Edina HRA Selects Developer for Eden Avenue Site
The Edina Housing and Redevelopment Authority chose a developer Thursday to begin negotiations for redeveloping the former public works site at 5146 Eden Avenue after reviewing five distinct proposals for the 3.3-acre property.
The HRA heard presentations from Hemple Companies/Monarch Development, Opus Development Group, Noir Companies/Wellington Management, Lifestyle Communities/Ron Clark Construction, and Onward Investors leading a multi-company partnership. Each team presented different visions for the site, ranging from for-sale townhomes and condominiums to rental apartments, senior cooperatives, and mixed-use developments with retail components.
After the public presentations, the HRA entered closed session as permitted under state statute to discuss the proposals privately. Chair Huband said all five development teams demonstrated the experience and financial capacity to complete their proposed projects, with each offering positive impacts to the city budget through varying land purchase prices.
The authority directed Economic Development Manager Bill Nondandorf to begin negotiations with one of the five development entities, though officials did not disclose which team was selected during the public portion of the meeting. The selected developer will work with city staff to refine their proposal and move toward a potential development agreement.
The site has been targeted for redevelopment as part of the city's Grand View district vision, with officials seeking a project that complements existing infrastructure including the nearby pedestrian bridge and planned developments in the area.

This is a call to order of the housing and redevelopment authority of the city of Adina. We've got a special meeting this morning.
Ownership here is obviously owner occupied units. We think that's just a completely different feel than renter a renter neighborhood.
I think we'd like it to be open at least lunch through dinner and brunch, maybe breakfast. We'll just kind of see how that goes.
