## I.0 CALL TO ORDER

Mayor Hovland called the meeting to order at 7:00 p.m.

## 2.0 ROLLCALL

Answering rollcall were Members Agnew, Pierce, and Hovland. Members Jackson and Risser were

absent.

Member Pierce made a motion, seconded by Member Agnew, approving the meeting

Taylor Bruhschwein urged the Council to pass the e-bike ordinance when it comes back for a vote.

## 7.0 SPECIAL RECOGNITIONS AND PRESENTATIONS

## 7.1 CITIZEN AWARD PRESENTATION - RECOGNIZED

Police Chief Milburn awarded the Citizen Award to James Parker and Brian Meyers for their heroic

efforts in rescuing an unconscious swimmer at the Southdale YMCA, noting that they initiated CPR,

applied an AED, and provided rescue breaths.

## 7.2 RECOGNITION FOR OFFICER OF THE YEAR, FIREFIGHTER OF THE YEAR,

## AND PUBLIC SAFETY EMPLOYEE OF THE YEAR - RECOGNIZED

Police Chief Milburn recognized Donna Nelson as Public Safety Employee of the Year, Gaby Doyle

as Officer of the Year, and Fire Chief Slama recognized Todd Porthan as Firefighter of the Year and

gave an overview of their work and achievements.

## 8.1 SALE OF PROPERTY AT 5146 EDEN AVENUE TO ARCADIA AVENUE

## PARTNERS, LLC – ADOPTED

Economic Development Manager Neuendorf presented information on the background of the site,

the request for proposal issued in March 2025, the 11 proposals considered, types of projects

proposed, evaluation factors, preferred development team, conceptual site plan, benefits and

desired outcomes, key terms of the contract, and next steps.

The Council asked questions regarding the flexibility for affordable housing, other land sales the

City has done, and requirements for closing to happen. Mr. Neuendorf stated the City does not

sell land very often, the contract used was developed with the City Attorney and selling the land

was conditioned on the developers building something.

Mr. Neuendorf discussed the phases of the project and noted that they will not know the pace

because it depends on market demand, and that going forward, the City’s only role will be

regulatory.

The Council encouraged a higher level of collaboration along the way to ensure the project can go

to completion.

Carl Runck, Monarch Development Partners, stated that his approach as a developer is to follow a

collaborative process, as they have done with other cities.

Member Pierce introduced and moved adoption of Resolution No. 2026-16 approving

the sale of City property located at 5146 Eden Avenue and approving a contract for

private development with Hempel Real Estate and Monarch Partners dba Arcadia

Avenue Partners, LLC, and authorizing staff to carry out the terms therein. Ayes:

Agnew, Pierce, Hovland. Motion carried.

## 8.2 BRAEMAR PARK MASTER PLAN PRESENTATION: IMPROVEMENT AT GOLF

## DOME TRAILHEAD PARKING AND PICKLEBALL – PRESENTED

Park Planner DeVries gave a presentation on the Braemar Park Implementation, Braemar Master

Plan highlights, Golf Dome site improvements, parking challenges, parking expansion, pickleball

practice facility, concept evolution, maximizing sustainability and recreation, project components,

and Braemar Park forestry goals.

The Council asked questions regarding the tree removals and pickleball courts. Mrs. DeVries stated

transplants would be very difficult and rubber matting material will be used for the pickleball courts

that will be taken up after each season. Council expressed concerns regarding the locations of the

pickleball courts and recommended them at the 3rd set of 9 holes at the golf course and DeVries

said the golf course was looked at as an option, but they did not find it to be a great placement for

golfers and players' safety.

## 8.3 PURCHASE REQUEST; BRAEMAR PARK MASTERPLAN RECONSTRUCTION

## TREE CLEARING AND GRUBBING AT BRAEMAR GOLF DOME - APPROVED

Member Pierce made a motion, seconded by Member Agnew, to approve the purchase

request for reconstruction tree removal and grubbing at Braemar Park with Castle

Rock Contracting and Tree Service LLC, for $39,420. Ayes: Agnew, Pierce, Hovland. Motion

carried.
