Conditional Use Permit for Accessory Building at 905 Mapler Crest Drive
Dissent: Lucas [1:20:10] expressed a specific disagreement with requiring a drainage plan, although he voted in favor of the overall motion to approve.
Moved by Commissioner (unidentified female) [1:19:35] · Seconded by Commissioner (unidentified male) [1:20:00]
The public hearing concerned a Conditional Use Permit (CUP) for a 6,000 sq ft accessory building at 905 Mapler Crest Drive. Neighbors raised concerns about potential property value diminution, the building's size and height (citing Minnesota statutes), insufficient setbacks, and lack of visual screening, along with potential drainage issues affecting adjacent properties. Applicants clarified the building's use as personal storage and hobbies, and that a similar project was approved years prior. Commissioners debated the necessity of detailed drawings, screening, and a grading/drainage plan, ultimately deciding that the project largely conformed to city code standards and setbacks.

public hearing this evening is for a conditional use permit um to build an accessory building over 1,000 square feet at 905 Mapler Crest Drive.
I'm all for people using their property the way that they would like to as long as it does not impose upon neighboring properties or diminish the value of those properties.
The total ground area of all accessory buildings must not exceed 1,000 square ft. This building is going to be 6,000 square feet.
I know our city code allows, I believe, 25 ft in height for accessory buildings. Um, the the setback when it's over 1,000 ft is 30 ft on side property lines. Um, I believe their site plan it shows they're going to be 64 ft off the the property line to the east.
A conditional use permit is a huge decision to make, especially in a residential R1 neighborhood. And to not have everything before you, I think, makes it very difficult for you to make an informed decision.
We just want a place to put our stuff, you know. We're not trying to,
I think the real issue here is not property values. That's all speculation. I think the real like u impeding issues on not only not just the neighbors but the property owners, right? Because if water is um accumulating on somebody else's property and then you move dirt and that easily can get you know uh affect that building.
I'm more concerned with the neighbor that has that maybe. But well, I think it's like as far as drainage, you know.
I also don't think it's their requirement to make the neighbors drainage problem better because that sounds say that I wasn't saying that I just didn't want to compound it right.
