Edina housing authority approves modest 2025 budget increase
The Edina Housing and Redevelopment Authority unanimously approved its 2025 operating budget on Thursday, authorizing a 3% increase in the property tax levy to fund housing and economic development work across the city.
The three-member authority voted 3-0 to approve the budget, which includes a $7,600 increase in total revenue, bringing the levy to $259,300. Executive Director Scott Neil described the proposal as a modest adjustment. "What we're asking for today is your approval of a budget proposal that really is a 3% increase in our Levy," Neil said. "It's about a $7,600 increase in total revenue."
The budget covers staff salaries, administrative costs, and legal expenses related to the authority's housing and economic development functions. During the discussion, Commissioner Agnew raised questions about the city's ability to adjust spending in future years if new housing initiatives emerge. "I just wanted to make sure that you know if we had a plan together in the future that we would still have the possibility of increasing," Agnew said. Commissioner Pierce sought clarification on the process for modifying the levy, learning that the authority sets a maximum levy now but can adjust the final amount before a December deadline.
Beyond the budget vote, commissioners also discussed their 2025 meeting schedule, agreeing to maintain their current 7:30 a.m. Thursday time slot and keep HRA meetings separate from City Council meetings to allow adequate preparation time.
The authority also heard concerns about local businesses struggling with ongoing construction impacts. The acting chair encouraged community members to support retailers at 50th and France and 44th and France, noting that construction activity has significantly affected customer traffic in those areas. The meeting was attended by Commissioners Pierce, Agnew, and Jackson.
