So, it's structured as a grant, but it um if you read through it, it the state's kind of needing to divvy it up a little bit differently, but still in the end, the city won't be out any money. It was released in 2024 and so we did work on the 2024 street reconstruction project that has eligible expenses related to reducing inflow and infiltration. So this um for them um so this is a needed piece for the met Metropolitan Council to signify the city approved submitting the items for the that grant program. Um there's a little over $300,000 that was spent based on how they do the breakdown. Each city will if they spent over the minimum, they'll get that $50,000 base and then they're going to divvy up rest of the funds based on everybody else that's submitted within the 12 million that they had within there. So, um don't expect we'll get all of that maybe get near the $100,000 mark, but we'll we'll see when it all gets flushed out and that expect to get that all finalized in July of this year. There was 10 biders, which is a very healthy number. Um, and our engineers estimate was a little over $336,000. Low biders, Omen Brothers Paving, um, at $39,822.14. So, they are responsible and responsive bidder, and we do recommend awarding the project to them. And I'll just let you know, they called today asking how soon they could start and slow them down a little bit, make sure road restrictions come out, get all the contracts They're they're ready to go. >> Right. This one is ordinance number 2026- 351 amending the city fee schedule. Um we're seeing more and more uh rightway permits come in. Um we've got some people that are looking to do um another fiber project this year. So we felt that it was prudent to adjust some of these uh fees. Um the suggested changes um is the rightaway permit fee will remain at the $250 plus 60 cent 60 cents per linear foot of trenching or boring. Um and then we added the language or set by agreement. Um so some of the the internet service companies we can't do a um franchise agreement with. Um so rather we'll do an agreement with them. um we would wave the fee and get a larger escrow amount so we can draw off of that that they would all then replenish. Um and then um we would hire Bolted and Mink to come in behind them to make sure that things are getting done the correct way. Um and then that would be to their costs as well. And then requiring a performance bond as provided by Minnesota rules on top of that. Um, and then also adding in right-of-way registration, a $500 annual fee. So that would be any company that's going to do any type of work within the rightway would have to have a registration, pay the $500 fee every year and provide a $10,000 surity brought to the city. So that's what this uh uh ordinance amendment is is doing to the fee schedule. >> Thank you for that summary. Just one thing that I want to point out um on the um agenda and in the summary there's it's a little bit confusing. The ordinance number that we will be approving tonight um or be presenting and asking for approval this evening is ordinance number 352, not 353. The agenda says one thing, the summary says another. >> Okay, perfect. Thank you. No, you can go ahead. >> All right. Thank you, honorable mayor and councel. The item coming before you tonight went through planning commission at their last regular uh planning commission meeting was recommended to the city council and it's a a request by Parker Smith Smith Company management uh for site plan review and an ordinance amendment to allow the reuse of the existing buildings located at 1800 Pioneer Creek Center. The applicants approached the city uh actually quite a while ago now, several months um and had discussed the possibility of trying to reuse the existing buildings um that I think most people are familiar with um have been mostly vacant for quite some time since uh Wank Engineering um moved their um company actually merged and then moved their company to Golden Valley. I've had uh many conversations over the last five or so years since that occurred with the um property owner um that um the family that um took over ownership of that property. Um and looked at many different concepts or many different um types of reuse for that particular site. Um and so when this one came in, we kind of gave the same information about what they could do. And um this one was a little bit more unique in that the applicant was asking the city uh to consider allowing them to reuse the existing buildings. And I say buildings, there's two buildings connected by a skyway uh for um essentially um what they were previously used for, but they wanted to break the buildings from a kind of single-use office uh center down into individual office use uh individual office spaces or smaller uh office spaces that might be more obtainable um by businesses looking for lease space. They also noted a couple of uses that they would like to try to attract to this facility, including daycare that did not fit into our current industrial uh ordinance. So, with that, we kind of stepped back and said, "Well, um, if you were to to try to to break the space down a little bit and then attract some of these other uses, um, we would potentially either need to reszone the property, find a new zoning category for the property, or we'd need to, uh, expand on our current industrial zoning." Um, and so when we looked at it, staff had some meetings about this. We we sat with the city attorney and we talked through what that could look like. We ultimately concluded that we we could um amend the city's existing zoning ordinance and specifically we could amend a definition of office campus which is currently found in the city's zoning ordinance as a permitted use in the Iindustrial uh zoning district. And with the amendment, um, we could define what office campus actually means and we could potentially capture what conceivably could happen again in the city. And that is some of these larger single-use buildings could be uh broken down into some smaller um smaller spaces, but still with a a pretty consistent or similar similar use to what they um historically had been used for. And so with that, the applicant made application for a text amendment to our zoning ordinance, uh the definition section of our zoning ordinance, which um up until now did not really define office campus. Um and so we would be adding a definition of office campus, which is a term used in the I-industrial ordinance. We also said that they would need to go through site plan so we could kind of just um look at what they were proposing, how it might fit in, and how it meets any of the applicable standards in our current ordinance. So, with that, um we've got two applications really in front of us tonight for the reuse of this building. Uh the building located 1800 Pioneer Center, uh Creek Center. It's zoned I industrial. It's guided by our comprehensive plan as industrial. There's two parcels that are associated with the facilities there. One is 19 acres. I'm referring to that as the west parcel. And one is 13 acres. I'm referring to that as the east parcel. And you can see on the screen how those lay out. The buildings themselves are located on the west parcel. Um and then part of the parking is located on the east parcel. and the applicant has a proposal to connect the uh the two buildings to Pioneer uh Creek Drive to the end of the culde-sac. And so uh with that, we talked through um what the ordinance might look like and how that relates to how the building uh would potentially be used. So, the applicant noted that there's essentially seven floors between the two buildings. Three in the east side of the building, four in the west side of the building. Um, city administrator Schillander and I went and toured the buildings. We kind of walked through. You could see how those spaces could be broken up or some of the walls could be moved and it could repurpose um those particular um spaces into smaller spaces that might be more obtainable for um kind of new or emerging or or just businesses that are looking for space that couldn't take down an entire uh office campus. And so with that um the applicant sees those uh those spaces if In an ideal setting, they would be broken into seven businesses, one per each floor. But they did also note, and we noted that in the east building, there's already a existing business that's been in there for some time, and they're actually looking to expand potentially um to to not only maintain their two floors, but potentially even expand beyond that. And so, um, with that, it really leaves maybe four floors on the on the west building that the applicant would potentially, um, be leasing out or trying to attract multiple businesses, uh, to come to. And so the ordinance amendment that we would uh put forward and that was reviewed uh would define office campus and it would break office campus down into uses that are um permitted as just outright permitted uses and then uses that would be considered accessory uh uses. And within the ordinance, it as it breaks those kind of two categories down, it notes that only 50% of the building can be used for accessory uses. So it it means that at at minimum 50% of the building has to be maintained for the principal uses. The principal or permitted uses are essentially office, right? So it's all office. Um so medical, administrative, professional, legal, accounting, architecture, engineering, technology, um and and health. So it could be any of those office uses. The other use that we shifted into the permitted category was child care. That was something that was talked about. the owner of the BU building really wants to attract a child care uh not only to supplement or support potential users is in his building but really to support community uh wide child care noting that there is a a deficit. I think we've all heard that um many times. So we move child care uh into the permitted uses. Then as it relates to accessory uses, the applicant threw out a whole bunch of different uses that he thought he was going to try to attract. Some of those we've already contemplated in our ordinances like recreation and fitness, indoor, low intensity, low impact, like a a workout center. Um, we've seen now recently, we actually just got one in another industrial building in town. We've got a basketball training center. Uh, we have had tons of requests for a softball training center. And as you know, we're about to have constructed in the city a new gymnastics training center. So, the idea that sports uh uses work in our industrial park has been one we've we've obviously seen and it it's been successful. And so, recreational facilities are one of those accessory uses that could occupy up to 50%. Food and amenity services like a small cafe, coffee shop, small eery, um shared meeting spaces, like if you had a shared meeting or conferencing or co-working uh center, those types of things, those are accessory. and then boutique retail and personal service. So we talked about spa wellness um potentially like jewelry sales or jewelry you know making sls sales repair those types of uses would be considered under the accessory uses and so um the ordinance breaks down those two categories. 50% of the use in that building has to be maintained as the office slash daycare and then up to 50% could be um utilized for these other accessory uses. So that's the ordinance piece of this. The site plan review, we reviewed the site as related to the proposed use. We looked at the existing building square footage. It's approximately 37,000 square feet. I noted there's four stories on the west, three on the east. There's approximately 165 parking spaces between the two surface lots. There's a couple actually I think two garage spaces in the east building. Um but with that we looked at if this building were converted into these smaller use uh categories where they would have individual buildings uh uses in the building, how does that affect parking? We looked at both a retail and a office type use. We know that our ordinance considers those to be similar. Our ordinance would say that this same facility today would have to have 148 parking spaces in either scenario. So with the the breakdown of use, I do think there is a bump in potentially um the number of parking spaces because you're going to have you know if you have seven businesses versus one business, you might have redund you might have needs for those businesses that overlap and you're not kind of getting the economy of scale anymore. So I think the 148 required parking 165 pro provided works well. I think there's a little buffer on that. I think that makes sense and I I think that's pretty good. So with that, we think this this facility has adequate parking. We did not know and the engineer did go out and review the site um that they would need to uh crack seal and then restripe the the parking lot as a condition of the approval, but overall that parking lot even though it has quite a few weeds in it, is actually in pretty good shape otherwise. The applicant provide us with lighting plans showing how the lighting could be brought into compliance with our applicable standards. And then uh the one kind of key piece to the overall site plan that we looked at is the applicant is proposing to build a new connector road essentially from the existing lower parking lots or the south parking lot around uh McDonald Enthone site which is the site just directly to the east and connect into Pioneer Creek on the end of the culde-sac. It's a huge advantage for this site. It's something that ideally could have been done a long time ago. Um, and it's going to provide a much safer and more um kind of compatible exite because people exiting the site, I think especially would be able to drive out to the culde-sac on Pioneer Creek Drive and then go to the light at Hogrin, which is going to be so much better than trying to get out of that site. Now, I think morning commute, people coming from the east, it's it's going to be easy to get in still from the east side, but I would imagine even people from the west will go up to the light, turn in, and then come into the backside of that site. Um, so the the fact that that's being proposed and would be a condition of approval, I think, is a positive for the overall reuse of that site. Uh, fire department had no comments. Uh West Henipin also um did not have comments relating to kind of the reuse piece. Um and so with that, the city did not receive any comments at the public hearing. Planning commission discussed this and had a really good discussion I thought about the uh ordinance. We talked about a whole handful of things. There was discussion on, you know, does it make more sense to reszone this? And we talked about the whole process of that. You'd have to reszone. you'd have to redo your comp plan or do an amendment. And we really think this could fit in and ultimately planning commission made the same finding. Uh commissioners noted that they think this could happen again. So we talked about that a little bit. Are there other buildings within the city where this could happen? And we noted there's only a couple, right? The the Proto Labs large office building space um is one of those. There's maybe two other office buildings we identified in the um what what I call the north industrial park. I don't really think there's much in the south um industrial park that would support this type of reuse. And so it's it's really kind of a limited um number of properties that could take advantage of this new definition that we'd be creating. But planning commission said they think that's okay. And they noted that trend might continue given how office space is kind of contracting or or people the kind of big corporate campuses have contracted. Uh they discussed all of the uses that were um proposed and ultimately they recommended moving daycare into that permitted use as I noted. Um and then they discussed this percentage idea. They like the idea that the percentage uh was there. They wanted it to be maintained primarily as office, but they thought 50% was a good um kind of middle ground. And so that was the recommended percentage that they maintained. And then with that commissioner's recommended approval of the proposed ordinance amendment and the site plan review to the city council, I'll note on the agenda tonight, as you um saw, there's two ordinances. One is the actual ordinance and one is the summary ordinance publication and then there's a resolution to consider site plan uh review and approval. Uh my month started with fire relief, went to planning commission where I learned all about uh what we just passed all the resolutions for. It sounds like an exciting time and great opportunities coming to Maple Plane. I attended workshops public hearing rebranding and two evenings of strategic planning. I'll I'll take my time and talk about the strategic planning. I always appreciate as somebody that's been around here for a while, the opportunity to take a moment, step back, and really look at the work from a visioning perspective. You get the opportunity to reflect on where you were, how you got there, and where we want to go as a team. And it was a great effort with the with the seven of us, the our two key staff people and our council. Uh my perspective after two very long days of work, we've come a very long way in this city, but we really really have a good vision of where we want to go in the next few years and that's very encouraging to me. So, thank you to everybody that participated in that. >> Thank you. Council member Berk. >> Um, I want to say thank you for the staff on the strategic planning putting it together. Um, it was great working with council to really come together and one of the things I did happen to notice from it, I was really kind of shocked of how much we are actually moving forward in that short little period. when you break down those little goals and break down the process of what needs to be done, how much we do achieve and thank you staff for getting that done. Um, I attended a public hearing this month for Northshore Gymnastic Association and you know workshops, meetings, you know, it's what we do. But the strategic planning really was great this time for the vision and the collaboration of everybody. Thank you. >> Thank you, Council Member Bure. Council member Visel. >> Yes. Thank you. A couple things. Uh first of all, yes, I'm very excited about the grand opening of the the groundbreaking ceremony at the new gym um coming up in two weeks. And then I just like to with um being on wershed that since you know this snow melting and such uh I like people to be mindful of around their drains or and drain sewers on the road you know try to keep them area clean up so that you know we don't get clogged drains in the future and water backing up when we have big rain. So just keep it mindful and then maybe consider adopting a a drain. There's an adopt the drain program through the state of Minnesota. So, just something to kind of think about. Um, and also as you're getting ready to do spring plantings and such, um, like to encourage you to go ahead and look at your native plants and trying to incorporate more of those into your landscaping to help with because they are resilient. We also have several nearby nurseries such as Natural Shores Technologies which is just down the road from us in nearby Independence and also Dina to help with um like I said they're resilient, they use less water, they bring back natural wildlife um and you know birds and bees and everything that we need to keep a a strong ecosystem. So just to encourage you that on that and if you have any questions on that just remember that I am a coach for blue thumbs and metro blooms as well as through um hip pin county master gardener. So if you need any questions or resources, I'm happy to help. And also like to let you know that within the wershed that we are um the island chapter prairie edge is hosting Stant Tequila. Um, yes, it has been a busy month. Um, I was able to attend the Minnesota Mayor's Association and really it was all about legislative updates and just challenges um that we're all dealing with and then planning for our spring meetup. Um, some of us were able to go to the testify and capital on behalf of our fire department relief association. So, thank you to everyone that has done that and has been supportive of our firefighters and a special thank you to Representative um Robbins and Senator Liur for their partnership in co-authoring the bill. Uh, Rotary's been busy. We heard from the robotics team. Just super proud of them and the grassroots efforts they're making at Orno. Um, we also had a speaker on Veterans Affair. We went out to camp Adah Hop and split wood with the wood spplitter. So, it's been a busy fun month with Rotary. The Highway 12 safety coalition met again. We're really working hard to secure funding um talking about future options. It will be our 12-year anniversary um this year. 12 years that coalition has been working together. Uh special thanks to Chief D. Rose and um Mayor Spencer, Administrator Schillinder who went down to the capital um to advocate on behalf of funding and Mr. Cultus, I know you helped with that as well from Independence. So, just really appreciate everyone and it's going to continue to take a group and a team effort and just collaboration um to continue to advocate for Western Henipin County and the funding that we need out here. Uh had a Henipin County Criminal Justice Coordinating Committee meeting and the topic was AI and ethics. So, that was very interesting. Um, I was appointed to serve on the CAB, um, which is a corrections advisory board. So, honored to do that and looking forward to that and learning more. Um, we've been busy with the relief association and various fire department meetings helping um, transition and close our relief association. I was honored to be a guest and co-host a town hall with Commissioner Anderson um, at our Maple Plane Library. So, thank you to everyone that came out to that and um for the partnerships that we're trying to create and continue to build those relationships with Henipin County. At regional council of mayors, our speaker topic was Minnesota cities for safe and stable communities. So, that was very eye openening and learned a lot there uh with deputy commissioner Andrew Bentley with Minnesota management and budget and director of planning Kate Mertz. We've all, as you heard, have been busy with workshops and special meetings and hearings and planning, so strategic planning. So, appreciate the updates on those. Uh, Orno Healthy Youth, our governing board. Want to encourage everyone to plan to attend the wellness expo um to continue to share the resources of the 988 suicide and crisis line campaign. And you can text help. Uh, administrator Schillinger and I attended city day on the hill. there was over 250 representatives from cities there. Um it's just a neat experience to come together with shared um things that we are advocating for for cities of all sizes on our state. The West Henipin Chamber of Commerce, we had Bill from Natural Shore Technologies come and um shared about native plants and shoreline technology. He also dropped off a bunch of little coupon cards that I will put at the city hall window. So, I'll also send some with administrator Cultus for Independence and you can stop by their plant sale and also pick up a free plant. And this is in our very own backyard right in Independence. So, >> um pardon >> Oh, um I guess I also do online um pre-orders as well. So, I will share those um at the city hall windows. So, please stop by. Um on Friday, we had police officer interviews for part-time officer. Thrilled to report that people want to come and work here and serve our communities. Says a lot about our staff says at whips says a lot about our communities and a lot about our electeds. So it's nice to have that problem and to have more quality applicants than you can hire. So looking forward to welcoming a part-time officer soon um to our staff. Was able to attend the West Metro Drug Task Force lunchon. It's our annual meeting and we get a recap of the year and it's just overwhelming um the number of pounds and things that are being taken off the streets to make them safer for all of us. So for those of you who don't know um at WHIPS we are committed one officer is committed to serve as part of the West Metro Drug Task Force. So all of us are helping to support that and to continue to keep our um streets safer. So, thank you to that group for the great work that they are doing and the partnerships and again the collaboration things that we couldn't be doing on our own. At Northwest Henip and Lee Municipalities, Josh, our county assessor, came out. So, we went over all the data that you will be receiving in the mail um within the week or two um with your assessed property values. So, watch for that. And if you have questions, make sure to reach out. Um, there are multiple times that you can go and person if you need to, but if you call them most often, you can get things settled before that. So, make sure to read those. As a reminder, things coming forward uh to look forward to in the days ahead.
