I’m Tracy Bauer 00:04:33.533 --> 00:04:36.800 Anderson and I oversee the assessing division. I am the 00:04:36.800 --> 00:04:40.533 city assessor and I oversee two commercial appraisers, 3 00:04:40.533 --> 00:04:47.400 residential appraisers and we have an admin staff. Annually 00:04:47.400 --> 00:04:50.233 assessors have to revalue every property located in the city of 00:04:50.233 --> 00:04:55.533 Brooklyn Park. Property values are adjusted based on market 00:04:55.533 --> 00:04:59.133 activity. We look at qualified sales and market data and 00:04:59.133 --> 00:05:02.367 analyze those to determine what the market’s doing? Is it 00:05:02.367 --> 00:05:05.100 indicating that values are increasing or decreasing, and 00:05:05.100 --> 00:05:10.867 then we react to it. We are governed by Minnesota state law 00:05:10.867 --> 00:05:13.667 that values or properties have to be valued as they would sell 00:05:13.667 --> 00:05:18.667 on an open market. So we look at 00:07:22.800 --> 00:07:26.634 given areas within the city, look at sales that occurred in 00:07:26.634 --> 00:07:30.000 those given areas and determine what are those markets telling 00:07:30.000 --> 00:07:33.467 us, or is the median sale telling us we need to increase 00:07:33.467 --> 00:07:39.900 those values or decrease those, and then we react. So the 00:07:39.900 --> 00:07:44.133 components that we look at are gonna be vacant land sales, 00:07:44.133 --> 00:07:48.400 replacement costs, sales data, and if it’s income producing 00:07:48.400 --> 00:07:51.634 and income income approach. We’re gonna look at 00:07:51.634 --> 00:07:54.000 quantitative or objective characteristics and qualitative 00:07:54.000 --> 00:07:57.634 or subjective. Objectives would be square footage, number of 00:07:57.634 --> 00:08:01.734 bedrooms, number of bathrooms, subjective is going to be more 00:08:01.734 --> 00:08:10.800 more about condition. So an estimated market value is what 00:08:10.800 --> 00:08:14.533 that property would likely sell for at arm’s length transaction 00:08:14.533 --> 00:08:18.500 in the open market. Dress sales or court ordered sales such as divorces, 00:09:55.100 --> 00:10:00.867 bankruptcies, etc. Everything we do is monitored by the uh 00:10:00.867 --> 00:10:03.634 the Department of Revenue. They want us to look at the median 00:10:03.634 --> 00:10:07.367 sale in the neighborhood and calculate the ratio. We’re 00:10:07.367 --> 00:10:10.934 using the median to determine where the, the adjustment, how 00:10:10.934 --> 00:10:14.767 to adjust the values. Department of Revenue wants 00:10:14.767 --> 00:10:19.533 that set between 90 and 105% of the sale like we discussed, but 00:10:19.533 --> 00:10:24.367 Hennepin County kind of targets that 95-ish marks so that all 00:10:24.367 --> 00:10:28.567 the cities within Hennepin County are following the same, 00:10:28.567 --> 00:10:32.367 the same 95%, so that some cities aren’t leaning too far 00:10:32.367 --> 00:10:38.734 down on that 90 and someone else’s using 105. You’re gonna take the assessors 00:10:41.500 --> 00:10:43.634 estimated market value, and you’re going to divide it by 00:10:43.634 --> 00:10:48.000 the sale price. Distribution of taxes.
