Billing, uh, usage 00:03:40.233 --> 00:03:45.467 for, uh, my resident. And I feel that there needs to be, uh, 00:03:45.467 --> 00:03:50.800 some type of adjustment made. I feel that it’s unfair that this 00:03:50.800 --> 00:03:56.734 adjustment or that I’m being charged for, um, Uh, over usage 00:03:56.734 --> 00:04:05.800 of my sewer. And uh Today I brought an example of what, um, 00:04:05.800 --> 00:04:11.634 I have to deal with and as I say I’m a person in my 00:04:11.634 --> 00:04:17.467 household where I do not have city water. And, um, what I 00:04:17.467 --> 00:04:23.800 find out is, um, in my example that compared to my neighbor, 00:04:23.800 --> 00:04:29.200 Uh, we’re in the same situation where it’s just one occupant is 00:04:29.200 --> 00:04:37.133 in the household. Um And When we compare their bills, I find 00:04:37.133 --> 00:04:42.634 out that I’m being charged. It looks like more than uh twice 00:04:42.634 --> 00:04:50.533 or almost 3 times as much as my sewer and cord it’s being used 00:04:50.533 --> 00:04:55.634 or it’s being justified through taking all the residents and 00:04:55.634 --> 00:05:00.133 then doing the percentage of it and it comes out that that’s 00:05:00.133 --> 00:05:07.133 the way I’m charged, but I feel that um I, my household doesn’t 00:05:07.133 --> 00:05:13.500 compare to the other residents. And their situation, and I 00:05:13.500 --> 00:05:19.834 think maybe this either can come close to being, you know, 00:05:19.834 --> 00:05:25.200 some somewhat reasonable. Uh, I’m not looking for, you know, 00:05:25.200 --> 00:05:29.500 major, uh, justification or lowering of my utility bill, 00:05:29.500 --> 00:05:33.400 but something that is reasonable to what I should be 00:05:33.400 --> 00:05:39.100 paying compared to my neighbors. And maybe it can be done 00:05:39.100 --> 00:05:41.266 through not through all the people in Brooklyn, all the 00:05:41.266 --> 00:05:48.233 residents of Brooklyn Park, but maybe a certain area. Um That 00:05:48.233 --> 00:05:54.100 households are compared to my area. And I think if they can 00:05:54.100 --> 00:05:58.300 look into that and we can get an adjustment made. I’m based out of the Maple Grove facility, which is 00:09:50.800 --> 00:09:54.800 just right down on the eighty-fifth. Um on the border 00:09:54.800 --> 00:09:58.000 of Maple Grove and Brooklyn Park. And now I’m just gonna 00:09:58.000 --> 00:10:01.300 kind of go over what we do, why we do it and what we did in 00:10:01.300 --> 00:10:10.367 2024. So as the Metropolitan Mosquito Control District, we 00:10:10.367 --> 00:10:13.500 are a public service agency where we cover the Simon County 00:10:13.500 --> 00:10:19.367 metropolitan area. Servicing the 3 million and plus 00:10:19.367 --> 00:10:21.634 occupants of the metropolitan area and as well as the 00:10:21.634 --> 00:10:26.500 millions of visitors that visit Minnesota every year. Um, we do 00:10:26.500 --> 00:10:30.567 this by Uh, targeting mosquitoes in their aquatic 00:10:30.567 --> 00:10:35.400 habitats, as well as their woodland habitats too, and our 00:10:35.400 --> 00:10:41.800 services come to about $10.87 for the median home every year. 00:10:41.800 --> 00:10:47.166 Our services, uh, are primarily, uh, dealing with the mosquito, 00:10:47.166 --> 00:10:50.934 uh, nuisance and also the disease, uh, vector problems 00:10:50.934 --> 00:10:55.200 that they can present to the public. Uh, in addition to this, 00:10:55.200 --> 00:10:57.033 we do tick-borne disease surveillance, and also we 00:10:57.033 --> 00:11:01.100 provide a lot of public education opportunities about 00:11:01.100 --> 00:11:03.300 mosquito and the related illnesses that they and ticks 00:11:03.300 --> 00:11:07.100 can spread. In addition to all that, we also do black flyer 00:11:07.100 --> 00:11:12.000 biting gnat control. So a little bit of background on 00:11:12.000 --> 00:11:16.667 mosquitoes is not gonna bog us down too much with it, um, but 00:11:16.667 --> 00:11:19.467 mosquitoes are pretty big, uh, concern not just in terms of 00:11:19.467 --> 00:11:24.734 nuisance and not being able to enjoy our um outdoor activities 00:11:24.734 --> 00:11:27.867 or even just hanging out outside. Um, they can also 00:11:27.867 --> 00:11:31.467 spread different types of illnesses in Minnesota, we have 00:11:31.467 --> 00:11:35.367 about 52 different species of of those of only about 20 will 00:11:35.367 --> 00:11:37.934 bite humans. The others may only bite frogs, some only 00:11:37.934 --> 00:11:43.166 birds. Um, So on and so forth. Uh, real quick, the life cycle 00:11:43.166 --> 00:11:45.900 of a mosquito is described instead of this diagram, 00:11:45.900 --> 00:11:48.100 there’s a mosquito laying an egg inside of an aquatic 00:11:48.100 --> 00:11:55.000 habitat. Um, where they will then immersion as larvae. the 00:11:55.000 --> 00:11:58.200 feet upon microscopic organisms eventually undergoing the 00:11:58.200 --> 00:12:01.000 process of metamorphosis turning into pupa, where they 00:12:01.000 --> 00:12:04.166 develop all their adult parts, such as the proboscis and wings 00:12:04.166 --> 00:12:06.734 and so forth, and then eventually over the course of a 00:12:06.734 --> 00:12:09.934 few days emerge as an adult mosquito looking for a mate or 00:12:09.934 --> 00:12:15.467 for a blood meal. Um Mosquitoes, where do they lay their eggs 00:12:15.467 --> 00:12:18.400 while they lay them in uh different types of habitat, uh, 00:12:18.400 --> 00:12:21.734 as long as it’s standing stagnant water. This can be a 00:12:21.734 --> 00:12:25.400 few different types of habitats such as uh the cattle band 00:12:25.400 --> 00:12:29.667 around a large lake or a pond, um, permanent water sources 00:12:29.667 --> 00:12:33.467 such as marshes and swamps, as well as temporary flood plains 00:12:33.467 --> 00:12:37.200 such as like in a soccer field or baseball diamond. In 00:12:37.200 --> 00:12:43.533 addition to all that, they are uh very much uh. problem with 00:12:43.533 --> 00:12:48.400 uh temporary water sources such as tree holes, as well as uh 00:12:48.400 --> 00:12:52.100 stormwater catch basins that hold water temporarily before 00:12:52.100 --> 00:12:55.934 being flushed out into um. A retaining pond more often than 00:12:55.934 --> 00:13:00.667 not, as well as, uh, containers like buckets and uh random 00:13:00.667 --> 00:13:04.800 trash items and another really big item is tires, uh, as the 00:13:04.800 --> 00:13:09.200 district, we do remove tires to residents, uh, for free of 00:13:09.200 --> 00:13:13.000 charge, um, so if anyone is curious about what that looks 00:13:13.000 --> 00:13:20.867 like, we can provide that information at a further time. 00:13:20.867 --> 00:13:24.133 Our organization is really big on following environmental 00:13:24.133 --> 00:13:28.867 stewardship and holding it as uh in high priority. We do this 00:13:28.867 --> 00:13:31.533 through integrated pest management, uh, which is 00:13:31.533 --> 00:13:35.800 focusing as to how we can Uh, manage our resources and funds 00:13:35.800 --> 00:13:38.634 the best way possible in order to reduce not just nuisance 00:13:38.634 --> 00:13:42.300 from mosquitoes, but also the potential of them spreading 00:13:42.300 --> 00:13:45.900 disease and illness as well. Um, we have a technical advisory 00:13:45.900 --> 00:13:51.867 board, which reviews all of our practices annually. The uh tab 00:13:51.867 --> 00:13:55.300 members include different experts and agencies, um, that 00:13:55.300 --> 00:14:00.000 service the, uh, Minnesota area, um, in order to best protect 00:14:00.000 --> 00:14:04.133 our environment and also our public health into that. All of 00:14:04.133 --> 00:14:13.734 our reports are available on our website. Ah, most of our 00:14:13.734 --> 00:14:16.367 work is doing monitoring and surveillance for mosquitoes and 00:14:16.367 --> 00:14:20.200 ticks, and I actually have some samples that I can pass out to 00:14:20.200 --> 00:14:29.166 the council of food so like. Just for a more up close 00:14:29.166 --> 00:14:34.100 personal view as to what they look like, um, so the little 00:14:34.100 --> 00:14:37.667 worm looking ones, as are the mosquito larvae. And we get 00:14:37.667 --> 00:14:40.934 those from uh aquatic habitats. What we’ll collect them and 00:14:40.934 --> 00:14:44.166 then send them down to our lab for further identification. 00:14:44.166 --> 00:14:47.634 Again, not every species bites humans, so it’s really 00:14:47.634 --> 00:14:51.133 important that as an agency we only target the ones that will 00:14:51.133 --> 00:14:54.400 bite people, um, in particular the ones that are also known as 00:14:54.400 --> 00:14:59.767 VE uh disease vectors too. We also will do adult mosquito 00:14:59.767 --> 00:15:03.934 sampling using mosquito traps and sweeps. Um, in the fields 00:15:03.934 --> 00:15:08.266 in order to uh collect. Uh, different adult mosquitoes to 00:15:08.266 --> 00:15:11.934 see what’s flying around and actively biting people that day, 00:15:11.934 --> 00:15:15.100 um, just so that way we can narrow down where to do our 00:15:15.100 --> 00:15:20.033 work. Uh, like I said, we sent him down to our lab in Saint 00:15:20.033 --> 00:15:23.133 Paul for identification. The samples are identified to 00:15:23.133 --> 00:15:26.000 determine if they are species that that merits treatment and 00:15:26.000 --> 00:15:30.133 also meets our action threshold, um, perhaps you’ve seen our 00:15:30.133 --> 00:15:34.867 helicopters flying overhead, uh, wetlands, and so that’s when we 00:15:34.867 --> 00:15:38.634 are able to justify that there were 10 amount of bugs per dip. 00:15:38.634 --> 00:15:45.533 Uh, in order to treat for using that service. Adult samples are 00:15:45.533 --> 00:15:47.133 primarily identified to determine if they are disease 00:15:47.133 --> 00:15:50.400 vectors present in the area. And then we also do some 00:15:50.400 --> 00:15:53.800 in-house and out of uh. Our agency testing for disease as 00:15:53.800 --> 00:15:58.367 well. Like West Nile virus, lacrosse encephalitis in 00:15:58.367 --> 00:16:03.266 Jamestown Canyon virus. Our primary control methods are 00:16:03.266 --> 00:16:05.667 through larval control, adult control, and reducing breeding 00:16:05.667 --> 00:16:10.133 habitat. Uh, again, larval control is kind of like our 00:16:10.133 --> 00:16:14.000 main priority because it applies the most effective, uh, 00:16:14.000 --> 00:16:17.000 control measures that we have available to us as a district. 00:16:17.000 --> 00:16:22.400 It’s also the most likely to be non, uh, or to not target 00:16:22.400 --> 00:16:24.734 non-target species or insects like butterflies and bees and 00:16:24.734 --> 00:16:27.767 other pollinators that are really important to the ongoing 00:16:27.767 --> 00:16:34.667 survival and health of our communities. Um It also allows 00:16:34.667 --> 00:16:39.634 us to uh best uh target uh mosquitoes instead of a high 00:16:39.634 --> 00:16:42.100 concentration area when there are adults and flying around, 00:16:42.100 --> 00:16:45.567 it’s much more difficult to control that problem, making it 00:16:45.567 --> 00:16:50.667 more cost, uh, inducing and also less likely to Uh, provide 00:16:50.667 --> 00:16:55.734 effective treatment. Um, just as a little highlight about the 00:16:55.734 --> 00:16:59.867 numbers that we have from 2024 since we did have a lot of 00:16:59.867 --> 00:17:03.467 precipitation last year. Um, we did increase our larval control 00:17:03.467 --> 00:17:07.266 and also our adult control from recent past years during the 00:17:07.266 --> 00:17:11.533 drought from 2020 to 2023. Um, and again, that’s primarily 00:17:11.533 --> 00:17:15.567 because a lot of our work is so dependent on precipitation 00:17:15.567 --> 00:17:24.467 levels. So like rainfall and even snow melt. Uh, and then 00:17:24.467 --> 00:17:27.033 our larval control, so when we’re flying our helicopters, 00:17:27.033 --> 00:17:30.266 we’re not spraying. I think that’s an, uh, uh. Something 00:17:30.266 --> 00:17:33.400 that a lot of people think that we do with our helicopter, but 00:17:33.400 --> 00:17:36.634 instead we’re dropping these little corn granules, uh, which 00:17:36.634 --> 00:17:40.834 are infused with a bacteria called BTI, which when the 00:17:40.834 --> 00:17:44.100 larvae eat that in the water column it effectively disrupts 00:17:44.100 --> 00:17:46.800 their gut system killing them. Um, and I have a little bit of 00:17:46.800 --> 00:17:55.400 that as well to hand out to the council. Uh, we use a few 00:17:55.400 --> 00:17:58.467 different other materials, methyrene and spinosad as well, 00:17:58.467 --> 00:18:04.367 again, very target specific, very cost effective. Um And uh 00:18:04.367 --> 00:18:06.200 we’re starting to utilize drones more frequently in our 00:18:06.200 --> 00:18:09.734 treatments as well, in Brooklyn Park, we have a few sites that 00:18:09.734 --> 00:18:14.567 are too large for a person with a backpack, uh, as shown. Uh, 00:18:14.567 --> 00:18:17.133 in that image, um, but are also maybe too small or too 00:18:17.133 --> 00:18:20.467 difficult to treat with a helicopters. This allows us to 00:18:20.467 --> 00:18:24.133 provide a much more expansive treatment method that is also 00:18:24.133 --> 00:18:31.100 safer for the public and also ourselves as well. Uh, again, 00:18:31.100 --> 00:18:34.033 really quick highlighting the mosquito-borne diseases that 00:18:34.033 --> 00:18:36.900 are present here in Minnesota West Nile virus is by far the 00:18:36.900 --> 00:18:42.266 most common one. In this this species is primarily found in 00:18:42.266 --> 00:18:45.734 uh really kind of gnarly feed stagnant water, so this is 00:18:45.734 --> 00:18:50.266 gonna be the stormwater catch basins where there’s a lot of 00:18:50.266 --> 00:18:53.033 organic material, um, also oftentimes sewer systems that 00:18:53.033 --> 00:18:58.367 maybe are backed up or slow moving too. Um, and then we’ve 00:18:58.367 --> 00:19:01.533 also been finding Jamestown Canyon virus instead of the 00:19:01.533 --> 00:19:04.300 metropolitan area with uh an increase in past years, and 00:19:04.300 --> 00:19:07.000 that’s going to be in our spring species. So those first 00:19:07.000 --> 00:19:10.266 bugs that are starting to emerge probably mid-April, 00:19:10.266 --> 00:19:13.400 early May, um, that’s something that we’re very mindful of and 00:19:13.400 --> 00:19:18.100 so you’ll see our helicopters active a lot because of that. 00:19:18.100 --> 00:19:22.000 Um, one other one that I want or highlight is lacrosse 00:19:22.000 --> 00:19:26.634 encephalitis. So, uh, 2024, uh, general season review 00:19:54.133 --> 00:19:58.200 from last year in the entire metropolitan area due to the 00:19:58.200 --> 00:20:00.934 above average rainfall, um, throughout the summer, we would 00:20:00.934 --> 00:20:03.567 have expected in traditional years to see a lot more 00:20:03.567 --> 00:20:06.634 nuisance or human biting mosquitoes, but because of the 00:20:06.634 --> 00:20:09.900 drought the past few years, we saw a kind of a dip in that, 00:20:09.900 --> 00:20:14.133 and that’s primarily due to our uh cocolaidia perturbances or 00:20:14.133 --> 00:20:18.634 cattail mosquito, not being as present, um, that species 00:20:18.634 --> 00:20:21.533 emerges typically all at once, uh. In the middle of or early 00:20:21.533 --> 00:20:25.900 July. Um, because of the drought the past few years, 00:20:25.900 --> 00:20:30.367 those numbers were much, much lower. Um, another little 00:20:30.367 --> 00:20:33.400 highlight due to the mild winter and warm spring that we 00:20:33.400 --> 00:20:38.300 had in 2023 through 2024. Um, we had a really early detection 00:20:38.300 --> 00:20:42.934 of deer ticks as early as the first week of February, um, and 00:20:42.934 --> 00:20:46.166 also mosquito larva February 26th, which this year we found 00:20:46.166 --> 00:20:50.000 our first uh swimming larva just last week, so they’re 00:20:50.000 --> 00:20:54.667 already out. Starting to grow and eventually will be emerging 00:20:54.667 --> 00:20:57.533 probably again late March at the earliest, early April, uh, 00:20:57.533 --> 00:21:03.200 on average. Um, thankfully we did find fewer instances of 00:21:03.200 --> 00:21:07.000 West Nile virus in the district. Um, and that’s primarily 00:21:07.000 --> 00:21:10.734 because the virus does much better at being transmitted 00:21:10.734 --> 00:21:13.634 during really hot, dry years where the only water that is 00:21:13.634 --> 00:21:16.533 available, again, is that kind of permanent standing water 00:21:16.533 --> 00:21:20.934 that’s gonna be high in organic material. Um, we did see a lot 00:21:20.934 --> 00:21:25.634 of, uh, biting gnats or black fly numbers last spring, um, 00:21:25.634 --> 00:21:28.000 and that’s primarily because the rivers and the streams were 00:21:28.000 --> 00:21:31.634 so. free-flowing and I had a much higher level than they 00:21:31.634 --> 00:21:35.266 have been in past years. Um, and that’s that species of gnat 00:21:35.266 --> 00:21:37.467 that instead of just flying around your head, we’ll zip 00:21:37.467 --> 00:21:40.634 around it and then bite you on the back of the neck, most 00:21:40.634 --> 00:21:42.667 likely if you’re ever enjoying time over at the Green Rapids 00:21:42.667 --> 00:21:54.133 Dam. Um, here’s our. year-end review of uh Brooklyn Park, um, 00:21:54.133 --> 00:21:57.934 in comparison from 2023 to 2024. Again, due to the amount of 00:21:57.934 --> 00:22:01.100 precipitation that we had, we were just out much more 00:22:01.100 --> 00:22:04.667 frequently dipping those large parasites for our helicopter 00:22:04.667 --> 00:22:08.467 treatments, which also resulted into a much higher, uh, rate of 00:22:08.467 --> 00:22:11.166 acres being treated here in Brooklyn Park too, almost 00:22:11.166 --> 00:22:17.467 double. Um, we also were able to spend some time increasing 00:22:17.467 --> 00:22:22.367 our adult mosquito samplings as well. And that also led to a 00:22:22.367 --> 00:22:28.100 much uh higher rate of acres treated. This number looks very 00:22:28.100 --> 00:22:32.533 significant from 7.21 acres to 108.34 acres between the two 00:22:32.533 --> 00:22:36.767 years, um, but that’s primarily due to the uh different types 00:22:36.767 --> 00:22:40.934 of adult control materials we were using. Um, while we did 00:22:40.934 --> 00:22:47.266 find an increase overall. Of potentially disease vectoring 00:22:47.266 --> 00:22:52.133 mosquitoes in 2024, um. This acreage mostly accounts for the, 00:22:52.133 --> 00:22:55.900 the materials we used in 2023, we primarily did barrier 00:22:55.900 --> 00:22:58.734 treatments with a residual material, which is essentially 00:22:58.734 --> 00:23:03.400 kind of creating a fence around a wooded area, uh, so that way 00:23:03.400 --> 00:23:07.533 when the mosquitoes during the day, um, are as they emerge in 00:23:07.533 --> 00:23:11.367 the evening looking for a blood meal. The land on leaves, and 00:23:11.367 --> 00:23:14.533 when they do, it uh, the materials stick to their legs 00:23:14.533 --> 00:23:18.200 and, and effectively kill them as their method of transmission. 00:23:18.200 --> 00:23:24.367 Whereas in 2024, we used a much more environmentally sensitive 00:23:24.367 --> 00:23:28.400 material called Zenova. Which produces a fine fog, um, that 00:23:28.400 --> 00:23:32.634 you have to go into a wooded area in order to effectively 00:23:32.634 --> 00:23:36.100 treat and then as soon as that fog disperses, usually within a 00:23:36.100 --> 00:23:39.800 few minutes. It’s no longer effective. We’re essentially 00:23:39.800 --> 00:23:43.367 just walking through the wooded area as a means of attracting 00:23:43.367 --> 00:23:47.100 the mosquitoes to you. And again, we primarily reserve 00:23:47.100 --> 00:23:51.934 this type of uh adult mosquito control, uh, when we find high 00:23:51.934 --> 00:23:54.767 disease vector counts or mosquitoes that are currently 00:23:54.767 --> 00:23:59.400 infected with illnesses such as West Nile virus. Um, and then 00:23:59.400 --> 00:24:05.266 as far as catch basins go, uh, likely due to improvements and 00:24:05.266 --> 00:24:08.467 The city uh stormwater management. We’ve been able to 00:24:08.467 --> 00:24:11.100 actually reduce our catch basins. So we only treat wet 00:24:11.100 --> 00:24:16.033 catch basins that are holding. Water, um, so that’s kind of 00:24:16.033 --> 00:24:19.667 really nice and impressive to see cause it’s um one of our 00:24:19.667 --> 00:24:23.467 more difficult, um, tactics that we have to deal with. Uh, 00:24:23.467 --> 00:24:27.133 and then we do receive resident calls, and these are primarily 00:24:27.133 --> 00:24:30.367 due to either or people expressing concerns about the 00:24:30.367 --> 00:24:33.533 high numbers of mosquitoes in the area, or for tire pickups. 00:24:33.533 --> 00:24:39.934 Um And again we also attend uh Brooklyn Park Safety camp, the 00:24:39.934 --> 00:24:43.634 public works open house, we attended last year as well, and 00:24:43.634 --> 00:24:46.867 we are always at the Brooklyn Park or the Tater Days parade 00:24:46.867 --> 00:24:49.634 every year as well. If you ever see a giant mosquito that’s. 00:24:49.634 --> 00:24:59.667 Clearly us. Uh, for 2025, we are kind of in a little bit of 00:24:59.667 --> 00:25:02.934 a limbo, not necessarily knowing if we’re gonna have 00:25:02.934 --> 00:25:05.734 above or below precipitation, uh, but in any event, we are 00:25:05.734 --> 00:25:08.800 usually ready with our helicopters, uh, as soon as the 00:25:08.800 --> 00:25:13.667 first heavy rainfall comes through, or as the uh 00:25:13.667 --> 00:25:17.867 overwintered mosquitoes are now uh hatched and active, we start 00:25:17.867 --> 00:25:22.800 doing our surveillance today or this week. Um, due to the heavy 00:25:22.800 --> 00:25:27.467 rain that we did have in 2024, we will be expecting some more 00:25:27.467 --> 00:25:31.367 of those human biting uh catti mosquitoes that I referenced 00:25:31.367 --> 00:25:36.533 earlier, um, and that’s just primarily due to the trend of 00:25:36.533 --> 00:25:39.233 having heavy precipitation years, um, there’s always a 00:25:39.233 --> 00:25:44.133 spike, uh, every time that we’ve had some of those, um, 00:25:44.133 --> 00:25:49.400 record years of uh catch and mosquitoes too. Um Another 00:25:49.400 --> 00:25:52.133 thing that again highlighting once more is that we are 00:25:52.133 --> 00:25:55.867 expanding the drone program to improve efficiency in public 00:25:55.867 --> 00:26:00.133 safety as well. Um, so keep an eye out for the skies, not just 00:26:00.133 --> 00:26:02.734 for a helicopter anymore, but also a large agriculture drone 00:26:02.734 --> 00:26:08.734 too. Uh, we have different resources for residents, uh, 00:26:08.734 --> 00:26:15.000 all on our website. Um We have weekly updates and daily 00:26:15.000 --> 00:26:17.900 control alerts for both our helicopters and adult control 00:26:17.900 --> 00:26:23.500 as well. It’s one of the most expansive, uh, maps of 00:26:54.533 --> 00:26:58.367 any sort of wetland, uh, that I’ve ever come across in my 00:26:58.367 --> 00:27:01.100 work, um, and you can enter in your address to see what’s 00:27:01.100 --> 00:27:03.634 around you and what different types of wetlands that there 00:27:03.634 --> 00:27:07.834 might be. Uh, to see when they were last monitored or treated, 00:27:07.834 --> 00:27:11.734 you can then see a large open ponds, likely not a very good 00:27:11.734 --> 00:27:14.800 mosquito breeding source, but it’s actually really small 00:27:14.800 --> 00:27:18.300 little ones or these large, uh, like cattail wetlands that are 00:27:18.300 --> 00:27:21.734 going to be much more visited than those open water breeding 00:27:21.734 --> 00:27:24.533 ponds. So I definitely suggest that folks take a look at that 00:27:24.533 --> 00:27:29.734 just to see what’s going on in their neighborhood. Planning commission recommended approval of new 00:31:03.400 --> 00:31:06.634 development that will bring new businesses, jobs, and homes to 00:31:06.634 --> 00:31:10.800 the city, these projects were all subsequently approved by 00:31:10.800 --> 00:31:15.133 the city council and have the potential to result in. The 00:31:15.133 --> 00:31:20.567 construction of 233 units of housing at about 63,000 square 00:31:20.567 --> 00:31:24.767 feet of employment space. Uh, the planning commission spent 00:31:24.767 --> 00:31:27.934 several months working with staff on a major update to the 00:31:27.934 --> 00:31:30.467 city’s zoning code and zoning map, bringing them into 00:31:30.467 --> 00:31:33.667 conformance with the Brooklyn Park 2040 comprehensive plan, 00:31:33.667 --> 00:31:36.934 uh, and making the zoning code easier to use, uh, the city 00:31:36.934 --> 00:31:39.900 council accepted the planning commission’s recommendation and 00:31:39.900 --> 00:31:43.900 gave final approval to the code updates on July 29th, 2024. Uh, 00:31:43.900 --> 00:31:48.734 and going forward, staff in the planning commission will be uh 00:31:48.734 --> 00:31:52.100 more regularly updating the zoning code and and bringing 00:31:52.100 --> 00:31:56.734 those recommendations to the city council. I 00:32:11.166 --> 00:32:15.367 highlight just a few of the projects, the specific, um, 00:32:15.367 --> 00:32:18.667 projects that the planning commission recommended for 00:32:18.667 --> 00:32:24.400 approval last year, uh, Red Lion Athletics focuses on 00:32:24.400 --> 00:32:25.634 specialized performance training programs, uh, and it 00:32:25.634 --> 00:32:28.834 was approved, uh, for a conditional use permit. Casa 00:32:28.834 --> 00:32:32.000 Efrique lounge will be a new restaurant in the Edinburgh 00:32:32.000 --> 00:32:35.100 Center, um, uh, it’s important to know this is this is 00:32:35.100 --> 00:32:38.934 actually the, the, the, the last business that will be 00:32:38.934 --> 00:32:41.634 required to get a CUP for what’s called a class 2 00:32:41.634 --> 00:32:44.300 restaurant, which is essentially a restaurant that 00:32:44.300 --> 00:32:47.500 that is also getting a liquor license as part of those code 00:32:47.500 --> 00:32:50.734 updates from last year, uh, in, in an effort to make it easier 00:32:50.734 --> 00:32:53.834 to do business in Brooklyn Park, the code no longer requires a 00:32:53.834 --> 00:32:59.100 conditional use permit for those Class 2 restaurants. Uh, 00:32:59.100 --> 00:33:01.800 the planning commission recommended approval of a site 00:33:01.800 --> 00:33:05.567 plan review for JJ’s Fish and Chicken. Uh, JJ’s is expanding 00:33:05.567 --> 00:33:08.900 the former Dairy Queen building on Zane Avenue, just north of 00:33:08.900 --> 00:33:10.900 Brooklyn Boulevard. Work is currently underway on that 00:33:10.900 --> 00:33:15.834 project. Uh, waterside markets on Brooklyn Boulevard is also 00:33:15.834 --> 00:33:18.867 expanding. Uh, this required a site plan review, which the 00:33:18.867 --> 00:33:22.634 planning commission forwarded to the city council with a 00:33:22.634 --> 00:33:25.800 recommendation of approval, a highlight of the year was 00:33:25.800 --> 00:33:27.500 reviewing and recommending approval of the site plan for 00:33:27.500 --> 00:33:30.367 the Brooklyn Park Teen and Youth Center, uh, while the 00:33:30.367 --> 00:33:32.934 business at hand that evening was reviewing the details of 00:33:32.934 --> 00:33:37.300 the site plan, uh, the meeting was also a celebration of this 00:33:37.300 --> 00:33:42.400 transformational project. The brook will be a 192 unit 00:33:42.400 --> 00:33:45.634 apartment community near 93rd and Zane. Uh, this is the first 00:33:45.634 --> 00:33:48.734 major development project to be reviewed under the new 00:33:48.734 --> 00:33:52.634 mixed-use zoning district that the council enacted following 00:33:52.634 --> 00:33:57.867 the 610 corridor development study. Uh, and finally 00:33:57.867 --> 00:34:00.567 Sandgrass Point is another new residential development on a 00:34:00.567 --> 00:34:04.734 former industrial site on Sixty-ninth Avenue that’ll have 00:34:04.734 --> 00:34:10.367 33 apartments and 11 town homes, looking ahead to 2025, uh, the 00:34:10.367 --> 00:34:13.400 planning commission will continue its core work of 00:34:13.400 --> 00:34:16.934 receiving or reviewing land use applications and making 00:34:16.934 --> 00:34:19.734 recommendations to the city council, um, the commission 00:34:19.734 --> 00:34:23.100 will also be engaged in periodic training, um, land use 00:34:23.100 --> 00:34:26.300 and zoning topics, uh, and of course continuing the ongoing 00:34:26.300 --> 00:34:30.567 work of updating the zoning code. Um, there were several 01:01:27.200 --> 01:01:30.400 barriers to gaining compliance um on this property, which 01:01:30.400 --> 01:01:33.667 included just the amount and variety of items that are 01:01:33.667 --> 01:01:36.367 stored here along with uh the property went through an 01:01:36.367 --> 01:01:39.934 extended probate. Um, they were to be corrected by June 15th of 2020 01:02:31.800 --> 01:02:36.634 and then um COVID did uh present itself that spring.
