نصيحتي هي مراجعة ميثاق المدينة ومتطلباته. وأودّ أن أشير إلى وجود فرق بين عدم الردّ نهائيًا، وهو أمر لم ألحظه، وبين الردّ المتأخر عن الموعد الذي طلبه المجلس، أو عدم تقديم أيّ معلومات، أو تقديم معلومات أقلّ ممّا طلبه المجلس. ينصّ الميثاق على أن للمجلس صلاحية طلب المعلومات لممارسة وظيفته التشريعية، وأنّ رئيس البلدية ملزم بتقديمها.
هذا مؤشر خطر لأنه يعكس انهيارًا تامًا في الحوكمة. لقد درست هذه الهيئة بوضوح تكاليف وفوائد إدارة الدورية الخيالة، وذلك من خلال السياسات. وبالنسبة لنقطة محامي المدينة، سواء اتفقتم مع السياسة أم لا، فقد أكدت هذه الهيئة بالفعل أننا لا نريد تخصيص أي ميزانية لدوريات الخيالة بعد الآن. يجب أن يكون هذا نهاية النقاش. وما يوحي به هذا البند غير المدرج في الميزانية هو أن هذه الميزانية المعتمدة لا تعني شيئًا لهذه المؤسسة.
