Minnetonka Commits $7.3M to Affordable Housing, Proposes Stronger Tenant Protections
City leverages pooled TIF funds, considers extended eviction notices, and plans for significant population and job growth by 2050 amidst major TIF district decertifications.
Minnetonka is poised to leverage $7.3 million remaining in its Affordable Housing Trust Fund, pooled from successful Tax Increment Financing (TIF) districts, even as two major TIF districts approach decertification within three years. Alongside this financial foresight, the city is advancing a 30-day eviction notice ordinance for nonpayment of rent, surpassing state minimums, and projecting substantial population and job growth by 2050. These key updates were discussed at a recent government meeting reviewing the city's financial health, housing strategies, and long-range planning.
The 2026 TIF Management Report, presented by Ehlers and Associates, highlighted the significant impact of these districts, which have increased total market value by an impressive 1,557% since their establishment. The report specifically noted the imminent decertification of the Applewood Pointe and Glenhaven TIF districts within the next three years, underscoring a period of transition for the city's development incentives.
The success of these TIF districts has provided a robust foundation for our community, allowing us to dedicate substantial funds towards vital affordable housing initiatives and continue our commitment to growth.
Advancing Housing Stability and Economic Development
In a move aimed at bolstering tenant protections, the City Council is considering an ordinance that would require a 30-day eviction notice for nonpayment of rent. This measure extends beyond the state's current minimum requirements and is part of broader efforts to address housing stability within the community. The proposed ordinance is scheduled for presentation to the City Council on October 26, 2026.
