My Name Is Erin Que And I'M The Senior City Planner And Part Of Cped. I'M Here Today For Present A Nomination For The Lean House Located 623-625 In The Marcy Homes Neighborhood. This Nomination Was Submitted By The Property Owner, Paul White With Assistance From Megan Rogers At Larkin Hoffman. Paul White Is Interested As Operating The Property As A Boutique Breakfast And Seeks For Landmark For This Proposed Use. Here Is An Aerial View Of The Property'S Location. I'Ll Note It'S Two Blocks Of The Locally Designated Southeast Of The Historic District. Here Is The East Or Front Elevation Which Faces Eighth Avenue Southeast. Newspaper Records Indicate The House Is Built In 1881 For James S. Lane. No Architect Or Builder Has Been Identified. Originally The Lot Took Up About Half Of The Block And Was Later Subdivided. It Also Had A Carriage House In The Southwest Corner Which Was Demolished. The Current Owner Grew Up In The Neighborhood With Fond Memories Of The House. He Later Purchased The House In 2000 And Oversaw A Renovation In The Early 2000S. The Two Open Porches On The East Elevation WERE eCONSTRUCTED TO SOME Extent. And I Have A Historical Photo Of The Same Elevation From Penny Peterson Hiding In Plain Sight You Can See The Replication, The Eves The Roof Ponch And The Ballas Strayed But The Roof Was Not In Kind Nor The Decorative Grillwork Along The Foundation. Here'S The North Elevation Which Faces 7Th Street Southeast. It Also Included The Cupola And Work On The Foundation Brick Masonry, Chimneys And Cornices. The Property Has Been Surveyed On Numerous Occasions For Its Historical Significance Including 1972, 1974, 1980 And 1982 When A National Of Regis Registrar Nomination Was Prepared And Ultimately Rejected By The Historic Preservation Office. It Was Part Of The Neighborhood Survey Network And Potentially Eligible For Local Designation And Nhrp Listing. It Was Surveyed Again In 2012 As Part Of A Section 106 Review And Under Under Criterion C For Its Architecture. In Staff'S Analysis Of The Property'S History It Appears That The Property Meets At Least One Of The 7 Criteria For Designation. Under Under Criterion 1 It Is Representative Of The Residential Development In This Neighborhood In The Second Half Of The 1800S. It Was Built By A Prominent Figure In The Lumber Industry Who Had Significant Influence On The Business Political And Social Activities In Minneapolis. Under Criterion 2 It Is Associated With James S. Lane A Prominent Businessman And Politician He Moved What Was Then St. Anthony In 1952 To Join Two Older Brothers In The Industry. He Was Appointed By The Governor Of Logs And Lumbar Secret In 1962 Serving Three Terms He Was Involved In Various Lumber Businesses And Became A Real Estate Developer He Served As Two Terms Of Alderman Of The Ward Before Passing Away. He Lived Here With His Wife And 7 Children And Converted His House To A Multifamily Dwelling To Accommodate One Of His Sons And His Family. Under Criterion 4 It'S Shows Popular Architectural Styles In The Late 19 Century. It Exhibits A High-Level Of Architectural Detail Compared To Other Houses In The Neighborhood And It'S Clad And Brick Which Is Uncommon. This Building Built For Prominent Businessman And Politician With Distinctive Features It Is Possible The Property May Meet Criterion 3. In Staff'S Opinion It'S Not Likely The Property Has Significance Under Criteria 5, 6 Or 7. Although There Have Been Changes In The Property Both To Remove Historic Features And Restore Features In Staff'S Finally The Property Still Retains Sufficient Integrity To Convey Its Significant Is A Architecturally Distinct House For James S. Lane Where He Lived In 1881 Until His Death In 1906. If A Designation Study Is Undertaken Staff Will Feel Necessary Of The Restoration Work In Greater Detail To Assess Its Integrity. The Heritage Preservation Commission Adopt Staff Findings And Approve The Nomination Of The Property At 623-625 Eighth Avenue Southeast As A Landfall Mark Establish Interim Protection And Direct The Planning Director To Prepare Or Cause To Be Prepared A Designation Study. In PARTICULAR AT -- IN THE '80s, There Had Been Several Features That Had Been Lost So I'Ll Go Back To The Photo Of The East Elevation Where You Now See The Reconstructed Pomp. At The Time Of That Draft Nomination, There Was No Porch And There Was A VERY COMMON 1970s I BELIEVE Striped Awning Over The Front Door And So It'S Possible That The State Historic Preservation Officer At That Time Felt That Maybe It Didn'T Retain Enough Integrity Or Maybe Too Many Changes Had Occurred Which Is Why They Didn'T Feel It Warranted Listing In The National Register. I Think You'Re Also Correct Our Evaluation Of History Has Evolved Over Time And At This Point The Owner Has Undertaken An Amendment To Restore Some Of Those Original Features And So Perhaps -- I Would Say The State Historic Preservation Office Has Now Determined It Eligible For The National Register, They Have Had A Change Of Opinion As Well. >> Thank You. >> Other Questions For Staff From Commissioners?
