Um, next item is special matters. And we have one special matter tonight and that is um um a report on the upcoming tour to Tonka. And uh if uh we I think we have a guest to come and report on that. So, please come forward, state your name and address and lay it on us, please. Yes. Well, I Yeah, good. You have the PowerPoint. My name is Kim Carlson. I'm the executive director for community education in Minnitonka. Started in August. Um, my address is 17816 Townline Road in Minnotonka. I say that slowly because I just moved here myself. So, I'm a resident of Minnotonka as well. Um, so I'm here tonight to just give you kind of a what uh update. It's happening this Saturday, of course. So, um, as you probably have noticed, signs going up across the city. And so, um, I'll just go ahead and get started. Is there someone else that runs the thing or do I push it to change? Oh, okay. So, as you know, it's the 20th anniversary. You may or may not know. It's my first, but it's been in our community for 20 years now. Um, so we're kind of excited about some of the things we're going to do is offer a um online 20th anniversary merch store. So, that was something new. We went with a local company to uh do our shirts this year. Um, we also are going to have an archives display booth at the vendor fair. Since it's been going on for so long, it's kind of fun to dig up the old memorabilia and whatnot. And then also we have what's called Legacy Riders and there's a group of riders that have been doing it for 20 years now and we have 49 riders that have been coming back for 20 years. So, it's kind of cool. Um, so some of our community partners, we've done a lot of work with the Minnitankka police. They've been great support and giving us suggestions, updates, ideas uh for safety moving forward. of course the city of Minnitonka first student and then ICA which I'll talk about a little bit later too um they are u received quite a bit of funding from the event um to support the food shelf so we're happy about that and proud to share how much we've been raising so these are some of our sponsors some big sponsors local sponsors and um we can't do it without them they feed us they take care of us there's bike u mechanics that are sent out by shields just a great group of folks folks in the community that help support the event and make it help us make it a little more uh festive, if you will. So, thank you to them. This is just a sneak peek at our uh shirt, our writer shirt. We kind of did an homage to the 2006 original shirt. So, Louise Weir is our marketing person. She did the work on that, the design on that. And so as of today there uh before I left the office I checked one more time and we have over 1,700 uh registrants. Uh we fully expect it to be up to 200. It kind of is like a flat and then it goes straight up the week before. Um and I checked the weather. Knock on wood. It's looking really nice. Um so um fingers crossed. We have riders. It sounds like we've hit almost every state. So, if you're going to Hawaii, it's one we still need. Uh we have but we have lots of states that uh lots of I think it's 20ome states right now that are coming uh to the race or the ride. And in Minnesota, we have 113 cities represented so far. So, again, we have quite a we're going to see a spike here and uh they're they're ticking up by the day as long as that weather continues to stay nice. And then this is kind of how it looks for over across the board is not unusual that the 100 mileers will sign up first. So that's been high ever since we open registration and then towards the end you'll see those folks that are just going for a I don't know leisurely 16 mile sounds still kind of difficult for me but uh that'll start coming up. We have lots of families that ride and I'm sure again the weather is a factor for people to sign up. So we're excited. The registration looks great. So, our routes, we have five routes this year, 16 miles up to 100 as as it's uh as it showed in the last slide, traveling through four counties, 25 cities, and riding on 143 unique roads and trail miles. So, we've been busy working with counties, cities, other pro other cities to offer such a great uh event in our community and let us go 100 miles out and around the the states or the suburbs there. So there's a visual of it. It does carry. So all the different routes you can see um each route we have um several rest stops. Uh the smaller ones have two. The larger 500 or the sorry the 100 mile has five rest stops with entertainment, food, etc. We have one uh potential reroute um on the 100 mile somewhere between Victoria in there somewhere. There's a roundabout going in that we just kind of switched it up a little bit, but those are the those are the trails and it's not too late to sign up. Um so grateful for the amount of volunteers that come out. This community really supports the event. I'm just so impressed. When they told me 600 volunteers are needed, um I was like, "Wow, that's a big number to hit." But we're but we're doing it and we uh still have time. Uh there's a QR code uh there as well, but we are still looking for a few spots uh further out. Um but you can do pack a pickup, registration, route captains, rest stops. Those are kind of getting filled, but we do uh they this community does show up for our our um event as well as the other cities and counties. They've been really generous and coming out and putting teams together to help support the ride. So, this is the slide about ICA food shelf. So far, since 2006, it's been over $100,000 um given to the local food shelf. And actually, we have a family uh family of Grant Hartman who passed away this past year and he was a 100 mileer rider and his wife wants to give u a free ride away for next year. So, anybody who puts a dollar into the food shelf will get a dollar or more will will get a chance to get a free ride. So, we appreciate that give back as well. And we are excited about uh so far, we checked today and when you register, you can also donate and we've gotten $2,000 from the registered uh people who have registered so far. So, we're excited about that. So, again, thanks to our law enforcement and safety partners. This is from a survey that we get and it's doesn't go unnoticed that they feel safe out on the streets, the trails, the the event itself. they just are so appreciative of of the presence of our safety partners. So, we appreciate that. And then the controlling of traffic. You can see on from those routes, we're we're going over some major uh highways. So, we just really appreciate that support. So, it's Saturday. We're we're ready to go. We just really thank the community, thank the city for supporting the event and continuing to be such a great partner for us. So, I'll try to answer questions. I like to pull the new card when I don't know cuz I've only been here a year. But this is this is a great event. My staff, the the community members that have they keep coming back. So, I'm grateful to walk into it. A good experienced group of of staff and and safety partners. >> Well, very good. Council, you know, I just want to I want to thank you and um, touranka is a great event and it's a very defining event for our community and um, you know, I want to thank I want to thank you and um, um, all of your colleagues because um, it really does build community. And while it's not just a Minnotonka event um and people come from all over, but it um I think it really brings our community close together and I think it's just a positive event and it's fun to be there and see all the excitement. No vote on that one. Um, so next up is reports from city manager and council members. So we'll go first to Miss Diamond. >> Thank you, mayor and council. I do have a few updates this evening for you. Um, you may hear some pounding on the roof and some mocking on the roof. So back on August 7th of this year, the council did approve the police department roof replacement, which also includes a community center and then the link over to city hall. So we've been told that they're finishing up for the evening. So, but if you do hear footsteps or the ladder going on, um that's what's happening on the roof this evening. Um candidate filing opens tomorrow and runs through August 12th during regular business hours. Be sure to check the website for regular business hours as in the summer months we do have shortened hours on Fridays. Um candidates may withdraw um up until August 14th and then city staff will update the website as filings are received. So, for those who are curious, we will have a chart on the website that will include who has filed and for what seat. Um, and then as a reminder that this Thursday, the city council will join members of other boards and commissions for a joint tour highlighting development projects for Minnetonka. And then next Tuesday, lots of happenings. Um, August 5th is night to unite. So, council members are invited to join the police department in visit visiting registered neighborhood parties. Um, this annual event is a great opportunity to connect with community members and enjoy a fun evening in our Minnitonka neighborhoods. Saturday, August 9th, we don't have a meeting prior to then, so I thought I would touch on this event coming up. The Summer Commons Carnival will be held on August 9th from 900 a.m. to 100 p.m. at Ridgale Commons. This family-friendly event features music, an inflatable, face painting, and yard games. Hot dog meals and bubble tea will be available for purchase, and cotton candy will be offered free of charge. And then lastly, the next council meeting is scheduled for Monday, August 11th. First, I just want to um thank staff for um I went to the jazz concert at uh Ridgedale Commons and it was uh a little warmish and the kids were really glad to have the splash pad going there and with they were adorable and um it was just a great concert and people were really enjoying it and in spite of the heat it was really pretty well attended. So, um that was wonderful. And also, um a few weeks ago, uh I went to Columbus, Ohio. Um Council Member Romeli was uh there as well for the National League of Cities uh summer leadership conference. And um at that conference uh we start putting together our thoughts on the policies that we want to take forward to our federal legislators. And uh we took a wonderful tour of uh the largest um prefabricated housing um in in the country, I think, but it's certainly in Ohio. and it was just kind of a fascinating uh process to watch and um something that I know that we'll be learning more about here on the council. So um that's the kind of thing that might help us uh find solutions to more affordable housing and um so it was just a really fascinating conference and I just feel so privileged to be able to do that. >> Thank Council Calbert. Anyone else? Council member Romey. >> Thank you, Mayor. Uh, as council member uh, Calbertt noted, I also was at the Columbus conference for the National League of Cities. Um, we're on different committees. Uh, so I'm on the community and Economic Development Committee. So, it was my first time there. So, it was a really great opportunity to um kind of meet with uh council members and and staff and elect electeds and officials from across the country to kind of see how they're doing things, get ideas, um network, uh decide on on how we're going to approach our our federal legislators um in the in the year to come uh given the climate and challenges that we're looking at ahead. Um, and then also last week I was at a meeting held hosted by uh, state senator Anne Johnson Stewart regarding the highway 7 corridor and it was a nice explainer about the process really from kind of the other side of the table rather than the electeds and kind of the timeline the engineering and design process and uh, learned a lot more about that project and look forward to uh, using that going forward. So, it was a great opportunity. I appreciated that. >> Thank you, Council Member Mey. Anyone else? >> Um, it's summer and it's kind of a quiet time of year, but I I was going to make a pitch for Music in the Park. Um, I made it on Tuesday night and uh it was the u um it was a Rolling Stones review. It was Mick Jagger was not there, but but it was it was still it was still pretty darn good. And it's fun. it was well um well attended and uh every Tuesday night after the uh farmers market. So I just mentioned that for people to consider because it's a it's a inexpensive evening out and um and and a very nice venue. So So with that I I will wrap up comments from city manager and council members and move on to um citizens wishing to discuss matters not on the agenda. So, this is an open mic opportunity. If anyone has anything that they would like to report regarding something that is not on the agenda, uh please come forward, state your name and address, tell us what you want us to know, um we will not take any action on that item tonight, but we will turn it over to staff and they will follow up with you and with us and we will um um deal with the issue that you raised. Uh this is probably familiar to you as it comes through every year where they have their various events at the Unmapped Brewery. Tonight we're considering two events. One is on Saturday, September 6th. That is called the Gladen Farms Hop Harvest uh event. And then the second event is the Saturday, October 11th, which is the Flannel Roots Music and Beer Festival. So, uh, various times on each of those events depending on, uh, the first one is, um, various things from 2:00 p.m. till 10:00 p.m. There's also an event related to the Vikings game and a TV that is placed on the parking lot. That part is a little bit newer. Um, they will have amplified sound obviously from that. They aren't having live music that night, however, so there's no live music that goes along with that event. On the October 11th event though, there are um live music uh performances etc. This is always an issue in this neighborhood parking and you know that they often will secure other sites for their parking. So the daycare, the church area also the new ownership of the bank which is now Bridgewater Bank has uh an agreement with them for parking. So, they do um have about I think it's about 350 spaces secured with those plans. We have not had um complaints in the past about parking or traffic in the area for these events. Um staff did review this information with the police department as well. Uh and we don't have any concerns. So, staff would recommend approval uh to the city council and if you have any questions, I'd be happy to answer. >> Thank you, Miss Wishnack. Council, any questions for Ms. Wishnack. All right, I'm seeing none. So, I This is a public hearing, so I'm going to open the public hearing and ask if um anyone, including the applicant, um would be interested in coming forward. I see somebody with an unmapped brewing shirt on. My name is Anne Husfeld. Um I'm at 14616 Glendale Street in Minnetonka and my house is right behind south of Unmapped Brewery. And um I've been here since unmapped opened and you know experienced all these um events. And I do have a question. I've got kind of two issues um that are maybe new this year. I'm not sure if it's related to sort of new ownership and trying new things or just uh a new approach or but um along you know both of the events. And so I do have a question about the event that um is the Twins versus Kansas City Royals at 6:15. And you know what is that about? My first question before I talked with um the city um I I only got the notification on you know informing people within 400 whatever the distance is feet of this on Friday evening and of course the city was closed on Saturday and Sunday and um I I made a call to Minnotonka this morning to you know have someone call me back so I can ask questions about what is that event will it be noise you know uh not broadcast but um you know whatever the sound is and didn't get a call back because everyone is busy But I had no opportunity to kind of before this moment to ask questions about that. And um because I am obviously property line wise the closest resident, but there are other men, you know, Glenn Lake that are that are near. I mean, noise is an issue. And so I did learn from Miss Wishnack that um this September event will be just I guess the uh broadcast event. Well, how loud is that going to be? And that's kind of a question and I'm not not here to, you know, ask questions back and forth. I know I state my question, you can discuss and answer it, but I kind of want to then present my thoughts about that being a new thing and just kind of get that in the table in terms of it not being music. Well, one my question initially was, well, will there be live music that night too? Um, will it be silent? Will it be competing with the noise of the band? Will, my understanding is it then may just be the event. And I wanted to refer back to, you know, the material from the original October 2016 proposals for unmapped and getting the original licensing or, you know, conditional use permits for the brewery to open. Um, and just some language there uh to get that back in the record. So, this goes back to a proposal for the October 24th, 2016 city council uh meeting. I think I have the meeting from that, too. But I think that was the evening when the final approval for the condition of these permits for the brewery were um approved. And the proposal from unmapped at that time was um description of type of entertainment offered. This you know came from um JD and Megan Park that they had written up themselves. Events unmappy may from time to time host outdoor events that may include live music, food trucks, and outdoor beer sales. And that was all that was imagined at that time. And then on September 26th for the October 24th meeting, I'd written a letter myself, you know, to the city council and it was included in the packet and I referenced that. Um I wrote, "I am concerned about increased noise coming from the tap room and patio. Uh in particular from live music that the applicant outlines in the proposal and I reference the applicant states they may from time to time host outdoor events that may include live music." And I don't know how much things can change from original intent, you know, that was approved along with conditional use permits. But I wanted to bring that issue up partly and mostly because I don't understand what that sound is going to sound like. And so um kind of two things if you discuss and that is is this a fundamental different thing from live music. Is it expanding the kinds of outdoor events that may impact neighbors, people living in houses around the neighborhood? And what's the rationale for that? And is um you know, did that need some kind of neighborhood questioning? And how would you feel about a sports event being broadcast? And kind of secondly, how much noise will there be from that? The the bands, they run for I'm not sure how long their sets are, but they're multiple sets. Maybe they run for half an hour, 45 minutes each one, and then there's a gap and then the next one kicks in and maybe there are five or six throughout the day. And you know, believe me, I I can tell when the music stops and I'm expecting the music to start again. And just as an aside, um you know, noise is noise and people it impacts people differently. But I am extremely bothered and conscious. I know this comes up every year and um I knew this going into a Men Map. they were going to have live music and it is extremely um disturbing. I don't mean disturbing emotionally to me. I mean the noise impacts my house. Uh and I live through it. I mean what else can I do but um it is not easy to live through these two or three days a summer where I have to I can be out sometimes I attend one of the sets but 9:00 at night I'm back in my house and that is coming through my house and the noise of music. Um, the noise in general, I'll get to sort of music in a bit, but the noise in general really does I hear it. And so my second question is, what is the expected kind of noise decibel level for this? Um, will it be running constantly from 6:15 until whenever the sports event is over or as we say, I don't know, goes into overtime? I mean, is it going to be constant? Will it be loud cheerings? Is the sound going to be less than amplified, you know, band music? I don't know. And so, >> no, Miss Hosfeld, I'm going to ask you to wrap it up. Um, and then, um, I think, you know, we're probably not in a position to answer, but perhaps the the applicant when he comes forward could, um, um, uh, talk about what they're intending because you're right, is a little different than music. So, but but we get the point. >> Can I ask about the music running till 10 p.m. for the October 11th event and ask if they intend to run music all the way to 10:00 or if they wind it down between 9 and 10? Um, I don't want to sound like a broken record. The the second festival that we're talking about is going to be similar to the ones we've had in the past. The the first one coming up is the Gladen Farm hop harvest. And we're excited about this one because it's the first time that we've done this um to this to this size. It's always been kept smaller um on patio. Um and thank you for the questions, Miss Oasfeld. Um they're legit questions and and I hope that I can answer them tonight. Um we have done some viewing parties of Vikings games. This is going to be a twins game of course for the for the Gladen Farms event and we bring in a big screen uh outdoor screen. Um and the technology of the speakers from the screen are very directional. Like if I walk around to the back of the screen, I can't hear it. I can promise you you will not hear any of the noise from the September 6th event. Um and and if I'm wrong, I'll try to make it up to you somehow. the se the October 11th will be what you've probably expect had in the past. Um we will wrap up the music. We always try to wrap it up at 9:30 at the latest even though we know our permit takes us till 10:00. Um we do we know that we're a community gathering place and we the we exist because of the community. We want to make sure I mean your your thoughts are valid about loud noises can be very overwhelming and anxious anxiety um building for people and uh I I guess first of all I I want to apologize for two things for that the fact that that exists and also if I can play my new card being the first year my first full year as owner uh co-owner of Unmapped it was 100% my fault that those letters didn't go out in time. Um, I'm glad that you got it before this meeting, but I'm sorry that it was Friday. Um, but um, were there any other questions that I didn't address or any >> No, >> any anyone else? >> I think we may have a few questions for you. So, um, pass couns. >> Oh, good question. She mentioned that. No, there will not. There will be no live music, no canned music. Um, there will be an MC. He's an employee of ours, but we'll we'll be the the event is a hop picking party. Dan Gladen from the Twins grows his own hops out on a farm, and he brings them all in. This will be our ninth anniversary of this event. It's the first one where we've wanted to do an extension of premise um permit so we can open it up to the parking lot. We've had issues in the past where it's been hot and really sunny. This allows us to bring in a tent um overflow into the parking lot. Um and hops are I mean they're fun but they're messy. So we want to try to keep that mess out of the tap room, keep it outside. Um so this year we wanted to extend that to the out outdoors. Um hence the uh application for this um temporary liquor license >> council. But no, there won't be both. >> Great. Thank you. Any other any other questions on this event? I was curious when I when I read it. I was wondering, okay, you're picking hops. Are you going to the Dazzleman's farm or are you uh bringing bringing his farm to the brewery? It sounds like the latter. >> Yep. We'll bring the the farm to the brewery. He's very I mean, as you can expect, kind of a private person and Yeah. >> So, yeah. Um I I won't even be going out to the farm. So, >> Okay. >> Yeah. He'll bring them to us and then customers will pick the hops and um they'll have for each bucket of hops to two two gallon bucket. So, it's not big. You can get a choice of um uh a free beer. There's a limit um of how many of those you can get, but or uh uh a ticket for a prize. There's always lots of prizes and that's where our our MC is going to come into place. He'll be announcing the winners on the microphone and stuff, but All right. Very good. Yeah. Council, any other questions? She went to uh she's uh going to be a seventh grader at Minnitankka West and she attended a school board meeting and really loved it. I just want to thank Miss Hosfelt for coming out and expressing um her talking about her experience and her concerns and I'm very glad that the new owners are cognizant and sensitive to it. And I just I mean I really love Unmapped. I was I just had um book club there the other night and um they were having an ICA food shelf fundraiser which um you know we really can't give enough money to our food shelves uh these days. But um it's you know it hasn't come without a few uh little areas of friction like parking occasionally noise but honestly it has just revitalized that part of the city and it's been such a benefit to the whole community and it's been a wonderful business model and when I take people there they are always really impressed. So, um I just I just wish you the best on both of your events and I uh urge you to um be open to the comments of neighbors and find, you know, I know you'll continue to um do your best to be a good neighbor to the people that live there. >> Councilor Shaq, >> thank you, mayor. just quickly and and I appreciate the comments as well and um I also appreciate the folks at unmapped being um nimble and to that end I just want to encourage everybody because we when we consider these applications as as you notice Miss Wishnack will say uh whether there have been issues in the past. So if there is ever an issue, of course I I realize the owners are approachable and you may may take it up directly with them, but let us know too so that as we view these applications in the future, we can troubleshoot them, you know, well in advance and have build that in. And and so um we're happy to make sure that we can build community and also make sure that the people who live there aren't overly impacted. Um we're probably at the outside of our limit for these types of things because of the pressure on the neighborhood in you know with unmapped but happy to have a place where the community can gather and celebrate and so very appreciative of of you as well. >> Council, anything else? Um quick comment for me. You know, I I think there two things and and I I appreciate um both um speakers tonight on this topic. Um you know, I think we want to be mindful and because I think what Ms. Hosfeld brought up was the um you know, kind of the scope creep that can sometimes occur when when we have things that have gone on for a while and then and then you're always looking for the next great idea. And so want to be we want to be mindful of that because we want to be respectful to our neighbors. At the same time um you know we were talking about Tour to Tanka um tonight and we talked about what a great community building event that is and um it's not lost on me how important Unmapped is to building our community and building our community in that neighborhood. um but in the city in general and um if you listen to um um read the newspaper or listen to uh the radio um it's it's a challenging time in the craft beer business now too. I mean uh costs are up um and uh consumption is flat and um you know there's a lot of um craft breweries that have gone out of business and you know we like our businesses to be vital. Um, unmapped is an important part of our community. And so, you know, we want to do the things that enable that to remain a vital part of our community because we value community. We value community building and we value our businesses. So, so I think we do need to be nimble, but I also think we need to be aware of, you know, what we originally agreed to and um and uh ensure that um we're we're discussing these things appropriately as changes come forward. Um, next item is other business and the um number 14A is a conditional use permit and site and building plan review for a concession stand with bathroom facilities for Veterans Field at the Minnotonka High School campus at 18301 Highway 7. And Miss Wishnack, you get to do that, too. >> I do. Thank you, mayor and council members. Um, this is, as you stated, a conditional use permit for Veterans Field. If you're not familiar with where Veterans Field is located at the Minnotonka High School campus, here's a aerial photo that shows the location. Um really today it's it has the field arrangement. It has dugouts, the stadium and also some bleachers seating with a concession stand and press box. And if you're not familiar, that was done in 2006, I believe, was the year that was constructed. Typically during the school year, it is home to the skippers baseball team. And if you follow amateur baseball like I do, um it is also home to the Minnotonka Monarchs, which is a class A amateur baseball team or town team as some people refer to it. There are two changes that are proposed um to the uh area and mostly it has to do with this concession stand area. This would be the new concession stand. It would include bathrooms as well. They have temporary bathrooms today, so it would be um more comfortable on that front. There's also uh retaining walls involved. If you've been there, you know that there's a sizable area of retaining walls on the site and so that also will be reconstructed. Um the uh staff did review the project and we did not have any major concerns. It did not increase in buria surface or impact any natural features on the site. You know, the the items are still, you know, in place where they are currently located. Uh and really generally thought that overall it would probably enhance the experience of this area. The planning commission did also review and recommend the city council approve it. They did so on a 4 to zero vote and so that comes to you with their recommendation as well. So, the action tonight would be to adopt the resolution approving the conditional use permit and final and site and building plans. Normally, we'd put this on consent, uh, but because it's a school, we thought we'd give you a little bit of an overview. Thank you, Mayor. >> Thank you, Miss Wishnack. Actually, rather than the question, just a quick comment, just hoping that as as especially as this is a school that any sustainability features, if there can be some, you know, solar or something um or building materials or whatever, just always want to encourage that, especially in our in our public buildings. Well, uh you you came here, you might as well uh get your licks in. >> Well, thank you for for considering this. And my name is David I'm the architect for the project and president of ATSR. So to answer the question about the or the concern about the sustainability um we do use very durable materials. That's first and foremost. This is a concession building. It's a restroom building. It's a public building. So basically durability is paramount. So we have face brick. We've got integrately colored uh concrete block, a rock face, kind of an accent band, metal panels. So again, maintenance-free total exterior. The inside is all concrete block, epoxy paint, super durable. Uh some of the things that we use would be like a high efficiency uh instantaneous water heater system as opposed to a tank water that's going to be heating water all the time. It's upon it's on demand. So that's an important feature. Uh the rooftop unit for instance the is controlled by by uh temperature controls which the district has control over. So there's no thermostat that just lets that system run wild. So basically that's controlled, moderated, and watched. Uh occupancy sensors of course will turn the lights off if it's unoccupied automatically even if the user doesn't do that. So there's just some really fundamental things like that that we incorporate into the building. So it's it is important. >> Yep. Thank you. >> You're welcome. Thank you. >> Thank you. All right. The comment Oh, go ahead. And just as a parent who spent a lot of time at Veterans Field over the last 20 years, I I also uh think that's a vast improvement over portaotties. And thank you. >> And the only comment I wanted to make too was that um I thought that the the use of um you know expanding the space where the the new concession stand is going to be was was innovative. Um and I mean I I those are very nice retaining walls that we have. I hate to see them go, but I also think that the the um the location and the use of um the space is innovative. Um and uh and and it's a significant improvement with permanent bathroom facilities. So, that all looks good. So, council, you like to make a motion?
