Street Improvement Project - Approve Change Order
Dissent: None
Moved by Council Member Peter Vickery [00:31:07] · Seconded by Unknown [00:31:10]
Initial confusion with East Shore Drive was clarified. The item referred to a standard change order for an ongoing street improvement project, not the East Shore Drive paving discussion.
Comprehensive Plan Amendment: 3500 County Road 92
Dissent: None recorded for the motion to approve the amendment itself, despite significant comments on the concept plan.
Moved by Council Member Kathleen Revkin [00:40:48] · Seconded by Council Member Peter Vickery [00:40:53]
The council reviewed a request to amend the 2040 Comprehensive Plan for a 68-acre property from urban reserve to residential low medium, a step towards potential future development. While the amendment was generally supported, council members voiced strong concerns about specific elements of the applicant's concept plan, including the suitability of a memory care facility, traffic impacts, lot sizes, and the need for more open space and buffering.
East Shore Drive Project Scope Direction
Dissent: None
Moved by Council Member Peter Vickery [00:45:15] · Seconded by Council Member Kathleen Revkin [00:45:18]
The council discussed whether to include East Shore Drive in the 2027 paving project. Concerns included an upcoming home reconstruction that would damage new pavement, the road's classification as a gravel road, and the inability to assess residents in the neighboring city of Mound who would also use the road. Based on these factors, and a request from adjacent homeowners, the council decided to remove East Shore Drive from the current project.

I'm sorry. I meant the u enchanted island.
what you're looking at tonight uh is is the comprehensive plan amendment. It's a concept plan that was just submitted again for demonstration purposes.
I have serious concerns about a senior living memory care facility. I I I don't think our police or fire has capability to respond to the amount of calls that will be brought in by that.
I don't like the ent entry exit onto Highland. It needs to be on 110 and 92. two, um I would like to see fewer culde-sacs because that costs the city a lot of money to clear culde-sacs.
it was brought to staff's attention that there's a home on the end of East Shore Drive that's going to be rebuilt. East Shore Drive is currently a gravel road. Um, and so it's certainly undesirable to have construct home construction traffic going over a newly paved surface.
I don't think that we have the authorization to assess the properties in mound and they would be using this road and so there would only be one house that we could assess for this whole road and that's not going to be cheap.
If we're not going to do it now, then it'll be far into the future.
