Next, I'd like to move to um sharethe ext uh share the success. I'd like to invite the representatives from theMinnesota School Board Association up to the front for a special share thesuccess presentation. Well, good evening or Mr. Chair and goodevening uh school board members. My name is Kirk Shadow, executive director forthe Minnesota School Boards Association and joining me is Melind Sahonyi.Melinda is a Wisetta school board member and he also serves as MSBA board ofdirectors representing the region of the state that includes the West Tankaschool district. We are proud to announce tonight that West Tanka HighSchool student Mason Sebasti is one of the recipients of the Minnesota SchoolBoards Association's 2025 Roberty Meek Student School Board Member[Applause] Scholarship because I was just lookingat the email here because it reminded me and I was like when would it tell me andit says we'll notify you people here. That is very on his mind. That wasawesome. That is so good. Well, I want to congratulate you, but I just want Igot a couple more things I want to say. The scholarship will award Mason $3,000to use toward postsecary education. MSBA gives this award to only three studentreps in the entire state. The award was started back in 2009 to reward andencourage students to become involved in the governance of their school districtand learn about the importance of having locally elected school board members.The primary role of schoolboard members uh is about student success and that iswhy board members run for office and they put all their time and effort intowhat they do. There's no better way to get input as a board member than gettingit directly from our students and your student representative. In Minnesota, wehave 134 of our 331 of our school districts have a student representativeon their school board. So, the West Tanka school board should feel veryproud to have Mason working with them. As West Tanka school board chair GaryWner wrote in his letter, Mason exemplifies what I feel is a studentthat goes the extra mile to make our school a better place. Very cool. I'mgoing to turn it over to Meen to say a few more words about the scholarshipcommittee and how the selection went. Meen,thank you Kirk and congratulations Mason. I want to first of all thankBruce and Emily I don't know who she is the district admin assistant forcoordinating this to a team. I have a 7:00 meeting for my Visetta schoolboard. So I have to take off. I have to fly as soon as you you're done. So thankyou Kian. A committee of five MSDA board directors selected their three winnersfrom nearly 50 applications. I'm one of those committeemembers and choosing these recipients was a difficult task. Out of all thehigh achie achieving students that applied, Mason was one of three studentsthat stood out from the rest. The committee recognized Mason for hisstrong academic record, his involvement in student government, his communityengagement and and his participation in multiple sports.Also, Mason is very active in school clubs. He played a key role in revivingthe school's unified club which supports students disabilities, students withdisabilities and fost fosters an inclusive environment. On top of allthese activities, Mason also found time to be a co co-owner and co-founder of alandscaping business. Wow. As the students representative for the Westonacore planning group for high school remodel, Mason brought forth many greatideas, including how best to lay out classrooms to create a more inviting andcomfortable learning environment for students. At the board table, Masonprovided the West Hanka School Board with detailed reports on the highschool's academic sports, arts, and clubs and would explain the impact theseactivities have on the school. In her letter of recommendation for Mason,Mount Westona High School principal has this to say. Through 26years as an educator, I have been fortunate to work with many wonderfulyoung people. Mason stands out as one of the top students I have worked with andhe will be an excellent representation of your scholarship. It is our honortoday, Mason, to award you with the MSPA scholarship.[Applause] Let's hold it up a little bit higher.That's great. I just got out of baseball. I know. It'sbeautiful. It works out. Get some of the board out.Thank you. background. Perfect point. Do we have any uh members of the public whowish to address their board? Um none. Then we'll move on to reports.We'll go to the student rep report to make it good now. Yeah.[Laughter] [Music] Yes. Okay, cool. So, yeah, studentsenate. We've had a very busy past month. This is normally our busiest timeof the year just with prom and we have some other activities we planned. So, weplanned the student for staff basketball game that was pretty successful. And Ithink the staff won this year, which was little yeah first time they won. So,pretty cool. And then we had prom on May 3rd. So the grand march and coordinationwere at in the pack um at the high school and then the venue was atGailwood's farm. So after grand marching coronation we just drove over there. Umfor prom queen it was Bella Bmill. She was very excited when she won. And thenfor prom king it was Braden Trundle. It was a very successful night. A lot ofpeople stayed. We had we went all the way till the end with the DJ whichrarely happens. So yeah it was a very fun night. Yeah they kicked me and theysounded fun. We also had our senior decision day on the national decisionday which was May 1st. It was great to see where everyone's going. We have alot of people going to the same schools, a lot of people going really far. So, itwas fun to see where everyone's going. And we had our DECA internationalcompetition. We had 50 people competing and we had three groups make tointernational finals, which is really difficult. Some categories have up to600 people and only 20 groups make it to finals. So, we had three finals and oneteam get third place out of the 20,000 people competing there. So, that wasreally exciting. Got a glass trophy, which is always what we're excitedabout. And this week they're figuring out new officers for DECA next year andwho's going to be president, vice president, all that stuff. Yeah. Andthen, um, letters of love, they've, uh, continued having their monthly meetings.Those they just make different cards to send to hospitals or other causes, um,where people are struggling. So, yep. Rotary Club, as I was just discussingwith Gary, we're figuring out our pizza party and it's going to lead the clubnext year. We don't have a lot of younger members, so we're gonna have toget recruiting. And then National Honor Society, theyhosted a blood drive last month. They donated 56 units of blood, which cansave up to 168 hospital patients, which is a really big deal as those were allstudents donating for most of them were students. And then NHS juniors andseniors, they have induction coming up this Thursday night in the pack. Sothat's a fun event where seniors will get recognized and then juniors areinducted into NHS. We also also have scholarship night coming up thisWednesday which is always really fun. So encourage you guys to come help come.Yes. And then Tonka Bots they went to worlds again as you may know that was inHouston. So they placed fourth or Yeah. Okay. So they made it to semifinals inworlds and then I believe they had like a slight malfunction in their robot andthen this past weekend they placed fourth in the state event as there wasanother slight malfunction but all in all they did very good with um making itfar in the competition and getting good alliances in at worlds. So yeah um andunified club is beginning to plan the event for the end of the year all aboutit and continue to meet on Thursdays. I know they've had some guest speakersfrom local churches and things. So, seems to be thriving well. Yeah. Andthen our own George Pettit, he was elected for the Minnesota State umassociation honors society association board. Um he's the vice president ofthat. So, he'll basically go around and plan a project for the board that otherschools can do. And then he'll also plan the state event for the board of honorsociety. And we're continuing to sell yearbooks.Yes. All right. And then the track, they'vebeen competing through the months of April and May. I'm not sure on specificsof that because there's so many different events and so many differentpeople competing. So, I know they have probably a competition a week, one ortwo a group. So, yeah. I think they have conference coming up this week. So,that'll be exciting. Boys baseball's four and nine, but they're looking tobounce back tomorrow against family. Yes. Yep. And then boys volleyball.We're currently five and four, which is good for us. It's our first year as asanctioned sport and we've been having a lot of close games and good competition.We play Chesa Chan tomorrow night. Softball is 8 and seven and they'replaying Norwood Young America tonight. Um, boys lacrosse, they haven't found awin yet. I believe they're playing tonight right out there against HolyFamily. So hopefully tonight's the night where they can do that. Girls lacrosseis four and four and they're playing Holy Gh tonight which I think is quite arecord for them. They caught some amazing season. So that's exciting. Yes.Um for arts, so the spring choir concert that will be tonight I believe it's inthe pack and I'm guessing there's a lot of different groups singing within thechoir. So that'll be fun to get stuff over at. And the spring band concert waslast Monday night. I think it went well. Yeah, not sure on that. And then theMama Mia, they had a very successful showing. I know it was two weekends in arow, I believe. and I went to one of them. I was just absolutely amazed bythe work they put in and it was very fun with all the music from ABA and allthat. So yeah, for academics, we've had our AP testing happening currently. So Ithink it's been going pretty well. I don't know. We had a test this morning.All the we've had in the past sometimes been problems with like network issuesbecause they're all in computers and we haven't had any issues yet this yearthat I know. So it's going to be well. And then finally for the Weston update.So we have Cole drill and Cole Monster Tiger. They're going to be therecipients of the Yos Hadar Leopold award. They had a tie which is very rareoccasion. I guess that doesn't happen much. So they're both excited and that'sfor their athletic um work and the first one cold drill. Yep. And then Colemanand then Audrey Kers was the recipient of the Award which is the samescholarship as well. Cool. Any questions what's going on? We had another one aboutseven years ago. The first year I was on Who was that?Real. Yeah. No, not RO. Hey everyone, just wanted to give abrief update on the West Tanka High School Grand View Tennis Court projectupdates. So, we're going to start with high school since well, I have it on thescreen. So, one of the things that we're recently going through is we areexperiencing some permit delays and this is well beyond like what anything thatum Krauss Anderson or W would have been anticipating because we did get it outto the state for review here at the end of April which is ample time to get itreviewed here by the start of April or end of November. End of November we gotit to the state and beginning of April here. So, it's kind of pushed ourscheduled start back for this area of the building right here, which is theclassroom additions in the northwest corner of thebuilding. And lower level is science classrooms. Upper level, I think, issocial studies is down here. Yeah. Um, so we're having to restructure how we'relooking at the phasing on the completion for some of these areas.that we've been working on recently and I'm probably getting ahead of like allthe descriptions here. Lower this so I canreach um but we've have we've been having some internal discussions. Sowhat the priority is is giving enough classrooms for the students to get intoat the start of school here and I think that count is about 20 if I remembercorrectly. Um so what we're doing is we're saying at this point in time theseclassroom additions here might not or will not be done at the start of school.based on where we're at with schedule, but we are going to try to do a phaseone over here for the lower level. Um, and one of the another thing that we'reprobably going to have to do is finish this upper level south portion ofclassrooms right here and get those turned over ahead of time. And thatsouth portion in the upper level will include the stair tower and the southernportion of the addition on both levels. and that will get us the amount ofclassrooms that were required to get back online for the start of school. Wefeel it's doable at this point in time. We're meeting with subcontractorsagain tomorrow morning to try and get one file because we want to make surefor sure at least to the best of our ability that we have everything in placeto be able to finish those levels and we think we do but we just want to get buyin from every single person on our team both included. and Kevin said that you'dgotten permits to start the pilings or the footings. Thank you. We have gottenverbal authorization from the state to start the footings of foundations. Yep.Still waiting on some of the other stuff. We are still waiting on theactual permit itself. So I'm glad you brought that up. So with that said, westill don't have the final permit to go beyond the foundations. So do we knowwhen when you think those are going to be done? I meanI know it's not fair. You don't have the permits yet, but assuming a very fairquestion. If you would have asked me two weeks ago, I would have told you wouldhave had it already. But there's just this back and forth between the stateand some of the questions I feel are just some I feel like are a little bitextensive. So is there something going on at the state that'sI mean is this kind of going on across the board you think or Yes, I do thinkit's going across the board. So, we're not unique in this. No situation. I'veactually had other projects at Cross Anderson, one in particular where it wasa smaller small enough job where the state actually gave a refund on thepermit so they could push it to a local jurisdiction to review the permitinstead of the state. So, they're offloading some I think they're smallerprojects. I don't speak for all of them. So, they got a staffing issue. So, itsounds like something. I don't know. I don't know if I can say that or not,but I I think when we worked when we worked with Dustin, one that's importantis we looked at in the original phasing plan how many classrooms do we have sowe can operate school and so we're committed to that plan of turning thoseover. I think the second thing is the end duration of this plan that's notimpacted on it but we do have to reshape what we're turning over when. And sowhen Cross Anderson has an updated phasing plan, then we'll upload that toour website of what it is. But I think everyone's clear of what the goal is ofhow we need to start in August. And then when we're not starting with those uhclassroom additions, you take out some of the things you can't control likeweather and other factors that could cause further delays. When theclassrooms that you're turning over are more interior, you reduce some of thoseuncontrollable factors. Yeah, what Kevin brought up is a really good point is theareas that are affected is not the overall, but I would say within thisarea right here on the and second level. The end date is still December. It'sjust how they get turned over in that time frame between now and then iswhat's going to be altered. Let me ask this question. Yeah, we have contingencydollars. Yes. All right. If we use contingencydollars to to overtime or whatever, can we get caught up that we could get thosedone in in that time frame or is it just financially not? I think it becomes Ithink we're at I think right now we're probably at the point of no return whereI don't think we can even offer up even paying overtime to get that back. I meanthere's always a chance but there's a lot of work and it's probablydiminishing returns on what you get versus what you can spend.Good. So I think the the main piece of what I've heard from this update is thatthey're shuffling some of the phasing around the end date. uh is still whereit's at. That hasn't changed. And the goal of turning over those classroomsstill is uh what's going to happen. It's justwhere are those classrooms located is the shift. Is that fair to That's fair.So like everything you even see in blue down here, like this area, that's stillon the table. Like that's still sketched get turned over. It's just everything onthe exterior. Then we'll turn over a couplemore classrooms on the upper level right in here. Um, but with that said, I do have moredetailed information on at least on the upcomingmonth. Um, so we did demo the stair tower here this past week. When I saystair tower, there was one that was located just on the southern half righthere. We'll get into pictures here, too. But then we are going to be starting thefooting excavation here in a few days. I'm showing Thursday on this schedule,but that might have changed, but sometimes just in time for rain. Yeah,severe weather coming in through. So, it may change again. And then we have installing ourfootings and foundations and that should be going through May here intoJune. And with that said, we do have all that listed out here for theconstruction updates. So you see all the work that we have scheduled in May. Andthe lower level and main level for phase two, which is going to be thoseclassrooms we were talking about on the interior of the building. Then phasethree is this is referring to you go back up to the phasing plan. You'regoing to be looking at this area right here, which is the front entry.How long ago did we get the verbal okay to start foundations and stuff? When wasthat? Was it early last week or the weekbefore? Late. The week before. Yeah, it was it wasn't last week. It wasa week before that. It was actually the utilities that probably held us up for awhile. We probably we could have gotten started with utilities a lot sooner. ButI think this at the time the state felt uncomfortable giving up the giving usthe authorization to start the underground utilities. So that piece isactually what's holding it up more than the foot of the foundation starting. Um, but here are some photos here thathappened through May. We got one demo there too. Um then Grand View updates. I don'thave any pictures for Grand View yet really because not much has happened. Ididn't want I honestly or John not gone into the tunnels to take any pictures.But um John did to inform everybody that they had started the pre-installationmeetings with all the contractors just to make sure everybody's dialed inbefore summer does start so everybody has a clear expectation of what our workplan is, which direction we're going to start or where we're going to start,which direction we're going to go. And that's mostly for Grand from what hesaid, there was no nothing holding him up. So permit, everything's fine. It'sjust that from the city, right? Yes. Yep. Okay.Yeah, stones throw away, but it's frustrating.Um, then the tennis courts, we did get an update from Peterson Companies. Whatwe thought was going to be about a twoe window of doing the work here at thetennis courts turned into more around a month. There was more work other thanthe surfacing. So, the surfacing of the court does take 10 to 14 days like wehad previously been informed. But they also have shop blasting, caulkingjoints, doing um water testing to make sure that the there's not too many dipsin the surface of the quartz before they put the surfacing on. So shop blasting,they did start this past Saturday. So that work will be going. They have aboutfive to seven days of shot blasting the concrete, then cocking joints and doingwater testing for another three days. Surfacing the quartz should take aroundthe 10day mark. And then you have about three days of cure time. So it's aboutthat 25 to 30 days. Well, that surfacing temps consistently above what 50? Yes.Which later next week we might we might have some in the 40s there. So then after they do all that then theystill got to be painted and all that stuff. I think the painting is included.Yep. So, uh, we're going to put outcommunication this week that we're going to, uh, reset, uh, ribbon cutting. We'regoing to organize that with the fall season. Yeah. When the team is back andthen we're going to do an orientation for community members that want to useit for pickle ball. Once the courts are completed, we'll start that. So, we'rethinking that'll be the end of June, uh, mid end of June that we'll organizethat. that we're in communication. They kind of have an email system amongstpeople that like to play and we'll put it out once we have a date. So, they'vebeen good. Everyone's been really good and cooperative. Of course, everybodywants some now and yet um we're they're handling this well.How does the scheduling work for for those courts? So, the priority goes toschool programming one and then uh when they're not being used by an athleticteam or a community program, then they're up for a communityuse. In the past, we really haven't had a challenge about monitoring that andwe're going to kind of see how this year goes. There's some talk about how we canpost different like what are our our camps and what are our what's ourschedule so people know that availability. We're just trying tounderstand are we solving a problem that isn't a problem or is it something thatwe have to post someplace of what our program isfor courts. So, we have a little bit yet to further further explore with that. Iwould think that' be on the community website, you know, because they do thatwith all the courts and stuff inside, whatever. And you're going to know thatthese are the programs that are going on. And then you can have open dateslike you do with the calendar that open pickle ball, open, you know, that thatsort of stuff. conditioning people to look at a website, you know, that'salways when I talk about summer camps, there there will be some events thatreally draw uh a larger camp, but for the most part,there should still be available courts in addition to our camps. When it'spractice or meets on weekends or after school, they'll get used up. They'llthey'll all be used for that. So, but I so far we haven't had an issue. I justknow that these are going to be a lot more popular with our community andsurrounding communities because they're the new courts. And so, we'll see whatkind of focus that brings. But excited for them to be um to be used by all. Uh so we have a facilities meetingon uh on Wednesday and we will uh talk a little bit further about uh where we'reheaded and then Dustin will be back here. He's going to be at our June JulyAugust meeting. So tracking how things are going this summer. And so uh thatJuly update will be or that June update will be a good update. Uh,so May is always an exciting time as the students were talking about a lot ofdifferent events and celebrations for board members that were at ourrecognition banquet. Uh, just a really special time. We recognized staff foryears of service. We did our teacher of the year. We did our Nimer award winnerand then also our retirees. And so it's really a it's a nice rare time that ourstaff can come together and you highlight a lot of staff and volunteersefforts that make this district great and uh really nice event. Weum on your agenda today you're going to have the technology plan. Uh Mark andCorey have communicated that uh to their joint parent advisory to our our boardat a teaching and learning uh committee. Uh really it covers five different areasof infrastructure, technology security, hardware, user experience, andinnovative technologies. And so it's really laying out a plan of how we cancontinue to build up our our uh support of student learning and our staff work.And so trying to um move that along. Um Mark would up just give you an updatethat uh the department of education just released the graduationrates and West Tonka was at for the high school was at97.4. Uh that's really a combination of a lot of different efforts and so youdon't get 97.4 before, but just by getting it and I think uh Jolene and thehigh school staff and Mark have put a lot of focus in after the pandemicreally looking at attendance and really looking at uh making sure that we getback into a school routine and I think that's an indicator that um people areinvested and they're working and so this is just one of many measurements thatyou look at what makes strong results for a school. There's many others thatgo with it, but pleased with um where that's gone. We're in the middle ofstate testing and so we're wrapping that up. We're kicking off AP testing as hementioned. He's doing a lot of work with vocational programming right now and wejust had a meeting with construction trades here last week. Jolene Mark and Ilast Monday met with parents and community members that wanted to engagewith us on the direction of our programming. And it's it's really thesmall school advantage of how people come and they try to offer their time,talent, ideas of how we can make the best program that we can have. And so agood turnout. Yeah, we we really did have a nice turnout. And when we've hada nice turnout for our nursing program, for our machining program, and alsothis. So we definitely feel like there's partners there. Um what some of ourquestions in these meetings is really understanding scaffolding like what arewe building towards and as employers or people that are in these industries whatwould you like to see from graduates and kind of how do you take on students thatcome from high schools uh to be successful in your fields? And so umreally really good discussion and really helped direct uh some of our programmingand also confirmed where some of it is headed. I'd share with board membersthat a policy today we talked about goal setting and I'm going to try to workwith board members schedule here in June or if it has to be July July to find anafternoon time slot that we can continue to advance our goal setting process asuh we've talked about and as you've been involved in we looked at our currentgoals and we hope to adopt new goals by December. uh this is something that'sexciting because it's uh we're ready for that next next challenge in thatdirection and that process. And so I'll be uh working with Emily to reach out totry to get uh people's schedules that we can find an afternoon that we canfurther advance some of those conversations. Um with with that I thinkalso in your agenda you have a few action items.Um mainly uh there's an approval of a staff development revenue waiver andthis is something that we do with our teacher union each year which gives theflexibility that our staff development shouldn't be set on 2% of ourexpenditures. It really should be set on the needs that we can best allocatefunds to apply staff development. And so I I really appreciate our union forunderstanding that and whether it is above 2% or below 2% it really should beon the direct purpose of what are the needs and what are the goals versus it'sset on a direct percentage of expenditures. They approve this waiveras well. Yes. And they've they've this has been for many many years. I think uhthe only other item you'll see uh a policy action item and then also anaction item on an increase of staffing for speech language uh pathologist andso that's based on need and also filling thatposition. Um it's been it's been a really excitinguh spring. Uh what adds to it is the design and the construction. And I wouldjust shout out to our staff and our students of you know with what we'veexperienced thus far uh people are being very constructive in their mindsets ofhandling some challenges or surprises but also really there's so muchexcitement of where this is going and what the end product will be. And sothankful for the board, thankful for the community that we have this opportunityto go through this construction and yet um as you heard Dustin, there will bedifferent things that present themselves that we have to navigate. We know thatand we'll keep on working through those. That being said, if you have anyquestions for me, happy to answer them. The um graduation rate, is that is itkind of a high for us? Yeah, that's so this one would lead ourgeographic area and it's definitely an improvement over the past past years. Uhas we've talked about previous year's graduation rate um takes in accountmultiple things. So for example, if we have a student that leaves West Tanka,we don't know where they are, but they haven't shown to graduate. even if theyleft in eighth grade, uh they're on our books and that will count on ourgraduation rate. If we have a student that uh is going to continue to receivespecial education services and our transition plus that wouldn't call becounted as graduation. So some things that you might not think that is underyour graduation rate uh also include it's not someone their senior yearmerely that says I'm not ready to graduate. So there's a number ofdifferent factors on it. I think um a big effort has been to make sure thatstudents engage with their work that they come to school and that uh we makesure we support their needs and so largest part of the gain I think isreally under that communication structure. Um you can see that this chart is um filled to thebrim. This is our our last month that I'll report. Um our March or um excuseme May 1st count was 2,412 students. So just a change of oneover the prior month. And if you take a look at the last column from start tofinish, um you know, there's really only a variance of just a handful ofstudents. And it's kind of nice to see this year we had an uptick at the end ofthe year. Um after the uh kids leave, um there's a reconciliation that we do withthe Minnesota Department of Education and all the other schools in the states.So we have appropriate start and stop dates. Um and then we will take thatnumber um that's actual then use that for our audit. So again very pleasedwith this year's enrollment and um we'll start again next year with a emptychart. Okay. Um revenue and expenditures through the end of April um we havecollected uh 27,752,000 of our yellow column revisedbudget or 66.2% uh there on the top. um expendituresthrough the end of April. Um we have spent30,322 of our again the yellow adopted bud revised or excuse me revised budgetor 73.6%. So if you take a look at theprior year and the second prior year, we're really happy with the way um thethey're trending um and everything um appears to be in line and u will be agood budget. Um just again just a few notes. Uh thisis uh a busy month as we're putting on the final touches of the um adoptedbudget for next school year. So the 2526 we need to have that approved by July1st. So we'll be bringing that to the June board meeting. Um at the same timewe're gearing up for next year. We're giving insurance quotes. Um we also areworking on um a copier lease that's up and um all of this will be umhighlighted at our June 5th um morning meeting with our finance committee.That's all I have for tonight.
