Monday, June 1st, 2026
106 Center Street, Excelsior, MN 55331 – Entrance is located on Center Street
## 6:30 P.M
## 1. CALL TO ORDER/ROLL CALL
Mayor Ringate called the meeting to order at 6:37 PM.
Present: Mayor Ringate and Councilmembers Caron, O’Hanlon, Bildsoe. Absent: Vogel.
Also Present: City Manager Luger, Assistant City Manager Lindberg, Public Works Director
## Amundsen, Parks and Natural Resources Manager Quinn, City Engineer Dawley,
Community Development Director Mullin, City Planner Long and City Attorney Tolar.
## 2. APPROVAL OF AGENDA
Caron moved to approve the agenda. O’Hanlon seconded. Motion carried 4/0.
## 3. APPROVAL OF MINUTES
## (a) May 28th, 2026 Work Session Minutes
## (b) May 28th, 2026 City Council Minutes
O’Hanlon moved approval of both sets of minutes. Bildsoe seconded. Motion carried 4/0.
## 4. OPEN FORUM
This is the time for the public to speak. Open forum will be limited to one-half hour. No
person may speak more than 5 minutes of more than once. Each subject will have a limit of
10 minutes. Council members may ask questions of the speaker. With the agreement of
the Council, such matters taken up during the “Open Forum” may be scheduled on the
current or future Agenda. Members of the public interested in speaking on an agenda item
may direct a request to be recognized to the Mayor.
None.
## 5. City Council Communications, Questions and Reports
## (a) Council Work Group Updates
Mayor Ringate provided a Parking Work Group Update. O’Hanlon provided a Mini Master
Plan Update.
## (b) South Lake Minnetonka Police Department Update
Mayor Ringate provided an update.
(c) Excelsior Fire District Update.
Caron provided an update.
Public Works Director Amundsen provided a sewer spill and Third and Center Street
update.
6. Meet Excelsior – Minnetonka Department of Health Wellhead Protection Plan Amendment –
## 6:45 PM
Source Water Protection Hydrologist Anneka Munsell provided a presentation.
## 7. Consent Agenda
(a) Review Verified Claims under $20,000 and Approve Verified Claims over $20,000
## (b) Professional Services Proposal for Treatment Plant
## (c) April Finance Report
## (d) The Commons Message Board
## (e) Fair Housing Policy Resolution
## (f) Legislative Changes to Absentee Voting
## (g) 2026 Street Maintenance Receive Bids and Award Contracts
(h) Lease Assignment and Assumption Agreement between the City of Excelsior, Wai Nani
## Surf and Paddle, and Shore Shack Rentals, LLC
Caron pulled item “D” for further discussion.
O’Hanlon moved approval of the Consent Agenda. Bildsoe seconded. Motion carried 4/0.
## 8. Public Hearings
(a) Conditional Use Permit for a new pool at 221 Monroe Ave – 7:00 PM
Mayor Ringate opened the public hearing at 7:15 PM. Mayor Ringate closed the public
hearing at 7:16 PM. No public comment.
Caron moved to approve the Conditional Use Permit for a new pool at 221 Monroe Ave.
O’Hanlon seconded. Motion carried 4/0.
(b) Amendment to Zoning Ordinance, Sec. 12 Signs, Sec. 2 Rules and Definitions, Sec. 15
## Non-Conforming Uses, Structures, Lots, and Signs. – 7:30 PM
Mayor Ringate opened the public hearing at 8:21 PM. Mayor Ringate closed the public
hearing at 8:22 PM. No public comment.
Caron moved to approve the Amendment to Zoning Ordinance, Sec. 12 Signs, Sec. 2 Rules
and Definitions, Sec. 15 Non-Conforming Uses, Structures, Lots, and Signs with the
changes Council approved and confirmed the second reading at the July 20
th
## City Council
Meeting. O’Hanlon seconded. Motion carried 4/0.
## 9. Petitions, Requests and Communications
(a) Fanfare for The Commons Request for Parking at 106 Center Street – 8:00 PM
Linda Murrell with Fanfare for The Commons presented the request for parking for the
event. O’Hanlon moved to approve the request to use the lost at 106 Center Street for
Fanfare for The Commons. Bildsoe seconded. Motion carried 4/0.

None.
## 11. Reports of Officers, Boards and Committees
None.

## 13. New Business
(a) Request for Variance from Standard Working Hours by Hennepin County Mill Street Trail
Contractor – 8:30 PM
City Engineer Dawley presented the request on behalf of Hennepin County. Council
discussed. Bildsoe moved to deny the request for variance from standard working hours by
Hennepin County Mill Street Trail Contractor. O’Hanlon seconded. Motion carried 4/0.
## (b) Discussion of New City Hall Layout – 8:45 PM
Assistant City Manager Lindberg presented new layout ideas from AWH Architects. Council
discussed possible options and approved the new layout.
14. Adjournment
O’Hanlon moved to adjourn. Caron seconded. Motion carried 4/0. The City Council
adjourned at 9:01 PM.
