00:00:01.233 --> 00:00:06.500 future, but uh um I’m joking though. But uh we can go ahead 00:00:06.500 --> 00:00:08.934 and I’ll call the uh regular meeting to order, but before we 00:00:08.934 --> 00:00:11.834 do that, I’m gonna read this statement again. We have to 00:00:11.834 --> 00:00:14.667 read it each time for, for different meetings. So as 00:00:14.667 --> 00:00:18.367 previously noted, uh, council member Amanda Young of the city 00:00:18.367 --> 00:00:22.000 council will be participating in the meeting. by interactive 00:00:22.000 --> 00:00:25.467 technology pursuant to Minnesota statute section 00:00:25.467 --> 00:00:27.767 13D.02 rather than in person at the city council’s regular 00:00:27.767 --> 00:00:31.266 meeting place at City Hall council chambers, 5208 5th 00:00:31.266 --> 00:00:34.200 Avenue North, Brooklyn Park, Minnesota. I’m physically 00:00:34.200 --> 00:00:36.500 present in the city council’s chambers along with council 00:00:36.500 --> 00:00:39.100 members Christian Eriksson, Nicole Kowski, Shelley Page, 00:00:39.100 --> 00:00:41.734 and Tony McGarvey. All council members can hear one another 00:00:41.734 --> 00:00:44.467 and can hear all discussion and testimony. Members of the 00:00:44.467 --> 00:00:49.200 public can monitor council meeting by calling 1218302-5973. 00:00:49.200 --> 00:00:54.734 entering meeting ID 131393434, and then pressing the pound 00:00:54.734 --> 00:00:58.734 sign when you are asked to enter a participant ID or by 00:00:58.734 --> 00:01:03.567 watching it on CCX Media Channel 16 or by live streaming 00:01:03.567 --> 00:01:09.233 it at HTTPS www. Brooklynark.org/City-council 00:01:09.233 --> 00:01:13.400 slash. All right, so, We can go ahead and call the meeting to 00:01:13.400 --> 00:01:18.000 order. We will need a roll call. Council member Eriksson. 00:01:18.000 --> 00:01:24.467 Council members young. But that Council member Kowski. Mary 00:01:24.467 --> 00:01:32.367 Winston. council member page. Council member McGarvey. 00:01:32.367 --> 00:01:36.634 Councilmember Tran. Mayor Winston, you have a quorum. All 00:01:36.634 --> 00:01:39.033 right, wonderful. So, so if we can all rise for the pledge of 00:01:39.033 --> 00:01:53.734 allegiance. To United States of America. To the republic stands 00:01:53.734 --> 00:02:04.000 a nation indivisible. Liberty and justice for all. All right, 00:02:04.000 --> 00:02:07.667 so we’ll go ahead and step into public comment and response. 00:02:07.667 --> 00:02:10.867 There were no, uh, public comments at the last meeting, 00:02:10.867 --> 00:02:14.567 uh, so we don’t have to go into that one, but, uh, we are gonna, 00:02:14.567 --> 00:02:18.367 uh, we do have a Mr. Robert Clay who would like to speak 00:02:18.367 --> 00:02:22.667 for a public comment. I’m gonna ask you if you can limit that 00:02:22.667 --> 00:02:28.567 to 3 minutes, uh, state name and address. Thank you. OK, 00:02:28.567 --> 00:02:34.367 thank you, council members for being here today. Um, yeah, my 00:02:34.367 --> 00:02:39.033 name’s Robert Clay. And, uh, I live at 6280 Forest Avenue 00:02:39.033 --> 00:02:42.900 North of Brooklyn Park. And I’m here regarding, uh, trying to 00:02:42.900 --> 00:02:49.300 come up with some resolution in my sewer, uh, estimates or, or 00:02:49.300 --> 00:02:54.266 my cost, in, in my billing with my sewer. Uh, through the 00:02:54.266 --> 00:03:00.500 utilities department. And uh when I brought here today is 00:03:00.500 --> 00:03:03.300 another example before it was a different property that I 00:03:03.300 --> 00:03:08.000 compared myself to. And, uh, this is another neighbor that I 00:03:08.000 --> 00:03:13.300 brought an example and as you can see, uh, there’s a big 00:03:13.300 --> 00:03:18.834 difference in the sewer cost. Uh, that, that the neighbors 00:03:18.834 --> 00:03:25.033 are paying, uh, that have, uh, city water. And for me, that 00:03:25.033 --> 00:03:34.100 have my own water. Or no city water. So I’m, I’m asking that 00:03:34.100 --> 00:03:39.033 if we can come up with some conclusion or some uh 00:03:39.033 --> 00:03:41.800 resolution here. Uh, I don’t think it’s that hard to figure 00:03:41.800 --> 00:03:47.467 out. Between us all if we can figure something out as, as to 00:03:47.467 --> 00:03:54.900 reduce my cost. Uh, I feel that it’s not fair, and um I think 00:03:54.900 --> 00:03:58.734 it’s time that I, I received some kind of discount or some 00:03:58.734 --> 00:04:03.467 kind of reduction in my cost for my sewer because it’s, you 00:04:03.467 --> 00:04:06.100 can understand that, um, I can’t be going through that 00:04:06.100 --> 00:04:11.634 much water to be paying that much on my sewer bill, and uh I 00:04:11.634 --> 00:04:14.734 appreciate if you could help me with this. I’ve, I’ve tried to 00:04:14.734 --> 00:04:20.166 reach out, uh, last week. I reached out to Maria Tran, uh, 00:04:20.166 --> 00:04:23.233 email, and then I’ve also tried to reach out to, uh, Mayor 00:04:23.233 --> 00:04:28.800 Winston And I haven’t got any response back from that, and I 00:04:28.800 --> 00:04:32.834 know in my last meeting, you said someone would be getting 00:04:32.834 --> 00:04:37.667 in contact with me and that never happened. So, um, I mean, 00:04:37.667 --> 00:04:42.033 as much as it takes to, you know, be here so we can get 00:04:42.033 --> 00:04:46.166 this figured out. And I think this is something that very 00:04:46.166 --> 00:04:49.934 simple, very simple. I mean, I know what needs to be done. 00:04:49.934 --> 00:04:58.467 It’s just a matter of getting the approval. Um, thank you. So 00:04:58.467 --> 00:05:02.233 thank you, just, uh, um, just very quickly because I, I 00:05:02.233 --> 00:05:04.900 generally don’t respond here. I know that you reached out to me. 00:05:04.900 --> 00:05:08.200 This has been put in front of our city manager staff is 00:05:08.200 --> 00:05:11.834 looking into it. Uh, I know that you say it’s simple. Uh, I 00:05:11.834 --> 00:05:14.033 think there’s another perspective to that that isn’t 00:05:14.033 --> 00:05:19.834 quite as simple, uh, but, uh, I believe by probably the next 00:05:19.834 --> 00:05:23.033 regular meeting we have, uh, there’ll be a public response 00:05:23.033 --> 00:05:26.367 out but uh hopefully uh we get back to you with kind of some 00:05:26.367 --> 00:05:28.500 of the findings that we have on our end as well. So thank you 00:05:28.500 --> 00:05:31.667 for coming up here. I know you want us to move faster, but 00:05:31.667 --> 00:05:36.100 trust and believe, um. Trust and believed that uh this has 00:05:36.100 --> 00:05:39.567 gotten in front of me, but I am not a cousin to always 00:05:39.567 --> 00:05:41.800 responding until we have a good understanding of exactly what 00:05:41.800 --> 00:05:45.166 we’re dealing with. So, thank you. OK. Thank you for 00:05:45.166 --> 00:06:01.734 listening. Uh Thank you, Mayor. I, sir. I, I sent a resolution 00:06:01.734 --> 00:06:05.767 on April 4th. I think maybe you missed the email. Um, I have it 00:06:05.767 --> 00:06:10.000 here. We had some ideas for private monitoring and some 00:06:10.000 --> 00:06:12.734 cost items for that. Do you remember seeing that email in 00:06:12.734 --> 00:06:15.467 April? I can resend the email and have that over to you right 00:06:15.467 --> 00:06:19.100 now and then when you get home, you can take a look at it. It’s 00:06:19.100 --> 00:06:21.834 some options that we can do private monitoring for you so 00:06:21.834 --> 00:06:26.000 you can see your usage and then maybe you can reach back out to 00:06:26.000 --> 00:06:28.400 me. I’ll start a new chain and then you can just reply to that. 00:06:28.400 --> 00:06:33.500 And we can um see if you have that resolution. Uh, because 00:06:33.500 --> 00:06:40.467 they did go through. Um, a lot of detail here, so I’ll do my 00:06:40.467 --> 00:06:43.100 best to send it from here, otherwise, I’ll go home and do 00:06:43.100 --> 00:06:47.467 it tonight, so you’ll have it. OK? You’re welcome. Yeah, thank 00:06:47.467 --> 00:06:49.500 you. Yeah, thank you for that, uh, customerser page. I saw 00:06:49.500 --> 00:06:53.233 that as well, so, um, I would take a look at that. OK. Yeah. 00:06:53.233 --> 00:07:01.266 Well All right, so next, um, we’re gonna jump into approval 00:07:01.266 --> 00:07:03.634 of the agenda and just so everyone is on the same page 00:07:03.634 --> 00:07:08.900 because people may not have seen this updated agenda, um, 00:07:08.900 --> 00:07:12.533 3B1 so interview applicants for commissions has been removed, 00:07:12.533 --> 00:07:15.867 uh, and then 3B3 presentation of police department community 00:07:15.867 --> 00:07:22.634 awards that also has been removed, but 3B 3B.2 Human 00:07:22.634 --> 00:07:24.300 Rights Commission 3B.4 still exists. And then when we look 00:07:24.300 --> 00:07:29.033 at the 4.15 authorized the purchase of computer equipment 00:07:29.033 --> 00:07:32.000 from inside public sector that has been added as well, so I 00:07:32.000 --> 00:07:36.500 just want to make that, uh, oh, and then 7.1, a travel request 00:07:36.500 --> 00:07:40.367 has been added as well. So just so that folks. Know that those 00:07:40.367 --> 00:07:44.533 changes have been made if you have not seen that. So, um, is 00:07:44.533 --> 00:07:53.567 there a motion to approve the agenda. All right. Uh, So the 00:07:53.567 --> 00:07:55.834 motion was made by Councillor McCannowski, seconded by 00:07:55.834 --> 00:08:02.834 Councilman McGarvey. We will need a roll call vote. Proving 00:08:02.834 --> 00:08:08.567 the agenda, Council member Erikson. Council member Young. 00:08:08.567 --> 00:08:17.100 I. Councilman Kowski. Council member page. Council member 00:08:17.100 --> 00:08:19.834 McGarvey Mayor Winston. The motion passes with 6 yes votes, 00:08:19.834 --> 00:08:24.734 0 no votes. All right, thank you. So next we can go ahead 00:08:24.734 --> 00:08:29.367 and move to the Human Rights Commission annual report in 00:08:29.367 --> 00:08:35.934 2025 work plan. A point of order If she’s participating 00:08:35.934 --> 00:08:49.567 remotely. Council member Jean, we need to see you on video. My 00:08:49.567 --> 00:08:57.133 video is on. There she is. It seems like it’s only picking it 00:08:57.133 --> 00:09:07.033 up, picking her up when she talks. From what I see, um, I’m 00:09:07.033 --> 00:09:13.300 only seeing like The phone number pop up. So you pop up 00:09:13.300 --> 00:09:18.166 whenever you talk. Yeah, so my camera is on, but it seems like 00:09:18.166 --> 00:09:40.367 the main speaker is um the phone number. Here we go. OK Um 00:09:40.367 --> 00:09:44.767 No, keeping, keeping democracy stronger. Say that on the 00:09:44.767 --> 00:10:24.734 record. This one right here. Yes, sir. OK. OK. Well Yeah OK 00:10:24.734 --> 00:10:37.533 I see. Good evening everyone. City council. Mayor Winston, 00:10:37.533 --> 00:10:41.233 audience members and council member Sean, who was a far and 00:10:41.233 --> 00:10:45.100 those who were afar listened in today. We are ecstatic, we 00:10:45.100 --> 00:10:48.200 being the human rights commission of Brooklyn Park, 00:10:48.200 --> 00:10:52.467 about sharing this apparatus to be able to talk about what we 00:10:52.467 --> 00:10:57.734 have done to help advance the city’s goals for Brooklyn Park 00:10:57.734 --> 00:11:02.100 in the 2024 year, as well as what we are looking to do for 00:11:02.100 --> 00:11:04.367 the 2025 year to help advance the goals as it relates to 00:11:04.367 --> 00:11:09.634 human rights. in the city of Brooklyn Park. I am here with 00:11:09.634 --> 00:11:15.900 our chair. Andrea Perez, Michaela, who will take us 00:11:15.900 --> 00:11:17.934 through this journey of learning about what we have 00:11:17.934 --> 00:11:22.834 done. My name is Marcellus Davis. I’m the Racial equity 00:11:22.834 --> 00:11:25.533 diversity and inclusion manager for the city of Brooklyn Park, 00:11:25.533 --> 00:11:32.467 and I would turn it over to chair Andrea. Thank you, Doctor 00:11:32.467 --> 00:11:36.233 Davis. You said journey, so that’s, you know, a a lot to 00:11:36.233 --> 00:11:42.033 live up to. Um, it feels like I was just here and it’s been a 00:11:42.033 --> 00:11:46.767 year already. um, so I’m happy to share um what we’ve done, 00:11:46.767 --> 00:11:50.667 what we’ve been up to, and then what our plan is for the rest 00:11:50.667 --> 00:11:57.500 of the year. Um, we are always striving to be in alignment 00:11:57.500 --> 00:12:01.800 with Brooklyn Park’s vision, um, which is a thriving community 00:12:01.800 --> 00:12:06.634 inspiring pride or opportunities exist for all. Um, 00:12:06.634 --> 00:12:10.467 our human rights commission assess the Minnesota Department 00:12:10.467 --> 00:12:12.734 of Human Rights in implementing state laws against 00:12:12.734 --> 00:12:16.367 discrimination. We also advise the city council on human 00:12:16.367 --> 00:12:19.166 rights issues that face Brooklyn Park residents and 00:12:19.166 --> 00:12:23.734 promotes human rights within our community. Um, for those of 00:12:23.734 --> 00:12:30.567 us who might not be aware, um, this is, these are the um Uh, 00:12:30.567 --> 00:12:35.467 two articles in our bylaws, um, that talk about um what we are, 00:12:35.467 --> 00:12:43.467 what we do, um, and, and what we’re striving for. We recently 00:12:43.467 --> 00:12:47.166 onboarded 3 new members to our human rights commission, um, so 00:12:47.166 --> 00:12:51.533 these are the folks from the different districts, um, that 00:12:51.533 --> 00:12:55.634 are joining us on this journey for the for the next couple of 00:12:55.634 --> 00:13:01.767 years, um, also grateful to um council member Zhang and also 00:13:01.767 --> 00:13:06.467 Doctor Davis, a staff liaison. And here are a couple of 00:13:06.467 --> 00:13:10.100 pictures of us very happy either before or after our 00:13:10.100 --> 00:13:14.000 meetings, um, we probably had some snacks that day, which is 00:13:14.000 --> 00:13:24.000 why we are smiling. Um, this, um, kind of showcases, um, the 00:13:24.000 --> 00:13:29.300 Brooklyn Park Human Rights Commission work in review. So 00:13:29.300 --> 00:13:34.266 um for 2024, um, we worked on police reform and racial 00:13:34.266 --> 00:13:40.000 justice work. Um, we also, uh, we’re in alignment with the 00:13:40.000 --> 00:13:44.767 five-year long range plan, um, and also, um, a lot of our work, 00:13:44.767 --> 00:13:49.634 um, was also, we were able to tie it. To the Brooklyn Park 00:13:49.634 --> 00:13:55.100 2025 goals as well. As are notable work for the Human 00:13:55.100 --> 00:14:00.900 Rights Commission, um, we, uh, hosted an educational session 00:14:00.900 --> 00:14:04.133 about the uh presidential executive orders on immigration. 00:14:04.133 --> 00:14:08.900 Um, we continue to monitor that and work with um staff at the 00:14:08.900 --> 00:14:13.233 City of Brooklyn Park to see how we can continue to partner 00:14:13.233 --> 00:14:19.000 um as things continue to come up. Um, we also continue 00:14:19.000 --> 00:14:23.233 strengthening our relationship with the city council and also 00:14:23.233 --> 00:14:28.100 have seeked out, um, the advice of Mr. Montero and wanting to 00:14:28.100 --> 00:14:33.000 learn a little bit more about um what our, what our capacity 00:14:33.000 --> 00:14:38.734 is as our human rights, um, commission within the city. Uh, 00:14:38.734 --> 00:14:45.200 we also um have uh advised or or written um Recommendations 00:14:45.200 --> 00:14:49.033 for the city council. We also had a ride along with Mayor 00:14:49.033 --> 00:14:54.367 Winston, um, to learn about his vision about the city, and, and 00:14:54.367 --> 00:14:58.133 the biotech corridor. Uh, we’ve also met with various leaders 00:14:58.133 --> 00:15:02.367 across the city organization um to look for opportunities of 00:15:02.367 --> 00:15:06.033 collaboration, um, and we’ve had, um, Chief Brewley, we’ve 00:15:06.033 --> 00:15:10.266 had Chief Conway and also the Treasure Dixon, um, to come to 00:15:10.266 --> 00:15:13.000 our meetings and, and we’ve really appreciated not only 00:15:13.000 --> 00:15:16.800 their time, Um, but their expertise and, and how much 00:15:16.800 --> 00:15:21.500 they care um for the city that we all live in and and have 00:15:21.500 --> 00:15:26.500 grown to love as well. So as we look ahead for our 2025 work 00:15:26.500 --> 00:15:32.800 plan. Um, we have 4 main goals. Um, one of the things that 00:15:32.800 --> 00:15:37.100 we’re also very aware of is that we have a lot of passion 00:15:37.100 --> 00:15:41.767 for this work. So how do we also kind of narrow it down as 00:15:41.767 --> 00:15:48.133 we, as we try to make things more actionable, so our, our, 00:15:48.133 --> 00:15:51.900 our first goal is to enhance awareness of the human rights 00:15:51.900 --> 00:15:54.133 commission across the city. So for people to know not only who 00:15:54.133 --> 00:15:58.367 we are, but what we do. When can they come to us, what our 00:15:58.367 --> 00:16:04.233 scope is and things like that. Our second goal is um 00:16:04.233 --> 00:16:07.367 strengthening learning opportunities um for Our 00:16:07.367 --> 00:16:11.166 commissioners, um, so building our internal capacity is very 00:16:11.166 --> 00:16:16.000 important to us, and this is now my 2nd term, so um I’ve 00:16:16.000 --> 00:16:19.734 already been on the commission for 3 years, so now as I’m 00:16:19.734 --> 00:16:23.467 thinking of what, what would I want my legacy to be as chair 00:16:23.467 --> 00:16:31.467 is to also leave the commission with um more I would, I would 00:16:31.467 --> 00:16:33.734 say stronger internal policies so that we don’t have to 00:16:33.734 --> 00:16:36.767 continue kind of like reinventing the wheel. Every 00:16:36.767 --> 00:16:40.000 single year or every single time that we have, um, either 00:16:40.000 --> 00:16:44.233 new commissioners on board or a new chair. Um, also foster a 00:16:44.233 --> 00:16:45.934 stronger partnerships and collaboration with other human 00:16:45.934 --> 00:16:50.133 rights commissions, not only at the state level, um, but also, 00:16:50.133 --> 00:16:54.367 um, in different cities and then our third goal is 00:16:54.367 --> 00:16:57.634 accountability and community response. Um, so part of the 00:16:57.634 --> 00:17:01.934 work that we do um is also responding to community needs, 00:17:01.934 --> 00:17:05.100 um, so, you know, there might be some months where, you know, 00:17:05.100 --> 00:17:07.233 maybe something isn’t necessarily coming up, so then 00:17:07.233 --> 00:17:10.367 we will be focusing on that awareness we will be focusing 00:17:10.367 --> 00:17:14.166 on strengthening our internal capacity, um, but then, you 00:17:14.166 --> 00:17:18.467 know, similar to the immigration events um that, 00:17:18.467 --> 00:17:21.233 that have been happening, they’re more in response to the 00:17:21.233 --> 00:17:24.834 community’s needs, so that’s something um that we would also 00:17:24.834 --> 00:17:27.634 be working on throughout the rest of the year. And then 00:17:27.634 --> 00:17:31.300 lastly, um, our goal for would be collaboration and 00:17:31.300 --> 00:17:35.000 partnership with um city government and the city council. 00:17:35.000 --> 00:17:40.233 So again, understanding. You know, what are uh what are, 00:17:40.233 --> 00:17:43.500 what our strengths are collectively, um, what can we 00:17:43.500 --> 00:17:48.300 improve, uh, together and at the same time, how can we 00:17:48.300 --> 00:17:52.133 continue supporting um our staff and residents as well. So 00:17:52.133 --> 00:17:55.734 I am open to any questions if you have them, and I appreciate 00:17:55.734 --> 00:18:05.467 your time. Well, thank you for, uh, one, the presentation, but 00:18:05.467 --> 00:18:09.800 two, also just uh stepping up and volunteering in that, in 00:18:09.800 --> 00:18:14.000 that role. Uh, it’s very much appreciated. I also want to say 00:18:14.000 --> 00:18:16.734 that I did enjoy the meeting where we were talking about the 00:18:16.734 --> 00:18:21.000 biotech district before we jump into any questions, if any 00:18:21.000 --> 00:18:25.734 council member has has questions, um, I do want to 00:18:25.734 --> 00:18:28.367 just say briefly that there’s an opportunity as we move 00:18:28.367 --> 00:18:32.567 forward with this biotech, um, uh. You know, in terms of some 00:18:32.567 --> 00:18:36.367 of the goals that you have in terms of equity, uh, I tend to 00:18:36.367 --> 00:18:39.634 think equity is more of ownership, uh, you know, not, 00:18:39.634 --> 00:18:44.900 not some political or morphous ownership, but yeah, when we 00:18:44.900 --> 00:18:48.100 talk about developers or jobs coming in or stocks or 00:18:48.100 --> 00:18:50.867 opportunities to build wealth. There’s going to be a very real 00:18:50.867 --> 00:18:54.000 opportunity there, right? If we’re talking about 10,000 jobs, 00:18:54.000 --> 00:18:57.934 a few 1000 housing units, uh, there’s opportunities for 00:18:57.934 --> 00:19:00.634 developers who haven’t necessarily had opportunities, 00:19:00.634 --> 00:19:03.200 um, for women to get that haven’t had a ton of 00:19:03.200 --> 00:19:07.367 opportunities, right? So I think the work that you do is 00:19:07.367 --> 00:19:10.567 going to be key every step of the way, uh, in terms of making 00:19:10.567 --> 00:19:12.734 sure that that real wealth is created and that wealth is 00:19:12.734 --> 00:19:15.367 going to be important just to stabilize Brooklyn Park, make 00:19:15.367 --> 00:19:18.033 sure that we have strong communities that have real 00:19:18.033 --> 00:19:21.734 ownership within the community. So I’m happy to continue having 00:19:21.734 --> 00:19:26.166 that conversation. I think that at times we have, uh, uh, folks 00:19:26.166 --> 00:19:29.367 who live near us who don’t quite understand the vision. Uh, 00:19:29.367 --> 00:19:31.567 I don’t know if they see it as competitors or they just don’t 00:19:31.567 --> 00:19:34.567 understand. the vision, but I think your voice and you 00:19:34.567 --> 00:19:38.300 helping residents understand exactly what we’re trying to do, 00:19:38.300 --> 00:19:42.033 uh, versus a stereotype or a fictional. Account is going to 00:19:42.033 --> 00:19:46.300 be important in terms of us, um. Really getting opportunities in 00:19:46.300 --> 00:19:49.000 a city that many, many times people have just written off as 00:19:49.000 --> 00:19:50.567 not deserving those opportunities. So I think your 00:19:50.567 --> 00:19:53.233 leadership there is going to be key. So I don’t know if there’s 00:19:53.233 --> 00:19:59.266 any questions from any other council members. Oh, Councilor 00:19:59.266 --> 00:20:09.033 Jo. Thank you, Mayor. Um, I You can’t hear your claps, but we 00:20:09.033 --> 00:20:12.834 see them. Yeah, yeah, yeah, I hear my class cause y’all can’t 00:20:12.834 --> 00:20:16.233 say that I’m clapping. I promised that the last meeting 00:20:16.233 --> 00:20:20.133 that uh I taught for HRC, so even though I’m not there in 00:20:20.133 --> 00:20:24.000 person today. I intend to keep my promise. Great job, Andrea. 00:20:24.000 --> 00:20:28.000 Um, I thank you, Doctor Davis as well for your support. Um, I 00:20:28.000 --> 00:20:31.900 just wanna say thank you for all that y’all do. I always 00:20:31.900 --> 00:20:36.100 have the most eye opening conversations with you all, um, 00:20:36.100 --> 00:20:39.734 and I always have a joke or a story to share with my husband 00:20:39.734 --> 00:20:42.734 after each meeting, whenever I go home. And so I appreciate 00:20:42.734 --> 00:20:48.000 all that you do and for really stepping up to um advocate for 00:20:48.000 --> 00:20:51.033 our communities, um, and I just want to say that I’m really 00:20:51.033 --> 00:20:54.634 glad that HRC is the first commission that um I was signed 00:20:54.634 --> 00:20:59.400 on to um starting my role here as council member, so thank you 00:20:59.400 --> 00:21:06.400 so much. Thank you. All right, I don’t see any, any questions. 00:21:06.400 --> 00:21:11.367 You caught us on a Friday, sorry. But um, but, uh, but 00:21:11.367 --> 00:21:13.934 thank you again and please let the, uh, I will say it, you 00:21:13.934 --> 00:21:18.100 know, to, to the other to the commissioners, but thank you 00:21:18.100 --> 00:21:20.467 for your, uh, your service. And then again, thank you for 00:21:20.467 --> 00:21:26.100 coming in as well and I appreciate it. Thank you. All 00:21:26.100 --> 00:21:32.500 right, so next, um, Mayor Winston, you have a motion. On 00:21:32.500 --> 00:21:39.467 to accept the, uh, let’s see. Is there a motion? Does anybody 00:21:39.467 --> 00:21:43.667 care to make that motion? To accept the report, is it a 00:21:43.667 --> 00:21:46.367 motion to move to accept the report and work plan of the 00:21:46.367 --> 00:21:50.734 Human Rights Commission for 2024.. 2nd, so the motion was 00:21:50.734 --> 00:21:53.634 made by uh Councilor Erickson, seconded by Councilman McGarvey. 00:21:53.634 --> 00:21:59.834 Uh, so we’ll need a roll call. OK. All right, you’re voting on 00:21:59.834 --> 00:22:08.800 item 3B2. Council member Jean. Hi. Councilor Koanowski. 00:22:08.800 --> 00:22:16.467 Council member Page. I Uh Council member Erikson, Council 00:22:16.467 --> 00:22:20.033 Mayor Winston. I. Emotion passes with 6 yes votes, 0 no 00:22:20.033 --> 00:22:25.400 votes. Thank you. Forgive me for not calling out that motion. 00:22:25.400 --> 00:22:31.266 All right, so next we have uh Hennepin County commissioner, 00:22:31.266 --> 00:22:36.000 uh, Jeff Lundy will provide an update. I think we’ve asked for 00:22:36.000 --> 00:22:45.634 200 million from the, uh, county, so. All, all cash, yeah. 00:22:45.634 --> 00:22:51.000 No strings. Checks in the mail. Uh, thank you, uh, Mayor 00:22:51.000 --> 00:22:53.734 Winston, council members, staff, uh, I’ll try to be brief. I 00:22:53.734 --> 00:22:56.834 know you can read as well as I can, probably better, so I’ll 00:22:56.834 --> 00:23:00.100 try to skim over stuff that I knew you could review. So some 00:23:00.100 --> 00:23:03.367 slides are a little bit of a review, uh, just as always, I 00:23:03.367 --> 00:23:06.634 like to let you know about my staff because they’re very 00:23:06.634 --> 00:23:09.634 important uh to the work and they’re available at all times. 00:23:09.634 --> 00:23:15.266 Um. Commissioner policy, uh, Parker Land is on maternity 00:23:15.266 --> 00:23:18.233 leave, uh, with her first child, so she is not available for the 00:23:18.233 --> 00:23:23.133 rest of the summer, um, Ingrid is back as many of you know, uh, 00:23:23.133 --> 00:23:27.400 she was, uh, stuck in a war zone in Africa, uh getting your 00:23:27.400 --> 00:23:31.500 husband out. She was successful. Uh, she’s back safely with her 00:23:31.500 --> 00:23:35.367 husband, so my team has been in a little bit of a weird state. 00:23:35.367 --> 00:23:38.634 Uh, Emma is a, uh, urban scholar from the University of 00:23:38.634 --> 00:23:40.634 Minnesota. She’ll be with me through the end of the summer. 00:23:40.634 --> 00:23:43.800 Any one of them or myself is available. If you have 00:23:43.800 --> 00:23:47.033 questions, we’ll, we always take a team approach uh to 00:23:47.033 --> 00:23:51.367 things, and, uh, I always want to apologize to you, reach out 00:23:51.367 --> 00:23:55.567 to elected officials, um, by March, uh, this year with all 00:23:55.567 --> 00:23:58.300 the flux with within my office for my staff, uh, we’re a 00:23:58.300 --> 00:24:01.133 little bit behind, um, and so for you that haven’t had that 00:24:01.133 --> 00:24:03.634 pleasure, uh, you don’t know what you’re missing, but soon 00:24:03.634 --> 00:24:06.834 you will have that opportunity. Uh, just, uh, I had the 00:24:06.834 --> 00:24:08.500 leadership on the side just to let you know what I’m 00:24:08.500 --> 00:24:10.533 concentrating on. Uh, this is my 5th year chairing the public 00:24:10.533 --> 00:24:14.934 safety. committee, uh, if it’s a public safety committee or uh 00:24:14.934 --> 00:24:18.200 part of the county I’m typically, I’ll be chairing it. 00:24:18.200 --> 00:24:22.300 And so I do that at the, uh, allowed to do that by my fellow 00:24:22.300 --> 00:24:25.100 commissioners, and so I concentrate on that, um, work 00:24:25.100 --> 00:24:30.567 as well. Couple of things just really quick, we continue to 00:24:30.567 --> 00:24:33.500 evolve what we call safe communities, uh, since I’ve 00:24:33.500 --> 00:24:36.300 been involved with the county board in 2021, we really 00:24:36.300 --> 00:24:39.233 started the county didn’t historically get involved with 00:24:39.233 --> 00:24:42.100 some of the work that you all are embarking upon, which is 00:24:42.100 --> 00:24:45.767 really getting into people’s lives before they get, people 00:24:45.767 --> 00:24:48.533 get connected with justice and so we are continuing to build 00:24:48.533 --> 00:24:51.634 that out. Last year was a Safe Community summit, and thank you, 00:24:51.634 --> 00:24:55.900 Brooklyn Park for attending. Um, this year, we have continued to 00:24:55.900 --> 00:24:59.233 contract with Cities United, uh, we will be I think your city is 00:24:59.233 --> 00:25:02.000 one of the cities we’ll be working with you individually 00:25:02.000 --> 00:25:05.100 rather than having a big group, uh, so we are continuing that. 00:25:05.100 --> 00:25:07.900 I think there’s a survey out. If you didn’t receive that, 00:25:07.900 --> 00:25:11.100 please let me know, but just trying to get more localized. 00:25:11.100 --> 00:25:15.166 The goal is to help cities empower community, um, you know, 00:25:15.166 --> 00:25:19.467 if we wait till 911 is called, it’s usually a lot of missed 00:25:19.467 --> 00:25:22.200 opportunities to help get in front of kids’ lives, um, or 00:25:22.200 --> 00:25:25.300 make a difference. And so we know the sooner and earlier we 00:25:25.300 --> 00:25:30.166 get, the better it is. Uh, safe community pillars. This is 00:25:30.166 --> 00:25:34.634 really just, uh, what we really are after, um, and if you 00:25:34.634 --> 00:25:36.634 notice, not talking about police, we’re not talking about 00:25:36.634 --> 00:25:39.300 jail, we’re not talking about courts, we’re not talking about 00:25:39.300 --> 00:25:41.467 uh county attorneys, public defenders. We’re talking about 00:25:41.467 --> 00:25:45.133 community, we’re trying to get earlier, uh, in the process. We 00:25:45.133 --> 00:25:49.300 are still sticking with the every year grant that will come 00:25:49.300 --> 00:25:53.033 available safe community grants, members of the community. Now 00:25:53.033 --> 00:25:57.467 also, um, it’s not $200 million but it is money, but the cities 00:25:57.467 --> 00:26:02.166 certainly are welcome to apply and apply to programs, uh, we 00:26:02.166 --> 00:26:04.800 always ask people to treat it as money that can be there and 00:26:04.800 --> 00:26:08.634 it can also go away. And so by that I mean, you don’t want to 00:26:08.634 --> 00:26:11.367 build into your budget, but use it to offset or maybe take a 00:26:11.367 --> 00:26:18.767 chance, build the pilot out. This year, uh, if anybody’s uh 00:26:18.767 --> 00:26:22.367 looking uh to get involved with something, the city’s United 00:26:22.367 --> 00:26:26.734 convening is now open. That will be in late October, early 00:26:26.734 --> 00:26:29.033 November. Um, and that’s an opportunity to be in Louisville. 00:26:29.033 --> 00:26:33.667 It is a, it is an awesome place, an awesome meeting to go to, 00:26:33.667 --> 00:26:36.300 you will come away, uh, enthused, you’ll come back with 00:26:36.300 --> 00:26:38.467 ideas, you’re going to come meet people who are going to 00:26:38.467 --> 00:26:41.133 tell you, like I always remember the city of Buffalo, 00:26:41.133 --> 00:26:44.266 their claim to fame is they’ve tried everything and failed. 00:26:44.266 --> 00:26:48.100 And so that’s how they get to success. And so they’re very, 00:26:48.100 --> 00:26:51.233 they share that things that they’ve tried may work in 00:26:51.233 --> 00:26:54.000 others, but that whole idea about sharing ideas back and 00:26:54.000 --> 00:26:58.767 forth, uh, Henne County will be hosting a cot, kind of a cohort 00:26:58.767 --> 00:27:01.567 there, uh, unfortunately, we’re not offering to pay for people 00:27:01.567 --> 00:27:04.467 to go there, but when you’re there, we will have breakout 00:27:04.467 --> 00:27:07.567 sessions just for Hennepin County to bring in people to 00:27:07.567 --> 00:27:12.667 help do that. So take a look at that. I put the link on there, 00:27:12.667 --> 00:27:14.367 uh, certainly something to consider. I think most people 00:27:14.367 --> 00:27:18.567 who have gone to it. come back with a renewed sense of purpose 00:27:18.567 --> 00:27:21.734 and the ability, the idea that we’re not alone. Sometimes 00:27:21.734 --> 00:27:24.400 everybody thinks it’s only us, we have these problems, there 00:27:24.400 --> 00:27:28.100 are problems all over. And so those are really opportunities. 00:27:28.100 --> 00:27:32.367 Uh, what my focus, I think, has always been about youth 00:27:32.367 --> 00:27:35.100 interventions, um, and so, you know, we’ve got 3 strategies 00:27:35.100 --> 00:27:37.800 going at the same time, the working group on the Youth 00:27:37.800 --> 00:27:41.533 Interventions, which was the county’s endeavor to try to get 00:27:41.533 --> 00:27:44.800 the state to stand up some solutions. The regional 00:27:44.800 --> 00:27:48.500 framework, which is really about the counties coming 00:27:48.500 --> 00:27:52.200 together to form, uh, metro solution to some of these and 00:27:52.200 --> 00:27:55.367 also the crisis stabilization center. So I’ll step through 00:27:55.367 --> 00:27:58.100 those quickly. I think you’ve seen this before, but we did 00:27:58.100 --> 00:28:01.233 have have a bill that I got hearing. We had Senator 00:28:01.233 --> 00:28:03.567 Champion in the Senate, Representative Nao carried the 00:28:03.567 --> 00:28:09.133 bill. We are trying to do a a save, uh, it didn’t get through. 00:28:09.133 --> 00:28:13.000 And so, uh, we had some legislators today, and we, we 00:28:13.000 --> 00:28:16.734 said we need your help and you’re not partners if you’re 00:28:16.734 --> 00:28:19.467 not passing this stuff. We can’t change state law, we 00:28:19.467 --> 00:28:22.567 can’t change licensing, we can’t change certifications. 00:28:22.567 --> 00:28:25.233 There’s a lot of things counties can’t do, and we need 00:28:25.233 --> 00:28:29.634 the legislature to do that. And so we’ve been Raising that 00:28:29.634 --> 00:28:32.734 voice up, because there are things that they have to do. 00:28:32.734 --> 00:28:35.834 Cities have things that only cities can do. Counties have 00:28:35.834 --> 00:28:37.767 things, there are state things that just frankly, the state’s 00:28:37.767 --> 00:28:42.800 got to get it in gear and do some stuff. Uh, when we issued 00:28:42.800 --> 00:28:45.500 the task force report of which these are the six main 00:28:45.500 --> 00:28:49.400 conclusions. We found a report in 1997. That listed pretty 00:28:49.400 --> 00:28:52.000 much the same things that we’re facing now, and they didn’t do 00:28:52.000 --> 00:28:55.367 anything with it. So, um, I think, you know, when you talk 00:28:55.367 --> 00:28:58.367 about things that we all can do, there are moments of 00:28:58.367 --> 00:29:00.533 legislature need to step up. And if you hear my voice, I’m 00:29:00.533 --> 00:29:03.767 not saying about partying, I’m asking them to do their job and 00:29:03.767 --> 00:29:07.467 help us out, because frankly, I can’t change those things, you 00:29:07.467 --> 00:29:10.834 can’t change those things, but we’re all. Controlled by them. 00:29:10.834 --> 00:29:16.500 What can we do to help kids with the behavior and issues. 00:29:16.500 --> 00:29:19.367 Regional framework, uh, there you can see the counties, the 00:29:19.367 --> 00:29:22.300 idea that you have Hennepin and Ramsey together, it’s like cats 00:29:22.300 --> 00:29:25.100 and dogs. Uh, the fact that we are partnered, I should say 00:29:25.100 --> 00:29:28.266 just how serious we are. um, these are the counties that 00:29:28.266 --> 00:29:32.000 have partnered up to do a regional framework. The idea I 00:29:32.000 --> 00:29:36.233 use and it’s summer, almost feels like it. Um, is when 00:29:36.233 --> 00:29:38.900 you’re having a barbecue, everybody brings a piece, right? 00:29:38.900 --> 00:29:41.634 Somebody brings this, somebody brings that. Someone’s good at 00:29:41.634 --> 00:29:44.266 this, they bring that to the table. So what the counties are 00:29:44.266 --> 00:29:47.367 doing is saying what pieces do we have that we can put 00:29:47.367 --> 00:29:50.634 together to put a regional framework of that can be 00:29:50.634 --> 00:29:54.900 available. Uh, one county may have a really great program for 00:29:54.900 --> 00:29:58.000 kids who’ve suffered sexual abuse and trauma. That’s 00:29:58.000 --> 00:29:59.867 different. There are kids who have come out of a situation 00:29:59.867 --> 00:30:02.634 where there may be addiction, which is different than kids 00:30:02.634 --> 00:30:06.200 who have some acute psychosis or mental health challenges. 00:30:06.200 --> 00:30:09.567 These are very different places that kid could find themselves 00:30:09.567 --> 00:30:13.033 in. Sometimes they’re in a couple. So what we’re doing is 00:30:13.033 --> 00:30:15.266 actually putting our pieces together to say, who does 00:30:15.266 --> 00:30:18.934 something really well? Let’s use that and rather than have 00:30:18.934 --> 00:30:21.734 us each build our own system. Because frankly, we don’t have 00:30:21.734 --> 00:30:24.367 the money to be able to do that. It would be hundreds of 00:30:24.367 --> 00:30:28.033 millions of dollars. So we are working that, they are meeting 00:30:28.033 --> 00:30:32.233 right now, um, well, not now, Friday, but uh they’re meeting 00:30:32.233 --> 00:30:35.000 as we speak to come up with these solutions. And, uh, 00:30:35.000 --> 00:30:39.367 trying to come up with reform, uh, as that as I beat up the 00:30:39.367 --> 00:30:43.500 legislature. The good part is, the state agencies have been 00:30:43.500 --> 00:30:46.166 giving us some flexibility. One thing that we can’t do is mix 00:30:46.166 --> 00:30:49.634 kids that are in the DHS system with kids that are in the 00:30:49.634 --> 00:30:54.233 corrections. Licensing does not allow us to have a single place. 00:30:54.233 --> 00:30:56.867 They’re actually going to allow us to test out some of those, 00:30:56.867 --> 00:30:59.567 and that’s really important because we should be able to 00:30:59.567 --> 00:31:04.834 work with kids who have trauma and from that trauma comes 00:31:04.834 --> 00:31:07.500 violence before they become, before they hurt someone. So 00:31:07.500 --> 00:31:12.300 this will be part of that step. More to come there. Uh, this 00:31:12.300 --> 00:31:16.734 last one is in motion, uh, so at the end of the summer, 1800 00:31:16.734 --> 00:31:20.834 Chicago, we will have a crisis center that will be very 00:31:20.834 --> 00:31:24.033 acutely focused on kids with violent tendencies who have 00:31:24.033 --> 00:31:27.767 Mental health, mental challenges at the root of it. 00:31:27.767 --> 00:31:31.667 Kids can get into the system. Not through the corrections, 00:31:31.667 --> 00:31:35.300 but it can be corrections. So they can be someone who has 00:31:35.300 --> 00:31:38.567 maybe acting out, maybe he has some identified things, but 00:31:38.567 --> 00:31:41.100 they haven’t done something criminally. And so we can 00:31:41.100 --> 00:31:43.367 actually put them in the same place. So remember I talked 00:31:43.367 --> 00:31:48.100 about the flexibility? Between DHS Department of corrections, 00:31:48.100 --> 00:31:52.367 this facility will be up and running, uh, this summer, and, 00:31:52.367 --> 00:31:55.567 uh, the city county invested about 15 million, 7.5 for 00:31:55.567 --> 00:31:58.767 capital to redo the place because it has to be done a 00:31:58.767 --> 00:32:03.567 certain way, about 7.5 for what I call the tail, which is to 00:32:03.567 --> 00:32:07.867 provide nexus center nexus systems to be able to do that. 00:32:07.867 --> 00:32:12.734 So when that is available, we’ll have about 12 to 15 beds 00:32:12.734 --> 00:32:16.133 to take kids. Uh, I will say it this way. If you have a leaky 00:32:16.133 --> 00:32:20.100 roof. You put an out of bucket, what happens to that bucket 00:32:20.100 --> 00:32:24.500 eventually? builds up. So we know this has got to be 00:32:24.500 --> 00:32:27.734 something quick and we need to find kids. So this will be 00:32:27.734 --> 00:32:31.834 taking kids from where they are. Put him in a safe place where 00:32:31.834 --> 00:32:35.166 they can get assessed, they can get stabilized, things can calm 00:32:35.166 --> 00:32:38.233 down, and then we move them on. So the goal is not to have 00:32:38.233 --> 00:32:41.500 people more than 45 days. It’s not their permanent place. is 00:32:41.500 --> 00:32:45.233 meant to be in and out and really trying to find a place 00:32:45.233 --> 00:32:51.100 to put, uh, Needs kids in needs with that. This again will be 00:32:51.100 --> 00:32:55.133 open this council. Public safety, uh, from around the 00:32:55.133 --> 00:32:57.500 county will be invited to the opening. We’re gonna take a 00:32:57.500 --> 00:33:01.900 couple, 3 days before it opens, invite people in to see what 00:33:01.900 --> 00:33:05.166 actually a crisis center looks like. Everybody talks about 00:33:05.166 --> 00:33:09.467 them. They are not barbed wire, they’re not fences, they’re not 00:33:09.467 --> 00:33:12.400 jails. They are very different and they’re really about mental 00:33:12.400 --> 00:33:14.767 health. And so we’re going to give a chance for everybody and 00:33:14.767 --> 00:33:19.166 you will, this council and public safety and other people 00:33:19.166 --> 00:33:22.367 will receive invites. The other part I’ll just mention is that 00:33:22.367 --> 00:33:26.100 we have community advisory board. So it’s not just about 00:33:26.100 --> 00:33:29.734 staff people devising something that we actually have community 00:33:29.734 --> 00:33:32.467 members of lived experience we’re actually helping us as we 00:33:32.467 --> 00:33:37.266 create this place. I know what you’re thinking. I couldn’t let 00:33:37.266 --> 00:33:39.900 a presentation go and not talk about blue light, so I left one 00:33:39.900 --> 00:33:43.033 slide in there. I just wanted to say that things are 00:33:43.033 --> 00:33:45.734 progressing, obviously, you know, missal consent is a big 00:33:45.734 --> 00:33:49.100 mile mark, um, and so I think we all were geared toward that. 00:33:49.100 --> 00:33:53.233 Um, so right now we’re moving on environmentals. There are 00:33:53.233 --> 00:33:56.900 light rail, uh, full funding grant agreements, the FDA that 00:33:56.900 --> 00:34:00.100 are ahead of us and we’re watching those, so we believe 00:34:00.100 --> 00:34:03.900 we’re in a good place until we’re told otherwise, uh, the 00:34:03.900 --> 00:34:06.767 county has the funding to pay for the bonds. So from our 00:34:06.767 --> 00:34:09.266 perspective, we are just waiting for the environmental, 00:34:09.266 --> 00:34:12.634 the design work to get done. We’ll move that into the place 00:34:12.634 --> 00:34:17.233 where then We are so hopeful to start construction next year. 00:34:17.233 --> 00:34:23.667 So, uh, start, of course, but we know there’s a lot of work, 00:34:23.667 --> 00:34:25.166 um, anti-displacement engineering. Brooklyn Park has 00:34:25.166 --> 00:34:29.000 a, a good, good challenge, which is your 90% engineered, 00:34:29.000 --> 00:34:32.734 but that doesn’t mean that Brooklyn Park, the new 00:34:32.734 --> 00:34:35.100 leadership should not be thinking that there can’t be 00:34:35.100 --> 00:34:38.100 changes or things that you want to want to see those things 00:34:38.100 --> 00:34:41.300 will go through the same process. We just are farther 00:34:41.300 --> 00:34:44.000 along other cities like Robinsdale, Minneapolis. It’s 00:34:44.000 --> 00:34:46.800 just gonna be a little longer, but our goal is to have that by. 00:34:46.800 --> 00:34:50.667 of this summer. We continue to move forward. We have lobbyists. 00:34:50.667 --> 00:34:57.300 That we pay to make sure of that. Second to last slide, so 00:34:57.300 --> 00:35:00.100 I’m trying to do it fast, but I forget the police took away 00:35:00.100 --> 00:35:03.367 their award ceremony, I could use some of their time. Um, so 00:35:03.367 --> 00:35:06.634 one thing I just wanted to highlight, uh, during the 00:35:06.634 --> 00:35:09.567 budget process, commissioners have what’s called commissioner 00:35:09.567 --> 00:35:11.767 budget amendments. I don’t want to give you guys ideas, but if 00:35:11.767 --> 00:35:15.367 you feel so enthused, it’s a way for the commissioners to 00:35:15.367 --> 00:35:19.734 say, I want to bring something specific. To, uh, this, it can 00:35:19.734 --> 00:35:22.900 be pilots, embedded social worker was a pilot. It was 00:35:22.900 --> 00:35:26.634 bought by Commissioner Opat. Uh, it started here. That was a 00:35:26.634 --> 00:35:29.367 pilot that has now become standard. So the idea behind 00:35:29.367 --> 00:35:34.233 these is you try pilot, you see if it works, if it works, um, 00:35:34.233 --> 00:35:37.867 oftentimes we have to use part of reserve money. Every one of 00:35:37.867 --> 00:35:42.734 my budget amendments was net neutral. It was Did not incur 00:35:42.734 --> 00:35:45.033 any costs above the fact that the departments agreed that 00:35:45.033 --> 00:35:48.567 they would take that under work without adding burden. The 00:35:48.567 --> 00:35:53.867 first one I just want to mention is when Hennipa County, 00:35:53.867 --> 00:35:56.533 African American indigenous mothers suffer much higher rate, 00:35:56.533 --> 00:35:59.767 whether it’s the health of the child, it’s the health of the 00:35:59.767 --> 00:36:03.033 mother, or both, and so the disparities are pronounced. And 00:36:03.033 --> 00:36:08.533 so we have a maternal health, uh, board. So, uh, one of my 00:36:08.533 --> 00:36:11.500 amendments was to establish a community advisory board. So 00:36:11.500 --> 00:36:14.166 it’s really good to have staff, but we want to have people with 00:36:14.166 --> 00:36:17.867 that experience, so that was established. The second one, 00:36:17.867 --> 00:36:21.100 which I’ve shared with the chief, is we’re going to do a 00:36:21.100 --> 00:36:24.100 study of law enforcement in the future of law enforcement Henin 00:36:24.100 --> 00:36:28.033 County, looking out 5 and 10 years to see what are the costs 00:36:28.033 --> 00:36:31.367 of law enforcement can do at a macro level. So what are we 00:36:31.367 --> 00:36:33.734 foreseeing? What is City Brooklyn Park? Going to have to 00:36:33.734 --> 00:36:39.767 look out in 5 and 10 years for the cost of police. And that is 00:36:39.767 --> 00:36:43.166 a driver for budgets and so we just think that Eyes Wide Open 00:36:43.166 --> 00:36:47.300 is best. We also think that information might be used to 00:36:47.300 --> 00:36:50.467 inform policies at the state and county level to bring more 00:36:50.467 --> 00:36:53.867 investment to get people. It’s nice to get a grant, Grants go 00:36:53.867 --> 00:36:57.100 away. Now you got to pay for that officer. Um, so what can 00:36:57.100 --> 00:36:59.834 we do? So that report will be at the end, probably be 00:36:59.834 --> 00:37:03.834 finished by the end of the year. It’ll look at all agencies 00:37:03.834 --> 00:37:07.000 within Hennepin County Sheriff, all, uh, law enforcement at the 00:37:07.000 --> 00:37:10.734 city. It’s really to be a macro-level tool. So you can 00:37:10.734 --> 00:37:14.166 kind of guess where’s the The cost, how many people are 00:37:14.166 --> 00:37:16.634 retiring, how many people are leaving the profession? Are 00:37:16.634 --> 00:37:19.367 they being replaced? Are we seeing more people coming in 00:37:19.367 --> 00:37:21.233 that are leaving, those kind of things are going to have direct 00:37:21.233 --> 00:37:27.467 burden. Obviously Cities United support uh something uh number 00:37:27.467 --> 00:37:31.667 4, the use of anime, if you have kids, kids really resonate 00:37:31.667 --> 00:37:35.000 with anime. Mine do. Um, we are going to try to pilot, you’ll 00:37:35.000 --> 00:37:37.100 probably see that through Brooklyn Bridge will probably 00:37:37.100 --> 00:37:40.200 be one of the partners, but I can’t say that for sure. Um, 00:37:40.200 --> 00:37:44.367 but we try to use anime pilot to see, is there a way to 00:37:44.367 --> 00:37:47.100 connect with kids using different modes and medium. So 00:37:47.100 --> 00:37:50.300 I think everybody knows that the adults got on Facebook and 00:37:50.300 --> 00:37:54.500 who left Facebook, all the kids. So, yeah, it’s like cha chasing 00:37:54.500 --> 00:37:58.834 them around. So we’re gonna look for that, uh, the last 00:37:58.834 --> 00:38:02.567 couple number 5 is, if you didn’t notice on your levy tax 00:38:02.567 --> 00:38:07.000 levy statement last year. There was 1% for HCMC. So we do own a 00:38:07.000 --> 00:38:12.166 hospital. We have a $3 billion budget for the county. We have 00:38:12.166 --> 00:38:15.533 $1.5 billion hospital. We had to dedicate 1% of our tax levy 00:38:15.533 --> 00:38:20.233 last year for funding. for HTMC healthcare system. And so my 00:38:20.233 --> 00:38:23.533 bar was to bring forth the idea that there are ways we can work 00:38:23.533 --> 00:38:28.166 better. We need to look at collaboration, saving money. Um, 00:38:28.166 --> 00:38:31.233 I’ll just skip to the bottom one, immigration Services, I 00:38:31.233 --> 00:38:34.266 don’t want to skip that actually. It’s really about 00:38:34.266 --> 00:38:37.900 identifying services that are available to immigrants, uh, 00:38:37.900 --> 00:38:41.734 you know, Rita and Ingrid from my office are 2nd generation. 00:38:41.734 --> 00:38:45.000 I’m 4th. So everybody talks about immigrants, they talk 00:38:45.000 --> 00:38:48.233 about they’re coming from here. I’m only 4 away from the people 00:38:48.233 --> 00:38:51.133 that rode the ship over, uh, some people didn’t have a 00:38:51.133 --> 00:38:55.367 choice, right? And some people are just arriving, so there are 00:38:55.367 --> 00:38:58.634 services that are available outside of government that are 00:38:58.634 --> 00:39:01.300 available for people to use. There are churches who want to 00:39:01.300 --> 00:39:04.367 help. So we’re seeing this have a coordination so that not 00:39:04.367 --> 00:39:07.166 everything has to be taxpayer funded. If there are people 00:39:07.166 --> 00:39:10.367 willing to give money. The last thing is we are working with 00:39:10.367 --> 00:39:13.667 Blue Line for the creation of uh cultural corridors. Uh, some 00:39:13.667 --> 00:39:16.233 of those are naturally occurring, but really trying to 00:39:16.233 --> 00:39:21.166 say if a city identifies uh culture, historical, uh, 00:39:21.166 --> 00:39:24.233 emphasis that they want to take, try to put some money to help 00:39:24.233 --> 00:39:27.467 design and think that through. And so you will see that. The 00:39:27.467 --> 00:39:31.667 last thing I’ll mention is just that Commissioner budget 00:39:31.667 --> 00:39:36.166 amendments, if you’ve heard of AI, Affordable commercial 00:39:36.166 --> 00:39:39.166 investment fund for the blue line, that was a budget 00:39:39.166 --> 00:39:41.400 amendment for Commissioner Fernando and myself, that puts 00:39:41.400 --> 00:39:45.367 a million dollars a year for anti-displacement efforts. So 00:39:45.367 --> 00:39:49.900 those kind of things are where these come. Let’s see. And 00:39:49.900 --> 00:39:53.567 before questions, I just want to share, we talked about tax 00:39:53.567 --> 00:39:58.667 assessment. I did not plan this. Um, but the budget forecast for 00:39:58.667 --> 00:40:02.166 counties, you will start to see this in the news a lot. is not 00:40:02.166 --> 00:40:05.500 good. So cost shifts from the state, uh, Henpa County is 00:40:05.500 --> 00:40:08.734 looking at about a $53 million bill handed over to us. People 00:40:08.734 --> 00:40:12.800 are saying it’s gonna be less. We take the worst case scenario, 00:40:12.800 --> 00:40:16.734 uh, every $10 million is a levy point to the county. So we are 00:40:16.734 --> 00:40:19.867 looking at if they shift disability waivers, which is a 00:40:19.867 --> 00:40:22.634 Medicaid entitlement to the county without money, meaning 00:40:22.634 --> 00:40:25.934 we have to deliver it. We don’t get any money to to do it. We 00:40:25.934 --> 00:40:29.934 have to pay for it ourselves. That is a serious dollars, 00:40:29.934 --> 00:40:37.900 Carver County, it’s 9.8 levy points. Ours is 5.3, rural is a 00:40:37.900 --> 00:40:42.166 3rd 33% increase in taxes, not a levy point, it’s a flat out 00:40:42.166 --> 00:40:47.000 13% increase. So the reason I mentioned that is, that’s just 00:40:47.000 --> 00:40:49.634 our present. That doesn’t include anything that the 00:40:49.634 --> 00:40:53.467 county is planning on, whether it’s increased wages, whether 00:40:53.467 --> 00:40:56.033 it’s investments, that’s not even on the table. That’s just 00:40:56.033 --> 00:41:00.367 off the top, a present. I didn’t receive, that does not 00:41:00.367 --> 00:41:03.000 include what the federal government’s going to do. I 00:41:03.000 --> 00:41:06.233 don’t know what that they’re gonna do, but I know that 52% 00:41:06.233 --> 00:41:09.000 of Medicaid money in the city of Minnesota goes through 00:41:09.000 --> 00:41:12.567 Hennepin, and you’ve got some Medicaid will be cuts that will 00:41:12.567 --> 00:41:16.467 affect Hennepin. So we are, and I’m being honest with everybody, 00:41:16.467 --> 00:41:20.033 looking at possibly the largest tax flow increase in the 00:41:20.033 --> 00:41:23.266 history of Henneber County. We’re sitting at 5.3 right now. 00:41:23.266 --> 00:41:25.467 We’re not even added ours. We don’t know what the feds are 00:41:25.467 --> 00:41:28.767 going to do, so like yourselves, as you batten down the hatches 00:41:28.767 --> 00:41:32.133 and you look at things, we are, and I know that we share some 00:41:32.133 --> 00:41:35.100 grants. Jack Grant is one that comes to mind. There’s some 00:41:35.100 --> 00:41:37.634 violence prevention grants that come from the feds. We are 00:41:37.634 --> 00:41:41.400 working out the assumption that they all go away. So that’s a 00:41:41.400 --> 00:41:45.200 worst case plan. I share that with you only to let you know 00:41:45.200 --> 00:41:47.767 we’re watching that very closely because we know so much 00:41:47.767 --> 00:41:51.734 of our money then is granted out to other agencies, uh, and 00:41:51.734 --> 00:41:54.300 simply we don’t know, therefore, we’re going to assume the worst 00:41:54.300 --> 00:42:02.900 and hope for the best. So with that, I’ll stop. Well, um, 00:42:02.900 --> 00:42:05.200 thank you for coming and reporting out to us. It’s safe 00:42:05.200 --> 00:42:09.300 to say that the $200 million check is going to be put on 00:42:09.300 --> 00:42:12.934 hold, uh, given what you were just saying right there. But, 00:42:12.934 --> 00:42:15.133 uh, thank you for again, coming out and spending time. I know 00:42:15.133 --> 00:42:18.233 in the past, you know, I, I’ve run against you, but I very 00:42:18.233 --> 00:42:21.467 much appreciate the service, um, that you’ve done for our city, 00:42:21.467 --> 00:42:24.634 uh, in terms of just fighting for us, uh, getting us 00:42:24.634 --> 00:42:26.467 resources as a commissioner and then your former time as mayor, 00:42:26.467 --> 00:42:30.000 I very much appreciate it and and uh. I appreciate you being 00:42:30.000 --> 00:42:33.734 in that commissioner position and what you do for us. It’s, 00:42:33.734 --> 00:42:37.533 you’ve been in ally. Um, there are, um, a few things um I 00:42:37.533 --> 00:42:40.734 wanted to ask, uh, so I think one for that future of law 00:42:40.734 --> 00:42:44.367 enforcement is just pointing something out. So, uh, you’ve 00:42:44.367 --> 00:42:47.634 heard the congregate care facilities, but 1.7% of the 00:42:47.634 --> 00:42:52.367 housing is conre care facilities, about 10% of our um 00:42:52.367 --> 00:42:55.200 Public safety calls come from that. Uh, and I’m not sure the 00:42:55.200 --> 00:42:58.834 exact breakdown on law enforcement, but it’s 00:42:58.834 --> 00:43:01.533 significant law enforcement versus uh the fire department. 00:43:01.533 --> 00:43:05.200 Um, and I know there’s a little bit of tension there, but I 00:43:05.200 --> 00:43:09.000 know it’s significant, and I just, I would ask that as you 00:43:09.000 --> 00:43:12.233 go through that process, you take into account, I know you 00:43:12.233 --> 00:43:14.900 probably we’re already, you take into account that when it 00:43:14.900 --> 00:43:17.634 comes to a Brooklyn Park and in some regards, Brooklyn Center 00:43:17.634 --> 00:43:20.734 and and especially in the northwest suburbs overall that 00:43:20.734 --> 00:43:22.133 we have a disproportionate amount of congregate care. 00:43:22.133 --> 00:43:25.000 facilities, which runs up our tab when it comes to that 00:43:25.000 --> 00:43:28.166 public safety. So we want that to be built in as a model so 00:43:28.166 --> 00:43:31.300 that those dollars are accounted for. And on our end, 00:43:31.300 --> 00:43:35.634 we’ll do the part to slow some of that growth, uh, but we also 00:43:35.634 --> 00:43:39.900 just need our partners to make sure that that message is being 00:43:39.900 --> 00:43:44.734 told to folks as well, um, the second piece is I just want to 00:43:44.734 --> 00:43:47.367 ask really quickly because I know folks wanna um continue 00:43:47.367 --> 00:43:52.200 moving this along, but for the um cities united. What is it, 00:43:52.200 --> 00:43:54.467 you know, are there any other specific things you would ask 00:43:54.467 --> 00:43:58.734 for the city? Do you think we can You know, be more robust in 00:43:58.734 --> 00:44:00.800 our support. Are, are we missing out on things? Are 00:44:00.800 --> 00:44:03.400 there things that you kind of say, I wish they would do this, 00:44:03.400 --> 00:44:07.800 to assist us with. No, I, I think the, the good news is the 00:44:07.800 --> 00:44:10.934 city has been involved. You have officers who have attended 00:44:10.934 --> 00:44:14.100 council you have staff, you have people, so you’re actually 00:44:14.100 --> 00:44:17.867 starting from not go, you’re actually around the corner. Um, 00:44:17.867 --> 00:44:21.033 I think that just continuing to do what you’re doing, you’re 00:44:21.033 --> 00:44:23.767 talking about moving supports for families and your police 00:44:23.767 --> 00:44:26.500 department, getting people connected to services rather 00:44:26.500 --> 00:44:29.667 than a 911 call with the police. I think that is the heart of 00:44:29.667 --> 00:44:33.767 Cities United, which is empowering people and so I 00:44:33.767 --> 00:44:37.033 think that a good thing is you I know, you know, work on that 00:44:37.033 --> 00:44:39.133 plan is, you, you know, the nice thing about the city’s not 00:44:39.133 --> 00:44:41.300 convenient, you’re gonna be able to have an opportunity to 00:44:41.300 --> 00:44:44.500 meet other cities who might be 6 to 9, 12 months ahead of you 00:44:44.500 --> 00:44:48.233 in your journey, and you might best practices. I love learning 00:44:48.233 --> 00:44:51.467 from other people’s mistakes. Um, and so those kind of things, 00:44:51.467 --> 00:44:55.800 I think are really are powerful. So. Well thank you and I know 00:44:55.800 --> 00:44:59.033 that um you were important spearheading the alternative 00:44:59.033 --> 00:45:01.166 response team, uh, and that gave us some courage to, to do 00:45:01.166 --> 00:45:03.400 what we’re doing with our community and interventions, so 00:45:03.400 --> 00:45:07.100 I very much appreciate that the, the third thing that I wanted 00:45:07.100 --> 00:45:10.367 to, to kind of touch on was, I know that you’re saying the 00:45:10.367 --> 00:45:12.000 legislature that there’s some things that they need to live 00:45:12.000 --> 00:45:14.467 on. I think one of the things that we’re concerned about, I 00:45:14.467 --> 00:45:18.834 think I saw it listed, um, I know I saw it listed was these 00:45:18.834 --> 00:45:21.500 regional continuum of care, so the smaller facilities for 00:45:21.500 --> 00:45:25.300 youth, I guess, where are we on that, um, Because I feel like 00:45:25.300 --> 00:45:27.500 as a city, we’re getting to a point where we’re saying, look, 00:45:27.500 --> 00:45:30.100 if that’s going to take another 5 to 10 years. And just for 00:45:30.100 --> 00:45:32.734 folks in the audience or folks watching this, you know, our 00:45:32.734 --> 00:45:38.000 police department can also often pinpoint a youth that is 00:45:38.000 --> 00:45:40.200 exhibiting either troubling behavior or even violent 00:45:40.200 --> 00:45:44.900 behavior, but many times, um, they, there’s nowhere to place 00:45:44.900 --> 00:45:48.100 them within the current system that we have set up. They go 00:45:48.100 --> 00:45:51.367 back home 3 months later, they’re killed. Someone else 00:45:51.367 --> 00:45:54.200 got killed, and luckily that’s been going down to a certain 00:45:54.200 --> 00:45:57.200 extent. in Brooklyn Park, but we really want to get upstream 00:45:57.200 --> 00:46:00.100 of that. And so what I’m getting at is that, is that 00:46:00.100 --> 00:46:02.533 something that we’re looking at a 5 to 10 year timeline on, 00:46:02.533 --> 00:46:07.367 because if it is, then I just, I just want an honest update, 00:46:07.367 --> 00:46:09.900 then we need to start looking at things that we can carve out 00:46:09.900 --> 00:46:12.767 as a city to kind of get ahead of that because that is one of 00:46:12.767 --> 00:46:15.367 the issues that we are very much struggling with, and I 00:46:15.367 --> 00:46:17.634 think getting upstream of that can make some big difference. 00:46:17.634 --> 00:46:21.000 So I just wanted to, to hear where we are with that and who 00:46:21.000 --> 00:46:23.467 we need to talk to or do we need to start looking 00:46:23.467 --> 00:46:26.500 internally to say how we’re going to handle. I, I think 00:46:26.500 --> 00:46:30.734 what you’re seeing this summer is the first step of that, 00:46:30.734 --> 00:46:34.100 that’ll be the first place, that’s the kids in crisis, um, 00:46:34.100 --> 00:46:37.367 they can get there through commitment with their parents’ 00:46:37.367 --> 00:46:40.900 help to uh chips, right, child protection where the, the, the 00:46:40.900 --> 00:46:45.900 county becomes their parent, so to speak. Uh, it could be that 00:46:45.900 --> 00:46:49.467 they do something wrong, they end up in juvenile court, where 00:46:49.467 --> 00:46:51.400 they’re found incompetent, or maybe they’re just as part of 00:46:51.400 --> 00:46:53.734 the diversion, they’re gonna, so that facility is unique in 00:46:53.734 --> 00:46:56.867 the state of Minnesota. that we actually for the first time can 00:46:56.867 --> 00:46:59.200 put kids, we don’t care about their backgrounds or how they 00:46:59.200 --> 00:47:01.467 got there. We’re actually focused on the kid and that’s 00:47:01.467 --> 00:47:03.900 kind of the tenet of some of that work that we’ve done at 00:47:03.900 --> 00:47:07.100 the state is, say, telling the state, let us do stuff. So 00:47:07.100 --> 00:47:09.834 right now, that crisis center, which will be up and running at 00:47:09.834 --> 00:47:13.500 the end of the summer will be that first step. The regional 00:47:13.500 --> 00:47:18.367 framework, I think you’ve got facilities in Dakota, Anoka, 00:47:18.367 --> 00:47:20.634 existing where they’ve already have facilities and once we put 00:47:20.634 --> 00:47:23.000 them together, so it’s a network, we’re going to be able 00:47:23.000 --> 00:47:26.834 to start to refer kids within our system so that we’re 00:47:26.834 --> 00:47:30.033 actually working together right now, every county competes. 00:47:30.033 --> 00:47:32.734 Every day, people who have to place a kid are competing 00:47:32.734 --> 00:47:35.367 against every other county to try to find a bed that will 00:47:35.367 --> 00:47:38.567 then also take the kid. So I think, you know, that’s why I 00:47:38.567 --> 00:47:41.767 put those three things. One’s immediate crisis center, the 00:47:41.767 --> 00:47:46.000 regional framework is probably 12 to 18 months. And, and more, 00:47:46.000 --> 00:47:49.266 right? It’s going to continue to add on. And then the state, 00:47:49.266 --> 00:47:52.467 one thing, uh, that will, you know, share with you is, you 00:47:52.467 --> 00:47:54.900 know, Ramsey County, they had their grant money and everybody 00:47:54.900 --> 00:47:58.900 was like, Hineman, you need to get that. As of today, they 00:47:58.900 --> 00:48:02.634 have no beds, no providers, and no places, and I don’t see that 00:48:02.634 --> 00:48:06.900 as a gloat. I say that because the system is stacked against 00:48:06.900 --> 00:48:11.200 us to do it. You could build the world’s greatest building, 00:48:11.200 --> 00:48:18.033 and it’ll be empty because 1/3 of the state’s bed. Before 2012, 00:48:18.033 --> 00:48:26.100 we had 2200. 2250 beds statewide. Today we have 1400. 00:48:26.100 --> 00:48:28.767 So we’ve lost 3 of the beds in the state. If we did nothing 00:48:28.767 --> 00:48:34.100 more than Open up those beds. We need staff to do that. 00:48:34.100 --> 00:48:36.800 That’s a 30, you know, a 50% increase of what we have now. 00:48:36.800 --> 00:48:40.000 That’s 7 of her beds. We don’t need to build anything if we 00:48:40.000 --> 00:48:43.734 could just open that up, and that’s where the state comes in 00:48:43.734 --> 00:48:48.000 because we need them to change the reimbursement rates, the 00:48:48.000 --> 00:48:50.834 training, so many things like that. So I break it out and, 00:48:50.834 --> 00:48:55.367 you know, what your 0.5 to 10 years, I’d say the first two, 00:48:55.367 --> 00:48:59.400 the crisis center is our first step, the regional are probably 00:48:59.400 --> 00:49:01.934 within 24 months, and you’ll start. To see actual steps in 00:49:01.934 --> 00:49:08.233 there. And we still do have about 27 to 29 places that we 00:49:08.233 --> 00:49:12.800 do place kids in now, as right now, uh, that we’re using, but 00:49:12.800 --> 00:49:17.000 they are It’s difficult sometimes. OK, and then so 00:49:17.000 --> 00:49:20.567 there will be, but there will be some locations within the 00:49:20.567 --> 00:49:25.934 Hennepin County area. OK. The crisis center is 1800 Chicago, 00:49:25.934 --> 00:49:29.467 Minneapolis. So um and then the last piece, uh, because I know 00:49:29.467 --> 00:49:33.033 you touched on the light rail and, and, you know, this has 00:49:33.033 --> 00:49:36.100 been something we’ve been looking to move forward as 00:49:36.100 --> 00:49:40.367 partners, I guess, because I say it, but do, can you kind of 00:49:40.367 --> 00:49:43.266 explain some of the, the economic benefits that brings 00:49:43.266 --> 00:49:45.233 because I think people talk about everything else sometimes, 00:49:45.233 --> 00:49:47.800 but that, and I think when we look at Brooklyn Park, right? 00:49:47.800 --> 00:49:51.000 Um, there’s a number of developers and folks that are 00:49:51.000 --> 00:49:54.166 saying, hey, we think that makes sense to have here for us 00:49:54.166 --> 00:49:57.467 to create the jobs and and the the amenities that the city 00:49:57.467 --> 00:50:01.734 wants, but if you could kind of speak to what uh his 00:50:01.734 --> 00:50:04.367 historically has come from that type, from establishing a line 00:50:04.367 --> 00:50:06.300 so that people have an understanding of what that is. 00:50:06.300 --> 00:50:09.800 Yeah. Well, I think, you know, first of all, if you talk about 00:50:09.800 --> 00:50:12.934 how many stops you have, Brooklyn Park has 5. Usually 00:50:12.934 --> 00:50:17.400 within a quarter to 1/3 of a mile of the stop, uh, property 00:50:17.400 --> 00:50:22.100 values go up 15 to 25%, just because of proximity to stop 00:50:22.100 --> 00:50:27.300 drives up the value. People who want to live on a line, my son. 00:50:27.300 --> 00:50:30.166 Lives right across the street on UM campus with the light 00:50:30.166 --> 00:50:33.867 rail. He uses it. He’s So those kind of proximity where people 00:50:33.867 --> 00:50:37.000 want to live, so you can look at that tax value that I’ve 00:50:37.000 --> 00:50:40.834 heard this council, yourself, Mr. Mayor, uh, talk about what 00:50:40.834 --> 00:50:43.867 increased value, that is one of those net additions, it’s a 00:50:43.867 --> 00:50:46.800 multiplier, and you’ll start to see people really start to 00:50:46.800 --> 00:50:49.734 invest. I think of the work that you’ve done as a city with, 00:50:49.734 --> 00:50:54.567 you know, the, um, The business support center, um, and so 00:50:54.567 --> 00:50:57.734 those kind of things we think are going to really pop. I 00:50:57.734 --> 00:50:59.233 think you’re seeing Robinsdale starting to really climb into 00:50:59.233 --> 00:51:03.734 the fact that they go vertical, the tax base suddenly changes 00:51:03.734 --> 00:51:06.867 overnight because a one-story building is not worth as much 00:51:06.867 --> 00:51:11.133 as a six story building. So I also think, and I know, you 00:51:11.133 --> 00:51:15.133 know, you went to, uh, Japan, that international companies 00:51:15.133 --> 00:51:19.000 tend to think of transit is different than Americans 00:51:19.000 --> 00:51:20.567 companies. So when they come here and look, they’re looking 00:51:20.567 --> 00:51:25.533 through Their eyes, that’s what they want to see, and so 00:51:25.533 --> 00:51:29.300 there’s no accident that those companies in Japan, other 00:51:29.300 --> 00:51:32.367 places are located on light rail because they see that as 00:51:32.367 --> 00:51:34.533 essential to their development, and they want to build on that. 00:51:34.533 --> 00:51:38.233 So I think in that regard, you makes it easier to fight for. 00:51:38.233 --> 00:51:41.000 International companies because they absolutely want to be on a 00:51:41.000 --> 00:51:44.634 rail system, I mean, as you know, Tata Pharmaceutical has 00:51:44.634 --> 00:51:49.467 all that empty land. If they expand. They’re just gonna flip 00:51:49.467 --> 00:51:52.734 a new building over, and if I understand correctly, they make 00:51:52.734 --> 00:51:56.300 a couple bucks or selling medicine out of that facility, 00:52:05.567 --> 00:52:09.734 can’t take it away from us. Bus lines move when I first became 00:52:09.734 --> 00:52:11.900 a council member, they moved the bus line from Brookdale 00:52:11.900 --> 00:52:14.233 Drive. There wasn’t a dang thing I could do about helping 00:52:14.233 --> 00:52:17.734 the people who lived on it, whose commute went from 30 to 00:52:17.734 --> 00:52:20.100 90 minutes each way. When they put two pieces of metal 00:52:20.100 --> 00:52:24.133 parallel on the ground for 11 miles. That is sticking. And so 00:52:24.133 --> 00:52:27.867 they can’t screw with us, is what I look at. And that is an 00:52:27.867 --> 00:52:30.033 investment in our people. That’s I mean, they can’t take 00:52:30.033 --> 00:52:32.734 it. They can move buses all day long, they are gonna have to 00:52:32.734 --> 00:52:35.734 honor the terms of that light rail, and that means from now 00:52:35.734 --> 00:52:41.400 till Light brows don’t move, they don’t leave, uh, 100 years 00:52:41.400 --> 00:52:45.000 that people are gonna be able to ride that system, so. No, 00:52:45.000 --> 00:52:47.800 thank you for your work on that. I know that it’s far enough 00:52:47.800 --> 00:52:49.400 along that it looks like it’s going to happen and I think 00:52:49.400 --> 00:52:52.467 from the Brooklyn Park perspective as to some of the 00:52:52.467 --> 00:52:55.200 things you said, it’s how do we make it work for our city. Uh, 00:52:55.200 --> 00:52:58.367 you’ve been in my position, uh, in the past. So how do we make 00:52:58.367 --> 00:53:01.667 it work for our cities so that our residents can get what they 00:53:01.667 --> 00:53:05.800 need from it, right, in terms of slowing property taxes or 00:53:05.800 --> 00:53:09.634 the amenities they need or just more jobs or jobs for youth 00:53:09.634 --> 00:53:12.900 even. So, thank you for the work. I don’t know if there’s 00:53:12.900 --> 00:53:18.200 any, um, Further questions or comments from If I may, Mr. 00:53:18.200 --> 00:53:22.400 Mayor, if, if I live north of 610. 610 is a parking lot at 00:53:22.400 --> 00:53:26.100 rush hour, so anybody who says there isn’t rush hour anymore. 00:53:26.100 --> 00:53:29.867 Go to 610. That people are dropping off on 93rd if you 00:53:29.867 --> 00:53:34.033 live, I know Councilor Kanowski lives there, you know very well 00:53:34.033 --> 00:53:37.834 that that place, there is a rush hour in its back. And so I 00:53:37.834 --> 00:53:41.100 think transits can become even more and more back on the table, 00:53:41.100 --> 00:53:47.467 so. Uh, Tom McCleanowski. Thank you, Mayor. Thank you, 00:53:47.467 --> 00:53:51.667 Commissioner Lundy. Um, it was great joining you and the team 00:53:51.667 --> 00:53:55.000 on the bus tour. Just wanted to follow up. I think there was 00:53:55.000 --> 00:53:57.166 conversation about grants, and if you don’t ask for them, you 00:53:57.166 --> 00:54:00.834 don’t get them. Um, is there a list of those types of grants 00:54:00.834 --> 00:54:03.000 for development opportunities that can be shared with the 00:54:03.000 --> 00:54:07.367 city. I, I had a, a, a two-pa that kind of listed to grants 00:54:07.367 --> 00:54:10.233 at the county and the state and the federal and kind of gave 00:54:10.233 --> 00:54:13.533 background so you know a few chances. That’s been updated. 00:54:13.533 --> 00:54:17.367 So I do owe that back they. Follow process and as I shared 00:54:17.367 --> 00:54:21.667 on the bus ride, the county budgets as we go, so we don’t 00:54:21.667 --> 00:54:26.000 keep a fun like you have the EDA fund or housing fund, we 00:54:26.000 --> 00:54:29.767 don’t, we, every year we we allocate money and we spend it. 00:54:29.767 --> 00:54:32.800 So we don’t have like, oh, we have this Bluebird showed up 00:54:32.800 --> 00:54:37.634 and we need money. So it’s very regulated, um. Grant process 00:54:37.634 --> 00:54:41.100 and so, as I shared the bus ride, I look at that Excel 00:54:41.100 --> 00:54:43.634 spreadsheet that says, well, the money’s going, I’m looking 00:54:43.634 --> 00:54:47.133 for District one, but unless people are asking, there’s no 00:54:47.133 --> 00:54:50.000 way I can, there’s nothing to give out. Yeah, thank you for 00:54:50.000 --> 00:54:52.634 that. We definitely wanna figure out what those grants 00:54:52.634 --> 00:54:55.200 are and start applying. And on that note too, again, they use 00:54:55.200 --> 00:54:59.000 it or lose it type of money. Is there any funds set aside when 00:54:59.000 --> 00:55:03.400 you talk about cultural corridors, identifying, um, 00:55:03.400 --> 00:55:06.467 designing. Is there any money for arts integration with any 00:55:06.467 --> 00:55:10.734 of that. And then if there is, this is stuff we can apply for. 00:55:10.734 --> 00:55:14.133 If we are granted the money, does that have an expiration 00:55:14.133 --> 00:55:18.300 date on usage, things like that. So, uh, that money would, the 00:55:18.300 --> 00:55:21.367 money that’s allocated for that, so I would expect we’ll have, 00:55:21.367 --> 00:55:24.734 so we allocated money, we approved the budget last 00:55:24.734 --> 00:55:27.367 November, December, um, I would expect by the summer to have 00:55:27.367 --> 00:55:30.467 some stuff start to hit the field. What the county likes to 00:55:30.467 --> 00:55:33.767 do is pay for advisory service consulting because it’s like 00:55:33.767 --> 00:55:35.800 one time money. The city’s like, I don’t want to pay a 00:55:35.800 --> 00:55:38.000 consultant to come in and help us with something. So kind of 00:55:38.000 --> 00:55:41.100 money often is used for that kind of one-timers, uh, but 00:55:41.100 --> 00:55:43.834 there will be actually money put on the table, uh, you know, 00:55:43.834 --> 00:55:48.634 we’ve been given money by the state that we are kind of the 00:55:48.634 --> 00:55:51.300 adjudicators of, um, that will be used for different things, 00:55:51.300 --> 00:55:55.500 and it’s our intent to have that art, I think the 00:55:55.500 --> 00:55:57.367 stationary planning, when that gets to be more, you’re gonna 00:55:57.367 --> 00:56:02.567 have that chance to really say, we want. This stop. To reflect 00:56:02.567 --> 00:56:05.800 the community that’s around it or reflects some kind of 00:56:05.800 --> 00:56:09.033 viewpoint. That’s, that’s up to City Brook Park, um, so we will 00:56:09.033 --> 00:56:12.367 be putting money and services for that. And then again, is 00:56:12.367 --> 00:56:15.867 that going to be in a list of things that we know to apply 00:56:15.867 --> 00:56:17.734 for. OK. Thank you, Commissioner, I appreciate it. 00:56:17.734 --> 00:56:21.767 Yeah. And I think, and I don’t know if Brooklyn Park has it, 00:56:21.767 --> 00:56:24.367 but we’ve also, you’re starting to see money. I know Crystal 00:56:24.367 --> 00:56:28.133 and Robin still got money to help with staff augmentation. I 00:56:28.133 --> 00:56:31.367 don’t know if, um, yeah, so there was money that was 00:56:31.367 --> 00:56:34.100 allocated by the Met councils and not our money, but uh 00:56:34.100 --> 00:56:38.400 sometimes it is, but anyway, uh, that is to provide some 00:56:38.400 --> 00:56:40.100 technical expertise where you’re like, hey, we got a 00:56:40.100 --> 00:56:42.567 library for a couple of years, we can’t afford a staff person, 00:56:42.567 --> 00:56:46.734 so we’re helping to try to offset those costs so that you 00:56:46.734 --> 00:56:49.033 can get good guidance from somebody. And not have to have 00:56:49.033 --> 00:56:57.667 the taxpayers’ cover for a long time. All right, again, uh, 00:56:57.667 --> 00:57:00.500 seeing no further comments, uh, thank you for taking the time 00:57:00.500 --> 00:57:02.400 to come out and thank you for all the work that you do and 00:57:02.400 --> 00:57:05.166 that you’ve done for our cities. Very much appreciated. Thank 00:57:05.166 --> 00:57:14.100 you. All right, so next we’ll go ahead and head into the Uh, 00:57:14.100 --> 00:57:19.467 let’s see, consent agenda. Is there a motion to approve? All 00:57:19.467 --> 00:57:23.634 right, so the motion uh made by council member Kliowski, 00:57:23.634 --> 00:57:26.266 seconded by Council member McGarvey. We need a roll call. 00:57:26.266 --> 00:57:32.200 OK. All right, you’re voting on the consent item, uh, council 00:57:32.200 --> 00:57:37.533 member Klinowski, Council member Page. Council member 00:57:37.533 --> 00:57:43.934 McGarvey Council member Erikson. Council member Joan. I Mayor 00:57:43.934 --> 00:57:48.266 Winston. The motion passes with 6 yes votes, 0 no votes. All 00:57:48.266 --> 00:57:53.634 right, wonderful. So, I think next, uh, we have a Travel 00:57:53.634 --> 00:58:11.200 request item? Let’s see. 7.1. So OK. So Director Greene, are 00:58:11.200 --> 00:58:14.934 you gonna, uh, present that or because I know city manager 00:58:14.934 --> 00:58:25.634 struggle is not here. I Oh no. it It is a motion to approve 00:58:25.634 --> 00:58:27.200 Council member Christian Erickson to travel to and 00:58:27.200 --> 00:58:30.634 attend the LMC annual conference in Duluth, Minnesota 00:58:30.634 --> 00:58:35.266 from June 25th through 27, 2025. Uh, I guess I can ask Attorney 00:58:35.266 --> 00:58:38.000 Thompson, do we need somebody or can, can, Council member 00:58:38.000 --> 00:58:46.000 Erickson do it? OK, I didn’t know if we needed to. we should 00:58:46.000 --> 00:58:48.233 say a few words about it just so that the public knows 00:58:48.233 --> 00:58:51.367 exactly what it is. So I guess, uh, cousin Erickson, if you 00:58:51.367 --> 00:58:54.934 wanted to say a few words and then we’ll make the motion. 00:58:54.934 --> 00:59:01.100 Yeah, this is the annual conference of the Um League of 00:59:01.100 --> 00:59:11.100 Minnesota cities. I was at the, um, Advanced council member Get 00:59:11.100 --> 00:59:18.467 together in February and I learned that there’s a lot of 00:59:18.467 --> 00:59:21.834 breakout sessions about what communities are doing, um, that 00:59:21.834 --> 00:59:26.567 are led by the communities that have done them. And uh I’ve 00:59:26.567 --> 00:59:31.266 heard that there’s going to be several sort of related to 00:59:31.266 --> 00:59:35.533 public-private partnerships and, um, different. Creative 00:59:35.533 --> 00:59:37.100 development approaches that different communities have 00:59:37.100 --> 00:59:40.300 tried, um. I was actually sitting next to the mayor of 00:59:40.300 --> 00:59:42.634 Walker, Minnesota, and they built a new public library 00:59:42.634 --> 00:59:47.300 completely off of private donations. from residents, so, 00:59:47.300 --> 00:59:50.100 um, a lot of communities are trying different interesting 00:59:50.100 --> 00:59:58.233 things to. Meat Their needs and tough times and. Um, so mostly 00:59:58.233 --> 01:00:02.367 I wanted to go to just learn from that. From what our city 01:00:02.367 --> 01:00:06.033 other neighboring cities are doing. Don’t make sense to me. 01:00:06.033 --> 01:00:11.867 Thank you. um, Councilor Mary McGarvey. I would make the 01:00:11.867 --> 01:00:15.100 motion to approve council member Christian Eriksen to 01:00:15.100 --> 01:00:18.834 travel to and attend the LMC annual conference in Duluth, 01:00:18.834 --> 01:00:22.033 Minnesota from June 25th through the 27th of the year 01:00:22.033 --> 01:00:28.467 2025. All right, so the motion was made by council member, 01:00:28.467 --> 01:00:32.133 McGarvey, seconded by Council member Kowski. We will need a 01:00:32.133 --> 01:00:35.634 roll call, OK? Uh voting on agenda item 7.1. Council member 01:00:35.634 --> 01:00:41.200 page. Council member McGarvey. Nice. Council member Erikson. 01:00:41.200 --> 01:00:53.734 That’s OK. Council members young. We 01:10:12.533 --> 01:10:16.233 appreciate you coming out with your team of volunteers. It 01:10:16.233 --> 01:10:19.934 made Earth Day memorable. And on this PowerPoint, uh, you 01:10:26.367 --> 01:10:32.266 will see a timeline of when we plan to launch our web page and 01:10:32.266 --> 01:10:37.634 park page’s articles are published hosts small city 01:10:37.634 --> 01:10:43.467 council litter walks. Evaluate, volunteer expansion, um, 01:10:43.467 --> 01:10:49.367 options. These are just concepts only. And finally in 01:10:49.367 --> 01:10:59.367 October through December, fall lit or sweep and end of review. 01:10:59.367 --> 01:11:10.634 Bless you. And in closing. As community members we all want a 01:11:10.634 --> 01:11:13.800 cleaner Brooklyn Park. It is a shared commitment. Together we work together to beautify the 01:11:21.000 --> 01:11:26.166 Brooklyn Park. We encourage council and community members 01:11:26.166 --> 01:11:39.400 to spread the word and to participate. Thank you. And 01:11:39.400 --> 01:11:45.867 questions. Uh, council member McGarvey. Thank you, Mayor. I 01:11:45.867 --> 01:11:48.533 just wanted to, I don’t have any questions. I just wanted to 01:11:48.533 --> 01:11:52.200 thank you, Cindy, and the team, Chris, especially. I heard he 01:11:52.200 --> 01:12:00.266 was, uh, monumental out there and uh I just I asked Cindy to 01:12:00.266 --> 01:12:03.033 read that letter from the principal because I think 01:12:03.033 --> 01:12:07.367 that’s where it starts. We planted some seeds that day in 01:12:07.367 --> 01:12:13.634 children. who were now able to say There’s litter. I could 01:12:13.634 --> 01:12:17.367 just pick it up. We don’t have to leave it there. And so thank 01:12:17.367 --> 01:12:20.000 you guys for all that work. I tried to make it to that, had a, 01:12:20.000 --> 01:12:26.400 you all know that I had a surprise meeting, etc. etc. um. 01:12:26.400 --> 01:12:31.133 But just super glad to see this happening and commit, I commit 01:12:31.133 --> 01:12:37.300 to. participant in the future and Helping to Continue this. 01:12:37.300 --> 01:12:40.834 Thank you. Thank you, Council member Mugabey and Mayor, may I 01:12:40.834 --> 01:12:44.133 please add something, please? Yes, sir, thank you. I forgot 01:12:44.133 --> 01:12:49.867 to mention that we do have two other, uh, citywide cleanups 01:12:49.867 --> 01:12:55.734 planned. The next one will be uh Saturday, June 28th and 01:12:55.734 --> 01:13:02.200 Saturday, July 26th, um, One in the East District and one in 01:13:02.200 --> 01:13:06.634 the central district and we’ll meet at Central Park to decide 01:13:06.634 --> 01:13:13.467 which area we should uh go to next. All right. Thank you. 01:13:13.467 --> 01:13:16.800 Thank you for the uh presentation. I think it’s, um, 01:13:16.800 --> 01:13:20.467 moving in the right direction. Uh, I enjoyed actually being 01:13:20.467 --> 01:13:24.000 out there, um, cleaning up Central Park. I will say that, 01:13:24.000 --> 01:13:27.367 you know, uh, staff does a pretty good job out there, but 01:13:27.367 --> 01:13:31.533 it’s just so much traffic in some of these areas that I 01:13:31.533 --> 01:13:34.867 think there’s a extra helping hand needed, so I’m, I’m happy 01:13:34.867 --> 01:13:37.000 that we have this program that we’re putting in place that 01:13:37.000 --> 01:13:41.834 we’re gonna have the community involved, which gives uh 01:13:41.834 --> 01:13:45.467 ownership as well. Uh, I do think in, in, uh, this is just 01:13:45.467 --> 01:13:50.200 for you, um. Uh, a staff to consider, but I do think that 01:13:50.200 --> 01:13:54.033 when we talk about some of the usage of the reservation area 01:13:54.033 --> 01:13:56.634 as picnic, uh, the, you know, the picnic areas and other 01:13:56.634 --> 01:14:00.100 places that people can can rent or reserve. I think that 01:14:00.100 --> 01:14:05.266 there’s a, there needs to be a discussion in terms of um 01:14:05.266 --> 01:14:08.467 maintaining our high standards there. Uh, what we can do is a 01:14:08.467 --> 01:14:11.233 city to encourage people to do that as well. Uh, I don’t think 01:14:11.233 --> 01:14:14.266 we need to talk on it, but I just do want to get this on the 01:14:14.266 --> 01:14:16.734 record because I don’t uh city manager struggle will watch it 01:14:16.734 --> 01:14:20.166 and then I know Greg. You’re here as well. Um, so let’s make 01:14:20.166 --> 01:14:23.900 sure that because people love to use those areas for a family 01:14:23.900 --> 01:14:27.166 barbecues or just get togethers or reunions. So I think we need 01:14:27.166 --> 01:14:29.467 to make sure that we’re keeping high standards in those 01:14:29.467 --> 01:14:33.100 locations as well, but I think we’re off to a to a good start, 01:14:33.100 --> 01:14:36.734 taking accountability. Uh, I will say very much thank you to 01:14:36.734 --> 01:14:39.266 the council members for this. I know a council member Garvey, 01:14:39.266 --> 01:14:42.500 this is something that you came in and you were adamant about. 01:14:42.500 --> 01:14:46.367 So thank you for your leadership on that as well. And 01:14:46.367 --> 01:14:48.500 uh I think the more that we can get this out in the more 01:14:48.500 --> 01:14:52.166 partners we can bring in, it’d be nice if You know, uh, we 01:14:52.166 --> 01:14:54.800 have to build up to this, right? But if we get to a point where 01:14:54.800 --> 01:14:58.100 we have various sites, we’ve got 150, 200 people going out 01:14:58.100 --> 01:15:03.500 there. I think we can make a big impact in a day for very 01:15:03.500 --> 01:15:06.100 cheap amount, uh, because we’re always going to be, you know, 01:15:06.100 --> 01:15:08.233 budget conscious with this stuff. So, but again, thank you 01:15:08.233 --> 01:15:10.467 and thank you all for your leadership on it. Thank you, 01:15:10.467 --> 01:15:19.467 Mayor. Thank you, counsel. All right. All right, so next we 01:15:19.467 --> 01:15:23.100 can move to, are there any Excuse me, council member 01:15:23.100 --> 01:15:31.767 reports and announcements. Councilman McGarvey. The Thank 01:15:31.767 --> 01:15:34.367 you. And, and I’m just going to double check because I would 01:15:34.367 --> 01:15:38.100 like to go last if there are others, but if there’s not, 01:15:38.100 --> 01:15:42.367 I’ll go ahead right now, cause I realize. Trying to get 01:15:42.367 --> 01:15:47.734 through this, but I do have 4 things. It’s time for history 01:15:47.734 --> 01:15:50.467 with Grandpa McGarvey. The three very important things, 01:15:50.467 --> 01:15:58.934 and I think this week, um, Well, they all happened this week. Is 01:15:58.934 --> 01:16:05.367 that like a CCTV uh history with grandma. So Monday, April 01:16:05.367 --> 01:16:09.100 28th was Workers’ Memorial Day or International Workers 01:16:09.100 --> 01:16:11.467 International Workers’ Memorial Day. It takes place annually 01:16:11.467 --> 01:16:16.100 around the world on April 28th. Uh, in remembrance of, of 01:16:16.100 --> 01:16:19.200 action for workers killed, disabled, injured, or made 01:16:19.200 --> 01:16:24.100 unwell by their work in 1989, the AFL-CIO declared April 28th 01:16:24.100 --> 01:16:28.266 Workers’ Memorial Day to honor the thousands of workers, uh, 01:16:28.266 --> 01:16:31.634 working people killed and injured on the job every year. 01:16:31.634 --> 01:16:35.200 April 28th is the anniversary of the date that the 01:16:35.200 --> 01:16:38.900 occupational Safety and Health Act of 1970 went into effect. 01:16:38.900 --> 01:16:41.734 And when the occupational Safety and Health 01:16:41.734 --> 01:16:49.000 Administration, OSHA was formed on April 28, 1971. Excuse me, 01:16:49.000 --> 01:16:51.800 Workers’ Memorial Day is an opportunity to highlight for uh 01:16:51.800 --> 01:16:57.133 the preventable nature of most workplace incidents and ill 01:16:57.133 --> 01:17:01.400 health promote campaigns and organization in the fight. For 01:17:01.400 --> 01:17:03.533 improvements in workplace safety, being a working person, 01:17:03.533 --> 01:17:06.200 that’s very important to me. The slogan for the day is 01:17:06.200 --> 01:17:12.634 remember the dead and fight for the living. Uh, Thursday, May 01:17:12.634 --> 01:17:17.934 1st is May Day or International Workers’ Day commemorates 01:17:17.934 --> 01:17:21.100 multiple instances of workers in the latter half of the 19th 01:17:21.100 --> 01:17:24.634 century, being injured or killed while participating in 01:17:24.634 --> 01:17:28.533 general strikes. And what were their demands? Their demands 01:17:28.533 --> 01:17:32.367 were for an eight-hour day. An 8-hour workday. So every time 01:17:32.367 --> 01:17:36.367 you punch out after 8 hours, remember, people died to make 01:17:36.367 --> 01:17:40.800 that possible. And those two things come together in this 01:17:40.800 --> 01:17:51.000 3rd 1. Going back to Tuesday, April 29th. April 29th, 1945. 01:17:51.000 --> 01:17:54.400 was the day that the concentration camp at Dachau 01:17:54.400 --> 01:17:58.734 was liberated. On April 1 and I’m gonna read this. It’s a 01:17:58.734 --> 01:18:03.867 little lengthy. My source is the Holocaust encyclopedia. And 01:18:03.867 --> 01:18:08.200 some personal experience you’re not, I wasn’t at Taco. um, but 01:18:08.200 --> 01:18:13.000 on April 29th, 1945, 80 years ago last Tuesday, American 01:18:13.000 --> 01:18:17.734 forces liberated the Dachau concentration camp. Dakau was 01:18:17.734 --> 01:18:22.000 established in March 1933, and its first regular, it was the 01:18:22.000 --> 01:18:26.266 first regular concentration camp established in Germany by 01:18:26.266 --> 01:18:31.100 Adolf Hitler’s National Socialist Party. Initially, the 01:18:31.100 --> 01:18:35.500 internees were primarily German communists. Social Democrats 01:18:35.500 --> 01:18:40.133 and trade unionists like me. The other political opponents 01:18:40.133 --> 01:18:43.367 of and other political opponents of Hitler. Over time, 01:18:43.367 --> 01:18:47.400 other groups were also interned at Dachau, such as Jehovah’s 01:18:47.400 --> 01:18:53.667 Witnesses. Gypsies, gay men, as well as associals and repeat 01:18:53.667 --> 01:18:59.400 criminal offenders. It wasn’t And I bring this up because we 01:18:59.400 --> 01:19:01.867 typically think of the Jewish people’s plight during the 01:19:01.867 --> 01:19:07.667 Holocaust. But it wasn’t until November of 1938, and I’m not 01:19:07.667 --> 01:19:10.734 detracting from that. I’m saying there was a lot of other 01:19:10.734 --> 01:19:15.934 people included as well. It wasn’t until November of 1938 01:19:15.934 --> 01:19:20.367 in the aftermath of Kristallnacht. Almost 11,000 01:19:20.367 --> 01:19:24.533 Jewish men were interned there. The camp area consisted of 32 01:19:24.533 --> 01:19:30.000 barracks, including one for clergy, imprisoned for opposing 01:19:30.000 --> 01:19:35.133 the Hitler and one reserved for medical experiments performed 01:19:35.133 --> 01:19:40.200 on prisoners. Dachau had some 100, 140 subcamps in southern 01:19:40.200 --> 01:19:46.867 Bavaria. The prisoners were also used as forced laborers. 01:19:46.867 --> 01:19:50.734 Thousands of the dehumanized prisoners there were worked to 01:19:50.734 --> 01:19:55.367 death. Thousands died in gas chambers at nearby camps, and 01:19:55.367 --> 01:19:58.800 thousands were tortured or used in medical experiments and then 01:19:58.800 --> 01:20:07.734 left to die or executed. In April of 1945, there were 01:20:07.734 --> 01:20:11.100 67,665 registered prisoners in Dako and its subcamps. More 01:20:11.100 --> 01:20:15.734 than half this number were in the main camp, which was 5 01:20:15.734 --> 01:20:24.800 acres and 34 barracks, 32,000 people. The Nazis would cram 01:20:24.800 --> 01:20:30.300 1600 people into barracks designed to hold 250 of these, 01:20:30.300 --> 01:20:37.100 22,100 were Jewish people. Twice that number, 43,350 01:20:37.100 --> 01:20:40.734 opposed the Hitler administration and were 01:20:40.734 --> 01:20:43.467 categorized as political prisoners. With the remainder 01:20:43.467 --> 01:20:46.667 falling into various other categories. I’m almost done. 01:20:46.667 --> 01:20:52.266 And 20, on April 29th, 1945, the men of the 45th Infantry 01:20:52.266 --> 01:20:57.000 Division, one of which was my 33 year old maternal 01:20:57.000 --> 01:21:00.000 grandfather who had a wife and 4 children at home in Saint 01:21:00.000 --> 01:21:05.266 Anthony Village, Minnesota. John Melvin Johnson. They 01:21:05.266 --> 01:21:09.100 approached DACA. At first they were alarmed by the 01:21:09.100 --> 01:21:12.800 overwhelming and acrid smell surrounding the area, but once 01:21:12.800 --> 01:21:17.634 inside in 4 days after they witnessed the horrors visited 01:21:17.634 --> 01:21:20.800 upon fellow human beings under the orders of a delusional 01:21:20.800 --> 01:21:25.200 tyrant. We must never forget this, and we must never let it 01:21:25.200 --> 01:21:29.000 happen again, but I’m afraid that this is where the previous 01:21:29.000 --> 01:21:33.100 two items I mentioned come together. Well, I am not a 01:21:33.100 --> 01:21:36.934 sheet metal worker. The sheet metal workers union and the 01:21:36.934 --> 01:21:41.000 painter’s union. Both belonged to the National Building Trades 01:21:41.000 --> 01:21:47.634 Union. And so my brother Kilmar Garcia is being held in a 01:21:47.634 --> 01:21:54.000 concentration camp in Uh, El Salvador, CA, as we speak. This 01:21:54.000 --> 01:22:03.734 is beginning to happen again. Thank you. Sorry, I said 4 01:22:03.734 --> 01:22:08.867 things. I had 1 more. This is good news. I wanted to mention 01:22:08.867 --> 01:22:13.767 the children’s mental health awareness day. Thursday, May 01:22:13.767 --> 01:22:19.533 8th, 2025, 5:30 to 8 p.m. at the Brooklyn Park Community 01:22:19.533 --> 01:22:25.934 Activity Center, and I promise that is all I have. Thank you. 01:22:25.934 --> 01:22:31.934 I was a little sobering to end on, but, uh, well, um, I think 01:22:31.934 --> 01:22:36.634 you’re right, uh. Seeing that there’s no city manager reports 01:22:36.634 --> 01:22:40.367 and announcements and no other announcements from city manager 01:22:40.367 --> 01:22:42.567 um from city councilors, uh, the meeting is adjourned. Thank
