this is a pre-recorded presentation for the Golden Valley Planning Commission for their meeting on December 27th if you'd like to make a comment on this item you can do so either through the Golden Valley speaks website or by attending the meeting that night at 6:30 p.m. for discussion is conditional use permit number 177 which will allow for a portion of the building located at 825 Boon Avenue North to be used as a training center for acrobatics and aerial arts which is a conditional use in the industrial zoning District the definition for that training center is provided below um most notably here a building the principal use of which is the regular provision of education or instruction to groups of persons aged 16 or older areas including but not limited to uh a number of occupations here assembly your production business clerical skilled crafts as well as training in adult literacy employment skills or personal Improvement site is located in the western portion of the city along Boon Avenue North of Highway 15 5 the site is zoned industrial and adjacent to it are other industrial and light industrial properties although just to the east and south we do have a more broad mix of uses as this is within the downtown Redevelopment area of the comprehensive plan 825 Boon Avenue is a 1.5 acre lot and has a 24,000 ft building on it there are two curb Cuts providing access to the parking lots which provides 45 stripe spaces and additional unstrip parking to the rear of the building this proposal does not include any reduction in the existing Landscaping of the sites and the only real change to the exterior facad would be to update signage for the new business this applicant would be occupying the north portion of building in the former tenant bace of tech dump Tech discounts um which is a 3,300 ft space the site is considered inii compliant in terms of inflow and infiltration requirements for the city sewer here's a view of the site taken from Boon Avenue in 2020 here you can see the main access that will be provided and this is looking at that North portion of the building that would be occupied by the applicant the applicant here would be the Avary a business that is centered around teaching uh skills related to aerial arts and acrobatics for a little bit less than a decade at various locations throughout the Metro unlike a traditional gym this would not have any walk-in um facilities or opportunities provided everything is scheduled in a class format um led by instructors again the facility would be 3,300 ft and split into two class spaces as shown to the left here as well as having an office space for administrative staff the T noted that this would be a desirable space because of its smaller square footage along with very high ceilings that were required for uh acrobatic work and training training facility would be open 7 days a week from 5: to 9:00 p.m. on weekdays and from 9:00 a.m. to 2:00 p.m. on weekends they 10 employees or Contracting instructors that work for the Aviary although it averages two employees in the building at any time and then each class averages around four students but has a maximum of 10 participants per classroom private parties and events can also be booked in advance and those typically ranged from 5 to 15 participants in regarding parking trade schools and trading centers minimum parking requirement is 1 space per five participants with a maximum of 20 students at a time this would mean a minimum of four spaces for the use 14 spaces to the north of the building would more than meet that minimum requirement overall staff did not have a lot of um concerns with this use and moving into this building it seemed like an excellent fit for the unique characteristics of the site itself and in terms of the 11 findings that we need to make in evaluating cup we found that it met a demonstrated need for the business given their previous history of operations uh consistent with the comprehensive plan again being within this Redevelopment area for downtown and uh seeing a more broad mix of uses in those buildings uh would not have an effect on property values and not expected to impact traffic flow and congestion it would not impact population density and it would not result in any increase in noise dust odors vibration Etc um in terms of visual appearance again not much is going to change for the site itself besides sinage and then finally we do not see any other um unforeseen effects on the general health safety and welfare that all being said staff recommends approval of the conditional use permit number 177 subject to the one condition that this approval is subject to all other state federal and local ordinances regulations or laws with authority over this development
