slide for him they brought that home that's my kids are having amazing experiences I've been here I've had
[14:26] nothing but amazing experiences as a teacher I want to continue to work with the people I've been surrounded by that give me like imposter syndrome
[14:33] every day they're so good um as a parent I desperately want my kids to have the experiences that
[14:40] they're getting now and that you talked about and I want their peers and their friends and all the kids in our neighborhoods to get these experiences
[14:47] um it's this is a special place and you know Janie the last thing you said is that you wanted to Express gratitude for
[14:54] the tireless work passion commitment and dedication that our Educators give that
[14:59] is awe-inspiring the way to do that is to really make sure we can come together and agree
[15:06] and collaborate on a fair and competitive agreement we want to be here we love it here thank you thank you
[15:11] thank you
[15:21] uh we have no more speakers and we're going to move on to our consent agenda a couple of notes one is board member

[15:32] um the other is I wanted to note that there are two typos in the consent agenda
[15:38] um it has to do with the continuous progress field trips it should say for
[15:44] the Deep Portage field trip it should say grades two through five instead of four through five so I wanted to make
[15:49] sure the board was okay with approving the consent agenda knowing that those will be updated for the correct grades
[15:57] um great um is there anything anyone anything anyone would like to remove from the

[16:35] item is Community Education 2023 summer program presentation and I would like to
[16:42] welcome Dr Anne-Marie Leland who's director of Community Education and strategic Partnerships
[16:48] she is going out right now to Garner members of her team oh come in and go
[16:54] outstanding so she will be here in just one minute
[16:59] with members of her team who are also going to be part of the presentation
[17:05] while she's pulling everyone in I will say if you had a child who was in our
[17:13] summer programs no matter what age you wore you had just an incredible
[17:19] experience I took in classes on marshmallow Madness and
[17:25] um a rocket to the moon and I learned so much I was with first
[17:31] graders who explained to me what a tetrahedron was which as a math teacher
[17:37] that warmed my soul that a first grader knew what a tetrahedron was so
[17:42] we're excited for she and her team to come and speak
[17:49] chair Allen oh I was just going to ask introduce the what you brought thank you everyone for
[17:55] coming we we oh did we all fit okay good yes I will do that we have kind of a
[18:01] whole show oh yes and that's going to run too so um chair allenberg
[18:06] superintendent Dr Stanley and directors and Community we're just so happy to be
[18:12] here tonight I'm a little over excited so I'm sorry um we are going to have a wonderful
[18:18] video as soon as that starts to play and that will just Loop in the background so
[18:24] just bring your attention every once in a while to the beautiful pictures that we have so we're here to present on
[18:30] summer 2023 programming and this is exciting hi Maura hi we have a
[18:37] representation of people and I'm going to let them introduce themselves as they
[18:43] present but a couple of things before we start our presentation is I got kenda's
[18:49] name wrong and I'm so sorry it's Kenda Zellner Smith not Williams so I don't
[18:54] know how I got that mixed up so I'm so sorry about that but just wanting to hit some highlights I mean we have served
[19:01] over 5500 people in our summer programming in 2023. that's a huge
[19:08] celebration we are such an Engaged Community I just can't believe it you know this is a year and a few months
[19:15] into my position here and I'm just so happy to be among such leaders in Youth
[19:21] Development and Community Development and all of the engagement that we're doing so
[19:28] that number represents 54 percent of Edina Public
[19:34] School students so the total population we served 54 this summer that is astounding
[19:40] so with that Kenda take it from here thank you yes oh I
[19:47] like this microphone it's fancy um hello everybody my name is Kenda Zellner Smith I'm a program supervisor
[19:54] with Community Ed and my one year is coming up in two days here so I'm also pretty new but I've
[20:01] made it through a year um I offered myself a support for the
[20:06] five days and four nights at the overnight camp that we did with some of our middle school students and it was a
[20:12] great experience and a very unique one so I'm going to talk a little bit about that
[20:18] um so one of our students wrote a poem it's called the I am from poem um and this is how it goes
[20:25] I am from camping to cabins I'm from the smells of nature to pictures
[20:30] from memories to campfires from hammocks to swinging I am from being afraid to canoeing and
[20:38] rock climbing from staying at home to experiencing nature
[20:43] I am from knowing one language to knowing three I am from not trying to learning new
[20:49] things I'm a little emotional saying that because I a week ago read this for the first time
[20:55] and this is one of the students that I was up at camp with and I had the honor of doing programming with in the morning at Hornet Central and for me that was a
[21:03] really unique experience to get to bond with these kids I grew up going to overnight camp and getting to see them
[21:08] in that setting in flourish was super special so it was really great to get this poem and hear that feedback
[21:15] thank you so much yes thank you yeah yeah
[21:20] great and I
[21:28] um inclusion is a really big part of our programming at kids club and more
[21:34] Caldwell is going to be speaking on her son's experience this past summer Maura's son's name is Benjamin and he is
[21:41] an unbelievable special part of programming in anybody's lives that he touches oh thank you
[21:47] um so my name is Maura my son Benjamin is eight you want to introduce before I'm going
[21:53] to read something that I wrote this summer about his experience but I just want to say that he has been in school
[21:59] here and everything has been great and I hear so many things from other parents
[22:04] in other districts about finding places for your kid with
[22:10] different needs to be when they're not hard for me to imagine this working out
[22:16] so well but it has been amazing I write things like this this was something I wrote to share on Facebook
[22:21] so people can see that this stuff that's something I wrote
[22:27] I wrote um at the beginning of June I met with Benjamin's Kids Club staff because Summer Camp staff
[22:37] I'm sorry to interrupt do you mind speaking in the mic sorry people at home
[22:42] thank you at the beginning of June I met with Benjamin's Kids Club staff and shared about him in an effort to set everyone
[22:48] up for Success they were all great inquisitive accommodating inclusive and eager to have him as a part of their
[22:54] group it's been a wonderful summer thus far they asked me a couple weeks ago if Benjamin would be going on the Valley
[23:00] Fair field trip because it landed on a day he is normally picked up early to go to speech I hesitated because it seemed
[23:06] wild to send him to such a huge busy place for the whole day without me I talked to Benjamin and despite the facts
[23:12] that he hates rides he wanted to go and I wanted to honor that I've waffled for the past week I knew it would be hot
[23:19] I didn't want any staff member feeling stuck with him all day I spoke with the director of his camp
[23:25] and she was so quick to tell me how much the staff love working with him and that they were each excited to be with him at
[23:31] Valley Fair she said that he could be in the water park with a staff member and that they would check in with me today and let me know how he's doing
[23:37] so far I knew that he was using the staff member's cell phone to FaceTime her and other staff members he loves
[23:44] FaceTiming he ate mini donuts and swam in the wave pool and splash pad the whole day and generally he's having the
[23:50] time of his life the staff told me this morning that they were thrilled he got to come and they were so excited to hang out with him
[23:56] that level of commitment to inclusion and customer service for lack of a better term has meant the world to us
[24:01] and I'm so happy he's out experiencing the world like an eight-year-old and that I know he's safe and loved while
[24:07] doing so
[24:14] next up we have Lindsay who doubles as a parent and a staff person for Community
[24:20] Education hello everybody I'm Lindsay I work
[24:25] downstairs in the Early Learning Center as the preschool and preschool enrichment and ECFE supervisor for
[24:32] marketing and Outreach this summer was our first summer to offer programming downstairs in many years I'm not exactly
[24:40] sure how many but eight ish eight or nine seven okay um and so being able to offer
[24:46] programming for our youngest Learners in our building was amazing to have a space that's well
[24:52] suited for those little kids it encouraged more instructors of our own to want to teach and I think more
[24:59] families wanting to participate in programming at the Early Learning Center knowing that it was in a space that the
[25:05] kiddos were used to and that the teachers were already familiar with
[25:10] um we were able to offer a variety of different opportunities for families to
[25:16] meet their needs whether it was half day programming full day programming or parent-child programming together and a
[25:23] lot of different themes and stuff from cooking sports music classes all kinds
[25:29] of stuff that the kids were really excited to participate in at the end of each Camp families filled out a survey
[25:36] to give feedback on what they experienced and so just to share a couple of comments from from these
[25:42] surveys thank you to teacher coral for an excellent summer camp this along with all the sessions we were creative
[25:48] sparked imagination and had my child talking about their day every night teacher Sarah made the week just a great
[25:55] experience for our son she's thoughtful and nurturing he has food allergies and she made sure he could participate in a
[26:01] group treat at the end of the week her enthusiasm is contagious and she made all the kids feel seen and loved
[26:07] and the last one our child had a great time came home with many treasures and it feels like teacher April went way out
[26:12] of her way to make our child feel welcome engaged and challenged it was so fun and we're just we're so excited that we
[26:19] were able to do this this year and we're hoping that it'll just keep growing every year
[26:24] every week thank you thank you Lindsay and now not listed on
[26:32] the program tonight we have Annie Schilling who is going to uh introduce someone very special to our programming
[26:40] thank you very much I am Annie Schilling I am the enrichment manager
[26:47] um for our enrichment team and we talk a lot about the 54 percent of students that we serve
[26:56] um but I wanted to point up that we also provide
[27:02] um some older students some um some opportunity to tap into their
[27:07] leadership skills so with the district vision of each and every student
[27:13] discovering their possibilities and thriving I have had the
[27:19] profound pleasure of seeing some of our older students one of which is Emma
[27:25] Kenny she has some things to talk about in terms of how her leadership has
[27:31] developed over the last couple of years and it it should not go unnoticed how important we also see it we have a lot
[27:38] of kids club staff as well that really get to tap into their leadership skills
[27:43] so without further Ado Emma Kenny
[27:50] hello my name is Emma Kenny and for the past two summers I have worked with
[27:56] Community Ed as a summer rec leader the first year that I started working for Community Ed I thought of myself more as
[28:02] a follower than a leader because I was the youngest employee I was nervous about putting myself in leadership roles
[28:08] and I was afraid that people would not take me seriously however the staff quickly accepted me as one of their own
[28:14] and all of them became my mentors even most even though most of them were only in college
[28:21] as all of my co-workers were older than me I was able to learn from their leadership attributes and was able to
[28:27] use my new leadership skills more this year more this year than ever before I
[28:32] feel that this summer was a Monumental summer and for not only edana Community Ed as a whole but as well as for me this
[28:39] summer I led and taught babysitting camps and supported unified camps prior to the summer I had never taught a class
[28:46] before I had only supported children last year and was nervous about teaching a whole class however Annie and Laura
[28:52] made me feel comfortable within our preparation for the class and I realized that if Annie was confident in my
[28:58] abilities I should be too this first week of babysitting went by very smoothly I was extremely grateful
[29:05] that I had two other amazing girls to help me teach the class Helen and Ava throughout the summer us three grew very
[29:12] close as we spent our days together teaching babysitting classes and leading unified camps although we were all
[29:18] different ages that didn't really seem to matter as much as summer days went by I was able to grow more comfortable in a
[29:25] teaching position and I was able to get away from looking at the book to rely upon teaching I not only got to teach
[29:31] young middle schoolers how to babysit but I also grew connections with the kids within the class throughout the
[29:37] serious conversations that we LED in class we also got to laugh and have many dance parties specifically to Taylor
[29:43] Swift um unified camps I feel is where the summer really felt Monumental for me
[29:49] last year there were only a couple of unified camps and I supported nearly all of them and thoroughly loved every
[29:55] second of it this year Community Ed was able to lead them every week with our amazing leader Maddie I could talk for
[30:02] hours about unified camps and the people in them but throughout the various activities within the camps I had made
[30:08] so many connections with the kids as well as my co-workers there would be a lot of strenuous times within the camp
[30:13] But after those kind of days there was an unsaid trust and appreciation between all of us I believe that the most
[30:20] beautiful aspect that I realized is that children love you and build connection special connections with you based on
[30:26] who you are on the inside they don't care about your status or your popularity or how good your hair looks
[30:32] that day they love you for you and that's so beautiful when you build that kind of connection with someone
[30:38] during the camps there was this girl in Middle School who had Down syndrome a major symptom of down syndrome is
[30:44] stubbornness and this girl was quite stubborn to say the least she would just sit outside of the auditorium and not
[30:50] participate with the rest of the kids Maddie was telling us Rec leaders to switch out keeping her company every 10
[30:56] minutes or so when it was my turn I went out with Maddie and we got her talking and soon we were talking about boys
[31:02] because who wouldn't it was as if a lock inside of her unlocked she was sassy and
[31:08] giggly and opened up both her personality and her body language it made me so happy to see her smile and I
[31:15] was so proud of her that week I spent time with her and got her in the auditorium and even on stage I think one
[31:22] of the most important lessons I learned this summer through unified camps is that any Victory however big or small is
[31:28] a victory that you can move mountains with every smile every laugh every little chat you get is a victory worth
[31:34] keeping in the books thank you oh sorry
[31:41] thank you and sorry that made me very emotional there
[31:47] um to wrap us up we have Hannah Christensen would you like to introduce yourself it would yes um it's hard to
[31:52] follow up Emma but um my name is Hannah I'm a youth development and volunteer program supervisor with Community Ed I'm here to
[31:59] talk about excited today so this year Community Ed partnered with targeted services to bring excited to Edina
[32:05] Public Schools students so in addition to strengthening their reading and math
[32:11] skills over the summer we incorporated some social emotional learning like using the world
[32:16] um leadership schools purpose work so while students are figuring out their
[32:21] strengths and interests they were also able to use project-based learning so some main highlights from session one
[32:27] where students were able to make their own food truck imaginary food truck and then got a visit from Kona Ice and then
[32:34] the second session focused on animals and animal rescues where we got visits from Piper the service dog or therapy
[32:41] dog and students read to her and then bunny besties which has been circulating up there also came for a fun visit with
[32:47] agility and Bunny rescues amazing yeah and also I do want to point out that this was supported by about 10
[32:54] Edina High School students throughout the four weeks in the classrooms and with teachers
[32:59] thank you Hannah the bunnies were incredible seriously no really really they were
[33:06] um I learned a lot about about those little creatures so just to wrap up as
[33:12] you can see we have a dynamic group of people sitting here in front of you presenting on all of the celebratory
[33:19] things that happened this past summer but there were 440 of us Within
[33:26] right within delivering programming and the last couple of pages just of the
[33:32] board report just bring you to the numbers the number of volunteers we had 65 volunteers thank you Hannah for
[33:40] bringing those to us and most of them represented high school students but we did have some Middle School
[33:45] participation as well and just a special thanks to many of our
[33:52] Community Partners give and go bunny besties we've talked about we had some Americorps Vistas as a part of our work
[34:00] this year are at Dyna school public school partners they really helped out I mean
[34:07] Transportation special services buildings and grounds I can't I can't thank you enough everybody that helped
[34:14] bring summer together for all of those all of those people that participated
[34:19] and of course our Department's team so with that thank you so much
[34:30] they're leaving okay thank you
[34:35] do you want to stay in case yeah just have questions absolutely thank you for leaving me everybody thank you so much

[34:52] report to receive and I had some of my children participate in your programming
[34:58] this summer and I wanted to call out the communication that was so Stellar
[35:05] um and the follow-up afterwards to just gauge like how to go were there room for improvements so I really I thought that
[35:11] was a nice touch and I noticed that you were doing this all on a campus that was also undergoing
[35:18] construction yes so you had that extra layer and so it was really impaired you know and we had this road under
[35:24] construction so people getting to you and you just um I really hats off for the
[35:29] communication and the drop-off procedure over at Southview if you ever got to
[35:35] watch that that was a great change thank you it was really quite slick watching
[35:43] that process um thank you we didn't notice the construction at all I'm sure I'm sure it cost no extra added stress right
[35:50] um I think just overall I don't have a question I just really wanted to uh say
[35:55] thank you for your team and I mean when you look at 54 of Edina students that's
[36:02] really impressive yeah and um just the thinking outside the box I
[36:07] mean it was like one thing after another where I was like swimming lessons for kids club people or environmental
[36:12] justice camp or like all of these things where I was like I want to can I is

[36:23] that happen and it was exciting to know that our Early Learning Center could be utilized because it's been a long time
[36:30] yeah so that moves us towards those goals that we talk about up here itself thank you to everybody on the team

[36:43] say that um I don't really have a question is that it's just been incredible to watch the growth
[36:49] um before through covid and now like you guys have continued to go this way
[36:56] um which if you look at a lot of community ed programs within the state and our neighboring districts that is not the case at all in fact there's been
[37:02] a pretty sharp decline so I think um it just adds an extra special layer to this
[37:07] work and that intentionality so Bravo to your team and I know that number there's
[37:13] a lot of big numbers there but I think the impact of those numbers just Ripple on beyond that so feel good about that
[37:18] so thank you for all your work thank you thank you very much director Shaw yeah I'm gonna try to be quick too but
[37:25] echoing a lot of what they just said um what came to mind when I was hearing everybody talk and we talk a lot about
[37:31] it about this in Edina our Traditions right like homecoming game is a tradition right like there's all these
[37:36] things that are Traditions Edina summer programming is a tradition right it is it is a tradition in our community and I
[37:43] am beyond thrilled to see this come back after code we were all really worried what would happen and it is so amazing
[37:51] to see it flourish and the fact that so many families rely on us and they trust
[37:56] us and we are a part of their story every year in a part of their tradition so thank you all so much for the work
[38:03] that you did trying not to cry right now but thank you thank you thank you thank you director Neville
[38:09] that went away now it's back hi I Echo the same thing thank you and
[38:16] commend I commend you your leadership Dr Leland and your team for accomplishing
[38:21] so much on so many levels you are creating a positive experience a
[38:27] learning experience and an affirming experience for these young students
[38:32] and for their families the impact is clear with their parents and that echoes
[38:39] in the community and I would love to think that every one of our programs can
[38:44] do that and I I think that we do on some level but this is really knocked out of the
[38:50] park and it just creates strong future Hornets it does these are our Hornets
[38:55] they are ready for everything else that they're going to encounter now that they're back in school on a regular
[39:01] basis I do have one question and it I'm just so excited to hear about the
[39:07] different programming that didn't exist when my kids were going through this right and what have you observed from this
[39:14] particular summer that will be that we want to try to put in for next year what
[39:19] needs need to be met that we might not have been aware of before or what type
[39:25] of programming are you seeing uh a yearning for it yeah and please if
[39:31] anybody in the audience wants to come up and and talk about that but one of the a
[39:37] couple oh I bet okay we're gonna hear about Timber Nook oh and
[39:43] but kids club something about kids club yeah okay all right um so you pointed I think
[39:49] oh I'm sorry Rachel Hicks I'm the youth programs coordinator um one thing that we did hear back uh so
[39:56] this was the first summer that we were able to offer Kids Club swimming lessons so swimming lessons exclusively for kids
[40:03] club families meaning that they drop them off at kids club we get them to and from swimming lessons and they pick them
[40:10] up at night they already done their swimming lessons at the end of two weeks or three weeks they get their
[40:16] certificate and they get to level up and use those skills throughout the summer at kids club and
[40:22] um I was really excited about putting it in and uh I was super excited to see the
[40:28] response we had overwhelming response we're going to increase the amount of participants that are able to join in on
[40:36] that this next summer um and so that was one of the big things that we saw
[40:42] um yes Timber Nook uh this was our second summer including Timber Nook programming
[40:49] within our kids club programming and we had to limit it this
[40:54] site this year to our fourth and fifth and sixth graders just because of
[40:59] constructions construction sites but we're really excited to see that expand
[41:05] and next summer we'll be back at hopefully more than one school and be
[41:11] able to have all of our students experience Tim Roanoke again yeah thank you
[41:17] thank you Annie do you want to talk a little bit about unified or or other
[41:23] things uh yeah I think um one of the things that we just
[41:28] discovered as a team over the last couple of Summers is um
[41:36] there's never not an opportunity for more inclusion one of the things that we've implemented
[41:42] over the last couple of Summers is a change in the way that we staffed the enrichment programming
[41:48] we moved the the rec leader team from being primarily instructors to a support
[41:56] function primarily with a few exceptions and that has enabled us to double the
[42:03] amount of students with IEPs and identified special needs within our program there's
[42:12] there should never be a reason to turn someone down if they want to
[42:17] um be in rock and roll band camp or band camp or chess or anything any of the
[42:24] dynamic programs we offer um and that we were also able to with
[42:31] that Staffing structure double the amount of unified I'm going to touch the on this are are specifically unified
[42:37] programming was doubled this year we included um K through 12 in the past summers it's
[42:44] been six through 12 but we were able to bring the small guys in and they could
[42:50] discover their possibilities so that will continue
[42:55] um I think uh overarching we have some opportunity with middle school middle school is
[43:02] somewhat mysterious but we have had some big successes with some creative
[43:08] programming and some um we're seeing more and more middle schoolers engage
[43:15] which is also great um I see a huge opportunity we have we
[43:20] have a lot of District staff licensed staff teaching in their areas of
[43:26] expertise which we love I would love we have for example we have the the high school counselors teaching
[43:33] college prep boot camps I would love to create some kind of
[43:39] um uh opportunity for high school high
[43:45] schoolers exploring different postgraduate opportunities
[43:50] besides just a four-year College I would love to have some exposure to you know
[43:56] all the possibilities that are out there that's something that's on my list to do
[44:02] and I'll just one last thing esy our extended school year work with
[44:09] our students we made sure that we were in the same place we were a contiguous
[44:14] sites with targeted services with our excited program and what that did was it
[44:19] just brought opportunities together to Benny bus Benny busty's bunny besties
[44:25] they were able I know it gets late for me they were the students in asy were
[44:32] able to experience that programming and I don't know it just everything felt
[44:37] very very collaborative and I don't know if that's just happens all the time because I'm still new but
[44:44] it just was really an exciting special thing that happened this year
[44:51] thank you all very much one quick comment um I've seen over especially the last
[44:56] few years the intentional diversification of programming to ensure that we're broadening what we're
[45:03] offering whether it's for students with IEPs the summer camp where you are bringing students in to spend the night
[45:09] and I just want to encourage further development to making
[45:15] sure we talk about each and every student that there's summer programming for all of our students and that I
[45:23] absolutely love that we have 55 four percent of our students participating
[45:28] making sure that it's reflective of our our student body and the makeup of
[45:36] Edina and that and I'm not saying it's not but it's just something that's top of mind whenever I see numbers like that
[45:42] is does our program resonate with all of our students and do we have ample
[45:49] access points with our Community Partners to get kids into programming that they could use or
[45:55] would just like to participate in over the summer right so such an important point and So based on research because
[46:01] we know that out of school time those 30 plus doses or whatever number of hours
[46:07] we're talking in summer really really impacts that student's growth social
[46:13] emotional learning belonging academic success attendance all of those things
[46:19] so yes we are are going to keep going on building out our numbers and reaching everybody but thank you great job if you
[46:27] ever need an additional traffic monitor Yes you heard it I am there for you
[46:33] so thank you yeah okay good we've got two you know I you actually covered in the
[46:39] last spot about resonating with what the the public was wanting in the flourishment part of it so but on a personal note my daughter's been a part
[46:45] of the kids club program and she um I think the mentorship and everything else that the staff provided is phenomenal
[46:52] and actually changed the direction of what she wants to do in school so appreciate that that's kidding thanks
[46:57] for sharing that yeah yeah I know you shared that with me but I'm glad you shared that thank you thank

[47:10] um our next discussion item our substitute teacher Phil reads and I'd like to welcome Director of Human Resources Sonia Saylor
[47:34] ah good evening superintendent superintendent Stanley Chair allenberg and members of the board
[47:42] um I am here tonight to give you an update on our substitute teacher fill
[47:47] rates last time I provided an update was the March 2023 after we
[47:56] they had finished the first week of March we were five days into March at that time and just to provide kind of a
[48:02] reminder so to better track substitute teachers last winter specifically in December
[48:11] um the administration made a recommendation to you to the school board to increase our daily uh daily
[48:18] substitute teacher rates building substitute teacher rates and we also
[48:24] asked for the ability to do an incentive on Fridays to to
[48:29] pay the same amount as the building substitute rate on Fridays
[48:34] at the time that we made that request our sub substitute fill rates average 63 percent
[48:41] following the board's approval um The District's fill rate increased to 73
[48:47] percent in January 67 in February 79 in March 82 in April
[48:55] and 86 percent in May and our absences don't actually go down as the school
[49:01] year goes on just so you know our absence is typically once we get into
[49:06] the new year um January February before spring break
[49:12] is a typical time where there's a lot of illness within a school district and then once you get past spring break
[49:18] you're into Springtime which is for um for our teachers like any one of us
[49:25] there's a lot going on in the springtime with graduations and different sporting activities that increase
[49:33] increase the need for substitutes so
[49:39] by the time oh excuse me then in the last three months so following so March
[49:45] April May and then we just had a couple of days into June our incentive on
[49:51] Fridays worked worked very well we averaged at the time that we made the
[49:56] recommendation to the school board to do the Friday incentive we were averaging a 52 fill rate on Fridays in those last
[50:04] three months of the year our average was 83.44 filled on Fridays
[50:10] this late this spring we spoke uh members of our HR team met with our
[50:17] building principals and we entered into an iride as you know that we use in our
[50:22] school district to talk about a way that we could collaborate around um ensuring better fill rates for those
[50:30] unexpected absences we know that if we if an absence is entered into the system
[50:39] more than at 24 hours or more before the absence we're doing very well we average
[50:44] around high 80s to around 90 percent fill rate the really difficult ones to
[50:51] fill are the ones that are entered in less less than 24 hours before the absence and that's because there are
[50:57] still not enough substitute teachers to go around we're still competing with our surrounding communities as well
[51:05] so we we looked at the cost of of one the cost of not
[51:13] actually having a substitute which requires a teacher another teacher in most cases to cover for that absent
[51:21] teacher which of course interferes with their ability to prep for their for
[51:26] their student instructional day and there's a cost to that as well and worked with the principals and we moved
[51:33] to we added one building substitute to each building for the 23 24 years so
[51:40] this year we have moved to three building substitutes at every Elementary building four at the middle schools each
[51:47] of the middle schools and five at the high school and and the idea behind that is to to
[51:56] have people on hand to pick up those last minute absences that come through
[52:02] typically within that 24-hour period now we're only 10 days into the new student year I know it's still early but
[52:09] we are at a hundred percent feel rate as of 10 days into the new student year so we're very happy with that
[52:15] um and we do have all of our buildings have their building Subs except for
[52:20] we're we're still at one Elementary we're short one um Regular build building building sub
[52:26] but we have been able to place a building sub an extra building sub there
[52:31] every day as we continue to work with teachers on call to fill that last
[52:37] filling sub so we've been in the same place there um and then we also did an analysis of
[52:44] our rates so looked at the districts that we most
[52:49] frequently compete with around us for substitute rates and we really are still right in there most districts have not
[52:56] made any changes in fact since last year since the time that we made the
[53:02] recommendation to you in fact one of the only change
[53:07] the only change since that time was one of our competitors I won't say
[53:14] which one used to do a Monday and a Friday incentive payment and now for
[53:19] this year they are backed off to just the Friday incentive payment um Fridays tends to be
[53:25] the most difficult day to fill in all school districts so I'm feeling
[53:30] cautiously comfortable with where the sub rates are right now we always balance that right we don't we want to
[53:37] make sure that we're competitive and yet we also want to be um fiscally responsible with school
[53:44] district dollars as well so with that information do you have any
[53:49] questions questions for board members comments
[53:56] detector Gable thank you for this report this was really exciting to hear about that
[54:02] thinking of okay how can we have that fill rate and it's exciting to hear that
[54:07] 10 days in we're seeing that new model being utilized um
[54:13] I going forward I guess I would just ask if Administration if that if you know
[54:20] you've been really great about as this problem has a risen coming to us and saying we think this needs to happen and
[54:26] just kind of as we move through this year and this new model maybe periodic
[54:31] just information updates too of how that fill rate is continuing to
[54:37] if this is continuing this model is continuing to work might be something other board members
[54:44] might be interested in knowing from time to time too absolutely
[54:51] perhaps so now we're of course going into the fall maybe something
[54:56] shortly after the new year I actually don't I don't need another
[55:01] report unless you come to us and say there's an issue okay that's my opinion so
[55:08] board members frequency of substitute fill rate reports
[55:14] I'm going to agree that it's only if you if something's not working if it's working
[55:20] great I'm going to keep thinking positively Dan Regina any I guess I agree that I
[55:27] don't necessarily need regular updates unless there is something that has shifted unless there's a change I really
[55:34] appreciate this report though because um I appreciate the changes that were
[55:40] made to try to address the issue and it sounds like they were the right it was the right direction so thank you
[55:47] absolutely yeah and I think for me um no needed updates unless there's a budgetary need
[55:53] for something like we're going to exceed what we anticipated of course we will of course continue to monitor
[56:00] the sub rates around us and our surrounding communities as well and that could be another reason that we may need
[56:06] to come forth okay I think um it could be nice maybe at your end to
[56:13] do like a summary for the year so there's a bookend of
[56:18] what you told us now and at the end of the year say this is how we did which I think could maybe help and then
[56:25] is that does that sound okay with board members yes does that work for everyone
[56:32] okay thank you thanks for the information thank you uh next discussion item administrative
[56:39] recommendation for strategic plan revisions with Dr Stacy Stanley
[56:45] yeah so last month I came to the board at work session
[56:52] um with an overview of recommendations from Administration we began the process of
[56:59] really analyzing the Strategic plan most recently in bringing the core planning
[57:04] team together in the spring and then the board actually had
[57:11] conversation during Retreat around the Strategic plan and analyzing it and then
[57:17] also every one of the cabinet members really dug deeply into an analysis last time I came I had the
[57:25] recommendation that was a collective recommendation whether it was core planning or whether it was board or
[57:32] whether it was cabinet to move from a seven year plan to a 10-year plan their
[57:38] a 10-year plan is very typical in school districts and our strategic plan is
[57:46] incredibly robust and I say robust with really important work that we need to to
[57:53] be methodical about and take our time to navigate that change management within
[57:59] the system as well and um so bringing forward
[58:05] this time to share we still recommend that we extend that out to a 10-year
[58:11] plan and then I received some um really solid feedback that evening about
[58:18] the language that we were using um both um at during the core planning team
[58:26] feedback as as well as just ongoing feedback that we've heard from our staff you know ongoing feedback from Wellness
[58:34] committee that Dr Leland leads we really needed to have a presence
[58:40] for our staff within our strategic plan around mental health and well-being and
[58:47] staff wellness and so received some feedback took that out and used an
[58:52] accordion process to to connect with Educators to find out
[58:59] what what might be the language that we should use and before you is where we've
[59:05] landed you will note that we've in in the current
[59:10] approved strategic plan there is um a benchmark of C1 which really hones
[59:18] in and focuses on student mental health and wellness and we felt we really needed to add an additional Benchmark
[59:25] that truly focuses on staff mental health and wellness and so the language
[59:31] that you see there really pulls out and recognize the staff the need for
[59:38] staff mental health Wellness long-term strategies and
[59:44] the start would be inventory and monitor Educators and staff about Wellness
[59:49] indicators which we've collected Panorama but then also Dr Leland through her work is connected collected some
[59:56] data from staff and then you know the development to develop Implement and
[1:00:01] monitor action plans to support employee Wellness so that is the change there and then
[1:00:08] finally we had our Gantt chart and
[1:00:15] um is all documents do they evolve and so we've modified the structure of the
[1:00:23] Gantt chart to move from just the coded gradation of color
[1:00:30] of where we're moving to really provide some greater specificity where the The
[1:00:36] Legend is actually at the bottom where you know once this is approved we'll go back and we'll work with Daphne's team
[1:00:42] and make it all nice and branded um but at the at the bottom of the
[1:00:49] document you can see that the um the likert scale in the legend is at the
[1:00:55] bottom and so one is um stating that that Benchmark is in planning phase all the way to five is
[1:01:03] we're we've not only fully implemented but we're in the adaptation and the
[1:01:09] scale-up phase so we're not we're not just staying at implementation
[1:01:14] and saying okay that's fine we are really looking at how we might adapt how we might scale up to
[1:01:21] um you know like I like to say to innovate and Elevate um the work
[1:01:26] um so it brings greater Clarity I believe for the board I believe it brings greater Clarity for the community
[1:01:31] it certainly brings greater Clarity um for any of the employees any Edina
[1:01:37] Public Schools and for sure our cabinet team and leadership team one last thing
[1:01:43] you will note that there are some suggested language changes from the approved plan and while they're slight
[1:01:51] they're important so for instance under strategy a we since since the community came
[1:01:59] together and this was approved in 2020 we now actually have a portrait of a well-rounded Edina graduate as opposed
[1:02:05] to Future Ready competencies and so that's a suggestion coming from director desane Hubert there are some language
[1:02:14] changes that I believe truly enhance the work that we're trying to do
[1:02:19] um under strategy B and again under strategy c those changes
[1:02:26] that I discussed a little bit earlier are actually represented um
[1:02:32] there so I believe that that oh and then for
[1:02:38] instance if there is a strategy where we have fully implemented that and we're in
[1:02:45] the space where we're even starting to actually adapt and scale up you will see
[1:02:50] that there are just a couple and I noted that very specifically um
[1:02:56] in blue that what questions might you have
[1:03:03] questions from board members director green
[1:03:09] um I actually don't have any questions I just wanted to um I appreciate all the work that went into
[1:03:15] this and massaging the feedback from the school board from our Retreat our last meeting about this
[1:03:21] um and then within the district and the community and I think that this plan and even the language changes just show that
[1:03:28] proactive approach to the Strategic plan I remember when we were writing the plan it was kind of joked around that a lot
[1:03:34] of strategic plans sit on the Shelf in a binder that was kind of brought up quite
[1:03:40] a lot actually and I'm just super proud of our district and
[1:03:45] um are bored and you and the administration and everybody for using this as a tool so I'm in complete
[1:03:51] support of stretching that out to 10 years it is super robust I mean that was a step that when you write a strategic
[1:03:57] plan you don't know how long it's going to go until you finish the planning so um I'm in complete support of that I
[1:04:03] think our district will be in a phenomenal spot at the completion of that and it will also allow the
[1:04:08] community time for planning that won't start for another couple years since we're still
[1:04:14] in the heart of this one so that's it so great work I have no changes
[1:04:21] director Shaw yeah I'm gonna Echo what Julie said I when I was reading through this was remembering four years ago when
[1:04:27] our plan was approved and I'm thrilled that it's a living breathing document
[1:04:33] because I think at the time that's all that that's what we wanted it to be and so I appreciate
[1:04:39] you reflecting that in the work and I am fully in support of um extending it to
[1:04:45] 10 years anyone else
[1:04:51] great thank you thank you uh next up uh Dr Stanley again
[1:04:57] for 2023 2024 superintendent goals
[1:05:04] all right I also brought my superintendent goals before you in August
[1:05:09] received some feedback just really around Clarity in
[1:05:15] um how I could go into more detail to really allow board members in the
[1:05:21] general Community as well as stakeholders internal stakeholders to really understand
[1:05:27] the purpose of bringing in a keynote speaker
[1:05:34] to launch our work around purpose work with our staff and so you'll see there
[1:05:42] that I did expand on that information so that it provides some greater Clarity
[1:05:48] and then some additional next steps to hopefully provide Clarity
[1:05:54] with the direction that Dr Emery Leland is is working with the
[1:05:59] wellness team which is teachers I mean it's staff that represents every Department in our system around
[1:06:07] the mental health and wellness of our staff that was the major feedback that I
[1:06:13] received and those are the corrections that or updates that I made are
[1:06:18] extensions I made comments from board members questions
[1:06:27] well since no one else has a comment I'll just thank you for pulling together all these goals I think like I said in
[1:06:33] the work session a lot of superintendents don't even have goals so I appreciate
[1:06:38] um not only the time you took but the um the clarity
[1:06:44] the fact that they're measurable um just the effort that went in to do this document I think it shows a lot
[1:06:52] about your commitment to seeing through the Strategic plan and
[1:06:58] um the willingness to be measured against what we're working on I just
[1:07:03] truly appreciate so just wanted to thank you for that so good now we're going to move on to our board
[1:07:10] goals and this is brought back with from the governance committee and our board
[1:07:18] goals have gone through a fairly extensive iterative iterative process where we started working on it
[1:07:27] I believe prior to our retreat but I'll be honest I can't 100 remember but the
[1:07:33] board goals really align with our strategic plan and in addition to that aligned with um
[1:07:40] superintendent stand to these goals we also took into consideration
[1:07:46] um a lot of data that we're seeing from Panorama and various data points throughout the district so this is the
[1:07:54] goals that are listed here are outlined in the same format as our
[1:08:01] strategic plan and we have goals under each of the goal areas for a strategic plan in the work session there were some
[1:08:08] minor tweaks that were brought up that will be integrated before we vote on it next month but I just wanted to
[1:08:15] see if board members had any comments for this discussion period at our meeting tonight
[1:08:25] no okay great that leaves extra time for our policy
[1:08:30] review since we have so many places
[1:08:36] we do have a lot of policies to review but there are many that will be coming forward during this particular school
[1:08:43] year so this is an excellent start um
[1:08:48] let's get to the beginning okay so in terms of discussion I'm just we're just
[1:08:53] going to take these one at a time they're all brought before us with different types of revision I'd like to
[1:08:59] invite Sonja Saylor our director of Human Resources to come up to share some of the first three policies that we're
[1:09:06] going to discuss our first one is policy 211 criminal or civil action against the
[1:09:12] school district a school board member employee or student and Sonia thank you
[1:09:18] for being here for you and your team's work on this policy and if you could just walk us through some of the
[1:09:25] major edits that we see this evening
[1:09:32] thank you I'm director now well yes
[1:09:38] so okay so starting with policy 211 what the school boards policy committee
[1:09:44] specifically and Dr Stanley asked me to take a look at in regards to this policy
[1:09:50] is it was it was blended with policy 408
[1:09:57] prior to this policy committee meeting so policy 211 is specifically addresses
[1:10:06] legal actions against the school board the school district an employee or a
[1:10:12] specific student and in this case most of the
[1:10:18] recommendations are found in this policy our recommendations made by the
[1:10:24] Minnesota school boards Association my recommendation to the school board was to maintain two separate policies
[1:10:32] policy 211 and then also policy 408 which specifically addresses the
[1:10:41] procedure when a school district employee receives a subpoena
[1:10:46] in regards to a school district action and the reason that I appreciate having
[1:10:53] two policies is policy 211
[1:10:58] um is a is a policy that thankfully is not used very often
[1:11:05] in person it does address the school's responsibility in defending
[1:11:12] a school board member and employee or in some cases protecting the rights of a
[1:11:18] student under certain criminal and civil actions whereas policy 408 which we can of
[1:11:25] course talk to in a minute but that really addresses the procedure that
[1:11:31] occurs when a school district employee receives a subpoena that happens fairly
[1:11:40] regularly that situation actually um is is not an unusual situation and it
[1:11:47] frequently is in child custody matters and divorce proceedings where one parent
[1:11:53] may make a request through a subpoena to have the other parent either be
[1:12:01] deposed or or appear at some type of custody hearing or
[1:12:09] dissolution matter and so because that is the most common
[1:12:15] experience for our employees I think that it is nice to have one policy that
[1:12:20] addresses that experience and of course the policy says that they are to speak to their supervisor when they receive a
[1:12:28] deposition or excuse me a subpoena under under those situations and then we
[1:12:34] ensure that they are have the information they need we take a look at
[1:12:39] it and sit down and just kind of talk through the matter and whether or not
[1:12:46] what they should expect when they arrive at the courthouse all of those things
[1:12:51] whereas 211 really talks about everything that's in 211 the changes are
[1:12:58] statutory talking about um the specifics around
[1:13:05] um defense in these cases data practices
[1:13:10] um some of the with the policy committee we talked a little bit about when uh when a
[1:13:19] student is questioned at school about about a
[1:13:24] allegation of a criminal matter what occurs in those cases and
[1:13:29] for instance in those cases District administration the policy provides the
[1:13:35] District administration would reach out to parents the um the one time that the District
[1:13:42] administration is not allowed to do that is when it is a child welfare agency
[1:13:47] that comes in is potentially a report of child maltreatment and then the Child
[1:13:52] Welfare agency in our district generally Hampton County they take control of the investigation
[1:13:59] School District doesn't actually have the the right or it's a confidential matter so they can't contact parents in
[1:14:06] those particular cases so with that background on 211
[1:14:14] a lot of what is is in this
[1:14:21] in this particular policy is simply addressing the rare thankful case of

[1:15:07] in a lot of our policies we list who that person is
[1:15:12] um so I just wanted to ask should that be listed there or is it
[1:15:18] well-known who who is that Authority responsible for the collection use and
[1:15:24] dissemination of data if someone went to this policy and was needing to do that
[1:15:32] um really good question chair allenberg so because the policy
[1:15:38] specifically talks about an input so this would be an employee who receives a
[1:15:43] subpoena they need to First speak to their supervisor
[1:15:50] and then supervisor really should be in most
[1:15:55] cases if it's a principal they're they do understand these laws as well and so
[1:16:00] they'll be able to guide them in a lot of cases they'll also reach out to me or they will reach out to Daphne Edwards
[1:16:07] director of marketing and Communications as well she is our data practices official for the school district
[1:16:15] but that is I think it might be helpful to clarify because if I was reading this I would not have any idea who to
[1:16:22] communicate who could who to contact and it wouldn't necessarily in my mind I wouldn't know to go to my
[1:16:28] site level leader I would assume it's someone at the district I think so under 4A is where I was
[1:16:36] referring to informally right they're building and then the building administrator will inform the
[1:16:42] superintendent or designee um but you're thinking that it would be a good idea to specify
[1:16:50] just under B it says that no one
[1:16:55] um no employee May release educational data without the
[1:17:03] um without consultation with the designated Authority responsible for collection
[1:17:12] so unless we're going to have the site administrator guide the individual through that
[1:17:17] I just didn't know I could see someone reading that and thinking they need to reach out to someone at the district level and not knowing who that is
[1:17:25] it might be what about adding something that's
[1:17:30] that specifically says that the um the building administrator or media
[1:17:36] supervisor will guide the employee in this process just to remind them from the immediate paragraph
[1:17:43] from paragraph a I think however it gets resolved I think
[1:17:49] is fine and we don't have to do it here I just that part just confused me or I
[1:17:54] just wanted to make sure there was Clarity for somebody reading this so
[1:18:02] thank you that's helpful I have a note of that and I know Sonia does as well so we can take that back for some added
[1:18:07] clarification any other questions regarding policies to 11 or 408
[1:18:14] thank you and Sonia if you could please also continue with policy 418 alcohol
[1:18:21] and drug-free environment yes so this one is really just um
[1:18:28] covering some additional terminology that has been provided in Minnesota statute mostly in regards to
[1:18:39] um let's see here in regards to cannabis
[1:18:48] okay here we go all modifications were recommended by msba most expanding that
[1:18:53] list of substance to substances that are prohibited on school property
[1:19:00] largely around cannabis and products sourced from cannabis plants and so
[1:19:08] really specifically when you go through it talks a lot about not non-intoxicating Canna benoids and
[1:19:16] edible cannabinoid products cannabis flowers cannabis products
[1:19:22] because of course even though um even though
[1:19:28] cannabis has been found or will be legal in the state it's certainly not legal on
[1:19:34] school property you cannot possess cannabis products Sun school property nor may you be impaired by the use of
[1:19:42] THC or cannabis products on school property um one other piece that we talked about
[1:19:49] as a part of our policy committee meeting is there is new law that
[1:19:55] specifically states that students will be required to participate in programs and activities around the use
[1:20:05] particularly of marijuana but that does that requirement does not begin until
[1:20:10] 2026 2027 and so the policy committee made the decision that it was a little
[1:20:16] confusing to say that in um in this version of the policy as the reader May
[1:20:24] wonder why it's not being required until 2627 so instead the language was used
[1:20:32] may be required and then this policy has been added to ensure that there's an
[1:20:38] update prior to that date with that the rest of it really is just
[1:20:45] statutory any questions about 418
[1:20:51] all right thank you very much and we'll move on to 4 20. oh no 419 don't
[1:21:00] want to skip 419 tobacco-free environment which I know Jody remsing
[1:21:06] assisted us with and I can walk through some of those General changes or if you're
[1:21:11] comfortable covering some of that Sonia that's fine too um if you want to just keep walking
[1:21:18] through I'll just give a general summary of some of the updates so again as per
[1:21:23] many of our policy reviews it begins with an update to align with Minnesota State School Board Association and any
[1:21:30] statutory changes on this one um the some of the primary changes that
[1:21:37] are addressed are regarding the indigenous students and staff
[1:21:42] carrying tobacco for cultural and ceremonial use so that is that language
[1:21:49] is added to this policy to make sure that that exception is provided for with the school district and then
[1:21:56] um let's see here vaping vaping prevention instruction and
[1:22:02] using instructional materials based upon the Minnesota Department of Health and we had some discussion at the policy
[1:22:10] committee regarding the language that would be used to State what that method of instruction would be so referencing
[1:22:17] the Minnesota Department of Health so that's a general walkthrough of the updates for this particular policy and
[1:22:24] Sonia anything that you would add I don't think so I okay we added an
[1:22:31] additional cross-reference to policy 403 discipline of School District employees just to make sure that that was um
[1:22:38] that the information and the policy people knew where to go to find information for students and for
[1:22:45] employees are there any questions
[1:22:52] okay then we will move on to 424 which is license status and Sonia if you could
[1:22:58] please give us an overview on this policy absolutely
[1:23:04] so policy 424 specifically tax about the requirement of having a valid Minnesota
[1:23:10] teaching license for our Educators and it's it
[1:23:16] it really the language that is recommended by the msba does follow our
[1:23:22] District's practice in addition there is a new requirement that just came out of
[1:23:27] this past legislative session where all school districts in the state will need to report every fall
[1:23:35] specifically all new teacher hires and terminations including layoffs by race
[1:23:42] and ethnicity and the reasons for all teacher resignations and requested
[1:23:47] leaves of absence that we've been told by pelsby that that
[1:23:53] we will fulfill that requirement through our annual star report which is the
[1:23:58] licensure report that we have to complete every fall stating um showing what classes our teachers are
[1:24:07] instructing and ensuring that they are properly licensed for those classes and so as a another piece of that report we
[1:24:15] will also provide information on terminations by race and ethnicity
[1:24:21] and with that are there any questions any questions for 424
[1:24:27] all right Sonia thank you very much thank you this you this was a many policies that you reviewed and updated
[1:24:33] and we appreciate that we're going to move on to policy 506
[1:24:39] student conduct and discipline and if I can invite Dr Randy smazel to join us
[1:24:44] to talk about the amendments to this policy as well as 509 and 510.
[1:24:56] thank you good evening chair allenberg superintendent Stanley school board
[1:25:03] members and community I'll do a brief overview of 506. this
[1:25:08] has been in the discussion for a while the work started around 506 last spring
[1:25:14] and then it evolved into the summer as we experienced some legislative changes
[1:25:19] with the state of Minnesota which required us to update the policy additionally to match those legislative
[1:25:24] changes we had our last board work session I
[1:25:30] believe on August 14th where we were discussing 506 and since then it's gone back to the policy committee for a
[1:25:36] little further review but at that work session meeting there were several pieces of feedback that
[1:25:41] were provided by the board to be considered for updating in the draft policy including some format and
[1:25:48] language consistency including some removal of duplicate language removal of the section titled policy
[1:25:55] since this is a policy and embedding that content in appropriate locations
[1:26:01] within the policy for example the language around reasonable force is now
[1:26:07] articulated in the required reports section of the policy and the removal of language that
[1:26:13] informed the policy design but wasn't explicitly policy language in order to
[1:26:19] be more clear for our readers and our stakeholders an example of that is the complaint process which is now added as
[1:26:25] appendix 2 in the policy and I'm sorry 506 is really about student conduct and
[1:26:32] discipline and it does inform the student rights and responsibilities handbook that is posted on our website
[1:26:38] and so it really articulates the expectations for behavior of students in
[1:26:43] uh in in the school system we do have some training that is ongoing
[1:26:50] we had our district attorney come out and do a training for all of our teachers and all of our principals
[1:26:56] regarding the new legislative changes and then last week our principals received additional training from a
[1:27:03] trainer from Minnesota Department of Education on non-exclusionary discipline practices
[1:27:09] and how we teach acceptable behaviors while maintaining a sense of belonging with kids
[1:27:14] that training will continue um as we have future principal meetings to
[1:27:20] ensure we have strong application of some of the non-exclusionary discipline practices
[1:27:26] and then once we have completed Board review on this policy we'll update the students rights and responsibly handbook
[1:27:32] on our district website and notify our staff and our students and our families
[1:27:40] thank you any questions about 506.
[1:27:51] thank you thank you Dr Stanley I actually don't have a question which I think is
[1:27:57] noteworthy because I had so many last time and I just wanted to thank whoever
[1:28:02] put so much work into updating it with all the different was it you Dr smazzle
[1:28:08] thank you clearly a lot of work went into this
[1:28:14] because it looks like a whole new policy from what we saw at the work session so it's I literally don't have a question
[1:28:20] so thank you it's like the highest level of Praise that can be given for policy
[1:28:28] and and this is quite a complex policy it is others might have questions but
[1:28:34] anybody does anyone else have a question or comment it there has been so much work on this and it was worthwhile this
[1:28:42] policy needed the work but I'm really proud of the work that was done here
[1:28:48] so that's amazing like that's awesome good job thank you I I'm excited for the
[1:28:55] impact this will have on the way in which we teach kids about absolutely how
[1:29:01] to self-regulate how to manage behaviors and things like that um I think as a real opportunity to
[1:29:07] change practices yeah yeah thank you yeah the focus is in the right place uh
[1:29:12] then let's move on to 509 which is resident enrollment and assignment
[1:29:18] sure policy 509 student resident enrollment and assignment this policy provides procedures for students who are
[1:29:26] residents of the school district and are to be enrolled admitted into district schools and at different programs within
[1:29:32] our schools so some of the changes are fairly minor uh language cleanup some
[1:29:38] consistency in our use of languages the removal of the reference to the elementary virtual pathway since we've
[1:29:45] sunsetted that offering appendix 2 had some different references
[1:29:50] to the Spanish dual language programs so different title names if you will and so
[1:29:56] we're trying to be consistent in what we call that program and then we also added some clarity
[1:30:02] around the lottery process in the Dual language program since the goal of the
[1:30:07] program is for students to consist of 50 whose home language is Spanish and 50
[1:30:13] whose home language is English students really enter into two lotteries
[1:30:18] in that process and as those lotteries play out
[1:30:23] um if if the uh the number of students in the Spanish dual language program Lottery
[1:30:30] if that side of the lottery has been exhausted and we still are not full then
[1:30:37] we would move to the other side of the lottery uh the students who are English speakers at home so our goal again is to
[1:30:44] make sure that our students maintain a Proficiency in English if they're starting in English and then grow in
[1:30:51] their Spanish or vice versa and so students become bilingual in the Spanish
[1:30:57] dual language program after August 1st is then when we look at any remaining openings that can be
[1:31:03] filled and again we're trying to maximize those sections and provide those opportunities for our families the
[1:31:09] last change was the deletion of appendix 4 as it is redone with a appendix in
[1:31:15] policy 503 thank you any questions regarding 509
[1:31:22] I do have a question about this okay sorry um I have been asked in the past by both
[1:31:29] Educators and parents about elementary choice programming and how it relates to class size and
[1:31:38] specifically around um families that get into choice
[1:31:45] programming and then make a family decision that the choice program has not
[1:31:50] worked out for their family then make the decision to go back to their neighborhood school and since we
[1:32:00] enroll and have class sizes at a certain level if people decide to do that
[1:32:07] sometimes it can bring our class sizes above our desired class size and so it's
[1:32:13] been asked to me and I wanted to ask it to the board and everyone was it taken into consideration policy
[1:32:21] or is it something worth talking about if we get into situations like that
[1:32:29] um should our policy be that people can go right back to their neighborhood School regardless of class size or
[1:32:35] look at what class sizes are across the district and where there's oh opening that's where
[1:32:45] students would go since we're talking about this right now I wanted to bring it up
[1:32:50] um because this is an opportunity I don't want to talk about it here I think it
[1:32:55] would go to policy committee but I just wanted to see if that's something that the board would even be interested in
[1:33:01] talking about at policy committee and looking into it or if they're interested
[1:33:07] in leaving policy as is my my question for that
[1:33:14] um as we consider that is one to gather some data do we have data that suggests
[1:33:21] that we are that this is happening on a regular basis and therefore leading to
[1:33:30] some class sizes that are over the policy amount
[1:33:35] um and then I think the policy that would be addressed is not so much the policy
[1:33:41] about the resident enrollment but that assignment piece in the event that
[1:33:48] there's a change in assignment which we don't currently have in here so I guess my first question would be to gather
[1:33:55] some data to see what's currently happening is that something I want to make sure
[1:34:02] the rest of the board is interested in that it's not just me because I don't want to direct anyone to do anything
[1:34:07] that isn't just me yeah I would I would agree I I was going to say the data collection piece was important but I am
[1:34:13] interested in seeing if that was an issue or is it an issue
[1:34:20] data if Administration feels like once they look at the data that that's something that's happening frequently
[1:34:27] then I would be okay with us looking at it in policy can I add one quick thing though I'm in
[1:34:34] agreement that I'd want to see the data but I wouldn't want that data to
[1:34:43] I wouldn't want to have a narrow focus on what we look what changes would be implemented whether it be policy or
[1:34:49] otherwise like my mind immediately goes to if we're finding out that that's happening
[1:34:55] maybe it's more about how are we communicating with families at the beginning of that decision to go into a
[1:35:01] choice program and how are we like making sure that it's the right decision for them you know we all know that
[1:35:06] there were times when you know we had like a hundred kid long waiting list and and it wasn't the right decision for all
[1:35:13] families so if I if we think that's an issue I'd be interested in knowing the data but I'd want us to really keep a
[1:35:19] wide lens on what that data means then not just moving kids out of their neighborhood school for sure yep
[1:35:26] yeah it's the only thing um I like all the discussion up there I would just be very cautious to bring this up because
[1:35:35] we have kids that choose to go to a private school and come back and then they're able to go into their neighborhood school without any issue so
[1:35:43] I'm not sure that this is the path that we would want to go down um or even consider looking at I think
[1:35:50] if it was if if the administration brought to us as this is an this is an issue across the board then maybe we
[1:35:56] need to look at all of our policies that if you opt out like you have a spot within the district I wouldn't want it
[1:36:01] to be so I think there's a lot more questions than um and I'm not sure that's where I would
[1:36:08] want I wouldn't put this in the top priority unless the administration came to say to it it was everything else
[1:36:14] going on I think it might be to from my perspective it might be worthwhile
[1:36:19] depending on if you guys come back and say this is going to be a super long laborious exercise then it's worth
[1:36:27] re-prioritizing if it's something that it's a quick data glance and you guys can still come back and say we looked at
[1:36:34] the data and we don't think it's worth looking into I think that's great too it's just been brought up a lot and I
[1:36:40] I'm curious about about that so yeah we did you know we
[1:36:45] did hear that um Martin I heard that a few times during the bird process this this past
[1:36:51] winter and so I think it is it is worth being able to have information for our stakeholders so that
[1:36:58] they are aware of the frequency because sometimes you know one or two children can make it seem like it's happening you
[1:37:05] know dozens of times and so we can definitely do that my question my wondering is
[1:37:12] um is that something that the the board is seeking um before we would move this forward to
[1:37:19] action so are you asking that it would return to committee Givens a lot of the stuff that's brought
[1:37:25] been brought up I personally don't think so because it it sounds like a longer
[1:37:31] process and other issues that were brought up that we can I'm comfortable moving forward with this
[1:37:37] again and I see a lot of heads nodding yes as well um so independent of that process yeah I
[1:37:44] agree I think we can move it forward and I think if what when you what you uncover if it looks like that needs to
[1:37:52] have a deeper look and we need to look at where we're placing students then we can always bring it back
[1:37:58] but I don't think there's a reason to hold this up for

[1:38:09] next we'll move on to 524 electronic acceptable use
[1:38:16] Natasha mances Bailey has been our lead in revising this policy
[1:38:21] and again we're grateful for all of your work thank you and if you can please walk us through
[1:38:28] the general adjustments to 524. sure good evening to elmberg Dr Stanley
[1:38:35] members of the board policy 524 was brought to the board in July on July 17th
[1:38:40] um so we've already gone through the discussion of 524 itself but upon review of that policy 634 came up and policy
[1:38:48] 634 and policy 524 are two very similar policies around electronical electronic
[1:38:54] Technologies acceptable use and so one of the things we did in working with the policy committee obviously in reviewing
[1:39:00] msba guidelines working with or understanding what other districts are doing around this policy we really only
[1:39:06] need one policy we don't need two separate policies to cover the same thing and so we took some of the
[1:39:12] relevant language of 634 and moved it into 524 and so you will see a couple
[1:39:17] additions in there such as guest access to Internet use there is a section on
[1:39:23] I'm just going to make sure I have it right on email and school issued devices
[1:39:30] and then the appendices are all from 634. they just get moved to 524 so that
[1:39:37] they're matching the language and such as the acceptable use consent form it's
[1:39:42] something that we do use with our families but that needed to be in 524 if the goal was to Sunset 634 which is the
[1:39:50] goal of the policy so now I'll take any questions
[1:39:57] okay I've got one sure um and it could be that I'm with the merging of the two policies
[1:40:03] missing something but on page six number ten the strike through the use of the
[1:40:10] district system to engage in harassment bullying or cyber bullying it's just it's in there it's just in a
[1:40:17] different place so it was repetitive I was thinking that it was going I was going to in my mind I was like oh I'm
[1:40:23] going to see that down in emails with the page 13s and I didn't see it there
[1:40:29] and I didn't I will find I know what's in here because I've read this several times I'll find it for you and let you know
[1:40:35] but it is in there the language is just that was repetitive language from before so we just cleaned it up so that we
[1:40:41] didn't have that in there multiple times okay and so did was there a decision to not
[1:40:46] have it be a part of use of email because it's already in the policy
[1:40:51] itself as all-encompassing electronic electronic Technologies we didn't feel it needed to be called out just an email
[1:40:56] because it's any electronic technology okay does that help
[1:41:02] I think so okay okay anything else
[1:41:09] I just want to thank you this was a lot of work to merge these two and kind of
[1:41:15] listen to feedback from policy committee and all of that so thank you for
[1:41:20] helping make that process happen and hopefully it's clearer for the end user absolutely
[1:41:26] okay thank you thank you and our last policy for discussion is
[1:41:32] policy 628 students at Student Activities program this was reviewed by
[1:41:37] athletic director Troy Stein and I'm going to just summarize the general changes to 628
[1:41:44] I need to scroll forward
[1:41:54] okay a big change in this policy was taking a look at the appendices on the
[1:42:00] appendices and the policy as written were outdated frequently they were
[1:42:05] updated in the athletics department but not in the policy so the recommendation
[1:42:10] is to strike some of those appendices as noted in the policy and they will be
[1:42:16] updated on the district's athletic website and Athletics and activities website so that change was done so that
[1:42:25] it can be more current and so that people don't have to look in more than one place to find that information the
[1:42:31] goal is to centralize that work and that has been the practice of the activities Department other than
[1:42:40] that there's just some clarification with some language to update the
[1:42:45] practice of Athletics and activities are there any questions that anyone has to take
[1:42:52] back regarding this policy okay
[1:42:58] that concludes our discussion items for policy

[1:43:09] appreciate it we're going to move on to our action items to have a motion to approve the
[1:43:15] Edina Public Schools active partnership with the Minnesota State High School league

[1:43:28] here so Troy's not able to be here this evening and
[1:43:33] we know our partnership with Minnesota State High School league is incredibly important and they are doing quite a bit
[1:43:39] of work to ascertain that students are um
[1:43:44] they are playing in environments that are inclusive safe respectful that
[1:43:52] that um individuals who are watching the games they are actually being very respectful
[1:43:59] to coaches and officials and so they are actually asking
[1:44:05] districts to publicly um commit to that active partnership with
[1:44:12] the Minnesota State High School league so there was a six uh minute 48 second video that Troy had asked that board
[1:44:20] members review ahead of time that really spoke to that really spoke to the inclusiveness really spoke to
[1:44:27] um not just the students demonstrating strong character but also those who are
[1:44:32] there viewing um the games that they would demonstrate that as well students have done work all
[1:44:39] around the state they held there were 13 meetings that were held around the state
[1:44:46] where students came together and they actually created this plan and now the
[1:44:52] executive director of Minnesota State High School league is moving this forward and so
[1:44:57] we want to be in partnership with them with them through the lens of
[1:45:03] administration and so we're bringing it to the board asking for public action on
[1:45:09] this if you had a chance to watch the video what questions might you have
[1:45:16] director green I don't have any questions but I just want to say um I did watch the video but I've also seen
[1:45:22] it in play out in the out at different schools different stadiums different things but
[1:45:29] you can really see the work of the Minnesota State High School league in action with this and um so I'm fully in
[1:45:36] support of this and us being part of it so director gabler
[1:45:41] yes I too um in full support of this just in case anybody's watching and to better
[1:45:47] understand our athletes all sign of code of conduct correct and so we expect our
[1:45:53] students to abide by that code of conduct which aligns with some of the things that the Minnesota high school
[1:45:58] league is asking districts to commit to absolutely okay just wanted to make sure
[1:46:04] that yeah and um Troy Stein does an amazing job working
[1:46:09] with his coaches I've been there during some of the sessions that he's offered training to them because coaches play
[1:46:16] such a an integral role in making certain that the character the code of conduct is um being followed and focused
[1:46:23] during you know during practice all the way up to the athletic event and
[1:46:29] um you know Minnesota State High School league just really wants to make certain that this is happening whether it's in
[1:46:36] Edina or whether it's in Hopkins or whether it's in Thief River Falls they want to make sure that a student athlete
[1:46:43] is going to have that common experience where um they know that they are participating
[1:46:51] um in an inclusive environment as well I watched the video as well I really
[1:46:57] appreciate it I appreciate the integration between it and our own cultural values that we have as a school
[1:47:02] district and I also um you mentioned it but I wanted to also note that this is not just for students
[1:47:09] it's for spectators and there's behavioral expectations for spectators and hopefully that anyone
[1:47:16] that's representing the dyno Community um will represent us well yes
[1:47:22] so any other questions or comments can I just make one comment that's just
[1:47:28] a correction so mshsl is other organizations that edine represents that
[1:47:34] are non-athletic and so I just want to shout out to those participants and those students who are not on athletic
[1:47:39] teams but are also a part of this thank you thank you for that correction we know we since we no longer have
[1:47:46] Michael on video we do not have to vote by roll call so um we will now vote to approve the Edina
[1:47:52] Public Schools active partnership with the Minnesota State High School league all those in favor say aye aye anyone opposed the motion carries

[1:48:28] there's a recommendation to cancel the Croatia travel experience scheduled for July of
[1:48:33] 2023. this recommendation comes because of an issue that occurred during an experience with the company that we're
[1:48:40] using for the Croatia trip in the summer of 2023 and their response to the issues
[1:48:47] so it is not a decision that we take lightly and it is done with the Deep knowledge of our responsibility to
[1:48:53] prioritize the safety of our students at this time we are in communication with families and we are doing everything
[1:49:00] that we can to look into and explore alternatives right now the recommendation is for
[1:49:05] cancellation and we'll continue to move forward with the cancellation or I'm sorry the communication and the
[1:49:11] exploration of Alternatives and keep you updated as a board
[1:49:16] director Shaw yeah I had one question are any of our families going to be Finance impacted by
[1:49:22] this decision we're working on that so there is a 250 dollar deposit that
[1:49:28] parents have 16 of the I think it's 24 but um 16 of the 24 families have
[1:49:35] already put down as they entered into the agreement with the company however
[1:49:40] we are working with the company and um and we are confident that we'll be
[1:49:46] able to come up with a solution if that is something that we're in process on
[1:49:52] I just wanted to reiterate your comment about not taking this lightly um it's obviously never Pleasant to
[1:49:59] disappoint people but safety and offering a world-class experience is not something that could
[1:50:06] be taken lightly and that is we cannot offer International trips if

[1:51:54] get to that but um this is actually a shout out that came from director Natasha monsos daily
[1:52:01] you know we are implementing the Raptor system and
[1:52:07] the Raptor system is really important because it is really allowing us to ascertain
[1:52:15] that we are keeping everybody in our schools safe it allows us to make
[1:52:20] certain that we know who is in our schools in the event that there is an an incident that occurs and so
[1:52:27] um she just wanted to send a shout out and a thank you she says I just want to offer my sincere thanks to all our
[1:52:33] office our front office staff in embracing our Raptor visitor management
[1:52:39] system as I've been out in buildings I have had the opportunity to see it in action not only are the front office
[1:52:45] doing a great job but I also appreciate our community's willingness and patience
[1:52:51] as we learn this system front office staff or patient and compassionate with families despite an
[1:52:57] additional layer of security or building still feel like a welcoming space this new approach will take time for
[1:53:04] everyone to get used to but I am so grateful for the collaborative effort to increase the
[1:53:10] Safety and Security for the staff and students at Edina Public Schools
[1:53:16] so thank you front office staff thank you community and thank you director Manchester for onboarding Raptor in um
[1:53:25] with precision and with really strong change management so
[1:53:32] thank you for that appreciate it
[1:53:38] I'm really also excited so up on the screen there you'll see best high
[1:53:43] schools from U.S news um but I can't see that far ranking
[1:53:50] say it again yeah I was gonna say that and I thought I had the wrong words to U.S news and
[1:53:55] World Report rankings and um we were notified actually uh Daphne came into me
[1:54:00] with some really good news last Friday um uh Edina high school is ranked in the
[1:54:07] top five in Minnesota again we are incredibly proud of that
[1:54:13] um I can say that it's important to note that those are a little bit higher than
[1:54:19] us those are mostly Charter Schools they are schools that just they just cannot
[1:54:25] compare to Edina because they're just totally different schools and our work
[1:54:30] is to Define excellence and I'm really happy to say that within that group as
[1:54:36] well we are demonstrating that we are defining Excellence because some of our our greatest competitors
[1:54:42] um I'll just say we're in the top five that's what I will say so um incredibly
[1:54:48] proud about that now I hope my superintendent colleagues don't call me
[1:54:54] um the other thing I'd like to say is Thursday is a really big deal we have
[1:55:00] our celebration formal celebration for our 200th state championship and that is
[1:55:07] going to be from uh five to seven just before our first home football game our
[1:55:13] boys are doing an incredible job with football we had an opportunity to go and watch them down in Eden Prairie and I
[1:55:19] gotta tell you that score is not what the game was they did an
[1:55:25] incredible job I know I'm a proud superintendent but they did an incredible job um please Community
[1:55:31] everybody come out and help us celebrate I talked to Troy at the game and he said we have upwards of 60 former state
[1:55:39] champions dating well back into 70s I think we have one person from the 1960s
[1:55:46] who will be here so um please come out and help us celebrate there will be food trucks there is a link on the website
[1:55:52] for you to get your tickets and come out and help us celebrate and cheer on our
[1:55:57] boys in their first home football game that's it outstanding thank you with no more
