City staff and Mrlansman my name is Paula lson I live at 5713 lywood Boulevard and Mountaintonight I am here to talk about my commercial building and property indowntown Mound that I have owned for almost 30 years I'm here tonight tohumbly request that the city amountconsider letting me enter into a purchase agreement with the two city-owned Lots one being a budding the north side of my building and the other oneabing the south side of my building that lot to the north I'll call that long prelot was scraped by the city amound approximately 20 years ago and it's beensitting there not on our tax row row rooll and I think it is time to makethat corner pretty again and I happen to have the business experience to do justthat and expand the current businesses in my building which is the formerLarson printing now press perfect and we have the locksmith there and um I'd liketo move another business into there that happens be familyowned and to make thatcorner viable and pretty again I would like the property to the self to securethe parking for my customers or my tenants and also make sure that thebusinesses across the street there will also have pretty close parking tosupport their businesses too that's it that's it all right um doyou I mean do you have like a proposal or drawing or umI had something drawn up I do have a proposal that is right now currentlyabout a year and a half old that showed what I had in mind at that point aboutthe expansion and what I wanted to do um I do have that uh I did not bring thatwith me tonight I know the city has it right um they've seen it twice and um Ijust think it's time we do something with that corner beautify Mountain wewant to be a pedestrian friendly town There's not even a bench there anymoreand there's just no place to sit I'm my family business is capable of makingthat gorgeous and you would leave your current building alone or uh I'm goingto say that I right now I'm going to say no okay I'm going to say to start offdepending on what happens here I have many plans my family has many plans whatwe want to bring into there uh but it depends on how much property the cityamount is willing to let us buy yeah it makes a difference in the size of theproject we do there I think we have a process for developers coming before theCity I'm glad to see Miss Larsson here so say that again Sher I you know wehave a process in which developers are to come and do a preliminary proposalwhich you're somewhat doing now but it's not quite as um comp are you saying youhave somebody that's coming to you no no no but we have a process we have aprocess where you would you helped us that I help you helped remember wherethe developer brings the proposal yes to us you're bringing a proposal but notquite to that preliminary level in which we would review and then it would go tothe Planning Commission and then come back to us um and in that process as acouncil we have to decide we've sold the property once before at a price are we Mwilling to maintain that price or are we going to go with what was the appraisePrice Right too or or you could make an offer as to what you want to pay as forit too that can be part of your proposal but um I just want to make sureI understand so are you suggesting that I come back to a councilmeeting on and put myself on the agenda and present what we have in mind forthat property there yes and at that time do you want to talk about price or isthat afterwards I mean I need my plan depends on how much property that thecity is willing to uh I'm going to call it a proposed purchase agreementdepending on what the final product is that I put there that we put there Iwould think we talk about pricing right we just decide if it waslike the proposal the plan from Miss LaRon and if it's something that wethink is appealing then the next step would be no so she would submit a anoffer or a proposal to us and then we would go in the back room and we' decideyes we like that or not we come back here say Here's the the you know ourcounter or whatever um and but before that like a proposal the idea well shewould tell us that first right and then she'd say hey by the way I want to giveyou blank amount for this land and then it would all be a contingent on it goingthrough planning and it you know doing the rest of the stuff right and Iunderstand that process so it's no different than I mean you were here forit's the last deal that was there okay so guess what I'm asking at thebeginning before we get into the nitty-gritty of the the bringing theadditional business in for sure possibly too um I just want to make sure that Iunderstand that would the city can you say tonight that you would be interestedin entering into a purchase agreement to sell those two lots would we beinterested interested just in general I don't think we can say that because onewe don't have anything in front of us that shows us theLots okay I mean we visually know it but I think we need to see the plotting ofthe lots and make sure that we understand the the lots and so did wehave a purchase agreement on those two lots prior uh the one so there's twoback there the one in between Lost Lake well actually State Farmthat parking lot and her building right okay the city owns that so we evidentlyare interested in talking about selling that property are we interested I'mabsolutely interested okay absolutely let's talk yeah that it comes down tothe details what I want to hear and like I said I feel I have the experience Ikind of have a feeling what needs to go there I'm the one getting the phonecalls asking me do you have space for this do you have space for that we needto promote our business atmosphere this is my opinion in that downtown area wedo have the propert city has a property there we need to move forward for theapproximately last 20 years that La Cree propertyit the city hasn't gotten a penny for that where they were getting it before Ijust say we need to move forward with our plans and I think that I happen tobe the one with the experience and had a feeling as to what needs to go in thatspot and we have the I'll say businesses that can complement what I'm I'm talkingabout doing so you would in my hearing you would entertain a proposal yeahso so do I need to come back to you now tell me what the plan is I need to cometo you yeah let's let's visit again and then you want to visit again yeah andthen we'll put it together and we'll help you get on the agenda okay so Iwill call and make an appointment to come in and visit with you and see whatyou guys have to say and I'll be at this again now for the second time so andthen if your meeting goes well we'll put you on the agenda okay and then you knowjust like you've seen before you'll come come in front of us basically just giveus the general idea it doesn't have to be exact you don't have to architectdraw it right but just generally this is what we're thinking whatever um I mean Iwould start with that first okay but I mean if you want to actually do an offerat any time I we anybody can give us an offer yeah like I said I've alreadybrought that to the city I think Sarah you've seen it twice what I have kind ofmy idea there what the architect did I don't want to go to I want to make surethat you guys are on the council is on board for I'm going to call it thebeautification of Downtown Mountain we move forward and the whole City's readywe're ready I'm ready we need to move forward and we need to make it prettyand make people wanting to be in our city along with some businesses right sonice to see you all again Paula can you repeat which two lots you're talkingabout I so it would be what it's the two lots that above but my building at2316 so one I call the long pre- lot that's kind of in the shape of an L justto the north go to the corner just to the north and just to the South the oneto the South is currently City parking and I'm going to leave it atthat but I think someone needs to come in there and take care of the parkinglot and I won't go there but somebody needs to make that look nice again tooand uh make sure that we have adequate parking for businesses across the streetfrom my commercial building if they don't want to park in the back and Ithink I have a plan for that so anything else nice seeing you all good to see I the last checks we've done I talked to two weeks ago we haven't hadmuch more activity uh maybe 25 more calls added to our our docket but uhnothing's been really uh outside the abnormal um handlingthings as they are um the police department wise we are now hiringanother in the process of hiring another officer uh we had one resigned um so nowwe are back at square one again trying to reload our department so other thanthat there's hasn't been a whole lot of activity first snowfall was on Sat oneof the most signant snowfall was on Saturday we didn't have really issueswith parking uh we got kept the roads clear for the plows and got thingshandled for them so at this point we're uh we're we're making our way throughwinter and we're getting ready for the stuff to start moving around around oncethe weather gets a little nicer so but uh you guys have any questions for meyeah does council have any questions sorry you know I'm gettingpeople complaining about the number of sirens going through and when I lookedat the police report I thought well these calls don't warrant Sirens so isit the ambulance we haven't had fires so I don't think it's fire trucks yeah itcould be a number it could be one it could be our neighboring agency goingthrough our area to have area on the north side of us and around us so itcould be them could we say something to them I mean like what two mornings in arow there were for for Sirens before 11:00 in the morning okay uh it could beambulance too and it could be fire I'm not sure uh I don't see a lot of thedaytime activities so it could be uh again though the officers do have toabide by state statute on rolling throughtowns if they're going through stop lights stop signs anything there needsto be lights and Sirens going at all times to make uh them aware of itnonetheless we are responsible for ourselves in those squad cars goingdriving in a hazardous manner to get to calls so be aware that it might bethey're trying to get somewhere quickly and they have to use their SES and SS yes oh I was just um clarification onthe new so you guys are have one open position for an officer posted or you'regoing to post uh we posted we posted that position onF last Friday okay you know when it when it closes or when you guys interview28th of February it will close uh currently we have two applicants inright now coming in so hopefully we'll get a few more and get some a goodcandidate base was it a vet resignation or a uh no it was a it was a newerofficer so I just wanted to pursue a different career path so it happens it'sthe way it is in uh the police right now is people find better pay betteropportunity doing something they really wanted to do or something I don't knowit's just it's the way it is right now we're working our way through it um it'sjust the nature law enforcement right nowthanks all right thanks appreciate it thank you all right number seven we got Benbrand city of Mound lmcd rep welcome man goodevening I uh have uh not been up here in a while but wanted to come back and sayhi and introduce myself to the new council member uh Ben Brant yourappointed lmcd Lake minona Conservation District Board member I've served on theor volunteered on the the board for six years now and was recently appointed toa third term uh for another three years so look forward to working with you umand fulfilling uh and trying to carry out M's wishes on the lake as well asthe the lake as a whole to uh help everyone enjoy it and enhance the uhexperience we all want to have on the lake so uh couple things just to covernew newness uh uh for Lake Manaka Conservation District this last year weworked through some boat rental rules that will help uh license boat rentaloperations uh and then part of that is that they would be needing a licenseapproval through the lmcd as well as the city at their ports of launch um solikely impactful to the rental activity at Surfside Park um and hopefully umallow that to uh not frustrate as many people I think so um without totallyhindering the the business operations unfairly there so that's one um startingthis this new boting season in 2025 second one uh we worked through somecode updates to uh streamline the water craft for higher licenses and uhbasically what that does is it makes a uniform code for any uh watercraft thatare uh for hire and carrying more than six people on them uh for uh varioushired activities and that uh will also go through an application process sothen there'll be a sticker that they get that will be on the the side of theirwatercraft that says this is an approved uh watercraft for higher watercraft andthe main goal that we are trying to do is level the plane field so that the uhcommercial operators such as alen elma's uh is just as fairly regulated as umanyone else taking a pound ton full of people out and primarily from a safetystandpoint so there's a lot of different things that those uh commercialoperating watercraft go through from a a safety of the boat um safety of the thepassengers from uh the uh required PF uh personal flotation devices and um a lotof people were kind of flying under the radar of that so we wanted to just makeit uniform uh a singular code that they all abide by abide by and then allow thewater Patrol to to enforce it fairly and and consistently so um those two werecode changes coming up for this next year and then um we're always focused onsafety on the lake and we are helping fund dedicated water Patrol deput forLake manona um to complement henip and County's efforts on the lake so uh we'vehad a good we had a good track record of safety this past boating season and hopeto continue that going forward um and then more local to Mound is that the ourstaff has worked with a couple different local projects one being Harrison's BayAssociation um they are making a a couple different efforts to help improvetheir impaired water in that those Bay of West Arm Jennings and and Harrison'sBay um currently I'm working with with a couple of the the uh Association membersto uh combat carp population that is uh they they did a study over the last twoyears where it showed that the the mass or population of carp in those two baysis is beyond a a normal level and it's deteriorating the the water qualitywater Clarity um native plant species native plant native fish species as wellso um looking at some options to combat theinvasive car population there uh one that would uh potentially happen thisspring is bow fishing um it is currently not allowed in our code but we'relooking at options to do a special event permit uh that would allow potentiallyif this if this does go through but it would allow um a short season of of carpfishing um by by bow and arrow um to happen between like April and early Junewhen their spawning season is so um nothing is set yet but we're justlooking at it behind the scenes at this point before anything uh official wouldwould come out to the public or or into a kind of Permitting uh approvaldecision and then the second one is our staff has worked with the the developerson the minetonka flats project to get the dock uh situated correctly so thatit's uh viable for their development along Commerce there as well as uh fitsthe envelope of our uh dock use area as well as uh the natural is elements therethat the DNR would would be concerned about as far as The Cattails andprotected Wetlands so um couple updates for me um happy toanswer any questions you guys might have ores Council have any questions for Benyeah is there a place bers can access um the new codechanges yeah they're all on our our website will it be indicated that theseare the new code changes yes okay perfect lmc.orgthank you do you uh you know that the group's trying to come up with the thelid Lake improvement district have you heard about that I haven't heard a lotof details that okay which group the Harrison Bay oh they are okay yeah umI'm familiar vaguely with the lid process and how it's do you know framedout do you know like once the lid is set upcan and and the organization's kind of running it perse can they control like you know who uses a wakebooat in that bay or do you know anything about that or no no my myunderstanding of a lid it's a lake improvement district uh and it's themain benefit is that it's a a tax levy right um so that the the property ownersin that Lake improvement district or the along those Bays um that would be partof it um would all be taxed uh at a c certain rate to fund uh various projectssuch as herbicide treatments for weeds in that bay um C projects um stuff thatwould help the Bays improve but as far as regulating what types of boats orwhen people would be able to operate boats in their Baye that would be umoutside of any scope of a lid okay that's what I wanted to hear that wouldfollow under Lake minona Conservation just s code of ordinances right okayyeah and you guys actually push the Wake quo number out a little bit the thenumber of uh like how far you have to be from the shore oh yeah yeah yeah um andthat's for all wake producing watercraft it's it's now out to to 300 ft fromShore right and it was previously at 150 okay so in normal water level conditionsobviously there's high water declarations where we' push it out to600 or make the whole awake uh no no wake zones if that's type of highlewater situations arose um this is our chance so he's ourvoice for this group here so if anybody wants to say what we think about whatyou should be bringing back on our behalf no um I guessmaybe this would be like Harrison Bay too but just some more frequent updateon how the lid process is going or not going you know so I guess that'd be moreJessy probably yeah okay maybe I don't know nothingyet so what what other questions would you ask us on like what what we wouldwant to see with your role and how you can representus we as a organization have tried to Define our lanes and and stay in them umthere was a clarification to theur jurisdiction of the lmcd versus thecities that went into clarified in law probably 3 or four years ago maybe fouror five years ago now but it basically said that our jurisdiction started andstopped at the ordinary high water mark of the lake and anything above that wasCity or um municipality ownership or or jurisdiction anything over the lake waswas ours um so like a lid being formed by the harrises bay Association wouldhave we would have no input on it um since it's property rights rather thanLake rights or lake ordinances um our our main focus is then are safety on thelake and um making sure that we have the right code and the right enforcement uhso that the the water Patrol can do their job and do it um with relativeease and consistency um part of that is we we help fund dedicated officers sothe way it works now is henen county is in control of where they Place theirwater Patrol deputies and if there's a uh need or um emergency on a differentLake they would potentially be pulling deputies off of minona to respond to orto staff different lakes um we felt like there shouldn't ever be a timeespecially in the Summer where that water Patrol isn't present on the lakeneed for code enforcement but more so for an emergency response situation umso we are contributing um I think it's close to$70,000 to fund a dedicated um water patrol officer at all times this comingseason um we've done it thus far out of save the lake donations um but we may belooking at ways to be more sustainable with that funding going forward and itmight be some kind of like a Le small Levy increase or something to help makesure that the cities are helping contribute to that deficit or shortfallin the Staffing situation from the henan county level um beyond that a lot ofwhat we do and our staff does uh is Code Enforcement uh docapplications uh complaints and and hopefully there's some neighborlyresolution to that but if there's if there's not our staff we have threethree staff members and a interim executive director that's part-time umthey will they will take a lot of we get a lot of complaints in the summerespecially about lot lines and sight lines anddocks and EXA you know if they're off by a foot one or another we can usually weusually get those complaints so um our staff does a lot of follow up on thoseto try and resolve them peacefully at first but then through Britain warningsum uh legal warnings uh citations that stuffso uh and beyond that uh we just want everyone to enjoy the lake fairlyconsistently and um equally so any issues with these ice housesgoing or I guess cars going through the lake you heard about that uh yeahthere's been a lot of them this year actually uh you know and I know our ourorganization's put out reminders I know the state DNR puts out uh reminders butI think just to remind people like a lot of them happen around the channels andthat's the the place on the lake that the ice is never safe um to to travelacross uh so I think that's where we've seen a lot of the cars go in and uh Iknow there's a snowmobile that went in but uh thankfully they've all beenpulled out and no one's been um caught in the vehicle underwater but um yeahstay away from the channels yeah pressure in your vehicles so um and yeahthe pressure rages are more more common this yearand I think a lot of people are just excited to be back on the ice after nothaving a chance to have ice houses or Vehicles out there last winter with withhow thin the ice was all winter so it's tough reminder for for some people thatbe safe does council have any other questions all right thanks for comingout and congrats on your uh three-year appointment thank you thank you thank you all right number eight we gotdiscussion and action on res a resolution approving voluntary abatementagreement for property at 1583 Dove Lane Mr Mayor members of thecouncil in front of you is a a batement agreement a voluntary batement agreementfor 1583 Dove Lane uh there's a series of events laid out in the staff memo butbasically early in the year City staff along with County staff uh Oro policeand building inspector uh were on site voluntarily the building inspector umdetermined that the building was in a hazardous condition um and M County madesome findings as well so staff along with Mr lansman started that process toput together this instrument in the time as that tookplace uh there was a purchase agreement for the house that was entered into andtherefore we've added the purchaser to the purchase agreement but the the gistof it is we have a hazardous condition and we have a a voluntary abatementagreement which is sort of the best case scenario for the city and the and theproperty owner for the city's side of things itgives us some tools to be able to enforce in case uh the Hazardouscondition isn't deated and for the property own get sortof keeps us off of their back versus some other more forceful ways likethrough the courts so staff feels it's prettystraightforward we wanted to bring it in front of you on the regular agenda justbecause there's a a little wrinkle with it being purchased in the middle of itin case anybody had any questions but the uh the uh resolution is on page328 I can answer some questions otherwise our building inspector here uhI believe the property owner and the purchaser are here but um and of courseMr lansman if you have questions about the agreement itself all right doescouncil have any questions for Jesse um no okay all right so I got aresolution on page 328 if someone wants to makethat think that requires Amendment to the document that we have in front of us yeahyeah say that again I said yeah what what he's talking about this on page 329there was an issue with the document needs to be amended before we approvethe resolution sure well I mean you're just going have to say that in yeah haveto rewrite it right now no but all you can all you can say is just a motion toapprove and the resolution with with the change um on page 329 I'll help throughthat part but we can have it be part of themotion and that's separate from the voluntary abatement agreement correct nothe voluntary the voluntary abatement agreement is an exhibit to theresolution so the resolution is the document that is there for approval ofthat agreement okay and I do have a question do you want to do it ask aquestion or no I have a question concerning the agreement yes okay goahead and ask um I spoke with Jesse this afternoon about this and I understandwhy this is important um I understand the benefits to the city uh I am stillhowever concerned about the time frame allotted here forMiss what's her last name sorry um roxburg roxburg to um get thiscleaned up and there's an awful lot of requirements hereum she's here do you want her to come up and you can ask it to her I definitelywould be able to do you want to come up all right give us your name andaddress Stacy roxburg 1551 Canary Lane Mound do you want to address her yes doyou think you'll get it done in time I am the one who actually proposed all ofthose time frames okay so it wasn't something that the city came to me withI had spoken to Tracy for that to see what he was looking for okay and I haveeverything lined up to the point that I know I can perform on them okay so um dowe have an idea um of what this is going to cost because I'm concerned if thecity ends up having to take over the abatement I'm concerned that that'staxpayer dollars that would need to be spent um which is why I'm concernedabout the time commitment um I think we've had trackrecords that have occurred in the past where things have not been completed umas rapidly as a lot of people in the community would like to see happenum when we say that you're going to have this done by April 15th I would expectthat we wouldn't get any extensions requested is that what you expect correnot from my yes correct okay I know we have a dumpster being delivered therelater this week I think Monday at the very latest uh Road restrictionsnormally go on at the beginning of March right I'm hoping to get at least a 30yard dumpster out before then with a fresh 30 yard coming in before roadrestrictions additionally I have my roofer um and my contractor who's makingtheir material list to get at least the roof and the deck and the siding and thewindows delivered prior to road restrictions okay even though we haven'tclosed on it yet so it is salvageable it's not aquestion of a correct mowing 7080s built it sustained some waterdamage um I've spoken with my structural con um engineer and the contractor aboutit being that it's a newer built house if anything you're just going to have toreinforce or replace what's there okay it's not like you're going into a 1920shouse that wasn't really probably built the way it should have been to startwith so from my perspective it's more of a straightforwardproject and I know Tracy can also let you know that right now most of thestructure is open so you can see the structural members right no I saw thatfrom the photographs I understand that it it looked pretty so it's almosteasier at that point so to speak because you're not going to tear walls open andnot know what's behind there okay we're also planning on starting over onelectric plumbing heating everything okay and you're prepared to obviouslymake those permits request those permits correct apply for those I mean okay allright okay as long as that's what's going to happen here I'm okay with it Ialso live in the neighborhood so I would like fixed as quickly as possible rightI did look that up yeah you block away outside so yeahokay does anybody else have any questions for her uh maybe a point ofclarification for council member her's comment about you know taxpayer manymoney being spent on anything and Mr lansman can correct me if I'm wrong butif something wasn't done correctly or on time or if there was a cost to the cityit would just be assessed to the property and there would be no cost tothe to us yeah in the long term correct in theshort run we would have to fli the bill for it correct um with regard to thecost with for um any abatement done by the city you correct it would be a Citycost but um we have the right the ability and the authority under thisagreement to um assess and I can't I can't remember off hand but there'sthere's a set interest rate under the statute and there's also it's it's Iwant to say five years some reason number eight in my mind but it's a shortterm it's a there's a term of the assessment and it's a maximum amount ofthe term that we can do we can do one year if you wanted to right well I justknow that a lot of the neighbors are very concerned about this and you know Idon't want this to turn into a 6 Monon threeyear whatever project you know ifwe can get it to resolved in the 15 days I think that's great and I mean thatlooks like it closes on the 31st of March is that correct honor before okayso yeah I I I do want to put out there too thatum the alternatives are without uh Miss Roxbury doing thework right would be to enter into a voluntary the batement sure and this isand and the city doing the work so this is kind of a let's give them you knowit's they presented a a plan to get it done and the the push always for codeenforcement is voluntary um compliance this is what we're trying to do hereokay now on the other end if if there's a contest of it we've live we've beenthrough that with Commerce Boulevard and we know that it cantake it could take in that case years you know for it to come to conclusion soand you're talking about if we didn't do this if we didn't if we didn't do thisand there wasn't voluntary right anything voluntary at all um there is aprocess involved and just like any other if a court case if there is contest withit possibility it can be drawn out right umso this this was it's a nice solution I agree I just I want to make sure thecommitments there and that that was I'm glad you're here because um I wanted tobetter understand if this 15 days was realistic I meanI've been involved in this kind of work and your best laid plans don't alwayscome true now to your point the walls are open and believe me you startopening walls and you find all kinds of crazy things so I mean that's why I'masking the question I don't you know I think the agreement stands you know I'mnot a lawyer that's your job so um but yeah I just want to makesure that the taxpayers are protected here and that the time frame isrealistic and that we can stay within reason and not coming back for repeatedextensions and extensions which we've had happen with a different propertyright so I'm just trying to make sure we're locking that in that we're notgoing to address this again in six months well the time frame itself was umshe said she did it right I mean you I mean and and work through with with thecity and M Roxbury came up with uh with the time frame and so I consider that tobe okay a business terms right and then the rest of it is the enforcementability for the city and ability to um recoup its costs are there okay allright do you have any other input do one I don't askquestion anybody else have any questions for okay all right any other improvementswelcome thank you mayor and members of the council Matt Bowman engineer um ithas been a while since we've done a street reconstruction project so kind ofwalk you through the steps here um you got the feasibility study completed forthe 2025 area Al and in the oops what happened there on backwards I think beay with me for a second Sarahcan you hit that door thanks there wego so we referred to this area as the 2003 area so um a little over 20 yearsago the city embarked on a 10-year reconstruction program that uh drug outa little bit it ended up being closer to 15 years so we WRA that up in 2019 andso now we are at the next stage to start redoing that those initial roads um soin the upper right hand corner here that's our project area I'll zoom in alittle bit closer in the next few slides um so that's that's the area we'relooking at and that was the initial reconstruction they called it back thenum digging back into those plans they didn't actually rebuild the full roadwaythey just kind of skimmed the surface and and cleaned it up that way they didclean up the curb and gutter um so our project proposes to rebuild the fullpavement section so that is ends up being 3 and a half inches of Asphalt 8in of aggregate and then we add in a layer of geotextile fabrics that keepsthe kind of the clay material which is very common in Mound from migrating upthrough the Aggregate and causing more of the um the potholes and stuff I'llshow or not necessarily Pooles here but the the alligatoring and the the defectsof the pavement um and you'll see I'm going to repeat a lot of this stuffbetween the next two studies so this figure here is kind of goes through thepavement cycle the responsible pavement management so our our road here is kindof in the the blue and so we're looking to reset the clock so we can get back tohere and so we can get it back into Mill and overlay cycle and extend that outfor about 60 years um the other pieces of the project we're going to replaceany defected curve would curb curb and gutter which is fairly minor on this inthis area um minor utility improvements so that's generally going to be stormsewer castings kind of help us fight the inflowing infiltration issues withdealing with met Council and trying to keep the clean water out on the streetand making its way to the lake instead of get into the sanitary sewer and thensome storm water quality improvements because of the the size of our projectwe'll have to use some treatment so the big kind of the biggeroverview picture here go Lane Haron Glenn Allen um the yellow arrowindicates that mentioned back when we came uh in October that sh Shorewood wasthe originally planned road but Rest Haven is in worse shape and so wepivoted pivoted to pick up Rest Haven here while while we're in the area andthen we'll do shorwood in a few years um and then talking with Public Works guysthe the parking lot down here uh for Red Road for three points Park is also inpretty bad shape so we'd like to get that while we'renearby uh a little bit close closer up Zoom I'll just point out so this is acity- owned lot here on the corner of enchanted in Paradise so that's reallyour only opportunity to do storm water quality improvements and so to meet umMina Creek Watershed District requirements that's where we're going toaim to make those happen we probably won't hit the full reach of the goal sowe'll have to workshop with them a little bit where where we um trade someof that work uh then I'll just walk through acouple pictures here so let talk about the so alligatoring so you can see likethe the multiple layers of cracks that are coming through there so that's wherewe can start to see that the the subgrade of the pavement is starting todeteriorate and that's why we want to go all the way down instead of just doing amillon overlay and kind of cleaning up thetop and that was on Glenn Allen um Rest Haven here you can see kind of on theright hand side there's there's a lot of settlement up here this is kind this hasbeen a problem spot for many many years and then you can't see a great here I'llzoom in a little bit there some more alligator cracking over there so that'sthat other piece of Rest Haven there another shot of Paradise Lane just kindof walking through the the streets in in their current state so with all of thatthe we come up with a total estimated project cost of a little over a milliondollars 50,000 of that is related to the sanitaries who were casting Replacementsand the rest is the streets and storm sewer and a little bit of curb andgutter our proposed schedule is up there now so at October we camewith the authorization to do the study right now would receive the study andauthorize finals design we should be ready to go for bids in April um open anaward in May and then construction would occur this summer my I'd anticipate thiswould be about a one month maybe two month project it should go pretty fastum as far as reconstruction projects it's relative term here it should beclean because we're we're generally leaving all the curb there's not verymany Utilities in this area so it's really just going to be take take thestreet section out put it back in and and get out of the way and then questionon that yep um you said like the curbs are pretty clean but part of thisproject was also to like spot check where it's needed repair so but you'reanticipating there's just not a lot of it yeah that it looks like it's all inpretty good shape so we're going 10 to 15% I think will have to come out so apretty small amount and that's really just going to be fixing um sags and andcrack curb and stuff like that and then to accommodate some of the storm SE I think that is my last slide here sonext steps would be requested councel action you have a resolution a few pageslater the Miss to accept the study and authorize final design for PW2501 I just have a question why does it say May of 26 final completion so I putthat in there that's going to be kind of contingent on when they wrap up and thengetting all this the turf and stuff completed and then getting through punchlist so it'll it'll basically be done this fall but there'll still be a littlebit of cleanup work in the in the fall land uing spring yep some'sbe all right we we got a so the city can I ask a question thecity of Mound is responsible for the total of 1,31right or is there part of this sanitary sewer thing that met Council or somebodywho's taken care of so yeah I can jump in there so um I should belooking we so the sanitary sewer pieces are we will use those costs to offsetsome of them at Council sear charge and so there's an annual okay sech chargethat they Levy against us we can we can offset so many it's not NE it's notalways one one half a dollar to a dollar for whatwe spend and so while we're there castings are typically one of the theitems that we Chase with other projects so castings chimy seals will'll do thosewhile we're there and those are dollars that'll offset the med Council searcharge okay you any other questions so fundingthis is all accounted for in the long-term financial plan Noah's got itscheduled in there so mhm that was my last comment it's all in our long-termfinancial plan Capital Improvement plan all right page 380 if someone wants tomake a resolution or motion um so I I can do together the mill and overlay project and the streetImprovement project because there's a lot of similarity and overlap and um ourgoal would be to bid them together as one project it'll make it a lot easierfor managing the contractor and the impacts but they are tracked as twoseparate projects as far as city is concerned so this is252 um so again you see the same IP Maps but now we're down on the west side ofthe city here so we got the pink dashed area that's the mill and overlay areathose streets were fairly new around the early 2000s so they weren't in theoriginal reconstruction program um so so that's why they fall in here and thatand so we're actually right about here we maybe a little bit closer down to thebottom of the blue if you're looking at the chart there um but again this willthis is going to renew the pavement surface it'll extend the useful lifeanother 20 years um but similar spot um we're going to do spot curb Replacementssidewalk Replacements just to clean up the defective areas a few full depthpatches but it should be fairly minimal and then we'll upgrade The Pedestrianramps um that's the the gist of this project it's a little bit it's simplerand cleaner um and again PE this one does not it only removes you know aboutan inch and a half of the asphalt surface for the majority of the area soresidents are going to be able to to go about their daily lives much much easieruh the map here kind of shows where there is existing sidewalk so that thatwe again estimate about 10 15% of that is going to need some clean up just fromsettlements and the movement over the years um similar with the the curb andgutter I put this picture in there so this is fairly representative of SugarMill so you can see you got one transverse crack going across the roadthere and then over here is a storm sewer and a little bit of a s uh in thecurb line so that's simple stuff we're going to be looking at cleaning up andthen just redo the pavement surface um over to the east like South ViewCourt langon Trail or langon over there that that's been touched up a little bitmore Through The Years with um I think that was last year some of those patcheswere last year right Ryan so we'll clean that up some this area is probably goingto need a little bit more of the patching the full depth patching butthen we'll we'll M Mill and overlay it aswell so the cost of this area alog together is estimated at$570,000 again accountable for in the long-termfinancial planand I use the same schedule as the other projects so that um planning to bid themtogether so the next steps for you guys would be again to um to accept the studyand then authorized final design for projectpw22 all right does council have any questions for this one all right so on my page 396 you have that to send a letter out um the next day or two to um residents of both areasjust to let them know we're working on Final design they can reach out to us ifthey have any questions we'll send them these number 11 we got authorized preparation andplans and specifications for lead service line replacementproject just get all right so this when you send that letter out can we providea link to the homeowner for this information unless you plan on puttingall this into a letter which I no it it'll be simpler kind of show them thearea but yeah we can for more information kindof yeah uh all right so again on to thenext item here so lead service line um replacement project authorizationso I think most of you remember getting letters in the mail last year and thenum bugged by City staff to get into your homes or or complete the inventoryinformation last year so from that they staff gathered I think32 3,200 inventories a little over 50 of thosecame back on the C customer side of Le with lead or galvanizedservices and so from the Department of Health guidance um M MinnesotaDepartment of Health and EPA the guidance is if you have a lead serviceline obviously we want that replaced they also want galvanized service linesreplac because they consider any anything that's galvanized if it wasever Downstream of bled so it depending on the age of the home it could havebeen Downstream of lead it still has some of those same impacts and so theythey're pushing get all of that replaced um and so there's Grant funds out therethat we applied for pretty late in the game last season and we we got uh ontoPart B for that so we're we're in line to get those Grant fundsto chase down getting all of these private property pieces um replaced andso that's not something city would normally do but the residents themselvescan't directly go after the the grant fund umthey the city has to administer it and so the the way it'll work is we'll put acontract together we'll we'll um get Buy in from each of the homeowners thatneeds the the work done and they'll they'll agree to it we'll go for bid andthey'll get that work done then the state will reimburse the cityin kind of a roundabout way of of getting the lead service lines out ofthere um in a cleaner way for for all the administration to track there aresome cities that have a pool and and I can't talkoverly intelligently about this because I don't know a lot about it but theythey've set up pools and so like and this is Minneapolis and St Paul and duthey've got a lot more staff and a lot more manp power to figure out how to toget to go after that funding for mound which has about 50 out of the I think itsaid 3,200 that they got through this is going to be the the cleanest way to goabout it and I can jump down here on the last page of the what we submitted therethis kind of shows how sporadic the lead service lines are it's basically yeah sorry you can't reallysee in there but the the red and the yellow they're they're pretty spread outit's basically two or three in a neighborhood a little bit more up herehere in the Dutch Lake Area no no I did is this usually tied tothe age of the home or is it like certain corre yeah anything after 1985does not we we can just wipe those right off the board that they did not havelead service lines but anything older than that which a lot of the town isthat that we had to get in and try to confirm what it what it is there's still800 roughly that haven't complied they haven't completed the inventory so therethere's more work to be done to track those down but these are the ones thatcooperated and we we have an opportunity to go go after and get those done andthen get the reimburse through the state for the work and have you already letthose homeowners know that we have not they've kind of reached out individuallylet um wondering what the next steps were and so what with your authorizationwe will get get a hold of them we'll have kind an open house explain theprocess and then get them to agree or or not agree and the ones that that don'tgo along with it they'll have to get placed on future lists um and we can wecan keep submitting to the Department of Health every year for these grants butit I feel it's going to get a little bit more competitive as other cities kind ofget ready and get ramped up as they're getting through their inventories so wehad some things going for us with the other clean water issues we're dealingwith in town as well so so is this application says Revol drinking waterrevolving fund application is that an application for money that's alreadybeen provided by a grant or is that applying for a grant this is theapplication yeah so what you have this is in appendex here that is theapplication we submitted and so they let us know that we're on Part B so we'rewe're in line to get the funding we just we need to get PL submitted and to getthem certified so that's the schedule okay up earlier here just eer when youdo this can't look at that all right soyeah let me talk through the schedule real quick so by the end of the month orby the end of March we will need to submit our project for certification tothe Department of Health it um it doesn't need to be 100% plans but prettydarn close to what we're planning to do um andwill then let us know at the end of June they'll give us approval of the plansand give us authorization to go to the next steps um so then in July we wouldbid an award and August would be the earliest we could beginconstruction on each of these projects so we'd predict project spring work thisis going to be you know 50 some homes that were trying to to get through theirfront yards and into their basements and and make make all those fixes so it'lltake a little bit a while so so you got a if you have abasement and your water's coming in through here here you got to basicallydig out all the dirt and stuff around it to replace the pipe goingin that yeah that is one of the options um there are there's some trenchlessoptions they could use too based we're going to for now assume that they startat the curb stop at the city's water shut off right and go all the way to thehome um and redo the connection through the basement through the foundationthere there are Technologies where they can do it trenchless and just open it atat the end and they can shoot in under the basementand pop in a new um connection there but oh okay probably the most economical isgoing to be I'm just thinking about my friendyeah thinking about all those Boulders and where your water yeah I don't it'sgoing to be
