We Are Pleased To Welcome Guests To This Space To Share In These Presentations Before Taking Up Our Agenda. First Up Is A Resolution Recognizing Older Adults Month Presented By Councilmember Koski. And Councilmember Chowdhury. And Councilmember Jenkins. >> All Right, Good Morning. -- Good Morning, Everyone, Can You Hear Me? Okay. We Are Here To Recognize May 2025 As Older Adults Month In The City Of Minneapolis. Thank You So Much For Being Here. Whereas, The City Of Minneapolis Is Home To A Diverse Community Of Older Adults Who Deserve Recognition For Their Lifetime Contributions To Ensure A Better Life For Future Generations. And Whereas, The City Of Minneapolis Is Committed To Being A Premiere Location For Older Adults, Helping All Individuals Thrive In The Communities Of Their Choice As Long As Possible. And Whereas, In 2015, The City Of Minneapolis Was The First City In The State Of Minnesota To Receive The Age Friendly Community Designation From Aarp In Partnership With The World Health Organization. And. >> Whereas, More Than 100,000 People In Minneapolis Are Over Age 50, Or 30% Of Minneapolis Is This Population. The Projection From The State Of Minnesota'S Demographers' Office Predicts This Population Segment Will Continue To Grow. And, Whereas To Raise Awareness Of The Problems Facing Seniors And To Honor Them, Then President Kennedy Proclaimed May As Senior Citizens Month. Two Years Later In 1965, President Lyndon B. Johnson Passed The Older Americans Act Of 1965 And Formally Declared May As Older Americans Month. Currently The Nation Continues To Observe Older Americans Month, Oam. And Whereas, The City Will Recognize The Value Of Community Engage Ment. And. >> Whereas The City Is In The Process Of Updating The Minneapolis For A Lifetime Age Friendly Action Plan, Incorporating The Recommendations From The City'S Most Recent Community Engagement Effort. And Whereas, The City Created The Minneapolis Senior Citizen Advisory Committee In December 1981 To Ensure Our Older Adults Have A Voice In Our City Government. In 2015 The Committee Was Reestablished As A Minneapolis Advisory Committee On Aging And Is The Lead Committee For Our City'S Minneapolis For A Lifetime Age Friendly Action Plan. And Whereas, The City Will Host Its Fourth Consecutive South Minneapolis Seniors Fair In October 2025 To Connect Older Adults And Caregivers With City And Community Resources, Provide Access To Elected Officials, And Provide A Venue For Fellowship. And Whereas, The City Will Continue To Provide Opportunities To Enrich The Lives Of Individuals Of All Ages By Promoting And Engaging In Activity, Wellness, And Social Inclusion, Emphasizing Home And Community Based Services That Support Independent Living And Ensure Community Members Of All Ages Benefit From The Contributions And The Experience Of Older Adults. >> Now Therefore, Be It Resolved That The Mayor And City Council Do Hereby Recognize May 2025 To Be Older Adults Month And Urge Every Resident To Take Time This Month To Celebrate Older Adults And The People Who Serve And Support Them As Powerful And Vital Individuals Who Greatly Contribute To The Community. Thank You So Much. [Applause] And I Do Believe A Few Of Our Guests Would Like To Say A Couple Words. I Just Want To Say A Huge Thank You To Councilmember Jenkins And Councilmember Chowdhury. We Have Been Hosting The South Minneapolis Seniors Fair. We Hope That We Are Able To Stamp And Repeat That Across The City, And I'M Really Also Proud To Say Up Here We Have Beetle And Ella Dean Who Are Both Ward 11 Residents But Serve On Our Committee. And Then We Have Mary Beth From Trust Inc. Which Also Happens To Be In Ward 11. So We Are Proud In Ward 11 To Continue To Support Our Seniors, And I'M Grateful That They Were Able To Be Here With Us Today Too. So And I Know Ella Dean. >> Yes, First Of All, I Want To Thank The City Council For Helping To Support Those Of Us Who Are Aging Because We'Re The Fastest Growing Population In The City. And I Was Just Reading An Article Early This Morning That 60% Of The Population Nationwide Is Not Able To Meet Its, The Needs For, Because They Don'T Have Enough Money. And So It'S Not Only Us As Seniors That Are Suffering To Keep Our Homes, Get Food, Get Our Medical Care. It'S Many Other Families Who A Are In The Same Boat. So We'Re Asking The City Council To Look Very Closely At How We Can Improve The Lives Of Seniors In The Community Because We Have Been The Backbone Of The City For A Long Time, And We Still Are. >> Thank You. My Name Is Angelique Kingsberry I'M Former Chair Of The Minneapolis Commission On Aging, An Advocate For Age Friendly Communities, And I Live In The Fifth Ward, And I'M Very Happy To Be Here This Morning, And I Also Want To Thank The Council For The Work That Is Being Done And Listening To Our Concerns And Taking In Our Recommendations. And I Look Forward To More Dialogue And Conversation And Work With The Council. It'S Older Adults Month, It'S Older Americans Month. I'M 50-Plus And It'S Just Hard For Me To See Myself As An Like An Older Adult Because I Think I'M More Like A Midlife Kind Of Fly Individual. That'S A Little Bit Of Slang, You Know, But So When I Think Of Older Adults, I'M Also Called Upon To Think Of The Elderly. The Older, Older Adults, The Super Seniors, The Ones That As Ella Dean Has Said Are The Backbone Of Our Community Who Vote And Maintain Our Community Gardens And Pick Up The Trash And Council And Are Stewards Of Our Neighborhoods. The One Thing I Would Ask Our Council To Continue To Do Is To Work On Addressing The Need For Housing For Specifically The Needs Of The Elderly, Older Older Adults. There Have Been Many Strides Made To Work To Expand Housing For People, Affordable Housing And Homelessness, But Specifically Addressing The Needs For Our Golden Seniors Who Also Need Those Supports, And Also My Last Thing Is Looking At Transportation, More Door-To-Door, Which Has Been Very Successful In North Minneapolis -- Across The City Because Transportation Is A Huge Barrier For A Lot Of Older Adultsadults And Our Seniors. So Thank You So Much For The Work That Is Being Done. We Have Lot More Work To Do, And We Will Continue To Celebrate Our Elders. >> I'D Also Like To Thank These Three Members Of The City Council For Organizing Events That Serve The Age Aging Population In The City, So Thank You For Doing That. But I'M So Proud To Bring Forth This Resolution Along With Councilmember Vetaw. We Both Have Been Working In Tobacco Cessation For Many, Many Years, Decades In Fact, And This RESOLUTION DECLARING MAY 18th, Is My Mic -- Can You Hear Me? DECLARING MAY 18th, 2025,S No Menthol Sunday In The City Of Minneapolis. Whereas On Sunday, MAY 18th, 2025, THE CITY OF Minneapolis Proudly Joins The Minnesota Menthol Coalition, Faith Leaders, Friends, And Families In Celebrating No Menthol Sunday. And Whereas, No Menthol Sunday Is A National Day Of Observance, Led By The Center For Black Health And Equity Supported Locally By The Minnesota Menthol Coalition In Churches In Minneapolis. And Whereas, No Menthol Sunday Is An Opportunity For Faith Leaders To Raise Awareness About The Negative Health Impacts Of Using Commercial Tobacco, Including E-Cigarettes And Menthol Products And Highlighting The Ways To Improve Health Outcomes For Black Americans. And For Decades, The -- And Whereas, For Decades The Tobacco Industry Has Deliberately Targeted Black Communities, Especially Kids, Where Marketing For Menthol CIGARETTES. IN THE 1950s LESS Than 10% Of Black Smokers Use Menthol Cigarettes And Today That Number Is Well Over 85%. And Whereas, Menthol Cigarettes Are A Manage Major Reason Why Tobacco Use Is The Number One Preventable Cause Of Death Among Black Americans Claiming 45,000 Black Lives Each And Every Year. And. >> And Whereas Menthol Is A Chemical Add To Cigarettes And Other Tobacco Products Including E-Cigarettes That Creates A Cooling Sensation, Tobacco Companies Intentionally Design Menthol Products To Be More Appealing To Youth And New Smokers, More Addictive And More Difficult To Quit. And Whereas, Minneapolis Was One Of The First Cities In The Nation To Restrict The Sale Of Menthol And Other Flavored Tobacco Products To Promote Healthier Kids And Communities Targeted By The Tobacco Industry, Including Black Residents. And Whereas, We Recognize That Racial Health Disparities Are Not The Consequences Of Individual Habits Or Poor Choices, But Rather Reflect Cent Sench Of Systemic Racism That We Need Toonfront With Increased Access To Quality Health Care And Resources, And Whereas, We Invite Commercial Tobacco Users To Seek The Necessary Resources They Need To Be Successful, Including Free Quitting Help Available Through Minnesota'S Quit Partner, Which Offers One One-On-One Coaching And Other Helpful Tools 24/7. And Whereas, Faith Communities Can Commit To Creating Comfortable, Safe Spaces For Those Who Struggle With Nicotine Addiction. And Whereas, In 2022, The Food And Drug Administration Proposed Rules To Prohibit Menthol Cigarettes And Flavor Cigars. Once Implemented This Policy Will Protect Kids From Tobacco Addiction, Advance Health Equity, And Save Lives, Especially Among Black Americans. And Whereas, We Must Continue To Uplift One Another And Advocate For Healthy -- For Healthier Future And Put Health Above Tobacco Industry Profits. Now, Therefore, Be It Resolved The Mayor And The City Council DO HEREBY DECLARE MAY 18th, 2025, As No Menthol Sunday Throughout The City Of Minneapolis, And Commends This Observance To All City'S Residents. [Applause] So I, I Want To Thank Everyone For Being Here Today, Just For Context, This Is Probably Every Northside Black Church Represented Up Here. [Laughter] And These Are The Ladies Who Helped Me As A Young Advocate For Tobacco Control, I Was. I Started A Program In 2007, Breathe Free North, And These Are The Ladies Who Wrapped Their Arms Around Me And Helped Me Launch My Program. All Of Them. [Applause] They Are Nurses, Community Health Workers, Medical Providers, And I Was So Ambitious And They Were Like Calm Down, We Got You, We'Ll Get You There But You Got To Be A Little Chill. So They Have Been Bwith Me On This Ride. I Think I Say This Every Year When They Come Here For This, But It Never Gets Old When Someone Was There When You Literally Started From The Bottom, And They Were There For You, And So I Appreciate Them Always Showing Up For This. We Launched Our First No Menthol Sunday Many Years Ago, And We All Dressed Up And Wore Church Hats And Wore Green, And It Was A Huge Celebration In North Minneapolis, So I Really Do Appreciate You All Continuing This Advocacy Work For The Northside. Always Did It Because I Knew We Were Targeted And We Didn'T Deserve It, And You All Are Continuing To Do That Work. You'Re Protecting Our Kids, You'Re Protecting Our Community, You'Re Our Elders, You'Re Teaching Us, And You'Ve Always Done That, So I Appreciate You Showing Up Today In Recognition Of North -- Of North Minneapolis And No Menthol Sunday. It Goes Beyond Just North Minneapolis, But You All Did A Great Job At Promoting Breathe Free North At That Time. We Were Just Asking For People To Not Expose Their Children To Secondhand Smoke. Don'T Smoke In The Cars, Don'T Smoke In The House. And I Think We Did A Good Job At Getting People To Take Tobacco Outside Of The House And Outside Of The Car. And Fasforeword, Menthol Policies, Fast Forward, Raising The Age To Purchase Tobacco. We'Ve Done Some Great Work Together. I Appreciate -- There'S More Advocates In The Audience From The Association For Nonsmokers Minnesota Who Has Also Been On The Journey With Us. Em Emily And Katie, Thank You So Much For Your Commitment To This Work As Well. And I Know A Couple Of You Want To Speak, But It'S Just Hard For Me Not To Thank You And Not Cry. I Don'T Know Why I'M Crying, But It Feels Good, Like To See You All Still Doing This Work, And Making Sure That Our Kids Are Safe From Tobacco Harm. >> Thank You, Councilmember Vetaw And City Council And Councilmember Jenkins. You'Ve Been On This Journey With Us For Over 20 Years, And What We Can Do Is Not Smoke, Contact Your Elected Representative From The Federal To The Local To Tell Them To Stop Sitting On These Bills And Make Sure That We Pass Those Bills So That We Can Man, Yes I Know We Don'T Want To Use Tuse The Word Ban, Flavored Tobacco Products From Sale As Fanny Lou Haimer Said, I'M Sick And Tired Of Being Sick And Tired Of The Tobacco Company Killing Our People. [Applause] >> I Just Want To Encourage Our Community To Value Life. If Life Means Anything To You, Value Life Over Profits. It'S About Greed By The Tobacco Industry, So Please Value Life. I Hear People Talk About It'S A Choice, It'S A Choice. It'S An Addiction, And If You Want To Support Somebody Dying, I Don'T Know How You Do That. So I Just Encourage You To Value Life And Support The Bills And The Legislations That Are Coming Through To Eliminate The Flavored Tobaccos And The Flavored Vapes That They'Re Trying To Give To Our Children Out Of Our Community And Out Of The Hands Of Our Youth. We'Ll Start Off By Reading The Resolution Honoring The Significance Of The Haitian Flag To The People Of Haiti And Supporting The Goals And Ideals Of Haitian Flag Day. Whereas, After A Painful History Of Indigenous Genocide And Cruel Exploitation Of The Labor Of Enslaved African Peoples On Sugar And Coffee Plantations That Transferred Significant Wealth To European Colonial Powers, Haiti Became The Only Nation In The Western Hemisphere To Defeat Three European Empires The Remains The Only Nation In The World Established As A Result Of The Revolutionary Uprising Of Enslaved African People. And Before I Just Jump Into The Meat Of The Resolution, You Happen, You Know, This Project Is Really Inviting Members Of Our Community To Come And Tell Their Stories Around The Murder Of George Floyd, The Aftermath, Where We Are At This Point, Et Cetera. So It'S A Really Powerful Way To Get The Really Personal Stories From People, But Also To Bring Together Our Collective Voices As Well. And So Really Thrilled That This Work Is Happening In Our City, And Kudos To The Race Equity Inclusioning And Belonging Department For Bringing This Initiative Forward. Honoring The Storycorps' Minneapolis Initiative And Recognizing MAY 22nd, 2025, AS A DAY OF Racial Healing And Belonging. Whereas, Storycorps Was Founded In 2003 With A Mission To Help Us Believe In Each Other By Illuminating The Humanity And Possibility Of All Of Us, One Story At A Time. And Whereas, Storycorps Has Helped Nearly 700,000 People Have Meaningful Conversations And These Recordings Are Collected In The United States Library Of Congress As The Largest Single Collection Of Human Voices Gathered. And Whereas, The City Of Mississippi Is Dedicated To Racial Healing, A Process Of Recognizing Addressing And Reconciling Interpersonal And Collective Racism And Its Historical Roots And Its Current Impacts On Society While Acknowledging Past Injustices And Harms Caused By Racial Discrimination. . >> And Whereas The City Of Minneapolis In Partnership With Storycorps Launched A Ground Breaking Oral History Initiative To Document The Lived Experiences Of Residents Following The Murder Of George Floyd. And Whereas, The Storycorps Initiative Serves As A Catalyst For Racial Healing, Truth Telling, And Collective Remembrance, Offering A Platform For Voices Too Often Silenced Or Erased From Official Narratives. All Right, This Resolution Is Recognizing May 25Th, 2025, As The Fifth Year Since The Police Murder Of George Floyd In Minneapolis. That Sparked A Global Catalyst For Justice. Whereas, George Floyd Was Born OCTOBER 14th, 1973, IN Fayetteville, North Carolina, Later Moving To Houston, Texas, Where He Grew Up Playing Basketball And Football Throughout High School And College. And Whereas, In Adulthood, Mr. Floyd Worked Hard To Make Changes In His Life, Centered In Religious Mentorship, Community Service, And Messages Of Antiviolence. And Whereas Mr. Floyd Moved To Minneapolis In 2014 Where He Worked As A Truck Driver And Provided Security As A Bouncer At Local Small Businesses. He Was A Beloved Father, Brother, Relative, And Friend Who Declared Throughout His Life That He Would One Day Change The World. And Whe. >> Whereas, On May 25Th, 2020, NEAR THE INTERSECTION OF 38th Street And Chicago Avenue, Now Known As George Floyd Square, After Making A Store Purchase, George Floyd Was Confronted By Four Minneapolis Police Officers Whose Actions Led To His Horrific Murder And The Kneeling On His Neck By Former Minneapolis Police Officer Derek Chauvin For Over 9 Minutes. And Whereas, What Is Commonly Known As An Eight-Minute And 46 Second Video, But Is Actually 9 Minutes And 29 Seconds Long, That Captured The Murder, Was Taken By A Bystander And Minor At The Time Whose Quick Thinking And Instinct Proved Integral To The Ensuing Global Protest Of Police Brutality And Systemic Racism. The Moment For Racial Justice And The Criminal Convictions Of The Four Officers Responsible For Mr. Floyd'S Murder, And The Violations Of His Civil Rights. And Whereas Community Members, Activists, And Organizers Immediately Came Together To Preserve Artworks And Other Offerings And To Regularly Assemble At George Floyd Square, Advocate For Solutions To Dismantle Systemic Racism Including The 24 Demands, As Well As Create On The Ground Rr Memorials Like The First Skull Chp At The Intersection Garden And Say Their Names Cemetery. And Whereas, Mr. Floyd'S Murder Launched Legal Investigations By The Minnesota Department Of Human Rights And The United States Department Of Justice Into The Violation Of Civil Rights By The Mpd. The Probe Lasted Over Three Years And Resulted In Court Enforceable Agreements Due To Findings Of Pattern And Practice That The Mpd Uses Excessive Force, Including Unjustified Deadly Force And Unreasonable Use Of Tasers, Unlawfully Discriminates Against Black People And Native American People In Its Enforcement Activities, Including The Use Of Force Following Stops, Violates The Rights Of People Engaged In Protected Speech, And Along With The City, Discriminates Against People With Behavioral Health Disabilities When Responding To Calls For Assistance. And. >> Whereas, The City Of Minneapolis Began Crafting And Implementing Police Reforms Immediately Following The Murder Of George Floyd As The Investigations Happened. This Included Banning The Use Of Chokeholds, Requiring Officers To Report And Intervene When They Witness Unauthorize Said Uses Of Force, Making Changes To The Use And Protocol Of Crowd Control Munitions Among Other Important Reforms. And Whereas The City Of Minneapolis Continues To Confront This Legacy Through Mourning Resilience, Healing And The Pursuit Of Equity And Transformation. The City Has Committed To Ongoing Work That Recognizes The Collective Pain And Trauma Caused By The Police Murder Of George Floyd And Other Actions. You Know I'M A Believer In The Partnership Engagement Fund, And And But This Specific Item Is A Contract With, You Know, A Prominent Education Reform Organization In Our City, Which Is Something That Is Deeply Tied To, You Know, Corporate Education Reform Is Deeply Tied To The Expansion Of Charter Schools Which Ultimately All Undermine Public Education In Our Community. I'M Someone Like A Few Of You That Votes Against Bond Issuance For Tax Exempt Revenue Bonds To Charter Schools, And I Think There Are Others On This Body, You Know, That Have Brought Up In Particular That, That'S Perhaps, You Know, Not The Best Way To Advance A Value, And I Can See, I Can See Where Folks Are Coming From. This Is An Example In My Opinion At Least Where Direct Appropriation To An Organization That Is Undermining Our Public Assets And Our Public Institution, Institutions Is Not In Line With What We Should Be Doing Right Now, And Is The Reason I Pulled It And Vot Vvoted Against It. I Think This Is An Opportunity Maybe Even To Invite Maybe Some Of Our Partners Either Through Mps Or Through The Minneapolis Federation Of Teachers To Do Some Education Around The Problematic Additions Of Charter Schools Is Not A Question Of Problem -- Or Making Problems Of Parents Having To Make Choices To Gib Their Children The Best Quality Educational Experience Possible, But What We Do Know Is Charter Schools Are Typically Overseen By Private Board Of Directors That Typically Have Representation From Corporate Interest. That Is Not The Case When You Have Public Education Settings Or, You Know, Schools That Have A Board Of Directors That Are Elected By The Public. We Have Mps Structure Where There Is A Lot More Transparency And Democracy Aund That Structure As Well. That Is Often Not The Case When It Extends To Charter Schools, And Also, Every Dollar That Gets To Charter Schools Is A Dollar That'S Removed From Public Schools Themselves. So I Think We Often Don'T Hear About That The Dynamic, But I Want To Name That I Appreciate You Bringing This Forward Because These Are Groups That Advocate For That Continuous Underfunding, Underinvestment Through Charter Schools Of Our Public Education System That Is Currently Facing A Substantial Deficit Right Now, Especially Mps In Particular. That Said Too, I Did Want To Note In Regarding The Partnership Engagement Fund, I Am A Little Bit Confused In Terms Of The Lack Of Clarification That Councilmember Palmisano Is Referring. Ncr Did Provide A Pretty Substantial Project List That'S Attached To The Lims File That Highlights And Gives A Description Of Each Of The Vendor That Was Selected And How It Aligns With The City Goals. I Think As We'Ve Talked About Other Contracts Before Specifically With The Neighborhood Safety Department, Yeah, We'Ve Also Been Told That We Can'T Receive Information Around That Per The City Attorney'S Advice Around, You Know, They'Re In Negotiations And Until Council Approves Those Contracts, We Can'T Receive That Information. So It Sounds Like Ncr Staff Is Actually Sharing What Has Been Consistent Information Provided By Other Departments Per The Advice Of Our Legal Team As Well. I Just Wanted To Say, You Know, I'M Familiar With This Group Because They'Ve Done Some Wonderful Work At Olsen Middle School Which Is A Public School In North Minneapolis. A Couple Of Years Ago, They Did A Wonderful Project Where They Created A Lounge, Some Of The Staff Of This Organization Leveraged Their Personal Relationships And Created A Lounge For Teachers At Olessal Midden School. A Beautiful Quiet Space. They'Ve Also Developed Healing Spaces For Students, Outdoor Spaces For Students At Olsen Middle School. We Had A Lot Of Problems At This School Over The Years. I Mean, A Lot Of Problems, And This Group Was A Part Of The Work That'S Been Done. They Sponsor The, The Open House And Provide Tool Kits For Families And Make Sure That Every Kid Comes To School When They Comes To School With The Supplies That They Need, So I'M Not Sure About, Like, What The Relationship Is With Charter School. You Have That Personal Problem Myself, But I Don'T Understand, Like, What The Charter School Thing Has To Do With The Fact That They'Re Supporting Our Students. They'Re Supporting Kids In This Community Regardless Of Where Their Parents Choose To Send Them To School At. I Mean, Most Kids Go To School Where Their Parents Want Them To Go To School, And It'S Because Their Parents Believe That That'S A Good Fit. And Luckily We Live In A Place Where You Have Options, Where Your Parents Can Pick Where They Want You To Go To School Rather It'S Free Or If They Pay For It. So I Really Don'T Understand Where We'Re Separating This Organization Out From Other Organizations. For Me It'S About Supporting Our Students. And I Didn'T Plan To Speak, So I'M, Excuse Me If I Stumble Through This, But I Just Think It'S Really Important For Us To Remember That The Systemic Issues, Not The Individual People, But The, You Know, Who May Have Done Bad Things But The Systemic Issues With Policing And With The Minneapolis Police Department. I Think Can'T Get Buried Underneath, You Know, Derek Chauvin'S Feet Alone. That'S My Opinion, And I Think That Sometimes When We Absolutely Have To Remember What Happened To George Floyd, We Absolutely Have To Remember What Derek Ch Chauvin Did But I Think We Can Let That Be A Shield To A System That Really Has Not Served Our Residents Over Its 150-Plus Year Service. And That'S Not To Say That There Haven'T Been Individual Officers Who Have Been Exceptional, Who Have Been Great At Their Job. But I Think That Even Good People In A System That'S Unaccountable Are Going To Create Harm. And They Have. Over The Course Of, Of, The, You Know, Life Of This Institution. And I Felt Like It Was, You Know, I Didn'T Want To Say Anything Because, You Know, I'Ll Just, You Know, It Was A Really Painful Moment, It'S Painful For Me To Relive But I Felt Like I Couldn'T Let This Moment Pass And Let This Resolution Pass Without Something To That Effect. Lastly I'Ll Say, And I Had To Pull Up A List And Even I'M Looking At This List And I Know It'S Not Complete, But You Know When I Was A Teenager, The First, The First Name I Remember Hearing When It Came To Mpd, And I Know My Colleagues Know Ones That Are Even Older But As A Teenager When I Was Coming Of My Own Consciousness About What'S Going On Around Me, Thank You Lee Was Somebody Who Was Killed By Mpd When I Was 16 Or 17, And That Sort Of Left An Impact. I Know The Left An Impact On The Community, I Know It Left An Impant On The Monk Community. I See How This System Is Suppos Designed To Protect Me, Protect My Neighbors, But Often Fails And When It Fails, It Fails Critically. It Fails Fatally. And So I Just Wanted To List Some Of The Folks Thasdz Are Coming To Mind -- That Are Coming To Mind Here. I Jamar Clark Whose Family Still Works In The Community To Honor His Life. He Was 24. It Was Cut Short. I'M Sure He Could'Ve Done, You Know, A Lot Of Things Between Now And Then, You Know, Being 24 When He Was Killed. Philando Castille Was Not In Minneapolis But Was Something That Impacted Our Community Here As A Region. Justine Damon Who Was Killed In Minneapolis, And You Know, Dilall Eve, Dante Wright, Again Not Here, But This Is My Point, That It'S A Regional Issue. You Know, And With The Inclusion Of Phong Lee And Justine Damon, It'S Almost Not, It'S A Systems Issue, Right? It'S, It Is A Race Issue, But Black People Are Not The Only Ones Who, Who Die At The Hands Of Police In Ways Thatt Are Unjust. Disproportionately It'S Us, Disproportionately We'Re Targeted, But This System Eventually Comes For People Of All Backgrounds Of All Races. Lionel Frasier Who Was Killed Kind Of As A Matter Of Bad Policy And Bad Execution. He Was Hit By A Speeding Police Vehicle. And Obviously Emir Allock Who Was Killed While He Was Laying At Bed At No Point Probably Did Not, Did Not Know What Happened To Him As A Young Man. Who Was Waking Up From A Nap As He Was Killed By Minneapolis Police. And So So I Know People Are Working Hard To Reform This System. I Know People In The Police Department Are Working Hard To Reform The System. I Know People Outside The Police Department Are Working Hard To Reform The System. But I Also Think That It'S Important That We Not Sugarcoat The History And The Current Context Of Law Enforcement, Especially As We Are On The Eve It Feels Like We'Re On The Eve Of A Federal Government That Wants To Revert Back To A System That Is Unaccountable That Wants To Revert Back To I Can'T Remember The Newest Executive Order That Trump'S Talking About Passing, But I Think It'S Like -- Unleash Policing, Right? Like, So Sure, We Can, We Can Pat Ourselves On The Back And Say We'Re Doing All Of This Work But You Look At The Wave, You Look At The Context, And You Look At The Current, And The Current Wants To Go Back To A System That Hunts People, That Harms People, And That'S Unaccountable In The Process. And So To All The Officers Who Have Leaned Into Reform And Who Have Been, You Know, Willing To Say, Look, We Don'T Want To Be A Part Of A System That'S Unaccountable Either, Look, I Really Commend You. So Yesterday We Received A Request From Street Factory Media To Have Amplified Sound As Part Of A Block Party Event In Conjunction With The Timber Wolves Upcoming Nba Western Conference Finals, And If They Advance, The First Ever Timber Wolves Participation In The Nba Files So Game Dates Are Subject To Change But The POSSIBLE DATES ARE MAY 24th, 26th, 30THS, AND THEN JUNE 1st, 11th, 13th, AND 19th, AND I WANTED TO Bring This Forward To Give Them The Maximum Amount Of Time To Plan The Block Party And To Show Our Council Support For This Public Event, Which Allows More People To Experience The Timberwolves Game And This Exciting Celebration On First Avenue. We Just Approved On This Agenda Sound Permits For Festival, Large Festival Which WILL TAKE PLACE MAY 24th AND 25Th At George Floyd Square. There Will Be A, The Organization Rise And Remember IS HOSTING A GALA ON MAY 23rd To Raise Funds, Raise Awareness, And Continue The Fight For Equity And Justice And Safer Policing In Our Community, So I Invite Everyone To Come To Ward 8. The Issues Are Not Just Systemic Within The Police Department That Led To The Murder Of George Floyd. They'Re Systemic Within The Entire Institution, And It'S Not Just About A Lack Of Accountability Of Rank And File Police Officers. It'S About A Lack Of Accountability Within Our Management Function. And I Think That That'S Not Unique To Our Police Department. I Think That We See Those Accountability Failures Across Many Departments In Our City, It Just Happens To Be The Police Department When Those Failures Result In Fatal Outcomes. And So I Think It Now Is A Time In These Times Of Reflection To Just Really Think About Not Just The Individual Instance Of George Floyd Getting Murdered And Derek Chauvin And The Rest Of The Officers Being Convicted, But What Are We Doing Systemically Not Just Within The Police Department Through Our Consent Decree, But Also Throughout The Entire Institution To Create A Culture Of Accountability So That We Can Actually Have This Level Of Justice Throughout Our City.
