Um, one thing I do want to note, uh, for the street project funds, um, it was asked if we still have money that we're holding to make sure it's completed. Um, yes, we do. Um, in fact, I had, um, told assistant engineer that I would not bring payment number five to the council if the, uh, the, uh, stakes and pipes weren't removed off of Bryant and Wyman. And that has been done. So, that's a good thing. We've come to the time in our meeting for staff reports. It is our quarterly staff reports. So, we are um blessed to have all of our staff here tonight present and they will be giving verbal reports in addition to their submitted reports. We will start with fire chief Dennis. Thank you, mayor, council members. Glad to be here and glad to see everyone here. Um, attached in the packet is my second quarter report and then also the report for the month of June. And I'll go over the second quarter report first, just summarizing it hopefully. Oh boy. Did you do that to me? >> Computer went crazy. Standby. >> Here we go. uh calls for year-to- date uh to the end of June. Um second quarter 2025, we responded to 90 calls. That's up six calls from the same time last year. And at the end of June, we're at 205 total calls uh for service for 2025 compared to 177 at the same time last year. Uh there's a list of the call types in the report that we went through, so I won't go over that. Uh the next paragraph shows where the calls are happening. Again, broken down in the different cities, Maple Plane, Independence, Three Rivers Park District, and then also broken down with mutual aid that was given and mutual aid that's received. Um training update and information are u in the report there. The next thing I would like to go over is just move down to the uh merger uh consolidation and uh information regarding the West Suburban Fire District and the ongoing talks that we've been having as recently with this consolidation. And uh again, my report shows that on Monday, April 7th, the West Suburban Fire District, uh Chief Luer and several members came over to our department and had a meeting with our um department at our station to get uh caught up as to where things were and also to have a question and answer session. And then since that, we've gotten together twice in May and twice in June with what we call our transition teams. And this is a group of six firefighters from our department that is meeting with their fire board members to um operationally go through things and what we need to do to consolidate. Talking about issues of uh equipment uh branding um report consolidation such as training reports and incident reports and what it will take. And out of that, each transition team member has been assigned some duties to look into to see what it will take to uh bring the two departments together in those different categories. Uh as we ended our meeting at the uh in uh June 12th, one of the discussions that we had was we've been talking about this for a while. Is there a timeline? When do we want to see this and have this done? And we all agreed operationally the fire departments are ready. December 31st, 2025 to make this move and that we were then handing it back uh to the cities to let them know that this is where we were at and that our goal was to be consolidated working together by the um 1st of January 2026. Also in that and coming out of that in working together to work this together, we've started to work at each other's uh community events, the Hamill Rodeo, Party in the Park, uh and some other events that we have upcoming such as the Polo Classic, the Tour to Tonka, where we're um co-mingling uh members from the West Suburban Fire District along with the Maple Plane firefighters to work again at each other's events so that not only at a scene of a a fire or a call response, we're working together in the community so the community can see us working together seamlessly. And uh since we've been doing that, it's uh been awesome. Um it's been well received by the public. I know folks saw us at party in the park and we had people there and it's it's worked out great. So, uh, the next on my report for the quarterly report, just a couple of things that I wanted to talk about was early in the spring, uh, things were dry and we seem to have a couple of fairly significant grass fires, swamp fires, uh, one right off of actually both of them off of Penov Road uh, in the city of Independence. And one of those actually involved a DNR helicopter that came out and provided some mutual aid to us with air support and um suppressing that fire. Uh no injuries at all to report from either one of those larger incidences which was great. And uh now mother nature can't seem to find the off switch for the rain. And so obviously grass fires have not been a problem. So, the other thing that I wanted to bring up uh lastly in my report here is just that on Friday, May 9th, we had our annual awards banquet for the fire department where we recognize several individuals from the fire department for um high call percentage, high training hours, uh and then uh tenure. Uh we award um pins for uh five-year anniversaries and several of our members were recognized for that. We also recognize what the fire department calls friends of the fire department. And this year we had selected two people that have just been very uh supportive and instrumental of the Maple Plane Fire Department. And that was uh Mayor Marvin Johnson and Director Gary Kra from the West uh Henipin Public Safety Department. And so both of them were presented plaques in honor of again their support and dedication to our fire department throughout so many years of their career. Next, we'll move on to West Henipin Public Safety Director of Public Safety, Chief Matt D. Rose. >> Thank you, Mayor, members of the council. Included in your packet is the June 2025 activity report. West Henipin public safety. Just a quick run through the statistical representation of it. You'll see uh what I would say is a pretty significant increase in the number of incidents for Maple Plane. Um about a 36% increase. I am excited about the fact that a lot of that is contributed to the traffic enforcement that's being done by the organization and and our members. We have some very passionate traffic enforcers and educators and I appreciate that. That is something that is needed here with Highway 12 and in other places. We do work off of citizen complaints for those traffic, but also the self-initiated activity that the officers are doing as well. So, there is that. Although there is a slight uptick, I mean from two to four in the criminal, another big part of the majority of the increases in the noncriminal incidents, which is a a good thing. Uh, a couple of the incidents to highlight, there was a burglary of a garage that included a bike and some AirPods that were taken out of a locked garage. So, it's an opportunity for some education there to remove that opportunity, lock our doors and and turn lights on and things like that. We did have a prescription theft where a suspect was identified, but no charges are being requested at the time. We're getting some uh criminal charges for the domestic arrest by the city attorney and then uh we're in the process of seeking charges for the check forgery that's also highlighted there too. So um those are the calls for service but really we've been spending a lot of time outside of our calls for service in doing other activities that I'd like to highlight. Um I'd like to highlight that I was the keynote speaker at the Maple Plane Fire Department awards banquet on May 9th. I think I did a pretty good job. I think I think you rocked it. >> Um, as you are more than likely aware, we are in the process of looking to fill a vacancy. The vacancy being left by investigator Cody Thompson. His last day will be Friday with us. Um, and we are holding interviews this Wednesday and next Wednesday. I believe we have now five applicants that we're looking to interview. I've had a couple of conversations with other people, including some potential lateral candidates from the area that I'd be excited about. So, uh, there is some optimism that we can find somebody, uh, but we're going to make sure that we find the right person, uh, to fill that vacancy. Um, we're also busy planning night to unite. That's coming up on Tuesday, August 5th. Tomorrow closes registration. Right now, we're up to about, I believe we have 11 parties, five of which are Maple Plane addresses. So, we're excited about that. Hopefully, one or two more trickle in here today or tomorrow. Honestly, we would take registrations up until August 5th at about noon. Um, we want people to get their neighbors together and and uh and celebrate and and invite us out there. We're happy to come to any and every party that we can. Also busy planning the charity golf tournament by McGar's happening on August 18th in the afternoon. And then Battle of the Badges softball game where we're going to repeat as champions once again. Um, just the MC's. >> Yes. So, we've got a big day on August 18th. Uh we did issue a press release today. Uh it was the fatal crash that happened in Independence, but I think it's worth noting that we did uh finally get that investigation concluded. Last week, we were waiting for some state patrol reports and some other um cell phone and digital forensic reports to come in before sending that to the county attorney. Um, I've had uh I sent an email to the prosecutor just letting them know that the press release was coming out, but also encouraging if they have any questions or need any follow-up to be done that we're happy to do that and want to make sure that we get some justice and accountability for Liliana on that. Um, and then as Chief Dennison somewhat mentioned, I've been spending a lot of time watching weather over the last couple of weeks, including today. So, uh, fingers crossed that, uh, I have noticed that things have changed for the better, at least a little bit, uh, for this evening. And we hope that it continues to trend in that direction certainly for tonight and moving forward because it's time to dry out and see some sun and some warm, no humidity. Um, next we'll hear from our city engineer. >> Good evening, Madame Mayor, members of the council. U, my report is in your packet. Uh, but just to kind of run through some of the things that we've been working on. Um, kind of a continuation of a lot of ongoing projects that we've been involved with for quite a while. Um, but starting with uh just from time to time, we have correspondence with various agencies on behalf of the city. I've just noted an example in there where we had some correspondence with the DNR related to your water supply plan. Nothing significant, but just wanted to kind of put it on there to to make sure you know that from time to time we're kind of reaching out beyond uh just your city staff and interacting with other agencies on your behalf. Uh we've still been uh involved in the Quick Trip project uh doing some inspection with that and uh various reviews and correspondence as that project continues on. Another thing that we've been spending uh time on uh that continues to linger on here is the Baker Trail Villas project. Um you know, the infrastructure has been in now for quite a while, but we still have ongoing uh erosion control kind of turf establishment things that that we're still trying to work through out there. So, um, we've still been doing those SWIP inspections, uh, that are required and, uh, just ongoing correspondence with that, working with, uh, Jacob, uh, on that and as well as the city attorney just to try to make sure that that, uh, project works towards completion, at least from getting the development phase of this wrapped up and and moving on to just the the building construction. Um, another uh, development project, the Comfort uh, Haven project. Uh again, just some review ongoing correspondence related to that. Um we did submit on the city's behalf a request to get your county aid uh to municipalities money. Uh you get an allocation every year. Uh you had been building up a little bit of a balance last few years on that with the completion or near completion of the street job. We did uh make that submitt for a little over almost $24,000 that uh that was coming your way. So, that's been completed. Uh, we've helped city staff with uh some solicitation of quotes for some various patching um related primarily with some water main breaks uh that needed uh road patching associated with that. Um working with um staff and uh Mr. Cultus on downtown redevelopment project. uh put together a TIFF exhibit for that and and just kind of the ongoing correspondence and tracking that as as that moves farther down the road. Um there was a development um uh somebody's taking a look at 5540 Pioneer Creek uh in the industrial park and so we're just working with their engineer providing them some asbuilt information as they're uh considering some uh development of a vacant lot out there. Uh we have um with all of the rain, as it's been mentioned, a lot of little miscellaneous drainage items that we've been chasing down, a lot of uh research into as plans with some of the drain tile and opportunities for people to tie their sump pumps in and deal with uh some of that localized water uh with the wet conditions. Uh we've been doing some GIS mapping updates. And then as always, just kind of general support uh working with Mr. ult us on various um planning and and development work that's going on around town. Um something that we've been working on for quite a while. The wellhead protection project is essentially wrapped up now. We'll just be moving to the implementation going through any action items that were noted in that plan moving forward. So that uh is good to get to that phase of the project. And then uh 2024 street project, as Jacob mentioned, still trying to clean up some punch list items out there. Uh the biggest thing just from a kind of a infrastructure standpoint, that pond here behind the the ball field still needs to be addressed. Uh it's it's holding water. It's not supposed to be u the original intent was we believe that that was going to infiltrate. It's not. So we're going to be installing some tile out there to ultimately drain that up. Contractors been waiting for things to dry up on their own. Uh we've kind of concluded that we'll be waiting forever if we do that. So, we're trying to encourage them just go out there, pump that down, and and do the work that's necessary to get that drained and uh restored the way we originally intended. Thank you for being next, we'll turn it over to Mr. Madina for our public works report, people service. >> Good evening. Thank you, Madame Mayor, council members. I'd like to make this my official thank you for having me here. It's my first council meeting. Um, it's been a pleasure working with everybody, getting to know your community. It is very busy. It's a busy community. Um, I'd like to say that this is quite interesting. This is the first council meeting where I have to present myself like this. I've never done this. So, it's quite a change in my career. Um, I love what I do. I be passionate what I do. I try and stay busy. I was most people see me. I'm always sweating, running around. Um heading on to this progress here. Um I hope I do everything correctly to aspects. Um it's a learning curve. It's a big learning curve here. Big learning curve. But we'll get through it. We'll get along with it. I've done pretty much everything as people's services requires me to do with all the monitoring and all the sampling and submitting of all the water that needs to be uh sent to the state. Uh completing all my work orders as as uh as intended need to be done. There's a lot of equipment um normal equipment. There's some equipment that is very used that I am very passionate in getting back to working. It's an asset that's just sitting there. um working on doing everything I can. There's a lot of work projects that need to be done here. I just got Jacob to get me back on track with the uh punch list that we have in the system. So, there's a lot of work there, too. Patience, but I'll get there. That's one thing I will do. I will get there. Um there's a lot of things that I want to talk about. Um there's a lot of aspects that need to be done other than what I have done in my month since I've been here. Um got rain gauge going. I got um was proud to see that our water shut off that we implemented. It worked. Went around putting people notice and everybody paid their bill. That's good. I mean, I don't know if they got a little scared of me posting the I'm the guy that posted the paper on your door, but yeah, that went smoothly. I mean, we got what we the intention was to get it paid and get capture our revenue here. You know, water use is water expense. Um, we did do a lot of cleanout. We tackled a storm sewer that was plugged up with a subp pump over on uh Three Oaks, I believe it was, where we are working on trying to get that resolved with some of the uh issues that are involved in the storm sewer there. I did get a jet system done on um West Main Street, I believe it was. There was a corner there that was very plugged, but we got that one cleared out and it's draining properly now. Um, as you guys notice, there's a lot of drilling going on in the yards here. Everybody's complaining about why is he on my yard? It's fiber, guys. It's the next move forward and it's got to be done. Change of times. We can't just throw wire over the head. And uh, moving on with all that. Um, there's a lot of locates. I did total of 28 locates and it grows by the day. locates every day. You'll see flags everywhere. There's flags on everybody's yards. Um there's a lot of stuff that needs to be done with the ball fields. I'm working diligently to get those ball fields. That's something else I've never done. A lot of ball fields. A lot of sports. That's good. Keep the youth busy. Um let's see. We did do a lot of the housekeeping of the of the of the maintenance shop. A lot of that equipment is dirty. There's a lot of overhead that it's not being used. So, that is our main goal to get that shop straightened out, get everything allocated to where we need to be to move forward. I mean, it's a lot of money just sitting in parts, lot of equipment that needs to get moved. Otherwise, just sits there in dust and doesn't run well. Um, as for moving forward with uh next month and whatnot, I do have some projects I'd like to get done. We have um popular street that popular back here by the industrial park. That road is getting bad. That is a focus I think we should tackle. Get it back to park because it is a sore source site to a lot of people that have businesses back there. And if you guys drive back there, that's a popular dump site. It's collects a lot. Um, we will tackle that, get it cleaned up and hopefully get water draining because that is a lot of water that's standing back there. Um, other projects that I have in mind, um, we are working on trying to get all the weeds or I don't know if I wouldn't call it weeds, natural grass that is growing by Veterans Memorial Park. Have you guys noticed the walking path, the overgrowth, it is becoming hazard. You see kids with scooters and people with strollers. Every morning I see mothers pushing their strollers. They get to that edge and you cannot see them. It's high. So that's my project to get that knock down, get it out of the way. You know, public safety should be an issue at that corner because it is bad. Um, I do have an update with the crosswalk that everybody's been talking about. The crosswalk, um, it's on US soil now. It wasn't on the boat. It's on US soil now. So there, as soon as we get it in or they get it, Cameron Electric gets it in their hands, we will get that scheduled and working again. We unearthed the cross light that was buried behind the growth of trees. So that getting a little better. Um, I don't know what else to say other than I hope you are happy, satisfied. A lot of the items are covered by other staff because we're working in collaboration. But um we continue to work on downtown redevelopment. We've been putting time into uh that agreement as well as um just the concept plan and how that all goes together. Uh so between Jacob and I and the developer, we've put quite a bit of time to get that and Scott uh Lansman, your attorney, to get that ready. Um we continued to work on 1520. Um Wyman would just kind of finalizing their plans. We had after we approved it, we always have um approvals are subject to a series of conditions and we try to get those plans and uh to meet all those conditions and I worked with um Boldm and Dave and Matt to get that plan set approved. So, I'm not sure timing on that permit being pulled or maybe that got pulled recently, but um we were we've completed our review and they've got everything in line for um moving forward from a planning standpoint for that project. Um we um continue to work on QuickTrip. Obviously, we had the groundbreaking. There's still some pieces to that. They had a really comprehensive sign package that we had to go back through and approve. Um, and it it takes quite a bit of time to go through the 30 plus signs that they were proposing. I mean, that we approved, but have to re review to make sure they meet the same plan set that we approved three months ago. Takes a little bit of time. Um, we um, you see in my letters or in my reports, I put in zoning verification letters. We get two, three, four zoning verification letters. Uh, we get requests for those. We charge to do those. We have to go back. We verify what the zoning of the property, we verify that the property is compliant with all applicable standards. We look at like their building uh permit record and things like that. So, every now and again when you see those um title companies are typically the ones who are requesting those. So, when properties are selling um but we did uh we've done a couple this year, most recently the one for uh 5380 Pioneer Creek, which is that the site for Northshore uh gymnastics. Um, we've had a continued interest in 5370. I get requests on that quite often, people throwing ideas out, asking what it can be used for. We respond and give information. And then I noted in here, we just received a um planning application for conditional use permit for a cannabis cultivation business on in our industrial park on Pioneer Creek. I anticipate that that application will be considered at the September planning commission meeting. Next, we'll hear from administration and finance. And we want to start with Julie or Jacob. Jacob. All right. Administrator Polander, please. >> Thank you, Madam Mayor, members of the council. I probably shouldn't write this anymore because everybody pretty much said everything that I have on my list. Um, uh, one thing that wasn't mentioned, um, we are taking, um, historical INI information off of spreadsheets, um, and when I say we, I mean Kevin, um, and putting it into uh, GIS that we're using. um and marking the ones that are compliant, the ones that need to be reinspected, the ones that haven't been inspected, so we can kind of look at the city and see it by um color and the key, which, you know, will be helpful when we uh work on getting that back up um and going uh which I I'm hoping by the end of this year um we will have a good plan moving forward starting in 2026 for resuming those uh uh inspections. Um we did receive a building permit application um for the vacant space next Iron Exchange. Um the best way that I can describe it is unclaimed freight um is basically kind of the the type of store that's going to be going in there. So that'll be nice to see that uh space utilized. Um, I do want to mention, uh, since we're on the record and this is recorded, um, Midco is doing fibers. As Dave said, any residents with questions or, uh, concerns, uh, should contact Mid MidCode directly. Um, their number is listed on our website. Um, they have a a team of staff that are here to handle any of those questions or concerns. Um, we have finished the first draft of the 2026 budget and we'll be presenting that um on Thursday at a special budget meeting. I think that's all I have. I'll stand for any questions before I turn it over to Julie. >> Any questions for Administrator Kander? >> Thank you. We'll move on to finance. >> Thank you, Mayor, members of the council. Um, in your packets tonight, you have the second quarter of 2025 financial report. I'll give a brief overview of the report and some key highlights throughout. Um, so this report is looking at unudited numbers for June, excuse me, June 30th, 2025. Um, we're going to start on the third page of the report. Um, this page highlights the cash and investments of the city. Um, overall the city has a decrease in cash of about $970,000 from December of 2024. And that's really just due to timing of property tax settlements and then um some use of those investments um for that street project to make those street project payments. Moving on to the next page. This page is looking at general fund cash balances in more of a graphical format. Um, so you can see the trends from 2025 compared to the same periods in 2023 and 2024. So cash the trend lines are looking very similar to the last two years. Moving two pages um we start to focus on the general fund. Um, this is a statement of revenues and expenditures for the general fund. Um, we're comparing this to the PR-rated budget for the year. So, half of the 2025 budget compared to June 30th, 2025 actuals. Um, overall for the first half of the year, our expenditures are exceeding revenues by about $657,000. Majority of that variance is due to the timing of receipt of property taxes. So we received an advance in June and the rest of that first t first half settlement will be received in July. Um LGA that local government aid is received in July. So we have show half of the budget there but that revenue won't be received until third quarter. Um timing of payments for police administration. um payments for the contracted snow removal services and then um winter tree removal project that was completed in the first quarter of the year are also contributing to those larger expenditures. Um moving two more pages to page eight of the report. This is the unodudited cash balances by fund. Um some of the highlights here again the general fund the majority of that change from December is um as a result of just not getting that property tax revenue. Um the number two the debt service for 2024 that's the result of um payments being made for street projects and timing of bond payments. Um number three is the capital improvement projects. Um we have transferred and completed the transfers of funds for um funding projects already this year where in the past we haven't we've kind of done those toward the end of the year. We're trying to do them proactively now. um the water, sewer, and storm funds. Um those cash balance variances are mainly due to timing of those bond principal and interest payments in January. Moving on two more pages to page 10 of the report. This is a more detailed look at the cash and investments. So looking at each of the investments that the city holds and the cash. And then page 11, the next page, um gives you a little bit more summary information and some graphs to show that distribution of investments by type and by maturity. Um you'll notice that your cash and investments are either current or have a maturity of less than one year. The next page of the report focuses on the fire fund. This fund is um operating at a net positive for the first half of the year. Um a net positive of about 37 or $38,000. Some of the notable items here are again that intergovernmental revenue line. This is the fire state aid that's usually received in September or October. Um so we'll show those revenues e either third or fourth quarter and then um the salaries appear to be below halfyear budget and that's due to timing of payroll for fire. Those are paid quarterly in the month following the end of the quarter. There were also some um larger or more frequent equipment and vehicle repairs needed throughout the year. And then as I noted um we've completed the transfers between the fire operating and the fire capital funds for this year. Moving on another two pages, we'll focus on the water fund. Overall, the water fund is operating at a net revenue for the year of about $19,000. The one item to note within this fund is um interest revenue. That is below where it was at this point in 2024, and that's due to maturities of some investments that we saw in April of 2024. If you look at the revenue graph, the bottom of this page, um, revenues are trending where they have in the past, although a little bit lower than where they have been for the first half of the year, prior two years. Moving on two more pages to the sewer fund. The sewer fund is operating at a net revenue of just under $60,000. Two items to note here are in the revenues. The charges for services. Our um revenue is about $85,000 higher than the first half of the year in 2024. And that is the result of um a change in policy and how we're billing for sewer and not prorating summer sewer based on winter water usage. And then the operating expenses is just a variance in timing of the metropolitan council payments. Looking at the sewer revenue graph at the bottom of the page again looking at those trends. Um revenues are trending very similar to the last two years and you can see that um we've had more of an increase in June. And then looking at the storm water fund, um this fund is operating at a net loss for the first half of the year of about $13,000. um that will correct itself. We have done the transfers in full for the year. So as we continue the year um that deficit will be reduced as we have those revenues coming in to cover those transfers. Um and then looking at the storm water revenue graph at the bottom of this page again trends are um aligning with where they were last year. Um you can see that we've done that transfer the last two years in June. So we see that spike in revenue compared to the two years prior. The remaining pages of the report are the detailed revenue and expenditures by line item um for all of the funds described within the report. Um we're happy to answer any questions that you may have. There are eight of you here and I know there's a lot more. Um, there's a lot that goes into keeping our little city running and uh, we appreciate um, all of you and all that everyone does and we do like it when it's behind the scenes and things are going smoothly. Um the fire department has gone through uh the hiring process um which includes psychological evaluation, physical uh agility testing um interviews uh with two candidates. Um one of which has their firefighter one and firefighter 2 and emergency medical responder certification. Um and another that uh does not. Um, we did place a administrative hiring freeze here a few months ago as we talk about the fire con consolidation. Um, and I was approached and asked by the chief Dennis about hiring these two um, gentlemen because we had started that process uh, before that hiring freeze started. Um I uh need to make sure I have the right name. Uh Josh uh would come to us with his firefighter one, firefighter two, and EMR. Um I think it would be a benefit to the fire department. Um the only one that I have a hard time on talking with the about the fire consolidation is the other candidate uh Anthony because we would have to pay for him to go through that training um doesn't have experience as a firefighter. So it also adds liability risk um to the city. So my recommendation to the council um would be to hire Josh. Any questions or comments for administer Kander or discussion? >> Council member Duca. I I'm concerned here in the sense that our hiring freeze that we talked about before if we're going to do this consolidation and everything we're discussing seems to point towards that. I'm having trouble figuring out why we would want to at this point hire these folks. And I think that was the discussion we had back there. I would have assumed that when the hiring freeze came in place, you would have stopped any actions on that. And I was actually surprised to see that we continued through psychological evaluations, we continued through the background checks, occurring those expenses. Is there a reason why we couldn't just suggest to West Suburban that they hire these two if they've gone through that process? I mean, every indication point that I see shows that these are going to be West Suburban employees in a few months. Why would we assume the responsibility and liability of two more employees in the next couple of months? I'm struggling with both of them. >> Administrator Coander. >> Thank you, Madame Mayor. Council member Duca, just one point of clarification. before the hiring freeze, they had already gone through the psychological examination. Um, and so that's kind of the reason it's just like, well, we've already paid that cost of it. Let's take it. And that's why I have the recommendation um to hire to hire Josh because it's training him on our um operations, firefighter one, firefighter 2, EMR. Oh, >> go ahead, Andrew. >> You know, I just have the feeling that we don't have people knocking on our doors to be firefighters here. Um to get somebody who's willing to come in. I'm kind of for that. I understand that we have this consolidation coming up, but I do want to point out about the downtown development. How long has that been coming up? You know, we plan for the future, but we also need to look at today and today we have two candidates that could come to us to benefit our city. >> Thank you, Council Member Verick. Council member Vizio. >> Uh, yes. Thank you, Madam Mayor. Uh what is the financial burden that would be if we hire the Anthony? What is the trading cost to the city? >> I'm going to defer to Chief Dennis because I'm not 100% sure what that total cost is. Chief Dennison >> uh to typically the uh regimen to put someone through is just like um Joshua is coming in with is a firefighter one, firefighter two, and then hazardous material operator. Also an EMR, which is their first aid training. The U firefighter one, firefighter 2 hazmat, $1,750. So, and uh well less than $2,000. The EMR training um I don't have exact numbers. Um I'm going to guess about $300. Any clue? >> I think is about where it would be. So, we would be right around the $2,000 mark to bring in a new person um and have them to go through that training. So >> is my opinion that since that we already done the psychological evaluations that we call that that um we already paid for that we've already gone forward with this individual that I would be on board with going forward with Anthony as well since we've already started the process and I agree with Andrew we have been short staff for quite some time in the city until we actually notice consolidations going forward it would be nice to of or people in case or when there will be possible emergencies in the city. So I like to air on the side of safety I suppose in this. >> Thank you council member Visil. Council member Duca, >> just a point of clarification. Assume that the consolidation goes through. Are we doing either or both of these to a disservice in that we hire them, will they get any credit for this time when they go because they will not have a full year of service when they move over? we actually could be hurting these guys in the long run versus my suggestion which is could we work with West Suburban to somehow hire them, contract them, bring them over to our fire station, put our jacket on them. I don't care. I mean, we're talking months here. I don't want to do something shortsighted here just because we're trying to to make sure that we get them in. I want them in, don't get me wrong. I don't want to hurt them, though, either. Um, I think you bring up a good point that we're only talking months and doing them a disservice. No. Do they uh to be eligible for any part of the retirement, they would have to serve a year and a day because they would have to have that one-year service credit. Um, by the time we get them started, we're into August. It it's a matter of months. and um between uh them starting now in August and then oh now I'm going to start over on January 1st or having them start now with West Suburban and start accumulating that. Um again at this point and I think Anony's been in our pool just because of conflicts with our schedule and his schedule about nine months or so in this hiring process to get him caught up to this. the uh matter of months um I think are far less of a concern to me um than it is to capture these people that we've already put through the hiring process that we've done a background check on a psychological check and two individuals that are uh are great candidates, one from the city of Maple Plane, one from the city of Independence and get them on board and start that training with them. they will be um working in our station uh even after the consolidation and to start them in now and get them acclimated with the folks that they would be working on working with anyways. Um I think it would be great to try to transfer this over to West Suburban and say will you take this and look at what we've done and put them on I think would be cumbersome. Um and I think with tonight we could hire these people. this cost is minimal uh for putting them on. Uh and um um I I I believe that uh with this consolidation just through the people that we have on the department, I think we are going to lose one person or two possibly, not because of the consolidation, but I think just of the time and point in their life. And this again would help me be that much farther ahead. Uh anticipating that to be almost equal to where I'm at today. Any other? Um, in terms of head of staff, these employees would be Maple Plains responsibility. What does that look like in terms of you and Para and the workload and for five months? Again, I will defer to my recommendation in the summary. Um, it's an additional cost, an additional liability. Um, even having, you know, if we hired one that didn't have any of their certifications and training, are they going on calls? Are they responding? Are they, you know, are they in our trucks? are they, you know, doing uh drills with our fire department to learn is a liability that we're accepting. Um I if if someone gets hurt now and we consolidate, our workers comp still covers that. It doesn't transfer over to the new fire department. It's still our liability. So, I I just see it as a liability to hire one that isn't trained yet. Um, paperwork is paperwork. Doesn't doesn't take a ton of time. >> Hey, thank you, Council Member Francis. Trying to figure out how to frame my question. Um, so the gentleman that doesn't have all the certifications, that's not unique situation is it? I mean, we get people applying that live in town and go, "Hey, I want to give this a try." Getting those certifications, that's just part of the normal process. Correct. Not all of our firefighters come in with all of the certifications already. Is that correct? >> Correct. coming in with the certifications is extraordinary. It is uh not usual and u I I would assume in my 40 years I probably can come up with four folks that we have put on that came in with all of their certifications. The rest of them came in just like Mr. Post would be with uh nothing and and a lot of that is then they learn on the job in the station and um and that's the way that's way it typically happens. >> Okay. So, and we have a set process of he would be hired. He's not going to drive at the fire truck on his first day. He's not going to be leading a hose. He's going to be standing there observing and learning what is being done till he gets his certifications where he then gets more responsibility. Is that a correct understanding? >> Yes, that is. >> Okay. So, with that understanding, I see no difference in hiring him today than we hired any of our other firefighters. That yes, it's for a couple months. Um, we're not I believe we're not in a position to tell West Suburban what to do. We It benefits us to have two new firefighters that are one's ready to go and one that's willing to put in the time to earn these certifications because it takes a lot of time. These classes are not an hour online and you're certified. There's a lot more to it as well as doing drills and they even get a special badge that they wear on their helmet that says I'm the Navy. >> Yes. So any risk we take is the same thing risk we took with all of our other firefighters. I I my opinion we hire both of them. >> Any other comments or dis >> discussion? Council member Duca, >> have we asked West Suburban the question, given where we are in these consolidation talks, would you guys hire these two? We got two ready to go. Would you hire them? Has the question even been asked, >> Chief Dennison? >> No, the question hasn't been asked. I would be pretty confident that they would say please do. um if they've passed our uh hiring process with the background um and the psychological testing and the physical agility testing and what we've done into them if they would say if we have two viable candidates to hire them. >> My question was has the question been asked of them would suburban hire them given where we are in these consolidation talks? So, um, maybe I'm maybe you're changing your question as to how I >> No, I'm asking the question very pointed towards you. Yeah. Have you had the discussion with him about we've got two people because where we are in these consolidation talks, it would make more sense to have them hire them versus us. And if you didn't have that discussion, why didn't you versus putting us in this position today? I I guess I guess I haven't because um um I I just assumed that if we have started this hiring process again uh quite a while ago that we were just moving forward as to hiring them on as our employees and I frankly just didn't even think about asking West Suburban if they would rather hire them. >> Thank you, Chief. Other questions or discussions? >> Chief, are you comfortable going to West Suburban and asking at this point if they would be willing to hire uh Mr. Lisa and Mr. Post knowing that the background check has already been paid for and everything's all clear? I would I would ask them for sure. I have uh again full confidence in both of these candidates that I would be handing over to them two very qualified candidates to see if they would hire them and I would I would not be opposed to ask them if they would if they would do that. I'm trying to think of um trying to think of how they would take that >> if I would go to them in the middle of consolidation talks and costs and um and offer it up to them to say would you hire these people and what their response would be to um well if you have already done the background check and everything's done uh why are you not? My answer to that would be it's it's purely being proactive from a paperwork standpoint. I mean, I think of a new employee, all the onboarding, all the paperwork, all the filing, employing IDs, everything that's needed. If we know in five months, we're going to consolidate. We will not be the Maple Plane Fire Department. We will be West Suburban. Then why not do that now instead of this for five months? It seems like a lot of work to me for staff behind the scenes from an HR standpoint. I'll take direction from the council. We also do not need the staff has recommended in here for approval and then in the formal recommendation is recommended that council approve Mr. Lisa um but not Anthony Post. We can do these as um joint. We can vote separately. We can vote joint or we can give other direction. This is all just lots of discussion and there's been um lots of information added tonight um in addition to what was received in our packet. So I know it's a lot to take in. >> Chief Dennison comment I would have on that is um again it would look different if you did take one and not take the other and then you asked me to go to Wester and ask them to hire them. Um and and then just kind of one side note to that, you know, you will see on the budget uh for 2026, instead of having just a flat capital improvement um budget, there will be um parks, public works, you know, they're spelled out in there. And who would like to kick us off? >> I'll start. >> Council member Francis. >> So for me, uh, month of July has been pretty quiet with meetings. We had a rebranding meeting in the middle of the month where we discussed kind of how to get residents to read our news and to know what's happening at city hall. We have some ideas of how we're going to handle that. Attended workshop EDA uh really pleased with in the workshops talking about improvement for each of the parks. Learned some things about parks of what we have things I hadn't noticed. Um excited for the ideas of how we're going to improve the parks. Um and I attended a couple Rotary meetings and that's about it. >> Francis, Council Member Bureick. >> Sure. I was going to talk about um well, first off, I made the highway safety coalition meeting for the first time. That was great. Little bit of communication error, but I was really surprised at how broad that coalition is. It's a long stretch and it's a well needed stretch to address. The other thing is is I wanted to bring up the League of Minnesota Conference. Um, I went up there, read my brochure, misread my brochure, gotten sat down the wrong class, but it got on to website and ADA compliance. And what I bring up about mysterying the brochure is because our website is working on the compliance issue. we can read, we have the ability to have software to read the pro packets to us and that is something that I do utilize and it's nice to know that we are on that leading edge of that curve. Um the other thing that was brought up was the incident in Burnsville on February 18th, 2024. And big key point that comes about from that for me is the relationships each one of us builds actually comes together because in a time of crisis that's when these relationships and everybody steps up. When something happens in a city or our city, it's our neighboring cities that will help us get through it. So, I want to say thank you to the staff because every time I'm around city officials, I realize how much our staff helps, works, and collaborates with everything. That's where I'm going to leave that. Thank you. >> Thank you, Council Member Berak. Council member Visio, >> um I'd like to actually piggyback on what you just said, Andrew, about states helping each other because not bone bone bones about it, but was my corner that had the issue with the drainage. And I appreciate City of Arno coming out and helping with using their um equipment. I don't know what it's called, but it did the job. And so that's that's another good example of cities helping each other is you know because it's very awesome but also I did enjoy attending the league of miss Minnesota cities conference I am trying to speak slower administrator calendar so give me a moment here um one of a lot of good lot of good um speakers that we had there and one some of the things I was took away is that don't make assumptions you know, you don't know where everybody's history is. You don't know why they think what they do. You maybe take that moment to communicate and listen to them and why they think that way or why they're having that problem or, you know, just listening more. Um, so I really appreciate that's big takeaway I took from that. Just don't don't make assumptions and just listen. Well, uh, Chamber of Commerce did not have a meeting through month July. They take July off apparently. So don't have anything to talk about there. But wershed, we did have a meeting. We talked a little bit, actually not a little bit, quite a bit about Lake Independence and its water levels and it high water levels and how we're going to hopefully mitigate that issue. It seems to be um an ongoing issue for quite some time now because right now you have no wake or low wake on the lake. So boating there is kind of not as fun. Uh next year I think they're going to start the CLP treatment, the alum treatment for the curly leaf plant which will help with possibly and then dredging and some of the cattails and also they had a workshop with West Metro sorry Metro Blooms with Lake Lakeshore citizens to help mitigate you know putting in plants and um what They got about 400 per person I think it was help with restoring of the shoreline. And so that was a very good success. And also Wimwa West Metro Water Alliance came and talked to us and anybody gets a chance I would say go look at their their website. They're actually that's through the Plymouth waterershed but they're talking about coming into all the middle schools and doing like workshops with the kids like know your wershed learn about your wershed. take care of your waterershed. And lastly, I would encourage people at Maple Plane to do the adopt a drain program to help with mitigation of our drain of our sewer system. So, >> that's all I have. >> Thank you, Council Member Visio, Council Member Duca. >> Well, I thought July was going to be a quiet month. It turned out not to be. Um earlier in the earlier in the month we had our police commission meeting where we're starting to talk about budgets, chief's first budget for the year. Um still have a lot of work to do on that, but I think we're in the right direction with that. um our EDA meeting that we had earlier in the month where we talked about the downtown development is really encouraging to me to see what I think is going to be a project that's moving forward. And Andrew, as you said, believe it when I see it, but I do think that this has and every time I drive by, I can now kind of visually see that building in that corner going, I can see something coming up there. We did have a personnel meeting earlier in the month and we we have a lot of work that we're doing on our code of conduct as we had started with trying to figure out how to integrate that into our um our our HR manual. So, we'll we'll bring that back sometime in the next month or so to to the group. We as a personnel group do routinely review our staff and council's time cards. And just as a as a thought, be very careful as you're putting your time cards together. And we encourage staff, you know, we we do look at those. We want to make sure they're right. At the end of the day, this is about is a time card an accurate reflection of the things that you do. And sometimes we forget things. Sometimes we put things that they shouldn't, but we do look at those and um we're constantly learning from those um huge benefit issues that we're we're trying to sort through right now. I think many of you have heard about the the uh new paid leave act in the state of Minnesota. Um, something that I will tell you, we're not the only city that doesn't quite understand what this new leave. The fire department, the police department are going to have this. Independents will will need this. And there are just a ton of things that we're finding as we go through this. Hopefully, our friends at the League of Minnesota Cities are going to be able to provide some support. But I'll tell you, it's a nightmare right now. I don't envy what staff has to do to try to put this together to make make it go and what implications that's going to have for payroll. I'm sure Julie your your group has thought through what that's going to mean too. Um I absolutely loved the quick trip break groundbreaking to see something actually turning a shovel um was fun and thanks for everybody being there at that one. Um, our workshops this month have focused on two things kind of near and dear to my heart. And one of them is the the outcomes of the citizens advisory group and how we've had citizen input to show us what we could do better in the parks. We're talking about that. We're agreeing to do some stuff, not staff's going to put a plan back together of what that's going to look like. And these projects like Quick Trip in the downtown will give us the resources financially to be able to do that. So we can continue our tradition of doing the parks and having those really the center focus of this thing without having to tax our people. They're coming from these projects. And that's the way that's really the best of both worlds. And then of course the the second near and dear heart is the is the fire department and the work we're talking about on consolidating. You know, we need to come up with a way of having a a long-term sustainable fire department for this community. And I think the path we're looking at right now with our friends in Independence is what it is. And to that point, I've really appreciated a lot of the partnerships we've been having with our our police commission and with our our consolidation with fire. It shows that we we can work very cooperatively with our our friends over in Independence. And I hope there's some more opportunities that we can in the years to do things together because together we are better. >> Thank you, Council Member Duca. Um I attended many of the same meetings that have already been mentioned. So I'll just uh briefly highlight some of them. Our first police commission with Chief D. Rose leading. So welcome made it. And then also we're currently hiring a full-time officer. So send them over to the best department around. Uh Rotary, we continue to meet. We've had various speaker service opportunities. A fun one this month was the Lakefront Musicfest um down in Prior Lake. So it is really cool to be part of something so large and just the way that they give back to the communities. and we will be invited down to their breakfast where they will give a portion of the proceeds raised that we will then bring back to our communities um that goes to something that is not a part of our budget. So that's always fun. Fire commission, we continue um council member Berick and I continue to work towards um the merger, excuse me, the consolidation with that and there's just been a lot of meetings and discussion and just really taking care and pride in that and don't want to rush through anything and it's going very well. Um the groundbreaking at Quick Trip was truly um remarkable. As he said that day, um they've opened over 900 stores. But what he didn't say publicly, he said to me later was this is the first groundbreaking we've ever done. They do ribbon cutings. Um and he was telling administrator I mean sorry Lanner called this and I that that is the first groundbreaking they've ever done. So that's why it was a little discombobulated. He felt and disorganized like oh it was great. So um just fun. We're really making history. So, always something new and keeping things exciting in Maple Plane. The Highway 12 Safety Coalition, there's just still a lot of work to be done and um we're not giving up and we're still coming to the table and we are still looking for funding and advocating. There's currently surveys going on. Um lots going on. We will continue to communicate um whenever there's opportunities for engagement. Um but know that um that road still needs work and there's improvements to be done and we're going to continue to be at that table and um advocate for those uh regional council mayors meeting regional council mayors meeting this month um as July is always a highlight. We invite in all of the superintendent so and it was really about rethinking high schools and superintendent Dr. Flesher was able to come and then some of our other um orno school district mayors were there. So that was very powerful meeting. the rebranding committee um continues to meet. We're really working on signage and different parts um changing the logo in the chambers. There's so many things um that our logo is on and a part of and we want to draw attention and we want to be a unified and when people see the logo, we want them to think of Maple Plane personnel committee. Council member Ducha gave a great summary of that. Uh lots of workshops. It's budget season, so there's numbers everywhere every time I turn around. um EDA special meetings was able to attend the west um suburban fire quarterly meeting last week. They invited administrator Kander and Chief Dennis and I as guests as you know as we're looking at the consolidation that would be a part of that. So just understanding again how all the pieces work together and being thoughtful and thorough in doing our research in the decision. The LMC annual conference um obviously I'm probably kind of biased because I'm a board member but it was fabulous. The keynotes were very powerful. the breakout sessions, um, all of them that I went to, I had at least one takeaway, if not more. And one thing they did this year is they intentionally, some of the more popular ones they did twice. So, you could go to some of the bigger ones that you really felt um, we're going to speak to you and that you could bring um, takeaways home to your city. So, that was wonderful. Been able to go to lunch on the patio at Haven Homes with the residents and some of our police officers. It's a fun little tradition they do on Wednesdays and they invite us and when we can we go and it's always great just to visit and um to be out and about in the community with residents. Multiple meetings, phone calls, emails with business owners, residents and staff. There's a lot um going on and happening in our little city. And I know it was already mentioned tonight, but I'm going to mention it again because we're going to continue to hear about it. Midco has come to town. Midco is in town. Midco is already digging in some places. There's white flags in other places. If you have concerns, please reach out to the city. We do not sell the plan. We are not taking away any of your other options. This is going to be another option for all of our residents um for fiber optic. So, just want to continue to communicate that on August 2nd, everyone is invited, which is actually this Saturday, August. Oh my goodness. Um everyone is invited to the museum from 2 to 4 for their pine ice cream social. So, come on down, walk through the museum, learn about our history, um enjoy visiting and mingling with one another. on the 5th. I know it's been mentioned, but night two night.
