We really like to dig in and make sure that everything is kosher here. So we did find that there’s a lot of safety that’s been put into place here. So traffic has been evaluated. We’re going to have about 400, uh, people at this site, which is far below what, uh, Grooves and Foods has. So, you know, we’re going to have a really good flow there. And then, of course, parks is going to make sure that, uh, it’s going to be a very clean environment. Now on to the other exciting aspects of this is, uh, this is an event that’s going to start October 19th. Should this pass through November 1st, and it’s going to be a very family friendly event. So it’s going to be very welcoming. And, uh, you know, it’s going to have, uh, I want to get a few details in here. Um, yeah. So it’s going to be, uh, south of Weaver Lake Road. Uh, and, uh, it’s going to have forgive me. I don’t have my glasses on right now. Yeah. So, uh, going to be a very family oriented, animal free venue. As I was also going to pull this, uh, also to talk about it, but also to let people know, uh, I do understand that uh, staff has gone out and talked to several properties, but the one group of properties they didn’t talk to was right north of them, across River Lake Road and the villas. Uh, you know, just letting people know that this is going to be coming again, it probably won’t be as bad as some of the, uh, or some of the traffic intensive as some of the other projects that we’ve had there. So I don’t see it to be a major issue. Uh, but since they weren’t informed, I would ask the staff to work with Bernardo’s to, uh, maybe give him half off discounts or something. Uh, just to say, sorry we missed you, but other than that, I think it’s going to be a very interesting circus that comes to town. And I’m not talking about the elections. So the Maple Grove Police Department conducted alcohol compliance checks on June 24th, 2026, and alcohol was served to a minor undercover decoy at both Dave and Busters. And it should all Ramon. Both the businesses were provided the opportunity to request a hearing. Neither did that, so there is no requirement for a hearing this evening. But as we normally do, the businesses do have an opportunity to speak with the council this evening. So I do know we have representatives of both Dave and Busters and Ramon here tonight. Daniel Christians, who’s the attorney representing Dave and Busters, and then Chen Chu Dang, um, on behalf of Ichido Ramon. We also have their general manager, Tony Donatelli present for any operational questions. Uh, first of all, thank you, Council, for opportunity to be heard discussing the violation. I do want to note that Dave and Busters acknowledges the violation. They take responsibility. They’ve taken action in response to this, including terminating the employee. They’ve retrained the entire staff in responsible alcohol sales and service. They’ve also added more layers to ensure that all staff fully understands the severity of the situation. This includes additional signage by POS regarding sales to minors. Uh, requirement to I.D. all, um, all patrons, as well as a daily sign off that each employee is required to sign before they start their shift. Regarding carding, individuals and the severity of the situation. Um, as part of taking responsibility, I want to keep it brief. I know there’s a lot on council’s agenda tonight. Dave and Buster’s understands that City council must impose some sort of penalty before that’s imposed. Um, I just wanted to point out that Dave and Busters has been in the community for almost 20 years now. It’s my understanding the only previous violation was 2011 for a similar violation. Um, no violation since this date. So they essentially went 15 years without any incidents whatsoever. Um, again, none of this being brought to minimize the violation nor to minimize the importance of preventing alcohol sales to minors, but just wanted to point it out that they’ve continued to act in exemplary fashion as part of the business community and strive to not sale minors. They actually have a bars, I believe they call it, um, training, where they reenact these sting operations. And Mr. Donatello’s informed me that since he’s been there, they’ve never failed that. So it’s a it seems to be an unfortunate situation where a former employee made a bad mistake in this situation. Um, based on their long history of compliance and understanding the language of the city code really limits, um, the flexibility City Council has in determining or enforcing a penalty or imposing a penalty. However, based on their long history of compliance, we respectfully request that the Council not impose the standard two day suspension. Um, if council does determine that, it must impose a suspension, we would request that the enforcement of this suspension be stayed for a period of three years. In a sense, in, in effect, that if they had a second violation that they would face this two day suspension. In addition to that future five day suspension with a three year period, I understand it’s a unique request, and there’s nothing explicitly in city code that authorizes City Council to do that. However, I would point out there’s nothing in city code that does not authorize city council to make that stay of execution. Um, lastly, if these requests are denied, we would respectfully request that instead of the two day suspension being August 24th and 25th, that would be imposed on September 14th, at September 15th, um, again based on Dave and Buster’s long history of compliance, um, and a and a minimal fine, rather than that $2,000 fine. Again, thank Council for the opportunity to be heard here. Um, Dave and Buster’s continues to look forward to being a major part of this community, the business community. And they’re always looking forward to working with the city. Um, in terms of being compliant. So I’m happy to answer any questions as well as Mr. Donatelli, for any operational questions. Jenny, I just want to make a comment that hearing that there’s more layers and, uh, daily sign off really sounds good because we do take these violations seriously. We do take our liquor licenses very seriously. So, uh, are you able to elaborate? Uh, slightly a little bit more on those new layers that were put into place. For that? I would call, uh, ask Mr. Donatello to step forward. He can kind of give the specifics more operational standpoint. Yeah. I mean, the first thing that we did, uh, was the signage, which was first and foremost just as that, you know, refresher to all of my staff members that this is a requirement that you need to be checking everybody’s ID. Um, second of all, to sign off was something I had done at a former job that I had, and I basically was able to take a little bit of cut and paste and put it under Dave and Buster’s logo. And what they do is they read it and sign it, and it’s got a couple of tips on there and reminding them that’s specifically, uh, that all vertical IDs are something that need to be checked by a manager, which in this case was missed. I had four managers in the building at the time of the incident and we missed it. So I was one of the things we wanted to make sure it was on that, uh, that paperwork today, say, sign every day as a refresher, uh, front of mind. Thank you. Council. Other questions? No questions. With respect to the requests of the, uh, business, um, does council have any thoughts about the proposals made here? Yes. So, uh, thank you, acting mayor. Uh, so I would like to hear from the, uh, SRO. Ramon, before proceeding on, uh, that portion of the discussion. These are two separate motions. Uh, and I don’t think that they’re linked in any way. Uh, so I, you know, when it comes to what we’ve done with this, every, you know, six months is generally comes up. So this is our third or fourth time doing it on as this council. Uh, there’s been smaller shops, there’s been big shops and we don’t waive it. You know, it wouldn’t be fair to anybody else. You are a bigger one or probably has a greater impact. Uh, but that’s the you know, that’s what we work from. And, and I think it’s fair to everybody to follow the same rules. So with that, I don’t see changing anything other than what we normally do at this point. Yeah, I guess I’ll share my thoughts to um, we’ve never granted a stay, um, of any amount of time, uh, longer than maybe a few weeks. Uh, so three years would definitely be far out of the norm for us. Um, and personally, I’m not comfortable with that. I would not support that. Um, because we do take it very seriously. Our, uh, liquor violations. Um, can you maybe elaborate a little bit more? What you’re thinking was to request, uh, September 4th, 14th and 15th versus the original dates proposed. Yeah. Thank you. Councilmember. Uh, the thoughts on that give more time in terms of really prepare for the the impact of no alcohol sales. And additionally, I think it does have less of an impact to be forthcoming on the business per se, because that is a little less time, um, less busy season for them rather than the end of the summer. That’s the main, uh, basis for that request. Is it didn’t go anywhere. Uh. I’m sorry, is it in code anywhere, Miss Nelson, that, uh, it has to be the following week or in two weeks. I’m not sure how that date was set, but, uh, how is that determined? Or just. Miss Nelson, I can take that question, if you wouldn’t mind. Council member. Oh, staff. There’s nothing in code that dictates the particular two days. That’s been a practical choice that staff has made because it follows up on your next council meeting when the resolution would be adopted. And then days after that. So there’s nothing in code that would require that it be done on the 24th, 25th of August. You could it’s be within your discretion to choose the dates that the business has suggested or other dates. And our employees attend every single place every time you, um, no exception. Every time we this employee also and when the upcoming it as well for everyone on the training side for the city of meetings with all this um, and I think we have many smaller a manager which is mandated and whenever it comes to the women with a mistake. So, um, other things I always like in future years, our plan for this company again, and also the, the employee is not like relevant to alcohol to anybody without checking ID does in detail ID at that moment. Thank you, acting mayor, before you this evening are the low potency hemp edibles, otherwise known as LP h violations for three squares and Haskell’s on the Maple Grove Police Department conducted LP compliance checks on June 23rd, 2026, uh, and an LP product was served to a minor undercover decoy at two registered businesses three squares in Haskell’s. We do have, um, I should note neither business submitted a written request for a hearing, so there’s no hearing request required tonight. But as we just did, you have the opportunity to hear from these business representatives. So, um, three squares, we have Casey Sager, I believe the director of human resources. And then for Haskell’s, we have Ted Farrell, president, owner, and Holly Sorensen, the store manager. And I think Miss Sager has stepped to the podium there. So let’s stand for any questions the council might have. Council. Any questions? Yes. Uh, one question. There is language in here that says, uh, council may also may impose a civil penalty. And to remain consistent. Uh, I understand that shell would be, uh, in replacement of May would be, uh, compatible language. Is that correct? Um, actually, mayor, members of the council, the current language that’s in the code is the council may elect to impose a civil penalty of not to exceed 2000. So when it comes to the LPA product, there’s more discretion on the council, for that matter, I can have city attorney Templeman addressed that. If there’s anything more he’d like to add, but the code language does differ. There are mayor and council members, the administrator summary is correct. That’s the discretion exists in code today. The the fine is at the option of the council. So when someone makes the motion, Mr. Templin, they would be striking the word may for shall if that’s what they’re moving. As long as it’s clear to me in the motion what the direction of the Council is in terms of the desire to impose penalty, that’ll it’ll work out, because you’re going to get a as much as you do with liquor violations. Endeavor intends to sell the property, um, to Arbor Lakes Industrial Park owners five and six. And as part of that, both those properties have existing TIF notes on the properties. Building five have has a 396,000 TIF note on the property, and building six has a 479,000 TIF note. Building six is farther from the original certification date, so staff’s recommending um implementing item 310 from the agreement and reducing that TIF note by 50%, which brings it on to 239,000. Um, so these actions are required for that transfer of sale and that transfer, that TIF note. So these actions will allow that transfer to happen. So and I’ll stand for any questions. We’re now on to the next item on our agenda, which is item seven a. Um, so let’s hear from Mr. Coro. Thank you, acting mayor. Members of the council, uh, the applicant is requesting an amendment to an existing PUD that would allow for a place of worship within an existing commercial building located at 1,683rd Way North. The, uh, the approximately 45,000 square foot building is currently occupied by Worley Ball and is approved as an entertainment venue. The applicant, River Valley Church, has leased the building for Sunday services in the past, and they are now proposing to purchase and occupy the building. Uh, for a excuse. Excuse me. Uh, occupy the building for a church use. Uh, a PUD amendment is required because a place of worship is not currently approved under the existing PUD. The property is guided and zoned for commercial use, and staff finds the proposed use is compatible with the surrounding commercial area and feels it represents an appropriate reuse of the existing building. Um, take a look at the site plan. Uh, there are very few physical changes proposed on the exterior. The existing building, the access drives, the parking layout will remain largely unchanged. The parking lot will be re striped. The parking lot contains 250 parking spaces. Um, because the property was originally developed as a movie theater, uh, it was approved with a substantial parking supply that exceeds the city’s parking requirements for this particular use. Staff has no concerns regarding parking. Uh, regarding access or traffic circulation throughout the site. Uh, church services will primarily occur on Sunday mornings, with youth programming on Wednesday. Wednesday nights, uh administrative staff will occupy the building during normal business hours. The interior will include a worship area, children’s classrooms, offices, and storage space, which could be used for a possible future expansion within the building. I’ll quickly go over the landscaping. Uh, 29 new trees. Overstory trees will be added to the site. This is in addition to 29 existing trees that will be saved. So there will be a total of 58 trees. The Planning Commission did review this proposal at their last meeting, and was overall supportive of the project. Discussion centered primarily on the church operations so that they do not create traffic impacts to the neighboring businesses. Uh, if attendance were to increase or additional services were scheduled during peak rush, peak traffic times, um, say on a weekday evening around 5 p.m., which is unlikely, but, uh, should that ever be the case? Uh, we’ve added a condition that, uh, the city engineer would would review the traffic plan and impose any mitigating measures necessary to to better alleviate any traffic impacts. Um, with that, staff finds the proposed PUD amendment compatible with the surrounding commercial area. Um, again, a represents an appropriate reuse of the existing commercial building. The proposal includes site improvements that will enhance the appearance of the property, and staff is recommending approval with the conditions listed in the staff report. And, um, have lived there for the last four years, which is when we, uh, started this location of River Valley Church. Uh, as Mister Carl said, we, uh, initially started our church in this location, which was a very unique, uh, space. Uh, many of the schools and other venues that are commonly used for churches were either occupied or just the timing didn’t work out. So we started the church here in 2022 and, uh, have since, um, met in several different school buildings within the school district. And as our church has continued to grow and continue to, uh, uh, in our perspective, be a blessing to the Maple Grove community has always been our desire to have, uh, a building and to have a home as a church community. And so currently we have services on Sunday morning at Weaver Lake Elementary. And obviously purchasing this building and doing some renovating would help us, uh, expand and continue to be a blessing to the Maple Grove community. Thank you so much for your consideration. You bought a piece of property, and you still own that up in northwest Maple Grove, where the church was going to be. What’s to happen to that property that go back on the market for commercial use? Or what. Are you. Planning to do with that? Exactly. Our intent is to sell. Uh, it’s currently until this is a finalized, we didn’t want to jump the gun and move that forward and sell that piece of property. Should this opportunity not work out for us. So this location does look like it’s very optimal for the purpose. And it’s, of course, going to be very visible on 94, which I am sure is, also quite a blessing. So, yes. And then, of course, I am curious, you know, your current services. Uh, what are those look like? And are you going to also expand that with, uh, youth services throughout the week with this new building or, you know what, what are some of the options that you’re going to be able to provide with this? Yeah, right now we currently meet only on Sunday mornings. And so, uh, we would continue to have Sunday morning services and um, the, the, the biggest thing I think that happens during the week for us is a church takes place on Wednesday evenings. With regard to kids and youth programming. And so that would be kind of the secondary window where there would be, um, uh, people in the building occupying the space. Um, the rest of the, um, uh, events happen maybe periodically throughout the year, and sometimes those are Thursday night, um, events for men or women. Um, but main services are Sunday mornings and then Wednesdays for kids and youth. Thank you. That sounds like a lot of great opportunities. Yes. Thank you. Any other discussion from council? Uh, the applicant tonight is requesting a conditional use permit for an 8550 square foot addition to the Rice Lake Bible Chapel along Rice Lake Road, south of 89th Avenue. Uh, the pros edition will be built to the southwest of the existing building and will include a new entrance and lobby, a kitchen, and an indoor recreation space with a stage. The exterior materials for the proposed addition here will match the existing buildings design and meet landscaping requirements. They currently have 47 existing overstory trees, and we’ll be adding one more to have a total of 48, as well as a complement of understory trees and shrubbery. There are currently 98 parking stalls on site, and the proposed addition includes proof of parking for 97 additional spaces to meet minimum parking requirements. However, there are currently no plans to expand the parking lot. Neighboring residents have raised concerns about impacts on the adjacent residential properties from the possible expanded parking areas, and due to that, the Planning Commission motioned that if the church does expand their parking lot, a new see, a conditional use permit request and public hearing must be made. Additionally, the applicant has designed the addition to avoid encroaching upon a 20 foot storm sewer easement directly to the south of the proposed addition. Overall, staff is supportive of the proposal and finds that it meets requirements. The Planning Commission was supportive of the Conditional Use permit and is recommending approval, with the amendment requiring a new conditional use permit request and public hearing. If there is a parking lot expansion. Further on. I’m happy to stand for any questions and I believe the applicant is also here tonight to answer any questions you might have. Council. Steve Kraus, the architect for, um for the chapel. I live at 3030 County Road 101 North in Plymouth. Um. Much of what has been discussed and shared with you is still current. There isn’t any new revelation. Uh, we did have a number of residents come forward at planning Commission again expressing concern over the big blue gray splotch of stuff on that, on that drawing, they were led to believe that that was part of this request, that it would, uh, move directly into implementation. And that is not the chapel’s plan at this point. Uh, we have that there as. Um, as staff mentioned, ability on the property to meet the current requirements for off street parking. But again, do not believe that is going to be a need. Uh, certainly would welcome any kind of input from from the city and, uh, clarifications as to how we move forward with the comment from commission that it would tie a, uh, kind of a revisiting, uh, if and when that that parking component becomes realistic. Uh, the chapel has no objections to that. And as I said, had a very cordial meeting with all the folks that that did rise, uh, last week at commission. So we we believe we’re in a good spot. I watched the video of the Planning Commission meeting, and I know there was some concern on the South regarding berms and the distance of how close that would be. I know there was some issues addressing that, that there would be a berm, there would be at least 20ft. Um, and there were some concerns to the west regarding, uh, trees that have been there for 20 or 30 years that provide complete blockage of that owner’s view of the church. And he wanted to keep it that way. Uh, I believe you addressed that. And, uh, I don’t see anybody here tonight with concerns about that. At least, I don’t think so. Uh, so, uh, you know, those were the two things that people brought up, and it looks like it will be addressed with future parking. Um, coming back with, for future permits. And I do believe at that meeting was addressed that there wasn’t going to be a concern with construction that close to the property. So, um, I don’t have any additional questions unless you have additional information on those two specific items. No, no, other than, uh, Mr. Vickerman with city staff had indicated there’s a number of policies in place. Ordinance clearly states what needs to be setbacks and other kind of screening. And all of that would be, um, reviewed and designed to comply with those requirements should that arise. And we come back to see you. Thank you. Thank you, Madam Acting Mayor, I do have just a couple quick updates for you and for those watching, uh, just to let folks know, we had a grand opening celebration on Friday of a new L.L. bean store in Maple Grove. The second store that they have in the Twin Cities next to the Mall of America. So a lot of people there lying around the the, the door and just fun activities and fun to have them in town. So happy about that. A couple other ribbon cuttings that are coming up. One for business, um, stretch zone on Main Street, which is a fitness type business. We’ll be having their grand opening, uh, ribbon cutting ceremony on the 12th, uh, at 2 p.m.. So the council is invited to that. And we encourage folks watching to check that business out. And then we also coming up have a ribbon cutting ceremony at the Aspen Ridge Elementary School. Uh, the new elementary school in the northwest part of the city near the Evans Wood neighborhood. Um, I was over there myself not too long ago just to kind of check things out. And it’s almost like it just exploded overnight. I mean, it’s a it’s looking very done. So, um, that’s coming up on August 17th at 3:30 p.m.. Uh, we also have a planning commission meeting coming up on August 10th. We did have a couple of items at the Planning Commission meeting last week that were tabled. Um, just for further discussions that are both residential proposals. One. For townhomes near the business on Bass Old Bass Lake Road, uh, toward HyVee, and then another smaller, uh, single family subdivision on East Fish Lake Road. So those are expected to come back to the Planning Commission on August 10th. Uh, with that, I’m happy to stand for any questions that you might have for me tonight. Council. Any questions for Mr. Hodgman? Now, we’ll move on to item eight. A mr.. Thank you, acting Mayor and members of the council. This is the Maple Grove Senior Living project number 2619. We’re here tonight to approve the feasibility report. Order plans and specifications. Approved plans and specifications for the project, and authorized bidding. As you may know, this project is located off of Arbor Ridge Parkway, west of Maple Grove Parkway and north of six, ten, and 101st Avenue. As shown on this map, and the public improvements for the project include extending sanitary sewer and water main from 101st Avenue to the north along the Ranch View Lane right of way. Um, and those utilities will be extended privately into the proposed development on the top of the screen. There. Will also be constructing a trail along the Ranch View Lane right away that will extend down from Arbor Ridge Parkway and match into the existing or the proposed emergency vehicle roadway on the bottom of the screen. There. We have a few tables here in front of you that show the costs and assessments for the project we have on the left, the trunk benefit assessments for the different uses on site, totaling just under $1 million of trunk benefit assessment. And then on the top right, the proposed public improvement cost summary just over $300,000 for the trail, the sanitary sewer and the water main, and then the bottom right shows the total assessment to the development of just under $1.8 million, which includes some existing lateral assessments on the site. This project was established at the April 6th council meeting, and we ordered the feasibility report at that time. Uh, again here tonight to approve that report order and approve plans and specifications, order the project and authorize bidding. Bid opening is scheduled for September 3rd at 10 a.m., and then we would bring the low bid to the the following council meeting after Labor Day on September 8th. We anticipate getting the public improvements constructed this fall, with the exception of the trail which we built next spring, as well as some final cleanup on the project. First, uh, reminder for everybody that the Elm Creek Boulevard and Hemlock intersection improvements started today, uh, with construction expected to continue through the end of the year. So anyone using that intersection should expect delays during that time as Hennepin County makes safety improvements at that intersection, the final signal work will be completed next year with minimal delays, but most of the roadway work to be completed this year. Also, some positive news out the state fair coming up, we are going to be offering transit service again out of the Maple Grove Transit station on Saturdays, Sundays and Labor Day. Similar to last year. So anyone going to the state fair should jump on a maple Grove Transit bus or consider that. So with that, I can stand for any questions.. Council. Uh, a couple of opportunities for additional hours for absentee voting. Uh, this Saturday, staff will be here from 9 to 3. So Saturday, August 8th, from 9 to 3 for absentee voting. And then on Monday, August 10th, um, a little bit later, they’ll be here 8 to 5 for absentee voting. And then of course, polls will be open from 7 a.m. to 8 p.m. on Tuesday, August 11th. So that’s our primary, uh, candidate forums coming up that we have, uh, August 18th, North Metro mayors will be hosting a Senate district 37 and 42 candidate forum here at the Government Center. That starts at 5:00. So a little bit of an earlier start runs about 5 to 730. And then on August 25th, uh, the mayor and, uh, Maple Grove mayor and city Council candidate forum will be here in the chambers starting at 6:30 p.m. and then the last candidate forum of this election season is September 15th, uh, for school district candidates. And that’s at 630 here in the council chambers as well. And those are all covered by media. So if you aren’t able to attend, you can catch them online or channel 16.
