The discussion also touched on whether the city's parking requirements for new developments are still appropriate, with data from the Maison Green development showing that residents there use fewer parking spaces than regulations require.

In a notable policy reversal, the Energy and Environment Commission announced it has dropped the "No Mow May" initiative, which encouraged residents to skip lawn mowing in spring to help pollinators. Commission Chair Cory Lane explained the decision was based on research showing the program "was not truly as beneficial" as initially believed. The commission is now promoting year-round pollinator habitat protection instead.

Council members and commissioners also wrestled with how to boost participation in the city's organics recycling program, which has stalled at 32 percent of households. Council Member James Pierce acknowledged the core challenge: "It's easier for people not to compost and not to recycle." He called for studying how to change resident behavior rather than simply expanding infrastructure.

Other topics included plans for a buckthorn removal event at Pamela Park, converting paved areas at Fred Richards Park into community gardens, and electric vehicle charging requirements at a development site on France Avenue. The Council also discussed improving how it receives information from advisory commissions, with members expressing a preference for unfiltered reports rather than staff summaries.
