Does this Minister City Council meeting for February 2nd, 2026? It is now 6:30. Um, first order, we will call the meeting to order. I am Kathleen Refkin, acting mayor. Um, council members here are Claudia Lacy and Brian Gver. City staff is city administrator Jasper Krugal and finance director Brian Grim. We also have our chief of police Craig Squires with us and our director of public works, Gary Peters. Is anyone remote? >> Uh yeah, we have a few people >> and me and we have >> and David and Sarah. >> Okay. And we have our city clerk and Meerhoff remote and our community development director David Ael and our attorney Sarah Sansala also remote. U mayor Whan is absent and Peter Vicky is also absent. First order of business will be if you can all join me in the pledge of allegiance. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Next, we have approval of the agenda. Are there any changes to the agenda? >> No. >> All right. We have a motion to approve. This is under consent agenda. So did you want to say anything or >> uh if you guys have any questions about it? Otherwise, yeah about a older farmhouse. Most of the house is already in the setback plan from like 1900. Um, so just looking to get build a family room off of that. It's very small. We got two small young kids, so just looking for a little bit of playroom for them. So >> Okay. All right. Um, under consent agenda, we have five items. Are there any anybody wants to pull? >> All right. So then first will be A, approve city council regular meeting minutes from January 21st, 2026. B is resolution number 1426, approved claims. C is resolution number 1526, approval of a residential recycling grant agreement with Henipin County for January 1st, 2026 to December 31st, 2028. D is resolution number 1626, approve streetside setback variance at 2565 Highland Road. ME is approve AE2S SCADA task order 03-26 for supervisory control and data acquisition services. And we do not have any public hearings or business items. So, we will go to staff reports. Jasper. >> Yeah. Acting Mayor Ruffkin, everybody. Um, we don't really have anything um other than I can confirm we are not having a planning commission meeting this month. So, we had no applications come in. So, um other than that, I don't I don't have anything else, but I think Gary wants to pull something up here um that I have ready if he's ready. >> Do you have it? >> Yeah. >> You can go. You don't have to stay if you don't want to. Hi, Tommy. Say hi to Cara. >> Madame M members of the council, just wanted to get your opinion on um some renderings that we had the AE AE2s do for us on the water treatment plant here. The first ones you see are the base bid where it was just uh just simply two mud bolts with the um lower block and nothing up top, just the what they call sand blast finish. And then I had them come in, we had talked about in the meeting to kind of give it a little more oomph to the building, a little bit more visual effect that we extend the mold of the um textured colored rock up on the corners um on all four corners just to kind of make it a little more presentable. I had them ask what it would cost to do that and it's just a little under 16,000. So, just kind of want to get your opinion on what you guys think of the look. Um the the bumpouts with the wood grain that is included as is with the base bed, but just adding the four corners on it's just a little under $16,000. I personally think it gives the building a little bit more nicer look to it and you know, so that's so block, but I'll leave that up to you guys if you want to pursue that. We can bring back on the 18th. We can bring back um a change order for that to um do that. >> I think it looks much better with that. I would be in favor. >> I agree. >> I concur. >> Okay. So, if you want that, I will bring back a change order for that so that we can get that rolling with the uh uh Tara is it Terra Corporation that's going to be doing our port walls then. So, >> okay. >> Perfect. >> That be a business or just on consent? Um, we'll probably put it on consent as a change order and then if anybody wants to pull it off, they can. >> And I'll include the renderings and that too and stuff. So, thank you. >> Sweet. >> Do we know when they'll start digging? >> What's that? >> Do you know when they'll start digging? >> I'll wait for the They bringing equipment in here in the next couple weeks and then as soon as the frost goes out, I'm sure they're going to want to get going on it. They they want to have everything um dug, building up, and closed up by the time winter rolls so they can start doing interior work. So, they'll be going quite heavily at it. >> Yay. All right. Any other staff reports? All right, council reports. >> Uh just that um Rhonda Nelson has resigned moving on to greener pastures from the Gillespie Center. They're currently interviewing um a new director. They have a new uh president um Betty Carlson. I mentioned that last week. And that's about it as far Oh, the um West Tanka Community and Commerce obviously rebranding to connect West Tanka. And that's about it. >> None for me. >> All right. I um I don't have anything but there's supposed to be a mound fire advisory committee meeting next Thursday which I will go if we still have it. Anything else? All right.
