crosswalks We got some roads with higher [0:22] traffic volumes with crosswalks Please [0:24] be courteous to the pedestrians and to [0:27] fellow drivers uh on these cross streets [0:30] that are trying to get into a few of [0:31] those roundabouts on Eaton Avenue [0:34] Goals of the project show this every [0:36] time uh improve safety mobility of all [0:38] users improve traffic operations create [0:41] separated pedestrian routes consolidate [0:44] points then a few other uh goals there [0:48] Project timeline is shown on the bottom [0:52] So looking at substantial completion mid [0:55] November We'll talk a little bit about [0:56] schedule in a later slide here [1:00] This is the project location Again it [1:02] goes from just west of Interlockan [1:03] Boulevard on Vernon to placing the [1:06] Vernon Avenue bridge over the railroad [1:09] consolidating and cleaning up the on [1:10] andoff ramps of Highway 100 redoing the [1:13] Highway 100 bridge and then tying into [1:16] the city project just west of Graange [1:18] Road from last year [1:22] lots of communications We continue to [1:24] use all these uh channels Again go to [1:28] the better together edina.org special meetings I've have met with [1:46] various different business groups in the [1:48] past and willing to do that again Uh the [1:50] map on the bottom is where we stand [1:53] today from a traffic control standpoint [1:56] So that has not changed since early May [1:59] when we initiated kind of that stage two [2:02] traffic changes [2:05] So today we're uh this is focusing more [2:07] on the uh interlock and Vernon [2:09] intersection It is free flowing They've [2:11] did some work here last week to remove [2:13] the median and pave it for earlier this [2:16] week It is still free flowing you're [2:18] just going to see traffic lanes being [2:20] moved and adjusted so they can do [2:23] underground utility work storm sewer [2:25] pipes um and stuff like that that [2:27] underground in the need room to do some [2:29] trenching and excavation to install [2:32] pipes So this is still going to be open [2:34] It'll just be shifted Again Gus Young [2:36] Lane is closed at Adina Liquor Store Um [2:39] there will be work in front of the Adina [2:42] liquor store starting on Monday next [2:46] week Monday June 30th in that circled [2:48] area We're redoing all the sidewalks the [2:51] front entrance making that ADA compliant [2:53] That will impact the parking lot [2:56] landscaping the sidewalks that are there [2:57] today So that work is starting next week [3:01] and we're going to wrap that up so we [3:03] can reopen the store in a few weeks So [3:06] just note that that store is going to be [3:07] closed starting Monday Please visit the [3:09] other AD liquor stores in town [3:14] Uh I'm going to make you aware of some [3:15] some issues we're seeing with the west [3:19] support of the Vernon Avenue bridge So [3:21] this is the support that's uh near [3:23] Holiday near the Adina liquor store Um [3:27] in that green circle is an Excel power [3:29] line It was horizontally and vertically [3:32] different than what Asbuilts had shown [3:36] And this picture shows it got hit and it [3:39] was re repaired right after the hit but [3:42] it's still in the railroad right away [3:46] There's an old 1968 agreement for an [3:48] aerial line between those two parties It [3:51] does not cover this line [3:54] Both agencies are talking but they both [3:56] are requiring permits new agreements [3:59] Whether that's a temporary move of that [4:01] line making it deeper moving around it [4:04] getting it out of the rightway doesn't [4:06] matter Temporary or permanent permits [4:09] and agreements are needed from both [4:11] Excel Energy and CPKC Rail to adjust [4:15] that line [4:17] This is a major concern from the project [4:20] schedule standpoint Um [4:23] it has delayed construction operations [4:26] and it could make some major change [4:29] major delays if if something isn't [4:32] addressed in the next few weeks Uh there [4:34] won't be the ability to kind of catch up [4:36] of some time of some construction [4:39] operations that were supposed to be [4:40] occurring now So Edina Hannipan County [4:43] and Mindot all the project teams as [4:46] construction we have no control over [4:47] these two agencies They are working [4:50] They're talking That's good Um but their [4:53] time frames to get this all approved is [4:56] kind of unknown at this point So we are [4:59] pushing on a pretty much daily basis to [5:01] get this stuff done so we can get the [5:04] thing moved and continue operations on [5:06] this west bridge support Um like I [5:09] mentioned we have a few weeks to figure [5:11] this out and before some major impacts [5:14] to the schedule could occur [5:17] Another thing that's likely to change [5:19] pretty soon So we knew we had to close [5:21] ramps at some point within the project [5:24] Um so there's some preliminary [5:25] discussions on schedule for when we want [5:28] to do the ramp work When should we start [5:31] implementing this ramp work shown in the [5:34] yellow and that would close those ramps [5:37] Um there may be different schedules for [5:40] the east ramps on the city hall side [5:42] versus the west ramps on the Devon or [5:46] Holiday side So those schedules are [5:48] still being developed by the contractor [5:52] Could be as soon as mid July So two [5:54] three weeks roughly Uh we'll know more [5:57] next week And once we know more and have [6:00] some more set dates we'll start creating [6:04] the maps creating outreach [6:06] communications all the stuff we did with [6:08] the stage two traffic changes [6:11] If the ramps on the east side are closed [6:15] that would also be the opportunity to [6:16] build that noise wall that goes on along [6:20] that northbound Highway 100 on-ramp So I [6:23] know the residents in that area are very [6:24] interested about that noise wall So once [6:27] we can confirm dates we will reach out [6:29] to those individual properties there on [6:32] Sunny Slope Road West [6:36] and there will be detour modifications [6:39] right with these closures Um we'll [6:42] update those detours There may be some [6:45] tweaks to the detours that were in the [6:47] original plans Uh we've learned some [6:49] things so we'll be making some [6:50] modifications to those We want to keep [6:53] the project moving So this is another [6:54] way to continue building as much as we [6:57] can now Um and it was going to happen at [7:00] some point So we may start to look at [7:02] this mid July So more to come on [7:04] potential traffic changes coming soon [7:07] And then some pictures We share pictures that's happening uh some during the day [7:41] some with some lane closures during the [7:42] day between certain hours mostly pouring [7:46] concrete at night and build that median [7:49] center supports for the bridge [7:52] Then here's a closeup of the forms and [7:54] and some concrete that has been poured [7:56] on the west side for that high under [7:59] bridge [8:03] And here's what that looks like when [8:04] they do that work So they got concrete [8:06] trucks parked at top a big concrete [8:07] pumper truck The picture on the left [8:10] shows kind of that full picture The one [8:12] on the right Zooming in on that pumper [8:15] truck arm that's supplying the concrete [8:18] into the big forms for the bridge You [8:21] can see the scale with a few worker AIM [8:24] employees there uh within those areas [8:29] Switching to the other bridge uh the [8:32] Vernon Avenue over the rail bridge So [8:34] we're looking at Devani's on the right [8:36] hand side looking east This was a [8:39] picture I shared two weeks ago of that [8:41] area where they started to put in the [8:43] supports to protect that building That [8:46] was two weeks ago Picture on the right [8:49] is today or yesterday So you can see the [8:53] supports the lagging to support the soil [8:55] for the building Devonti's building and [8:57] then the forms for the big spread [9:00] footing for that new bridge on the east [9:01] side So you can see that work starting [9:05] on the east side of this Vernon Avenue [9:06] bridge [9:08] Here's that same thing but looking west [9:10] So you can see the holiday sign in the [9:13] background So that's gives you a scale [9:16] with those three employees walking in [9:18] that area of the size of the foundation [9:20] for the bridge Vernon Avenue Bridge on [9:22] the east side You look across the tracks [9:25] We would like to see the same forms on [9:27] the other side of the tracks but it's [9:30] not there because of that Excel power [9:32] line that's causing some issues with [9:35] operations on the west side So if we [9:38] were going to plan this we would have [9:39] wanted both those being happening at the [9:41] same time That side is in that uh [9:44] holding pattern until XL Energy and CPKC [9:47] Rail can figure out the permits and [9:48] agreements [9:51] And then again this is some renderings [9:53] of the finished product of the Highway [9:54] 100 bridge On the left is up at the [9:57] bridge looking west with the big wide [9:59] sidewalks additional turn lanes [10:02] railings push buttons for the we're at peak demand right 90 90 [11:08] degree weather last week Um this line is [11:11] needed to supply power within the in [11:14] this district for all the agencies and [11:16] people you just mentioned So um it was a [11:19] short time outage Um and now when they [11:22] do the tie over or the temporary [11:26] solution or the permanent solution [11:28] they'll again work with Excel on um how [11:32] that operates with their needs for power [11:34] in the area at this time of year We [11:37] don't want to shut power off to anybody [11:38] I guess is what I'm saying [11:42] Uh there was a question in [11:47] the chat Will there be a gap between the [11:50] old wall by the Hawthorne condos and the [11:53] new wall going up on Hawthorne Court uh [11:57] no The old wall the new wall they're [11:58] going to connect to each other at the [12:00] point where it was removed So that'll be [12:02] all connected when complete Be one [12:04] continuous noise wall again after the [12:06] project [12:09] And another question I have a question I [12:11] have a OG student [12:14] With the project increasing traffic how [12:16] will this project affect drive times and [12:18] safety to the school yeah we saw that [12:21] happen in in May um when school is when [12:26] kids are getting dropped off for school [12:28] or the buses are trying to enter that [12:30] site or at pickup time So morning and [12:32] afternoon uh it's a mess Uh Eden Avenue [12:36] is doing a good job with normal traffic [12:38] operations when the push for students in [12:40] the school in the morning and PM happen [12:43] Um I would say give yourself extra time [12:46] You you need extra time to get in and [12:48] out of that school campus [12:52] to drop kids off pick up kids whatever [12:54] you need concerning of the project [14:11] team at this point is that Excel Energy [14:13] Line and how that may or may not in fact [14:16] impact the schedule but no the project [14:19] will not be done by
