Highway 100 ramps to reopen mid-November, railway bridge delayed
The Edina City Council received an update on the Vernon Avenue and Highway 100 interchange project, learning that major portions will reopen next month but a critical bridge component won't be finished until mid-summer due to delays beyond the city's control.
The Highway 100 on and off ramps and the main bridge over Vernon Avenue are on track to reopen in mid-November, providing relief to residents and businesses in the Grand View and 50th and France districts who have endured construction disruptions. However, a separate bridge spanning the railway right-of-way will not be completed until mid-summer 2026, pushing back the full project timeline.
The delay stems from permitting and coordination issues involving Xcel Energy and the railroad—two agencies outside the city's direct authority. "This is due to the issue with an Excel power line within the railroad rightway," a city official explained. "So those two agencies are not controlled by the city of Edina." The official added that "those permit processes and agreements just take time and that's what delayed the bridge over the railway."
Construction will continue through the fall as weather permits, then pause for winter. Work is scheduled to resume in April with the goal of completing the railway bridge by mid-summer. The council received this update for informational purposes only, with no formal vote required.

The Highway 100 on and off ramps and bridge are set to reopen in mid-November, providing relief for the Grand View and 50th and France districts. However, the bridge over the railway is delayed due to power line relocation issues and railroad permitting, which are outside the city's direct control. Construction will continue as weather allows and resume in April with a goal of a mid-summer reopening.

[0:00] We're here for another Vernon Avenue and
[0:02] Highway 100 interchange project update.
[0:05] The good news is the Highway 100 on and
[0:08] off ramps and the Highway 100 bridge
[0:10] will reopen very soon. Mid November,
[0:13] those ramps are going to reopen and
[0:15] that's really going to improve the
[0:16] access to the Grand View District and
[0:18] the 50th and France district. The not so
[0:21] good news is the bridge that goes over
[0:22] the railway is not going to open in that
[0:25] time frame and this is due to the issue
[0:28] with an Excel power line within the
[0:31] railroad rightway. So those two agencies
[0:33] are not controlled by the city of Edina.
[0:35] We were working with them to make sure
[0:37] they understood the construction
[0:39] schedule, but those permit processes and
[0:42] agreements just take time and that's
[0:43] what delayed the bridge over the
[0:45] railway. The contractor is going to work
[0:47] as long as they can this winter, as long
[0:49] as it allows for weather conditions, and
[0:51] then they will return in the spring,
[0:53] most likely in April, to finish that
[0:55] bridge and get that open as soon as
[0:58] possible next summer, most likely
[1:00] midsummer. We will continue to provide
[1:02] updates on those schedules as we get new
[1:05] information, but really the good news is
[1:07] look for those on andoff ramps of
[1:08] Highway 100 opening soon. And for more
[1:10] information, see better together.org.
[1:13] And again, we want to thank everybody
[1:15] for their patience with this project.
