8. Uh, first on the agenda is approval of the agenda. We get a motion. Motion to approve the agenda. >> Second. >> All in favor? >> I everyone voted. Yes. All in favor of approving uh minutes from June 23rd, 2025. >> I everyone I unanimous. So uh second item on the agenda is the public hearing um for Bostonstead property. >> Um you want to tell us a little bit about >> Yes. Uh thank you chair, members of the commission. Um this item here is a public hearing. Um it's for an application we've had on our agenda for a few months. Um we have been working through um some of the review with the um applicants here uh to get us in a place where we thought it would be worthwhile for discussion. Um took us a few months, but um we were able to get to a point where our engineers are comfortable with um the the plans and and documents they provided. Um there is still some outstanding items that you'll see in the engineers memo um and that are listed as conditions of approval. Um so we're we're close enough where we can move forward um should the commission decide with a a conditional approval. Um like I said the the conditions we would recommend are outlined in the staff report. If something comes up uh during the public hearing certainly could add additional conditions. Um but with that being said, um the the item here is a I believe it's 60 total units um on the old trailer park site just down 110 here from city hall. There is um additional development in Mound that Mound will do the review on. Um but we'll focus our attention on on our side here. Um which includes three um condominium style buildings um I believe with 45 units in those. And then there is a um kind of villa setup with 12 units on a private drive and then three additional um custom single family houses um on kind of the eastern side there. Um so kind of looking through uh your staff report. I won't go into too much detail with this. I think the report somewhat speaks for itself, but if there are questions, I certainly can answer that. Um looking at this from a density standpoint, it's in line with our comprehensive plan. um when we were going through our 2040 planning process um we had the intent of the um previous Serenity Hill going through which was at the same density um hence that's why our comprehensive plan is where it is um so to facilitate that um we're looking at uh reszoning to PUD um because the R2 is is a lesser dense um development so the the PUD allows us the flexibility to add that additional units to then comply with our comprehensive plan so you don't have to worry about any amend ments to that. Um, so like I said, I'm kind of going through some of the zoning stuff there. Um, looking at the the sewer and water and streets, it's all covered in the engineers memo. Um, if there are specific questions, I'll do the best I can to answer those. Otherwise, um, I would defer to the engineer memo. Looking at tree preservation, um, in some of the documents, you will see there are some call outs of what will be, uh, removed and what will remain. Um by the time of the final plat we would like to see a tabulation. We don't have the numbers of the caliper inches being removed. Um but I did outline the uh requirements of the city ordinance. So they'll be allowed to remove up to 30%. Anything above 30% will need either need to be replaced um at a one one or $100 per caliber per inch fee paid to the city's tree preservation and enhancement fund. So, um that'll need to be finalized before the uh the final plat. Um looking at the parks, trails, and open space plan, um parks commission reviewed it and determined Cash and L to be most appropriate. Uh it's been consistent with uh the previous renditions here. Uh so, no surprise there. Um then obviously looking at some of the architectural guidelines. Um they do have some of the stuff for the condominium buildings. Still working through some of the stuff on the single family. I did get some stuff laid um that I can share if needed. Um but obviously we will want to see some um models and housing varieties with the final plat to verify that the city's architectural standards are being adhered to. Um then taking a look at um tonight is a public hearing which we have been continuing. Uh tonight we'll give the uh those presence the opportunity to speak. Um but as far as what we've received to date, um we did include some of the written comments that we have uh received um for you guys to consider there. Um and then I think at the very first presentation there were a few people that spoke. Um so some of you may recall some of those comments. Um but with that being said, um like I said, I'll be happy to answer any questions of the commission. Um but you should take a look at the information provided to you. uh continue to hold that required hearing, allow anyone present to speak. Um once everyone's had that opportunity, close the hearing, and then uh discuss amongst yourselves uh before you look to a recommendation um based on the information provided to us. Um staff will be comfortable with a a recommendation of approval uh subject to the conditions outlined in the staff report. Um the conditions are of importance and then obviously if there's any additional ones the commission wishes to add. So with that being said, um I'll open up to questions of the commission. It's been something we've been living and breathing for the last several months and it's been really fun and the exciting part of it has been so wellreceived amongst the agent community as well as um all the recipients of those magazines that have scanned the QR codes that you see in the belly band or within that full page ad and have reached out to us through our website. Um it's just been a tremendous uh in fact you can How many people have? >> Yeah, we have our list right now that are that have strong indications they'd be very interested in the property um in all four phases, condos, town homes. Um the executives still have the doors. Um it's a it's a product that people are really wanting. It's a beachfront style community that they've been looking for just different municipalities just can't buy. So when they saw us come through our clothing um the conversations that we've been having overwhelming and positive um which isn't a shock it's really >> how do people learn about the development >> from the article >> from the article and then also we're just doing a lot of networking within the real estate community as well so >> so everybody kind of has it on the radar it's coming >> yeah and that's what we want we want to be able to start getting that buzz going so as we're moving forward we can actually get this you know under contract development to be a spring success. So yeah, >> do we have a sense for timeline when I'm assuming approvals the next two phases? What >> thank you city council um we got to get coordinated and that looks like a September 8th come back here for both final. So, >> so I saw I saw one difference between the rendering that you had which I recall is one that we saw two months ago and >> in on the mound side you had like two units and then it's kind of like it's changed. Um the question I had around mine no reason let me bring that up for certain but the runoff is the small retention pond that's behind the um unit um condo unit is that going to be enough or is that something that our engineers have would have to consider because I know we're considering obviously the support of >> our units that's on the miniature side but obviously with as many units Um >> I would assume they're factoring it in. I mean it looks like based on the infrastructure >> as a whole and then from what you saw last time we've added two additional major ponds we double down and then if you see up underneath we put restrictor the county road. So you know we have a tobacco uh pond just using the county ditch so off the farm. So we really try to mitigate as much as possible. So calculation wise this is old development uh on it. So yes the runoff is sufficient. >> So and I'm talking about >> yeah you're because I thought that that property was high. How is that water going to not run off into the lake and run off run up to >> Well, you burn this. So, this I'm taking this direction. >> Okay. >> On this process, >> this because this is higher than this, I can take this direction and out because the elevation goes further up. Yes. So, I go towards the east. So, I can take everything to the two major ponds and then slowly release it to the lake. So, I what I don't want to do is run it this way. I'm running it this way. A lot of time for percolation and um absorption of the process. So then I'm not going against the reason why I sit off that way. I come out on the bas behind my unit >> right by your fingertip right there. >> Yeah, those are just uh over four options that would take it between the houses. and like that. So basically just an overflow mechanics because all ponds you got are designed to in case severe situations you allow overflows to occur right and that way you can control run off and take a break because we've worked with the neighbors to get up east the right word to allow this gravel element through here to the park itself to prevent runoff and erosion. So you're kind of pushing it all to that dry creek bed as an emergency. >> Exactly. >> Control spaces. >> You were describing what you call it kind of like >> restrict >> restrict. Can you show us where that restrict? >> So walk us through the whole drainage. So the idea is that as you know underneath this road is a fulbring that we can limit the flow here and let it pond in the ditch. So it's an unofficial pond. It just means that instead of being the pipe and I don't have the exact calculations, we strictly shrink it a little bit to allow the water to pond here because there's two things. You want to slow the runoff to allow it to >> percolate in and then try to >> break it as many points as possible to intercept it. So proper terms of flow restrictor and all it means is that the water will flow through that pipe at a slower rate. So you prevent the storm washing gushing through the development down the hill. So, um, do do these double as a recreation area for the people in the in the neighborhood skating in the winter and kids splashing around during the summer? >> If you I did show I did if you wish and I know you probably want to go home. I did bring images of the old house and things like that. It's going to be so that's on the mountain side. >> You're talking about the ponds though. these these these two ponds if they have water because remember they're circulating. >> Yeah. >> But if they retain water, this could be a feature. >> Okay. >> Correct. >> But obviously >> and the depths wouldn't be what maybe 3 feet or something. >> Yeah. So >> So kids could get into the high risk. >> Yeah. It's sort of math and then the slopes are tapered very gradually sort of see the the grade lines to prevent the drowning hazard. Usually usually those ponds don't really have a lot of war. They're really nice because they they're meant to, >> you know, slowly >> I was saying >> the association >> the association will maintain all storm water infrastructure. >> Well, what we may do once the lake ice is stable and then that's I thought you referred to the ice skating would be out in this area. Yeah, there's there's supposed to be a certain amount. >> Yeah, I normally able to skate on ponds. >> We might be there two racet >> there'll be a master association and if they want to subs it out, they can, you know, the subject in the panel but there'll be one mass assoc >> um and then in the PL in the PUB there'll be clear direction on how to manage these retention ponds >> there's yeah you you establish a storm water taxing district and then there is usually a storm water maintenance agreement >> that are are established and those are recorded against all the properties. So it's it's clear on the chain of title, you know, all that stuff. So >> they don't become >> Yeah. So there sto >> What's the where the storm water ponds are? Yes. and the and the house as well. >> Yeah, >> I read in the report that there's some concerns regarding the water being able to pass through the clay soil. >> Is there any concerns? >> I'm sure they're looking at that and considering the soil types. I mean, yeah, Minitris is predominantly a clay community, so obviously certain techniques work better or worse. So, I'm sure they're considering that when they're looking at all the storm water. >> So, does that all need to be resolved prior to >> That's one of the Yeah, exactly. Many conditions that are there. Um, is making sure that the storm water passes the >> And usually what you got to let the plate your f soil operate. So, that's the way. But once you get that specific cell oriented question discussion the rest of the question thanks for the update. Do we have anybody else want to speak on this matter before I close the public hearing? Public hearing is closed. All right. Um I think we really should discuss the um emails and issues from the neighbors and make sure that they're addressed. I mean obviously we have an additional tension which I appreciate. Um and then we have estimation on how the uh I didn't see a pod in the mount sign but you know that runoff is going to be directed to that north >> that's a higher side too. >> Yeah. I was concerned about the height if he can you know redirected that would be then we might sure but seeing seeing four retention points I felt was a a huge you know um uh improvement uh in addressing the water issues that we had before >> yeah any concern that the bur may push the water coming between beach house the number the first house there was a road drive through there. >> Um are you trying on the mountain side though like right in here? >> Yeah north of that going out >> here >> to the left of that rectangle building there >> there's no there's no road that's just um looks like that's um utility piping. So, no. Yeah, you Yeah, there's no other than the the hammerhead here to get access to the clubhouse and then the single family dwelling. That's the the roadway here and then obviously the access to service the the buildings here. There looks like there might be some patios or something on the back side. We'll see what other issues traffic was. Another issue. >> I'm trying to summarize all these different issues. >> What do you want? The one time we had people who wanted to add decks after the fact and they they were too close to the property line for them. Are we >> safe on that here? >> Well, yeah. We've been pretty clear with the the applicants on on this one as to what would be expected. Like I said, that's where um getting those model variety um those housing um plans, we'll be able to look at that too. But um you know, the expectation is that you know the the the requested setbacks would accommodate the full buildout. >> That's the expectation. >> So road access is going to be um straight. So, yeah, for these 12 villas here, there's a private drive um that'll service them. Um it looks like, if I understand this, it might be a one-way in, one way out for this um 24 unit building here. And then obviously having some access into parking and some garages for the two over here and then the three houses off of this Hallstead Avenue connection here. >> Does it? I mean, I feel like it looks a little better than the It's very segmented. So, as far as traffic flow and um you know it was it was how the traffic was going to affect the neighbors coming out on the on the road. you feel like it's not as as before. Any thoughts of that? >> Um environmental I recall is another uh issue. Um how are we addressing that to um meet the uh members um concerns? I guess you got to determine if their comment is warranted. I mean I mean we we didn't do that previously with the Serenity Hill. There wasn't any you know EAW or anything like that. >> Is that is that something you would like to commission possibly or >> if I mean if you feel it's appropriate I mean I don't know that this scale of development would require something like that. I mean, that's something like you do with a Woodland Cove where you have 500 acres and 1,000 units. Um, here it's, you know, 10 acres maybe and 60 units. Um, >> and the reason I'm bringing it up is because when our neighbors say, "Hey, why do we do that?" >> Why we didn't address that? I don't know. I mean, I'm far from an environmental expert, but um like I said, we weren't requiring it previously. questions all seem like I personally feel we didn't address the land issue my concern >> and how that properties Um I feel like I would probably self right there at my office. They didn't address that. That would be my biggest concern from the environment. Feels like it's been addressed. >> Are there any historical concerns regarding ice safety for the runoff creating extra flow into that space of flight or ice on ice? >> Not that I've been made aware of. Yeah, not that I've been made aware of. >> There's no new letters from >> everything we've received up to this point was provided um in in the report. >> It doesn't look like anything. No, there was a couple other I mean, yeah, I think some of that stuff came in shortly after the meeting. Um the um the April hearing when we first presented this. I think a few items came in after that. go through you guys know discussion issues like I don't know any additional questions came up [Music] Um, let's see. If the if the water flow coming through creates a moving water and creates thin ice your ability to use that ice lake outside >> I would be surprised if that happens in the winter like when things are frozen >> if they had and then on top of that they're using their retention pond toate that is required by ordinance. >> So yeah, if they need to drill a well, they'll have to deal that that with the DNR. But um yes, the uh storm water retention reuse is required for irrigation. [Music] >> Awesome. So um page eight. >> Page eight and nine. Yeah, the conditions are kind of on eight, first part of nine. The recommendation would be um on page nine. I'd like to make a motion to recommend the city council adopt resing the properties to PUD plan development and a resolution approving the preliminary plan subject to conditions outlining stat all in favor. So, yep, that's a recommendation. That'll be forward to the city council for final action. Um, the meeting date, I believe, is the 4th. That's >> right. >> Y first Monday in in August. Um trying to think of what we had on our agenda last month. Um everything was approved by the council. So trying to think of what we had, you know, two couple of variances were approved. Um and then obviously we continued this item we discussed tonight. So both the variances um you know, one on hard scrabble and one on counter 15 were approved. Um I think at least the hard scrabble is submitted for their permit. I believe we're still waiting for the county road 15, but they have time. Um and then looking forward to uh next month, we have at least one variance um for our August meeting. um which I believe is the what 203rd or 25th um it looks like. So um put that on your calendar. We will have a meeting for at least one variance. Um but yeah, that's really all I've got. Everything else seems to be going good. So >> any questions? >> I had to come back to the chicken. >> Yep. They fur it along and the chickens chickens eat every bug they find and move it further the next day and clean your yard out. >> There you go. >> Bugs. I didn't think of that. >> All right, let's move to Council Fors. >> Well, uh, of course, the big thing was that Alli Pus accepted a position at North. It was a really nice promotion for her and great loss for us because she was so efficient and very wellliked by everybody in the community. So >> up north manywhere uh she went up uh she's town outside of Brainard. I forget >> like a breezy point area. >> Breezy Point. >> Breezy Point. Yeah. So it's a great opportunity for her because she'll be the city manager. So step up for the assistant position. >> Um but we uh were incredibly lucky. Um we got some very good uh candidates to replace her. Uh and the one that we picked is Paula Bowman. She was assistant administrator in Delano and has been there pretty much her whole career. So very stable and similarized community. So, she's had, you know, all the experience that that we need and then some because she has they have more commercial we do. Um, but very nice personality and uh I think she'll fit in really well. So, we really are grateful that that, you know, worked out. >> No, no, we got quite a few applicants and narrowed it down to five and and two and her. So, um, yeah, there are definitely people out there that >> When does when she start? >> Uh, she starts I think it's the end of August, right? >> I forget the exact date, but yeah, somewhere in the end of August. >> Yeah. >> So, that was big. Um, the other thing was um our security system is um uh very aged and creaking. Um so, we did just approve a new new system. Uh so, they'll be working on installing that. Uh the police of course use it the most for the uh their department but uh anyway that'll it'll cover some areas that we haven't covered in the past of our infrastructure. So so I think that'll be good. Um and then we've finally got uh uh something to do with the empty gun range which is it was just a shell uh or has been just a shell. So that will have a virtual training program in there that will be for firearms u uh but won't have the problem of you know having all the lead and all those things. Um and but it will also have all sorts of situations that the officers can uh respond to. And so so it should be a really great uh training program. And um uh we think that um we will be able to get other departments uh in the area to use it and that'll help you know pay for the system. So >> and that's all inside the existing building. >> Yeah. Inside the they built out a space for a gun range but then never got the funding to to do it. So, um, it was a little problematic, too, because, as I understand, it had to be open to the public if, if it was going to be a full gun range, and of course, that created some security issues within the building. Uh, and so, um, this seems >> this training thing is not open to public. >> No, no. So, uh, to our officers and hopefully the surrounding communities. Um, so those are the really current things. We're uh uh moving ahead on the uh the the wells and the new treatment plant. Uh over by Woodland Cove that of course is a big big issue. We'll do some road work next year, but it won't be at the level that you this year. So two new water treatment plant. >> Yeah. >> And the treatment plants where? >> It's uh it's right by Woodland Cove. just off Highway 7 and 44 >> southeast corner. >> Yeah. >> Yeah. Right. Right. Yeah. And uh yeah, we'll just it'll be we'll we'll try to make it fit in as much as possible, but it's just going to be a rectangular building. So, uh and then the uh uh it will have a 750,000galon reservoir uh that'll be in the ground. And so that shouldn't, you know, shouldn't be any kind of isore issue or anything like that. So yeah, >> roads roads looking good. >> Yep. Yeah. Yeah. I mean, we always it would be nice to have more money for for those things, but just do as much as you can. >> Yeah.
