There was a couple questions um asked about um the fact that we're over budget on dues and subscriptions and gas utilities. Um I'm thinking that it's going to be a coding error, so we'll look into that. Thank you for that. Any other questions regarding accounts payable? Next, we'll move on to our staff reports, and it is our quarterly staff reports. So, we are grateful tonight to have our staff here in person to give their reports. Uh, we have read the submitted reports and at this time I will welcome to the podium um, Fire Chief Dennison. Thank you, Honorable Mayor, Council. Good to see everyone and uh, thanks for having me. In front of you, you should have both my uh report for the month of month of March and then also my quarterly meeting from January 1st uh through the end of March. Um and again, not to reiterate what you see in front of you um but a couple of things to point out so far in the first quarter uh up about 22 calls in the first quarter this year over where we were last year at the same time. Uh again, the increase in those calls are primarily EMS type calls where we're responding to somebody that's having some sort of a medical situation. Um and then uh again, you can see just uh some of the highlights in regarding to our training. And so everyone um here in the council and also in the audience knows fire department personnel get together every Monday night 7:00 p.m. at the fire station to do some sort of training and also uh vehicle inspections in the fire department. So again we're there every Monday night at 7 o'clock doing some sort of training. And in the first quarter, a lot of our training in the beginning of the year uh started out with surrounding our new UTV vehicle that we have gotten that we can use for both grass fire or some sort of off-road rescue like in the wintertime um in snow operation or somewhere where you can't get a vehicle to. and talking jumping a little bit ahead about that in some of our statistical information. Uh that vehicle again has paid off well in having a new piece of equipment. This uh springtime has been drier than normal and uh we went to several grass fires uh both our own and then also to assist our neighbors and our vehicle has worked excellently the way it was just planned. So the tracked vehicle was able to get to places where another vehicle wouldn't be able to get to. Uh made things very easy and uh uh very efficient to operate. So um again um personnel uh we were at the end of the quarter had 20 firefighters with two applicants that were just finishing up and we're getting on hopefully here uh get them approved and a council meeting in May. Uh we did have one person in April that has uh stepped down from the fire department just because they're busy with life and things are going on. So having the two people coming on is great timing. A couple of significant events that I highlighted in our uh in the quarterly report is a tractor fire that we had out in the city of Independence. And um it was a farm tractor that had gotten parked next to a barn and um caught fire for whatever reason. And luckily for us, it was raining at a rate of about an inch an hour at the time that it caught on fire. And the rain helped keep the barn full of hay from catching on fire and burning to the ground. So that was lucky. Uh and um luck stayed with us on a barn fire that we did have at the end of February that was uh out on County Road 110 in the city of Independence where for whatever reason a fire started in the basement of a barn daytime call. We were able to assemble a crew relatively quickly, get out the door, and were able to get water onto the fire right away and to uh keep probably a hundred-y old barn from burning to the ground. So, uh very fortunate with that. And the last piece that I put in there, um not as good of news, but we were called to a tragic crash at the intersection of Counter Road 6 and Counter Road 110 at the end of the month of February. a daytime call um during rush hour morning traffic where two vehicles collided in the intersection and unfortunately a um juvenile girl was killed in the crash and there were several other people that were injured and ended up going to the hospital in that crash. So um other than that I uh would stand for any questions if anybody has any questions for the chief. Well, we are grateful to you and your staff for the training and all that you do. And uh we appreciate you all. Thank you. Thank you. I appreciate your support. Thank you very much. Next, we'll hear from our director of public safety, Chief Matt D. Rose. Thank you, honorable mayor and members of the council. I'm excited to be here in front of you tonight for my first council meeting to give you an update on West Henipin public safety. Uh you have included in your packet the activity report. Um I don't I wouldn't consider that there's any calls for service in particular to highlight. The one thing that I would like to highlight and point out uh is the traffic stops. Uh went from 22 at this time last year to 55 this year. Uh I can attribute that to a couple things. One, we have a couple of younger officers who have passion for traffic. I like to encourage that passion for traffic. They spend a lot of time DWI enforcement um and looking for impaired drivers and other unsafe drivers. So I certainly appreciate that. Um, also there was a toward zero death uh enforcement wave with cell phone use. And I don't know if it's a lot, but it seems like we find quite a few of those. So, uh, something to be watching for. Um, along the lines of of Chief Dennison, the fatality crash investigation is still ongoing. We're still waiting for some of the forensic reports um, and some of the other investigative file to come to us to be able to process that uh, before any consideration for charges can be made with that. Um other activities as you can about imagine uh the month of March was spent getting uh prepared to offboard director Crayals uh and on board myself. I can say that a lot of work was put into that and I'm uh grateful for that work. Um walked in the door day one with a lot of things ready to go and spent the last three weeks with director Kra uh before sending him off into retirement. So for me it's been a lot about meeting people and community members and partners. the West Suburban Fire District meeting certainly uh meeting our friends at the Maple Plane Fire Department, Oro Schools, and the Chamber of Commerce. Um but uh we also passed I believe we passed our postboard audit this morning. Uh they didn't have any comments for us, so that's good. Um so we're we will be good with that. Um we're preparing for cleanup next weekend here in the city of Maple Plane, and we'll have staff available should that be needed. Um, and the majority of my time over the next couple weeks will be spent with one-on- ones with our staff, getting to know them better and all the things that they have to say about uh, West Henipin public safety and how we can uh, continue to improve and and uh, enhance the services that we provide. And um I know we talked about it last month, but we're grateful to the county who's been a partner as well and increased some signage. So we appreciate all of you guys. Thank you. You next we will hear from our city engineers and we have two of you here. So I'll turn it over to you guys. We we got it more more than covered tonight. Your honor, members of the council, first of all, I apologize for being a few minutes late. I got caught up in an accident on the way out here. So it it slowed things down a little bit for me. But um yes. Uh so you know this time of year we we tend to get pretty busy with uh the outside work starting and the grass getting greener and uh still have a project uh that we're trying to wrap up from last year. So uh a lot going on um you know just uh from kind of some of the general support that that we normally provide to the city. We have had some uh changes that we've been working through with city staff related to our GIS system. Um Matt and Jacob primarily have been working uh on that and keeping that moving along uh so that you have a good system into the future. Uh the quick trip uh the Gateway Boulevard um there continues to be some work uh with just kind of staff collaboration and correspondence related to making sure that that development keeps moving on. Um also out at Baker Park Villas, they're starting to build some uh new structures out there now. So there's there been a little coordination with that too as they uh got have their building permit looking at some storm sewer things out there uh drain uh tile connections uh some pumps and then also they have some work to do just from a restoration standpoint kind of to finish that up out there. So um some of our work uh helping coordinate and oversee that. Um T-Mobile has been removing some equipment from the water tower. That's just been some ongoing uh oversight and again correspondence related to uh making sure that that gets done in an acceptable manner uh and that we're taking care of our our tower and uh and that things are um getting done appropriately there. Um I believe you had uh with your workshop tonight went through some CIP uh planning that uh been working with Jacob on and um continue to kind of look for towards the future as far as kind of staying on top of some of those maintenance and uh um items that are going to be needed for improvement as as uh we look to uh some of the development work that uh is ongoing with the downtown. Uh we've been talking about Main Street. Um some of the other roads that are going to need some uh more significant work in the future that are being planned out and then some of that ongoing maintenance uh to try to keep the the roads in good condition. Um not much uh work this uh year, but a little bit work associated with the audit and just uh time we Jacob needs some uh documentation for one of the projects or something we've been working on. So helping out with that. Um there's been uh some correspondence uh related to uh that uh agreement we have with Madina to provide them some water uh for a few of their developments. So there's been some review and just uh some ongoing discussions related to that. And then um as always you know a lot of the work that uh your planner Mr. Cultus is working on kind of just engineering support related to that as well. Um we've been working through uh seems like quite a while now, but uh getting towards the end of getting our wellhead protection program implemented. You had the uh the public hearing here a couple weeks ago now and uh that will have a report for you tonight to keep that moving. And then uh lastly, uh the street project. So obviously uh we're getting some nice weather now and people are getting anxious to uh get the restoration done and some of those punch list items that were left from last year. So starting to work through that. We're working with the contractor on that restoration. Uh there's been some concerns related to you know rocks and the dirt and some various things that are going to need to be cleaned up. Uh there's still areas that need sod. So, we're working on uh getting the contractor out there to get that work going again with uh the understanding everybody's anxious to get that put back together. So, um that um that is on its way. Um the restoration I think is probably the most urgent thing uh to get those things taken care of. But then also we will have some paving left. Uh the wearing course needs to go on yet this year. We have the Howard Avenue culde-sac that still uh needs to get uh some pavement on it this year, too. So, a fair amount of work yet to clean that up and uh finish that project, but uh that's where we're at. But for right now, I don't know if Matt has anything he wants to add on some of the things he's been working on. Otherwise, happy to answer questions. No, I think that covered it all. Any questions for Mr. Martini or Mr. Bowman? Well, thank you for paying attention to those details and we're excited to get that punch list done and get the project behind us. Yeah, I I mean I we we understand very well that especially you get to this time of year, people want to kind of they they were disrupted quite a bit last year. They're they're looking forward to having their their grass green again and just being able to take care of it like they always have. So, we'll keep working to try to get that done as efficiently as possible. Thank you. We appreciate that. All right. Next, we'll hear from our city planner, Mr. Goldis. Thank you, honorable mayor and councel. U couple of highlights uh for the month of April. Uh we continue to work on uh downtown redevelopment project. Uh we're working on trying to finalize the agreement for that. And we're starting the process of looking at tax increment financing and the pro-formal related to that project. Um we continue to work with the uh quick trip folks to try to finalize the uh plans that um they recently got approved and try to get them in a position to break ground uh this summer. Um the uh project uh we do have a a potential new project over in the industrial park uh next to Proto Labs where Northshore Gymnastics is working on a site that uh I think is now out there, but we've been talking to them and meeting with them trying to give them good direction uh prior to their submitt to the city for that uh new project. And then um just uh continue to work on the project that you're going to see tonight uh for Comfort Haven, which is the Old Haven Homes facility uh on Wyman. Um and then the one I put in the report, it's been in the report a couple of months, but it keeps getting a lot of phone calls. And when I say a lot, I probably get one a week. Um on 1635 Delano, that if you remember is the property over on the corner of Main Street in Delano. it had been used um for a long time uh as I think kind of a questionable use as to whether it was permitted in the downtown. Uh but with that I there's a single family home on that property and and uh I keep getting a lot of calls on what they can do with that and I've gotten a lot of ideas from people that have come forward but I keep putting that in there because it hasn't sold and we don't have anybody uh that I know of yet that's um acquired that property. So with that, I'd be happy to answer any questions on any of the items or anything else planning related. Any questions for Mr. um I would just like to publicly thank you. I know I wasn't able to do it last time, but with regards to I know it was a long time and a lot of work and a lot of phone calls and a lot of you were instrumental that the entire process. Dylan, Mr. Halflock, would you come and update us on our public works, please? Good evening, honorable mayor and councel. for my report. I'll just go over a few of the goals from last quarter and then some of the goals for the next the last quarter. One of the goals that I had for that was to paint and insulate wellhouse number three. And at the last quarterly meeting, didn't quite have it done, but it is complete now, ready for the next sanitary survey. Um completing the water use and water conservation reports by the Department of Health and DNR. Those were completed about a month ago along with getting the plows and the trucks cleaned up and then tree trimming and the parks and grass restoration and the rightaways. And we got our tree trimming done. Now we just need to get some quotes to get our compost pile removed and for some of the grass restoration. Um we have gotten quite a bit done, but we need to do quite a quite a bit still. It just needs some drying. It's a little wet yet. And then another goal that we had was to get our backflow pre at the water treatment plant repaired so we could continue to use our reclaimed tank and recycle water. And then to get plumbing repairs done at Rainbow Park now that the furnace has been replaced, which we just got completed earlier today finally. And then for the next quarter, uh, I put down to get all our stumps ground down in the parks from our ashure removals and then grass restoration after that and then complete the consumer confidence report and revised lead and copper site plan for the for the department of health. um parting the park restoration or preparations and potentially and paint doors for Rainbow Park and replace the countertops so they can work a little better with the new magnetic locks and then continue valve exercising, manhole inspections and setting up water meter change outs. Um and then coming up soon here, we'll get our signs reset, repaired, or replaced, whatever needs to be done. We have some signs that are bent over all over town, hit by traffic, whatever. We'll get them taken care of soon, too. So, you guys have any questions for me? We've been extremely busy. We've been extremely busy with the seasonal transition, too. Um, now we will go to letter F, administration and finance. Thank you, Madame Mayor, members of the council. Uh, just a few things to note on my report. Uh, the fire taxing district merger discussions continue. Uh, we haven't set any deadlines yet. Um, the fire commission reviewed the first draft of some proposed taxing district bylaws and we are still working on uh those to bring back um another version uh for review. Um, spring has sprung. I did get that right. And with that, construction of Independent Street Bryant and Wyman will resume as uh the engineer uh stated. Uh you just a reminder, you can subscribe to construction updates on our website at mapleplanem.gov. Um so that way when we have updates to provide, you'll get notification of those. Uh the transition of permits and licensing to an online platform is in its final stages. Uh previously last month I said that we would be done, but we've decided to kind of pull back a little bit and work out some kinks and some workflows. That way when we do go live, we don't have issues. So we'll keep you up to date on that. Um, and we are still looking for anyone who might be interested in serving on the planning commission. So, if there's anybody that is interested in that, uh, please contact me at the office. And just some save the dates again. May 10th is city cleanup day from 9 to noon. Rain or shine, we will be there. Uh, June 7th is party in the park and August 18th, Battle of the Badges. I will stand for any questions. All right, you two. Thank you, mayor, and members of the council. Um I'm going to go through our first quarter report. Um the first quarter report is um showing unodudited information through March 31st of 2025. One thing I do want to note in this third quarter report is that the um December 31st, 2024 numbers are not the final audited numbers. We're still waiting for the final audit to come back from the auditors. Um but they're what we have at this point. So um in the next quarter report, there may be some slight changes to those December numbers. Looking at that third quarter report, page three focuses on the cash and investments that the city has. That top section shows the checking account versus investments. Um, overall, the city did experience a decrease of about $1.5 million in cash between December 31st and March 31st. This is mainly due to um the timing of bond payments. Bond payments are made in January. So we do see that reduction in cash in the first quarter. Um but that cash will jump up again when we start receiving those tax levies in June and July. The second chart on that page um goes into just a little bit more detail of the um breakout of that cash and investments based on investment type. Page four um is the graph showing the general fund cash balances year-over-year. We show the current year and the two prior years. Looking at that trend line, cash trends are in line with where they've been the last two years and I would anticipate that being on trend for the remainder of the year as well. The next page, page five, shows the Treasury yields over the last six years. Um, this is just forformational purposes. Um, review as time allows and if you've got questions, we can answer those. The next page, um, is the statement of revenues and expenditures for the general fund. We compare the year-to-ate prrated budget to the year-to-ate actuals. um we do some very high level analysis of revenues and expenditures and we do provide explanations for um those accounts that have variances um outside of our tolerance. So the first being property taxes again those revenues come in in June and July. So as um we reach the second and third quarters, we'll start seeing those budget variances decreasing. The second item is licenses and permits. This is a favorable variance over the budget just due to the timing of collection of the 2025 liquor licenses. And then um we've seen some building permits coming in in the first quarter of the year. The third item is intergovernmental revenue. Again, this is your local government aid. So that revenue comes in in July and December. So we'll start seeing revenues there later in the year. Looking at the expenditure section, u police administration, we have a variance here due to timing of payment. So that April invoice was paid at the end of March. highway, streets, and roadways. We have a variance here due to contracted snow removal services. Um 2024 was a very light year for snow. Um 2025 we did see an increase in those snow events resulting in an increase there. Um parks, we have a variance here due to timing and that's the result of winter tree removal projects. Um those tree removals were completed in the first quarter of the year and we'll see that variance reduced over the course of the year. Um that other financing sources and uses section. This is the transfers in and transfers out to or from other funds. Um we will see numbers in here after the audit is complete. We want to get the audit all tied out to um the financial system before we complete the transfers for 2025. Um jumping down two pages to page eight of the report. This is the unodudited cash balances by fund. So this shows your overall cash divided out by each of the different funds that the city holds. Um again we do um some high level analysis and provide explanations for any variances over $50,000. First is the general fund. Again that's due to um you know payments going out for general fund operations without that property tax revenue coming in. So we have seen a reduction in that cash balance. the debt service funds. Um again, this is due to the timing of those bond payments and we have not seen that property tax revenue coming in to offset those payments. Um the debt service fund for the 2024 a bonds uh we have a variance here um because in 2024 we issued those bonds and then in 2025 we're starting to see some of the special assessment revenue come in. The 2024 street reconstruction fund cash variance is just due to timing of um the project payments. And then the water sewer and storm water enterprise funds. Um the variances in these funds are mainly due to those bond principal payments being made in January. On page 10 of the report, um this is our cash and investment spreadsheet. Um this is included in your packet each month with the bank reconciliation. This is just the detailed breakout of the different cash and investments that the city holds. The next page provides more of a graphical representation of that cash and investments. Um you can see in a pie chart the different um investment types and then you can see in the bar graph at the top the different maturities. And um want to note here that all of the investments um are fairly liquid with a maturity of less than a year. Page 12 of the report is the fire fund. So this shows all of the revenues and expenditures for the fire partnership. Um let's see the salaries. Um we have a variance here due to the timing of payroll. Um firefighters are paid quarterly in the month after the end of the quarter. So um we didn't have the first quarter salaries at the time that this information was pulled. And if you look at the graph at the bottom of the page, this shows the revenues going into that fire fund and with two-year comparison and um revenues are trending the same as they have the last two years. Page 14 of the report, we get into the water fund. Um this includes the water operating fund as well as the water capital fund. The one item that we noted here is the miscellaneous revenue. We have a variance here due to a large reimbursement received with this fund in the prior year due to a water main hydrant break. Um this year the revenue is actually showing negative at this time and that's just due to the timing of receiving a credit from Badger Meter. Page 16 of the report um we look at the sewer fund and again this is the sewer operating fund as well as the sewer capital fund. The main variance here is the operating expenses. Um this variance is due to the timing of the metropolitan council payment. Those payments are due on the first of the month for that month. So we are generally paying ahead. So the April invoice was paid at the end of March. Page 18. Um this is the storm water fund. Um this also shows the operating and the capital funds related to storm water. Um we had no items to note and comment here. The remainder of the report is the detailed revenues and expenses for all funds that the city holds. So you can see those line item details and what goes into each of the different categories within the funds detailed out beginning of the report. And with that, I'll take any questions. Um this is a revised uh JPA with West Henipin Public Safety. Um the police commission approved these changes at their meeting on April 8th. Uh these um changes are more grammar changes. Uh rather than saying uh chairman, it says chair, vice chair. Um so they're not gender gender specific. Um it also removes um um the city administrators of Maple Planet Independence from being check signers um and then make some wording changes on position. So city clerk has been changed to city administrator. I will stand if there's any questions otherwise I ask for your approval. Any questions? All right. Thank you, mayor and members of the council. Um, Matt Bowman. So I will summarize as best I can for Angie Smith who led this for our team. Um so every 10 years the communities are supposed to update their wellhead protection plan per Minnesota state rules and so this this is the part two plan and it's due in October of this year. So that we were alerted of that last year. So we we put the team together. We've been working on it. Um the the city reviewed the plan initially I think back in January and right now we we're at the final stages here um in April two weeks ago we had the public hearing and there were no public comments but we did have Abby Shay here from department of health and she just had courtesy comments so those have been integrated into the final document here. Um besides that I can just summarize some items in the report. So there's data elements and assessments, delineation of vulnerability, potential contaminant sources, um impacts of changes on the public water supply well issues, problems, and opportunities including potential contaminant sources. And then wellhead protection goals, objectives, and action plans. I think that's where quite a bit of the courtesy comments where I'm just adjusting action plans and putting timing on some of those items. um program evaluation and then alternative water supply contingency plans. So as I mentioned, so the 60-day LG LGU review period has passed and that so then we held the public hearing. No comments there. So the next stage is to approve the current document and then we can submit for the 90 90-day review period with the department of health itself. And I think since a since Abby was here that could go a little bit faster with so that the 90 days will be up um beginning of August and that means we are complete well in advance of the October deadline. Um, I know that we discussed um the capital improvement fund, the 179,729 was uh left in there from the um park and ride improvements. So, we're clearing that out. Um there's a code enforcement uh charge account that has had a balance in there for uh quite some time. So we want to get that cleaned up as well. Um and then fund 212 and 115 is just kind of cleaning those out because we won't be using them. So I am looking for any questions otherwise a motion to approve. Um we have gone and I'm sorry I need to find the page here for um water budget um we have a 10% increase for sewer and there is a 5% increase and for storm there's also a 5% increase um in rates and that is going along with our uh water rate study that we did a couple years ago with ABDO. Um sorry, along with that then we have the um revised fee schedule because we are changing the rates. We need to update the fee schedule to reflect that as well. Um, I did provide kind of a a look at um what those rates look like if whether you're in the city or outside of the city outside of the city. Um, so if there's any questions, I'd be happy to answer those. Otherwise, I am looking for the council to approve uh the enterprise budget and the revised fee schedule. Okay. So, we are looking for two different motions. The first is for the 2025 enterprise budget and I will um state the obvious. None of us like to see increases in any of our fees but to maintain our level of service um it is something that needs to be done and uh forward thinking and planning for the future of our city. Um, next item of business uh before us this evening is uh resolution 2025 0429-03, a conditional use permit for Comfort Haven. And I'm going to turn that over to um our city planner, Mr. Colt. Thank you. Thank you, honorable mayor and council. See if I can connect here. See that goes up. All right. Uh, honorable mayor, counsel, this item's coming before you after being considered at a planning commission meeting in the um in March, in the beginning of March, and uh the the um applicant has requested a conditional use permit and site plan review to allow the reuse of the existing building located at 1520 Wyman Avenue uh for assisted living uh for an assisted living care facility. assisted living care facility with memory care uh also included. Uh the council knows this site I think well. We've had several different applications come before the city over the past several years. Um all uh seeking some form of reuse of the existing building. Uh historically the council I think understands that this building at one time operated as um a skilled nursing and then assisted care and independent living facility without any special use or conditional uses. Um and so when the use of the building stopped um or when it stopped um and then was not used for quite some time that what would be considered lawful non-conforming use went away. Last year, the city considered amending the R1 zoning ordinance to allow as a conditional use assisted living facilities and that did include the ability for the city council by approval to also permit memory care as a part of assisted living facilities. So because of that change and where we are today, this current property is zoned R1 single family and within the R1 single family uh residential district, assisted living facilities are allowed as a conditional use. And so the city has criteria relating specifically to uh conditional use permits and conditional uses and the city would ultimately have to make findings that the proposed use meets the criteria established by the city for conditional uses with conditional use permits. All commercial uses or all uses that require conditional use permit also require a site plan review. So we have two uh kind of parallel uh reviews or applications that we're considering. So, a little bit about the property. There are two parcels included in this application. There's what I'm considering the north and south parcels. Um, overall, it's approximately three and a half acres in size. I would note that it's guided by the, um, city's comprehensive plan as low density residential. And so, uh, the applicant is asking the city to consider the assisted living facility that would have 39 assisted living units and 22 memory care units. Uh the um units would essentially go back into the building with minor internal modifications uh to accommodate the proposed units um as 39 and 22. The city um established criteria in its R1 single family ordinance relating to assisted living facilities. The property has to have a minimum size of 2.5 acres. uh cannot have um an assembly that's larger than 50 non-residents and employees at any given time. Uh must be approved by site plan. Uh must operate um at all times in accordance with all uh local, state, and federal permits and licenses. Um and then the facility uh cannot be injurous or create nuisance uh to surrounding neighborhoods. And I noted that assisted living facilities can include dementia care or memory care uh if approved by the city council and council always has the ability to add additional uh conditions or impose additional conditions on the approval. So with that, the applicants have come forward with the reuse of this building. Um noting that they would like to make some changes related to the exterior portions of the building and site as well as internal uh improvements to the building. And so when they submitted their application, the city did a thorough uh review of the application, including all of the various components related to their use and then proposed use. um uh of the site and the buildings. So, as it relates to the building architecture, the applicant has provided the city with uh detailed plans that show how the building would be renovated on the outside, which includes uh residing, painting, techpointing, um uh various other uh building related improvements to mechanical uh systems. And let's see if I can get this to There it is. Um, so they provide the city with elevations showing how the building would be resided, repainted, um, and just a little bit about what it would look like in the after condition. Uh, they also provided a material list, uh, as well. And then as it related to the site design, uh one thing unique to this proposal which we haven't seen in any of the various proposals is the applicant is proposing to add a parking area to the south side of the existing building that would connect to the parking area on the east side of the existing building. Uh this would then have an exit or ingress egress point connection to Wyman Avenue. With this additional parking area being provided, they are proposing to pull back. And when I say pull back, they're going to cut out actually part of the parking lot on the east side of the building that currently goes right up to the property line. Um, and adjoins the residential properties in the northeast side of the site. With doing that, they're going to create approximately a 10- foot or so buffer that will allow um some separation on that east side. The city reviewed that not only that parking lot for compliance with our applicable standards, but we also looked at parking in general. And we've noted previously that the city does not have specific standards relating to this type of assisted care, living, or memory care. But we have applied standards uh in the past with other facilities that have uh come before the city. And so in looking at this uh we calculated 22 memory care units and 39 assisted living facilities uh assist assisted living units along with the staff parking and then even overlap in staff shifting. Uh we calculated the need for 60 parking spaces. The applicant is proposing a total of 61 parking spaces which includes the 14 existing parking spaces in front of the building in that kind of half circular uh configuration. The applicant is also noting that they would repave that portion of the parking lot that's located on the east side of the building, that back side, uh so that it would kind of blend in or tie into the new parking area that's being proposed. The applicant is not proposing significant landscape improvements, but they are proposing to clean up and um kind of bring back the existing landscaping. They are uh proposing some additional landscaping on the south side with the new parking spaces and the um I'll I'll talk a little bit about the planning commission's recommendation when I get to the planning commission's recommendation relating to landscaping. The applicant is proposing a solid fence along the east property line, really a replacement fence. Um, and that fence would not only be replaced in its current location, but would extend further south to tie into the existing fence, uh, chain link fence that's located to the south of even this new parking area. Um, and the, um, planning commission did make a recommendation on that fence to increase the height from 6 to 8 feet. They are proposing to construct a new trash enclosure that would be located uh just off of that new parking lot to the south um in about this area here on the screen in blue. Um that would be a architecturally compatible enclosed dumpster area. Um this also uh would help to alleviate some of the backing up and um beeping noises associated with backing up on this particular site. Uh given that you can pull directly in and there's just a very short backup required to be able to pull out and then ultimately around and exit the site. The um city noted there wasn't a signage plan sub submitted, but any signage uh that would be replaced or added new would be required to meet the uh sign requirements of the city and go through sign review. That's uh would be an administrative review process with a signed permit. And then as it relates to the uh fire um and public safety, uh this is one area we took additional time to review to try to understand. Um this has been an issue with previous proposals that have come in front of the city um relating to the strain that they would potentially place on the city's emergency resource uh resources. So with that um both West Centipen and Maple Plane Fire uh had multiple meetings not only with the applicant but with staff um and they reached out to communities where the applicants operate similar facilities uh to try to obtain additional data on uh the type of uh call volume uh that has been at those similar facilities from a historic perspective as well as um what they're seeing all the way up until uh through the first quarter of 2025. I included that data in the packet uh for um council just to to have the data with. But as it relates to the fire calls, both uh West Henipin and M Plain Fire believe that this proposed facility based on the call volumes that they're um seen in other uh communities with similar facilities uh that they would um not overstrain the city's emergency services um and that they would be able to accommodate that. With that said, uh, one of the key conditions that's being recommended to city council relates to, uh, certain types of calls and an agreement that the applicant would enter into, uh, that would establish, um, uh, a call for ser um, call um, charge or fee associated with those calls. And that really goes uh, to uh, lift assist. That's one area that um the city has seen increase in other facilities and that puts a a significant strain on the the public or emergency services resources. So with that um we've put together a uh fee schedule that's laid out in the report. This would be then memorialized through a separate agreement that would be a condition of the approval. that agreement would be drafted by the city attorney and um required to be entered into by the applicant as a part of any or if we were to grant approval for this. Um and then lastly on and I can go into other detail on that um if needed, but lastly on the storm water engineering uh we did review the plans. um your engineers reviewed it and provided comments and at this time um we think that all uh comments have been addressed by the applicant andor can be addressed through uh final or revised plans. So with that planning commission held a public hearing. They did review this request in detail and ultimately made a recommendation to the city council uh to approve the site plan review and the conditional use permit subject to some additional conditions which are now included not only in the report but also in the resolution uh that was in the packet. And I'll just highlight a couple of those. One was um limit the number of semi-truckss permitted. Uh the planning commission had made a recommendation to no more than one weekly food delivery truck. In subsequent correspondence or follow-up correspondence with the applicant, they have reached out to their vendors to try to understand is that obtainable. And they determined that um there may be an issue with limiting to one just as it relates to um the timing for certain types of foods and how long foods last. Um and they've asked that we consider uh establishing a limited number of no more than three uh food truck delivery uh trucks being uh delivering food during any calendar week. Uh the planning commission recommended no parking to be allowed on the uh city streets or the public streets associated with the use of this building. um that doesn't preclude any other parking regulations the city would have for private residents. But because this is a conditional use, we can uh place additional uh conditions on this facility and we'd um recommend that no parking would be permitted uh on the private or on the public streets that would be associated with the development. Planning Commission recommended extending the wood fence that we talked about on the east property line all the way south to the proposed new parking lot area. And we included in the condition that it be extended um all the way down to where the chain link fence starts right about here. So that headlights or anybody coming into the site uh into this new parking drive lane uh those lights would be blocked by that new fence. Um planning commission uh asked or recommended that we add additional screening to the triangle. Uh we're calling the triangle um my tool's not going to be but that's a that's a rectangle but basically that area in the triangle there um that would help again to shield or screen lights or anything else going towards those residential properties. Planning commission uh recommended increasing the height of that fence from six to eight feet. They also recommended attempting to save a 20inch maple near the edge of Wyman um at the entrance. I have talked to the applicant about it. It it it's really located in this area right here. And um if it's savable, we're going to look at it a little bit closer. Um obviously, we don't want to make an attempt to save it and then have it have to be taken down at a later time because that's costly and it wouldn't be um efficient. But if there's an opportunity to save it, we're talking to the applicant about whether or not that can be saved. Um the planning commission recommended adding two more deciduous trees to the south side of the proposed parking lot. That's really in this area here. Um and then the planning commission recommended that a condition be added that limits the areas the areas of smoking to be internal to the site away from all property lines. We have um discussed that further with the applicant and really what we're talking about is is creating kind of a zone right in this area here that'd be kind of middle to the site off of their parking lot that would be allowed for uh smoking. Um any other smoking would be prohibited on that east property line or behind the building. Uh so with that the conditions that have been recommended by the planning commission were incorporated into the city council resolution and I noted the one change that we made from the time we sent out the packet in till tonight and that related to uh condition 3D uh which talked about the number of trucks that would be permitted um in any calendar week. So that I'd be happy to go into any other detail or um answer any questions relating to the applications. Any questions? Sorry. Um when you talk about having three trucks, does that also include refuge or is that just food deliveries? So what we were what the planning commission was getting at is semi- tractor trailer trucks and so they wanted to limit the number of trucks. They they noted that box trucks or delivery trucks for like UPS or uh something like that would would not be um prohibit. We wouldn't try to limit that because that's a little bit different. They were more concerned about the big trucks going through the neighborhood. Um the other trucks they talked about a little bit that while there might be an increase, they're more common to the neighborhood already. They already drive through there. So it was really this idea that they're trying to mitigate the impact of having large semi-truckss go through. Okay. Thank you. Any other questions? Administrator Coander. Um, you know, I've had a conversation with the applicant um, you know, for special events such as Christmas and things like that where there may be uh some parking on the street. Members of the council, uh, met with the personnel committee here a week or so ago. Um, we are looking at adding a half a day to Christmas Eve. Um, prior to Junth becoming a holiday, we had Christmas Eve, Christmas Day, uh, Thanksgiving and the day after Thanksgiving as a holiday. Uh, when Junth was added, uh, we had to choose one to get rid of, and that was Christmas Eve. Um, but we are looking looking at the other city's holidays. Um, we are looking at doing half day only um on Christmas Eve. So, I'm looking for uh well I and I should say the personnel committee recommends this as well to the council. Uh so I'm looking for council's approval on that. And as one who sits on the personnel committee, I think this is a small act that we can do um to show appreciation for our staff and to encourage work life balance, especially on holidays if people can get out by noon. Hopefully, it still gives you time to travel if you do celebrate um Christmas holiday. Um, I was just going to start by, you know, the wellhead protection getting involved in this and understanding it is great what it's great on what we do to protect our water supply for our city and I'm glad to be part of that. I'm glad to be part of the newest director of public safety just to be involved in going in outside the normal for this one. It's kind of nice to have an outside perspective coming in for that and being part of that joint council with independence. That's and then fire commission. It was great to see the taxing district idea really coming together either through whichever way we decide to go, but it's nice to have to try to get a little bit more fair playing field for our residents with the fire service. Council member Arisel, I'd like to echo uh Council Member Bureock's sentiments about the our new director of safety and how we're excited to have someone from the outside again looking in. Um, also I'd like to talk about um I'm very excited about hopefully that we're moving forward and if not before I started treating the clear um curly leaf plant in lake independent which is as a lake that is needs to be looked at to be cleaned up so we can further use that without worrying about algae bloom or other issues. So, you know, as resident of Maple Plane with kids, we like to go there when we can to cool off and have fun. So, I'm excited about that moving forward. Excellent. Thank you for representing us on the watershed. Um, this past month has been a very busy month. Um, I was able to attend the Northwest Henipin League municipalities meeting. Uh, we worked with, our speaker was Henipin County Public Works, so talked about a lot of the upcoming projects that will be happening. So, watch their Facebook page and website, as well as our city Facebook page and website for um projects happening out in our area. Administrator Coander and I were able to represent Maple Plane at the Metro City's annual meeting. I was able to attend the Henipin County Criminal Justice Coordinating Committee. We had the opportunity to attend a use of force training event at the um training facility at the Northwest Metro Region Public Safety Facility and um it was very eye opening um just to hear people who are in this field day in and day out and to hear a judge in my group um really just have some self-reflection and took some time at the end when we were debriefing and just shared how hard she is so often on the police officers when they're testifying that they might not remember what color shirt or a detail. And then after what we did that day in that half a day, she was just in awe of um maybe that she needs to cut a little more slack because there's a lot of details and a lot of moving pieces when someone's got a weapon and yelling and moving. So, it was um a unique opportunity to work together and I look forward to our next meeting where we will um that will hopefully bring us together as a group. Um, it has been busy with lots of public safety things. We officially welcomed Director Matt D. Ro on March 31st. Mayor Spencer and I and Chief Kra were able to swear him in and welcome him. And so that's been exciting and he signed his contract and thrilled that he is here and part of the team. Uh, Orno schools, we attended a community breakfast and Mayor Meritus Marvin Johnson was awarded the Orno Schools Guiding torch award. So, we are honored to be part of that. There's been multiple different Rotary meetings and service projects happening. Lots of planning for Party in the Park for June 7th. Right now, we're recruiting sponsors and volunteers. So, if anyone's interested, let us know. At the West Henipin Chamber of Commerce meeting, we heard from Patrick Welsh about change management and welcome two new businesses, um, Midco and Restore Dental to the community. So, that was wonderful. I was able to attend an Eagle Scout ceremony where three scouts received the highest rank of Eagle Scout and one of them, Willie Brandt, did a project here in Maple Plane right here at the Discovery Center. It's an outdoor interactive um steam project and it's a climbing structure and it was over 391 volunteer hours that went into that project. So, if you have some time um take a peek. You would be inspired and it gives us hope for our future with our young leaders. And I also see a Girl Scout out here tonight. So, keep keep working, keep serving. Um, I was invited to attend breakfast with the Bunny at Haven Homes. It's always fun to go there and visit with the residents and be with them. We had our quarterly mayor's meeting with Congressman Kelly Morrison. Great opportunity for collaboration and networking, keeping up to date on what's going on. Um, we have had lots of different networking meetings and um, introductions um, with Chief Cares and Director D. and that was really important the last three weeks and making those transitions. So grateful for that opportunity. Uh was able to attend the regional council of mayors where we heard from Met Council and Met Transit and um we discussed how cities lead in uncertain times and how we set that tone. Um the Orno coalition that um I represent us on celebrated our one-year anniversary and we had a big strategic update and May is mental health awareness month. So, I just want to share um a suicide and crisis um line is 988 and you can text or call that adult, youth, anyone. So, just reminder to take care of each other. And then I know we've talked about some of these already, but make sure that you have on your calendar our city cleanup day 9 to noon on May 10th. On May 13th, we have a leadership at every level event taking place at Independent City Hall, a partnership with the chamber. And then June 7th, Party in the Park from 7 to 11 in Veterans Memorial Park. And as we saw earlier, Battle of the Badges on August 18th, which is always a highlight um for residents and business owners alike. So, lots of things happening.
