The Board of Hennepin County Commissioners took up a resolution Thursday directing the county administrator to retain an outside consultant to recruit and vet candidates for a reconstituted Hennepin Healthcare System board of directors and to help develop a capital planning strategy for the county's safety-net hospital system.

The measure, Resolution 26-0216, was among roughly two dozen items on the agenda for the board's 1:30 p.m. meeting, but it drew particular attention because it addresses governance at one of the largest public institutions the county oversees. Hennepin Healthcare System operates as a public subsidiary corporation whose board members are appointed by the county board.

Under the resolution, the consultant would identify and screen prospective directors for the reconstituted board, and would also assist county staff and hospital leadership in framing a capital planning approach for aging facilities and future investment needs.

The resolution pairs the recruitment work with capital planning, an approach commissioners described as deliberate. Hospital capital decisions — including facility renovation, replacement and equipment financing — typically require board approval and, in some cases, county backing, making the composition of the hospital board directly relevant to the size and timing of future capital commitments.

The resolution does not itself authorize construction spending. It directs the administrator to retain the consultant and to return to the board with recommendations on candidates and on a capital planning framework.

The healthcare governance item came before commissioners on a day dominated by health, housing and human services business. The board considered funding increases for the Ryan White HIV/AIDS Program, including an increase of roughly $4.3 million for Part A and $2 million for Part B, at a time when federal grant levels remain uncertain.

Commissioners also weighed Resolution 26-0215, which would transfer Disparity Elimination departments into the Human Services Fund and rename the department Human Services, Public Health and Disparity Elimination, effective Jan. 1, 2027. Separate joint powers agreements with the Minnesota Department of Human Services would add about $3.17 million for shelter and tenancy support services and roughly $1.39 million for housing services for American Indians with substance use disorders.

Elsewhere on the agenda, the board considered a Microsoft volume licensing and purchase agreement with Insight Public Sector not to exceed $42 million, the largest single contract before commissioners, and Resolution 26-0222 adopting purchasing rule revisions that include a new Responsible Contractor Policy for construction contracts.

Transportation items included design contracts for reconstruction of CSAH 9, CSAH 101, CSAH 5 and CSAH 52; replacement of Bridge No. 27502 in Eden Prairie and Bridge No. 27542 on CSAH 1; and Resolution 26-0227 authorizing right of way acquisition by direct purchase or condemnation. Commissioners also took up an extension of the Blue Line Extension Project agreement through June 30, 2027, with no increase in cost.

Commissioners Heather Edelson and Kevin Anderson co-offered Resolution 26-0196, directing exploration of a Metro County Public Impact Summit with the University of Minnesota's Humphrey School of Public Affairs. Edelson also offered Resolution 26-0191 establishing an Annual Heart of Hennepin Service Award.

The board additionally received notices of claim from Devika Ghai, Troy K. Scheffler and Chase Sobania, and approved Resolution 26-0234 scheduling closed labor strategy meetings for 10 a.m. July 14 and Aug. 18, 2026.
