iny andice so thank you all for coming this evening welcome and I'm going to start out with some introductions I'm Lisa way I'm the mayor and to my left our council members Kathleen mein and Brian ever and absent this evening is Peter biy and Claudia Lacy they will be here in our next council meeting and then on the end we have our city engineer with wsd Al we have Barry Peters next to her who is our director of Public Works and then on the end we have um Ali tlos who is our assistant City administrator to my right we have Jasper krugle who is our city administrator and then we have Brian Grim who is our finance director David able is our community development director and then on the end we have sitting in for chief Paul PA who will soon be retiring uh we have a deputy chief who will then be chief uh Craig squir so welcome Craig and again congratulations on your promotion on the 26th so with that um we have an agenda and I just have one change uh we will not be having a special presentation by mcwp and her Oaks golf club um James Whiskers was not able to be here he did send a letter but the information in the letter is basically everything else in the packet so I'm not I don't think we need to read it with that um it would leave just the fourth quarter 2024 Financial update under special presentations and the rest I don't have any changes otheres okay hearing none then is there a motion to um approve the agenda with that change so mov thank you Mr govern is there a second second thank you Miss rein any further questions hear none all those in favor signify with iOS motion pass so we're going to have a very um informative fourth quarter Financial update and this is fourth quarter from 2024 yes correct supp to be y y Madame mayor and councel I'll give a brief update just on where we ended up preliminary on our 20204 um finances our our city Auditors are actually here this week to audit this data so that's always a fun week for the finance department if anyone's ever been through an audit it's sort of like a rot Canal but better I guess or no but so um yeah as far as just uh what was in your packet I the revenues for the general fund came in pretty much slightly over um anticipated budget so that was good there was a little bit more intergovernmental Revenue that came in as well as um the uh investment Revenue the market um was a little better this year than in some of the previous years or especially a couple years ago so um that's where our Revenue positive variants came from as far as our expenditures um basically on our budget we were within $3,300 which I mean with less than you know fraction of a you know percent or so um we were um able to um come in at uh so um I don't know if anyone has any uh questions but basically um yeah we we ended up having about a $70,000 um we were able to um better than than um budgeted we we had planned down to spend about 190,000 so we did have a positive variance so and but that'll just back go back into our general fund um and then fund balance which will help us for next year because we need to maintain a good fund balance yep yep and we do have about a $3 million general fund fund balance compared to roughly $7 million in general fund expenditures which is about 42 43% which is about where we want to be as a city so I if anyone has any questions I know there was like 10 15 pages of data in the packet that I'm sure you all read through conc miscellane all all the council the administration elections F enough there's a miscellaneous category in the miscellaneous subcategory and then also the Professional Service the SE service those are those are going most of the Departments for over that um and I'm assuming the appreciation event was was the same the the tree of the tree lighting and stuff so yeah that wasn't uh really um I think the first year we had that was in 23 so when we did the 24 budget it wasn't uh budgeted for but we did you know expand that and have some of the so that's partially why you know we were slightly over but yeah yeah most as you referenced um C ref k out most departments were basically add or slightly over over budget and I think um you know some of it just has to do with um I mean a little bit I mean actually the salaries came in pretty close you know we did have the you know the compensation plan from a couple years ago so we still implementing you know following those changes um but yeah some of those other um items yes sometimes are just unanticipated for you know need a home as far as you know what um you Department line and we try to look more at you know the overall becoming that total budget and I think most you know departments did a pretty good job there of of being at or you know slightly above so um which was then offset by a little bit of the the revenue is coming in better so some some have offsets some were just things that were you know not quite anticipated for so but um yeah if there's any more detailed questions I can probably even follow up with you I just it's more J closer to that 100% 15 given all the other expenses that we're talking work session definitely and you know throughout the year we get these quarterly updates and we can kind of track it but um generally if there's something that you know we don't have that's funded in the year and we have to do it um gets built into it so it's we hopefully talk about anything that's you know of substance at Council for those but we'll keep an eye on it anything no right thank you thank you Brian and then we'll look forward to the auditor's report yes that's be coming in mid miday with the the final numbers so um next on the agenda move on to Christmas to be her and we have a couple people signed up so I'm going to start with Aon I'm sorry is it get get and I'm just GNA say I know you have a lot of people here with you this evening and they're not all signed up thank you very much um but I just want to recognize that you're all here in support of Aaron his in his efforts my name is Aaron geni I reside at 4600 Fox Club Drive off of woodlandville Boulevard uh you probably recognize my face if know I'm here I'm here to petition the city to put in two painted crosswalks and signs along with Boulevard uh I was told to show up with torches and Pitch I'm pretty sure deputy chief wouldn't have let me do that so uh I brought my neighbors um we also had a online sign up sheet of people to to show support there were 80 signatures that we collected in a week and that was sent just to Residents in our vill so that's all the residents on Fox Drive graville Drive and then everyone in the town hes on the south of Boulevard in that first to so that's everyone directly affected directly by the areas we're asking about so we have the a petition um I got a paper copy from Trisha um now and then I think we also all got email um in just kind of FYI it's um I think last time that Aon was here we asked we said well are there other people that are are concerned about this and that's what this petition is it's not a a legal petition just comment on that it'd be good if there were addresses so J the addresses way the the ho manager only sent it to people I mean don't not that we it's um what I also will suggest is that so this is kind of what the council asked you to do and so um I'm going to ask that we put this on our work session first work session in April that so if um we'll we'll discuss this um at a session thank you um I do have Chris rkin also signed up and um just Mr Spalding you didn't want okay next is chrisc M name is Chris Rin I at 6816 me rept I'm the president of the W C Max home own Association the evening uh I'm here to correct man of record here I was made aware an individual message mayor and city council regarding decisions made or not made by the W Co Master Association so with the clear record the W Co Association discussed the crosswalk matter of July 18th 2024 the agenda was provided to Mr krugle here the city administrator um for the for that meeting all the one board member was in attendance it was the unanimous decision that the board was not going to take position regarding the crosswalks the board was going to defer to City s presumably the director of Public Works the director of publicy um third the decision that would happen constitut over 9% of the voting members so significant majority not just unanimous but signant majority um also just to make it the city council aware Master Association had an annual meeting this past Monday today we had one home owner speak regarding crosswalks dogs snow snow removal and construction degree super the conversation here crosswalk the and again speaking on behalf of um myself at resident now now representing um the s signing the record for the Master Association you know my personal opinion about the additional crop swaps uh I know we had crosswalks plac at kingso Road in M recently just week and a half or so ago when the weather started warming up it's at DUS there's kids crossing through the middle of the Mac driveway 20 feet to the right of the lighted crosswalk that is not being engaged at that time dust push the light draw attention to yourselves I think this kind of comes out A matter accountability not only for pedestrians and drivers and something I've seen in the neighborhood over the 7 for 10 years so thank you Mr and like I said we'll we'll discuss all of this at our work session and come to a final conclusion thank you thank you very much um so I don't have anybody else signed up under persons to be heard for um that and I know we have some people here that are for the public hearing so we will um give you obvious L an opportunity to speak at that time and so with that I'm going to move on to our consent agenda items and they consist are there any that you wish to moove all right hearing none um they consist of approving our work session meeting minutes from February 18th 2025 B is approve our city council regular meeting minutes from February 18 2025 approve a conditional offer of motion to Chad Griggs from police officer to sergeant and approve a property lease agreement with Brian zator for Trista farms and E is approve of claims f is approving our final plat of car co G is approved our cup for ground mounted solar at 8485 Square Lane and H is approve our repair and view shed setback variant at 5440 Ridgewood Co and I is approve our W wacka or WCA Wetland replacement plan for Rural Oaks golf club and J is threeyear generator maintenance contract and K is resolution to approve a CIP purchase of a used aerial Li truck any further questions none is there a motion to approve consent agenda items a through he thank you m bet leave too um but I always invite people to stay uh with that we'll move on to our business item our public hearings and our public hearings this evening consist of our street Improvement project I'm just going to give it a couple minutes and thank you for coming thank you all right so uh this evening our public hearings of our 2025 Street Improvement project it's the assessment hearing and award the contract and adopt the assessments um and I'm going to start with Miss yeah thank you mayor so uh before you this evening is the 2025 Street um the project includes for the most part uh for Reclamation of Pine Circle tril L East Trum Way West Trum W and wind Trail uh we have some partial curb and gutter replacement in the trillum area as long as some gate work in the Trum area as well uh dat Val work is not uh that work that work is not accessed to the property that work it's paid by City funds and then some installation of influ and infiltration barriers in the pine CLE sanitary sewer and again those those costs are paid by the city so um included in the packet is the uh final assessment rate that are proposed forine ccle at $5,700 per unit Trillium is 7,900 per unit and Windridge uh circle is 10,000 per if also include preliminary assessment rates for each of those areas um Pine Circle and Trum are lower than the original preliminary assessment rate because in the bid prices we were seeing some better unit prices for some of the the um drivewood work so we were we were happy with that there some of the concrete work we were happy with that um to provide a lower proposed assessment Windridge circle is uh capped at $10,000 per unit for the council's direction um and we did run a quick assessment calculation um had that cap not been there the assessment for windbridge would have been um in the neighborhood of $21,000 uh with that uh there's some further discussion that took place um the last time we talked about the Council on wind rge trail with regards to Parcels six and seven um thank you to the mayor for bringing that option up staff did take a further further investigation into what happened with Parcels six and seven and and why they were showing up as two Parcels on the the tax uh property tax information so um basically what happened is there's a school district line that goes through the property I'm on page 136 the packet for those that wish to to um uh see what I'm referring to so there's a there's School District boundary that goes through that lot on wind trail that creates two tax Parcels but it is one lot um it is known as lot two block one of windr um so with that and having that further understanding um we are recommending that the uh parcel 7 be um shown as zero assessment units in the final assessment role which is included in the packet I did have a conversation with the property owner um after the last council meeting where we discussed this to explain what happened and um get a better understanding of property owner knowledge of the situation and to also explain that they would be receiving two assessment notices because we had um uh we call for the public hearing based on that um but based on what we're finding um further investigation the recommendation was to bring that down to zero so I did have that conversation with the property owner and um again appreciate mayor will bringing that to staff's attention um with that on page 137 in the packet um we do show that the funding summary for this project um with $491,500 in special assessments and the remainder being paid by City once um order of $751,000 72 um with that I would be happy to answer any questions that the council may have but the um the actions this evening is one to hold the public hearing the assessment hearing for this project for Minnesota state statutes and then the second one would be to award the contract for the project and I'd be happy to answer any questions Council May wasn't there a second lot that development that was in the same both were split into for school purposes and I believe that gentleman the owner of those two lots is here could we so I'm going to ask him to come forward then and I think he can answer your question so um I don't remember you want to come state your name and address for the record y so and yeah um have the parcel numbers so I'm not familiar with that I got the county but but we about 4 years ago I the date purchased the empty lot next to us and which is U address of 7905 L Trail uh it's an lot and we uh talked to uh the city of that point about joining the two into one lot and um I started down that path and talked to Nicholas wion here at the city uh he had me fill form out to County to one plot because that second lot is on two different school zones the county couldn't merge our two right away I another form up to merge school zones um that was a long process to just an that once a year I just got like a week ago or two weeks ago notice from the county that that all G through or that it said it's not final as far as joining our pids together but the new p number will be and now we have one one one p for our land our just for the record we'll make this part of the public hearing record so just so um does that answer your question Brian it should be one one lot vers he should get one assessment versus two both B lots are getting one assess because they're they're basically one lot so I don't know if Alison what do we need to do to change um mayor will I certainly a lot ask the City attorney to chime in if I'm missp speaking but I think what we are looking at so my understanding um the property address was a 7905 that's the vacant and it's listed as a vacant um land on the on the assessment role on page 138 in packet is that the correct address sir yeah thank you so we are identifying that as parcel two Madam mayor on the assessment role so my recommendation um if the council um choose to remove that um in the in the motion would be to adopt this the um resolutions with a clarification that parcel two would have um zero assessment units Associated thank you thank you okay thank you um what I'll do real quick is open the public hearing and if anybody else has questions or comments I know there was some questions about if you wanted to pay so maybe um I'll I'll ask Brian actually to kind of answer your question but if you'd like to come forward I have question ask so question um if we pay our invoice in full are we going to we get an invo from the city so what we'll do after this meeting is and we've sort of refined our process over the years because basically the action tonight you know will'll adopt the assessment rle so we've gone to where we we send out a post adoption letter to all the residents saying this has now been officially adopted and I'll talk about some of the timelines that if you want to pay in full you got to pay by November 1 of this year November 1st 2025 if you want to avoid any interest because whatever is not paid in full would be put on the starting property taxes in 2026 so so we'll have that letter that'll go out post this meeting here probably in the next week or so explaining some of those timelines and then we've we've gotten in the process too of sending out like an like a 30-day warning like October 1 like a reminder that hey if you don't pay this um is it like to be likeing you know like am or you know it'll yeah it'll it'll have the the appropriate because there's a few different amounts depending on what street you're on but it'll say the amount it'll it'll say if you want to you know to pay in full it would be $10,000 or the you know whatever the amount and then it'll talk about in the letter that in the first year you can make a partial payment you know you can decide hey out of this 10 I want to pay five but after the first year you know before November 1st of this year once it's at the county it's either it's at the county riding with the property taxes or in a subsequent year you got to pay off to the City by basically November the next November the next you know so yeah well those details we try to I guess elaborate on or explain as well but there'll be a couple of different Corr respondence one soon here and then one a reminder and fall that y yep y simar to the other one I know we came to the original me months ago about conr and um and there was discussion about because they own they own them right and they're not merged together and there was this has that been the trust yes okay yeah yeah they because they're two separated Lots not just and has nothing to do with the school district anything like that and you're buildable Lots um so they are okay anybody else questions or comments you just need to speak your name and address Harry Nelson at 61.9 Circle and we just had a br new driveway in 2022 2023 and um when I was reading someone you know talks about the C sack Southside gets their part of water and West Side gets the other but it really if somebody goes out and looks it isn't like that pictures um the neighbor to are s he's pretty high up so when the L drains on the P set most of it shoots down on Direct so we redid a garage remot we sunk the drain in we also had to put a French drain on the side of gar picture because we got like a flood com but to remedy it a little bit when we put our new driveway in they put a bit of a it so some of the water CL pass that through the front yard and then down the lake okay so my biggest concern is that when they redo this road we need to get somebody to need to have that lip like we did originally okay and then the other question is what happens like structures box ston arounded is that going to get all messed up question if I could get that I would love to thank you so much um so the first part about with regards to the to the driveway um so we can work with you to get that um that hump in the driveway redirected and that's certainly our goal with these projects is to restore things in in same or better condition the the the reason we included um a little inclusion in the assessment notice to the folks on the south side of P Circle and often times we find when these roads get into such poor condition and aren't draining properly once we get that new Surface on there and get it draining folks are like well why is it pushing water through my through my yard and so we wanted to make it clear that while we're we're doing some improvements and we like to get um capture water we're not able to do on so I appreciate um the information and we'll work with you on your driveway to get that and then um with regards to the mailbox um what will happen included um a bid item in the contract so when the prior to the work coming in for the street you'll have temporary mailboxes set up there and then once the Project's complete we'll come back landscap okay will they take them are resp move them other way we can work with you either way um I think a lot of times there are preferences if a property owner wants to do it themselves we would like we like that because we want to make sure that it's done to your satisfaction but we're certainly willing to work with you to make sure that they move to an appropriate place for your project the challenges we need to keep it out of the way of the contractor right so that's um that they can do their work so cont it' be your best interest statement you know to take it out at least we'll take before we can work with you do it but you know during projects things can get lost so I mean it would beh you to take it store by H someplace that you know where it's at Gary will help you IID that sure of course yeah so in everybody has a mailx my brought it off so I I concrete it in with you know metal and everything you know that's probably like you know 2T you know 3T into the so will that be affected but I just mostly probably not because we're not really you have concrete curve and gutter there so just doing the asphalt work so most most should be get the curve so they should be relatively safe I mean I'm not going to say that someone might not get hit by you know something here there but for the most should be anybody else have questions or comments regarding this um load project or special assessment mayor if I may just a point of clarification for the record you opened up the the public hearing when the first gentan was up um so just just want to make sure that's clear for the record oh is it it's still open still going T okay and I'm going to close the public hearing I guess I'm G close the public right now take it back to council so Council we're going to be removing um blot number two on a Windridge trail from the assessment role um is there any other there's I don't believe any other changes that we'll be making or do I have a motion to adopt the assessment for the 2025 Street Improvement projects City uh project number 0-25 uh with the exclusion of Lot number two on W Bridge Trail well we're not we're not excluding it I'm sorry okay all right so thank you second all those in favor signify with that all those post motion hey nobody can claim we're not having fun all right then we also have to award a contract for the 2025 speed Improvement project city project number 0125 thank you m re and thank you m govern all those in favor signify iOS motion passes 3 you're good to go thank you and if you have any other questions that any time you can either call Brian if you have Finance questions or call Miss FY if you have um questions regarding the project thank you all right so next uh we move on to um ad business item so we have to approve a tast order it's order number eight for the construction and administration um services for 25 by the street Improvement Project M mayor members of the council this is for the construction adment services for the project there been trillum IR Circle and Windridge this would be for wsp to have a construction observation out there for 3 hours per week for six weeks 10 hours uh a week for two weeks this would also include all our new engineering text time out there on uh on site to start to learn the operation behind um uh City inspections and that stuff so that's a great learning opportunity for him um because eventually they will be taking over this role um so not only you know are we getting you know WSB to actually oversee the project we're also getting free training from them so that's good clarification to me and then know with this project and again for next year for 2026 is project um which will have a lot of other issues coming in with a lot of other options for that it's going be great learning opportunities for him to learn um so what we're looking at is cost of 22% of the total bid cost bid the bid was 98655 um so we're just asking to recommend the resolution 31-25 to approve T number with wsp for construction ad Services for2 thank you any questions or counil anyone all right then is there a motion to approve that resolution thank you m second thank you Mr any further questions none favor signify iOS motion and next we move on to approve Tas order n which is design getting services for pavment maintenance project for 2025 correct M May and M of the council this is for the payment M maintenance project for next for this coming year um we'll be doing a crackl and reite um which is spray soon the 50 m 50 m streets um we also be doing some perk trails and then another fog seal of subie cord that to help lock in um some rock and stuff to some complaints there so um estimated project costess is 41,000 as I alluded to a few times this is where the maintenance aspect from now on is going to start incline as we keep improving roads to keep them looking decent and uh functioning the way we want and to have the lifespan out of this maintenance is very important whether it's the crack fing to keep the water all the rec might help seal it to keep the um pavement um pable the f f seal seal coat um is going to be a very important function as time goes on our project cost will start kind of go down a little bit and then but the mten cost will continue to increase um so this is going to be you know always a an ongoing U project so what we're asking here though is you know for the project to go through it's 471000 estimate a little cheaper but um you know to keep the roads the investment we have in these roads it's well worth it so we're recommending that you approve tas9 with WSB the preparations PL specs for the 2025 that's um what just basically spray seal to help two there so yeah just to kind of help lock that in and and be done okay yes I I G about that too I saw the street it'll be swep really well then Fox help keep that locked in hopefully does theal damage the car no no just basically what um it's similar to what um like turbo seal or some driveway companies come in you know it's basically a spray application of sealing on any other questions to do all right with that is there motion to approve resolution number 32-25 which is approving the Tas order for design and services for the pavement management project so than you Mr govern second second thank you miss any questions comments none all those in favor signify with all right P so next we move on to administrative items we'll start with city engineer it's area project update thank you mayor um I just wanted to bring to the council's attention um some of the hen County projects that will be occurring this this summer um they are looking to do a mill overlay on County Road 110 between auditor Road and sunny BR Circle so we can expect to see expect to see some traffic disruptions up through there but nice new pavement uh County Road 15 they are looking to do a chip seal coat um from the county limits to westate and then on uh County Road 44 will'll be doing a chip seal from uh just south of Lake View to County Road so um we have been in contact with the county with regards to their work uh on County rep for with relation to the city project on C CLE so that uh we can make sure that we have contractors that are that know of each other and and not causing problems to do that correspondence the construction finish the building on hopefully this year they um they have some setbacks and they are moving forward they're getting really close and they're going to fix that area of the road I'm trying to get PA all the way up to 110 but got Bridge from the bridge to Highway and extending the lane in front of their building they want to make that so that their semi can come in there when they're doing have a Park area traffic so we discussed that we put in an extra Lane in there we're going to be need the tourament W on island and curve and stuff probably the center Island will either be removed or um just to make the area that's correct yeah that's through the and they've had a few set backs and issues but they're moving forward out you one of the things I noticed is that sometimes they have their contractors and the both sides of the world if you could if you ever have we we talk about it to make sure they're keeping it open and so they there issue have is where their trailer is there they four cars there we've asked to park up on the um West Side southbound side so I know that area is pretty pretty beat up and they will take care of all restoration other updates social media yeah mam mayor uh members of council I'll be brief with this so occasionally we get uh some social media comments questions that we'd like to address we don't generally go back and forth on social media but we can put it as you know part of this record but um just to be clear we've never received any bonding money um there was one misconception that we received $15 million or so I said that would be nice that would have been great um yeah so we yeah well it was supposedly for a water treatment plan but um so we've never received any money and then there was another comment that um we use Levy dollars to supplement our water fund and that's not the case we keep those two things completely separate so just want to make sure you know as these things pop up we Ali generally brings them to my attention and you know if they're egregious we might comment to try to make it but this individual has done it a couple times over last couple years so just you know it's kind of timely because we're continuing to talk about uh the bonding bill and we had a conversation this morning with the senator about hopefully being able to get a bonding bill this year it's getting more and more refined um I guess the possibility not the actual bonding bill that hasn't been developed yet but um so we're still we're still fighting for some money um but we will see um regarding just updates I want to give a little timeline update so obviously um police chief Paul FS has his retirement celebration here um that is on March 26th at 2:30 right here in the council chamber so um the public is welcome there'll be a couple of uh very famous speakers speaking at the the the mayor one of them so um but it'll be you know fairly informal um celebration of of Paul's career so um 2:30 right here 2:30 right here um there's some other events that are coming I just want to mention them I I think we have a date set for the town hall on the water infrastructure and fire partnership ship um I sent an email out to the group today that's on April 14th from 6:00 to 8: p.m. um if you can make it great um we'll just go over what's going on with the fire partnership and the water infrastructure and hopefully get some comments the timing of that is somewhat strategic so we get some input before we go out to bid um we can talk a little bit about what we think the rates will be we we don't technically know we won't know about the bonding money by then for sure so um and then about 2 weeks later we have the state of the city address which is on April 29th out at Burl Oaks Golf Course from at that starts at 5:30 then on May 3rd we have cleanup recycle day from 8: to 3 8:00 a.m. to 3 pm. um here at the city hall and then on May 17th from 11: to 2 we have Trista day and then on June 3 we have the city bus tour from 5:30 to 830 there is not that's an RSVP event that has not been sent out yet I think that usually goes out sometime in May okay so but those are our events we're kind of event heavy in the beginning of the year and then we have a little break and then we have our Christmas or holiday event so that's all I have the future city meetings yeah new agenda aenda manag software doesn't allow toam the meeting so if that's something we desperately need we just have to go in create them and then delete so is that something you guys find I think we to have them on there so on the okay on the website somewhere that says well the entire city what you guys approve the calar and on there reports do you need somebody for no no meeting this month unfortunately unfortunately I'm trying to keep you I'm trying to keep you guys Happy do so we'll move on to council reports um real quick yeah this morning Jasper and I met with um a number of Mayors around that are in Senator and Johnson Stewart's district and we talked about um the big issue that we talked about was the um middle Miss and housing bill that was last voted last year and there's similar bills now and they've kind of broken them up into separate bills but we talked about all of those and how we do not want those to pass because they would really infringe on our local authority over local issues the the neighboring here also as Med yes yeah yeah I we were like 100% all with the same feeling there were probably 10 different cities um and then tomorrow of course uh the three of us and I okay so two of us will be at the fire partnership meeting and then of course on April 14th I'll be me um I've been out of I've been on vacation for a while so I if you sent an email I haven't replied it just got Saturday night so um I will go through those 500 emails and see most of them are J but um anyhow just in case you sent an email and I haven't that's it I um was gone I went to uh State the capital and Andrew Myers presented our bonding bill week last sow day seems a long um I think it went well and thought it
