If the matter relates to a topic that is identified on tonight’s agenda as a public hearing, please hold your comments until the public hearing is opened. The full rules for this forum can be found on the agenda table in back and on the City’s webpage. Anyone wishing to address the Commission should raise their hand. List of Community Feedback Comments ## Background The Zoning Code is the part of the City Code that controls how individual properties can be used and how buildings can be constructed. The Zoning Code divides the City into districts which have different allowable uses and standards for each district. The Zoning Code also includes standards which apply to all types of development, such as landscaping, screening, parking, lighting, fencing, architectural design, and signage. In December 2025, the City began a process to update its Zoning Code following the completion of the Zoning Code Audit last fall. This update will be completed in two phases. The first phase includes technical updates to improve the usability of the Code, and bring it into compliance with state statutes and case law. The Planning Commission is tentatively scheduled to hold a public hearing on this phase at its next meeting on October 6th, followed by City Council review on October 26th. The second phase of the zoning code update will take place following the development of the City's 2050 Comprehensive Plan. The primary purpose of the second phase will be to incorporate the direction established in the 2050 Comprehensive Plan into the Zoning Code and also address other more policy-substantive updates.
