Any questions regarding assessed values for 2024 with 00:03:17.734 --> 00:03:22.100 taxes payable in 2025 cannot be addressed at this meeting. I’m Tracy Bauer 00:04:33.533 --> 00:04:36.800 Anderson and I oversee the assessing division. I am the 00:04:36.800 --> 00:04:40.533 city assessor and I oversee two commercial appraisers, 3 00:04:40.533 --> 00:04:47.400 residential appraisers and we have an admin staff. Annually 00:04:47.400 --> 00:04:50.233 assessors have to revalue every property located in the city of 00:04:50.233 --> 00:04:55.533 Brooklyn Park. Property values are adjusted based on market 00:04:55.533 --> 00:04:59.133 activity. We look at qualified sales and market data and 00:04:59.133 --> 00:05:02.367 analyze those to determine what the market’s doing? Is it 00:05:02.367 --> 00:05:05.100 indicating that values are increasing or decreasing, and 00:05:05.100 --> 00:05:10.867 then we react to it. We are governed by Minnesota state law 00:05:10.867 --> 00:05:13.667 that values or properties have to be valued as they would sell 00:05:13.667 --> 00:05:18.667 on an open market. So as Terry Erickson, um, outlined, they can choose 00:05:55.300 --> 00:06:00.467 to reduce the property value, increase it, sustain it. It’s gonna pull comparable specific 00:07:03.734 --> 00:07:06.800 to one property. What’s different about an assessment 00:07:06.800 --> 00:07:11.533 is that we’re using mass appraisal and we are valuing 00:07:11.533 --> 00:07:15.266 many properties given the market trends. We do not have 00:07:15.266 --> 00:07:19.166 the ability to revalue and pick specific comps for every 00:07:19.166 --> 00:07:22.800 property in the city of Brooklyn Park. So we look at 00:07:22.800 --> 00:07:26.634 given areas within the city, look at sales that occurred in 00:07:26.634 --> 00:07:30.000 those given areas and determine what are those markets telling 00:07:30.000 --> 00:07:33.467 us, or is the median sale telling us we need to increase 00:07:33.467 --> 00:07:39.900 those values or decrease those, and then we react. So the 00:07:39.900 --> 00:07:44.133 components that we look at are gonna be vacant land sales, 00:07:44.133 --> 00:07:48.400 replacement costs, sales data, and if it’s income producing 00:07:48.400 --> 00:07:51.634 and income income approach. We’re gonna look at 00:07:51.634 --> 00:07:54.000 quantitative or objective characteristics and qualitative 00:07:54.000 --> 00:07:57.634 or subjective. Objectives would be square footage, number of 00:07:57.634 --> 00:08:01.734 bedrooms, number of bathrooms, subjective is going to be more 00:08:01.734 --> 00:08:10.800 more about condition. So an estimated market value is what 00:08:10.800 --> 00:08:14.533 that property would likely sell for at arm’s length transaction 00:08:14.533 --> 00:08:18.500 in the open market. So the state of Minnesota has us 00:08:18.500 --> 00:08:21.100 review all the sales that occur in the city and determine 00:08:21.100 --> 00:08:24.800 whether or not they’ll be included in the racial study to 00:08:24.800 --> 00:08:29.000 determine where that median sale falls. Some main items 00:08:29.000 --> 00:08:32.400 that attribute to value would be uh the size of the building, 00:08:32.400 --> 00:08:37.033 the style of the building, location, quality, condition, 00:08:37.033 --> 00:08:42.800 other factors that add, um, attribute value would be age, 00:08:42.800 --> 00:08:45.567 uh, fireplaces, bedrooms, bathrooms, patios, porches, 00:08:45.567 --> 00:08:51.467 decks, basement finishing. To set the value as of January 2, 00:08:51.467 --> 00:08:57.367 2025. We looked at qualified sales from October 1st of 23 00:08:57.367 --> 00:09:02.634 through September 30th of 24. And use those to determine how 00:09:02.634 --> 00:09:11.667 the properties within Brooklyn Park would be adjusted. Department of Revenue wants 00:10:14.767 --> 00:10:19.533 that set between 90 and 105% of the sale like we discussed, but 00:10:19.533 --> 00:10:24.367 Hennepin County kind of targets that 95-ish marks so that all 00:10:24.367 --> 00:10:28.567 the cities within Hennepin County are following the same, 00:10:28.567 --> 00:10:32.367 the same 95%, so that some cities aren’t leaning too far 00:10:32.367 --> 00:10:38.734 down on that 90 and someone else’s using 105. So how do you 00:10:38.734 --> 00:10:41.500 determine a sales ratio? You’re gonna take the assessors 00:10:41.500 --> 00:10:43.634 estimated market value, and you’re going to divide it by 00:10:43.634 --> 00:10:48.000 the sale price. That again is governed by this uh Minnesota 00:10:48.000 --> 00:10:52.100 statute, and as we talked about each neighborhood is just based 00:10:52.100 --> 00:10:57.900 on the median sale within that given area, so we use, um, 00:10:57.900 --> 00:11:00.634 neighborhoods that were developed at the same time, 00:11:00.634 --> 00:11:04.367 similar characteristics here is bet would sell similarly, and 00:11:04.367 --> 00:11:12.467 we use that median sale to adjust that area. We have also 00:11:12.467 --> 00:11:19.367 um. In order for us to do our best job, we request interior 00:11:19.367 --> 00:11:22.500 inspections. That tells us that the information we’re using to 00:11:22.500 --> 00:11:26.734 value each property is current and accurate, and if for some 00:11:26.734 --> 00:11:30.000 reason something was to change, whether there was an 00:11:30.000 --> 00:11:32.867 improvement or maybe someone took undid their basement 00:11:32.867 --> 00:11:35.467 finishing. To make it even more complicated. They’re gonna 00:12:27.667 --> 00:12:31.934 trend all the sales to January 2nd. So they’re gonna take a 00:12:31.934 --> 00:12:36.800 sale that occurred early in the sale period and time adjusted 00:12:36.800 --> 00:12:40.467 to January 2nd. The idea behind that is so that the median 00:12:40.467 --> 00:12:46.367 ratio is a better reflection of the overall assessment. 00:12:46.367 --> 00:12:50.166 Property values do not directly affect the tax bill. The 00:12:50.166 --> 00:12:54.266 estimated market value is used to calculate the tax share or 00:12:54.266 --> 00:12:58.100 distribution of your local property levy, so the increase 00:12:58.100 --> 00:13:01.800 and decrease in the property market value doesn’t does not 00:13:01.800 --> 00:13:04.467 change the amount that the property tax revenue is 00:13:04.467 --> 00:13:08.767 collected by the city, the budget drives the taxes, 00:13:08.767 --> 00:13:12.467 whether it’s a city, the county, and the schools, the values we 00:13:12.467 --> 00:13:20.100 set are used to determine the distribution of taxes. So to um 00:13:20.100 --> 00:13:23.734 apply this simple example. If we only had 4 properties in the 00:13:23.734 --> 00:13:28.166 city of Brooklyn Park. Distribution of taxes. If, for instance, those 00:13:46.667 --> 00:13:51.133 same properties, the sales um drove those values differently, 00:13:51.133 --> 00:13:54.133 increased in one, decreased in another, stayed the same in the 00:13:54.133 --> 00:13:59.533 others.
