[0:01] For us, and for many agencies, it's
[0:04] identifying technology that will make it safer for the community and for our police officers.
[0:18] So, DFR stands for Drones as First Responders. What that entails is that there are a series
[0:24] of docks that are fixed to rooftops of city-owned buildings throughout
[0:29] the city. Inside those docks are drones, and those drones then are able to respond
[0:36] to different areas of the city for certain types of 9-1-1 calls to assist officers in
[0:42] getting the situational awareness they need to make better decisions. It also allows for us to
[0:48] get there faster. You know, the drones can fly a line of sight and get to those scenes quickly.

[1:12] Additionally, now you saw a pop-up on the screen there,
[1:15] we actually use augmented reality overlays. So, what that allows for is the viewing of
[1:21] different roadways and the names of those roadways and the addresses,
[1:24] so that way we can quickly provide that infromation to officers on the ground.
[1:30] So for many years, law enforcement agencies have utilized drones in the field,
[1:34] so an officer may respond to a 9-1-1 call, launch a drone from the scene
[1:38] of that 9-1-1 call and then operate it from a screen and a controller on-site.

[1:45] DFR programs, or Drones as First Responder, allows these aircraft to be piloted remotely. So,
[1:51] here, at the Minnetonka Police Department, that's a team of
[1:54] Criminal Intelligence Analysts and then officers that are able to remotely launch and fly these.
[2:01] So sometimes, when officers are trying to
[2:03] navigate on roadways, there's traffic or construction, so that takes time.
[2:11] The drone doesn't have the same variables as that, it just launches and goes,
[2:15] so it really substantially decreases the response time to 9-1-1 calls.
[2:20] "And Tonka 1 to 6247. I have your missing person. He looks a little bit confused,
[2:26] he's on the trail, approximately 200 feet in, pacing back and forth."
[2:32] The DFR program provides the ability for the drone to be deployed as officers are
[2:37] en route. And with that, it gives them more of an overview of what's happening,
[2:44] and so they can see, you know, what is needed.
[2:46] What I hear most concerning is privacy, and that's why I think it's important to
[2:52] make this interactive and available to anybody on our website so people
[2:57] can look and see how we're utilizing not only drones but any technology that we have here.
[3:03] So, when not over-scene of one of those incidents, the camera is facing forward
[3:08] and is utilized only for the operation of the aircraft to ensure the safety of the
[3:13] operators and everybody beneath the aircraft. Additionally, the aircraft
[3:18] is equipped with a parachute, so if there is an unforseen circumstances, loss of
[3:23] connection or failure of one of the engines, a parachute automatically deploys. That's an
[3:28] optional attachment that we believe is necessary to ensure the safety of those on the ground.
[3:32] I think it's exciting to be the first in the area. I know it's worked well in
[3:36] other parts of the country, and I'm just really excited that we are the first,
[3:40] and that our officers get to learn and provide some new technology that other
[3:46] departments are then look at us to look at how we are doing it.
