My 00:12:32.400 --> 00:12:36.734 name is Judy Purcell and I’m the chairman of the recreation 00:12:36.734 --> 00:12:39.200 and Parks Advisory Commission here to present the annual 00:12:39.200 --> 00:12:50.100 report. Our PAC. Our PA is made up of 12 commissioners, 00:12:50.100 --> 00:12:53.867 including Vice Chair Ya who’s sitting right there and myself 00:12:53.867 --> 00:12:59.367 and the rest of us, we have one city council liaison on council 00:12:59.367 --> 00:13:04.467 member page. And 2 youth commissioners, youth 00:13:04.467 --> 00:13:10.800 commissioners are unique to our commission. I joined ARPEC 2 00:13:10.800 --> 00:13:13.734 years ago and enjoying getting to know more people in Brooklyn 00:13:13.734 --> 00:13:23.667 Park and supporting the city’s goals and visions. In 2024, our 00:13:23.667 --> 00:13:30.000 pack and staff focused on 4 primary items. The first was 00:13:30.000 --> 00:13:34.266 the renovation and expansion of Zanwood Community Center. The 00:13:34.266 --> 00:13:40.367 project will be breaking ground in April of 2025. But our PAC 00:13:40.367 --> 00:13:43.033 was involved in community engagement for the project in 00:13:43.033 --> 00:13:48.834 2024. APEC discussed the community activity center 00:13:48.834 --> 00:13:53.100 improvements project, a number of times in 2024 and eventually 00:13:53.100 --> 00:13:57.300 decided on the addition of multi-chore gymnasium space 00:13:57.300 --> 00:14:04.367 instead of converting an ice arena. Third, APAC as staff to 00:14:04.367 --> 00:14:08.100 evaluate options to improve transportation to events and 00:14:08.100 --> 00:14:13.567 programs offered by the city of Brooklyn Park. Microtransit 00:14:13.567 --> 00:14:17.100 circulator buses and single event contracting for 00:14:17.100 --> 00:14:19.467 transportation were discussed, but all options were eventually 00:14:19.467 --> 00:14:26.100 determined to be cost prohibitive. Lastly Adult use 00:14:26.100 --> 00:14:30.500 cannabis became legal in Minnesota on August 1st in 2023 00:14:30.500 --> 00:14:34.667 and there became a need to update the park ordinance to 00:14:34.667 --> 00:14:38.467 include the prohibiting of smoking or vaping cannabis in 00:14:38.467 --> 00:14:42.767 the parks. This updated ordinance is adopted in 2024, 00:14:42.767 --> 00:14:53.934 and the park rule signs were updated. At the January meeting, 00:14:53.934 --> 00:14:56.100 our PAC commissioners identified topics that they 00:14:56.100 --> 00:15:01.400 would like to address or explore during 2025. A total of 00:15:01.400 --> 00:15:06.233 5 priorities were moved forward. As previously mentioned, 00:15:06.233 --> 00:15:08.400 commissioners are extremely excited for the construction of 00:15:08.400 --> 00:15:11.533 a teen center and the renovation of the existing 00:15:11.533 --> 00:15:17.400 space at the Zanwood Recreation Center. The CSC improvement 00:15:17.400 --> 00:15:21.634 project is seeking additional state bonding funding and if 00:15:21.634 --> 00:15:25.900 successful, take the next step in planning process to add a 00:15:25.900 --> 00:15:29.767 multi-purpose court space, additional outdoor event space 00:15:29.767 --> 00:15:37.166 and improved entrances to the CCAC for all users. In addition 00:15:37.166 --> 00:15:40.467 to the existing portfolio of adult programs, ERA 00:15:40.467 --> 00:15:43.734 commissioners would like to see staff focus on developing 00:15:43.734 --> 00:15:48.000 additional programs that would appeal to the biPA elder 00:15:48.000 --> 00:15:56.400 population of Brooklyn Park. Third is the Northwest Area 00:15:56.400 --> 00:16:00.200 Park. In 2016, the City Brooklyn Park developed concept 00:16:00.200 --> 00:16:03.934 plans for a park to be developed near the start of the 00:16:03.934 --> 00:16:09.367 Blue Line light rail extension near the current intersection 00:16:09.367 --> 00:16:14.033 of 101st Avenue, and Wanatka Avenue. Almost 10 years later, 00:16:14.033 --> 00:16:17.200 as the plans to develop the Northwest area of Brooklyn Park 00:16:17.200 --> 00:16:20.934 move ahead. APEC commissioners felt it would be important to 00:16:20.934 --> 00:16:23.634 revisit the plans and see how it aligns with the current 00:16:23.634 --> 00:16:26.266 needs of the cities and the planned development of the area. 00:16:26.266 --> 00:16:34.266 Fourth, sports tourism can be a great boost to any local 00:16:34.266 --> 00:16:38.100 economy. Our PEC commissioners like to explore more 00:16:38.100 --> 00:16:41.266 information about the possibility of making Brooklyn 00:16:41.266 --> 00:16:46.634 Park a destination for youth sports by seeking redevelopment 00:16:46.634 --> 00:16:50.567 opportunities to create sport complexes to complement our 00:16:50.567 --> 00:16:58.467 existing facilities. In addition to these priority 00:16:58.467 --> 00:17:02.634 topics, REC will receive regular staff updates on the 00:17:02.634 --> 00:17:07.400 availability of community health resources, the reopening 00:17:07.400 --> 00:17:12.734 of the new Mississippi Gateway Regional Park. Discuss ways to 00:17:12.734 --> 00:17:17.533 incorporate public art into projects at Zanwood and the CIC 00:17:17.533 --> 00:17:20.367 and finally to discuss and recommend the authorization of 00:17:20.367 --> 00:17:29.800 the annual deer hunt. In closing, I’d like to add that 00:17:29.800 --> 00:17:33.000 the transition to the new restaurant at Edinburgh Golf 00:17:33.000 --> 00:17:37.467 Course has been completed and the tavern at Edinburgh is open. 00:17:37.467 --> 00:17:40.000 I’ve personally been there twice and I do recommend 00:17:40.000 --> 00:17:43.400 everybody check it out. Maybe to have a conversation with 00:18:24.734 --> 00:18:26.400 them and see maybe what that would even look like, right? 00:18:26.400 --> 00:18:28.734 Because I think it’s a great idea, but I just like to hear 00:18:28.734 --> 00:18:36.634 more about it and We’ll take that away, Brad. Uh, Mayor 00:18:36.634 --> 00:18:39.400 Winston, uh, council members, um, yeah, one of the 00:18:39.400 --> 00:18:43.100 discussions we had at RPAC and perhaps uh because Page can 00:18:43.100 --> 00:18:45.767 lend some insight as well, but it was to look at the 00:18:45.767 --> 00:18:49.400 possibility of creating a, a Brooklyn Park is a destination 00:18:49.400 --> 00:18:53.667 sports, you know, um, whether it be more fields to attract 00:18:53.667 --> 00:18:56.000 larger uh soccer tournaments, baseball tournaments, whether 00:18:56.000 --> 00:18:59.867 it be the addition of courts to uh attract larger basketball 00:18:59.867 --> 00:19:02.233 tournaments and things like that. So, and we have been in 00:19:02.233 --> 00:19:05.934 contact with uh Jen Durda from the, um, Northwest Minneapolis. 00:19:05.934 --> 00:19:10.233 Northwest tourism. It’s a direct pass through, and that 00:27:57.166 --> 00:28:03.100 is the lowest organics charge of any city in the metro? I highlighted and Appropriate 00:52:41.867 --> 00:52:44.166 correction is taken, and the last program we are proposing 00:52:44.166 --> 00:52:49.867 to find is the Zeno Teen Center expansion. And that’s to 00:52:49.867 --> 00:52:53.200 increase the capacity for more programming for our youth, and 00:52:53.200 --> 00:53:02.634 we are proposing to fund it 250,000. In 01:05:53.033 --> 01:06:00.500 the world, I suppose, is has a number and is in, uh, is, is 01:06:00.500 --> 01:06:05.367 listed in a database at the state. And there is a 01:06:05.367 --> 01:06:11.166 prevailing rate which is set. Um For each of those job 01:06:11.166 --> 01:06:14.367 classifications and having a prevailing wage ordinance 01:06:14.367 --> 01:06:19.166 simply states that Brooklyn Park’s taxpayer dollars will 01:06:19.166 --> 01:06:23.900 pay the prevailing rate for that classification of work so 01:06:23.900 --> 01:06:33.767 as to prohibit. Goal too safe community. Again, uh, this was 01:26:52.667 --> 01:26:55.367 something that was prevalent in Brooklyn Park 2025, and we 01:26:55.367 --> 01:26:59.233 heard the importance of it throughout the past year about 01:26:59.233 --> 01:27:04.367 committing to a public safety. So we say comprehensive and 01:27:04.367 --> 01:27:06.033 transparent public safety services create a sense of 01:27:06.033 --> 01:27:09.367 safety throughout the community. First responders are equipped 01:27:09.367 --> 01:27:13.533 to respond to all types of emergencies. Public safety 01:27:13.533 --> 01:27:16.133 professionals build legitimacy with the community in every 01:27:16.133 --> 01:27:20.367 interaction. The city is a leader in innovative public 01:27:20.367 --> 01:27:24.300 safety approaches. Prevention and intervention strategies for 01:27:24.300 --> 01:27:27.834 youth are of the utmost importance. The city is a 01:27:27.834 --> 01:27:31.634 catalyst for systems and policy change and public safety. This is a great opportunity for people to 01:29:45.634 --> 01:29:48.800 sometimes get their first ever job and build skills that they 01:29:48.800 --> 01:29:52.734 can take with them for the rest of their career. Um, household 01:29:52.734 --> 01:29:54.667 financial situation is a question from the residents 01:29:54.667 --> 01:29:59.500 survey where we ask people to, um, share if they’re expenses 01:29:59.500 --> 01:30:05.900 are greater than or um. Less than their income. Uh, 01:30:05.900 --> 01:30:09.567 workforce development measures a whole host of things, 01:30:09.567 --> 01:30:12.400 including participants in their programming who obtain 01:30:12.400 --> 01:30:15.400 employment or completed training. Uh, we obviously have 01:30:15.400 --> 01:30:17.667 a lot of programming in a rec and parks department, which 01:30:17.667 --> 01:30:21.100 serves people of all ages. And another resident survey 01:30:21.100 --> 01:30:24.000 question is how would you rate how you and members of your 01:30:24.000 --> 01:30:27.734 household are doing financially, mentally and physically. And 01:30:27.734 --> 01:30:29.867 that sub bullet there is just to point out that on our 01:30:29.867 --> 01:30:33.834 resident survey we have the ability to look at, uh, cross 01:30:33.834 --> 01:30:36.266 tabulations for each question, so not just the top line number, 01:30:36.266 --> 01:30:39.467 but when we talk about equitable outcomes, we 01:30:39.467 --> 01:30:43.200 understand that it’s important to dig into the demographics 01:30:43.200 --> 01:30:45.567 because maybe not everyone’s experiencing the same thing, 01:30:45.567 --> 01:30:53.367 unfortunately. Gulo beautiful places, unique amenities, art, 01:30:53.367 --> 01:30:55.367 and quality infrastructure make Brooklyn Park a community of 01:30:55.367 --> 01:31:00.367 choice. Uh, payment condition ratings, it’s 01:31:51.166 --> 01:31:55.900 a really standard way to look at our uh Road network, our 01:31:55.900 --> 01:32:00.100 snowplow ratings. And then, uh, also we’re acutely aware of the 01:32:00.100 --> 01:32:03.800 interests in the council to address litter in the community 01:32:03.800 --> 01:32:08.634 and so similar to that, uh, potential metric of a media 01:32:08.634 --> 01:32:12.367 sentiment. Uh, there’s also an opportunity here, uh, once we 01:32:12.367 --> 01:32:14.667 go down the the different strategies we follow for litter 01:32:14.667 --> 01:32:20.533 reduction.
