Snow and Ice Removal Contract Award
Votes (3)
TIFF District 22, Resolution 2026-108-01 and Resolution 2026-108-02
Dissent: Council Member Arviso and Council Member Pearson voted against Resolution 2026-108-01. Council Member Visel also voiced strong opposition before the vote.
Moved by Council Member Duca [0:23:05] · Seconded by Council Member Burek [0:28:44]
The discussion was heavily influenced by public comment against the TIF, citing concerns about traffic, density, financial incentives, and lack of transparency. Council members supporting the TIF emphasized its role in facilitating growth, generating new tax revenue, funding city services without raising property taxes, and developing a challenging parcel. Opposing council members raised doubts about the immediate need for such rapid growth, the effectiveness of TIF, and the lack of critical information from MDOT. The debate highlighted a tension between economic development goals and community desires to maintain a small-town feel and fiscal prudence.
Authorizing an Interfund Loan (Resolution 2026-108-02)
Dissent: Two council members implicitly voted against, likely Council Member Arviso and Council Member Pearson, consistent with the previous TIF vote.
Moved by Council Member Duca [0:59:16] · Seconded by Council Member Berak [0:59:33]
This item was described as a procedural issue for administrative costs related to the TIF district, similar to previous TIF developments.
2026-2027 Snow and Ice Removal Contract Award
Dissent: None.
Moved by Council Member Duca [1:08:42] · Seconded by Council Member Berak [1:08:45]
Staff recommended awarding the contract to Lake Country Outdoors due to past issues with the previous contractor (Snow Pros) regarding hours and untimely invoices. Lake Country Outdoors, though newer, received positive references and offers equipment like a CDL plow with an underbelly, expected to significantly improve efficiency and road quality. The discussion also touched on the use of sand versus salt based on temperature.

At a minimum, I'd like to see this matter tabled until we get more and better answers to the community's questions. Ultimately, I'd like to see it, if not postponed, kibashed.
Why wasn't there more transparency and communication around projects like this? It might be fine for everyday projects, everyday city business, but when you have a project like this that's going to increase our population in town by 35%.
This is not just about a tiff. It's about trust. It's about whether the people of this community believe their voices matter and that whether they believe their government is truly listening to them. Out of 125 citizens of Maple Plane, 120 signed that petition.
I believe firmly that the argument that has been brought forward of the but for concept is absolutely 100% true but for the fact that we were to provide this developer some incentives this project would not be done without the incentive this project would not be done.
Growth is the key. Add rooftops and you share in those costs over the years. Add businesses, you spread the tax capacity out. We're being asked as council to look to the future of this city.
Northland finds that the project's projected income without assistance does not provide the coverage expected to secure the necessary financing. That analysis supports the proposed but for finding.
I'm excited that this development brings rooftops and it isn't a garage condo or storage units. I think it will meet the need for the demographic of people renting. I love that the developer is local with children attending school with our children and is in a town our town on a regular basis.
However, I cannot support the TIFF request at this time. We are still awaiting important information from MDOT regarding Highway 12. And this would be the sec city's second 26-year tiff district at the time when we're still facing road assessments and other financial pressures.
Are we going do too much too fast at once. Um, with the tiff current, the apartments, I'd like to see how that plays out. Are we going to lose the small town fuel that uh feel that the majority of us have come to know and love about Maple Plane?
I'll move we approve that resolution to um it's a procedural issue. We did that on the last tiff development as well. It's just an administrative procedure.
Some issues that we've had with snow pros in the past, um would be the number of hours that are used to um clear the streets and untimely receipt of invoices.
I think one of the best things about um Lake County Outdoors is that they have a CDL plow with an underbelly um which if anybody knows it can take, you know, two to three hours to plow the city streets uh using a plow like that rather than skid steers and and Vplows.
