but really it's so much lower than the next bid I mean and you know when you do home projects you always are told don't accept the lowest bid because they're going to do shotty work or whatever and I mean I get it we've done work with them before but I mean like seriously I I was just like shocked and what can I mean I know you said that you did the checks and stuff like that but how do we know really?

contractors depending on the amount of work they have you know they throw different numbers at projects since we have worked with them often in the past we don't have concerns you know they did confirm that everything was in their bid and we you know we'd certainly hold them to that that's why we call them and so um you know the loss would certainly be theirs at this point but they were comfortable so we don't have the concern and so I don't think it'll be an issue but we did talk to them very good.

I don't want to pull it but I do want to make a brief comment and that is to thank the people that are acting as election judges and absentee bot board these are not easy times to be even volunteer elections officials so thank you thank you thank you in addition to the people that are in our Parks doing that wonderful work this is really the work of democracy and I think it it Bears recognition.

I'm proud to say that Minnesota has consistently been a national leader um in voter turnout election reform and ballot security that's something that the state has taken very seriously and have done me many measures um historically and continue to do to make sure that our ballots are safe so there are many measures in place to ensure a safe and secure election here in Minnesota um we do rely on paper ballots it's a Cornerstone of our elections.

I can say with confidence we do elections well in Minnesota and minona is at the top of the list in terms of how well we do elections and I'm not I'm not just trying to be a homer here and uh and uh vote for the home team I mean I really do believe that we do an outstanding job with elections and we work hard to make sure that our elections are free and fair and I absolutely believe that they are so.

We cannot as a city be lower than one store or retail location for 12,500 people and so in that case we would have five... registrations would be issued in the ordinance in the order they were received except there would be preference given to the planned I 394 District.

my heckles are up a little bit on the 394 District piece so I'd like to hear what the Planning Commission thinks about that... it just seems like a lot of concentration even if it's spread out across the zone so I I don't feel real comfortable with it and but I'm I'm really going to rely on Insight from the Planning Commission on that one.

I think uh smoking is different than alcohol consumption and one question I have is could we just prohibit cannabis use in our Parks like we do alcohol is there any reason we could not do that so that's one question you have the ability to prohibit it anywhere in parks that would make it somewhat different than the way you're treating tobacco right so we just need direction from the Council on where you want to go with that.

I just don't want to continue to increase um you know calls around folks smoking outside their building or smoking on the property you know smoking near the properties you know we we've getting like folks complaining about folks walking up the street so I don't want to start to get an increasing cause around you know people just smoking marijuana walking down the street or close to the property um because I don't know I just I just see it as an increase um I see it as a it going to be a pro I see it as going to be a problem in the future.

minetonka was an entitlement City and we directly received those funds after that we went to the county and Consolidated our pool of resources um but during that time uh we did get some paybacks and some um money uh back from clients and customers and that accumulated balance was about 219,000 that could be used for other purposes and in November of 2020 so four years ago the council directed staff to provide a new program a new grant program for folks that owned uh through the hennipen uh Land Trust West henpen Land Trust or homes Within Reach and it was specifically a grant program for people who needed repairs to their homes and the amount was about $7500 per home could be eligible 24 homes actually took advantage of the grant program and were and did benefit from that program.

do you think there's anything more we could have done we hate to give money back is there anything more we could have done in your view to um to get that money spent.

before use the use of community investment fund to refinance or excuse me to finance renovation of the ice rink uh B refrigeration system I did want to introduce a couple other team members that are here Mr John Heckman Kevin moss and Darren Nelson are here with us tonight working on this as well so the ice um Arena rank B Refrigeration improvements uh proposes to install a new ammonia Refrigeration system to rink B and it replaces the existing R22 refrigerant and Refrigeration equipment as it's expended its useful life um funding from the project is proposed from the community investment fund which requires two public hearings at least 30 days apart tonight which would be the first uh the existing refrigeration system was installed in 20 uh 2003 and uses a combination of glycol and R22 refrigerant uh the US EPA banned the produ ction and import of the refrigerant um January 1st of 2020 so you know at this point a refrigerant is not as available as well as it's banned by the EPA um the use of it so it's tougher to get and it's certainly more expensive so uh we're working on replacing our systems which is part of the requirement and that's why we're here tonight.
