Minnetonka Planning Commission Recommends Xcel Energy Pole Replacement Project
The extensive project, involving 136 electrical pole replacements across six miles of Minnetonka, moved closer to City Council consideration following a detailed review by the Planning Commission.
The Minnetonka Planning Commission, at its June 18, 2026, meeting, recommended approval for a significant Xcel Energy project that proposes the replacement of 136 electrical poles along an existing line. The project, identified as the 0782 (later clarified as 0734) Xcel Energy electrical line, spans approximately 10 miles, with six miles located within the City of Minnetonka, stretching from the Wayzata/Plymouth border down to Eden Prairie.
Mr. Engelson, a staff presenter, outlined the comprehensive scope of the infrastructure upgrade, emphasizing that the initiative focuses solely on replacing existing poles, not adding new lines. The replacements are deemed essential for improving current and future pedestrian paths, enhancing driver visibility, mitigating issues with underground utilities, and ensuring compliance with updated utility line safety standards required by Xcel Energy.
So, our first item here, staff is recommending that the City Council adopts the resolution approving the request for the pole replacements along the existing 0782 Xcel Energy electrical line.
The project requires conditional use permits, site plan review, variances, and alteration permits for floodplains and wetlands due to its scale and nature. The Planning Commission's role in this matter was to provide a recommendation to the Minnetonka City Council, which will ultimately make the final decision.
Project Details and Environmental Stewardship
A notable aspect of the project involves the installation of several poles exceeding 80 feet in height, specifically two poles measuring 86.3 and 83.5 feet, which necessitate variances. These increased heights are required to meet national electrical safety code standard clearance requirements.
The variance and expansion permit, we're recommending approval for those as they are reasonable requests and will not alter the neighborhood character.
