Resolution Relating to General Obligation School Building Refunding Bonds Series 2026A

7-0 Approved

Moved by Alicia Little [0:49:15] · Seconded by Paris Bendy [0:49:17]

This resolution initiates an exploratory process for a tender offer to bondholders of existing low-interest bonds from a 2014 series (refinanced in 2021). The goal is to 'buy back' these bonds at a discount to reduce future debt service levies for taxpayers. The district incurs an approximate $10,000 cost for the exploration and will only proceed if the market participation is sufficient to generate actual savings (estimated $1.2M at 20% participation).

7-0 Approved

Moved by Alicia Little [1:00:23] · Seconded by Paris Bendy [1:00:26]

The Executive Director of HR presented the 2026 pay equity implementation report, which is required by Minnesota state statute every three years. The report, prepared by a third-party consultant, demonstrated the district's compliance by performing statistical tests on pay rates, salary ranges, and longevity for male, female, and balanced class positions.

Um I'll just say something quickly because I'm on the policy committee. Um just a clarification that policies 918 and 910 are being sunseted, but that's because they're being incorporated into policy 9004. So, we're not really losing anything. We're just combining them.

But when you look at the lifetime of the bonds and you combine the principal and interest payments together, um it is a reduction in future debt service levies, which is the goal of this. So, um it's kind of a win-win.

So again for board colleagues this is not the final sale and done deal. This is just a step one for us to do that assessment and again there will be some minimal cost but looking at the opportunity it makes sense for us to invest and at least assess this you know option if you will.

Milan Sahonyi [0:50:52]
Resolution Relating to General Obligation School Building Refunding Bonds Series 2026A

I'm appreciative that our partners and our finance department are always looking for ways to not leave a penny on the table for our taxpayers. And this is exactly what that this is. So this is really in hopes it would be a win for our our bond holders, but most importantly, it would be a win for our taxpayers, and that's really really important.

In short what the pay equity report does is it classifies our positions as either a male or a female or a balanced class position depending on the number of employees um that are in each position. And then it completes three different statistical tests.
