Section 13D 00:01:03.100 --> 00:01:05.867 that 02 rather than in person at the city council’s regular 00:01:05.867 --> 00:01:10.467 meeting place at City Hall, council chambers, 520, 85th 00:01:10.467 --> 00:01:13.467 Avenue North, Brooklyn Park, Minnesota. I’m physically 00:01:13.467 --> 00:01:15.467 present in the city council chambers along with council 00:01:15.467 --> 00:01:18.634 members Christian Eriksson, Amanda Young, Shelley Page, and 00:01:18.634 --> 00:01:20.667 Tony McGarvey. All council members can hear one another 00:01:20.667 --> 00:01:25.467 and can hear all discussion and testimony. Members of the 00:01:25.467 --> 00:01:32.367 public can monitor the council meeting by calling 1-218-302-59 00:01:32.367 --> 00:01:39.533 73 and entering meeting ID 246177433, and then pressing 00:01:39.533 --> 00:01:44.100 the pound sign. When you are asked to enter a participant ID 00:01:44.100 --> 00:01:55.266 or by watching on CCX Media Channel 16 or by live streaming 00:01:55.266 --> 00:01:56.200 it at HTTPS www.Brooklynark.org/City-council 00:01:56.200 --> 00:02:00.367 . Right. So if we could go ahead and rise for the Pledge 00:02:00.367 --> 00:02:17.867 of allegiance. is Into the republic. liberty and justice 00:02:17.867 --> 00:02:32.367 for all. OK. So we’ll go ahead and jump into uh the public 00:02:32.367 --> 00:02:36.033 comment section. Uh, so we’ll start with response to prior 00:02:36.033 --> 00:02:39.567 public comment. Thank you, Mayor Winston. Uh, Mayor 00:02:39.567 --> 00:02:42.767 Winston, members of council, there was one public comment at 00:02:42.767 --> 00:02:49.133 the last council meeting that was from Mr. uh Clave. um Mr. 00:02:49.133 --> 00:02:52.400 Clabe has situation where he’s on the city, um, wastewater 00:02:52.400 --> 00:02:57.300 system, but he receives well water and um As part of what 00:02:57.300 --> 00:03:01.467 we’ve shared with the city council, um, Mr. Clave has a 00:03:01.467 --> 00:03:07.867 couple different options. One, he could Excuse me. Um, meter 00:03:07.867 --> 00:03:12.300 his water system and we’re going to uh our utilities 00:03:12.300 --> 00:03:15.000 manager is going to make sure that he is aware of that 00:03:15.000 --> 00:03:18.033 information. Um, we believe we’ve already shared that, but 00:03:18.033 --> 00:03:20.867 we wanna make sure we’ll share that one more time. The other 00:03:20.867 --> 00:03:25.467 option is, uh, as I’ve shared with city council, um, he is 00:03:25.467 --> 00:03:28.634 currently paying the non-meter base rate, um, and we did a 00:03:28.634 --> 00:03:31.900 comparison of that base rate compared to other pure cities, 00:03:31.900 --> 00:03:36.667 and at this point, uh, we are the lowest or among the lowest 00:03:36.667 --> 00:03:40.000 um base rates for people in similar situations in other 00:03:40.000 --> 00:03:43.233 communities. So, um, if the council wanted to, they could 00:03:43.233 --> 00:03:47.500 change that base rate or what that policy is or Mr. Clave 00:03:47.500 --> 00:03:52.300 could get a water meter at his expense so we can get um a 00:03:52.300 --> 00:03:55.533 detailed reading of actual how much water usage is coming from 00:03:55.533 --> 00:04:01.367 as well, and then in turn um charge them. Through the sewer 00:04:01.367 --> 00:04:04.467 system, um, fee structure based on the water usage amount. 00:04:04.467 --> 00:04:11.000 That’s it. Thanks. All right, so I didn’t receive any forms 00:04:11.000 --> 00:04:13.634 from anybody for public comment. Is there anybody that needs to 00:04:13.634 --> 00:04:18.000 make public comments? All right, so saying nobody needs to make 00:04:18.000 --> 00:04:21.533 public comment, we’ll go ahead and move to approval of the 00:04:21.533 --> 00:04:28.533 agenda. Emir Winston Mayor Winston, uh, City Clerk Montero. 00:04:28.533 --> 00:04:31.233 I just want to make for the record that 00:04:31.233 --> 00:04:36.734 Counciloremblianowski has joined us. Thank you. Uh, let’s 00:04:36.734 --> 00:04:47.200 see. A council member Page. Can we add 7.3? Is that, do I need 00:04:47.200 --> 00:04:52.100 to do that now? I think you just said um. Just to add to 00:04:52.100 --> 00:04:55.900 the agenda. Motion to approve the agenda with added with 00:04:55.900 --> 00:05:03.767 items. OK, perfect. Uh, motion to approve. To add A 7.3 to the 00:05:03.767 --> 00:05:11.734 agenda. Is there a second? All right. So the motion was made 00:05:11.734 --> 00:05:15.400 by um council member Page, seconded by Council member 00:05:15.400 --> 00:05:20.834 Eriksson, um, All those in favor say aye Winston. Oh, 00:05:20.834 --> 00:05:26.133 that’s right. Roll call. OK, this is for the approval of the 00:05:26.133 --> 00:05:31.467 agenda item 3A Council member Erikson. Council members young 00:05:31.467 --> 00:05:38.000 Councilman Rick Kanowski. I remember Page. Council member 00:05:38.000 --> 00:05:44.467 McGarvey. Council member Tran. I Mary Winston. I love state, 00:05:44.467 --> 00:05:49.300 so. The motion passes with 6 yes votes, 0 no votes, 1 00:05:49.300 --> 00:05:54.567 abstention. Do, do, was that to add or was that for the whole 00:05:54.567 --> 00:06:02.634 agenda? That was just a OK, cool. So next we’ll move to 00:06:02.634 --> 00:06:05.133 public presentations, uh, proclamations, receipt of 00:06:05.133 --> 00:06:09.467 general communication, so we’ll step down to introduction of 00:06:09.467 --> 00:06:42.133 new employees. And 00:11:49.533 --> 00:11:55.367 whereas in 2013, Governor Mark Dayton proclaimed May 14th as 00:11:55.367 --> 00:11:58.533 Minnesota’s Hmong American Day. Now, therefore, Holly Hollis 00:11:58.533 --> 00:12:01.900 Winston, on behalf of the city council, city staff, residents, 00:12:01.900 --> 00:12:07.634 and the community at large do hereby proclaim May 1st through 00:12:07.634 --> 00:12:11.867 May 31st, 2025, as Asian Pacific American Heritage Month 00:12:11.867 --> 00:12:15.734 in Brooklyn Park to recognize and celebrate the many 00:12:15.734 --> 00:12:19.266 contributions diverse cultures and extensive histories. Of the 00:12:19.266 --> 00:12:45.567 Asian Pacific American community. All right, we have a 00:12:45.567 --> 00:12:50.467 few more proclamations, um, so, uh, declaring May 18th through 00:12:50.467 --> 00:12:55.100 20th, 18th through the 24th, 2025 as National Public Works 00:12:55.100 --> 00:12:59.367 Week in the city of Brooklyn Park. So whereas public works 00:12:59.367 --> 00:13:01.533 professionals focus on infrastructure facilities and 00:13:01.533 --> 00:13:05.867 services that are of vital importance to sustainable and 00:13:05.867 --> 00:13:09.000 resilient communities and to the public health, high quality 00:13:09.000 --> 00:13:12.200 of life and well-being of the people of the city of Brooklyn 00:13:12.200 --> 00:13:15.567 Park, and whereas these infrastructure facilities and 00:13:15.567 --> 00:13:18.634 services could not be provided without the dedicated efforts 00:13:18.634 --> 00:13:21.867 of public works professionals who are engineers, managers and 00:13:21.867 --> 00:13:25.100 employees and all levels of government and the private 00:13:25.100 --> 00:13:28.734 sector were responsible for rebuilding, improving and 00:13:28.734 --> 00:13:30.667 protecting our nation’s transportation, water supply, 00:13:30.667 --> 00:13:33.667 water treatment, and solid waste systems and public 00:13:33.667 --> 00:13:36.734 buildings and other structures and facilities essential for 00:13:36.734 --> 00:13:40.533 our citizens as where as it is in the public interest for the 00:13:40.533 --> 00:13:42.834 resident civic leaders and children in the city of 00:13:42.834 --> 00:13:46.934 Brooklyn Park to gain knowledge of And to maintain an ongoing 00:13:46.934 --> 00:13:49.734 interest and understanding of the importance of public works 00:13:49.734 --> 00:13:52.467 and public works programs in their respective communities 00:13:52.467 --> 00:13:56.634 and whereas the year 2025 marks the sixty-fifth annual National 00:13:56.634 --> 00:14:00.000 Public Works Week sponsored by the American Public Works 00:14:00.000 --> 00:14:02.734 Association. Now, therefore, be it resolved, I, Hollis Winston, 00:14:02.734 --> 00:14:06.233 mayor of the city of Brooklyn Park, do hereby designate the 00:14:06.233 --> 00:14:11.000 week May 18th through 24th, 2025 as National Public Works 00:14:11.000 --> 00:14:14.300 Week, I urge all residents to join with representatives of 00:14:14.300 --> 00:14:17.033 the American. Public Works Association and government 00:14:17.033 --> 00:14:20.533 agencies and activities, events, and ceremonies designed to pay 00:14:20.533 --> 00:14:23.767 tribute to our public works professionals, engineers, 00:14:23.767 --> 00:14:27.100 managers and employees and to recognize the substantial 00:14:27.100 --> 00:14:30.166 contributions they make to protecting our national health, 00:14:30.166 --> 00:14:34.533 safety and quality of life for all. Um, so that was a shorter 00:14:34.533 --> 00:14:38.233 one just like, and when we talk to a lot of our public works or 00:14:38.233 --> 00:14:42.533 ONM people, they tend not to overtalk you. Uh, they tend to 00:14:42.533 --> 00:14:44.867 focus on just getting the work done. I think we appreciate 00:14:44.867 --> 00:14:47.400 that. We don’t need everybody up here speaking as, as much as 00:14:47.400 --> 00:14:50.567 I do. Um, but I think it’s incredibly important the work 00:14:50.567 --> 00:14:55.867 that you do, uh, whether it comes to, um, sewage or uh 00:14:55.867 --> 00:14:58.533 water quality or some of the things with our streets, the 00:14:58.533 --> 00:15:01.133 public buildings, you basically take care of so much of the 00:15:01.133 --> 00:15:04.467 infrastructure that we rely on as a city, but nobody, 00:15:04.467 --> 00:15:07.533 everybody drives by so much of the infrastructure that you 00:15:07.533 --> 00:15:10.233 provide every day, but they don’t necessarily realize it, 00:15:10.233 --> 00:15:13.800 but the city absolutely does not function without what many 00:15:13.800 --> 00:15:15.200 of you bring to the. table and what you bring across the 00:15:15.200 --> 00:15:19.200 nation as well. So I just, I do want to say a heartfelt thank 00:15:19.200 --> 00:15:23.000 you for, for that and uh for what you do for our city, and 00:15:23.000 --> 00:15:26.800 you do it quietly, and you do it without much fanfare or 00:15:26.800 --> 00:15:29.734 recognition. So, you do deserve a week uh to recognize you. So 00:15:29.734 --> 00:15:46.533 thank you. All right. So next, uh, proclaiming May 11th 00:15:46.533 --> 00:15:51.900 through 17, 2025 as Police Week in the city of Brooklyn Park, 00:15:51.900 --> 00:15:54.634 whereas the Congress and President of the United States 00:15:54.634 --> 00:15:58.000 have designated May 15th as peace officers Memorial Day, 00:15:58.000 --> 00:16:01.533 and the week in which May 15th falls as National Police Week 00:16:01.533 --> 00:16:04.900 and, whereas the members of Brooklyn Park Police Department 00:16:04.900 --> 00:16:07.000 play an essential role in safeguarding the rights and 00:16:07.000 --> 00:16:09.467 freedoms of Brooklyn Park, and whereas it is important that 00:16:09.467 --> 00:16:11.634 all residents know. And understand the duties, 00:16:11.634 --> 00:16:14.934 responsibilities, hazards, and sacrifices of their law 00:16:14.934 --> 00:16:17.667 enforcement agency and that members of our law enforcement 00:16:17.667 --> 00:16:20.734 agency recognize their duty to serve the people by 00:16:20.734 --> 00:16:23.467 safeguarding life and property, protecting them against 00:16:23.467 --> 00:16:26.200 violence and disorder and protecting the innocent and 00:16:26.200 --> 00:16:29.734 whereas the men and women of Brooklyn Park Police Department 00:16:29.734 --> 00:16:32.367 unceasingly provide a vital public service, whereas during 00:16:32.367 --> 00:16:36.200 the week of May 11, 2025, the city of Brooklyn Park will 00:16:36.200 --> 00:16:40.266 observe Police Week to commemorate law enforcement 00:16:40.266 --> 00:16:43.133 officers passed. and present who by their faithful and loyal 00:16:43.133 --> 00:16:45.467 devotion to their responsibilities have rendered 00:16:45.467 --> 00:16:49.000 a dedicated service to the community and in so doing have 00:16:49.000 --> 00:16:51.166 established a reputation for preserving the rights and 00:16:51.166 --> 00:16:54.367 security of all residents. Now therefore, I, Hollis Winston, 00:16:54.367 --> 00:16:58.200 mayor of the city of Brooklyn Park, do hereby proclaim May 00:16:58.200 --> 00:17:02.867 11th through 17, 2025 as Police Week and call upon all 00:17:02.867 --> 00:17:07.634 residents of Brooklyn Park to observe the 15th day of May 00:17:07.634 --> 00:17:10.567 2025 as peace officers Memorial Day in honor of those law 00:17:10.567 --> 00:17:13.000 enforce. officers who, through their courageous deeds have 00:17:13.000 --> 00:17:16.266 made the ultimate sacrifice in service to their community or 00:17:16.266 --> 00:17:18.867 have become disabled in performance of duty, and let us 00:17:18.867 --> 00:17:22.834 recognize and pay respect to the survivors of our fallen 00:17:22.834 --> 00:17:27.000 heroes, a survivors of our fallen heroes. So, um, you know, 00:17:27.000 --> 00:17:32.767 this, this also is heartfelt for me. I know that 2022, uh. I 00:17:32.767 --> 00:17:35.900 got elected and uh I didn’t know what to expect from our 00:17:35.900 --> 00:17:39.734 police department because Not always has my community had 00:17:39.734 --> 00:17:42.934 that strong relationship. But I think one of the things that um 00:17:42.934 --> 00:17:47.266 Has been very much a blessing, uh, for the council and for the 00:17:47.266 --> 00:17:52.533 city is that We have a police chief, we have a police 00:17:52.533 --> 00:17:56.367 officers who are dedicated to a city that works, uh, a city 00:17:56.367 --> 00:18:00.533 that respects everyone, and I think we have made uh leaps and 00:18:00.533 --> 00:18:03.734 bounds in terms of the relationship with within our 00:18:03.734 --> 00:18:07.467 community and that has really, what I love is that our police 00:18:07.467 --> 00:18:10.133 department embraced that and they also have results to point 00:18:10.133 --> 00:18:15.634 to that with crime at a 30-year low. Um, they’ve embraced 00:18:15.634 --> 00:18:17.367 programs and projects that maybe other people would see as 00:18:17.367 --> 00:18:20.834 a threat to them, but I think they saw the whole system and 00:18:20.834 --> 00:18:23.934 how all of that can work, uh, and I think they really might 00:18:23.934 --> 00:18:26.634 embraced, you know, all of the diversity and I, I think people 00:18:26.634 --> 00:18:29.900 have to look at diversity is not just uh skin color, right? 00:18:29.900 --> 00:18:33.100 But all of the diversity and all of the communities within 00:18:33.100 --> 00:18:36.266 Brooklyn Park, they’ve begun to really learn about how those 00:18:36.266 --> 00:18:41.000 communities work, uh, build relationships with people uh 00:18:41.000 --> 00:18:44.367 throughout those communities and um what’s often untold is 00:18:44.367 --> 00:18:47.667 that those officers are putting themselves in harm’s way in 00:18:47.667 --> 00:18:50.233 many situations, and that’s not talked about. On a regular 00:18:50.233 --> 00:18:52.900 basis, they accept that with the job, but I think that does 00:18:52.900 --> 00:18:55.400 need to be called out and it and it does need to be called 00:18:55.400 --> 00:18:58.300 out that we have a police department that is very much 00:18:58.300 --> 00:19:01.533 leading the nation in terms of how we solve these problems and 00:19:01.533 --> 00:19:05.800 build these relationships. So I want to say thank you, um, 00:19:05.800 --> 00:19:08.867 Chief Burley and um to our police department, and I, and I, 00:19:08.867 --> 00:19:11.533 I know our fire chief is here. You’ll get another day, I 00:19:11.533 --> 00:19:15.934 promise you guys, um, but, uh, today, I just want to say thank 00:19:15.934 --> 00:19:28.634 you to our police department, so. It’s a busy month for 00:19:28.634 --> 00:19:32.367 proclamations, by the way. Uh, so this next one is declaring 00:19:32.367 --> 00:19:36.233 the month of May 2025, older Americans Month in the city of 00:19:36.233 --> 00:19:40.800 Brooklyn Park. So that would exclude my mother if I had a 00:19:40.800 --> 00:19:44.133 conversation with her, uh, she would reject that. So, whereas 00:19:44.133 --> 00:19:46.266 Brooklyn Park includes a growing number of older 00:19:46.266 --> 00:19:49.934 Americans who contribute their time, wisdom and experience to 00:19:49.934 --> 00:19:52.100 our community and whereas communities benefit when people 00:19:52.100 --> 00:19:54.867 of all ages, abilities and backgrounds have the 00:19:54.867 --> 00:19:58.133 opportunity to participate and live independently. And whereas 00:19:58.133 --> 00:20:00.667 Brooklyn Park recognizes the need to create a community that 00:20:00.667 --> 00:20:03.367 offers the services and supports older adults who may 00:20:03.367 --> 00:20:07.300 need to make choices about how they age, and whereas 00:20:07.300 --> 00:20:09.266 administration for Community living established the month of 00:20:09.266 --> 00:20:13.634 May as Older Americans Month, beginning in 1963, and whereas 00:20:13.634 --> 00:20:17.734 this year’s theme, flip the script on aging, focuses on the 00:20:17.734 --> 00:20:21.100 importance of combating ages to transform house society 00:20:21.100 --> 00:20:24.867 perceives, talks about, and approaches aging by challenging 00:20:24.867 --> 00:20:27.467 stereotypes and highlighting the benefits of healthy aging 00:20:27.467 --> 00:20:30.000 and whereas Brooklyn Park can work to build an even better 00:20:30.000 --> 00:20:34.800 community for our older residents by exploring and 00:20:34.800 --> 00:20:36.166 combating stereotypes, celebrating the contributions 00:20:36.166 --> 00:20:38.533 of people of all ages in the workplace and community. 00:20:38.533 --> 00:20:41.767 Inspiring older adults to push past traditional boundaries, 00:20:41.767 --> 00:20:45.033 avoiding ages statements when talking about growing older, 00:20:45.033 --> 00:20:48.133 embracing our community’s diversity, promoting fact-based 00:20:48.133 --> 00:20:51.467 messages about older adults’ abilities and value to 00:20:51.467 --> 00:20:54.634 communities. Now, therefore, I holla Winston, mayor of the 00:20:54.634 --> 00:20:59.467 city of Brooklyn Park, do hereby proclaim May 2025 to be 00:20:59.467 --> 00:21:02.834 older Americans month and urge every resident to celebrate our 00:21:02.834 --> 00:21:05.800 older citizens, help to create an inclusive society and accept 00:21:05.800 --> 00:21:08.634 the challenge of flexible thinking around aging. So just 00:21:08.634 --> 00:21:12.367 a few things on this. I think this is an incredibly important 00:21:12.367 --> 00:21:15.934 um proclamation. I know that, uh, you know, as mayor, there 00:21:15.934 --> 00:21:20.200 have been certain groups I’ve, I’ve not always, uh, we have 00:21:20.200 --> 00:21:22.900 not always meshed, and I’m not talking about older Americans. 00:21:22.900 --> 00:21:25.634 But, um, specific groups, and there were some people that 00:21:25.634 --> 00:21:28.200 came to me and they said, well, do you want to have a sit down 00:21:28.200 --> 00:21:31.567 and talk to these groups to see what what’s going on or how you 00:21:31.567 --> 00:21:35.734 can improve that relationship. And they said, why don’t we get 00:21:35.734 --> 00:21:38.100 somebody an elder in the community who’s been there. who 00:21:38.100 --> 00:21:41.533 has the wisdom, who has the gravitass, uh, to kind of 00:21:41.533 --> 00:21:44.033 create and bring this healing. And I think that’s one 00:21:44.033 --> 00:21:47.934 important thing that we don’t always um speak to as the 00:21:47.934 --> 00:21:50.100 incredible amount of wisdom that we just do not take 00:21:50.100 --> 00:21:52.400 advantage of within our own community. I think the second 00:21:52.400 --> 00:21:57.033 thing that I want to point out that this is not all talk, so, 00:21:57.033 --> 00:21:59.900 um, council member Page has been a wonderful addition to 00:21:59.900 --> 00:22:03.400 our council, and one thing she has made very clear is that as 00:22:03.400 --> 00:22:07.266 we grow this biotech district, there needs to be housing, uh, 00:22:07.266 --> 00:22:10.867 for everybody, and that also needs include 55 plus housing 00:22:10.867 --> 00:22:14.634 for folks as well. And so I think that um we just need to 00:22:14.634 --> 00:22:17.767 make sure that, you know, as we build this city, we’re keeping 00:22:17.767 --> 00:22:20.166 people in mind. The last thing I’ll say is our community 00:22:20.166 --> 00:22:22.667 activity center that we are actively lobbying for, uh, to 00:22:22.667 --> 00:22:26.400 grow out, right? There will be programming in there for um 00:22:26.400 --> 00:22:30.567 older Americans as well. So I don’t think we, um, I get 00:22:30.567 --> 00:22:33.900 accused of talking a lot, maybe I do. However, we are also 00:22:33.900 --> 00:22:38.634 trying to meet that incredible amount of talk with even more, 00:22:38.634 --> 00:22:42.500 uh, action, uh, in meeting the needs of our community. So 00:22:42.500 --> 00:22:45.100 incredibly important um that wisdom is something that I 00:22:45.100 --> 00:22:48.800 think we need to get more of, uh, but I also think we need to, 00:22:48.800 --> 00:22:53.634 as we expand as a city program for everybody, so that multiple 00:22:53.634 --> 00:22:57.834 generations can stay within the city, uh, and, uh, we can, 00:22:57.834 --> 00:23:32.000 everyone can learn from everyone. So, thank you. OK, so 00:23:32.000 --> 00:23:38.867 next we’ll go ahead and Um, moved to the consent agenda. Is 00:23:38.867 --> 00:23:47.567 there a motion to Approved the consent agenda. Exactly. Right. 00:23:47.567 --> 00:23:53.400 Uh, so the motion was made by Councilor Merrickson. Excuse me, 00:23:53.400 --> 00:23:55.634 um, seconded by Council member McGarvey, I will abstain from 00:23:55.634 --> 00:24:00.266 this one because there’s a few things on. Uh, THC in here, um, 00:24:00.266 --> 00:24:07.834 but we will need a roll call vote. OK. And we’re voting on 00:24:07.834 --> 00:24:12.200 agenda item 4.0 consent. Council members young. Council 00:24:12.200 --> 00:24:22.266 member Klinowski. Council member Kleanowski. Hi. Uh 00:24:22.266 --> 00:24:26.867 council member Page. Council member McGarvey Council member 00:24:26.867 --> 00:24:35.734 Tran. I Council member in or excuse me, Erikson. And Mayor 00:24:35.734 --> 00:24:42.066 Winston I’ll abstain. Abstain. OK. The motion passes with 6 00:24:42.066 --> 00:24:48.400 yes votes, 0, no votes, 1 abstention. Great. So next 00:24:48.400 --> 00:24:56.166 we’re gonna move into Um, item 5.1. 1 2nd to shuffle by all 00:24:56.166 --> 00:25:02.800 the papers. All right. So, uh, this is, this is to approve an 00:25:02.800 --> 00:25:06.533 off-sale intoxicating liquor license for uh savings Inc. 00:25:06.533 --> 00:25:09.934 doing business as Brooklyn Liquor is located at 6256 Moon 00:25:09.934 --> 00:25:16.133 Avenue North, Brooklyn Park, Minnesota, 55428. We have Keith. 00:25:16.133 --> 00:25:19.467 Thank you, Mayor and council members. As you stated, Mr. 00:25:19.467 --> 00:25:24.133 Mayor, uh, item 5.1 is a public hearing tonight to prove an off 00:25:24.133 --> 00:25:26.266 sale intoxicating liquor license for savants 00:25:26.266 --> 00:25:30.000 Incorporated. They’re doing business as Brooklyn Liquors 00:25:30.000 --> 00:25:33.233 located at 6256 Boone Avenue North. This is a new license, 00:25:33.233 --> 00:25:37.133 but it’s a change of ownership, so this is not an additional 00:25:37.133 --> 00:25:39.834 off-sale liquor store. This is simply a change of ownership 00:25:39.834 --> 00:25:43.100 which requires a new license. Uh, the application and the 00:25:43.100 --> 00:25:46.634 background check have been approved. Staff does recommend 00:25:46.634 --> 00:25:49.100 approval of the license. The applicant is. here this evening 00:25:49.100 --> 00:25:51.467 if there are any questions, but that will stand for any 00:25:51.467 --> 00:25:59.400 questions. Thank you. Uh, council member Page, and then 00:25:59.400 --> 00:26:01.767 so we’ll go through counsel, uh, questions first, then we’ll 00:26:01.767 --> 00:26:10.100 open it up for the hearing. But Council member Page. They Thank 00:26:10.100 --> 00:26:13.800 you, Mayor. I was just asking, um, I wasn’t able to find any 00:26:13.800 --> 00:26:16.033 information about the business who’s taking over. Are they 00:26:16.033 --> 00:26:22.367 currently doing business in Brooklyn Park or? In the area 00:26:22.367 --> 00:26:25.667 Um, I would maybe invite the, the business owner up to asking 00:26:25.667 --> 00:26:28.934 you to answer some of those questions about um current 00:26:28.934 --> 00:26:30.400 business practices where they are and coming from if they 00:26:30.400 --> 00:26:49.100 could. OK. Line up, no, sir. Hi. Um, I’m Saya Dama and um. We 00:26:49.100 --> 00:26:53.367 have applied for the liquor license of Brooklyn Liquors in 00:26:53.367 --> 00:26:57.634 Brooklyn Park. Prior to that, um, Yes, as far as business, we 00:26:57.634 --> 00:27:02.400 have 2 other businesses in the cities, one in Saint Louis Park, 00:27:02.400 --> 00:27:06.667 Texas Tonka is our business, and, uh, we have been running 00:27:06.667 --> 00:27:10.934 it for the last 5 years successfully. And uh in Coon 00:27:10.934 --> 00:27:14.200 Rapids, we have another business, uh, which is the Kun 00:27:14.200 --> 00:27:17.000 Rapids liquor store, which was a municipal store, multiple 00:27:17.000 --> 00:27:20.000 liquor store taken over by private. And we have been 00:27:20.000 --> 00:27:24.800 running it for more than 5 years successfully. So, in 00:27:24.800 --> 00:27:27.634 addition, uh, we have a couple of other things, but prior to 00:27:27.634 --> 00:27:32.266 that, yes, I have been in Twin Cities for more than 35 years. 00:27:32.266 --> 00:27:37.100 And worked with Carlsson Group of Industries for 25, 26 years, 00:27:37.100 --> 00:27:42.533 then came into retail investments myself. So that’s 00:27:42.533 --> 00:27:45.934 my background and uh yeah, Brooklyn Liquors, actually the 00:27:45.934 --> 00:27:50.000 whole Brooklyn Park, that area, uh, we found out that in the 00:27:50.000 --> 00:27:54.200 market, so we just came and looked at it and found that’s a 00:27:54.200 --> 00:27:57.400 good place to start our business, so we came here. 00:27:57.400 --> 00:28:00.166 Great, thank you for doing business in Brooklyn Park. 00:28:00.166 --> 00:28:04.367 Thank you. You’re 00:32:15.200 --> 00:32:21.200 voting on agenda item 5.2. A council member Page. Council 00:32:21.200 --> 00:32:36.667 member McGarvey. Remember Tran? Councilmemb Tran. OK council 00:32:36.667 --> 00:32:42.734 member, uh, Erickson. Councilman Rijo Council member 00:32:42.734 --> 00:32:55.834 Kanowski. Hi. OK. Council member Tran. I Mayor Winston, 00:32:55.834 --> 00:32:59.533 the motion passes with 7 yes votes, 0 or no votes. All right, 00:32:59.533 --> 00:33:02.367 well, congratulations, uh, and again, thank you for doing 00:33:02.367 --> 00:33:09.667 business in Brooklyn Park. Um, so next we will Move to item 00:33:09.667 --> 00:33:14.033 5.3, approved, uh, proposed reallocation use of fiscal year 00:33:14.033 --> 00:33:17.667 2024, 2025 urban Hennepin County Community Development 00:33:17.667 --> 00:33:21.934 Black Grant Program funds and authorized execution of 00:33:21.934 --> 00:33:23.500 sub-recipient agreement with Hennepin County and any 00:33:23.500 --> 00:33:30.400 third-party agreements. We have, uh, Mr. John Cannara, housing 00:33:30.400 --> 00:33:34.233 redevelopment coordinator. A living mayor, council member. 00:33:34.233 --> 00:33:38.934 My name is John Kiara, housing and redevelopment Coordinator, 00:33:38.934 --> 00:33:44.934 City of Brooklyn Park. And before you tonight here is, uh, 00:33:44.934 --> 00:33:50.800 A reallocation of Community development block grants for 00:33:50.800 --> 00:33:58.367 the physical year 2024. 2025. As a little bit of a program 00:33:58.367 --> 00:34:04.367 overview, uh, CDBG is a program that’s operated by the 00:34:04.367 --> 00:34:08.934 Department of Housing and Urban Development, and that has been 00:34:08.934 --> 00:34:13.734 the case since 1975. At the national objective for this 00:34:13.734 --> 00:34:18.000 program countrywide is to benefit low to moderate income 00:34:18.000 --> 00:34:23.867 households in their communities. And the funding to different 00:34:23.867 --> 00:34:28.667 communities across the country is based on the population. 00:34:28.667 --> 00:34:31.867 Poverty index in specific communities as well as. 00:34:31.867 --> 00:34:37.734 Concentration of housing units. Uh, Brooklyn Park has been 00:34:37.734 --> 00:34:44.200 collaborating with Hennepin County for the past 42 years to 00:34:44.200 --> 00:34:47.934 administer this program and we do this through a joint 00:34:47.934 --> 00:34:51.266 cooperation agreement that we have executed with the county 00:34:51.266 --> 00:34:58.100 that runs for 3 years and the current contract goes up to 00:34:58.100 --> 00:35:07.166 July of 2026. Those are the income guidelines that we use, 00:35:07.166 --> 00:35:09.934 uh, in administering this program because it’s mainly 00:35:09.934 --> 00:35:14.634 designed for law. to moderate income households in the 00:35:14.634 --> 00:35:17.367 communities and so these numbers they come every year 00:35:17.367 --> 00:35:22.100 and this is what we use uh 2025 numbers have not come out yet. 00:35:22.100 --> 00:35:32.200 So they likely to come out any time now? And so why are we 00:35:32.200 --> 00:35:36.000 doing this reallocation of funding and so we have a 00:35:36.000 --> 00:35:39.166 project in Brooklyn Park. It’s called the Teen Center Project. 00:35:39.166 --> 00:35:45.233 We did allocate some funding in the previous physical year of 00:35:45.233 --> 00:35:52.000 $23,479,000. This was done in February of 2024. Uh, but 00:35:52.000 --> 00:35:55.667 because of some timing issues and some communication issues 00:35:55.667 --> 00:36:01.667 that end up in County. There was some non-compliance issues 00:36:01.667 --> 00:36:05.367 that were discovered during the environmental assessment. Uh, 00:36:05.367 --> 00:36:09.667 we’ve had a lot of stuff changes at the county and 00:36:09.667 --> 00:36:14.934 somehow some information was not communicated clearly to us 00:36:14.934 --> 00:36:18.667 and the environmental assessment that we did was the 00:36:18.667 --> 00:36:23.100 regular one we did, we normally do over the past several years, 00:36:23.100 --> 00:36:25.667 but because there’s some elements of new construction at 00:36:25.667 --> 00:36:32.634 the tin center. That required a deeper and a wider scope of 00:36:32.634 --> 00:36:36.467 environmental assessment and therefore, uh, we were found to 00:36:36.467 --> 00:36:42.467 be noncompliant. Uh, on that area and so the repercussions 00:36:42.467 --> 00:36:46.934 for that. We either lose that funding, Or reallocated to the 00:36:46.934 --> 00:36:52.367 different program. And so after consultation with city staff 00:36:52.367 --> 00:36:57.634 and Hennepin County staff. So we agreed and based on their 00:36:57.634 --> 00:37:03.533 recommendation as well. to direct the previous year of 00:37:03.533 --> 00:37:09.400 funding to the home rehab defined loan program, which is 00:37:09.400 --> 00:37:14.200 another city administr program that county runs. And so the 00:37:14.200 --> 00:37:17.467 funding for court enforcement will remain the same as it was 00:37:17.467 --> 00:37:22.734 in 2024, 17,500. The only funding that’s gonna change is 00:37:22.734 --> 00:37:26.500 the teen center funding that’s gonna be reallocated and rehab 00:37:26.500 --> 00:37:34.567 loan program. So these changes were commended in order to 00:37:34.567 --> 00:37:38.300 offset, of course. Instead of losing that money, then we’re 00:37:38.300 --> 00:37:43.634 able to use it. In another program here. So the home rehab 00:37:43.634 --> 00:37:48.033 loan in the fiscal year 2025, 2026, which we’re going to move 00:37:48.033 --> 00:37:53.834 to next. Uh, was allocated about 170,000 in these vehicles 00:37:53.834 --> 00:37:58.667 here so that money is gonna be lost because we’re gonna direct 00:37:58.667 --> 00:38:04.467 it to the teen center project. To offset the loss of the 00:38:04.467 --> 00:38:09.266 previous year’s funding, so it simply uh switching the 00:38:09.266 --> 00:38:12.000 physical year funding to make sure that we don’t lose any 00:38:12.000 --> 00:38:24.133 funding. And so that table explains can look and see 2024 00:38:24.133 --> 00:38:30.467 we are located 2,000,214,000 to their home rehab. 2024. So 00:38:30.467 --> 00:38:33.467 we’re switching the money from the Tin center projects and 00:38:33.467 --> 00:38:40.767 bring it to the home rehab. 234 and that will bring the total 00:38:40.767 --> 00:38:45.734 allocation for 2024 to the home rehabiified loan to about 00:38:45.734 --> 00:38:51.467 $450,000. The Environmental health program. was funded up 00:38:51.467 --> 00:38:57.800 to the tune of 17,500. There remain in place for 2024. The 00:38:57.800 --> 00:39:01.100 only program activity that’s gonna lose funding in 2024 is 00:39:01.100 --> 00:39:04.367 the team center. So that’s where you see a 0 there because 00:39:04.367 --> 00:39:14.367 that funding has been moved over to the home rehab. OK. So 00:39:14.367 --> 00:39:22.867 Minimize that just clicking here. Yeah. So, next steps are. 00:39:22.867 --> 00:39:29.734 City votes tonight. Consider that reallocation proposal. And 00:39:29.734 --> 00:39:32.200 the county board is still scheduled to meet in June next 00:39:32.200 --> 00:39:38.867 month. to do the final votes of approving this reallocations. 00:39:38.867 --> 00:39:43.734 And then July 1st, uh, contract executed and then uh start 00:39:43.734 --> 00:39:48.200 using the funds from July. As far as 2025 through June 30, 00:39:48.200 --> 00:39:54.934 2026. And with that, I will take any questions. Uh there is 00:39:54.934 --> 00:39:58.667 a requested action tonight is consider approval of the CDBG 00:39:58.667 --> 00:40:01.800 relocations and program activities for 2024, 2025 00:40:01.800 --> 00:40:06.634 physical years. Thank you. Before I head into the hearing, 00:40:06.634 --> 00:40:12.000 do we have any questions from council members. Yeah. Council 00:40:12.000 --> 00:40:14.734 member Erikson, oh, and please everybody make sure that you 00:40:14.734 --> 00:40:19.100 have your microphones on. We had an issue with, uh, um, 00:40:19.100 --> 00:40:28.033 council members online being able to hear us. Yeah Mr. 00:40:28.033 --> 00:40:31.934 Kunnara, I’m curious. Or maybe Mr. Gladhill might have to 00:40:31.934 --> 00:40:35.500 weigh in here. Um, I noticed in the documentation provided to 00:40:35.500 --> 00:40:42.467 us that Is the compliance issue. Specifically, the um, 00:40:42.467 --> 00:40:47.400 Environmental Study that, that’s what precipitating this 00:40:47.400 --> 00:40:53.667 change. Mayor Winston can Erickson. That’s correct. It 00:40:53.667 --> 00:40:57.467 was the environmental assessment review. Uh, we’ve 00:40:57.467 --> 00:41:03.000 done this several years of using CDBG at at the hood, 00:41:03.000 --> 00:41:09.233 we’ve done so many projects there. We normally do a very 00:41:09.233 --> 00:41:14.100 regular environmental review, but because uh construction was 00:41:14.100 --> 00:41:20.300 done like. Being foundations and breaking the ground, uh, 00:41:20.300 --> 00:41:24.100 Department of Housing required a much comprehensive 00:41:24.100 --> 00:41:26.834 environmental assessment, but that was not communicated to 00:41:26.834 --> 00:41:33.200 the city, uh, because of staff changes at the county and uh 00:41:33.200 --> 00:41:37.934 that was discovered very late in the day after the ground has 00:41:37.934 --> 00:41:43.867 been broken, and so that triggered some kind of uh 00:41:43.867 --> 00:41:45.266 repercussions and the repercussion was real. at the 00:41:45.266 --> 00:41:51.800 funding or lose it. So as it pertains to the possibility of 00:41:51.800 --> 00:41:56.834 getting the $4 million in HUD funding reallocated. Does this 00:41:56.834 --> 00:42:01.867 put that Use for that $4 million in jeopardy also. No, 00:42:01.867 --> 00:42:04.634 and when we hear noncompliance, all really comes down to is 00:42:04.634 --> 00:42:08.367 timing. Um, there were two different allocations of CBBG, 00:42:08.367 --> 00:42:11.000 um, and the staff that was at the county before that would 00:42:11.000 --> 00:42:15.266 help us walk through that wasn’t there, and, um, the 00:42:15.266 --> 00:42:17.467 contract timing and getting the environmental review was done, 00:42:17.467 --> 00:42:20.767 but it didn’t call out the specific grant number. So we 00:42:20.767 --> 00:42:25.000 did it, an environmental review that said CDBG funding, the 00:42:25.000 --> 00:42:28.100 only thing that was missing was grant numbers and timing, so. 00:42:28.100 --> 00:42:31.800 The document itself was done correctly. Um, we had to 00:42:31.800 --> 00:42:35.133 republish that to get the 2nd fiscal year, um, done, and then 00:42:35.133 --> 00:42:38.767 we had to repost it a 3rd time once we actually entered the 00:42:38.767 --> 00:42:42.467 federal dollars that you mentioned, the $4 million. That 00:42:42.467 --> 00:42:45.767 environmental review, um, comment period ends this week. 00:42:45.767 --> 00:42:49.000 And once that public comment period is done, all the 00:42:49.000 --> 00:42:52.233 qualifying costs after that point will become eligible. So 00:42:52.233 --> 00:42:56.400 it’s really, at what point did we issue the bid? What time did 00:42:56.400 --> 00:42:59.734 we get into a construction contract, you know, dating back 00:42:59.734 --> 00:43:02.867 to last November. Um, and expenses we had incurred up to 00:43:02.867 --> 00:43:05.000 that point just weren’t eligible. The other piece I 00:43:05.000 --> 00:43:09.200 would note here too is we’re not losing this money from CDBG. 00:43:09.200 --> 00:43:11.533 This is a two-part and the county is very specific on how 00:43:11.533 --> 00:43:15.300 we have to do this. So your next case, you’ll see those 00:43:15.300 --> 00:43:18.834 dollars flipped the other way. So really, it’s the same 00:43:18.834 --> 00:43:21.467 dollars allocated between uh different fiscal years. So to 00:43:21.467 --> 00:43:24.934 get to your final question, council member, um, this does 00:43:24.934 --> 00:43:29.934 not, uh, diminish our chances of getting those $4 million 00:43:29.934 --> 00:43:33.734 federal grants. Um, we’re working even up to today to get 00:43:33.734 --> 00:43:36.634 that final application in, uh, with Aon. um, what we’ve been 00:43:36.634 --> 00:43:40.200 told is there is a pathway to the approval, but only expenses 00:43:40.200 --> 00:43:43.533 that occur after that environmental review public 00:43:43.533 --> 00:43:46.166 comment period ends. That’s a qualifying activity, and then 00:43:46.166 --> 00:43:50.800 from there forward, we can charge against that. That’s why 00:43:50.800 --> 00:43:54.266 we’re switching fiscal years to the future fiscal year, um, to 00:43:54.266 --> 00:43:58.266 make that happen in the CDB CDBG context. That was a lot of 00:43:58.266 --> 00:44:08.467 words, but hopefully, um, gives the bigger picture. Any further 00:44:08.467 --> 00:44:12.867 questions? All right. Uh, so we’ll go ahead and open it up 00:44:12.867 --> 00:44:19.667 to the public. Uh, hearing portion. All right. Anybody 00:44:19.667 --> 00:44:23.533 have any comments or questions in the audience? All right, 00:44:23.533 --> 00:44:26.667 seeing none, we will close that portion. Would anybody care to 00:44:26.667 --> 00:44:40.100 make the motion? Council members. Like to make a motion 00:44:40.100 --> 00:44:46.000 to waive the reading and adopt resolution, um. Approving 00:44:46.000 --> 00:44:50.734 proposed reallocation use of fiscal year 2024 2025 urban 00:44:50.734 --> 00:44:54.934 Hennepin County Community Development Block Grant program 00:44:54.934 --> 00:44:59.200 funds and authorizing execution of sub recipient recipient 00:44:59.200 --> 00:45:02.400 agreement with Hennepin County and any third-party agreements. 00:45:02.400 --> 00:45:06.166 All right, so the motion was made by Councilor Jean, 00:45:06.166 --> 00:45:09.634 seconded by Councilman McGarvey. We will need a roll call vote. 00:45:09.634 --> 00:45:13.734 You you’re voting on agenda item 5.3. Council member 00:45:13.734 --> 00:45:21.734 McGarvey. Councilmember Tran. I Council member Erikson. memory 00:45:21.734 --> 00:45:29.100 is young. Council member Kanowski. She dropped off. OK. 00:45:29.100 --> 00:45:35.166 Council member page. Mayor Winston. A, the motion passes 00:45:35.166 --> 00:45:39.867 with 6 yes votes, 0 or no votes. All right, thank you. So next, 00:45:39.867 --> 00:45:44.800 we’ll go ahead and move to item 5.4, uh, consider approving 00:45:44.800 --> 00:45:51.000 reallocation of proposed use of fiscal year 2025 slash 2026 00:45:51.000 --> 00:45:54.200 urban Hennepin County Community Development block grant program 00:45:54.200 --> 00:45:57.467 funds and authorized execution of sub-recipient agreement with 00:45:57.467 --> 00:46:00.734 Hennepin County and any third-party agreements. Again, 00:46:00.734 --> 00:46:06.100 we’ll have, uh, Mr. John Cannara. A mayor Winston, uh, 00:46:06.100 --> 00:46:09.734 John Canara, housing and Development Coordinator and uh 00:46:09.734 --> 00:46:15.834 it’s the same, uh, still here we have the reallocation of 00:46:15.834 --> 00:46:22.467 CDBG funding for the physical years 2025, 2026 that we just. 00:46:22.467 --> 00:46:30.934 Completed, uh, On March 10th. Uh, so, program started way 00:46:30.934 --> 00:46:33.667 back in 1975, I administered through the Department of 00:46:33.667 --> 00:46:37.400 Housing and Urban Development. And the national objective is 00:46:37.400 --> 00:46:40.200 the same to benefit low to moderate income households in 00:46:40.200 --> 00:46:44.400 the communities across the United States. The location 00:46:44.400 --> 00:46:48.166 formula is based on population of location, the poverty index, 00:46:48.166 --> 00:46:53.467 and the concentration of housing units. And uh the 00:46:53.467 --> 00:46:56.734 estimated funding for the fiscal year 2025, 2026 for 00:46:56.734 --> 00:47:03.634 Broken Pack is about 438,000. And we collaborated in Hennepin 00:47:03.634 --> 00:47:06.367 County to administer this program through the Joint 00:47:06.367 --> 00:47:18.000 Cooperation Agreement. That’s an income-based program, and so 00:47:18.000 --> 00:47:21.200 those are the guidelines we use to determine who the 00:47:21.200 --> 00:47:27.100 beneficiaries are. And they proposed reallocation is simply 00:47:27.100 --> 00:47:33.533 taking all the funding. For 2025, 2026. And allocating it 00:47:33.533 --> 00:47:40.000 all to the teen center project. Uh, for several reasons.... 12, 00:47:40.000 --> 00:47:47.500 offset the loss of 234,000 from 2024 fiscal year. And 2, to 00:47:47.500 --> 00:47:51.900 focus the funding on the construction work, uh, that’s 00:47:51.900 --> 00:47:55.934 currently underway to increase the capacity. For youth 00:47:55.934 --> 00:48:02.367 programming and young adults at the center. Also in this 00:48:02.367 --> 00:48:07.667 proposal, funding for environmental health. Will be 00:48:07.667 --> 00:48:11.934 eliminated because uh they revised consolidated plans 00:48:11.934 --> 00:48:18.367 requirement for Hennepin County does not. Feature uh funding 00:48:18.367 --> 00:48:22.100 for court enforcement activities across the county. 00:48:22.100 --> 00:48:29.000 So the home rehab loan program, uh, which. has already been 00:48:29.000 --> 00:48:35.934 funded, but the funds for 2024. Will not be funded again with 00:48:35.934 --> 00:48:42.400 this funding. That’s why you see as 0. 2025, 2026 program 00:48:42.400 --> 00:48:51.467 year going to towards the home rehab law. Technology here. OK. 00:48:51.467 --> 00:48:54.166 So we’ve we’ve talked extensively with the Hennepinon 00:48:54.166 --> 00:48:58.367 staff, uh, city staff, and, uh, we are in agreement that this 00:48:58.367 --> 00:49:03.133 is the right way to proceed to make sure that no funds are 00:49:03.133 --> 00:49:06.934 lost and all funds are accounted for and they’re 00:49:06.934 --> 00:49:10.100 directed towards the city’s priorities that we’re currently 00:49:10.100 --> 00:49:14.934 undertaking, mainly the tin and projects and of course helping 00:49:14.934 --> 00:49:18.667 homeowners with home rehab. improvement, um, because as we 00:49:18.667 --> 00:49:22.500 know, Brooklyn Park, the existing housing stock is very 00:49:22.500 --> 00:49:31.033 aged and there’s a lot of need for improvements. And so that 00:49:31.033 --> 00:49:34.100 table there will show you how the allocation is gonna pan out. 00:49:34.100 --> 00:49:40.367 So home rehab initially on March 10th, we allocated about 00:49:40.367 --> 00:49:48.000 170,000. The new proposed reallocation, it gets 0, 00:49:48.000 --> 00:49:53.000 environmental health on muchent we are located 17,500. The new 00:49:53.000 --> 00:49:59.266 reallocation proposal, it gets 0. Sanuin Center, we had 00:49:59.266 --> 00:50:06.200 allocated 250 on March 10th. The new proposed Relocation 00:50:06.200 --> 00:50:18.200 They get 438 total. Now, the next steps, uh, cancel votes 00:50:18.200 --> 00:50:23.834 tonight. On this proposal and then the county board meets in 00:50:23.834 --> 00:50:29.133 June for the final. votes to approve and allocate funding 00:50:29.133 --> 00:50:33.467 for all these proposed programs, contract could be executed July 00:50:33.467 --> 00:50:37.667 1st and then uh work will begin thereafter. through June 30, 26. 00:50:37.667 --> 00:50:44.734 And uh requested action tonight is to consider approval of the 00:50:44.734 --> 00:50:49.000 CDBG reallocation and program activities. For physical a year 00:50:49.000 --> 00:50:58.166 2025 and 2026. And I’ll take questions. If that Uh, council 00:50:58.166 --> 00:51:01.900 members, are there any questions? I know some of this 00:51:01.900 --> 00:51:10.367 was discussed in the last Item. A no questions. We’ll go ahead 00:51:10.367 --> 00:51:16.166 and open up the public hearing portion. So if any residents or 00:51:16.166 --> 00:51:19.867 anybody wants to speak, please do. Right, seeing no one will 00:51:19.867 --> 00:51:23.634 go ahead and close the public hearing portion, and I’ll make 00:51:23.634 --> 00:51:27.200 a motion, um, consider approving reality, let’s see. 00:51:27.200 --> 00:51:32.100 Oh, motion to waive the reading and adopt resolution 2025 00:51:32.100 --> 00:51:38.000 approving the pros proposed reallocation use of fiscal year 00:51:38.000 --> 00:51:41.734 2025, uh 2026 urban Hennepin County Community Development 00:51:41.734 --> 00:51:47.100 Black grant program funds. And authorized execution of 00:51:47.100 --> 00:51:49.367 sub-recipient agreement with Hennepin County and any third 00:51:49.367 --> 00:51:54.033 party agreements. Is there a second? OK. All right, so, uh, 00:51:54.033 --> 00:51:57.867 a motion was made by myself, Mayor Winston, seconded by, uh, 00:51:57.867 --> 00:52:03.634 council member Zhang, uh, we will need a roll call. You’re 00:52:03.634 --> 00:52:11.100 voting on agenda item 5.4. Council member Tran. Council 00:52:11.100 --> 00:52:17.634 member Tran. 8 Council member Eriksson. Council members young. 00:52:17.634 --> 00:52:27.100 Council member Kleanowski. I Council member Page. Remember 00:52:27.100 --> 00:52:32.567 McGarvey. Mayor Winston. The motion passes with 7 yes votes, 00:52:32.567 --> 00:52:37.266 0 or no votes. All right, thank you, thank you, Mr. Kanara, and 00:52:37.266 --> 00:52:41.533 thank you, Director Gladhill. Um, so seeing that there are no 00:52:41.533 --> 00:52:44.867 land use actions, we’ll go ahead and move into general 00:52:44.867 --> 00:52:49.634 action items in the first one will be uh from fire chief Sean 00:52:49.634 --> 00:52:53.233 Conway to initiate the open bid process for the fire station 00:52:53.233 --> 00:53:09.400 project. Good evening, Mayor Winston. Members of the council 00:53:09.400 --> 00:53:12.734 Sean Conway, uh, fire chief, uh, I appreciate this opportunity 00:53:12.734 --> 00:53:16.667 to come to talk to you about the next phases of our fire 00:53:16.667 --> 00:53:23.734 station project. Um, Uh was right. This doesn’t want to 00:53:23.734 --> 00:53:32.200 enhance. It’s clicking in Are. I’m just reiterating our design 00:53:32.200 --> 00:53:36.000 team, CNH architects, along with Kraus Anderson are 00:53:36.000 --> 00:53:38.634 construction manager in the numerous city departments that 00:53:38.634 --> 00:53:42.400 is dedicated to making this project in this West Campus 00:53:42.400 --> 00:53:46.200 development, um, area the best it can be, um, as you can see 00:53:46.200 --> 00:53:49.367 the collaboration not just within the city um departments. 00:53:49.367 --> 00:53:54.667 Uh Of what we’re bringing forth to uh make sure that this fire 00:53:54.667 --> 00:53:57.367 station does serve the community to the best of its 00:53:57.367 --> 00:54:02.133 ability while, uh, Really, in a sense, planning and designing 00:54:02.133 --> 00:54:05.800 that access from the CAC to PICCA and um what’s proposed to 00:54:05.800 --> 00:54:09.266 be the senior center. Um, this is a team that’s been doing, um, 00:54:09.266 --> 00:54:13.367 this work. On this slide highlights the parking area. 00:54:13.367 --> 00:54:18.667 You’re gonna see everything in white. Um, it does Show the 00:54:18.667 --> 00:54:24.000 access, I’ll just be working off saying here, um, the access 00:54:24.000 --> 00:54:27.467 for the fire apparatus on to Zane, uh, moving to Edenbrook 00:54:27.467 --> 00:54:30.734 Terrace to access the campus for the public. You’re gonna 00:54:30.734 --> 00:54:35.200 see. The expansion of the parking area along with the 00:54:35.200 --> 00:54:38.867 proposed fire station location and then moving down to uh 00:54:38.867 --> 00:54:43.100 eighty-fifth, um, previously we had A roundabout designed and 00:54:43.100 --> 00:54:48.000 the Further planning has Because Showing us that we’re 00:54:48.000 --> 00:54:52.867 gonna do a 3-way stop and that, uh, not only comes at a, a cost 00:54:52.867 --> 00:54:55.634 savings, but it’s a little bit more effective for a transition 00:54:55.634 --> 00:54:59.834 from the north and the south uh areas and over to our PICA 00:54:59.834 --> 00:55:05.300 facility. These renderings, um, we’ve seen these before, but 00:55:05.300 --> 00:55:08.867 these are the just the exterior rendings, renderings of the 00:55:08.867 --> 00:55:19.567 fire station that’s proposed. all four sides. Uh, moving to 00:55:19.567 --> 00:55:23.266 the interior, um. These 4 components is why we’re 00:55:23.266 --> 00:55:28.100 building these fire stations. First and foremost for the 00:55:28.100 --> 00:55:31.266 existing infrastructure, the employee health and wellness to 00:55:31.266 --> 00:55:35.100 us to not only ensure cancer reduction initiatives are met 00:55:35.100 --> 00:55:38.834 to industry standards and best practices. Um, we are also 00:55:38.834 --> 00:55:42.567 moving the quarters both for the living quarters and the, 00:55:42.567 --> 00:55:47.867 the areas where the staff will be working and as well as their, 00:55:47.867 --> 00:55:51.100 um, evening and night quarters closer to the apparatus. So 00:55:51.100 --> 00:55:54.400 we’re cutting down that response time we’re shaving 00:55:54.400 --> 00:55:57.000 seconds, not minutes, and our time to get to the scenes of 00:55:57.000 --> 00:56:01.200 house fires is 5 minutes and 20 seconds from the initial. On 00:56:01.200 --> 00:56:04.934 time of notification and this design helps facilitate that 00:56:04.934 --> 00:56:09.200 where our current fire stations do not. As well as one of the 00:56:09.200 --> 00:56:13.400 things that we’ve planned together is we needed to have a 00:56:13.400 --> 00:56:16.734 robust emergency operation center and to include a 00:56:16.734 --> 00:56:19.000 training facility that’s able to meet the demands of our 00:56:19.000 --> 00:56:24.100 community and our emergency calls. And while, lastly, 00:56:24.100 --> 00:56:26.867 updating the office space for our staff to make sure that we 00:56:26.867 --> 00:56:29.634 can work efficiently and effectively. Um, we are at 00:56:29.634 --> 00:56:35.367 capacity. There’s no more room to expand, um. For for office 00:56:35.367 --> 00:56:38.667 space for the staff and this design that’s proposed, uh, 00:56:38.667 --> 00:56:46.100 will do, um, all of those things. Moving to the 2nd floor, 00:56:46.100 --> 00:56:49.266 um, improved living conditions to include what that looks like 00:56:49.266 --> 00:56:55.133 for staff and downtime to reduce stress and Uh, help them 00:56:55.133 --> 00:56:59.000 to recover after emergency calls, as well as what I 00:56:59.000 --> 00:57:02.100 previously mentioned, just the floor plan to get them closer 00:57:02.100 --> 00:57:06.367 to the apparatus to affect the response times. In the bottom 00:57:06.367 --> 00:57:09.133 There is a basement component that does help us secure, uh, 00:57:09.133 --> 00:57:14.900 evidence. Um, for our fire marshal division, as well as uh 00:57:14.900 --> 00:57:17.734 provide an emergency storm shelter, which are facilities 00:57:17.734 --> 00:57:27.767 currently do not. Our campus planning Um Considerable work 00:57:27.767 --> 00:57:32.467 has gone into Planning for the CAC development and what that 00:57:32.467 --> 00:57:36.834 looks like for the future as well as partnering with PICA 00:57:36.834 --> 00:57:40.100 and then developing an area for our senior center, which would 00:57:40.100 --> 00:57:46.467 be the current fire station, um. In this proposal, um, cost to 00:57:46.467 --> 00:57:49.100 be presented this does incorporate all of the parking 00:57:49.100 --> 00:57:52.533 which we have previously discussed, and we have now, in 00:57:52.533 --> 00:57:57.634 a sense. Uh, remove that roundabout concept and are 00:57:57.634 --> 00:58:05.100 going to a three-way stop. So this evening, staff is seeking 00:58:05.100 --> 00:58:07.734 approval to open the bid process for the fire station 00:58:07.734 --> 00:58:14.834 project with a total budget not to exceed $45,104,519 that 00:58:14.834 --> 00:58:18.533 covers both the value engineering. Uh, bid proposal 00:58:18.533 --> 00:58:22.133 in the areas that we’ve discussed those reductions as 00:58:22.133 --> 00:58:25.367 well as the campus site development. And with that, I 00:58:25.367 --> 00:58:33.033 can stand for any questions. Thank you for the presentation 00:58:33.033 --> 00:58:39.133 and all the work on this, uh, council member McGarvey. Thank 00:58:39.133 --> 00:58:45.634 you, Mayor, and thank you, Chief. Uh, so question from a 00:58:45.634 --> 00:58:50.467 uh a resident. And I’m not, I’m not claiming that the resident 00:58:50.467 --> 00:58:57.400 is an expert on any of this, but says the typical city fire 00:58:57.400 --> 00:59:02.133 station costs $10.2 million. Brooklyn Park is asking for 4 00:59:02.133 --> 00:59:08.166 times that amount. What could we get a for 4 for $10.2 00:59:08.166 --> 00:59:13.934 million is by way of a new fire station. Winston members of the 00:59:13.934 --> 00:59:20.367 council. Council member McGarvey, um, the proposed. OK. 00:59:20.367 --> 00:59:29.467 Oh I can move this closer. The proposal back in 2019. To Um, 00:59:29.467 --> 00:59:36.867 not for a new construction, but for Uh Really, the, the 00:59:36.867 --> 00:59:40.100 addition to keep some components of the fire stations 00:59:40.100 --> 00:59:43.000 because the infrastructure project, all of our fire 00:59:43.000 --> 00:59:49.133 stations, uh, they were not built nor were they designed to 00:59:49.133 --> 00:59:54.000 house 24/7 firefighters. Um, but back in 2019, it was, it 00:59:54.000 --> 00:59:58.200 was identified as being a $10 million project back then. So 00:59:58.200 --> 01:00:01.634 now, as we look and we know what happened in 2021, there 01:00:01.634 --> 01:00:07.367 was a, I believe there was a 21% uh increase in. cost of not 01:00:07.367 --> 01:00:11.634 just uh labor materials, but I’m happy to um call up any of 01:00:11.634 --> 01:00:17.467 our team. Well, I’m from Kros Anderson or or CNH that can 01:00:17.467 --> 01:00:22.266 speak to more specifics, um, but lastly I would just like to 01:00:22.266 --> 01:00:25.567 identify the differences between what this resident 01:00:25.567 --> 01:00:27.800 feels in one fire station compared to what this fire 01:00:27.800 --> 01:00:33.000 station will hold. As the city population expands. This isn’t 01:00:33.000 --> 01:00:36.300 just a fire station. This fire station does have a training 01:00:36.300 --> 01:00:39.867 component, all of which we don’t have currently and we 01:00:39.867 --> 01:00:44.133 have to pay uh upwards of $200 to $50,000 to train our staff. 01:00:44.133 --> 01:00:48.467 It requires us to drive to Maplewood to uh in a sense to a 01:00:48.467 --> 01:00:54.367 a Go to a facility that can provide a lot of that training. 01:00:54.367 --> 01:00:58.567 That component was added to this. As well as an ELC, um, 01:00:58.567 --> 01:01:03.400 both for the civil unrest components, um, that the city 01:01:03.400 --> 01:01:07.800 has had even supporting our neighboring communities, uh, 01:01:07.800 --> 01:01:11.400 that was important for us to incorporate into this fire 01:01:11.400 --> 01:01:16.200 station design so that we could recover the city in any manmade 01:01:16.200 --> 01:01:19.467 or natural disaster. So while it’s not just a fire station, 01:01:19.467 --> 01:01:24.133 it is a training facility. It is an emergency operation 01:01:24.133 --> 01:01:27.934 center and it does allow us for expansions as the city. 01:01:27.934 --> 01:01:31.266 population grows, which would accommodate additional staff 01:01:31.266 --> 01:01:34.634 and depending on what the design or the direction is 01:01:34.634 --> 01:01:38.900 going to be for the remaining fire stations, 2 fire stations 01:01:38.900 --> 01:01:41.400 we’re gonna be operating out of this one facility for the 01:01:41.400 --> 01:01:46.166 foreseeable future. Um, it maybe, uh, Ken from Carl 01:01:46.166 --> 01:01:48.367 Sanderson can speak to more of the construction costs. That’d 01:01:48.367 --> 01:01:54.667 be great. Thank you. So for $10.8 million what could we get 01:01:54.667 --> 01:01:58.000 compared to what we’re looking at here. Um, great question and, 01:01:58.000 --> 01:02:01.367 and good evening, Mayor and council, uh, for about 10.8 01:02:01.367 --> 01:02:04.900 million, you’re gonna get about a quarter of the station you’re 01:02:04.900 --> 01:02:08.567 getting right now, um, just to help address some of those 01:02:08.567 --> 01:02:11.133 concerns about costs. Uh, so when we develop these cost 01:02:11.133 --> 01:02:15.400 estimates, we do a detailed estimates on your fire station 01:02:15.400 --> 01:02:19.400 itself, uh, taken off all the doors, uh, concrete masonry, 01:02:19.400 --> 01:02:22.367 steel, things like that to develop this budget. We also 01:02:22.367 --> 01:02:25.533 back checked that with projects that have been recently bid 01:02:25.533 --> 01:02:28.734 other fire stations in the last 6 months just to make sure that 01:02:28.734 --> 01:02:32.533 some of those prices do match and are trending on what the 01:02:32.533 --> 01:02:35.667 current market is, but ultimately at the end of the 01:02:35.667 --> 01:02:40.467 day, your fire station will get competitively bid, uh, so your 01:02:40.467 --> 01:02:43.266 station will get bid out to the market, and that is the the 01:02:43.266 --> 01:02:45.634 real competitive price, not just the estimate that we have 01:02:45.634 --> 01:02:50.133 in front of us today. Thank you. And I’m sorry, you’re, you’re 01:02:50.133 --> 01:02:53.867 with Krauss Anderson? Yeah, my name’s Ken Francis with Kraus 01:02:53.867 --> 01:02:56.100 Anderson Construction. Thank you, Mr. Francis. I have 01:02:56.100 --> 01:02:59.367 another question for you, uh, assuming, and maybe I’m wrong, 01:02:59.367 --> 01:03:03.533 but tell, so tell me if I’m wrong, but that you You are 01:03:03.533 --> 01:03:06.667 involved in planning the planning of many projects of 01:03:06.667 --> 01:03:12.533 this type and others. For cities and, and communities, 01:03:12.533 --> 01:03:20.634 etc. Uh, uh, a constituent says, Anyone. Projecting slash 01:03:20.634 --> 01:03:24.734 planning out 50 years these days with the speed of change 01:03:24.734 --> 01:03:29.634 taking place today, is that in any way, shape or form accurate. 01:03:29.634 --> 01:03:33.367 According to your expert opinion. Thank you, Mayor and 01:03:33.367 --> 01:03:36.166 council. That, that is a good question and that is something 01:03:36.166 --> 01:03:39.400 that our design team can weigh in on as well, but. The future 01:03:39.400 --> 01:03:44.367 is Changing, uh, so there is some limitations about how far 01:03:44.367 --> 01:03:48.166 in front that you can look and plan for, so, um, Quinn, would 01:03:48.166 --> 01:03:52.934 you like to answer that? Good evening, Mayor and council 01:03:52.934 --> 01:03:57.233 members. I’m Quinn Hudson, principal of CNH Architects to 01:03:57.233 --> 01:04:01.467 address, uh, what we typically design, uh, as far as longevity. 01:04:01.467 --> 01:04:05.567 We, we typically are looking at something that reaches 40 to 50 01:04:05.567 --> 01:04:08.767 years as a public investment, we want that to last. We know 01:04:08.767 --> 01:04:11.634 you’re not moving it, you’re not closing. It’s something 01:04:11.634 --> 01:04:14.734 that you will always be needed to serve the community, so best 01:04:14.734 --> 01:04:17.300 value, that’s what we typically work with all our clients to 01:04:17.300 --> 01:04:21.100 focus on. And if I might step back to the previous question 01:04:21.100 --> 01:04:26.367 uh regarding You know, typical other fire stations, uh, We’re 01:04:26.367 --> 01:04:30.400 currently working on, on, I think we have 33 fire stations 01:04:30.400 --> 01:04:33.900 under construction, another 3 in design. We’re doing cla 01:04:33.900 --> 01:04:35.900 stations uh significantly all the time. That’s, that’s our, 01:04:35.900 --> 01:04:40.900 our main work. Um, with that, uh, the size and type and, uh, 01:04:40.900 --> 01:04:44.567 um, of this fire station for a central fire station with 01:04:44.567 --> 01:04:46.900 administration. This is definitely within the size 01:04:46.900 --> 01:04:50.100 range that we would typically see for cities that have 01:04:50.100 --> 01:04:54.100 multiple stations, but the central station like this. 01:04:54.100 --> 01:04:56.767 Thank you very much. And I have one final question for the 01:04:56.767 --> 01:05:02.233 chief. And that is, what is the importance, Chief of having a 01:05:02.233 --> 01:05:06.467 rapid response time as it pertains to Homeowner’s 01:05:06.467 --> 01:05:08.166 insurance premiums, etc. Could you talk about that a little 01:05:08.166 --> 01:05:11.400 bit? Yeah. Um, Mayor Winston, members of the council. Council 01:05:11.400 --> 01:05:15.734 member Garry, I appreciate that question because um the ISO 01:05:15.734 --> 01:05:21.367 rating, which For residential commercial insurances. It 01:05:21.367 --> 01:05:23.800 basically is a scorecard for how our fire department 01:05:23.800 --> 01:05:27.767 operates. It takes into a common community risk reduction, 01:05:27.767 --> 01:05:31.533 our staffing, the apparatus we use, whether or not we have a 01:05:31.533 --> 01:05:35.900 reserve apparatus, our hydrant pressure and flow test, um, 01:05:35.900 --> 01:05:40.567 it’s very robust and we get a score for that. What that does 01:05:40.567 --> 01:05:46.500 is the lower we can get with that score, that equates to 01:05:46.500 --> 01:05:50.367 savings on our homeowners insurance. And part of that, we 01:05:50.367 --> 01:05:54.100 need to have a fire truck on the scene of a house fire 01:05:54.100 --> 01:05:58.800 within 5 minutes and 20 seconds. To put that into perspective, 01:05:58.800 --> 01:06:04.100 um, from the plane crash incident, uh, we, from the time 01:06:04.100 --> 01:06:06.467 that that’s that station, the closest station was notified 01:06:06.467 --> 01:06:11.033 till the time it was on scene was 7 minutes. It took a little 01:06:11.033 --> 01:06:14.800 over 4 minutes of travel time, but even in that 3 minutes, 01:06:14.800 --> 01:06:17.934 that’s them putting the truck in. Park. Getting out. And 01:06:17.934 --> 01:06:23.900 setting up To attack that fire and in doing so saved two 01:06:23.900 --> 01:06:29.533 houses on either side of that. So the timing aspect for 01:06:29.533 --> 01:06:36.634 residential, um, House fires, these are the things that help 01:06:36.634 --> 01:06:39.533 save our citizens money on their insurance rates is 01:06:39.533 --> 01:06:44.734 meeting those standards for ISO. So we were at a high 3, about a 01:06:44.734 --> 01:06:49.500 3.83, um, we’re gonna ask for a reevaluation, and we should get 01:06:49.500 --> 01:06:55.500 to about uh under 32. 2.84, somewhere right in there, um, 01:06:55.500 --> 01:06:59.200 but there’s no ISL class one fire departments in the state 01:06:59.200 --> 01:07:05.767 of Minnesota, and there’s only 19, um, class 2 out of I’d have 01:07:05.767 --> 01:07:09.367 to go back and check the numbers, but a couple 100 fire 01:07:09.367 --> 01:07:12.900 departments. All right. Well, thank you all for your answers 01:07:12.900 --> 01:07:25.233 very much, sir. All right, uh, council member Erikson. Um, I 01:07:25.233 --> 01:07:28.467 was just poking around a little bit because of that question 01:07:28.467 --> 01:07:32.734 you asked Councilman McGarvey. It looks like Ida is building a 01:07:32.734 --> 01:07:38.634 new central fire station to right now, um, and last year, 01:07:38.634 --> 01:07:43.467 their final estimate for that project was $47 million. Which 01:07:43.467 --> 01:07:46.233 did include the purchase of the land, but we already own the 01:07:46.233 --> 01:07:49.934 land, we paid for it a couple of years ago, so. It seems like 01:07:49.934 --> 01:07:54.367 one year later and Seems like we’re right in the ballpark and 01:07:54.367 --> 01:08:07.000 being responsible, so. Council member Page. Thank you, Mayor. 01:08:07.000 --> 01:08:11.800 OK, so just, if you can just remind me of what this uh three 01:08:11.800 --> 01:08:14.467 things. So one, with the square footage is, if you can just 01:08:14.467 --> 01:08:19.300 remind me of the The property and then, well, let’s do that 01:08:19.300 --> 01:08:24.734 first. So the square footage is. The final, the final square 01:08:24.734 --> 01:08:29.867 footage from our pal. But maybe we have to help me on that. the 01:08:29.867 --> 01:08:34.734 top of my head. Brooke’s gonna come give us those details from 01:08:34.734 --> 01:08:37.900 our last conversation, Council member page. And I know you 01:08:37.900 --> 01:08:42.166 presented all of this, but the memory is OK, thank you, it’s a 01:08:42.166 --> 01:08:44.233 good question because from, from where we’ve brought it 01:08:44.233 --> 01:08:48.567 today with the removal of, of the 7th bay, the removal of 01:08:48.567 --> 01:08:52.300 those, the conference room in the two areas. There’s a lot of 01:08:52.300 --> 01:08:54.734 numbers flying around and we can get to that specific number. 01:08:54.734 --> 01:09:00.834 Good evening, Mayor and council members. I’m just to answer 01:09:00.834 --> 01:09:04.000 your question, Councilor, uh, we’re a little over 61,000 01:09:04.000 --> 01:09:09.500 square feet. OK. And we were previously a little over 64,000, 01:09:09.500 --> 01:09:12.033 so that’s some of the reductions we’ve been able to 01:09:12.033 --> 01:09:17.400 make since we last were in front of you. OK, thank you. 01:09:17.400 --> 01:09:21.133 And then, so, and I only know residential construction, so 01:09:21.133 --> 01:09:23.300 bear with me on this. So I just wanna make sure I’m thinking of 01:09:23.300 --> 01:09:29.100 this. So is that bid going to give detailed like soft costs. 01:09:29.100 --> 01:09:32.000 Are we going to see that when the bid comes through and then 01:09:32.000 --> 01:09:35.500 is there a certain percentage or a standard percentage for 01:09:35.500 --> 01:09:38.834 overages that we budget for. When we do the bidding process 01:09:38.834 --> 01:09:41.567 or, I just want to understand that just a little bit because 01:09:41.567 --> 01:09:44.734 we’re seeing all these prices go upate every month. They go 01:09:44.734 --> 01:09:50.500 up and how do you handle those overages. Good evening, Mayor 01:09:50.500 --> 01:09:53.800 and council. Um, yes, as part of some of these estimates we 01:09:53.800 --> 01:09:57.734 do build in a bid day contingencies and escalation in 01:09:57.734 --> 01:10:01.166 that, so we currently do have about 6% included in those 01:10:01.166 --> 01:10:05.467 numbers for a bid day and a design contingency, um, and we 01:10:05.467 --> 01:10:08.734 also do have a construction contingency on top of that as 01:10:08.734 --> 01:10:12.100 well, as well as uh budget costs for FFNE and equipment 01:10:12.100 --> 01:10:17.166 and things like that. What’s the percentage for the 01:10:17.166 --> 01:10:19.934 construction currently we have 5% in for construction 01:10:19.934 --> 01:10:24.634 contingency, which is standard for a new construction project. 01:10:24.634 --> 01:10:28.900 That might be a little low. Which is a good thing, right? 01:10:28.900 --> 01:10:33.100 Well, um, with the design team we have and our past history, 01:10:33.100 --> 01:10:36.800 uh, that would lead us to believe that 5% is a good 01:10:36.800 --> 01:10:40.233 conservative number but not overly conservative. That’s all 01:10:40.233 --> 01:10:50.400 I have. Thank you. Thank you. All right, see no further 01:10:50.400 --> 01:10:54.467 questions from Excuse me, council members, uh, we’ll go 01:10:54.467 --> 01:10:59.800 ahead and open up the public. Not hearing, oh wait, uh, sorry, 01:10:59.800 --> 01:11:04.200 this is not that. We just had 4 in a row, so, um. Well having 01:11:04.200 --> 01:11:07.800 said, since there’s no hearing, I’m going to just make a very 01:11:07.800 --> 01:11:12.200 brief statement, um, uh, I, I do think that, you know, given 01:11:12.200 --> 01:11:16.467 that the The growth of our city, I think this is incredibly 01:11:16.467 --> 01:11:21.200 important. I think we’ll be using this not only for um uh 01:11:21.200 --> 01:11:25.934 fire, but a more robust fire department. I think not all 01:11:25.934 --> 01:11:27.300 fire departments are full-timers, and I think we 01:11:27.300 --> 01:11:31.834 moved to that, but given that we’re the 5th or 6th largest, 01:11:31.834 --> 01:11:34.500 uh, I think that’s necessary to provide that level of service. 01:11:34.500 --> 01:11:37.734 Um, I also like the fact that um the insurance costs were 01:11:37.734 --> 01:11:40.567 brought up, right? And so I think anything we can do that’s 01:11:40.567 --> 01:11:42.834 cost effective, and I, I do think this is cost effective. 01:11:42.834 --> 01:11:45.667 It’s a, it’s a price tag on it, but I think it’s cost effective 01:11:45.667 --> 01:11:47.900 longer term for what we’re building. What we can do to 01:11:47.900 --> 01:11:52.667 continue to push down that ISO number so that we can, um, 01:11:52.667 --> 01:11:56.367 ensure that, uh, folks are, are getting the best rate because 01:11:56.367 --> 01:11:59.734 we have an effective um uh fire department. I think that’s 01:11:59.734 --> 01:12:03.800 going to be um incredibly important, but we will also be 01:12:03.800 --> 01:12:06.667 hosting, uh, future, uh, some voting out of there and we’ll 01:12:06.667 --> 01:12:09.100 be using it for other things across the city as well, so I 01:12:09.100 --> 01:12:12.634 think that’s gonna be important. And plus, as we become more 01:12:12.634 --> 01:12:15.000 regional. I know that we have served in regional. responses 01:12:15.000 --> 01:12:17.767 with, with some other issues we’ve had with some issues that 01:12:17.767 --> 01:12:23.133 we’ve had as a region, um, and we hosted that within our, uh, 01:12:23.133 --> 01:12:25.834 fire department, which, uh, our central fire department, which 01:12:25.834 --> 01:12:28.100 wasn’t a large enough at the time, but we still hosted it 01:12:28.100 --> 01:12:32.100 there. So I think this will help us expand that reach, help 01:12:32.100 --> 01:12:35.734 stabilize the region in terms of that response. So I think it 01:12:35.734 --> 01:12:39.266 is justifiable, um, and it does make sense. So I’m glad there’s 01:12:39.266 --> 01:12:43.367 no hearing on this, uh, but I think I had hearing fatigue, so, 01:12:43.367 --> 01:12:46.367 um, so I’ll go ahead. and um well, we got Councilman 01:12:46.367 --> 01:12:51.400 McGarvey. Oh, Councilman McGarvey, go ahead. Go. make a 01:12:51.400 --> 01:12:57.734 motion way for reading and that the resolution authorizing. 01:12:57.734 --> 01:13:02.166 Says for the fire station project as part of the West 01:13:02.166 --> 01:13:06.400 Campus enhancements. All right, the motion was made by council 01:13:06.400 --> 01:13:09.033 member McGarvey seconded by council member Page. We will 01:13:09.033 --> 01:13:13.200 need a roll call vote. OK. You’re voting on the agenda 01:13:13.200 --> 01:13:17.033 item 7.1. Council member Erickson. I Council member 01:13:17.033 --> 01:13:26.100 Young. Rememb Klenowski? Hi. Council member Page. Counsel 01:13:26.100 --> 01:13:34.533 McGarvey. Council member Tran. I Mayor Winston. I, the motion 01:13:34.533 --> 01:13:40.033 passes with 7 yes votes, 0 no votes. OK All right. Well, 01:13:40.033 --> 01:13:44.200 thank you. uh, thanks for all the, the, the work on it, uh. 01:13:44.200 --> 01:13:47.400 Congratulations, I guess just moving to the bid portion, but 01:13:47.400 --> 01:13:50.767 still, congrats because I know you’re looking forward to this 01:13:50.767 --> 01:13:53.200 and, uh, again, we appreciate all the work and we know how 01:13:53.200 --> 01:13:56.100 important it is. I think residents can see how important 01:13:56.100 --> 01:14:00.467 it was in terms of, um, The plane crash that happened in 01:14:00.467 --> 01:14:03.500 our city and how quickly you’re able to respond because we have 01:14:03.500 --> 01:14:06.367 a full-time department, but there’s space and requirements 01:14:06.367 --> 01:14:08.834 needed for that, right? And as we grow as a city, we’re going 01:14:08.834 --> 01:14:12.000 to need the resources to accommodate that so that we can 01:14:12.000 --> 01:14:14.634 have that same response and even push it down the faster. 01:14:14.634 --> 01:14:24.233 So thank you. Thank you. All right. So next, uh, we have a, 01:14:24.233 --> 01:14:26.800 we’ll be appointing a commissioner to the budget 01:14:26.800 --> 01:14:31.667 advisory commission, so there’s an open position, um, and, um. 01:14:31.667 --> 01:14:37.300 Eric Poe. What is being is being reappointed to that 01:14:37.300 --> 01:14:43.467 position. Uh, I served with Eric Poe. For I want to say 2 01:14:43.467 --> 01:14:46.667 budget advisory commission terms, uh, and he knew the 01:14:46.667 --> 01:14:51.634 stuff backwards and forwards as the number of questions, uh, 01:14:51.634 --> 01:14:54.200 always relevant questions, and I think he actually led as the 01:14:54.200 --> 01:14:59.533 chair as well, um, so I think there’s a different because uh 01:14:59.533 --> 01:15:01.634 maybe somebody left abruptly. There’s a little bit different 01:15:01.634 --> 01:15:03.233 process than what we normally do for this one. I think he was 01:15:03.233 --> 01:15:06.934 the only one that applied for it. So in this case, we get to 01:15:06.934 --> 01:15:10.233 a point, um, so I’ll go ahead and make the motion and then if 01:15:10.233 --> 01:15:12.266 somebody wants to go ahead and second it, and then we can. 01:15:12.266 --> 01:15:16.100 move on to item. OK, so motion to appoint Eric Poland to the 01:15:16.100 --> 01:15:18.300 budget advisory Commission, representing the West District 01:15:18.300 --> 01:15:20.800 effective immediately for the balance of a 3-year term to 01:15:20.800 --> 01:15:26.233 expire April 1st, 2027. Um, seconded by, uh, council member 01:15:26.233 --> 01:15:31.467 Page. Um, so we will need a roll call. You’re voting on 01:15:31.467 --> 01:15:37.900 agenda item 7.2. Council member. Council member Klinowski. I. 01:15:37.900 --> 01:15:43.200 Council member Page. Council member Em McGarvey Council 01:15:43.200 --> 01:15:51.367 member Tran. I Council member Eriksson. Mayor Winston. The 01:15:51.367 --> 01:15:56.100 motion passes with 7 yes votes, 0 no votes. All right. 01:15:56.100 --> 01:16:00.367 Wonderful. So we’re gonna go ahead and move to item 7.3. I 01:16:00.367 --> 01:16:04.834 think I’m gonna recuse myself from this one. Um So is that 01:16:04.834 --> 01:16:07.900 you, uh, uh, Council member Erickson, that you’re gonna be 01:16:07.900 --> 01:16:15.300 mayor Pro Tem. Yeah, yeah. It’ll be very brief. That, 01:16:15.300 --> 01:16:17.934 that’s fine. Whatever’s best. uh Tony Thompson, what makes 01:16:17.934 --> 01:16:19.734 the most sense? I just abstain from this one, or should I get 01:16:19.734 --> 01:16:27.200 up and This is for travel allowance. Mayor, I think it 01:16:27.200 --> 01:16:29.734 would be better for you to just abstain from participating in 01:16:29.734 --> 01:16:33.033 voting on this. You get up and leave or just sit here, you can 01:16:33.033 --> 01:16:39.367 sit. OK, all right. OK, thank you. It can Uh, 01:18:13.367 --> 01:18:16.033 motion was made by council member Erikson. I’m gonna give 01:18:16.033 --> 01:18:19.667 it to council members young. OK, 01:18:28.166 --> 01:18:31.667 you’re voting on agenda item of 7.3, the council member 01:18:31.667 --> 01:18:39.400 Kleanowski. I Council member page. Council member McGarvey. 01:18:39.400 --> 01:18:49.166 Council member Tran. Este. Council member Erikson. Council 01:18:49.166 --> 01:18:56.367 members young. Mayor Winston. Uh, abstain. You, 01:19:07.233 --> 01:19:13.533 so we will next move to item 8.1, uh police department 01:19:13.533 --> 01:19:32.266 annual report. is that sharing. You sharing? Yeah. Oh. To be 01:19:32.266 --> 01:19:42.400 presented by Chief Mark Boley. Mayor Winston, Council members, 01:19:42.400 --> 01:19:45.133 good evening. Mark, really pleased, Chief, uh, my pleasure 01:19:45.133 --> 01:19:48.567 to, uh, introduce the 2024 annual report. Um, I will go 01:19:48.567 --> 01:19:52.634 through a few of the highlights, um, but, uh, the intent here is 01:19:52.634 --> 01:19:54.734 to be really transparent back when I became police chief a 01:19:54.734 --> 01:19:56.800 couple of years ago. This is one of the first things that I 01:19:56.800 --> 01:19:58.467 changed that I thought was really important, and that was 01:19:58.467 --> 01:20:02.200 to create an annual report and that we do in an effort to be 01:20:02.200 --> 01:20:04.467 really transparent with our community in all facets of the 01:20:04.467 --> 01:20:07.000 police department and have it in one concise document for 01:20:07.000 --> 01:20:10.266 that year, which includes things like use of force and 01:20:10.266 --> 01:20:13.533 crime, um and strategy. and what our accomplishments and 01:20:13.533 --> 01:20:16.767 challenges were throughout the year. And so this is 2024’s 01:20:16.767 --> 01:20:19.800 report, and again, I’ll go over some of the highlights and if 01:20:19.800 --> 01:20:21.934 uh council members have questions about the real intent 01:20:21.934 --> 01:20:24.500 here is to be transparent from the perspective of the police 01:20:24.500 --> 01:20:28.867 department. That’s a photograph of our amazing uh police 01:20:28.867 --> 01:20:31.634 department taking out our department meeting uh minus our 01:20:31.634 --> 01:20:42.233 undercover officers which are not included. Um, Chief’s 01:20:42.233 --> 01:20:45.033 message is just a message to me and the community to really 01:20:45.033 --> 01:20:47.000 recap um what we’ve accomplished throughout the 01:20:47.000 --> 01:20:50.266 year. One of the big things we had, uh, challenges with is on 01:20:50.266 --> 01:20:54.000 boarding in roughly 50 employees over the year of 2024, 01:20:54.000 --> 01:20:58.300 which is the most we’ve ever done. Um, table of contents. 01:20:58.300 --> 01:21:00.400 I’ll skip over vision and goals just to remind the community 01:21:00.400 --> 01:21:03.166 those are unchanged. I’ll talk about department coals which 01:21:03.166 --> 01:21:05.367 have been the same since I started and that’s to reduce 01:21:05.367 --> 01:21:07.634 violent crime, work with the community and crime prevention 01:21:07.634 --> 01:21:11.166 efforts. Bill police legitimacy at every interaction. I made 01:21:11.166 --> 01:21:13.233 that a priority. We wrote it down. We talked about it all 01:21:13.233 --> 01:21:16.367 the time in the police department that we cannot 01:21:16.367 --> 01:21:18.767 police unless we unless we have trust with the community and 01:21:18.767 --> 01:21:21.367 good partnerships, and that starts with uh legitimacy. 01:21:21.367 --> 01:21:24.100 People have to know that when that police officer shows up 01:21:24.100 --> 01:21:26.200 wearing this uniform, this badge that they know that 01:21:26.200 --> 01:21:28.667 they’re they’re to serve them and have the best interests of 01:21:28.667 --> 01:21:30.834 the community. And so we built that right into our goal and 01:21:30.834 --> 01:21:33.567 everything that we do and then ensure work environment where 01:21:33.567 --> 01:21:39.367 all our staff can do their best work. Um, just to recap of our 01:21:39.367 --> 01:21:42.000 patrol division, which really has talked about our crime. Um, 01:21:42.000 --> 01:21:46.767 these are our crime final crime stats for 2024, um, they are, 01:21:46.767 --> 01:21:50.000 uh, obviously really good. I’m very proud of this work. Um, we 01:21:50.000 --> 01:21:53.200 have a record low 35 year low, which is really the time period 01:21:53.200 --> 01:21:55.934 where we have really good stats where we can compare year to 01:21:55.934 --> 01:21:59.634 year. We go back 35 years, where a record low total crime 01:21:59.634 --> 01:22:03.467 in the city in Brooklyn Park and also um we are uh low, very 01:22:03.467 --> 01:22:06.166 low in the last 5 years in violent crime, which was what 01:22:06.166 --> 01:22:08.266 we hear from the community all the time. What we want to be 01:22:08.266 --> 01:22:11.367 focused on, uh, just to give you the real numbers when we 01:22:11.367 --> 01:22:14.367 talk about violent crime, they’re, they’re relatively low. 01:22:14.367 --> 01:22:16.667 Sometimes people in the community when I talk to them, 01:22:16.667 --> 01:22:18.467 believe we have thousands and thousands of violent crimes 01:22:18.467 --> 01:22:22.567 that occur in Brooklyn Park, and we don’t, um, but we have 01:22:22.567 --> 01:22:26.400 240 in 2024. Um, these are rapes, robbery, murders, um, 01:22:26.400 --> 01:22:28.400 first-degree assaults, so they’re very significant and 01:22:28.400 --> 01:22:32.166 those are um 240 times that somebody was, was victimized. 01:22:32.166 --> 01:22:36.934 So while the numbers low, it’s extremely impactful and hurts 01:22:36.934 --> 01:22:40.166 individuals and so Um, some other pieces of information on 01:22:40.166 --> 01:22:45.133 this, uh. page that I think is interesting to people is, um, 01:22:45.133 --> 01:22:47.166 sometimes people see lights and sirens and they think the 01:22:47.166 --> 01:22:49.400 police are constantly responding to calls and so we 01:22:49.400 --> 01:22:52.233 put the top 10 calls of the Brooklyn Park Police Department 01:22:52.233 --> 01:22:54.734 responds to and it’s really medical disturbances, car 01:22:54.734 --> 01:22:57.800 accidents, welfare checks, and then animal complaints. Those 01:22:57.800 --> 01:23:01.000 are the top uh calls that we are getting called for and then 01:23:01.000 --> 01:23:03.734 after that is alarms, please call for reports to take a 01:23:03.734 --> 01:23:07.033 report for like damaged property, other things, police 01:23:07.033 --> 01:23:10.033 assistance, um, then civil disputes and suspicious 01:23:10.033 --> 01:23:13.200 activities, so, uh, actually crime doesn’t even. make our 01:23:13.200 --> 01:23:17.567 top 10 things that people call 911 for. Um, stolen vehicles 01:23:17.567 --> 01:23:20.800 still remain to be a very hot topic, um, and those are the 01:23:20.800 --> 01:23:24.467 top vehicles stolen in Brooklyn Park. Um, we did see really 01:23:24.467 --> 01:23:30.367 good reduction in numbers of um uh of stolen vehicles down to 01:23:30.367 --> 01:23:35.266 310, that’s 310 too many in my opinion. And then shots fired 01:23:35.266 --> 01:23:38.367 have come down drastically, we’re just a little bit over 01:23:38.367 --> 01:23:42.166 last year, um, but compared to to the previous years, um, we 01:23:42.166 --> 01:23:48.000 feel like it’s trending in the right direction. Use of force 01:23:48.000 --> 01:23:51.166 data, another misnomer people are sometimes believe that 01:23:51.166 --> 01:23:54.634 police officers use in Brooklyn Park a lot of force, um, and we 01:23:54.634 --> 01:23:58.200 really don’t, we have been really focused on uh a lot of 01:23:58.200 --> 01:24:01.900 strategies, um, which include de-escalation, which include 01:24:01.900 --> 01:24:04.734 teaching officers how to use multiple officer calls, meaning 01:24:04.734 --> 01:24:08.400 bring more officers to a scene and really slow down an instant 01:24:08.400 --> 01:24:12.533 in and use time to your to your benefit, um, and you can see 01:24:12.533 --> 01:24:16.800 that uh in 2024, police officers used force 45 times. 01:24:16.800 --> 01:24:24.300 Um, which is extremely low and we’re very proud of that. Uh, 01:24:24.300 --> 01:24:26.500 assistants complaints, so we showed how many complaints that 01:24:26.500 --> 01:24:29.634 we have and what those complaints actually are, so 61 01:24:29.634 --> 01:24:32.867 times that we received complaints against police 01:24:32.867 --> 01:24:36.533 officers in 2024. We have uh some of the most aggressive 01:24:36.533 --> 01:24:38.734 policies around police officers’ complaints, um, I 01:24:38.734 --> 01:24:41.867 changed the policy to include every complaint alleged against 01:24:41.867 --> 01:24:44.100 a police officer will be investigated and the 01:24:44.100 --> 01:24:47.266 complainant will receive a written response on the outcome 01:24:47.266 --> 01:24:49.934 of that investigation. It does not matter what the allegation 01:24:49.934 --> 01:24:52.533 of misconduct is. It doesn’t matter if we know it didn’t 01:24:52.533 --> 01:24:55.266 occur, for example, if the employee wasn’t. that work, we 01:24:55.266 --> 01:24:57.500 still conduct a full investigation. We still write 01:24:57.500 --> 01:25:02.300 it all down. We still track it and we still report that back 01:25:02.300 --> 01:25:04.533 to the complainant. So no matter what the complaint is in 01:25:04.533 --> 01:25:07.000 Brooklyn Park, if you file a complaint, it will be written 01:25:07.000 --> 01:25:12.467 down. It will be investigated and it will be. Responded back 01:25:12.467 --> 01:25:17.667 to, uh, Nanceorn uh staff had 8 total complaints in 2024. In 01:25:17.667 --> 01:25:23.000 all the breakdown is obviously here. Uh, one thing we include 01:25:23.000 --> 01:25:26.233 here is a glossary of what complaints um are, what’s the 01:25:26.233 --> 01:25:29.533 definition, sometimes we get really heavy and police jargon 01:25:29.533 --> 01:25:31.634 and some people have a little bit difficult interpreting what 01:25:31.634 --> 01:25:34.767 does that mean? What is exonerated mean? What is 01:25:34.767 --> 01:25:37.400 conduct unbecoming mean, so we put all those definitions in 01:25:37.400 --> 01:25:41.266 here for community to be able to decipher what we see, um, 01:25:41.266 --> 01:25:43.867 when we break down those individual complaints so they 01:25:43.867 --> 01:25:47.634 can look at how many times there are complaints about a 01:25:47.634 --> 01:25:50.467 specific um uh allegation and then look at this and determine 01:25:50.467 --> 01:25:54.634 what the allegation definition. is Uh, diversification of the 01:25:54.634 --> 01:25:57.300 police department remains a high priority for me has for a 01:25:57.300 --> 01:26:00.533 long time, including when I was a deputy chief police here, um, 01:26:00.533 --> 01:26:03.834 a couple of things here we we’re starting to track officer 01:26:03.834 --> 01:26:07.467 gender diversity, um, you can see that we have now reached 01:26:07.467 --> 01:26:10.133 the highest percentage that we have for female officers. Uh, 01:26:10.133 --> 01:26:13.734 one of the things I signed I became police chief 2 years ago, 01:26:13.734 --> 01:26:18.033 2.5 years ago was a commitment to um the women police Officers 01:26:18.033 --> 01:26:21.800 Association, a 30 by 30 program where we are trying to have 30% 01:26:21.800 --> 01:26:26.000 of our sworn officers be. uh, women, um, including in our 01:26:26.000 --> 01:26:29.734 command staff, uh, since that time, we’ve promoted two 01:26:29.734 --> 01:26:33.467 sergeants to, um, rank that were both females, and then you 01:26:33.467 --> 01:26:36.266 see the numbers here of the amount of females that we are 01:26:36.266 --> 01:26:43.133 on, so we have 5 short years to get that number up to 30%. 01:26:43.133 --> 01:26:45.400 Racial diversity also remains a focus. You can see that today 01:26:45.400 --> 01:26:49.000 as I stand before you, we have uh the most diverse police 01:26:49.000 --> 01:26:53.300 department that we’ve ever had in the city of Brooklyn Park, 01:26:53.300 --> 01:26:56.767 um, about 33 officers out of our current 98 that we have 01:26:56.767 --> 01:27:00.734 working here authorized strength of 106, but 33 of them 01:27:00.734 --> 01:27:03.467 are uh officers of color, so very proud of the hard work and 01:27:03.467 --> 01:27:08.900 recruiting that we’ve done around that subject. Um, so 01:27:08.900 --> 01:27:14.100 patrol. Initiatives, um, just to update so there’s things 01:27:14.100 --> 01:27:17.867 that we brought on last year we uh came to council around uh 01:27:17.867 --> 01:27:20.000 starting a drone program and so called approved that and we 01:27:20.000 --> 01:27:23.734 have drones out there 24 hours a day in our squad cars and are 01:27:23.734 --> 01:27:26.867 used, the breakdown of how we’re using those is 166 times 01:27:26.867 --> 01:27:30.100 we flew a drone last year in 2024 regarding criminal 01:27:30.100 --> 01:27:33.266 activity that means we’re trying to look for suspects who 01:27:33.266 --> 01:27:37.100 had fled or evaded arrest, and we flew a drone, um, 79 times 01:27:37.100 --> 01:27:39.767 we were looking for missing people that had left their 01:27:39.767 --> 01:27:42.500 house or were lost, and we flew a drone to help find them, 9 01:27:42.500 --> 01:27:44.634 times we used them as coordination with our SWAT team 01:27:44.634 --> 01:27:47.834 on the deployment. Where they were assisting our SWAT team, 01:27:47.834 --> 01:27:52.000 looking through a window or doing a large area search, and 01:27:52.000 --> 01:27:54.500 then 122 times we were using it for training to practice to 01:27:54.500 --> 01:27:57.367 make sure that we’re efficient with them and make sure that 01:27:57.367 --> 01:28:01.166 we’re using them correctly and that’s a total of 376 drone 01:28:01.166 --> 01:28:05.867 flights that occurred in the city of Brooklyn Park in 2024. 01:28:05.867 --> 01:28:09.667 Uh, K9 unit update, um, we have, uh, retooled our entire key 01:28:09.667 --> 01:28:12.467 name program. I just remind council, um, that I made a 01:28:12.467 --> 01:28:15.467 commitment that I did not believe that apprehension 01:28:15.467 --> 01:28:18.133 canines no longer serve the interest of this police 01:28:18.133 --> 01:28:22.367 department or our community. Apprehension canines are 01:28:22.367 --> 01:28:25.266 canines that bite individuals when they find them, um, and 01:28:25.266 --> 01:28:27.734 that is an absolute use of force and at times can be a 01:28:27.734 --> 01:28:31.033 very significant use of force, and I believe that decisions to 01:28:31.033 --> 01:28:34.667 use force can be done by trained police officers, not 01:28:34.667 --> 01:28:37.867 our canine friends. Um, our Kenyan friends are really good 01:28:37.867 --> 01:28:41.166 about smelling things we can’t, meaning they can track and find 01:28:41.166 --> 01:28:46.467 guns, people, and drugs and are a great tool, um, but we do not 01:28:46.467 --> 01:28:49.100 need them um with all the advancements and law 01:28:49.100 --> 01:28:53.500 enforcement with tasers, pepper ball guns, and tactics and more 01:28:53.500 --> 01:28:56.667 officers we can make decisions as human beings when force is 01:28:56.667 --> 01:29:00.367 needed, not necessarily with the canine, so we no longer 01:29:00.367 --> 01:29:03.567 have any apprehension canines. These dogs do not bite people. 01:29:03.567 --> 01:29:08.367 They are all, um, just solely focused. On finding people or 01:29:08.367 --> 01:29:11.533 finding weapons, explosives and narcotics. We do have a 4th dog, 01:29:11.533 --> 01:29:15.400 which is actually a black lab. It’s just finishing training 01:29:15.400 --> 01:29:18.467 right now. So in 2025, we’ll actually have four of these 01:29:18.467 --> 01:29:21.667 canine partners out there serving our community that 01:29:21.667 --> 01:29:25.934 particular canine just um got through trials and had set the 01:29:25.934 --> 01:29:30.166 record for the fastest finds in the entire trial. So that dog 01:29:30.166 --> 01:29:32.467 is really talented and we’re looking forward to him coming 01:29:32.467 --> 01:29:39.400 out. And actually, if you look at the background, there he is 01:29:39.400 --> 01:29:46.200 right there in the bottom right. Um, and then just to breakdown, 01:29:46.200 --> 01:29:48.467 we’re talking about canines with all the statistics for 01:29:48.467 --> 01:29:52.367 each dog are listed there um for people to understand what 01:29:52.367 --> 01:29:56.367 each uh uh Kan partner was deployed upon and what they did, 01:29:56.367 --> 01:29:59.233 um, some of these though, these two of these canines had came 01:29:59.233 --> 01:30:02.100 out mid-year, so it only reflects part of the year for 01:30:02.100 --> 01:30:07.100 them. Uh, statistics on Brooklyn Park jail, um, quite a 01:30:07.100 --> 01:30:09.200 bit of staffing issues and challenges about keeping our 01:30:09.200 --> 01:30:12.500 jail staff that has been rectified in a much better 01:30:12.500 --> 01:30:17.200 place in 2025, um. Uh, also online reporting was a big 01:30:17.200 --> 01:30:26.800 initiative that we started in 2024. Online reporting is 01:30:26.800 --> 01:30:30.000 actually is, um, in many ways quicker than calling a police 01:30:30.000 --> 01:30:33.800 officer because it gets directly in front of uh 01:30:33.800 --> 01:30:36.400 sergeant and investigations, sometimes that very day or 01:30:36.400 --> 01:30:39.300 certainly the next day, making it very efficient. What we’re 01:30:39.300 --> 01:30:44.000 really seeing the benefits is many of our businesses that um 01:30:44.000 --> 01:30:48.233 are around shoplifting heavy users of like uh Fleet Farm, 01:30:48.233 --> 01:30:51.400 Target, Walmart, places that have lots of shoplifting have 01:30:51.400 --> 01:30:53.634 found this to be very beneficial because of loss 01:30:53.634 --> 01:30:56.300 prevention. officers can immediately do um a form online 01:30:56.300 --> 01:30:59.900 in both have it charged almost immediately, um, because of the 01:30:59.900 --> 01:31:02.100 process or it can get it in front of an investigator to do 01:31:02.100 --> 01:31:04.734 follow up almost immediately, so it’s a really efficient way 01:31:04.734 --> 01:31:09.033 to use our resources and also they can load in photographs, 01:31:09.033 --> 01:31:11.367 identifications, um, items missing, they can load that 01:31:11.367 --> 01:31:14.900 right into our online reporting so it has been a big advantage, 01:31:14.900 --> 01:31:19.133 uh, both for our community and certainly for our businesses to 01:31:19.133 --> 01:31:22.367 use our own shoplifting and our SWAT deployments are on here, 01:31:22.367 --> 01:31:24.467 um, what the SWAT team was deployed. upon last year. 01:31:24.467 --> 01:31:27.100 National Night Out, it’s my favorite picture in the lower 01:31:27.100 --> 01:31:29.400 left, it was just, I don’t even know who took it, I was at one 01:31:29.400 --> 01:31:32.567 of the parties, but it’s on my desk in my office and I 01:31:32.567 --> 01:31:37.667 absolutely love that photo. Uh, star center Business coalition 01:31:37.667 --> 01:31:41.100 is something that we started, um, try to connect the the 01:31:41.100 --> 01:31:43.634 businesses around Starlight, um, we know that Cub closed there, 01:31:43.634 --> 01:31:47.400 we really feel that area is more vulnerable, um, and needs 01:31:47.400 --> 01:31:50.100 a lot of connectivity with each other, so we are working 01:31:50.100 --> 01:31:53.467 diligently to build a really cohesive coalition with the 01:31:53.467 --> 01:31:56.634 businesses around that area so they can really be resilient 01:31:56.634 --> 01:31:59.166 towards criminal activity and help each other out, build a 01:31:59.166 --> 01:32:02.867 really safe and, and thriving area for businesses to thrive. 01:32:02.867 --> 01:32:06.100 Uh, investigations, breakdown of all the cases that went on 01:32:06.100 --> 01:32:10.567 to investigations, um. And some information about our community 01:32:10.567 --> 01:32:15.634 health unit, previously known as our mental health unit, um. 01:32:15.634 --> 01:32:18.367 This is additional data about community health unit I just 01:32:18.367 --> 01:32:21.634 presented uh this slide in several slides to the county 01:32:21.634 --> 01:32:23.734 commissioners around it. So when we looked at just some 01:32:23.734 --> 01:32:26.900 things that we are consistent around, and that is overdose, 01:32:26.900 --> 01:32:29.634 suicide and suicide attempts. When we track those, we look 01:32:29.634 --> 01:32:33.166 like we see that we have substantially reduced the 01:32:33.166 --> 01:32:36.100 number of those calls in the city of Brooklyn Park. Um, this 01:32:36.100 --> 01:32:38.634 is directly related to the community health unit and even 01:32:38.634 --> 01:32:41.266 more precise is directly related to our alternative 01:32:41.266 --> 01:32:44.834 response team, that is really finding solutions uh for 01:32:44.834 --> 01:32:47.367 individuals leading to us not having repeat calls to their 01:32:47.367 --> 01:32:51.667 address or to those individuals and so quite honestly, um, this 01:32:51.667 --> 01:32:54.734 has a lot of people’s attention, both at the county and at the 01:32:54.734 --> 01:32:59.467 state level about how this is working and um uh there’s a lot 01:32:59.467 --> 01:33:02.667 of conversations around how to uh take this model which we 01:33:02.667 --> 01:33:04.900 call the alternative response, but um we’re really starting to 01:33:04.900 --> 01:33:07.567 use the term as the fourth responder, if you will, so you 01:33:07.567 --> 01:33:11.133 have police, fire, paramedics, and then the fourth responder 01:33:11.133 --> 01:33:14.000 would be this mental health cars that would be on the 911 01:33:14.000 --> 01:33:18.667 system, and I really foresee Um, Hennebec County being the lead 01:33:18.667 --> 01:33:21.000 on this project in the state, but in the future, I think this 01:33:21.000 --> 01:33:24.533 is just going to be the model of how we provide service to 01:33:24.533 --> 01:33:27.200 our communities. So, uh, Brooklyn Park remains a leader 01:33:27.200 --> 01:33:29.634 in this space, and then you see some of the data down there on 01:33:29.634 --> 01:33:34.634 the bottom. Uh, another big initiative we started is the 01:33:34.634 --> 01:33:36.867 BCA task force. This was the governor set aside money to 01:33:36.867 --> 01:33:40.567 create a violent crimes task force. We put a body in that 01:33:40.567 --> 01:33:45.000 task force. They have been very successful in tracking 01:33:45.000 --> 01:33:50.200 individuals, um, involved in violent crimes, for example, uh, 01:33:50.200 --> 01:33:52.934 they were instrumental in solving, making the arrest of 01:33:52.934 --> 01:33:55.166 the shooting incident that occurred up at Wingstop, it was 01:33:55.166 --> 01:33:58.367 that group, so many of our really violent incidents are 01:33:58.367 --> 01:34:01.367 turned over to this group that has lots of resources and 01:34:01.367 --> 01:34:04.734 partner with our. investigators to do really follow up across 01:34:04.734 --> 01:34:10.467 the entire state, no matter where these individuals reside. 01:34:10.467 --> 01:34:12.734 Our school resources officers are back in school. We’re very 01:34:12.734 --> 01:34:16.867 proud of that in 2024, our school districts are also 01:34:16.867 --> 01:34:19.166 extremely happy about that. Community intervention unit, we 01:34:19.166 --> 01:34:22.200 talked about this group a lot. We’re very excited about this 01:34:22.200 --> 01:34:24.900 work that’s being done as we speak, and I walked over here, 01:34:24.900 --> 01:34:27.133 I’ve seen them leaving the police department to go out for 01:34:27.133 --> 01:34:31.367 the evening and we’re very excited to report back on 2025 01:34:31.367 --> 01:34:37.100 annual report of um how they did and what they’re doing. The 01:34:37.100 --> 01:34:39.900 showcase Halloween event, which was extremely well attended, um, 01:34:39.900 --> 01:34:42.533 again, building our brand, building our legitimacy starts 01:34:42.533 --> 01:34:45.734 with our youth, and that was just a great event to capture 01:34:45.734 --> 01:34:50.000 youth and candy, it seems to really track children to the 01:34:50.000 --> 01:34:53.200 police department, um, and this support services division. We 01:34:53.200 --> 01:34:56.934 had some hours changes, um, and we updated to be more effective 01:34:56.934 --> 01:34:59.667 for our community members. Uh, one thing that we probably 01:34:59.667 --> 01:35:03.834 don’t talk about is the amount of just for our record request 01:35:03.834 --> 01:35:06.533 that we get for the city, but specifically for the police. 01:35:06.533 --> 01:35:10.266 Just FOIA is a software that we implemented citywide, um, but 01:35:10.266 --> 01:35:12.867 really at the police department, it has made us much more 01:35:12.867 --> 01:35:15.166 efficient and it’s an online process that you can make 01:35:15.166 --> 01:35:18.467 requests, just to give you a sense of how many requests we 01:35:18.467 --> 01:35:23.734 are getting for public data. Um, we had 7110 requests for public 01:35:23.734 --> 01:35:27.900 data in one year in 2024. It is, and this is for body camera, 01:35:27.900 --> 01:35:31.734 squad camera, police reports, um, you know, statements, you 01:35:31.734 --> 01:35:34.834 name it, if it, if the police department has it generally, if 01:35:34.834 --> 01:35:37.500 it’s not under criminal investigation. It’s public and 01:35:37.500 --> 01:35:42.533 we are um at times overwhelmed with requests and keeping up 01:35:42.533 --> 01:35:45.634 with requests. We have a two day turnaround. I can tell you 01:35:45.634 --> 01:35:49.200 other communities I’m hearing it’s taking around 300 days to 01:35:49.200 --> 01:35:52.200 get turned around on a request, so we’re really doing well in 01:35:52.200 --> 01:35:54.634 this space and a lot of that is the new software that we were 01:35:54.634 --> 01:35:59.367 able to coordinate our efforts around. 2025 initiatives was a 01:35:59.367 --> 01:36:01.667 build up of flock cameras if you remember in 2024, I talked 01:36:01.667 --> 01:36:03.867 about the flock cameras that are starting to go throughout 01:36:03.867 --> 01:36:06.867 our city that just uh re license plates looking for 01:36:06.867 --> 01:36:09.734 stolen vehicles. We think that we had a, a pretty significant 01:36:09.734 --> 01:36:11.634 impact in finding stolen vehicles, reducing that number, 01:36:11.634 --> 01:36:14.367 but we think there’s a lot of work that we can do around that 01:36:14.367 --> 01:36:17.033 with these camera systems and so we’re trying to build out 01:36:17.033 --> 01:36:20.300 that network, um, also the canine and investigation, so 01:36:20.300 --> 01:36:23.100 our 4th dog that we’re bringing on are will allow us to put a 01:36:23.100 --> 01:36:26.834 dog in our canine unit canine unit in our investigative 01:36:26.834 --> 01:36:28.734 division, um, allowing them to be. on there for every search 01:36:28.734 --> 01:36:32.500 warrant that they do, um, every deployment, uh, 5 days a week, 01:36:32.500 --> 01:36:35.900 um, which is gonna be really nice for. For us and our 01:36:35.900 --> 01:36:42.900 investigative division. And with that, I will stand for any 01:36:42.900 --> 01:36:48.467 questions that you might have. Thank you for all the work that 01:36:48.467 --> 01:37:02.867 you’re doing. Um, we appreciate it, uh, council member Erikson. 01:37:02.867 --> 01:37:07.500 that was residual. Um So I guess I have a question and um 01:37:07.500 --> 01:37:09.900 you know, when we talk about those FOIA requests that seems 01:37:09.900 --> 01:37:14.100 like a ton of requests. You said that the, it creates some 01:37:14.100 --> 01:37:17.266 operational issues, and then I see, uh, some other leadership 01:37:17.266 --> 01:37:20.233 in the back shaking their head as well. Um, so, so it must be 01:37:20.233 --> 01:37:25.400 true, more than one person agreed to it, but, um, I guess 01:37:25.400 --> 01:37:30.133 other way is, is there another resource needed for that or We 01:37:30.133 --> 01:37:33.467 may be charged more for some of these things. Or is there ways 01:37:33.467 --> 01:37:36.200 we can use AI and some new technology out there that can 01:37:36.200 --> 01:37:39.200 help us sift through some of these and answer them so that 01:37:39.200 --> 01:37:43.000 they’re not kind of slowing down some of the um other 01:37:43.000 --> 01:37:46.400 important work that you’re doing. Mayor Winston Council 01:37:46.400 --> 01:37:50.467 members, I think you’re spot on. Um, we’ve got, uh, the software 01:37:50.467 --> 01:37:53.133 which really helped us coordinate the response so that 01:37:53.133 --> 01:37:58.100 um we could track them and be able to um uh you know, really 01:37:58.100 --> 01:38:00.133 coordinate the volume because it was kind of unwieldy to be 01:38:00.133 --> 01:38:03.800 honest with you, but absolutely right now it is really staff 01:38:03.800 --> 01:38:06.400 heavy of staff filling those requests and sending it out, 01:38:06.400 --> 01:38:10.767 and they come from community from attorneys, from uh, from, 01:38:10.767 --> 01:38:13.400 uh, you know, requests all over the nation from media, no 01:38:13.400 --> 01:38:15.533 matter what’s going on. If somebody wants data. that they 01:38:15.533 --> 01:38:19.266 can make a public request, um, the easy answer would be we 01:38:19.266 --> 01:38:21.734 need additional staff. I do think we gotta assemble some, 01:38:21.734 --> 01:38:24.133 at least in the police department, a team of people to 01:38:24.133 --> 01:38:26.900 really look at the strategies to be more effective, and I 01:38:26.900 --> 01:38:30.634 know that in some places like Seattle, Washington, uh, 01:38:30.634 --> 01:38:33.133 they’ve put all the police reports online and all their 01:38:33.133 --> 01:38:36.367 body cam or all their squad camera online because it’s, it 01:38:36.367 --> 01:38:38.166 was public anyway, and so they just tell people to go there 01:38:38.166 --> 01:38:41.300 and get it. I’m not suggesting that that’s that what we do, I 01:38:41.300 --> 01:38:44.500 think there’s a better way to do it. I’m just saying that, uh, 01:38:44.500 --> 01:38:47.133 other police department s around the whole, across the 01:38:47.133 --> 01:38:49.367 whole nation are feeling the same pressures, and I think 01:38:49.367 --> 01:38:51.900 we’ve got to find some alternative ways to address it, 01:38:51.900 --> 01:38:54.166 because it’s going up exponentially each year. I know 01:38:54.166 --> 01:38:58.400 that we’re gonna beat that number in 2025. So then I’m 01:38:58.400 --> 01:39:02.000 wondering then if we can, within the next few months just 01:39:02.000 --> 01:39:04.667 have maybe some solutions put in front of us if they need our 01:39:04.667 --> 01:39:06.800 support. If there’s, if there’s things you don’t need our 01:39:06.800 --> 01:39:11.133 support, that’s fine. But if you need our, our support or 01:39:11.133 --> 01:39:13.367 resources from us, uh, maybe in the next few months if we can 01:39:13.367 --> 01:39:16.400 have some options put in front of us, that would be great. 01:39:16.400 --> 01:39:20.000 Mayor Whitson council members, absolutely. uh, Council member 01:39:20.000 --> 01:39:32.900 Tran. Um Can, uh, can you explain more about misdemeanor 01:39:32.900 --> 01:39:41.467 taps. What’s different between the texts and misdemeanor. have 01:39:41.467 --> 01:39:44.200 Mayor Winston, council members, council member Tran, are you 01:39:44.200 --> 01:39:46.467 referring to what’s called a tab charge, like a misdemeanor 01:39:46.467 --> 01:39:51.133 tab charge. Is that what you’re seeing in the slides? Yeah, a 01:39:51.133 --> 01:39:53.934 tap charge is a misdemeanor that we know the person, we 01:39:53.934 --> 01:39:56.033 know they believe we have probable cause to believe they 01:39:56.033 --> 01:39:58.567 committed a crime, and the officer can submit a tab charge 01:39:58.567 --> 01:40:03.467 right to the city attorney to issue charges by summons for 01:40:03.467 --> 01:40:06.800 them to arrive. Um, that means they would not have been 01:40:06.800 --> 01:40:09.266 arrested, um, sometimes it’s because the crime’s very low, 01:40:09.266 --> 01:40:12.467 we’re not going to go out there and make an arrest and the 01:40:12.467 --> 01:40:14.734 crime the crime is so low, it just makes more sense, 01:40:14.734 --> 01:40:17.367 functionality to issue a tab charge and for the city 01:40:17.367 --> 01:40:19.533 attorney to then issue a summons for them to appear in 01:40:19.533 --> 01:40:21.667 court. If they don’t appear in court, and then it would be up 01:40:21.667 --> 01:40:26.367 to the courts to make the termination issue a warrant. 01:40:26.367 --> 01:40:35.734 Thank you. You’re welcome. Were there any further questions 01:40:35.734 --> 01:40:46.667 before I make another comment? OK, um, I will say also, um, 01:40:46.667 --> 01:40:50.400 You know, again, I know early on and I know before we came on 01:40:50.400 --> 01:40:53.100 some of the alternative response and I know that chain, 01:40:53.100 --> 01:40:56.400 that name is morphing, but there was, um, investment in 01:40:56.400 --> 01:41:00.100 that, uh, but I am excited that that is, we kind of doubled 01:41:00.100 --> 01:41:04.467 down on that. I’m excited that that’s showing fruit. Uh, I’m 01:41:04.467 --> 01:41:06.500 excited for the community intervention team. And I also 01:41:06.500 --> 01:41:11.767 think that the fact that um you are hitting milestones when it 01:41:11.767 --> 01:41:15.467 comes to women being on the force, um, also people of color 01:41:15.467 --> 01:41:19.200 being on the force, and you, you’re still pushing down crime. 01:41:19.200 --> 01:41:21.934 I think that is a false narrative that has been 01:41:21.934 --> 01:41:24.166 circulating is that when you have a certain level of 01:41:24.166 --> 01:41:26.667 diversity, you’re just not going to get the outcomes. I 01:41:26.667 --> 01:41:29.867 think within Brooklyn Park, we’re pushing back on that on a 01:41:29.867 --> 01:41:34.667 number of fronts to say that, uh, if we have, whether it is 01:41:34.667 --> 01:41:37.367 uh gender diversity or racial diversity or ethnic diversity, 01:41:37.367 --> 01:41:41.100 whatever type of diversity, um, because we have it in Brooklyn 01:41:41.100 --> 01:41:44.233 Park that we can still have some very successful outcomes. 01:41:44.233 --> 01:41:48.634 So I appreciate um you being very much a partner on that, uh, 01:41:48.634 --> 01:41:51.200 and I’m excited about where that is going to take us as 01:41:51.200 --> 01:41:55.000 well. I, you know, for residents who are concerned, 01:41:55.000 --> 01:41:58.233 we’re still going to, you know, do everything we can to fully 01:41:58.233 --> 01:42:01.100 fund our police department. I think we have addressed, there 01:42:01.100 --> 01:42:03.467 was some, there was some pay gaps that we were beginning to 01:42:03.467 --> 01:42:06.133 see between our police and other cities, and I think we 01:42:06.133 --> 01:42:08.934 are, we’ve addressed that and if you feel like we haven’t, 01:42:08.934 --> 01:42:11.800 please let us know now. Um, but I feel like we’re addressing 01:42:11.800 --> 01:42:13.767 that as well so that we can stay competitive in terms of 01:42:13.767 --> 01:42:16.567 having, you know, the best police department in, in the 01:42:16.567 --> 01:42:20.533 state. Um, and so just wanted to say kudos on that. I’m 01:42:20.533 --> 01:42:24.800 excited about that, but also that for us, that’s very much a 01:42:24.800 --> 01:42:29.266 strategy that is working. Um, we have a police department 01:42:29.266 --> 01:42:31.667 that increasingly is representing the city in 01:42:31.667 --> 01:42:35.567 flexible to be able to respond to the city in a way that 01:42:35.567 --> 01:42:38.667 residents understand and can kind of work with, um, I think 01:42:38.667 --> 01:42:43.266 the other piece that, you know, I brought up on a regular basis 01:42:43.266 --> 01:42:45.900 is, do we know when it comes to like domestic violence, and I, 01:42:45.900 --> 01:42:48.467 I wouldn’t really know how to get ahead of this. I know that 01:42:48.467 --> 01:42:52.100 we work with, is it, is it Cornerstone or yeah, so we work 01:42:52.100 --> 01:42:54.800 with Cornerstone on this, but I know that one of the, one of 01:42:54.800 --> 01:42:57.634 the metrics that we are always concerned about. Any city 01:42:57.634 --> 01:43:01.133 should be concerned about is the violent crime, is this 01:43:01.133 --> 01:43:03.934 domestic violence contribute heavily to that piece, and if 01:43:03.934 --> 01:43:07.634 so, are we beginning to, you know, kind of what are we 01:43:07.634 --> 01:43:11.000 looking at to say, how do we begin to drive that, that piece 01:43:11.000 --> 01:43:16.233 down. Mayor Winston council members, um, it’s certainly 01:43:16.233 --> 01:43:19.900 intertwined in there. We have always had, um, aggravated 01:43:19.900 --> 01:43:22.400 assaults that have been domestic related um that do 01:43:22.400 --> 01:43:25.867 drive up that number. I would, I can absolutely get more solid 01:43:25.867 --> 01:43:29.500 numbers for you of that, um, 241 violent crimes that we had 01:43:29.500 --> 01:43:35.367 last year. I don’t think um that Would would represent like 01:43:35.367 --> 01:43:38.834 the driving force, but it’s certainly a contributing factor 01:43:38.834 --> 01:43:42.800 and unfortunately has been for a long time. We have a really 01:43:42.800 --> 01:43:45.533 robust domestic abuse coordinators um that works uh 01:43:45.533 --> 01:43:49.200 with a team at Brooklyn Park, and so we work really closely 01:43:49.200 --> 01:43:52.467 with our city attorney and trying to drive down uh 01:43:52.467 --> 01:43:54.166 domestic abuse, specifically the most violent ones that we 01:43:54.166 --> 01:43:57.767 see, but it has been a challenge for several years. OK. 01:43:57.767 --> 01:44:03.100 So I think that if um if we can, and I don’t like adding work to 01:44:03.100 --> 01:44:06.033 anyone’s plate, um, and, you know, uh, city manager roll, 01:44:06.033 --> 01:44:08.934 you’d be a part of this, but if we could have maybe some of 01:44:08.934 --> 01:44:11.634 those folks in a work session one day. It doesn’t have to be 01:44:11.634 --> 01:44:15.266 a long work session, um, but if they could kind of report out 01:44:15.266 --> 01:44:18.567 on the work they’re doing, uh, and then maybe we can just see, 01:44:18.567 --> 01:44:22.400 even if it’s not a driving factor any Woman or kid or men 01:44:22.400 --> 01:44:26.033 for that matter that grow up or have to deal with that, right? 01:44:26.033 --> 01:44:29.400 That can be very disruptive throughout every aspect of 01:44:29.400 --> 01:44:32.400 their life. So if we can um just have a better 01:44:32.400 --> 01:44:34.533 understanding that maybe, maybe there’s something we can do as 01:44:34.533 --> 01:44:37.200 a city to over time begin to push that down. It would just 01:44:37.200 --> 01:44:41.500 be great to begin to have a more robust conversations about 01:44:41.500 --> 01:44:44.266 that as well. Mayor Weston remembers the timing is perfect, 01:44:44.266 --> 01:44:47.500 so next Wednesday at our staff meeting, our domestic abuse 01:44:47.500 --> 01:44:51.100 coordinator, Cornerstone, our city attorney are all 01:44:51.100 --> 01:44:52.867 presenting on the domestic to our command. staff, the, um, 01:44:52.867 --> 01:44:55.934 the challenges, the requests, and then also what are the 01:44:55.934 --> 01:45:00.200 numbers uh in 2024 and where we’re at in 2025, so the timing 01:45:00.200 --> 01:45:02.934 is perfect after after Wednesday. I’ll have a lot of 01:45:02.934 --> 01:45:05.033 new data myself and then there should be something that we 01:45:05.033 --> 01:45:07.634 should be able to bring to a work session, uh, if I could 01:45:07.634 --> 01:45:09.900 just step back a little bit in the time regarding your 01:45:09.900 --> 01:45:13.100 conversations about supporting the police department, um, that 01:45:13.100 --> 01:45:16.200 is absolutely felt. Uh, I don’t think that we have talked about 01:45:16.200 --> 01:45:19.000 it publicly, but we should because not only is there a lot 01:45:19.000 --> 01:45:21.166 of support for the police officers in the city of 01:45:21.166 --> 01:45:23.166 Brooklyn Park. But it’s shown in the actions today there as I 01:45:23.166 --> 01:45:26.467 stand before you, I believe the Brooklynburg Police firm is the 01:45:26.467 --> 01:45:29.100 highest paid police department in the state. Um, what we 01:45:29.100 --> 01:45:32.200 needed our commitment in our contract with them is to never 01:45:32.200 --> 01:45:36.100 allow them to drop below 4 in the state, and it really is the 01:45:36.100 --> 01:45:40.200 top 27 in the metro, but by all accounts, that is the top paid 01:45:40.200 --> 01:45:43.634 departments in the state, so that is a really bold statement 01:45:43.634 --> 01:45:46.734 for a community to say that we value our, our police officers. 01:45:46.734 --> 01:45:50.900 We, we know how competitive the market is, um, and we know how 01:45:50.900 --> 01:45:52.767 challenging the job. expectations are at this police 01:45:52.767 --> 01:45:55.133 department, and we’re going to compensate you at the highest 01:45:55.133 --> 01:45:57.800 level because those are the expectations we have of you, so 01:45:57.800 --> 01:46:01.100 I know that that’s super appreciated, um, myself and, 01:46:01.100 --> 01:46:04.367 and throughout the ranks of the police department and certainly 01:46:04.367 --> 01:46:06.467 for anybody out there that’s looking for a great place to 01:46:06.467 --> 01:46:10.100 work, and that is really well compensated and well supported 01:46:10.100 --> 01:46:12.000 by their council. This is the place in the city of Brooklyn 01:46:12.000 --> 01:46:18.667 Park. So, you know, folks who are looking, good officers who 01:46:18.667 --> 01:46:22.100 are looking just if you didn’t hear that, I’ll reiterate it 01:46:22.100 --> 01:46:24.667 Brooklyn Park, you know, we pay pretty well, so you’re welcome 01:46:24.667 --> 01:46:28.800 in our city. Um, so thank you again. Um, I don’t know if 01:46:28.800 --> 01:46:33.133 there’s any further comments or questions. It’s not, uh, thank 01:46:33.133 --> 01:46:38.400 you, thank you for a job well done and appreciate it. All 01:46:38.400 --> 01:46:44.834 right. So next, we will move to Council member reports and 01:46:44.834 --> 01:46:57.133 announcements. Council member Erickson. Um Two things Turn 01:46:57.133 --> 01:47:00.367 that uh mic on. Thank you. Sorry, I always forget the mic. 01:47:00.367 --> 01:47:07.567 Uh, two things. First of all is, uh, May 28th. Councilman Ber 01:47:07.567 --> 01:47:13.133 Jong and I will be hosting an open house at Willowstone Park 01:47:13.133 --> 01:47:16.934 at 5:30. It’s a chance for residents to come and ask 01:47:16.934 --> 01:47:20.166 questions of us. Uh, there will also be key staff members from 01:47:20.166 --> 01:47:24.367 various departments there, um. For accessible to residents. So 01:47:24.367 --> 01:47:28.900 if you have questions about Operations and maintenance or 01:47:28.900 --> 01:47:33.400 police department or What council member or I think about 01:47:33.400 --> 01:47:36.634 this or that. Uh, you’re welcome to come. We will be at 01:47:36.634 --> 01:47:45.233 Willowstone Park, May 28th at 5:30 until 8, I think. Be at 01:47:45.233 --> 01:47:53.900 that one as well, so. I think so. Second thing, Um And taking 01:47:53.900 --> 01:48:02.200 onto the chiefs. Um Report and our appreciation for their work, 01:48:02.200 --> 01:48:09.367 um. Two of the command staff have had very Um, I think very 01:48:09.367 --> 01:48:19.367 effective, very good. Actually 3 recently, um. Media exposures, 01:48:19.367 --> 01:48:24.133 uh, Inspector Raby’s comments on level 3 sex offenders, um. 01:48:24.133 --> 01:48:30.033 Deputy Chief Faust’s comments on Um Congregate care 01:48:30.033 --> 01:48:32.300 facilities and then the Treasure Dixon’s kind of 01:48:32.300 --> 01:48:35.166 introduction to the work of the community intervention team. 01:48:35.166 --> 01:48:39.800 And, um, If you just search their names.
