Edina HRA Selects Development Team for Eden Avenue Site

Meeting date: Aug 15, 2025
Published Oct 8, 2025

The Edina Housing & Redevelopment Authority selected a development team led by Hemple Real Estate to redevelop the former public works site on Eden Avenue during its meeting Thursday.

The HRA chose the team consisting of Hemple Real Estate, Monarch Development Partners, Jester Concepts, and ROS Advisors from among 11 proposals received earlier this year. The three-acre site, located west of Highway 100 behind Jerry's Foods, will be developed with missing middle-scale housing including townhomes, condominiums, and commercial space arranged to create a walkable neighborhood with public outdoor spaces.

The project will be primarily market rate, but 10 percent of units will be priced as affordable housing for families earning 80 percent of area median income, according to city policy. Economic Development Manager Bill Nuendorf said the development team remains "ready, willing, and able to start moving forward" and will begin the city's typical development review process including sketch plan submittal to the planning commission and city council.

The HRA also approved a $1.5 million interfund loan from the Centennial Lakes TIF District to help finance the Highway 100 bridge project currently under construction. The loan carries 4 percent annual interest and could potentially be repaid from future tax increment revenues from the Eden Wilson TIF District, though repayment is not guaranteed.

Additionally, the authority approved amendments to redevelopment agreements for the former Macy's site at 7235 France Avenue, extending project timelines by nine months due to delays in the property purchase. The developer now expects to close on the property in early September rather than the originally planned January date.
