Golden Valley speaks website or at the meeting itself starting at 6:30 p.m. on December 27th forther consideration is a conditional use permit number 178 for 7135 Madison Avenue West the cup would allow for the building to be used as a car dealership and Repair Center as shown in the table below all all uses being considered would be considered conditional in the industrial zoning District the site is located in the North portion of the city just south of Medicine Lake Road and as can be seen from the zoning map the site is zoned for industrial and largely surrounded by similarly Industrial in dark gray and light Industrial in light gray uses the property is just under 2 Acres total in area the building itself has a 26,250 foot footprint Street access is provided from the north off of Madison Avenue West there's also a secondary Drive uh access for deliveries to the east side of that building the existing Landscaping in front of the building is in good shape and would be maintained by the applicants however they have proposed cleaning up some of the rear yard that is uh a little bit Brushy and replacing that with privacy fencing around the proposed shortage area currently the site is not considered inflow and infiltration compliant in terms of their sewer system but the applicant does have a deposit agreement in place with City engineering to correct those issues this is a view of the building taken from the street in 2020 here you can see some of that existing Landscaping features in front of the building as well as the drive aisle that is the principal access for the lot itself Import Auto has been in business since 2005 and most recently operated out of 730 Florida Avenue South this facility was located just north of Interstate 394 in Golden Valley like that location this building would provide for Used Auto Sales Inventory storage and repair facilities those repair facilities would include three service bays and access would be provided from the doorway to on the west side of the building located here the applicant would like to maintain a row of parallel parking that's existing along the driveway located here um with the majority of that remaining rear lot being devoted to inventory storage in terms of their oper operational details this facility would be open Monday through Saturday being closed on all Sundays from Monday to Thursday this facility would be open 8:00 a.m. to 8:00 p.m. on Friday it would open at the same time but close at 6:00 and on Saturday it would close at 5:00 p.m. import AO has 11 total employees however these would be staggered into a morning and afternoon shift and generally would average about five employees on site at any given time in terms of their typical rate of customers in one year uh they usually see transactions with 400 unique retail clients and 100 wholesale clients as an autofocused you staff is particularly interested in how parking will be managed on the site currently that parking lot is completely unstriped and formalizing the layout of the lot is a condition of the cup approval based on staff's requirements based on staff analysis 19 spaces would be required for customers and employees as part of our minimum parking requirements we would like to see those included in a formal parking plan that being said per recent changes to our parking zoning code a reduction in the required parking could be requested by the applicant so long as it had a demonstrated rationale for administrative approval either in regards to the necessary parking for customers employees or both in the table below you can see that breakdown of required parking so the three service Bays would require uh 12 spaces total the auto sales and showroom that they have inside the building would require five spaces and then the outdoor storage of inventory in the rear lot would necessitate a additional two spaces Beyond planning staff this has also been reviewed by some of our other departments here in Golden Valley our engineering and Public Work staffs had a couple of different requirements that they'd like to see met by the application firstly as noted the site is working on that inflow and infiltration compliance and a deposit agreement is in place to complete that work secondly as with all auto centered uses engineering staff would like to see conditions that limit the unloading and loading of vehicles to take place fully on the site so as to not impact traffic along city streets for the fire department they do have some concerns about the width of that drive aisle and that drive access and allowing parallel parking to remain they do need the ability to get an emergency vehicle deeper into the site in case of a fire or other accident um and they also would like to see that striping plan be produce that would provide a turning radiuses for their vehicles overall staff finds that this conditional use permit uh meets kind of the standards that are in place in our city code we do have 11 findings that need to be made that are um covered in more detail in the associated memo for this presentation but generally speaking we see that there is a need for this type of use it's consistent with our comprehensive plan goals for industrial areas we do not see any impact on property values no impact on population and density and no major impacts on general public health safety and Welfare that said we do have some conditional requirements relating to traffic flow and congestion increases in noise and visual appearance which will be covered on the next slide overall staff feels comfortable with this conditional use permit and recommends approval of cup number 178 subject to the following six conditions firstly that all vehicle deliveries and storage of inventory shall take place on site and shall not take place on the street that no parking shall be allowed within any existing landscaped area that screening for the inventory storage shall be provided that is consistent with section 133-152 of the zoning code that no Outside Music loudspeakers or public address system will be allowed that the applicant shall submit a restriping plan for the parking lot subject to review and approval by the city fire department and Engineering departments and finally that this approval is subject to all other state federal and local ordinances regulations or laws with authority over the development
