It's 6:31 p.m. All council members are present this evening with the exception of council member newcomer is absent with advanced notice. Item two is the pledge of allegiance. Please join me in the pledge. >> America indivisibley andice for all. >> Okay. Item three, mayor's comments news meeting review and updates. Just a couple items tonight. First of all, we didn't not have a work session before the council meeting this evening and we are meeting on a special night tonight. It's a Wednesday. Obviously, we typically meet on on the first Tuesday of the month, but due to uh yesterday, we are meeting on Wednesday, kind of an off day instead. uh some otherwise some updates a big event this past Saturday on L in front of Birches the oral line snowball open happened to be out of town this year was not able to to join the event but I hear there's a really really good turnout this year and a a great event so um thanks to Lion for putting that on and their partnership with Burch's partnership on that as well and I was going to be able to make it there okay yeah Yes, I heard kind of not too hot, too cold. >> She said it just right. >> And this I think this Saturday's Wisetta's version their um their uh >> open >> chili open. Thank you. So do it again this Saturday about Braver Angelsed by and it's mayor. Braver Angels is a organization that's sort of a bipartisan group of um you know civic-minded individuals that gather to try to bring the political together um try to not not try to change people's minds but just try to discuss discuss topics and see where there's maybe some common ground and that sort of thing. I've been learning a little bit about the organization over the last couple months. Wisetta also hosted a similar event in I think it was October or November and I've been working with Maritunai from ORO to um hopefully co-host or in on Tuesday or Thursday in May at the Orno activity center. Uh some more to come on that but uh again it's a nonpartisan organization. needs to be made up of individuals for both Democrats and Republicans and they're a national organization, but Minnesota is their biggest learn Minnesota is their biggest um following or biggest membership is in Minnesota. So those are really good turnout at that event. So council member Rexorno there as well as some other elected officials from the area. So update on that and more to come on local event that we'll hopefully be hosting. Beside that, that's all that's really occurred over the last couple of cold weeks when it comes to Long Lake. Anyway, so with that, we'll move on to item four, which this evening's agenda. >> I'll make a motion to begin. Thank you. Discussion. All those in favor signify by saying I. I opposed. Six, open correspondence. Open correspondence is an item on the agenda during which the public may address the city council city council five minutes or less. Open correspondence comments may also be emailed to city staff by date of the meeting and wish to approach. Uh no and any submitted open correspondence? >> No. >> All right with that we'll move on to item seven regular business. We'll start with 7A. Establish an administrative assistant position and authorize staff to solicit uh applications. Janette, is this going to be you? >> Okay. >> Thank you, mayor. Um, as the council is, uh, very well aware, with the recent promotion of our finance director to the position of city administrator, we've had an opening at city hall and, um, we really did kind of need to get through some year end, year start hustle and bustle and then, um, took some time to really um, apply ourselves and give some thought to well, what roles and duties um, and and what position could best provide the level of service continue to offer and to sustain for our community at city hall. So we you know worked through a position description a whole checklist sort and in summary we primary including with the utility billing functions um which is still under our city administrator's plate temporarily um performing a lot of general support and customer service duties. Um you know, managing in office supply inventory, helping us with daily mail and with getting mailings out. Um, helping with some records retention activities on a more regular basis and helping us keep some files updated and um, as we slowly start to phase out some of that, too, if we're transitioning a little more to electronic in ways that we can. Um, a big one that, um, we spoke with public works director Dirks about, um, is allocating a portion of this person's time daily to clerical for public works. So, make phone messages are addressed and logged and someone is reviewing emails and able to get back to them. We recognize that Sean has a bunch of new staff right now and we'll be be training them. Um, but we also want to um provide some assistance there at a clerical level. Um, although that person will be at city hall, but just to really make sure that those service requests that need a little more timely attention do, you know, get on the radar. Um, also I think that we have decided this on some routine licenses. um kind of your dog licenses. Um and I think we'll probably allocate the parking permits to that as well. Parking the parking permits are actually very tied to the utility billing information. So there's a great logical sign in there. Um so I think we've arrived at a really great position description. Um and if the council is in agreement with that, we're looking um adoption of a resolution tonight to formally establish that position um and to the salary p and last but not least solicit candidate applications. Um, we do also in your packet have a salary range established that was developed by um, first of all into account what was budgeted for that position, but also reviewing a number of similar positions that we found out on the league site and positions we were aware of that had a similar scope of responsibility. Um, so and the pay scale was in line with that. Okay. Questions for staff on this one? >> Yes. >> And then we had talked about kind of interest. >> The change there became the addition of the public component. >> Um There are calls that come in daily and emails that come in daily that need attention. Um I think we're anticipating that the addition of the public works responsibility could add up to 20% of this person's time. Um, and so that really a week position to position working on the clerical front and the customer service. I think I'd rather try to post it like this because I would like them to have one point person to be working with. >> I'd like to develop a relationship. >> I mean, if you had two partic better for them. I think it would definitely be something you know if it was something that these people felt person for the position then this is just going to be fulltime. So this is going to be the highest cost that it you know how it would affect the city. >> Yes. Um but I think that's one nice thing with Janette and I working so closely in developing this position and developing it for the needs of our city now that if we can get approval for full full time. Once we start getting these applications in, we definitely wouldn't turn away somebody that would be willing to work 32 hours, but would be a perfect fit, >> right? I I there is flexibility. We'd probably only start with one then each might want to come in at 32. We'd probably >> Yeah, >> because in all honesty, Janette and I, it will take us a little bit of time. >> We're gonna have to learn to let go. She's trying to say taxfully. So, would be the highest >> right now. Is John part of the comp is this role something that is tak um to try to for dual control purposes in city hall they would be responsible for probably and bring some of the checks into the system. Um, a lot of that we have to figure out, but this is going to be an opportunity. >> I think too in part because we have a strong sense of what we're looking to um allocate to this position. We have a strong sense of the hours associated with that and you know the right candidate with the right personnel right job if that in a lower time frame but at least we have an hourly wage approved and and doesn't necessarily hours a week. It could be 36 hours a week. You know there's some for the right candidate and and a good fit for for city hall and for the community. They work over a minute >> benefit did work 40 hours a week policy over like 30 hours. So after they after they reach essentially getting all the benefits of a full-time person on the early hours, >> which is part of the incentive for if someone's wanting to work for full time, then >> right someone who's looking um if someone is if someone is looking for benefits, they're looking for the hours that come with that. So, um, a 20our a week employee doesn't have the same opportunity that a 30-hour week employee. A lot of isique attracting candidates is often the benefits able to offer. Um, it'll be it'll be really interesting to see, super excited to see what, you know, applications we receive. Um, Yeah, I I'm pretty excited about it. >> Yeah. And it'll be in the end will be a lower there'll be some savings because as opposed to finance director and city clerk and this is a not as high of a paying position. So fiscal savings plan. is that when the salary plan along with the budget at the last meeting in December, the salary pay plan didn't include although funds were forition salary pay plan included the positions that we actually have at that time. >> We are adding a row and this is the row as it would be inserted. I'd be curious to see how not because I don't know what the other roads look like. I'd be curious to see how this compares to those other >> that's actually how we created this. >> Yes. So three and correct me if I'm wrong of the administrative assistant is equal to step one of the public works maintenance employees. >> Um >> so when we'll get to the public work Um, so when we were looking at this, we were trying to figure out reasonably and being respectful to our the three of what we would be talking as an entry level public works obviously have a lot >> you probably have a table of everybody. >> I have a lot. Then let's move on to 7B. Establish a public works ma maintenance worker position and appoint Michael Decker to the position of public works maintenance worker. It's going to be >> yours again. And actually feel free to actually um although I wrote it, it was tandem effort on this one. Um we were thinking a little creatively as we were approaching the administrative assistant position. We're also thinking a little creatively about um um an effective addition to our public works department. Um, we had restructured public works a couple years back now to establish separate maintenance for one. We'd authorize employing a total of three full-time staff members under public works director Durk's supervision and a full in total have been to provide um really some relief that is the word um with regard to the department's after hours on call schedule. um and also to help us bring some contracted services in house specifically like activities that we had priv previous previously been contracting out for every year. So with some vacancies that have been created with some resignations over the last number of months here um we do want to bring the department back to a full staffing level. Um, we do have an employee whose probationary period was expiring. Um, they had not met the terms of their probationary period. Um this action although it opportunity to apply it is solutions particip call staff water plants all spring summer and pick up gar and um race the beach and do really routine rounds activities. And we got to thinking that maybe what would best support the director and his new team would actually be more of a laborer style position and that there could be an opportunity for that person to work short hours on Sunday, make that part of their regular responsibilities instead of paying overtime to on call personnel. And then they would work Monday through Thursday with the rest of the team. And of course there would be flexibility, you know, if there was a special event coming on a Saturday or something, you know, like the supervision of the public works director, there could be some flexibility there on the days. Um, but as we got to talking about it, I think we felt that was a really good solution. And the difference between this position and a maintenance worker one is again more of that laborer focus. you know, everything is more assist public works with this, assist public public works with that. Um, you know, ground maintenance emphasis, um, and, um, not requiring public water and sewer lensure. So, I think that was where we were going with this and I think it represents an opportunity. Um, I think it would be great for be called for situations. Yeah, I think we looking for that consider adopting the resolution to again establish the position for us and to amend the pay plan to include a pay schedule which is in here. Um it is a little bit higher pay scale than the administrative assistant support position in part because this is a working with heavy equipment and operating And there's some inherent risk with that. >> It's been relieving training in the amount that we've received this year already. Having has been a wonderful continue utilizing the plow driver throughout this winter until other staff are properly trained. So that way we know that the residents are taken care of timely and efficiently and then hopefully by next year everyone will be trained and >> their way around a little bit. >> Correct. And there could be opportunities. I mean we'll we'll reevaluate the plow drivers next year. There are benefits of having an on call driver versus paying overtime um but throughout the rest >> the council does elect move forward with the position. Um our public works maintenance worker one Michael Decker has submitted a letter of resignation and is actively um interested in um the position and I I do think we would it would be a good as well. I did verify that with them that um I do think the benefit of that right now is mentioned this position would be more of a labor position and it's really nice because Michael is familiar with the city right now doing all the UNC employees and my goal but during the summer I think it'll be also >> how Friday eveningly they would be doing a full collection Saturdays would not be because then the first thing that would be done and after here for a Sunday morning at 7 a.m. the very first task that would be done in the rotation be >> and then we would start the trash location there and then we would end Sunday with another cash rotation. So the go with that is that we would collect Saturday trash on Sunday morning, do the watering, and then do one more final trash would really only be one day of employ. I don't I don't know how I think through that we have res. Yeah. But of course, yes, if anything was stressed and it they were drinking literally every day and you know using their reservoirs then then of of bringing the create some flexibility within this position. But I think um that was the goal here is really to establish a different kind of flexibility um and have it be a regular regular weekend duty versus an on call overtime situation every weekend. So this taken was structured um with knowing that the person wasn't available on Saturday because it seems like sometime if you had a busy weekend like July 4th for example or something like that day >> that's when you're on call was still coming. >> Um we didn't feel it was try to hire somebody to have to work every weekend both days >> we thought was going to be a little bit of a tough sale. That is where we've already talked to our still on call public work employees. So I'm where we then we would whoever's going to be on call that week come in on Saturday um for events or recycling days. There will be still situations where public works would have to work on weekends. However, I think it's going to be much easier for them knowing that there's only a handful versus right now it's almost every other weekend that they have to come in or every third weekend that they would have to come in and for a lot of they don't >> Saturday and Sunday or whatever. Yeah, >> prices and Saturdays are up and very precious, but Sundays it seems to be an easier cell. Plus, having someone there Sunday morning covers the very intense use in the parks on Saturday. >> So, um that was really kind of the idea behind it. So, the person has kind of stepped down and gave resation. Is that something they kind of still kind of have a goal towards, but it just didn't work out in time frame? >> He said that he would like to continue to work towards that goal. Um and at his own table. So him and Iation before kind of asked what his thoughts were. I of this um new position what his feelings were told I could go home think about it for the weekend and let me know. So his goal is to continue to work work towards it. Um but there's not going to be that that timing of getting My expectation for workers one and public works workers two is they need to be completely independent in a city of our size at a public works department of only four staff. Every single employee needs to be 100% independent. They need to be able to respond to phone calls. If they get a water man break or something they need to be respond if needed. Right now what's happening is every single call the on call person may be taking it but then they're calling shing it's not really being conducive causing a little bit of burnout. So I need all the employees to be their own goals. By having this position created, it will allow him to take take pride in the parks and trails and um assisting public works whatever need be but not being expected to handle a water break when they're going for something at that higher level. And also offer offer an opportunity for those upper level staff to really focus on their training and focus on learn city's infrastructure and how to maintain it for it. And uh >> number two of the water main break on their own. >> That's our goal. It's not yet. >> So that's our goal. That will be expected. >> Um I do know that we had a water man this past weekend. >> Sean, >> well he was no Sean called him in and so he worked with them very closely to I'm just trying to make sure that I don't know >> I would work. plus the emer emerald ash for we got more trees to remove I think and once I budget I was prepared for this question. >> So was if both of these positions were approved given that the administrator would administrative assistant would be spending 20% of their time in public works. This isn't in the packet. I apologize on my side notes. I can put it up on the board if needed. Um, so the administrative assistant 20% of their cost is going to the public works department at the end of the year. And this is going to be worst case scenario because depending on when people get hired and so forth, um, the administrative the general fund for city hall, we would be under budget around $6,000. The general fund for public works would be over budget by approximately $1,700. The water fund would be over budget by $377. The sewer fund would be over budget by $48. And same with the sewer fund. So with the exception of um the public works general fund, every other fund would only see would only short around four less than $400 for the entire year. And then the offset to the general fund the 1692 would um be with a city hall administration budget coming in under at 6,700. So if it's if we will be doing very good we will be doing very good with the budget at the end of the year if >> we still have >> we still have some Lego. >> Correct. Yes. So, >> but at the end of the day, we were already budgeting for four public works employees. This is just a slightly different allocation of that >> and this is actually um a savings because two of the budgeting for public works we were a two, a one and a zero. >> Um so that would be a cost savings and then there also hopefully be cost savings in on call and over time. I'm correctly budget. >> No employees and things have vehicles for them all. >> Well, four employees has been that was approved quite some time ago. I'm assuming that has been planned. If you recall, there was a $30 transfer this year came through our newly created fleet capital fund with a $30,000 transfer because I do know S was talking about purchasing another vehicle and $30,000 is the amount that you've given me for that. So I am confident that he is maybe >> I believe we're in good shape with vehicles. I mean earlier you know last year we had four full-time public work staff and a couple seasonal workers. So I I do think the vehicles are there to support this because we're still with the same for staff. It's just a different allocation of responsibilities um that uh I think we'll better support the upper level staff and also create opportunity for the labor position to focus and take pride on their areas and of responsibility and just give anyone in that position the time that they might need to um consider whether it's a fit, you know, whether they have an active interest in pursuing water sewer in the future. So, outside of this current candidate moving forward, there there seems to be some opportunity with this position for someone who might um want to take a little more time exploring public works before they are in that maintenance one with the obligation that they must have seen their water sewer licenses. It's almost a bit of a for lack of a better way to say it almost like a onexempt. >> So the difference between um step Step one, I believe maintenance worker two to maintenance worker one. Maintenance work one was about 82 was making this about the same wise you just from memory because I've been looking at this a lot lately right now a maintenance worker one step three is making around 30. So there there would be a um a wage adjustment for the employee that would be applying for this job. It would be >> and they are aware. >> Yes, there would be a a significant wage decrease because right now they're at around 31. >> Okay. >> And what like for part time like the part workers >> I believe they were around 154. Correct. >> Yes. And I'm trying and that's amongst all right. I should have had the pay plan in this. I didn't even think about it, but we were trying to make the pay plan. We we looked at it as a whole as well to try to look at all of our staff and see if they were being paid based on the expectations of work. I brought it up from the packet. Thank you. Oh, it doesn't have these in there. >> Um, so we've been trying to be consistent as far as what expectations are for all employees. And then when we created these positions, taking that into consideration so that we're not bringing someone in new making, you know, just shy of what some spend time was making. And um we also like Janette L said, we looked at other cities to see what they were paying for similar distributions. Now, what Janette will be bringing up right now is the pay plan that we approved with this year's budget. So these two line items were additions to that. This is also a good time to mention um Janette and I were trying out today my new laptop. I will real this weekend. So I will be when you ask a question and access my computer. We're getting there. Sorry, sorry. I apologize. >> Here we go. So, this is the approved pay plan from the December 6 meeting. So, when we say amending the 2026 salary pay plan, what we are talking about is updating the salary pay plan. So, it' be two lines underneath the non-exempt. for the maintenance worker labor would go directly underneath that. And then below that would be the administrative assistance. >> I guess as you can see the seasonal maintenance workers at >> 21 is that yeah question. So, the person we're considering step one, >> no, we're bringing him in at step three. >> Okay. >> And I I apologize. He was currently at step two. He was working towards moving up to step three. Um, so he was at 2967 currently and he was looking at moving up. Had not met those. >> Go back to that. I can email that out as well. Actually, we can email out an updated version. >> Yeah. Be sent to all of us. That'd be great. >> All right. >> What step do they start at? >> They would be starting at a three. That was a negotiation. >> No, they would still be on probation for six months. Um month and then after six step forward the worker labor. And the reason that we decided to start the mid step is because this person is already very familiar with most with the city with the um equipment and taking on call shift and he's also offer to take two on call shifts would require three different motions. >> Okay. >> Apologies for that. And um it restoration somebody That's the Allen treatment optation to get information work for a lake like ours. Uh no plans are being made or anything like that information tomorrow. >> We did find some record in work session minutes. And it was just conversation here, there, and everywhere. So, it wasn't really an action per se, but I did find some reference. We've been doing a lot of reference cleaning >> um to the fact that um there was an alum treatment done in the '9s, 1990s, and the wershed district was the lead on that. So, >> do you have any >> don't have any spec? I've heard that too that in the 90s >> it was a work session that Marv had spoken at and Marv stepped up and mentioned treatment with the watershed district in the 90s any detail >> they really you know now it's multi applications process rather than just like jumping one and being one and done. You know, I think they've got a kind of a scientific approach to it. But again, it's just information and maybe some of cost. So well on beh So it's the Long Lake Waters uhformational meeting and lake restoration will be presenting having me tomorrow morning with Creek Director James forget his last name and then Cool. And then uh Janet Schaer says member of the watershed district and that's her official title. So he's just going to give us an update and kind of a little bit of a debrief after the meeting that was an oral city council uh chambers. So there'll be maybe some overlap there and we'll we'll give an update to that. You guys are having that discussion as well. And and I think uh the plan is Amanda couldn't make it tomorrow, but the plan is for James and Amanda to meet in the near future as well. Just kind of go over what the long-term plan is for the the project do over park and over and so I think you've been that was tabled a long time would have cabled not officially but >> yeah I made it at that meeting in uh at oral city council chambers it made it seem like that was a long going to be a few years away yet >> the long wait um it it is their current grant that they're working on long is going to be their focus and I talked to realistically probably a 10-year project and they're pretty honest about that too >> that's what they said 10 years ago I know. >> Curious. I was >> I know. I know. >> Which is really hard to stay um availed to whenever they need me to answer questions or to discuss ideas of meeting though. It was a brainstorming meeting on ideas. Um city of Long Lake. And so it was mainly throwing everything out there and seeing what's further their um their research board. >> But I do I do know that was going to mention in my update. Um I I did a Miha water kickoff >> and they talked about projects that they had completed in the past and they did mention that Long Lake is going to be the next focus. Um, now not necessarily the lake itself, but as far as storm project and what we can do outside of the lake itself to help with doing looks like on County that they're digging like maybe that pond >> that is one of the areas I would do. >> So there is But I didn't know if that was the water district. >> I'm not sure. I do know that's um is that over in Madina? >> Well, it's on the south side of Oregon, I think. But >> yeah, it is >> mentioned large scale. They're looking at some of >> that going those holding ponds require maintenance. I mean, and I I talked to some of them at that meeting in Orno um and and they agreed that that there had been maybe hadn't been kept up, you know, uh because you can't Once these fill up with these first, you know, the loading materials, they I think they have to be cleaned out. >> Well, and that's where I was talking with Janette and I kind of talked a little bit to the public works to try to understand what's happened in the past and what hasn't worked. And Janette has said the same thing. It runs into we do these projects and if they don't get maintained, it falls into whose responsibility to maintain. And so one of the things that I would be for those last something and if if watershed's not going to do it then that it's either in something that we could handle or we can't and then we would have to it's definitely in our my in my consideration we're looking at some of these projects. Um I do think it's something that if for right now city owned. It may be it may be a situation where the water might assist us in doing some type of infrastructure there that would help with storm water that would um we've talked about a lot of it was a good meeting but I have to from both places. I I was also zoom I won't be able to mad invited me to meet with targeting um at this meeting and I won't be able to attend this one working with Madina and make sure that I will continue to stay in every area that I can. That was in I think it's going to be something comes up at our res notice because I just we justify the meeting today but if any else want to join me tomorrow 10 o'clock um welcome to do so and one of his at least but not two of you. Uh, all right. Is there anything else, John? Um, did Shorland Fires, we got a new deputy chief that started like a couple days ago or Yeah. February 2nd. >> Nice. >> Yeah. So, John Pasc started and I went over there Monday morning and he was already drinking from the fire hose and everything. So, I'm running those trips. >> Great. Hoping today, right? >> I did. Any updates on that? >> Gosh, we're going to be you got a big big uh list to cover tonight. Awesome. >> We'll wait for that. Take it away. >> So, I'm going to say I have no other business unless >> There we go. >> This isn't even on my other business. Um, they will give you a quick update on projects within the city of Long Lake. I've been working really closely. I met with our engineering firm and Tron to kind of discuss expectations. We met about a month ago or so. Um, our first priority will be our INI project. There is a very large grant that we have applied for up to three. So I went ahead and authorized WS for the full 3 million and that if you recall we did televising board We do. But what we will be the INI grant is we applied we gave them every piece of information we could offer. If we were to of that 700,000 of it, if you recall, will be used out of our tip money that I saided um for the downtown district. So regard even if we weren't going to get the free million, the downtown district is going to be our priority because we have six funds to use for such um and then we would be using some of the capital transfers that I had earmarked for INI and then possibly um other money that was sitting in general capital that we would then be responsible for 1.5. I think that well use three million treating our system. Chief Highland has asked me to share with council a update from our fire department. So, um, the first item that we were informed about today were calls year to date. As of yesterday, we've had 62 calls as of yesterday. Of those calls, 52 of them were in Orno, eight were in Long Lake, two were in Minnotonka Beach. I have a full listing of what um type of calls were were received, but those are your um 62 calls so far. >> So, is that I think it is high. Um, and after >> weather, >> well, the house alarms, we've had 12. >> Yeah. >> Parks, we've had 11. One thing that we did talk about with these calls as well is we are going to start looking at possibly um identifying false alarms a little bit better so that we know what's actually a fire call versus a false alarm. So that is what we received from calls. Another very exciting update from our fire department is that they have this good >> that they have um they were able to sell both or two of the that heavy rescue $76,000. >> Wow. >> That was much higher than we had anticipated. vehicle be going fund for the fire department. So for the shoreline fire department. >> Yeah. I let me just I talked to Gonzer today a little bit and I think we get so we got what 150ish >> 152 679 >> and I think we're there's two or three more vehicles that are up and I think in aggregate we've counted on those equaling >> 150 correct we had we had um expectations expectations of these there are two more that I know of one would have been an orno vehicle um and the other one was another long vehicle so that they were 2002. >> I believe that one will be going next. >> And there's some talk about our public work. >> I had public work go look at it and they are not interested. >> I agree. Um, I will be bringing to the board next week, if you recall, the city of Long Lake was for services of mine put in contact with a um has a lot of expertise that he is would be a really good fit to help Shoreline find um service service opportunities with neighboring Cities. and I met with Yetta yesterday and they are they are extremely excited about these opportunities. I'll be bringing it to the board at the next meeting and then I will be bringing it to council um at our next >> correct >> and that grant was a shared one between us and >> it was not I don't believe it was um that was a little confusing. It was done before I was here. >> Long Lake is the only name listed on there. Long Lake is the only signature and when I talked to Aurora Zetta they were not lifted um and he kind of thought the same thing. I think however because we know that Wisetta and Long Lake works really hard together to do it. I think my intention I hope that shoreline boards is to also continue to work on that relationship. But Aurora is also very interested in if if there's opportunities for us to explore other neighboring cities and fire departments to expand it beyond Weisetta and Shoreline um to look for really good service opportunities. You know, once we have this administrative money, we think that this is going to be a good opportunity. >> And that money need be used by June or something like that. >> Correct. and the consultant's aware of that.
