The Edina City Council reviewed a sketch plan for four townhomes at 5516 Vernon Avenue during their February 4 meeting, while also adopting budget amendments and the 2025-2030 capital improvement plan.

Abundance Properties presented plans to demolish an existing single-family home and construct four townhomes on the 38,000-square-foot property. The proposal would require a comprehensive plan amendment and rezoning to accommodate the development. Council members provided feedback on design elements, suggesting consideration of tree preservation and reduced impervious surfaces.

The council approved a 1% budget reduction totaling $545,000, including $192,000 from police department vacancy management and $25,000 from eliminated election costs. City Manager Scott Neil explained the reductions came from department recommendations and would not materially impact staffing levels.

Council members also adopted the 2025-2030 capital improvement plan, despite concerns from Council Member Risser about the $16 million France Avenue Crossing project. The plan increased from $300 million to $547 million over the six-year period.

Police Chief Milburn outlined the department's immigration policy, clarifying that officers do not ask about immigration status during routine stops and do not participate in federal immigration enforcement activities. The policy will be published on the city website for transparency.
