00:00:06.000 --> 00:00:10.800
So we’re gonna go ahead and call the meeting to order, so 00:00:10.800 --> 00:00:15.634
we’ll need uh roll call. Council member Erickson. He
00:00:15.634 --> 00:00:21.934
Council members young. Council member Kleanowski. She will not 00:00:21.934 --> 00:00:28.467
be here. Mayor Winston, present council member Page. He Council

member McGarvey. Council member Tran. Mayor Winston, you have a 00:00:32.900 --> 00:00:38.300
quorum. Thank you. So before we head into it, um, uh, before we
00:00:38.300 --> 00:00:42.233
head to the Pledge of allegiance, I just need to read 00:00:42.233 --> 00:00:45.634
this again as previously noticed, um, council member
00:00:45.634 --> 00:00:47.734
Shelley Page of the city council will be participating
00:00:47.734 --> 00:00:50.367
in the meeting by interactive technology pursuant to 00:00:50.367 --> 00:00:54.634
Minnesota statute, Section 13D.02 rather than in person at
00:00:54.634 --> 00:00:57.800
the city council’s regular meeting place at City Hall
00:00:57.800 --> 00:01:00.567
council chambers, 5208 5th Avenue North, Brooklyn Park, 00:01:00.567 --> 00:01:03.266
Minnesota. I am physically present in the city council
00:01:03.266 --> 00:01:06.900
chambers along with council members Christian Eric. Um,
00:01:06.900 --> 00:01:12.367
Christian Eriksson, Amanda Shan Young, uh, Tony McGarvey, uh, 00:01:12.367 --> 00:01:15.000
Councilman Tran, um, all council members, council member
00:01:15.000 --> 00:01:18.100
Maria Tran, all council members can hear one another and can
00:01:18.100 --> 00:01:20.300
hear all discussion and testimony. Members of the 00:01:20.300 --> 00:01:26.367
public can monitor the council meeting by calling
00:01:26.367 --> 00:01:31.634
1-218302-5973 and entering meeting ID 198230-129 and then 00:01:31.634 --> 00:01:36.133
pressing um. Pound when you are asked to enter a participant ID
00:01:36.133 --> 00:01:46.367
or watching it on CCX Media Channel 16 or by live streaming 00:01:46.367 --> 00:01:48.100
it at www.Brooklynark.org/ City-councilor slash. All right,
00:01:48.100 --> 00:02:18.467
so if we can all rise for the pledge of allegiance. is All 00:02:18.467 --> 00:02:23.667
right, so we’re gonna go ahead and head into Public comment 00:02:23.667 --> 00:02:26.533
and response. So is there any response to prior public
00:02:26.533 --> 00:02:30.667
comment. A Mayor Winston, members of the council, there 00:02:30.667 --> 00:02:34.500
was one public comment to the last city council meeting from
00:02:34.500 --> 00:02:38.634
Mr. Eloth essentially expressing his appreciation for
00:02:38.634 --> 00:02:44.000
Doctor Cy Patterson, who spoke at the Black History Month 00:02:44.000 --> 00:02:48.266
celebration and um he wanted to express his appreciation of
00:02:48.266 --> 00:02:51.033
that and uh deeper understanding that he had after 00:02:51.033 --> 00:02:54.667
hearing the presentation from Doctor Patterson. Uh regarding
00:02:54.667 --> 00:02:57.867
uh the importance of ensuring the Children have a safe place
00:02:57.867 --> 00:03:02.667
to learn and grow, so that was, uh, his feedback. Thank you. 00:03:02.667 --> 00:03:05.834
Thank you. So we’ll go ahead and head into public comment we
00:03:05.834 --> 00:03:08.166
asked folks limited to 3 minutes, and if you can state
00:03:08.166 --> 00:03:10.734
your address, I think we have one person on the docket, and 00:03:10.734 --> 00:03:26.667
that is uh Robert Clave. Yeah OK. My name is Robert Clay, and 00:03:26.667 --> 00:03:34.734
I live at 6280 Forest Avenue, uh, Brooklyn Park. And um I’m 00:03:34.734 --> 00:03:40.233
here regarding the, uh, water and sewer. Billing, uh, usage 00:03:40.233 --> 00:03:45.467
for, uh, my resident. And I feel that there needs to be, uh,
00:03:45.467 --> 00:03:50.800
some type of adjustment made. I feel that it’s unfair that this 00:03:50.800 --> 00:03:56.734
adjustment or that I’m being charged for, um, Uh, over usage
00:03:56.734 --> 00:04:05.800
of my sewer. And uh Today I brought an example of what, um, 00:04:05.800 --> 00:04:11.634
I have to deal with and as I say I’m a person in my 00:04:11.634 --> 00:04:17.467
household where I do not have city water. And, um, what I
00:04:17.467 --> 00:04:23.800
find out is, um, in my example that compared to my neighbor, 00:04:23.800 --> 00:04:29.200
Uh, we’re in the same situation where it’s just one occupant is
00:04:29.200 --> 00:04:37.133
in the household. Um And When we compare their bills, I find 00:04:37.133 --> 00:04:42.634
out that I’m being charged. It looks like more than uh twice 00:04:42.634 --> 00:04:50.533
or almost 3 times as much as my sewer and cord it’s being used 00:04:50.533 --> 00:04:55.634
or it’s being justified through taking all the residents and
00:04:55.634 --> 00:05:00.133
then doing the percentage of it and it comes out that that’s 00:05:00.133 --> 00:05:07.133
the way I’m charged, but I feel that um I, my household doesn’t
00:05:07.133 --> 00:05:13.500
compare to the other residents. And their situation, and I 00:05:13.500 --> 00:05:19.834
think maybe this either can come close to being, you know,
00:05:19.834 --> 00:05:25.200
some somewhat reasonable. Uh, I’m not looking for, you know, 00:05:25.200 --> 00:05:29.500
major, uh, justification or lowering of my utility bill,
00:05:29.500 --> 00:05:33.400
but something that is reasonable to what I should be 00:05:33.400 --> 00:05:39.100
paying compared to my neighbors. And maybe it can be done
00:05:39.100 --> 00:05:41.266
through not through all the people in Brooklyn, all the 00:05:41.266 --> 00:05:48.233
residents of Brooklyn Park, but maybe a certain area. Um That
00:05:48.233 --> 00:05:54.100
households are compared to my area. And I think if they can 00:05:54.100 --> 00:05:58.300
look into that and we can get an adjustment made. That would
00:05:58.300 --> 00:06:05.266
be fair. Um To me and then possibly, you know, other 00:06:05.266 --> 00:06:10.100
residents in Brooklyn Park that are facing this situation. So, 00:06:10.100 --> 00:06:17.567
um, That’s all I can say right now. Um But I hope someone can
00:06:17.567 --> 00:06:22.533
get back with me soon on this. And maybe we can come up with 00:06:22.533 --> 00:06:28.100
some better ideas. Um And I want to thank you all for being
00:06:28.100 --> 00:06:34.634
here. OK. That’s all I got to say. So yeah, before you leave, 00:06:34.634 --> 00:06:37.300
um, we will have the water department uh get back to you.
00:06:37.300 --> 00:06:41.867
I’m not sure if, if anyone, um, besides Commissioner Page is on 00:06:41.867 --> 00:06:44.734
that, but, um, we, we could just reach out to her and then
00:06:44.734 --> 00:06:46.900
we could forward that to the water department and somebody
00:06:46.900 --> 00:06:49.233
will reach out plus we have your information here. So
00:06:49.233 --> 00:06:52.000
somebody will reach out to you. Uh, we don’t make any promises 00:06:52.000 --> 00:06:54.867
and outcome, but we will reach out. All right, thank you so
00:06:54.867 --> 00:07:03.100
much. Thank you. All right, so next, um, Approval of the 00:07:03.100 --> 00:07:14.734
agenda. I remember trend. Yeah, I want to bring out the 4.64 uh 00:07:14.734 --> 00:07:29.634
question. and discussion. Uh, OK, Councilman McGarvey. Item 3 00:07:29.634 --> 00:07:33.367
that the Human Rights Commission is unable to give 00:07:33.367 --> 00:07:38.634
that report this evening. Postpone it for another time.
00:07:38.634 --> 00:07:41.367
All right, so, uh, I guess I’ll make the motion motion to 00:07:41.367 --> 00:07:46.800
approve the agenda minus 3B4 and then pulling 4.6 for
00:07:46.800 --> 00:07:51.033
further question for further questions, um, is there a 00:07:51.033 --> 00:07:53.367
second? All right, the motion was made by myself, President,
00:07:53.367 --> 00:07:58.100
I mean. and Mayor Winston and seconded by Councilman McGarvey,
00:07:58.100 --> 00:08:02.934
all those in we need to do a roll call. I was waiting for 00:08:02.934 --> 00:08:08.000
you. Hm And this is the approval of the agenda, Council
00:08:08.000 --> 00:08:18.166
member Erickson. Council member Jean. Council member Page. I. 00:08:18.166 --> 00:08:25.166
Councilman McGarvey. Council member Tran. Mayor Winston I, 00:08:25.166 --> 00:08:28.533
the motion passes with 6 yes votes and 0 no votes. All right.
00:08:28.533 --> 00:08:35.266
Thank you. So next, we will move to 3B1, the Metropolitan 00:08:35.266 --> 00:08:39.100
Mosquito Control public presentation. So you’re gonna
00:08:39.100 --> 00:08:43.300
solve all of the Mosquito problems that we have. 00:08:43.300 --> 00:08:50.266
Absolutely just in our city though. Absolutely. Um Not 00:08:50.266 --> 00:08:52.367
until I’m filling in for Alex Carlson. I do have a
00:08:52.367 --> 00:09:20.767
presentation. or mouths. Yeah Thank you have to share it. Um, 00:09:20.767 --> 00:09:41.467
oh. Sure Uh, the windows So if you could state your name as 00:09:41.467 --> 00:09:45.800
well, we, uh, we’d appreciate it. Uh, so my name is Shawn
00:09:45.800 --> 00:09:48.500
Partika. I work with the Metropolitan Mosquito Control
00:09:48.500 --> 00:09:50.800
District. I’m based out of the Maple Grove facility, which is 00:09:50.800 --> 00:09:54.800
just right down on the eighty-fifth. Um on the border
00:09:54.800 --> 00:09:58.000
of Maple Grove and Brooklyn Park. And now I’m just gonna
00:09:58.000 --> 00:10:01.300
kind of go over what we do, why we do it and what we did in 00:10:01.300 --> 00:10:10.367
2024. So as the Metropolitan Mosquito Control District, we 00:10:10.367 --> 00:10:13.500
are a public service agency where we cover the Simon County
00:10:13.500 --> 00:10:19.367
metropolitan area. Servicing the 3 million and plus
00:10:19.367 --> 00:10:21.634
occupants of the metropolitan area and as well as the 00:10:21.634 --> 00:10:26.500
millions of visitors that visit Minnesota every year. Um, we do
00:10:26.500 --> 00:10:30.567
this by Uh, targeting mosquitoes in their aquatic 00:10:30.567 --> 00:10:35.400
habitats, as well as their woodland habitats too, and our
00:10:35.400 --> 00:10:41.800
services come to about $10.87 for the median home every year. 00:10:41.800 --> 00:10:47.166
Our services, uh, are primarily, uh, dealing with the mosquito,
00:10:47.166 --> 00:10:50.934
uh, nuisance and also the disease, uh, vector problems 00:10:50.934 --> 00:10:55.200
that they can present to the public. Uh, in addition to this,
00:10:55.200 --> 00:10:57.033
we do tick-borne disease surveillance, and also we
00:10:57.033 --> 00:11:01.100
provide a lot of public education opportunities about 00:11:01.100 --> 00:11:03.300
mosquito and the related illnesses that they and ticks
00:11:03.300 --> 00:11:07.100
can spread. In addition to all that, we also do black flyer
00:11:07.100 --> 00:11:12.000
biting gnat control. So a little bit of background on 00:11:12.000 --> 00:11:16.667
mosquitoes is not gonna bog us down too much with it, um, but
00:11:16.667 --> 00:11:19.467
mosquitoes are pretty big, uh, concern not just in terms of
00:11:19.467 --> 00:11:24.734
nuisance and not being able to enjoy our um outdoor activities 00:11:24.734 --> 00:11:27.867
or even just hanging out outside. Um, they can also
00:11:27.867 --> 00:11:31.467
spread different types of illnesses in Minnesota, we have 00:11:31.467 --> 00:11:35.367
about 52 different species of of those of only about 20 will
00:11:35.367 --> 00:11:37.934
bite humans. The others may only bite frogs, some only
00:11:37.934 --> 00:11:43.166
birds. Um, So on and so forth. Uh, real quick, the life cycle 00:11:43.166 --> 00:11:45.900
of a mosquito is described instead of this diagram,
00:11:45.900 --> 00:11:48.100
there’s a mosquito laying an egg inside of an aquatic
00:11:48.100 --> 00:11:55.000
habitat. Um, where they will then immersion as larvae. the 00:11:55.000 --> 00:11:58.200
feet upon microscopic organisms eventually undergoing the
00:11:58.200 --> 00:12:01.000
process of metamorphosis turning into pupa, where they 00:12:01.000 --> 00:12:04.166
develop all their adult parts, such as the proboscis and wings
00:12:04.166 --> 00:12:06.734
and so forth, and then eventually over the course of a
00:12:06.734 --> 00:12:09.934
few days emerge as an adult mosquito looking for a mate or
00:12:09.934 --> 00:12:15.467
for a blood meal. Um Mosquitoes, where do they lay their eggs 00:12:15.467 --> 00:12:18.400
while they lay them in uh different types of habitat, uh,
00:12:18.400 --> 00:12:21.734
as long as it’s standing stagnant water. This can be a 00:12:21.734 --> 00:12:25.400
few different types of habitats such as uh the cattle band
00:12:25.400 --> 00:12:29.667
around a large lake or a pond, um, permanent water sources
00:12:29.667 --> 00:12:33.467
such as marshes and swamps, as well as temporary flood plains 00:12:33.467 --> 00:12:37.200
such as like in a soccer field or baseball diamond. In
00:12:37.200 --> 00:12:43.533
addition to all that, they are uh very much uh. problem with 00:12:43.533 --> 00:12:48.400
uh temporary water sources such as tree holes, as well as uh
00:12:48.400 --> 00:12:52.100
stormwater catch basins that hold water temporarily before 00:12:52.100 --> 00:12:55.934
being flushed out into um. A retaining pond more often than
00:12:55.934 --> 00:13:00.667
not, as well as, uh, containers like buckets and uh random 00:13:00.667 --> 00:13:04.800
trash items and another really big item is tires, uh, as the
00:13:04.800 --> 00:13:09.200
district, we do remove tires to residents, uh, for free of
00:13:09.200 --> 00:13:13.000
charge, um, so if anyone is curious about what that looks 00:13:13.000 --> 00:13:20.867
like, we can provide that information at a further time. 00:13:20.867 --> 00:13:24.133
Our organization is really big on following environmental
00:13:24.133 --> 00:13:28.867
stewardship and holding it as uh in high priority. We do this
00:13:28.867 --> 00:13:31.533
through integrated pest management, uh, which is 00:13:31.533 --> 00:13:35.800
focusing as to how we can Uh, manage our resources and funds
00:13:35.800 --> 00:13:38.634
the best way possible in order to reduce not just nuisance
00:13:38.634 --> 00:13:42.300
from mosquitoes, but also the potential of them spreading 00:13:42.300 --> 00:13:45.900
disease and illness as well. Um, we have a technical advisory
00:13:45.900 --> 00:13:51.867
board, which reviews all of our practices annually. The uh tab 00:13:51.867 --> 00:13:55.300
members include different experts and agencies, um, that
00:13:55.300 --> 00:14:00.000
service the, uh, Minnesota area, um, in order to best protect 00:14:00.000 --> 00:14:04.133
our environment and also our public health into that. All of
00:14:04.133 --> 00:14:13.734
our reports are available on our website. Ah, most of our 00:14:13.734 --> 00:14:16.367
work is doing monitoring and surveillance for mosquitoes and
00:14:16.367 --> 00:14:20.200
ticks, and I actually have some samples that I can pass out to 00:14:20.200 --> 00:14:29.166
the council of food so like. Just for a more up close
00:14:29.166 --> 00:14:34.100
personal view as to what they look like, um, so the little 00:14:34.100 --> 00:14:37.667
worm looking ones, as are the mosquito larvae. And we get
00:14:37.667 --> 00:14:40.934
those from uh aquatic habitats. What we’ll collect them and 00:14:40.934 --> 00:14:44.166
then send them down to our lab for further identification.
00:14:44.166 --> 00:14:47.634
Again, not every species bites humans, so it’s really
00:14:47.634 --> 00:14:51.133
important that as an agency we only target the ones that will 00:14:51.133 --> 00:14:54.400
bite people, um, in particular the ones that are also known as
00:14:54.400 --> 00:14:59.767
VE uh disease vectors too. We also will do adult mosquito
00:14:59.767 --> 00:15:03.934
sampling using mosquito traps and sweeps. Um, in the fields 00:15:03.934 --> 00:15:08.266
in order to uh collect. Uh, different adult mosquitoes to
00:15:08.266 --> 00:15:11.934
see what’s flying around and actively biting people that day, 00:15:11.934 --> 00:15:15.100
um, just so that way we can narrow down where to do our
00:15:15.100 --> 00:15:20.033
work. Uh, like I said, we sent him down to our lab in Saint 00:15:20.033 --> 00:15:23.133
Paul for identification. The samples are identified to
00:15:23.133 --> 00:15:26.000
determine if they are species that that merits treatment and
00:15:26.000 --> 00:15:30.133
also meets our action threshold, um, perhaps you’ve seen our 00:15:30.133 --> 00:15:34.867
helicopters flying overhead, uh, wetlands, and so that’s when we
00:15:34.867 --> 00:15:38.634
are able to justify that there were 10 amount of bugs per dip.
00:15:38.634 --> 00:15:45.533
Uh, in order to treat for using that service. Adult samples are 00:15:45.533 --> 00:15:47.133
primarily identified to determine if they are disease
00:15:47.133 --> 00:15:50.400
vectors present in the area. And then we also do some 00:15:50.400 --> 00:15:53.800
in-house and out of uh. Our agency testing for disease as
00:15:53.800 --> 00:15:58.367
well. Like West Nile virus, lacrosse encephalitis in
00:15:58.367 --> 00:16:03.266
Jamestown Canyon virus. Our primary control methods are 00:16:03.266 --> 00:16:05.667
through larval control, adult control, and reducing breeding
00:16:05.667 --> 00:16:10.133
habitat. Uh, again, larval control is kind of like our 00:16:10.133 --> 00:16:14.000
main priority because it applies the most effective, uh,
00:16:14.000 --> 00:16:17.000
control measures that we have available to us as a district.
00:16:17.000 --> 00:16:22.400
It’s also the most likely to be non, uh, or to not target 00:16:22.400 --> 00:16:24.734
non-target species or insects like butterflies and bees and
00:16:24.734 --> 00:16:27.767
other pollinators that are really important to the ongoing
00:16:27.767 --> 00:16:34.667
survival and health of our communities. Um It also allows 00:16:34.667 --> 00:16:39.634
us to uh best uh target uh mosquitoes instead of a high
00:16:39.634 --> 00:16:42.100
concentration area when there are adults and flying around, 00:16:42.100 --> 00:16:45.567
it’s much more difficult to control that problem, making it
00:16:45.567 --> 00:16:50.667
more cost, uh, inducing and also less likely to Uh, provide 00:16:50.667 --> 00:16:55.734
effective treatment. Um, just as a little highlight about the
00:16:55.734 --> 00:16:59.867
numbers that we have from 2024 since we did have a lot of
00:16:59.867 --> 00:17:03.467
precipitation last year. Um, we did increase our larval control 00:17:03.467 --> 00:17:07.266
and also our adult control from recent past years during the
00:17:07.266 --> 00:17:11.533
drought from 2020 to 2023. Um, and again, that’s primarily 00:17:11.533 --> 00:17:15.567
because a lot of our work is so dependent on precipitation
00:17:15.567 --> 00:17:24.467
levels. So like rainfall and even snow melt. Uh, and then 00:17:24.467 --> 00:17:27.033
our larval control, so when we’re flying our helicopters,
00:17:27.033 --> 00:17:30.266
we’re not spraying. I think that’s an, uh, uh. Something 00:17:30.266 --> 00:17:33.400
that a lot of people think that we do with our helicopter, but
00:17:33.400 --> 00:17:36.634
instead we’re dropping these little corn granules, uh, which
00:17:36.634 --> 00:17:40.834
are infused with a bacteria called BTI, which when the 00:17:40.834 --> 00:17:44.100
larvae eat that in the water column it effectively disrupts
00:17:44.100 --> 00:17:46.800
their gut system killing them. Um, and I have a little bit of
00:17:46.800 --> 00:17:55.400
that as well to hand out to the council. Uh, we use a few 00:17:55.400 --> 00:17:58.467
different other materials, methyrene and spinosad as well,
00:17:58.467 --> 00:18:04.367
again, very target specific, very cost effective. Um And uh 00:18:04.367 --> 00:18:06.200
we’re starting to utilize drones more frequently in our
00:18:06.200 --> 00:18:09.734
treatments as well, in Brooklyn Park, we have a few sites that
00:18:09.734 --> 00:18:14.567
are too large for a person with a backpack, uh, as shown. Uh, 00:18:14.567 --> 00:18:17.133
in that image, um, but are also maybe too small or too
00:18:17.133 --> 00:18:20.467
difficult to treat with a helicopters. This allows us to 00:18:20.467 --> 00:18:24.133
provide a much more expansive treatment method that is also
00:18:24.133 --> 00:18:31.100
safer for the public and also ourselves as well. Uh, again, 00:18:31.100 --> 00:18:34.033
really quick highlighting the mosquito-borne diseases that
00:18:34.033 --> 00:18:36.900
are present here in Minnesota West Nile virus is by far the
00:18:36.900 --> 00:18:42.266
most common one. In this this species is primarily found in 00:18:42.266 --> 00:18:45.734
uh really kind of gnarly feed stagnant water, so this is
00:18:45.734 --> 00:18:50.266
gonna be the stormwater catch basins where there’s a lot of 00:18:50.266 --> 00:18:53.033
organic material, um, also oftentimes sewer systems that
00:18:53.033 --> 00:18:58.367
maybe are backed up or slow moving too. Um, and then we’ve
00:18:58.367 --> 00:19:01.533
also been finding Jamestown Canyon virus instead of the 00:19:01.533 --> 00:19:04.300
metropolitan area with uh an increase in past years, and
00:19:04.300 --> 00:19:07.000
that’s going to be in our spring species. So those first
00:19:07.000 --> 00:19:10.266
bugs that are starting to emerge probably mid-April, 00:19:10.266 --> 00:19:13.400
early May, um, that’s something that we’re very mindful of and
00:19:13.400 --> 00:19:18.100
so you’ll see our helicopters active a lot because of that.
00:19:18.100 --> 00:19:22.000
Um, one other one that I want or highlight is lacrosse 00:19:22.000 --> 00:19:26.634
encephalitis. This is a really potentially life altering and
00:19:26.634 --> 00:19:29.266
maybe even um deadly illness that can affect children
00:19:29.266 --> 00:19:33.734
primarily, and this one is uh a comes from a species, the tree 00:19:33.734 --> 00:19:36.867
hole mosquito, uh, Aedes triceriatus, which likes to lay
00:19:36.867 --> 00:19:41.033
its eggs instead of really small containers, so either 00:19:41.033 --> 00:19:45.367
with its namesake a tree hole or a tire or buckets of water
00:19:45.367 --> 00:19:54.133
and uh things like that. So, uh, 2024, uh, general season review 00:19:54.133 --> 00:19:58.200
from last year in the entire metropolitan area due to the
00:19:58.200 --> 00:20:00.934
above average rainfall, um, throughout the summer, we would 00:20:00.934 --> 00:20:03.567
have expected in traditional years to see a lot more
00:20:03.567 --> 00:20:06.634
nuisance or human biting mosquitoes, but because of the
00:20:06.634 --> 00:20:09.900
drought the past few years, we saw a kind of a dip in that,
00:20:09.900 --> 00:20:14.133
and that’s primarily due to our uh cocolaidia perturbances or 00:20:14.133 --> 00:20:18.634
cattail mosquito, not being as present, um, that species
00:20:18.634 --> 00:20:21.533
emerges typically all at once, uh. In the middle of or early 00:20:21.533 --> 00:20:25.900
July. Um, because of the drought the past few years,
00:20:25.900 --> 00:20:30.367
those numbers were much, much lower. Um, another little 00:20:30.367 --> 00:20:33.400
highlight due to the mild winter and warm spring that we
00:20:33.400 --> 00:20:38.300
had in 2023 through 2024. Um, we had a really early detection
00:20:38.300 --> 00:20:42.934
of deer ticks as early as the first week of February, um, and 00:20:42.934 --> 00:20:46.166
also mosquito larva February 26th, which this year we found
00:20:46.166 --> 00:20:50.000
our first uh swimming larva just last week, so they’re 00:20:50.000 --> 00:20:54.667
already out. Starting to grow and eventually will be emerging
00:20:54.667 --> 00:20:57.533
probably again late March at the earliest, early April, uh,
00:20:57.533 --> 00:21:03.200
on average. Um, thankfully we did find fewer instances of 00:21:03.200 --> 00:21:07.000
West Nile virus in the district. Um, and that’s primarily
00:21:07.000 --> 00:21:10.734
because the virus does much better at being transmitted 00:21:10.734 --> 00:21:13.634
during really hot, dry years where the only water that is
00:21:13.634 --> 00:21:16.533
available, again, is that kind of permanent standing water
00:21:16.533 --> 00:21:20.934
that’s gonna be high in organic material. Um, we did see a lot 00:21:20.934 --> 00:21:25.634
of, uh, biting gnats or black fly numbers last spring, um,
00:21:25.634 --> 00:21:28.000
and that’s primarily because the rivers and the streams were
00:21:28.000 --> 00:21:31.634
so. free-flowing and I had a much higher level than they 00:21:31.634 --> 00:21:35.266
have been in past years. Um, and that’s that species of gnat
00:21:35.266 --> 00:21:37.467
that instead of just flying around your head, we’ll zip
00:21:37.467 --> 00:21:40.634
around it and then bite you on the back of the neck, most 00:21:40.634 --> 00:21:42.667
likely if you’re ever enjoying time over at the Green Rapids
00:21:42.667 --> 00:21:54.133
Dam. Um, here’s our. year-end review of uh Brooklyn Park, um, 00:21:54.133 --> 00:21:57.934
in comparison from 2023 to 2024. Again, due to the amount of
00:21:57.934 --> 00:22:01.100
precipitation that we had, we were just out much more 00:22:01.100 --> 00:22:04.667
frequently dipping those large parasites for our helicopter
00:22:04.667 --> 00:22:08.467
treatments, which also resulted into a much higher, uh, rate of
00:22:08.467 --> 00:22:11.166
acres being treated here in Brooklyn Park too, almost 00:22:11.166 --> 00:22:17.467
double. Um, we also were able to spend some time increasing
00:22:17.467 --> 00:22:22.367
our adult mosquito samplings as well. And that also led to a 00:22:22.367 --> 00:22:28.100
much uh higher rate of acres treated. This number looks very
00:22:28.100 --> 00:22:32.533
significant from 7.21 acres to 108.34 acres between the two 00:22:32.533 --> 00:22:36.767
years, um, but that’s primarily due to the uh different types
00:22:36.767 --> 00:22:40.934
of adult control materials we were using. Um, while we did 00:22:40.934 --> 00:22:47.266
find an increase overall. Of potentially disease vectoring
00:22:47.266 --> 00:22:52.133
mosquitoes in 2024, um. This acreage mostly accounts for the, 00:22:52.133 --> 00:22:55.900
the materials we used in 2023, we primarily did barrier
00:22:55.900 --> 00:22:58.734
treatments with a residual material, which is essentially
00:22:58.734 --> 00:23:03.400
kind of creating a fence around a wooded area, uh, so that way 00:23:03.400 --> 00:23:07.533
when the mosquitoes during the day, um, are as they emerge in
00:23:07.533 --> 00:23:11.367
the evening looking for a blood meal. The land on leaves, and 00:23:11.367 --> 00:23:14.533
when they do, it uh, the materials stick to their legs
00:23:14.533 --> 00:23:18.200
and, and effectively kill them as their method of transmission.
00:23:18.200 --> 00:23:24.367
Whereas in 2024, we used a much more environmentally sensitive 00:23:24.367 --> 00:23:28.400
material called Zenova. Which produces a fine fog, um, that
00:23:28.400 --> 00:23:32.634
you have to go into a wooded area in order to effectively 00:23:32.634 --> 00:23:36.100
treat and then as soon as that fog disperses, usually within a
00:23:36.100 --> 00:23:39.800
few minutes. It’s no longer effective. We’re essentially
00:23:39.800 --> 00:23:43.367
just walking through the wooded area as a means of attracting 00:23:43.367 --> 00:23:47.100
the mosquitoes to you. And again, we primarily reserve
00:23:47.100 --> 00:23:51.934
this type of uh adult mosquito control, uh, when we find high 00:23:51.934 --> 00:23:54.767
disease vector counts or mosquitoes that are currently
00:23:54.767 --> 00:23:59.400
infected with illnesses such as West Nile virus. Um, and then
00:23:59.400 --> 00:24:05.266
as far as catch basins go, uh, likely due to improvements and 00:24:05.266 --> 00:24:08.467
The city uh stormwater management. We’ve been able to
00:24:08.467 --> 00:24:11.100
actually reduce our catch basins. So we only treat wet 00:24:11.100 --> 00:24:16.033
catch basins that are holding. Water, um, so that’s kind of
00:24:16.033 --> 00:24:19.667
really nice and impressive to see cause it’s um one of our
00:24:19.667 --> 00:24:23.467
more difficult, um, tactics that we have to deal with. Uh, 00:24:23.467 --> 00:24:27.133
and then we do receive resident calls, and these are primarily
00:24:27.133 --> 00:24:30.367
due to either or people expressing concerns about the 00:24:30.367 --> 00:24:33.533
high numbers of mosquitoes in the area, or for tire pickups.
00:24:33.533 --> 00:24:39.934
Um And again we also attend uh Brooklyn Park Safety camp, the
00:24:39.934 --> 00:24:43.634
public works open house, we attended last year as well, and 00:24:43.634 --> 00:24:46.867
we are always at the Brooklyn Park or the Tater Days parade
00:24:46.867 --> 00:24:49.634
every year as well. If you ever see a giant mosquito that’s.
00:24:49.634 --> 00:24:59.667
Clearly us. Uh, for 2025, we are kind of in a little bit of 00:24:59.667 --> 00:25:02.934
a limbo, not necessarily knowing if we’re gonna have 00:25:02.934 --> 00:25:05.734
above or below precipitation, uh, but in any event, we are
00:25:05.734 --> 00:25:08.800
usually ready with our helicopters, uh, as soon as the
00:25:08.800 --> 00:25:13.667
first heavy rainfall comes through, or as the uh 00:25:13.667 --> 00:25:17.867
overwintered mosquitoes are now uh hatched and active, we start
00:25:17.867 --> 00:25:22.800
doing our surveillance today or this week. Um, due to the heavy 00:25:22.800 --> 00:25:27.467
rain that we did have in 2024, we will be expecting some more
00:25:27.467 --> 00:25:31.367
of those human biting uh catti mosquitoes that I referenced 00:25:31.367 --> 00:25:36.533
earlier, um, and that’s just primarily due to the trend of
00:25:36.533 --> 00:25:39.233
having heavy precipitation years, um, there’s always a
00:25:39.233 --> 00:25:44.133
spike, uh, every time that we’ve had some of those, um, 00:25:44.133 --> 00:25:49.400
record years of uh catch and mosquitoes too. Um Another
00:25:49.400 --> 00:25:52.133
thing that again highlighting once more is that we are 00:25:52.133 --> 00:25:55.867
expanding the drone program to improve efficiency in public
00:25:55.867 --> 00:26:00.133
safety as well. Um, so keep an eye out for the skies, not just 00:26:00.133 --> 00:26:02.734
for a helicopter anymore, but also a large agriculture drone
00:26:02.734 --> 00:26:08.734
too. Uh, we have different resources for residents, uh,
00:26:08.734 --> 00:26:15.000
all on our website. Um We have weekly updates and daily 00:26:15.000 --> 00:26:17.900
control alerts for both our helicopters and adult control
00:26:17.900 --> 00:26:23.500
as well. Uh, we have a resident guide available for tips and uh 00:26:23.500 --> 00:26:27.233
tricks for personal protection and safe at home. Mosquito
00:26:27.233 --> 00:26:30.200
reduction. Uh, we also have a submitted tip form which allows 00:26:30.200 --> 00:26:34.233
uh Residents to report high mosquito activity or request a
00:26:34.233 --> 00:26:41.900
service such as tire pickup as well. On our website, we have 00:26:41.900 --> 00:26:47.000
our mapping, uh, software available to the public to see.
00:26:47.000 --> 00:26:49.900
The different wetlands that we service, uh, in the
00:26:49.900 --> 00:26:54.533
metropolitan area. It’s one of the most expansive, uh, maps of 00:26:54.533 --> 00:26:58.367
any sort of wetland, uh, that I’ve ever come across in my
00:26:58.367 --> 00:27:01.100
work, um, and you can enter in your address to see what’s 00:27:01.100 --> 00:27:03.634
around you and what different types of wetlands that there
00:27:03.634 --> 00:27:07.834
might be. Uh, to see when they were last monitored or treated,
00:27:07.834 --> 00:27:11.734
you can then see a large open ponds, likely not a very good 00:27:11.734 --> 00:27:14.800
mosquito breeding source, but it’s actually really small
00:27:14.800 --> 00:27:18.300
little ones or these large, uh, like cattail wetlands that are
00:27:18.300 --> 00:27:21.734
going to be much more visited than those open water breeding 00:27:21.734 --> 00:27:24.533
ponds. So I definitely suggest that folks take a look at that
00:27:24.533 --> 00:27:29.734
just to see what’s going on in their neighborhood. Um, and
00:27:29.734 --> 00:27:33.533
again, email alerts for anytime that we have treatments uh 00:27:33.533 --> 00:27:36.667
available or ready to go, um, or what’s going to be on the
00:27:36.667 --> 00:27:45.767
schedule in your area too. Um, one big thing that again we are 00:27:45.767 --> 00:27:49.567
constantly always trying to improve as our public outreach,
00:27:49.567 --> 00:27:51.667
uh, public education is probably one of the best ways 00:27:51.667 --> 00:27:56.467
to help protect people from mosquito and tickbor uh related
00:27:56.467 --> 00:27:59.100
illnesses. So this is incredibly important to us as
00:27:59.100 --> 00:28:03.000
an organization. So if uh anyone here knows of any good 00:28:03.000 --> 00:28:07.634
resources, um. Please keep us in mind for those opportunities
00:28:07.634 --> 00:28:10.867
and we’d be more than happy to be a part of them. And I would 00:28:10.867 --> 00:28:13.533
like to thank, uh, Mayor Winston, the council, and the
00:28:13.533 --> 00:28:15.934
members of the public for your time this evening. Thank you so
00:28:15.934 --> 00:28:22.634
much. Then real quick. He’s all of the contact information of 00:28:22.634 --> 00:28:25.467
myself, our executive director Daniel Huff and also Alex
00:28:25.467 --> 00:28:30.533
Carlson, our public affairs manager. Thank you. Thank you 00:28:30.533 --> 00:28:32.300
for the uh presentation, taking the time to come out here. I
00:28:32.300 --> 00:28:35.367
know that with the work you do, probably doesn’t get a lot of
00:28:35.367 --> 00:28:39.233
uh Exposure, but it’s incredibly important to just
00:28:39.233 --> 00:28:43.467
even quality of life. So thank you for, for that presentation. 00:28:43.467 --> 00:28:47.467
Um, I do know that, uh, council member. Mugarvey, excuse me,
00:28:47.467 --> 00:28:51.467
you want to make a statement? Or question, excuse me. Thank 00:28:51.467 --> 00:28:56.800
you, Mary. No, I did have a question, if you can. I saw a
00:28:56.800 --> 00:29:01.133
lot of people out in the field. What are your field staff use 00:29:01.133 --> 00:29:05.533
for mosquito and bug spray. So, what we use, uh, in all honesty
00:29:05.533 --> 00:29:09.634
it’s kind of like the the best and worst kind of exposure
00:29:09.634 --> 00:29:15.000
therapy, um, I just use the typical, uh, you know, like off 00:29:15.000 --> 00:29:20.367
woods or what have you type of stuff, but in all honesty it’s 00:29:20.367 --> 00:29:22.567
mostly just being covered in so many bites, you just kind of
00:29:22.567 --> 00:29:26.767
ignore them after a certain point. Same thing goes with
00:29:26.767 --> 00:29:30.033
like ticks crawling on you. I no longer get itchy from that 00:29:30.033 --> 00:29:38.934
feeling anymore. It’s just what it is. Well, thank you. Uh, any
00:29:38.934 --> 00:29:42.667
further questions or comments? All right, again, thank you for 00:29:42.667 --> 00:29:49.133
for taking the time to make the presentation, so, um, next we
00:29:49.133 --> 00:29:53.033
have uh the planning commission and they will report in 2025 00:29:53.033 --> 00:30:14.200
work plan. Good evening, Mayor Winston and members of the 00:30:14.200 --> 00:30:18.934
council. My name is Paul Moish. I’m the planning director.
00:30:18.934 --> 00:30:21.467
Traditionally the chair of the planning commission would 00:30:21.467 --> 00:30:25.266
present the annual report and work plan, uh, Chair Liam Cain.
00:30:25.266 --> 00:30:28.133
I had to travel at the last minute for work, so I’m as the
00:30:28.133 --> 00:30:40.834
staff liaison and I’ll step in and deliver the presentation. 00:30:40.834 --> 00:30:45.233
Uh, 2024 was another busy year for the planning commission, uh,
00:30:45.233 --> 00:30:47.400
reviewing development proposals, considering requests for
00:30:47.400 --> 00:30:51.200
variances and conditional use permits and working on policy 00:30:51.200 --> 00:30:54.266
and ordinance changes uh to advanced city goals, uh, in
00:30:54.266 --> 00:30:58.500
2024, the commission held 11 regular meetings and 5 work
00:30:58.500 --> 00:31:03.400
sessions. Planning commission recommended approval of new 00:31:03.400 --> 00:31:06.634
development that will bring new businesses, jobs, and homes to
00:31:06.634 --> 00:31:10.800
the city, these projects were all subsequently approved by 00:31:10.800 --> 00:31:15.133
the city council and have the potential to result in. The
00:31:15.133 --> 00:31:20.567
construction of 233 units of housing at about 63,000 square 00:31:20.567 --> 00:31:24.767
feet of employment space. Uh, the planning commission spent
00:31:24.767 --> 00:31:27.934
several months working with staff on a major update to the
00:31:27.934 --> 00:31:30.467
city’s zoning code and zoning map, bringing them into 00:31:30.467 --> 00:31:33.667
conformance with the Brooklyn Park 2040 comprehensive plan,
00:31:33.667 --> 00:31:36.934
uh, and making the zoning code easier to use, uh, the city
00:31:36.934 --> 00:31:39.900
council accepted the planning commission’s recommendation and
00:31:39.900 --> 00:31:43.900
gave final approval to the code updates on July 29th, 2024. Uh, 00:31:43.900 --> 00:31:48.734
and going forward, staff in the planning commission will be uh
00:31:48.734 --> 00:31:52.100
more regularly updating the zoning code and and bringing 00:31:52.100 --> 00:31:56.734
those recommendations to the city council. Uh, in 2024, the
00:31:56.734 --> 00:31:59.934
planning commission also recommended approval of zoning
00:31:59.934 --> 00:32:04.200
changes to allow and regulate cannabis businesses, uh 00:32:04.200 --> 00:32:07.000
fulfilling the city’s obligation under state law, and
00:32:07.000 --> 00:32:11.166
welcoming this new economic activity to Brooklyn Park. I 00:32:11.166 --> 00:32:15.367
highlight just a few of the projects, the specific, um,
00:32:15.367 --> 00:32:18.667
projects that the planning commission recommended for
00:32:18.667 --> 00:32:24.400
approval last year, uh, Red Lion Athletics focuses on 00:32:24.400 --> 00:32:25.634
specialized performance training programs, uh, and it
00:32:25.634 --> 00:32:28.834
was approved, uh, for a conditional use permit. Casa
00:32:28.834 --> 00:32:32.000
Efrique lounge will be a new restaurant in the Edinburgh 00:32:32.000 --> 00:32:35.100
Center, um, uh, it’s important to know this is this is
00:32:35.100 --> 00:32:38.934
actually the, the, the, the last business that will be
00:32:38.934 --> 00:32:41.634
required to get a CUP for what’s called a class 2 00:32:41.634 --> 00:32:44.300
restaurant, which is essentially a restaurant that
00:32:44.300 --> 00:32:47.500
that is also getting a liquor license as part of those code
00:32:47.500 --> 00:32:50.734
updates from last year, uh, in, in an effort to make it easier 00:32:50.734 --> 00:32:53.834
to do business in Brooklyn Park, the code no longer requires a
00:32:53.834 --> 00:32:59.100
conditional use permit for those Class 2 restaurants. Uh,
00:32:59.100 --> 00:33:01.800
the planning commission recommended approval of a site 00:33:01.800 --> 00:33:05.567
plan review for JJ’s Fish and Chicken. Uh, JJ’s is expanding
00:33:05.567 --> 00:33:08.900
the former Dairy Queen building on Zane Avenue, just north of
00:33:08.900 --> 00:33:10.900
Brooklyn Boulevard. Work is currently underway on that 00:33:10.900 --> 00:33:15.834
project. Uh, waterside markets on Brooklyn Boulevard is also
00:33:15.834 --> 00:33:18.867
expanding. Uh, this required a site plan review, which the
00:33:18.867 --> 00:33:22.634
planning commission forwarded to the city council with a 00:33:22.634 --> 00:33:25.800
recommendation of approval, a highlight of the year was
00:33:25.800 --> 00:33:27.500
reviewing and recommending approval of the site plan for
00:33:27.500 --> 00:33:30.367
the Brooklyn Park Teen and Youth Center, uh, while the 00:33:30.367 --> 00:33:32.934
business at hand that evening was reviewing the details of
00:33:32.934 --> 00:33:37.300
the site plan, uh, the meeting was also a celebration of this
00:33:37.300 --> 00:33:42.400
transformational project. The brook will be a 192 unit 00:33:42.400 --> 00:33:45.634
apartment community near 93rd and Zane. Uh, this is the first
00:33:45.634 --> 00:33:48.734
major development project to be reviewed under the new
00:33:48.734 --> 00:33:52.634
mixed-use zoning district that the council enacted following 00:33:52.634 --> 00:33:57.867
the 610 corridor development study. Uh, and finally
00:33:57.867 --> 00:34:00.567
Sandgrass Point is another new residential development on a 00:34:00.567 --> 00:34:04.734
former industrial site on Sixty-ninth Avenue that’ll have
00:34:04.734 --> 00:34:10.367
33 apartments and 11 town homes, looking ahead to 2025, uh, the 00:34:10.367 --> 00:34:13.400
planning commission will continue its core work of
00:34:13.400 --> 00:34:16.934
receiving or reviewing land use applications and making
00:34:16.934 --> 00:34:19.734
recommendations to the city council, um, the commission
00:34:19.734 --> 00:34:23.100
will also be engaged in periodic training, um, land use 00:34:23.100 --> 00:34:26.300
and zoning topics, uh, and of course continuing the ongoing
00:34:26.300 --> 00:34:30.567
work of updating the zoning code. Work on the Northwest 00:34:30.567 --> 00:34:33.634
Growth area Plan will continue, as you know, uh, last week, the
00:34:33.634 --> 00:34:37.367
planning commission joined the city council, uh, for a
00:34:37.367 --> 00:34:40.000
discussion of that work and talking about moving it forward 00:34:40.000 --> 00:34:44.200
to the next steps. Planet commission will continue to be
00:34:44.200 --> 00:34:47.467
a part of that conversation and advising on that plan through
00:34:47.467 --> 00:34:51.934
the plan’s completion this fall. Uh, and later this year, um, we 00:34:51.934 --> 00:34:55.867
expect to bring forward a proposal for allowing accessory
00:34:55.867 --> 00:34:58.367
dwelling units, uh, a topic that both the planning
00:34:58.367 --> 00:35:04.100
commission and click uh began talking about last year. Uh, so 00:35:04.100 --> 00:35:07.300
I believe that concludes. Yeah, that concludes the report.
00:35:07.300 --> 00:35:20.266
Happy to answer any questions. Any questions or? Oh, Councilor 00:35:20.266 --> 00:35:29.266
Merman Page. Thank you. Um, and so just help me with, uh,
00:35:29.266 --> 00:35:35.533
process and procedures. So I see the, if we go back to the 00:35:35.533 --> 00:35:40.400
um items that were identified for the two Apartments or 00:35:40.400 --> 00:35:45.133
rental units. For the planning, is that what we has When is the
00:35:45.133 --> 00:35:50.634
point where we have discussions about actually doing um Homes 00:35:50.634 --> 00:35:56.934
that can be purchased. Versus more apartment complexes. Is
00:35:56.934 --> 00:36:00.767
that part of this planning commission work plan for 2025 00:36:00.767 --> 00:36:05.634
or how does, where does that come into play? Uh, Mayor
00:36:05.634 --> 00:36:08.734
Winston, Council Page members of the council. So you know,
00:36:08.734 --> 00:36:11.567
those, those two multi-family housing development projects 00:36:11.567 --> 00:36:16.166
that we highlighted in this, in this uh slide show, you know,
00:36:16.166 --> 00:36:18.900
we’re approved by the city council in 2024. So tho those
00:36:18.900 --> 00:36:21.000
are, I think, I think you understood that, but those are 00:36:21.000 --> 00:36:23.100
approved, uh, they’re both working on getting their
00:36:23.100 --> 00:36:25.900
building permits and we should expect construction to begin
00:36:25.900 --> 00:36:29.200
this year. You know, when it comes to planning for future
00:36:29.200 --> 00:36:33.200
developments, you know, what you’re seeing with um planning 00:36:33.200 --> 00:36:36.634
such as the Northwest Growth area. that’s really, uh, the
00:36:36.634 --> 00:36:40.634
time to engage on and make decisions about the type of 00:36:40.634 --> 00:36:43.467
development that will be allowed and encouraged in a
00:36:43.467 --> 00:36:46.567
particular area, uh, you know, that’s at the, the level of a
00:36:46.567 --> 00:36:50.000
geographic district. We also do that type of planning citywide 00:36:50.000 --> 00:36:54.634
every 10 years through the, through the comprehensive plan.
00:36:54.634 --> 00:36:58.500
process, um, you know, when it comes to, uh, the, the what’s
00:36:58.500 --> 00:37:01.266
called the tenure or the, you know, ownership versus rental, 00:37:01.266 --> 00:37:04.934
uh, when it comes to housing, um, in most cases, you know,
00:37:04.934 --> 00:37:09.166
that’s really up to the private marketplace, you know, cities
00:37:09.166 --> 00:37:13.033
can’t use their their zoning authority to to dictate tenure, 00:37:13.033 --> 00:37:19.667
however, when it comes to um the when you have your economic
00:37:19.667 --> 00:37:22.900
development authority hats on, uh, in the case of, you know, 00:37:22.900 --> 00:37:25.734
disposing of land for EDA. own land for development, you know,
00:37:25.734 --> 00:37:30.266
that’s where there’s much more, more control, um, that the EDA 00:37:30.266 --> 00:37:33.667
can have over, over the nature of the development that that
00:37:33.667 --> 00:37:37.166
happens, um, so I, I hope that partially answers your question
00:37:37.166 --> 00:37:41.567
Council page. I think it does. I appreciate that and I keep, 00:37:41.567 --> 00:37:46.367
that’s why I didn’t say mayor, so thank you, mayor. Um, I
00:37:46.367 --> 00:37:48.634
forget the names were switching to all these meetings, so my
00:37:48.634 --> 00:37:57.634
apologies. So that’s under EDA. Um But then do you have? 00:37:57.634 --> 00:38:03.367
Current Does this group have currently approved additional 00:38:03.367 --> 00:38:07.867
apartment complexes that we don’t see those two. Um besides
00:38:07.867 --> 00:38:09.867
those Um besides two Mayor Winston, Council member page
00:38:09.867 --> 00:38:14.667
and members of the council, um, There those are the only two 00:38:14.667 --> 00:38:20.000
that were approved in 2024. There is one Outstanding 00:38:20.000 --> 00:38:24.900
approval for an assisted living facility in West River Road, um,
00:38:24.900 --> 00:38:29.033
that has approvals and it’s not yet constructed. I can’t think
00:38:29.033 --> 00:38:33.367
of any other, um, multi-families type. buildings 00:38:33.367 --> 00:38:36.634
that are in that, that are approved but not yet built so
00:38:36.634 --> 00:38:40.900
that everything else, um. is already on the ground. Thank 00:38:40.900 --> 00:38:54.867
you. All right, um, well, thank you for the, uh, making that 00:38:54.867 --> 00:39:00.634
presentation, uh, Director Muges, um, And uh I guess if 00:39:00.634 --> 00:39:03.266
there’s any further questions, folks, you can just follow up
00:39:03.266 --> 00:39:07.100
with you via email. So thank you. And then we’ll go ahead
00:39:07.100 --> 00:39:10.734
and move to the Oh, is there a, I guess there’s a motion on 00:39:10.734 --> 00:39:14.500
there, isn’t there? So, uh, I guess I go and make the motion.
00:39:14.500 --> 00:39:18.233
Motion to accept the planning commission 2025 work plan. a
00:39:18.233 --> 00:39:23.667
second. All right, um. Somosa was made by myself, Mayor 00:39:23.667 --> 00:39:27.800
Winston, seconded by council member Erikson. Uh, we’ll need
00:39:27.800 --> 00:39:33.033
a roll call votes. Item 32 council member Jean, I 00:39:33.033 --> 00:39:39.734
appreciate that. Thank you. Remember Paige? I Councilman
00:39:39.734 --> 00:39:47.533
McGarvey. Council member Tran. Councilman Erikson. Thank you. 00:39:47.533 --> 00:39:51.800
Mayor Winston. A motion passes with 6 yes votes, 0 no votes. 00:39:51.800 --> 00:39:56.634
Thank you. So, so next we’ll move to the community
00:39:56.634 --> 00:39:59.367
long-range improvement commission 2023, 2024 annual
00:39:59.367 --> 00:40:04.834
report in 2024 work plan. Uh, thank you, Mayor, council 00:40:04.834 --> 00:40:07.900
members, um, uh, I am Mark Calver, the city engineer,
00:40:07.900 --> 00:40:11.300
normally, uh, Mitch Robinson, who is now the assistant city 00:40:11.300 --> 00:40:14.467
engineer and the liaison to the click, uh, commission would be
00:40:14.467 --> 00:40:16.900
up here making this presentation, but he is at home
00:40:16.900 --> 00:40:20.667
celebrating the birth of his daughter. Uh, which occurred a 00:40:20.667 --> 00:40:24.400
little earlier than he expected, uh, and I am doing the best
00:40:24.400 --> 00:40:29.467
that I can to fill his shoes in his absence, um, but in that
00:40:29.467 --> 00:40:36.734
role, uh, I am happy to introduce uh to Takoa Cochrane, 00:40:36.734 --> 00:40:42.000
um, who is the chair of the click here to present. Uh, the 00:40:42.000 --> 00:40:45.233
clicks, um, annual report and work plan and we will do our
00:40:45.233 --> 00:40:50.567
best to answer questions after this. Thank you. Thank you so 00:40:50.567 --> 00:40:53.400
much for filling in. You’ve done a really great job, um,
00:40:53.400 --> 00:40:56.634
good evening, Mr. Mayor, council. Uh, my name is Sakoa
00:40:56.634 --> 00:41:01.800
Cochran, and I’m here to present this plan to you. All 00:41:01.800 --> 00:41:04.734
right, so the community long range Improvement commission
00:41:04.734 --> 00:41:08.200
members study long term trends and make recommendations to the
00:41:08.200 --> 00:41:12.100
city council to improve to improvements to Brooklyn Park’s 00:41:12.100 --> 00:41:14.734
future. Click is the only commission specifically
00:41:14.734 --> 00:41:18.900
mentioned in the city charter 904. I’m sorry, Shelly I have
00:41:18.900 --> 00:41:22.734
to move you up here for a second. Issues range from 00:41:22.734 --> 00:41:25.800
promoting business development, making transit connections, use
00:41:25.800 --> 00:41:29.000
of social media and mobility technology and partnering with
00:41:29.000 --> 00:41:32.300
groups in the community. The community long range 00:41:32.300 --> 00:41:34.567
Improvement Commission also reviews the city’s
00:41:34.567 --> 00:41:37.533
infrastructure planning, streets, sewers, and public
00:41:37.533 --> 00:41:41.266
buildings where public funds will be involved. The community 00:41:41.266 --> 00:41:43.934
long-range Improvement commission studies city
00:41:43.934 --> 00:41:46.233
department initiatives and processes to see if anything
00:41:46.233 --> 00:41:49.367
could be improved. This committee works with all
00:41:49.367 --> 00:41:51.033
departments and makes recommendations to the city if 00:41:51.033 --> 00:41:54.367
there are improvements that should be made to better meet
00:41:54.367 --> 00:42:12.834
the city, the needs of the city. Oh I’m sorry. to Shelly. Yeah, 00:42:12.834 --> 00:42:19.734
Mark, did you share it? I think it’s still, it’s, it’s lit up.
00:42:19.734 --> 00:42:49.634
Yeah. This one. Kind of start Thank you, Devon. All right. So 00:42:49.634 --> 00:42:52.200
we have a few subcommittees. Um, the first one I want to talk 00:42:52.200 --> 00:42:56.533
about is friendly and safe city for ages, um, the our statement,
00:42:56.533 --> 00:42:59.900
well our purpose is, um, people of all ages have the resources
00:42:59.900 --> 00:43:02.400
that they need um to feel healthy and safe in our city. 00:43:02.400 --> 00:43:05.634
What we do is we research projects and programs that
00:43:05.634 --> 00:43:08.867
promote safety and security for all ages, um, educational
00:43:08.867 --> 00:43:12.634
programs and conduct in conjunction with cannabis 00:43:12.634 --> 00:43:15.867
legalization, um, intergenerational and
00:43:15.867 --> 00:43:18.000
intercultural programming to bring different groups of
00:43:18.000 --> 00:43:21.634
people together, uh, senior well-being and education around 00:43:21.634 --> 00:43:25.367
existing programs and mobility, um, there was an idea that we
00:43:25.367 --> 00:43:31.200
had right here that’s called um adopt a senior, um, and that’s 00:43:31.200 --> 00:43:32.634
basically where community members would just be teamed up
00:43:32.634 --> 00:43:35.667
with someone in the. Community, um, just to make sure that
00:43:35.667 --> 00:43:38.166
they’re receiving all the support they need and to bring
00:43:38.166 --> 00:43:44.634
back ideas to see how we can better support them. Strategic 00:43:44.634 --> 00:43:48.867
planning, um, The purpose is uh to support the city council and
00:43:48.867 --> 00:43:52.300
development of future long term plan community goals, um, that 00:43:52.300 --> 00:43:55.367
includes, uh, provide input on an upcoming future planning for
00:43:55.367 --> 00:43:59.100
the city, work with community engagement on outreach to
00:43:59.100 --> 00:44:02.266
residents and contractors to ensure equitable access to 00:44:02.266 --> 00:44:04.400
decision-making process, you know that these were some of
00:44:04.400 --> 00:44:10.200
the ideas that we had. And housing, um, advocating for 00:44:10.200 --> 00:44:12.367
creating and maintaining habitable and affordable
00:44:12.367 --> 00:44:15.000
housing to all residents, um, some of our ideas, what we came
00:44:15.000 --> 00:44:18.934
up with are just researching and um and and defining HOA
00:44:18.934 --> 00:44:23.533
issues that have come across, uh, researched the establish 00:44:23.533 --> 00:44:26.200
establishment of a housing commission. We’re still working
00:44:26.200 --> 00:44:30.634
on how to make that happen, if we can make that happen, um, 00:44:30.634 --> 00:44:33.233
improvement on reporting tenant rights and violations. I know
00:44:33.233 --> 00:44:35.867
the city’s doing a really good job, but again, we’re just here
00:44:35.867 --> 00:44:39.533
to support any other ideas. or any other goals that the city
00:44:39.533 --> 00:44:43.467
may want to achieve, um, accessible and affordable 00:44:43.467 --> 00:44:46.100
housing for seniors. Um, I know that that is really limited
00:44:46.100 --> 00:44:49.767
here in Brooklyn Park. So again, um, any way that we can help
00:44:49.767 --> 00:44:52.934
the city with ideas and research to see what’s trending 00:44:52.934 --> 00:44:55.800
in other cities and see what we can bring back here to Brooklyn
00:44:55.800 --> 00:44:59.367
Park. Um, and then also just with, you know, the up well,
00:44:59.367 --> 00:45:02.533
the most recent issue with Huntington Place, um, we really 00:45:02.533 --> 00:45:05.667
want to be involved and um researching funding and just
00:45:05.667 --> 00:45:09.734
ways to support the Huntington Project. Another um, another
00:45:09.734 --> 00:45:14.266
apartment complexes here. So if you guys have any ideas or any 00:45:14.266 --> 00:45:16.467
requests or just anything that you guys would like for us to
00:45:16.467 --> 00:45:20.133
investigate and look into. That’s what we’re here for. 00:45:20.133 --> 00:45:24.467
Mobility To improve the pedestrian environment and
00:45:24.467 --> 00:45:28.634
infrastructure to encourage walking, biking, and transit.
00:45:28.634 --> 00:45:32.567
As a safe and accessible mode of transportation to Brooklyn 00:45:32.567 --> 00:45:36.133
Park. Um, that, that, that means making recommendations to
00:45:36.133 --> 00:45:40.467
improve the east-west mobility transit trails and sidewalks, 00:45:40.467 --> 00:45:43.100
um, engage development, transportation improvements,
00:45:43.100 --> 00:45:46.834
the BLE and 252 projects, um, the impacts on gentrification,
00:45:46.834 --> 00:45:50.734
rent levels, property tax, and housing policy and then 00:45:50.734 --> 00:45:53.834
identifying best practices for bike and pedal safety,
00:45:53.834 --> 00:45:57.200
including places for bikes, city rating programs, walk
00:45:57.200 --> 00:46:03.934
friendly communities, etc. Future planning. Promote the 00:46:03.934 --> 00:46:06.634
progress for increasing steps in the Green Step program
00:46:06.634 --> 00:46:11.634
review, comment and question how the CIPZEP supports Click’s 00:46:11.634 --> 00:46:16.200
work plan, um, and then environmental justice outreach
00:46:16.200 --> 00:46:20.000
for planning projects, provide inputs on organics recycling 00:46:20.000 --> 00:46:24.734
programs and provide inputs on the Northwest area growth plan.
00:46:24.734 --> 00:46:35.934
And that is my report. Thank you for making a report, um. Uh, 00:46:35.934 --> 00:46:47.834
and, uh, core. Thank you, J. Um, Going door What you just say 00:46:47.834 --> 00:46:54.133
that um You will investigate into if the resident report. 00:46:54.133 --> 00:47:04.800
About, uh, housing or um Abused, right? Mhm So Um, what’s in the 00:47:04.800 --> 00:47:10.300
process, like first, the case report to this. See the website? 00:47:10.300 --> 00:47:15.567
Yes, so like if we see um any areas for example where people
00:47:15.567 --> 00:47:18.734
don’t know how to connect um and and how to report and
00:47:18.734 --> 00:47:22.400
things like that like we will definitely um just alert the 00:47:22.400 --> 00:47:25.634
city and just say, hey, maybe look, maybe we need to, you
00:47:25.634 --> 00:47:29.367
know, try this tactic or you know like we put flyers here or
00:47:29.367 --> 00:47:33.634
add this to a flyer or we might just you know inquire on, hey, 00:47:33.634 --> 00:47:36.800
how’s the door knocking going? or something like that, so we
00:47:36.800 --> 00:47:40.200
work with um all of the other commissions. And so just 00:47:40.200 --> 00:47:44.834
recently we had a meeting with the community. The community,
00:47:44.834 --> 00:47:49.667
um, Gosh, I can’t remember, um, the outreach, the community
00:47:49.667 --> 00:47:51.934
outreach here at Brooklyn Park, and they came in and gave us a 00:47:51.934 --> 00:47:55.533
demonstration and just sort of um let us know how the door
00:47:55.533 --> 00:47:58.367
knocking process was going and how the outreach process in
00:47:58.367 --> 00:48:06.734
general was going, so yeah. Thank you. Thank you. All right, 00:48:06.734 --> 00:48:10.000
I don’t, uh, I don’t have any further questions. I don’t see 00:48:10.000 --> 00:48:14.367
any from the council, so um I’ll go ahead and make the
00:48:14.367 --> 00:48:20.100
motion to accept the community long range improvement 00:48:20.100 --> 00:48:23.266
commission 2025 work plan. So, uh, the motion was made by
00:48:23.266 --> 00:48:26.867
myself, Mayor Winston, seconded by a council member McGarvey.
00:48:26.867 --> 00:48:36.166
Uh, we will need a roll call. OK, this is for item 3B3. Uh 00:48:36.166 --> 00:48:44.734
council member Page. Bye. Darby Council member Tran. Council 00:48:44.734 --> 00:48:52.634
member Erikson. Council members young. Mayor Winston A motion 00:48:52.634 --> 00:48:56.400
passes with 6 yes votes, 0 no votes. Thank you, counsel.
00:48:56.400 --> 00:48:59.100
Thank you and thank you for again for taking the time to
00:48:59.100 --> 00:49:04.500
lead that and make the presentation. Um, we will. Next 00:49:04.500 --> 00:49:09.000
move and I, I, I, and uh, I’m not sure if you’re purposely
00:49:09.000 --> 00:49:13.166
doing it or not. Council, but it’s not chair, it’s actually 00:49:13.166 --> 00:49:18.634
mayor or Uh, president, when we’re in the EDA so. I didn’t
00:49:18.634 --> 00:49:27.033
run for chair. So just making that clear. Say again. OK, 00:49:27.033 --> 00:49:31.934
hopefully you track. All right, so we’ll move to the um Consent 00:49:31.934 --> 00:49:38.667
agenda, uh, and I know that 4.6 was pulled. Um But is there a
00:49:38.667 --> 00:49:45.133
motion to approve the consent agenda. So moved. Second, so 00:49:45.133 --> 00:49:49.100
the motion was made by uh council member Erickson
00:49:49.100 --> 00:49:51.634
seconded by myself, Mayor Winston. Uh, we will need a 00:49:51.634 --> 00:49:59.634
roll call. OK. Council member Page. Bye. Remember McGarvey.
00:49:59.634 --> 00:50:06.000
Right Council member Tran. Council member Erickson. 00:50:06.000 --> 00:50:11.934
Council member Jean Mayor Winston. Hi. motion passes with 00:50:11.934 --> 00:50:17.734
6 yes votes, 0 no votes. All right, so next we will move to
00:50:17.734 --> 00:50:26.266
item 4. 6. Let’s see. It proved a temporary on-sale legal 00:50:26.266 --> 00:50:32.133
license for Brooklyn Park L, uh, wait, no, I’m sorry. Um Here it 00:50:32.133 --> 00:50:36.934
is. Approve a THC and tobacco license for Puff Puff smokes
00:50:36.934 --> 00:50:41.467
LLC doing business as Buff Puff Smokes located at 7642 Brooklyn 00:50:41.467 --> 00:50:48.667
Boulevard, North Brooklyn Park, uh, 55443. Good evening, Mayor
00:50:48.667 --> 00:50:52.634
Winston, members of the council. Uh, my name is Jason Newby, uh, 00:50:52.634 --> 00:50:54.233
inspection environmental health manager, uh, stepping in for
00:50:54.233 --> 00:50:58.367
Keith Julie here. This is his item. Uh, as mentioned, yeah,
00:50:58.367 --> 00:51:02.867
this is item 4.6. It’s a new THC tobacco and uh THC license 00:51:02.867 --> 00:51:08.000
for this address at 7642 Brooklyn Boulevard. Uh, this,
00:51:08.000 --> 00:51:10.367
uh, was previously a similar use, uh, with both license 00:51:10.367 --> 00:51:14.367
types under the name BP Spokeshop and uh they’re taking
00:51:14.367 --> 00:51:19.266
over ownership under the uh pop-up smokes LLC. Uh, first
00:51:19.266 --> 00:51:23.500
action is for approval of the new THC license at this 00:51:23.500 --> 00:51:27.133
location, uh, and then following that with the tobacco
00:51:27.133 --> 00:51:30.033
license as well at this time, uh, police and community 00:51:30.033 --> 00:51:32.667
development, uh have completed the background checks and
00:51:32.667 --> 00:51:35.400
recommend approval of this THC and tobacco license. I’ll stand
00:51:35.400 --> 00:51:39.467
for questions. All right, um, We got a number of folks coming
00:51:39.467 --> 00:51:44.233
up, but just, I just wanna ask, uh, attorney Thompson before we 00:51:44.233 --> 00:51:47.400
jump into this. What’s some of the, um, Because this was
00:51:47.400 --> 00:51:50.800
legalized, right? So what’s some of the, the, uh, 00:51:50.800 --> 00:51:53.934
underlying context for this or, you know, how, what are some of
00:51:53.934 --> 00:51:56.567
the outlines that the legislature put in place or
00:51:56.567 --> 00:51:59.200
that this law put in place and what do we have to honor and
00:51:59.200 --> 00:52:04.100
what don’t we have to honor as a city. Mr. Mayor, members of 00:52:04.100 --> 00:52:06.667
council, well, first thing to keep in mind, what’s for free
00:52:06.667 --> 00:52:13.000
you tonight is a THC license, not a cannabis license, and the 00:52:13.000 --> 00:52:16.567
distinguishable and um and um We can certainly address either
00:52:16.567 --> 00:52:20.634
one, but that’s what’s before you. This particular And Jason 00:52:20.634 --> 00:52:24.266
can correct me if I’m wrong, but this particular location or
00:52:24.266 --> 00:52:28.533
we had both the tobacco license and a THC license. This is a
00:52:28.533 --> 00:52:32.867
change in ownership, so it’s sim it’s simply changing the 00:52:32.867 --> 00:52:37.634
ownership of both these. The licenses will be issued to the
00:52:37.634 --> 00:52:41.000
new owners at the same premises that already had each of these 00:52:41.000 --> 00:52:46.667
two licenses, the tobacco and the THC, but this doesn’t
00:52:46.667 --> 00:52:49.266
relate to cannabis, um, I just wanted to make that distinction
00:52:49.266 --> 00:52:53.800
because Constantly whenever this comes up, it’s confused 00:52:53.800 --> 00:52:59.400
with that, um. But in terms of, uh, THC there’s also some just
00:52:59.400 --> 00:53:02.266
guidelines and stuff in terms of what we can and can’t accept 00:53:02.266 --> 00:53:05.266
as well. And I, I feel like every time one of these
00:53:05.266 --> 00:53:10.300
licenses comes up, we are revisiting this, um, and you 00:53:10.300 --> 00:53:13.867
correct me if I’m wrong, but this determination lies at the
00:53:13.867 --> 00:53:17.800
state level. So if we want to change kind of what TH not not
00:53:17.800 --> 00:53:21.867
what we do as a city, right? But the overarching law. So if 00:53:21.867 --> 00:53:25.800
we want to discuss the legality of THC, um. That’s something
00:53:25.800 --> 00:53:28.867
that we would have to petition the state for, right? If we
00:53:28.867 --> 00:53:31.533
wanted to change that overarching law in terms of 00:53:31.533 --> 00:53:35.667
what’s legal in in Minnesota or is that at the federal level?
00:53:35.667 --> 00:53:40.033
Well, this man, THC is allowed by state law. I actually, Mr. 00:53:40.033 --> 00:53:46.400
Newbi is probably more familiar with this than I am, but It’s
00:53:46.400 --> 00:53:50.867
not cannabis and yeah and it’s, and it’s allowed the city, uh, 00:53:50.867 --> 00:53:54.400
previously passed a, um, I believe it was an ordinance
00:53:54.400 --> 00:53:59.834
limiting the number of these to, I think it’s 15, uh, in each,
00:53:59.834 --> 00:54:03.567
um, district. So he placed a, a, a, a limitation on now, again, 00:54:03.567 --> 00:54:06.367
it’s a limitation on THC licenses, not a limitation on
00:54:06.367 --> 00:54:11.133
cannabis. It’s it’s a different issue, um, so the city already 00:54:11.133 --> 00:54:15.300
has regulated this, this. This is a lawful use and the city
00:54:15.300 --> 00:54:19.533
has the ability to license it, as it sees fit. Yeah, no, I
00:54:19.533 --> 00:54:22.200
just wanted to outline that because it seems as if In many 00:54:22.200 --> 00:54:26.133
ways, we’re still fighting that fight of is THC legal and then
00:54:26.133 --> 00:54:29.300
how many at the city. It has been legislated at the state
00:54:29.300 --> 00:54:32.867
level to say that it is legal and the city, we have already 00:54:32.867 --> 00:54:35.533
put some regulations in place for that, but it seems that
00:54:35.533 --> 00:54:38.834
every time these come, we are attempting to re-legislate this
00:54:38.834 --> 00:54:41.634
and there’s a couple of places we would have to re-legislate 00:54:41.634 --> 00:54:45.133
it, not only at the city, but at the state level if you’re
00:54:45.133 --> 00:54:48.266
concerned about the overall, um, legality of it. I just wanted
00:54:48.266 --> 00:54:51.133
to make sure that uh we had an understanding there and that it 00:54:51.133 --> 00:54:56.400
is also not cannabis because. regarding cannabis, um, uh,
00:54:56.400 --> 00:55:00.800
That is a whole different item at the state. Um, so if you 00:55:00.800 --> 00:55:03.367
wanted to, to, I’m actually gonna, now that I think about
00:55:03.367 --> 00:55:08.734
it, recuse myself from this piece, but, um, Who’s the,
00:55:08.734 --> 00:55:11.200
who’s the post so I’m gonna like council member Eriksson do 00:55:11.200 --> 00:55:14.533
this piece, but, um, council member Tran is up and then you
00:55:14.533 --> 00:55:21.000
have yourself. So I forgot about it. I don’t have to. Just 00:55:21.000 --> 00:55:35.867
to simplify it. Councilmantrain. Oh yeah, I love yeah. I didn’t. 00:55:35.867 --> 00:55:46.667
Um Hi Jason, I I just um Have a question I’d be, uh, I believe 00:55:46.667 --> 00:55:59.500
that the um The How, how do you, um, Uh put in the The address 00:55:59.500 --> 00:56:07.934
onto the district because I, I find We, uh, location. That 00:56:07.934 --> 00:56:12.233
It’s, it seemed like in the West district, but here it’s, 00:56:12.233 --> 00:56:20.200
it’s at the central. in the Reverse, and then this one new. 00:56:20.200 --> 00:56:25.033
So I just want to uh clarification so that we have a
00:56:25.033 --> 00:56:29.400
correct number. Of the business because we have 15, is the
00:56:29.400 --> 00:56:39.934
limit. And Can, can you tell me the 1 9495 Noble Parkway. Is 00:56:39.934 --> 00:56:49.100
that um The, the location is 55443. And it central, it does. 00:56:49.100 --> 00:56:53.500
Correct? Mayor Protem Erikson, Council member Chan, um, I 00:56:53.500 --> 00:56:58.133
would have to look at, uh, the, the, the council districts or
00:56:58.133 --> 00:57:00.000
how they’re differentiate differentiated, uh, we can 00:57:00.000 --> 00:57:03.033
verify we’re not at the 15 level, so we can switch. Some
00:57:03.033 --> 00:57:07.200
of these, if they’re certainly geographically misplaced. I
00:57:07.200 --> 00:57:10.567
have to defer to Keith and his team, but uh we can certainly 00:57:10.567 --> 00:57:13.166
come back with, with the response to make sure that this
00:57:13.166 --> 00:57:16.767
isn’t, I would even offer uh an opportunity to map it as well
00:57:16.767 --> 00:57:24.233
for you. So, um, then I, I, I put more, another one. 9334 00:57:24.233 --> 00:57:31.867
Zane Avenue. And then 9570 Noble Parkway. And then this 00:57:31.867 --> 00:57:40.800
one. Pop up. 7642 Brooklyn Boulevard. It just to correct 00:57:40.800 --> 00:57:44.567
the, the total number so that we know how much in the
00:57:44.567 --> 00:57:52.100
district right now. We have 15 limit. And you know, Thank you 00:57:52.100 --> 00:57:59.000
for that correction. We’ll look into it. Thank you. Thank you.
00:57:59.000 --> 00:58:12.000
So, If no more question. I can make a motion. I want to make a 00:58:12.000 --> 00:58:24.100
motion. Um To approve the Haro DSC license for smoke. Uh, 00:58:24.100 --> 00:58:28.000
located at 7642 Brooklyn Boulevard, Brooklyn Park, 55443.
00:58:28.000 --> 00:58:40.100
And second motion to approve. Abao license for, uh, located 00:58:40.100 --> 00:58:51.667
at 7642 Park. Brooklyn Boulevard. Torney Thompson, is 00:58:51.667 --> 00:58:56.100
it fine to take both of these as one motion. Uh, it’s fine.
00:58:56.100 --> 00:58:58.834
You can adapt both of them at the same motion, that’s fine.
00:58:58.834 --> 00:59:06.300
All right, uh, roll call, please. OK. Item 4.6. Council 00:59:06.300 --> 00:59:13.734
member McGarvey. Council member Tran. Council member Erikson. 00:59:13.734 --> 00:59:18.533
Me pro Tim Erickson, I’m sorry, uh, council member John.
00:59:18.533 --> 00:59:25.634
Council member Page. I The motion passes with 5 yes votes, 00:59:25.634 --> 00:59:38.266
0 no votes. Um, the next agenda item while we’re waiting for 00:59:38.266 --> 00:59:43.266
the mayor to return is a general action item 7.1, um, if 00:59:43.266 --> 00:59:59.900
you want to. the podium presentation. Yeah Exhilarating? 00:59:59.900 --> 01:00:12.734
Absolutely. All right, so next we’ll go ahead and move to item. 01:00:12.734 --> 01:00:18.300
7.1 resolution ordering the abatement of hazardous property
01:00:18.300 --> 01:00:24.200
and public nuisance. Located at 91155 Irving Avenue North. Good 01:00:24.200 --> 01:00:27.033
evening, Mayor Winston and council members. I’m Michelle
01:00:27.033 --> 01:00:30.133
Peterson. I’m the neighborhood Health supervisor in our 01:00:30.133 --> 01:00:32.166
environmental health division in the community development
01:00:32.166 --> 01:00:43.033
department. show. Jes Yes Although I’m not driving 01:00:43.033 --> 01:00:54.233
apparently. Alright. One second. I’m one technical difficulty 01:00:54.233 --> 01:01:00.533
you’re trying to get to full screen. Right There we go. All 01:01:00.533 --> 01:01:03.800
right, some quick background on the case, uh, this is an
01:01:03.800 --> 01:01:09.567
environmental health case that started, um, In April of 2017,
01:01:09.567 --> 01:01:13.367
based on a complaint regarding items in exterior storage at 01:01:13.367 --> 01:01:17.200
9115 Irving Avenue North, uh, the first inspection was, uh,
01:01:17.200 --> 01:01:20.867
completed on May 3rd of 2017, and my most recent inspection 01:01:20.867 --> 01:01:27.200
on site was February 14th of 2025. Um, there were several
01:01:27.200 --> 01:01:30.400
barriers to gaining compliance um on this property, which 01:01:30.400 --> 01:01:33.667
included just the amount and variety of items that are
01:01:33.667 --> 01:01:36.367
stored here along with uh the property went through an
01:01:36.367 --> 01:01:39.934
extended probate. Um, there were some medical issues with
01:01:39.934 --> 01:01:43.133
the property owners and also uh COVID did provide some setbacks. 01:01:43.133 --> 01:01:52.266
Um, we’ve tried, uh, both traditional and non-traditional 01:01:52.266 --> 01:01:56.100
methods to bring property into compliance, um, so some of the
01:01:56.100 --> 01:01:58.867
non-traditional methods that we tried, uh, we used, uh,
01:01:58.867 --> 01:02:02.467
sentenced to serve to actually help build out loads, and that 01:02:02.467 --> 01:02:06.767
occurred on September 18th of 2019. Um, the goal was to help,
01:02:06.767 --> 01:02:09.934
uh, facilitate the load build out, uh, so that they can just
01:02:09.934 --> 01:02:14.233
be hauled out on the trailers that they were loaded onto, um, 01:02:14.233 --> 01:02:18.000
we also worked on a mediation agreement on December 19th,
01:02:18.000 --> 01:02:22.200
2019, um, it was part of an appeal hearing for a citation 01:02:22.200 --> 01:02:24.400
that was issued, um, the property owners had admitted to
01:02:24.400 --> 01:02:27.634
the violations and did propose a plan to correct the
01:02:27.634 --> 01:02:31.800
violations. Um, they were to be corrected by June 15th of 2020 01:02:31.800 --> 01:02:36.634
and then um COVID did uh present itself that spring. Um,
01:02:36.634 --> 01:02:38.767
the total number of complaints that we received about the
01:02:38.767 --> 01:02:44.634
current state of the property is at 21 right now. Um, one of 01:02:44.634 --> 01:02:46.467
the traditional methods of trying to bring the property
01:02:46.467 --> 01:02:51.000
into compliance so we did try in addition to the correction 01:02:51.000 --> 01:02:55.367
orders and uh citation, um, was a formal criminal complaint, uh,
01:02:55.367 --> 01:03:00.100
that was requested on March 22nd of 2022. Um, I did 01:03:00.100 --> 01:03:02.867
continue meetings and check-ins with the property owners, uh,
01:03:02.867 --> 01:03:10.734
throughout that time. Um, and I wanted to take a moment to 01:03:10.734 --> 01:03:13.000
discuss the difference between a formal complaint and a civil
01:03:13.000 --> 01:03:16.100
complaint, which is what this resolution is before you today.
01:03:16.100 --> 01:03:20.367
So in a formal complaint, um, that goes through the head of 01:03:20.367 --> 01:03:23.734
County Criminal Court, um, and that results in either a guilty
01:03:23.734 --> 01:03:30.467
or a non. Not guilty, uh, plea or verdict, um, and the level 01:03:30.467 --> 01:03:33.133
that that serves is just a petty misdemeanor or a
01:03:33.133 --> 01:03:35.266
misdemeanor. It does still require that the property
01:03:35.266 --> 01:03:38.533
owners bring the property voluntarily into compliance to
01:03:38.533 --> 01:03:42.734
remove the violations and uh in the criminal courts, there’s no 01:03:42.734 --> 01:03:47.000
mechanism to force compliance. So before you tonight is gonna
01:03:47.000 --> 01:03:50.467
be a resolution for an abatement. Um, this is actually 01:03:50.467 --> 01:03:54.467
a civil complaint, uh, which can lead to a judgment, um, to
01:03:54.467 --> 01:04:00.500
achieve compliance. via a court order. Um, this. City code 01:04:00.500 --> 01:04:03.634
authorized abatement actions that are available to us are
01:04:03.634 --> 01:04:07.500
actually not for violations of this size or scope, um, and it
01:04:07.500 --> 01:04:10.166
is outside the ability of what our current abatement 01:04:10.166 --> 01:04:13.367
contractors that we have on contract can complete. Um, this
01:04:13.367 --> 01:04:17.500
does require a city council approval and it probably
01:04:17.500 --> 01:04:24.000
represents the best option for compliance. This process 01:04:24.000 --> 01:04:30.100
utilizes Minnesota state statute 463.15 through 463.461, 01:04:30.100 --> 01:04:33.300
um, and it, the statute is very specific about the steps that
01:04:33.300 --> 01:04:38.133
need to be taken to get to and through the process, um, so it
01:04:38.133 --> 01:04:42.000
requires the council to adopt the resolution, um, our 01:04:42.000 --> 01:04:45.634
attorney drafts the order for abatement, and then the order
01:04:45.634 --> 01:04:49.867
is served on the owners and landholders of record, um, the
01:04:49.867 --> 01:04:53.667
order is then filed in district court. This allows the owner 20 01:04:53.667 --> 01:04:57.467
days to respond to the owner and so they can still comply
01:04:57.467 --> 01:05:00.200
within this amount of time, or they can contest the owner, the 01:05:00.200 --> 01:05:08.533
order. Um, if the owners do not contest the owner of the city
01:05:08.533 --> 01:05:11.800
can ask for a judgment to proceed with the cleanup. If 01:05:11.800 --> 01:05:14.400
the owners contest the order, there’s a court date that will
01:05:14.400 --> 01:05:19.266
be scheduled uh to determine if the city can move forward and
01:05:19.266 --> 01:05:23.467
obtain a judgment, um, to proceed with the cleanup and 01:05:23.467 --> 01:05:26.667
the costs associated with getting this judgment would be
01:05:26.667 --> 01:05:28.800
assessed to the property, and that would include legal fees
01:05:28.800 --> 01:05:38.367
and the abatement costs. Uh, so quickly just want to uh show 01:05:38.367 --> 01:05:42.734
the scope of um what is on the property, um, this is the Ariel 01:05:42.734 --> 01:05:50.200
from 2015, um, so two years prior to uh the case starting. 01:05:50.200 --> 01:05:54.533
And this is the Ariel from 2014. It’s a little more difficult to
01:05:54.533 --> 01:05:57.734
see, just as there was more tree cover at the time that the
01:05:57.734 --> 01:06:01.033
aerial was taken, um, there’s still a number of vehicles and 01:06:01.033 --> 01:06:05.734
items, uh, stored in the yard. Um, and then these are
01:06:05.734 --> 01:06:09.000
photographs from the most recent inspection, which was
01:06:09.000 --> 01:06:13.233
completed on February 14th, um, so this is just simply a shot 01:06:13.233 --> 01:06:19.000
from the street, uh, looking to the west at the property. And
01:06:19.000 --> 01:06:25.400
then these next um Photographs are from the uh north side of 01:06:25.400 --> 01:06:29.133
the property. Um, I did walk with the property owner and he
01:06:29.133 --> 01:06:34.467
did grant permission to take the photos. Um So just as we’re 01:06:34.467 --> 01:06:36.634
moving along along the north side of the property and
01:06:36.634 --> 01:06:50.033
looking back to the south. And this final shot is from 01:06:50.033 --> 01:06:52.767
approximately the middle of the property, looking back to the
01:06:52.767 --> 01:06:59.367
east, back towards the house into the street. So staff’s
01:06:59.367 --> 01:07:01.734
recommendation tonight is to adopt the resolution and allow 01:07:01.734 --> 01:07:04.634
the order of abatement to proceed through the enforcement
01:07:04.634 --> 01:07:07.667
of a judgment with Hennepin County courts in accordance
01:07:07.667 --> 01:07:11.533
with Minnesota State statute 463. Uh,, 1 of the property 01:07:11.533 --> 01:07:15.634
owners is here tonight and would like the opportunity to
01:07:15.634 --> 01:07:18.266
um speak to the council and may also be able to answer some
01:07:18.266 --> 01:07:24.100
questions. All right, thank you for that, uh, presentation and 01:07:24.100 --> 01:07:28.033
then, uh, Before we had any questions, uh, I guess you’re
01:07:28.033 --> 01:07:32.100
the property owner, so if you want to just say your name. 01:07:32.100 --> 01:07:34.467
When you’re up there, uh, just say your name and then, you
01:07:34.467 --> 01:07:40.133
know, uh, I guess, speak to, to some, to speak to the staff 01:07:40.133 --> 01:07:42.100
recommendation or the overall context that we’re dealing with.
01:07:42.100 --> 01:07:52.634
Uh, I’ll answer any questions you guys got. You know, I, I 01:07:52.634 --> 01:07:55.367
guess, you know, staff is asking us to go in this
01:07:55.367 --> 01:08:00.467
particular Direction which is legal and you know, it goes in 01:08:00.467 --> 01:08:06.467
the civil route, um. I guess my question is, Do you agree with
01:08:06.467 --> 01:08:12.200
that or disagree with it? Why is it conditioned up again. 01:08:12.200 --> 01:08:17.634
I’ve been working on getting the place cleaned up. And there
01:08:17.634 --> 01:08:25.734
is the next court date is May, no. Apogra, May 12th. district 01:08:25.734 --> 01:08:32.000
court. And again, I guess I would ask, um, You know, 01:08:32.000 --> 01:08:36.166
Michelle, uh, what How long have we been at this having
01:08:36.166 --> 01:08:44.834
this conversation? Mayor Winston, um, this is, uh, 01:08:44.834 --> 01:08:48.634
approaching 8 years in, at the end of April of this year, um,
01:08:48.634 --> 01:08:51.734
and there are actually the court date that Mr. Fauche is 01:08:51.734 --> 01:08:54.634
referring to is that there’s also a criminal court process
01:08:54.634 --> 01:08:59.200
occurring at the same time as this civil court process, so
01:08:59.200 --> 01:09:07.867
his next criminal court date is May 12th. OK. And get before I 01:09:07.867 --> 01:09:11.467
go any further, were there any questions from council members? 01:09:11.467 --> 01:09:24.400
Councilman Tran. Hi, uh, my question. Uh, for Michelle, uh, 01:09:24.400 --> 01:09:29.033
when this the photo take? The photo of the to show the
01:09:29.033 --> 01:09:32.367
property when, when it take. Yep, uh, Mayor Winston, Council 01:09:32.367 --> 01:09:37.000
member Tran, the photos shown in the presentation are from
01:09:37.000 --> 01:09:40.400
February 14th of 2025. So approximately a month ago. So 01:09:40.400 --> 01:09:46.133
very new. Yes. And my next question for uh property owner.
01:09:46.133 --> 01:09:54.734
Uh, what’s your name, sir? Max. MAX. Um Is, is there a reason 01:09:54.734 --> 01:10:00.767
that um you cannot Um, clean the Now I can’t before I 01:10:00.767 --> 01:10:07.634
couldn’t, so. It, it’s been a long time. Yeah, I know So How
01:10:07.634 --> 01:10:12.000
long do you think that you can, I just got done showing 01:10:12.000 --> 01:10:14.634
Michelle that everything in the yard is up for sale, so I’m
01:10:14.634 --> 01:10:17.567
trying to get rid of it that way. I won’t lose a lot of
01:10:17.567 --> 01:10:23.166
money. And if they scrap it out don’t want to make a, a few 01:10:23.166 --> 01:10:32.133
dollars instead of So for a year? Oh it’s, it was pretty 01:10:32.133 --> 01:10:37.033
messy for many years, you can, you should have more in more in
01:10:37.033 --> 01:10:40.166
the more in yard when we sold things first started. So there 01:10:40.166 --> 01:10:50.500
was progress made over the years. You know, could affect 01:10:50.500 --> 01:10:59.934
the Environment health. And, and For how many years that the
01:10:59.934 --> 01:11:03.634
city staff been, you know, back and forth, uh, working with you, 01:11:03.634 --> 01:11:12.133
you could have done the selling though and unnecessary item. 01:11:12.133 --> 01:11:17.934
Say that again. It’s been uh many years that You know, you
01:11:17.934 --> 01:11:26.533
could have a been selling them. I’ve had stuff posted. This is 01:11:26.533 --> 01:11:32.400
the last of what original it was, let’s put it that way. So 01:11:32.400 --> 01:11:37.467
we’re down to this instead of this. If that makes any sense
01:11:37.467 --> 01:11:49.634
to you? But thank you for your answer. Uh, council member Page. 01:11:49.634 --> 01:12:05.000
Thank you, Mayor. Um, I would ask. Michelle, um, So when we, 01:12:05.000 --> 01:12:11.867
if the council so Um, adopt the resolution and allows the order 01:12:11.867 --> 01:12:15.133
of abatement to proceed and that all goes through. Does
01:12:15.133 --> 01:12:20.934
that remove the civil Action for the May 12th court date, or 01:12:20.934 --> 01:12:23.000
can you just explain that to me just so I can understand it and
01:12:23.000 --> 01:12:27.367
then I do have a secondary question for the homeowner. But
01:12:27.367 --> 01:12:32.200
can we address that one first. Yeah Mayor Winston, Council 01:12:32.200 --> 01:12:38.667
member Page, um, so we can if we move forward with the um
01:12:38.667 --> 01:12:42.367
abatement order resolution for the abatement order, we could 01:12:42.367 --> 01:12:44.467
certainly make the request that the criminal charges be
01:12:44.467 --> 01:12:51.734
dismissed. OK. And then Max for the homeowner, um, I apologize 01:12:51.734 --> 01:12:57.266
for not being there in person, um. How far do you want it to
01:12:57.266 --> 01:13:01.800
go? It’s been through 2017. Um, I’m sure there’s a lot of 01:13:01.800 --> 01:13:08.000
layers to this. I’m sure there’s good reasons, um. But
01:13:08.000 --> 01:13:11.233
this is a place where the city can step in and help out, so 01:13:11.233 --> 01:13:16.000
what, what is your goal by keeping this going? What is,
01:13:16.000 --> 01:13:20.767
what’s, what’s been your goal for not complying sooner so I 01:13:20.767 --> 01:13:23.900
can just understand where you’re, where your direction is.
01:13:23.900 --> 01:13:39.000
Um I’m stumped What’s that? My goal is to have everything done 01:13:39.000 --> 01:13:44.266
by The next day So everything gets dropped at that point in 01:13:44.266 --> 01:13:51.233
time, the way I understand it. Have you, let me just ask you, 01:13:51.233 --> 01:13:55.467
um, and I appreciate you being here and answering these
01:13:55.467 --> 01:13:58.133
questions to have you said that in the past. Have you given
01:13:58.133 --> 01:14:01.467
other dates where you’ve said, OK, by this date I’ll get it 01:14:01.467 --> 01:14:04.000
done and then prolonged that over and over. Has that been
01:14:04.000 --> 01:14:07.266
multiple dates where you’ve done that? I’ve been trying to
01:14:07.266 --> 01:14:10.100
make progress over the years, and I did make a big 01:14:10.100 --> 01:14:14.133
improvement. couldn’t walk from, see what happens. My parents
01:14:14.133 --> 01:14:17.100
passed away and then Then that’s when all the stuff I
01:14:17.100 --> 01:14:23.200
actually started it up. Sure. And what year was that? I’m 01:14:23.200 --> 01:14:28.533
sorry about your parents. OK, so it’s, it’s been some time.
01:14:28.533 --> 01:14:31.100
Um, I appreciate you answering my questions. That’s all I have. 01:14:31.100 --> 01:14:42.934
Councilman Joan. Thank you, Mayor. um. I see that you 01:14:42.934 --> 01:14:46.100
didn’t agree to go through with this, the restorative court
01:14:46.100 --> 01:14:52.734
process, and with that it was also offered, um, A social 01:14:52.734 --> 01:14:55.867
worker to assist with the voluntary cleanup. Can I ask
01:14:55.867 --> 01:15:00.533
when that was? Um, when it was denied and. I don’t remember 01:15:00.533 --> 01:15:07.100
the Mayor Winston, Council member Zhang, um, the
01:15:07.100 --> 01:15:10.867
restorative court offer was through this current, um, 01:15:10.867 --> 01:15:15.200
criminal formal complaint that was refiled in August, um, and
01:15:15.200 --> 01:15:18.734
there were a number of different, uh, court hearings
01:15:18.734 --> 01:15:22.400
for specifically for restorative court with some 01:15:22.400 --> 01:15:25.800
extensions and ultimately I believe it was in December, um,
01:15:25.800 --> 01:15:30.166
that Mr. Faust did not, uh, Accept the restorative court. 01:15:30.166 --> 01:15:34.834
So at this point, that’s no longer an option. Thank you.
01:15:34.834 --> 01:15:42.300
Can I, um, ask why? Uh, there, I can’t really answer that 01:15:42.300 --> 01:15:54.033
question at this point in time. OK. Uh, so, you know, here’s 01:15:54.033 --> 01:15:56.634
what I would say. I think the city, you know, we’ve been
01:15:56.634 --> 01:15:58.634
having more and more discussions about just litter
01:15:58.634 --> 01:16:00.667
and different things throughout the community, so we’re we’re 01:16:00.667 --> 01:16:04.200
looking to move in a, in a particular direction. From my
01:16:04.200 --> 01:16:11.834
understanding that if we do Um adopt this resolution, um, that 01:16:11.834 --> 01:16:15.000
gives you some time. Some leeway to get this cleared up.
01:16:15.000 --> 01:16:19.634
And if by the time you’ve gotten that done, then, um,
01:16:19.634 --> 01:16:23.300
It’ll get dropped, right? Or if substantial progress has been 01:16:23.300 --> 01:16:27.533
made, maybe it will give some leeway on things, but I, I
01:16:27.533 --> 01:16:33.734
think that uh there needs to be Uh Something that is pushing 01:16:33.734 --> 01:16:37.200
you a little bit to, to move this process along because the
01:16:37.200 --> 01:16:40.500
the city has been Working with you, and I think they’ve even 01:16:40.500 --> 01:16:45.367
given more leeway than normal, um. Excuse me, and they brought
01:16:45.367 --> 01:16:48.934
some outside resources. So I would be inclined to, well, I’m
01:16:48.934 --> 01:16:54.467
gonna make the motion, um, to to have this resolution with 01:16:54.467 --> 01:16:58.133
the understanding that you will have time to get things in
01:16:58.133 --> 01:17:01.367
order before uh action has actually taken or it’s it’s, it 01:17:01.367 --> 01:17:06.200
actually shows up in court. Um, so, uh, I’ll make a motion to
01:17:06.200 --> 01:17:09.867
waive the reading and adopt resolution 2025 ordering the
01:17:09.867 --> 01:17:13.367
abatement of hazardous property and public nuisance located at 01:17:13.367 --> 01:17:18.800
9115 Irving Avenue north. Is there a second, so the motion
01:17:18.800 --> 01:17:21.800
was made by myself, Mayor Winston, seconded by Councilman 01:17:21.800 --> 01:17:28.000
McGarvey. Uh, we will need a roll call. OK. Item 7.1.
01:17:28.000 --> 01:17:36.133
Council member Tran. Council member Eriksson. Councilman 01:17:36.133 --> 01:17:43.467
Marjean. OK. Council member Page. I Council member McGarvey. 01:17:43.467 --> 01:17:50.000
Mayor Winston. I, the motion passes with 6 yes votes, 0 no 01:17:50.000 --> 01:17:53.533
votes. All right, thank you, and then thank you, um. You
01:17:53.533 --> 01:17:56.400
know, thank you for showing and saying your piece. Uh, thank
01:17:56.400 --> 01:17:59.667
you, uh, Michelle for, for making the presentation or Miss
01:17:59.667 --> 01:18:03.266
Miss Peterson for making the, um, presentation and for 01:18:03.266 --> 01:18:06.000
working on this. I think, uh, now that this is in place,
01:18:06.000 --> 01:18:09.667
anything, if, if the city can help in a reasonable fashion, I
01:18:09.667 --> 01:18:14.033
think we would like to do so, but, uh, you know, the clock is 01:18:14.033 --> 01:18:17.367
ticking now, um, but there is time to get this fixed before
01:18:17.367 --> 01:18:21.000
it gets to court. Thank you. Thank you for taking the time 01:18:21.000 --> 01:18:30.467
to come, however. Um, all right, so, And in this paper. Just 01:18:30.467 --> 01:18:36.467
let’s just. Oh, all right. So moving on to Amity council
01:18:36.467 --> 01:18:50.900
reports, um, or updates. Remember Tran. I want to report 01:18:50.900 --> 01:19:02.467
that uh. On Friday, um, I went to the Me your um metropolitan 01:19:02.467 --> 01:19:08.367

01:19:08.367 --> 01:19:16.000
good time to um, listened to on the uh the work that uh the 01:19:16.000 --> 01:19:20.800
housing committee have been doing for our people, um, on 01:19:20.800 --> 01:19:26.033
behalf of the, you know, homelessness people. Uh, I will
01:19:26.033 --> 01:19:31.367
post the um The reason that they provide uh the, the work 01:19:31.367 --> 01:19:40.900
that they done for 2025 policy um on Facebook, uh, it just Uh, 01:19:40.900 --> 01:19:50.000
thank you for um, These um organization and uh legislator 01:19:50.000 --> 01:19:55.400

01:19:55.400 --> 01:20:00.667
the second in in the same day in the afternoon, evening, I 01:20:00.667 --> 01:20:06.800
went to Jane Wood for the um Uh, and the, uh, violent for the
01:20:06.800 --> 01:20:14.033

they play low uh bingo they play other game and uh Thank 01:20:22.533 --> 01:20:34.834
you for Cindy and Cindy Hu and Katie and the Um Nisha. Uh, 01:20:34.834 --> 01:20:39.900
community leader who was there to volunteer to have the kids
01:20:39.900 --> 01:20:50.934
and uh There was another person, Katie, no, Chen Yi she is at 01:20:50.934 --> 01:20:55.166
the department director of Hannabin County Attorney Office.
01:20:55.166 --> 01:21:04.166
Also, They are with us. Um Thank you very much for on uh 01:21:04.166 --> 01:21:08.400
*** on that day. And um I, I love to be with the kids so
01:21:08.400 --> 01:21:15.867
much that I decided that I will try to be there once a week, um, 01:21:15.867 --> 01:21:27.667
from 3 to 4 to to help them with homework. In the future. 01:21:27.667 --> 01:21:37.033
Because remember Paige? Thank you, Mayor. Uh, being aligned 01:21:37.033 --> 01:21:42.100
with my good news section of my report, I want to do uh extend 01:21:42.100 --> 01:21:45.800
my gratitude once again to the city staff for their diligence
01:21:45.800 --> 01:21:48.867
in addressing the matters, um, and their continued
01:21:48.867 --> 01:21:52.266
responsiveness to the needs of our residents as well as the 01:21:52.266 --> 01:21:54.033
request of this council, um, to the mayor, to the council
01:21:54.033 --> 01:21:57.133
members. I want to express my support for the protocol and
01:21:57.133 --> 01:22:02.000
respect for our earned offices. I deeply regret not knowing 01:22:02.000 --> 01:22:05.100
which words to say at the time, but I am learning and I have
01:22:05.100 --> 01:22:09.367
respect for the office that you um were elected to, so I just
01:22:09.367 --> 01:22:13.634
want to give your, give my support for your statements, um, 01:22:13.634 --> 01:22:19.467
and I’d also like to um thank the council members that spent
01:22:19.467 --> 01:22:23.233
extra um calls. We had many, many calls in the last week 01:22:23.233 --> 01:22:24.867
over important decisions, and I just want to thank each one of
01:22:24.867 --> 01:22:28.734
you for taking the time to answer my questions and take my
01:22:28.734 --> 01:22:36.200
calls, and I appreciate that synergy. Thank you. um, Council 01:22:36.200 --> 01:22:44.000
member McGarvey. Thank you, Mayor, and Thank you for those 01:22:44.000 --> 01:22:49.867
Kind words to everyone, council member Page, um, I have two
01:22:49.867 --> 01:22:54.867
things. One, being an old rocker that I am. Uh, none of 01:22:54.867 --> 01:23:00.734
us had anything to do with it. But, uh Joseph Charles Mollin, 01:23:00.734 --> 01:23:04.800
Joey Mullin. was born in Liverpool, England. It was a
01:23:04.800 --> 01:23:08.567
member of the band Badfinger, which happened to be the very
01:23:08.567 --> 01:23:13.367
first band that was signed to the Beatles’ Apple label. Uh 01:23:13.367 --> 01:23:17.634
died, he lived here in Saint Louis Park, and what his
01:23:17.634 --> 01:23:22.000
funeral was held in Brooklyn Park last Friday. Um, so he was 01:23:22.000 --> 01:23:25.634
77 years old. So we had a piece of history here in Brooklyn
01:23:25.634 --> 01:23:30.400
Park, piece of rock and roll history. Um, I didn’t know 01:23:30.400 --> 01:23:33.734
until after it happened either. My wife went. Didn’t tell me.
01:23:33.734 --> 01:23:38.934
Um, Doggone it. Second thing I’d like to, to bring up is, uh,
01:23:38.934 --> 01:23:47.533
I was honored. To be invited Uh, to the 90th or celebration of 01:23:47.533 --> 01:23:52.900
the Dalai Lama’s His Holiness the Dalai Lama’s 90th birthday, 01:23:52.900 --> 01:23:54.667
which was a ceremony that took place today at the state
01:23:54.667 --> 01:23:59.367
Capitol. Again, I was honored to be invited and I attended as
01:23:59.367 --> 01:24:04.100
a city council member from Brooklyn Park. I just like to I 01:24:04.100 --> 01:24:10.467
think those that made that possible and Uh, wish the His 01:24:10.467 --> 01:24:14.800
is His Holiness, the Dalai Lama, a very happy 90th birthday. And
01:24:14.800 --> 01:24:20.133
that is all. Thank you. And that’s quite an honor. May not 01:24:20.133 --> 01:24:22.734
have got invited, not got invited because there’s not
01:24:22.734 --> 01:24:26.266
enough peace in my spirit yet, but I’m I’m I’m aiming for it.
01:24:26.266 --> 01:24:34.767
I’m, I’m working on it. Council members young. Thank you, Mayor. 01:24:34.767 --> 01:24:40.934
Um, just wanted to highlight that this week, this Friday 01:24:40.934 --> 01:24:43.667
actually March 28th, um, is Black Youth Mental Health Day
01:24:43.667 --> 01:24:47.266
at the Capitol, and it’s actually being led by Brooklyn
01:24:47.266 --> 01:24:51.000
Bridge Alliance for Youth. Um, so we really wanted to 01:24:51.000 --> 01:24:54.834
highlight that, um, and they’re gonna be there uplifting,
01:24:54.834 --> 01:24:58.100
identified policy priorities from the reimagined black youth
01:24:58.100 --> 01:25:01.667
mental Health Initiative, um, and these policies would 01:25:01.667 --> 01:25:03.934
disrupt black youth suicide and improve mental health and
01:25:03.934 --> 01:25:10.567
well-being. So, um, I’m gonna be there. Yeah Mayor’s gonna be 01:25:10.567 --> 01:25:15.133
there, um, showing support for our youth, um, and also that
01:25:15.133 --> 01:25:18.467
same day is actually that the National Youth Leadership
01:25:18.467 --> 01:25:22.000
Council, um, at the River Center as well too. Um, we’re 01:25:22.000 --> 01:25:25.266
going to be highlighting um some of our empowering youth
01:25:25.266 --> 01:25:28.467
throughout the nation and so it’s gonna be a big week for
01:25:28.467 --> 01:25:33.734
youth, yeah. So I can’t go to all of it, but I will be at 01:25:33.734 --> 01:25:40.667
some of it, yeah, that was it. Councilor Mary McGarvey. Mhm 01:25:40.667 --> 01:25:45.734
Thank you, Mary, and I apologize. I Meant to send
01:25:45.734 --> 01:25:50.367
condolences to the Mullen family, as well as celebrating 01:25:50.367 --> 01:25:54.166
the fact that uh we had that happen here in our city, but
01:25:54.166 --> 01:25:57.800
truly condolences to the Mullen family around the world and all
01:25:57.800 --> 01:26:02.266
the fans of Badfinger. Thank you. And just, um, I know that 01:26:02.266 --> 01:26:04.867
is iftar for many and I know folks have touched on this
01:26:04.867 --> 01:26:09.634
before. I’ve gone to a few iftar, uh, celebrations and, uh,
01:26:09.634 --> 01:26:12.800
you know, it’s a time for reflection, but also when the 01:26:12.800 --> 01:26:15.400
fast is broke, it’s also a time for community to come together
01:26:15.400 --> 01:26:18.667
and celebrate in their prosperity. And I think that is
01:26:18.667 --> 01:26:22.367
very much the For the city of Brooklyn Park, I think for, for 01:26:22.367 --> 01:26:25.000
much of the council up here, we I’ve had to do a lot of
01:26:25.000 --> 01:26:28.000
reflecting, I think Huntington Place is just one example, but
01:26:28.000 --> 01:26:31.400
I think in terms of the biotech district, the prosperity we’re 01:26:31.400 --> 01:26:34.634
trying to bring, trying to take people out of maybe poverty is
01:26:34.634 --> 01:26:38.367
a cycle so that we can have a much larger middle class, more
01:26:38.367 --> 01:26:41.000
success throughout the city, that comes out of our 01:26:41.000 --> 01:26:43.400
reflection as a council, and I think coming together and
01:26:43.400 --> 01:26:46.400
understanding that everybody has a place within the city is
01:26:46.400 --> 01:26:50.166
extremely important, uh, and that they all should have an 01:26:50.166 --> 01:26:52.934
opportunity at that prosperity. We don’t guarantee outcomes,
01:26:52.934 --> 01:26:56.100
but opportunity we want people to have equal Um, so I don’t
01:26:56.100 --> 01:26:59.166
have anything else to add, um, city manager Strobel, did you
01:26:59.166 --> 01:27:03.500
have any updates? Yeah, thanks Mary. Just a couple of things, 01:27:03.500 --> 01:27:06.667
uh, reminder to the council and community, um, the mayor will
01:27:06.667 --> 01:27:11.467
be presenting at the state of the city address on April 8th 01:27:11.467 --> 01:27:15.200
at Edinburgh USA um. program will start about 6, but tours
01:27:15.200 --> 01:27:21.266
are open at 5:30. There will be some Uh, light snacks um from 01:27:21.266 --> 01:27:25.033
Ray’s restaurants, so that will be great to hear an update from
01:27:25.033 --> 01:27:28.033
the mayor, uh, at the state of the city address. Again,
01:27:28.033 --> 01:27:33.467
Edinburgh USA is the location and then a reminder to the city 01:27:33.467 --> 01:27:36.000
council, um, and community that there’s no city council meeting
01:27:36.000 --> 01:27:42.400
next week. It’s the 5th Monday. And so Um I guess considered a 01:27:42.400 --> 01:27:46.800
week off, I don’t know. Or a Monday night off, but uh no
01:27:46.800 --> 01:27:50.500
council meeting next Monday. So for our residents, we get no 01:27:50.500 --> 01:27:54.467
weeks off. We’re always on the clock is no, but thank you.
01:27:54.467 --> 01:27:57.467
Yeah, we’ll be able to enjoy more time with the family. So,
01:27:57.467 --> 01:28:00.200
um, thank you, City Manage. Thank you, council. Uh, the
